Federal workers, health care staff, employees of large Company Fps governors of texas, alabama, georgia, south carolina, Mississippi Vow to use every resource they have to take this mandate to the court, but the White House says expect it to be enforced in matter of weeks. More than a third of adults in the u. S. Are still not fully vaccinated and we know its the Unvaccinate Redirect Examination who overwhelming hospitals across the country. Companies could face thousands of dollars in fines, per employee, if they do not comply. Reporter they could impose fines of 14,000 per infraction which would be per employee. It does fall under the osha act. That is a federal law, Program Department designed to keep workers safe. Thats why the White House believes they are on solid legal ground here. They say this would protect workers from grave danger. Its a law about a half century or so old. The president clearly believes he is on solid footing here. It will take the Labor Department the next few weeks to issue this rule. Were talking several weeks or months for this to be enacted. The president will require all Federal Workers to get vaccinated. They have some 75 days to complete this. It does raise the question, this is a change in policy from the president. For the last several months hes been saying he did not believe mandates were the way to tame this pandemic. He changed course because the virus has kept spreading and he does not see another option out there. Speaking of options, we also got a sense of what this administration is thinking in terms of flying. You do not have to be vaccinated to fly so the head of the Covid Task Force was asked about that earlier this morning. Lets take a listen. As to travel, were taking further action to double the fines for noncompliance of masking on airlines. Thats a Tsa Action announced yesterday. Were pulling available levers to require vaccinations and not taking any measures off the table. Reporter not taking any measures off the table but for now vaccinations are not necessarily on the table or expected to be implicated soon. Victor, at The End of this week, its the most aggressive Steps President biden has taken to try and tame the pandemic. You can bet most of this will end up in court. Requiring testing to fly domestically as we heard last hour, that could change the minds. Thanks so much. President bidens new Vaccine Requirements could affect as many as 100 Million Dollar american workers. So far we have seen a mixed reaction from the business community. U. S. Chamber of commerce and the Business Roundtable welcome the president s action. Some Business Owners have voiced concerns over the burden that this mandate will bring. Cnn economics and political commentator joins me now. As this was going on, as the president was delivering these remarks, you tweeted out, hall l hallelujah, its beyond time. I wish he had done this months ago. More Vaccination Mandates are what this country needs to save lives and save livelihoods. What about that element that jeff mentioned at the White House that the White House had said this is not our role. This is not something we think we should do or need to do and now they flipped on it . I think a few things have changed. One is the delta variant. We have this much more transmissable version of the virus thats put peoples lives at risk and two is we know that the people who are Hold Outs at this point, dont seem to be persuadable. It seemed like maybe you could encourage people to get the shot. You could have these lotteries and that would incentivize people to get shots. The people who are refusing, it seems like the only thing available is requirements. We heard from other experts that you should not fly and take planes. If this is the full court press, why not press that . I would love to see those actions. I think the White House should use every tool in its arsenal to make sure people get vaccinated and that could mean among other things, targeting employers. There are carve outs in this as well. Employers with fewer than 100 workers do not have to abide by this Vaccination And Testing requirement. Ive heard questions about why that is. Usually osha doesnt have carve outs for Health And Safety requirements because they say if its hazard in a big business, its a hazard in small business. Why do you think that is . I suspect with the political Pal Pablt of it, and b, the cost. How economically feasible it is. Maybe they think bigger businesses could absorb the costs of this testing. We dont know what the rule says yet. It hasnt come out. We dont know if employers will have to deal with that cost. Probably they will. Assume they will but we dont know what the language is. If they have to absorb more co cost, maybe they figure big companies can absorb it. Logistics for even a company as large as Procter Gamble or one that has 100 employees, thats going to be a major challenge. Yeah, they will have to figure out how they will implement this. I think these by businesses know its in their interest. They dont have to worry about shut downs. I think a lot of companies will be relieved they have big, bad government do blame for an action they may have wanted to take but worried about taking because it might alienate their workers or customers. I think it will be a relief to firms because the heat is mo longer on them. They get the benefit of having to require their workers to be vaccinated to have a safer workplace and hopefully a more Fluidly Operating Business without having to take the heat for making that very controversial decision. This is not onehalf of the Country Versus Onehalf of the country on the pro and the opposition to vaccines and mandates in is a small minority that were talking about thats pushing back and holding out. Yeah. Thats right, victor. Were seeing across the country that 75 of adults have received one vaccine. Its not the majority of people. Its a small group thats pushing back here. It baffles me as to why were seeing this push back. When you look at Fnew Data that cdc put out, the states with the lowest rates of vaccination have four times the rate of children visits to the emergency room. Four times the rate of children hospitalizations. You see states fighting for the right to keep their children in harms way. I just dont understand that when its clear we have way to really get this pandemic under control. The schools in florida will not be allowed to enforce these mask mandates, at least as long as the case goes through the courts there in the state. Let me ask you about the tone of the president s remarks yesterday. There was a professor who was with me at the top of the last hour who said this should not be something through which people are scolded. You want to nudge. It seems like the White House is beyond nudging people to get Vak Cincin vaccinated. The unvaccinated over crowd our hospitals, over running Emergency Rooms and intensive care units. We have been patient. Our patience is wearing thin. The refusal has cost all of us. Whats your assessment of the president s tone and the audience of this . Was this directed toward the unvaccinated or was it a speech for those who are vaccinated and frustrated with the direction of the country as we look at the poll numbers that have come out . I think it was directed more at those who are frustrated. I think its still really important to keep up the efforts to meet people where they are, to understand each persons concerns and try to address those. The individuals in our country who have not gotten Vak Siccina are not monolithic. 75 of adults are fully va vaccinated. In town of Prince Ton its 79 and in trenton, its 55 . That has to do with the mistreatment of black people. We need to address those concerns in a real way. I think putting mandates in place will move some people who are movable. People who are on the Fence Havent been real excited about getting vaccinated but with the requirements in place for work, if we keep up the efforts the reach people, im excited to see that one of the things the president called for is that the requirement that businesses will give people paid time off to get vaccinated. For some people thats very important because there is no sick time to take to do that. That will be a real plus. How you try to thread the needle on saying what President Biden is doing, stepping aside from constitutional issues and just talking about it is a principle, the idea of telling businesses what they can and cannot do. How somehow that is offensive if hes trying to mandate testing or vaccines but the instruction by republican governors to tell School Districts that they cannot take steps for safety such as masking or telling businesses that they cannot require masks. Its entirely inconsistent and really a lot of this seems to be rather performative about trying to appeal to the republican base and not about what is in the best Health Interest of the citizens of these individual states. You can make a constitutional argument, a principaled argument that you dont think under the Commerce Clause that the president has the right to do this or that its over steps oshas regulatory authority and thats fine. Courtrooms will hear the arguments but beyond that is the idea of what are you as a Leader Doing to try to end the pandemic . Quite frankly, there are exceptions to this but there are a lot of governors, republican governors, that are seem to be hindrance than help when it comes to trying to save their populations. About what they could have done differently and the united states could have done differently. Obviously general mccrystal with a very different idea. One that goes against everything that would be publicly acceptable but the idea the united states should have done this smarter, not quicker. Smarter. Its a really interesting way to think about how this could have been a more successful endevour. Theres a lot of that from the generals throughout this documentary. One of the things that occurred to me while reporting on this was the degree to which commanders and this came from a veteran that we interviewed. He talked about how everybody got as for their work but the Car War got an f. Theres manager to be said about the fact that people in afghanistan would get promoted and get medals for saying that they had succeeded in building this School Or Training this group of afghan troops when in reality what they did may have not accomplished anything. You cant get a medal for being candid. You get a medal for achieving something and checking something off on a piece of paper. I hope this makes people think about the Incentive Structure they have in the pentagon and how much is about succeeding for the mission as opposed to succeeding for individual. Smarter, not quicker. They went upstairs. I asked them to evacuate the Building And Rescue those that couldnt get out. You write i gazed into the distance physically and mentally exhausted. I needed to think, how could skyscrapers vanish into piles of twisted debris. What do i do now in this unthinkable disaster . Aside from the memories, how have you coped over these last 20 years . I think any time we experience violence not only is it the physical violence, its losing control and i was lucky because i was in a position. Almost immediately after the collapse helped build a Command Structure and then for years later rebuilding the Fire Department and having the city and different agencies work together so it wasnt just looking back for me. It was also envisioning a better future. Hundreds of firefighters, first responders lost their lives that day and have lost their lives in the years since from illnesses related to the work they did there at ground zero. What should we be doing for those families . How should we honor them . We should honor them the way we honor our fallen firefighters and first responders that day. They are also our heroes who are suffering post 9 11. We lost 343 firefighters on 9 11 but since that day, we lost more than 250 of our members from post 9 11 cancers and one of those people was my age. Say last name as me. What he had to fight by sitting in the halls of congress to talk to our Congress Members and senators on getting the bill passed and renewed. They claim their Loved Ones endured horrific and inhumane conditions. We have video where Hundreds Of Seniors were held. Seven of them died. One of the nurses described to cnn what she saw. We had to literally Cram Everybody in the big warehouse and we had to move patients closer and closer together. They had no privacy. They were being changed in front of Each Other. The kitchen was right next to the portapotties. It was for the feces, urine opinion. It was terrible. They piled the Dirty Linen and dirty diapers in the same place. The whole place wreaked of feces and urine. It was horrible. Sir, thaingnk you for being h me. The lawsuit alleges the owner of the company that manages the seven Nursing Homes mislead the families saying there was plan flp. There was a facility that could accommodate every one and had the necessary elements for medical care, hygiene and that was not true. You were there. What did you see . I got called there right after the storm and what i walked into was pretty horrific conditions. They end up housing over 843 patients in that facility. I think the plan called for about 350. She was correct, the prooevious interviewer. The beds were piled up on Each Other and what kind of struck me, it was me, the mayor and we just walked right in with no credential check. That concerned me for the safety of the citizens living there. It was really horrific and she is correct. There were piles of Dirty Linens and trash next to where they were cooking. It was really a very shocking situation. So after you saw that, what did you do . Immediately, it didnt take me long to realize we had a bad situation. I left the situation and called the speaker of the house. I advised him we had a problem and we needed to get it corrected. Also shocking to our knowledge we didnt know this facility existed. We had no idea that this was going to be an evacuation site. At Tehe End of the day there wa probably 1,000 people in this warehouse because you have workers and support staff. I know that days after the Storm Hit and this information about this facility was exposed that there were till many families who didnt know where their grandmothers, grandfathers were. Do we know if every one has been accounted for yet . To my knowledge they have been and to segue to that position, i received a call that night from one of the fellow State Reps who said i have a constituent we think is housed in the facility. Their family doesnt know if they are alive or sddeceased. I called the kcoroner to see wht the names of the deceased were. They misspelled the Gentlemans Name and he was located in another facility. That shows you the Disarray And Disorder going on after the situation. I will commend the state of la for doing a magnificent job, literally the next day there was probably 150 charter buses and over 100 ambulances called to take the people away. I hear that but the next day doesnt save the seniors from the Torment And Pain they went through in the facility. The sad irony is this Storm Hit 16 years to the day from katrina when we know there were 16 seniors who drowned in that storm and there were supposed to be the legislate ive changes to prevent something like this happening. What needs to happen in next few years when the next storm happens, this doesnt happen to another group of seniors . State representative, Nursing Homes are compensated well and unfortunately for them they are putting their profits over the people. Thats been my position since Day One since ive been in the legislature. I plan on bringing legislation to correct some of the faults we have seen in this process but ultimately im very disappointed in the way the Nursing Homes have responded to treating these people. We plan on taking swift action. I Cant Speak for the Executive Branch but from the legislative branch, we spoke to my colleagues and we plan on taking swift action. All right. Well keep watch. Cnn congressional Correspondent Lauren Fox has details. So, tell us more about this. Well, look, victor, this is all put part of that push to get that 3. 5 trillion economic bill through the u. S. Senate as part of that proposal, democrats have been working behind the scenes for many months to try to craft some kind of legislation that would provide some green Card Legalization to immigrants who are in this country. Now, its a much more narrow subset of immigrants who would be able to apply for this. And it includes people like daca recipients, Farm Workers as well as other kinds of Essential Workers in the u. S. That democrats are arguing helped get this country through the pandemic. Now, the reason that they had to meet with the Senate Parliamentarian is there are very strict rules that govern what you can include in a Budget Resolution Reconciliation bill. And i think that that is why democrats met with the Senate Parliamentarian because they are trying to make the case that this fits within the constraints of what they are allowed to do with just 51 votes. And thats the key thing here. Democrats know that they dont have the votes with republicans to pass comprehensive Immigration Reform like they did in 2013. So this is their last hope to try to do something while biden is president in the next two years. So, they met with the parliamentarian today. We are told that this discussion will likely continue, and we dont know when the Senate Parliamentarian will issue her final ruling. But it could have broad significance for whether or not democrats are able to proceed with some kind of Immigration Reform as part that far bigger economic bill they are trying to pass through the u. S. Senate. Well have to see if they have the 50 votes to do it before they get it passed to the president s desk. President biden is pushing back.
