Look, i am so disappointed that particularly some of the republican governors have been so cavalier with the health of these kids. So cavalier with the health of their communities. This is were playing for real here. This isnt a game. Here are the basics. All private companies with more than 100 workers will have to require vaccinations or Weekly Testing. All federal employees and contractors must get a Covid Shot as well as educators and federally funded programs and Health Care workers in settings with Medicaid Or Medicare reimbursements. And finally the president wants Entertainment Venues to require proof of testing or vaccination. Lets start with a primary Care Physician and Public Health specialist. Dr. Matthew, setting aside the politics, would you consider this good public Health Policy . I would. You know, im really excited that President Biden, i think for the very first time was very stern. He looked at the americans in the eyes and said enough is enough. Frankly, im tired of seeing 30 and 40yearolds die leaving families behind. At what point are we going to convince 80 to 90 Million americans that getting vaccinated is our only choice moving forward . I like the fact that hes mandating vaccines for federal employees. He is if you will, the ceo of Hundreds And Thousands of people so he can do that. Im never crazy about an opt out. I know we need an Off Ramp for people who are refusing to get the vaccine if theres a mandate. But if youre getting tested, we should also mandate masks. Overall, im happy. I still think we can go further. So when you say we could go further, i think thats the question on many minds. Does this go far enough to make the difference at this point . I think it will. In some aspects. First, mandating vaccines you will not be able to see those affects right away. Its a twodose vaccine. It could take five or six weeks before people are fully protected against this contagious Delta Variant. But mandating vaccines, i think, is going to convince the Fence Sitters. When look at people unvaccinated, im broadly dividing them to the antivaxers and the Fence Sitters. I see the patients on a daily basis, and a lot of them just have misinformation. Theyre scared. You clarify that miss information, and theyre saying dr. Matthew, ill get the vaccine. I trust you. The antivaxers, i think theyre always going to find a reason why they think the Covid Vaccine is unsafe. So many lives have been lost recently. Were losing nearly 1,500 americans a day right now to covid. And so in terms of timing, could this have been done earlier or was it smart to wait until one of the vaccines had full Fda Approval . Its always easy to criticize the president s plan when you go back. I think he tried his best to bribe. We tried offering scholarship money. None of it worked. I think that mandating the vaccines is the only way to move forward. Is it a little bit too late . Like i tweeted the other day, its better to be late than never at all. The question now about people having to wear masks and creating that to be a mandate, i think that is also going to be crucial. Because if employees are getting tested say on monday and wednesday, and they are not masked and they find out that theyre positive on wednesday, they can infect a lot of people. So i think we need to fine tune his plan, but overall, im really excited. I would also go as far as the aviation industry. Why arent we talking about mandating vaccines for the tsa employees . For the Ground Staff at airports . Why are we not talking about a fast pass for passengers who are vaccinated . I think that will also get us to a much larger group of people that are vaccinated. We know vaccines are the way out of this pandemic. San Francisco School district with approximately 90 of eligible children vaccinated has reported zero covid19 outbreaks since the start of the school year. Compare that to the nearly 19,000 students who have tested positive for covid since school began in mississippi where we know Vaccination Rates are low. I mean, that those examples alone, the contrast there, doesnt this just make the case for how effective vaccines are . The one thing that i share all the time with my patients who are Fence Sitters or who question the Validity Or Safety of the vaccine is i mention the numbers that you just said. And i go as far as to say if you look at every hospital in america, over 95 to 97 of people that are dying are in the unvaccinated. And which country really in any part of the world would accept the fact that one in four cases now of the new covid cases are children . Over 2 00,000 kids have been diagnosed with covid in the last month. Here in my hospital in atlanta, there is a 6 to 7 hour wait time for children coming in to a very large childrens hospital. So teachers must get vaccinated. Parents must get vaccinated. Its the bestw way we can protet our kids, especially 12 and younger who cannot get a vaccine at this time. Doctor, good to have you here. And the biden administration is beefing up aid to small businesses, Quadrupling Loan limits and allowing longer times to repay. This is a 20 or 30 jab. At the moment lots of people are staying home. Weve seen the Delta Variant cause the economic recovery to slow. Workers dont want to work if they dont feel safe. Shoppers dont want to shop if they dont feel safe. If we make workplaces in the stores safe, you dont have to take those risks anymore and thats going to send people flocking back to the market. Whats the alternative . What do you see happening to the economy without these requirements . Ongoing bumbling. Ive been saying for quite some time, the virus is the economy, and weve seen it dramatically as the rise of delta has once again caused a fairly dramatic slow down in the rate of the recovery. If we want to get back to the pre2020 economy, the fastest way there is to get there without the virus. Its the virus that slowed us down. Getting rid of the virus gets us back. Republicans are calling this move tyrannical. Some employees we know have already threatened legal action. For some of the companies on the smaller end of the 100 plus employees that are those businesses, the ones with fewer workers, could they suffer from the requirements, do you think . I think theyre going to benefit. A different way of posing all of this that might help breakthrough with the small businesses. You can think about a vaccination as like a tax cut. Thats because the virus is like a tax. Every time you go to the market, you pay a tax in the form of taking a risk with your health and we know that its costing people their health and some their lives. That tax is what keeps people away from stores. If we can get rid of the covid tax which is to say get rid of the virus and the extra Risk And Hassle of getting back to business, that will be an incredibly important just like an incredibly important tax cut. But it also comes without any cost to the government coughers. In fact, it may even boost the government coughers. When were back at work spending money, its going to boost tax revenue. The estimates on Covid Hospitalizations are all over the place. On the low end, the average is 20 ,000. Were seeing a daily average of about 100,000 people in u. S. Hospitals. Per day. So whether that person is insured or not, its a price we all pay. Right . Thats the point. The costs of covid are absolutely enormous. It is the cost of losing Loved Ones. Its the cost of hospitalizations as you say, its incredibly high. Its the cost of yet another economic downturn or a slowed recovery. All of that is tiny compared to the 20 that the government pays pfizer for the jab . And then the 10 minutes it takes you or i or your viewers to drop by the local drugstore and get that jab. Is President Biden on firm legal ground with these mandates or requirements . Good afternoon to you. I believe he is. And i dont even believe its a close question. And heres why. Its important when we have the discussion to note, of course, america is full of freedoms and individual liberties. Absolutely. Thats among the many things that makes us great. But we also in having this discussion have to know and remember when we talk about rights and liberties and constitutional issues, that there are always balances to be done. We could talk about the first amendment. We know that theres a strong first amendment rights, say what you want. Wherever you want. But not so fast. Cant yell fire in a theater. You cant defame someone such that You State Falsehoods that impair their reputation. The second amendment, i could go down the line. But states can prescribe reasonable rules to control and regulate guns with the second amendment. Here we have the question of a pandemic. Right . Its really made so many people suffer, costs so many lives. And done so much damage to the way our way of life. So i think the Supreme Court has long since recognized the Police Powers not only of states but also the federal Government And Briefly on that issue, since 1905, 120 someodd years ago you had jacobson and the issue was in the case, listen, can we really mandate a state, could it mandate vaccinations . It can. And then youve had that in 19 2 22, it can. And along those lines. Last issue, and that is yes, were not talking about states here. Police powers. Were talking about the federal government. If you want to have that argument and if anyone wants to argue about that, look at the Public Health service act. It gives broad powers to the cdc, centers for disease control, to our Health And Human Services to prevent the diseases. Yeah, people may be unhappy about it. Maybe argue about how you can execute the policy better and you could do a and b and c. We can have that argument. But with respect to a legal argument, i do believe hes firmly within legal realm. And again, i dont think its a close constitutional question. There is going to be, though, a state versus federal clash of sorts. Weve seen previously some republican governors already ban businesses in their states from mandating the vaccines. Some have said theyre going to fight this federal mandate in court. In fact, here the south Dakota Governor is speaking. In South Dakota were going to be free. And were going to make sure that we dont overstep our authority. We will take action. My legal team is already working. Her legal team is already working. How messy could this get . It could get messy. To be clear, states have their own legislatures and governors. Theyre allowed to enact legislation which is ben if i believe to their people. In keeping with the analogies i supposed, some states have the death penalty. Some dont. Some states have firm Gun Control and regulation, others dont. When were talking about a disease that ravaged the united states and around the world, the federal has a role to intervene. Its recognized the cdc and our Human Services can come down on the issue of preventing. This is about science. We could have a political dont another time. Wear a mask, dont wear a mask. Take the vaccine, dont take the vaccine. I think the science is clear. And if the science is clear, i think the law also has to embrace the science. And i believe based upon that, you know, bidens mandate, like it, dont like it, i think the law pretty much supports the notion that the number one priority of any government, federal, state, and local, is to protect its Population Nichlt i think argue with him all day and night, but i think thats what this measure is designed before. The courts embraced the issue of executives can protect the public and the federal government has a large role to play and i think it can even super cede states in that regard. Some are saying this goes too far. On the other side, people say this doesnt go far enough, why arent they requiring people who get on airplanes to get vaccinated . Are there greater legal hurdles to do that . So i think theres going to be a broader imperative. Were seeing that already. Were seeing the debate with respect to individual businesses and individual businesses some mandating, some not. Some having a hybrid, some allowing up to date certain for their employees to get vaccinated. Et cetera . So were seeing all types of issues as it results to voluntary compliance. But when voluntary compliance is not working, and when you have spiking, and when you have salespeople dying, then there needs action to be taken. Our courts are open for business. We have a judicial system imperfect, but also very effective. Lawsuits will be had. Challenges will be made. At tend of the day, i think the court has to err in balancing equities. Your individual rights against the rights of others to remain safe, free and healthy. I think at the end of the day, despite all the court challenges, i think well have a vaccinated public thats going to be safer as a result. Wishing you good Health And Safety on this friday. And so when you with federal workers and all those things, i think they may legally have a little bit more difficulty with the private sector. What disney has done, abc, what most of the Tv Stations have done including fox is to mandate vaccines or testing. And, of course, the vaccines are free. And then theyre going to get exposed to these people. I think it is a good action, and it is a popular action with the voters, particularly in swing states. So i think its a mistake for republicans not to focus on this important Public Health priority. It seems like theyre more focussed on pushing back against it given some of the gop leaders who are blasting President Bidens measures. It wasnt that long ago they were begging people to get vaccinated. Heres the Alabama Governor back in july. Were supposed to have common sense, but its time to start blaming the unvaccinated folks, not the regular folks. Its the unvaccinated folks letting us down. Now shes calling bidens regulations overreach. Another saying it will cause peoples deaths, the vaccine. And now hes spreading antivaccine misinformation. Why . How do you explain this 180 . Well, it doesnt make sense. And it is not good public Health Policy. And i understand peoples concerns about not having the government control your life. I am a conservative. But in the Public Health arena, starting with George Washington who mandated vaccines for his troops, weve always had mandates on vaccines. Our kids have to get vaccinated to go to school. Certain countries we travel to, we have to get more vaccines. So when you have a public Health Threat that is hurting our economy, lets look at this. When you have people in the hospital, this is driving up the debt, this is hurting people going back to work. I like the fact that your previous guest was talking about how this is really a tax on the economy. So lets get everyone vaccinated. It allows people to stay in school. To get back to work. And that will help our economy and that is something that as a republican, i want to see kids back in school. I want to see our Public Health improve. And i want to see our economy improve. Isnt that something all americans i want all republicans to get vaccines. Id like to stay alive. All americans can agree on the goals you laid out. Let me get brian involved here. I sometimes wonder why, brian, whether its the chicken or The Egg when you hear what viewers on who are often republicans listening to right wing media, what theyre hearing. How do you think politics is playing a role in how the Vaccine Requirements are being spun in right wing media. I think its helpful to think of them as the antibiden media. They have to be anti. They have to be opposed in some way. So if biden says its sunny, they have to come up with a way to claim the sun is not shining. The banners are vicious toward biden. Saying hes declaring war on millions of people. Give me a break. Saying the administration is intent on making life miserable for people who dont want the vaccine. Most of the television hosts, most of the commentators have been vaccinated for months. And yet, they are pandering to a base of their audience that wants to hear antibiden commentary no matter what. And is Hearing Lots of Vaccine Rejection Rhetoric all across Social Media. I think were seeing a vicious cycle between fox and right wing tv, and Social Media. You hear skepticism on Social Media and then reinforced on fox. The result is a divide thats only growing wider. I just took my wife to get her booster shot. Shes at her third shot because of her health. Were at cvs. Its easy. Were talking about a minority in the country refusing to get the first shot. It feels to me like the country is splitting even further into two pieces every single day as a result of this ridiculous Vaccine Fight that shouldnt be a fight at all. If the Social Media does exemplify the divide. It lit up after the president s speech, including i will not comply, vaccine mandate. They were trending on twitter. I just was curious of your observations in that regard. And the impact you think Social Media has on the resistance of some americans to get vaccinated. Yeah. Its a vocal minority. But this is a very, very i dont know. This is not a majority prevailing view. Most americans want to be safe and protected. Want to get the boosters when they can. Most americans are on the right side of this basic Public Health issue. But unfortunately, these platforms amplify the fringes and amplify the loudest sometimes least reality based voices. And that distorts the entire debate. Brian stelter and former congressman barbara comestock. Last word to you, congresswoman, really quick. Yeah. I was going to say politically it makes no sense. As brian pointed out, even though theres not loud minority of people who are in the republican party who oppose this, the public at large supports the vaccines and getting vaccinated. So politically, particularly in swing states, in Swing Districts that republicans want to win, they should embrace the right Public Health message, do what Governor Justice and Governor Hogue Season doing. These are people both in red and a pretty blue state. Republicans who are governing, focusing on the Public Health. I would mention its distressing to hear the women talk about not being vaccinated when were Hearing Stories about, for example, in mississippi where several pregnant women were dying and then leaving their babies who were born prematurely without a mom. Lets get back to the sensible Public Health here and do whats right. I mean, i think thats a pro Life Thing as republicans. You know, who are by and large pro life. The vaccines are prolife. When you look at the particular issues, are americans worried on certain big issues, look at this. Economy, coronavirus, crime, impacts of racism. Look at that. The change in the percentage of americans that are worried, up 19 points on the economy. Ten points on coronavirus. 20 points on crime and four points on the impacts of racism. The numbers are going in the wrong direction. And looking at a couple of those issues there, harry, were seeing how that worry is impacting bidens own ratings. His Approval Ratings. Going, again, in the wrong direction. You know, talk about two of the top issues at this point. The coronavirus which obviously is such a big issue. Look at this. Bidens handling of the coronavirus pandemic. The Approval Rating now 56 . Disapproval 44 . On the net, the net Approval Rating just 12 percentage points. Look how far down that is from april when it was 35 points. Its been chopped by about a third. Only a third of the same level. And the other big issue, the economy which, of course, intersects with the coronavirus so much. Here again we see the same thing. The net Approval Rating on the economy down seven points since april. You look at the overall issues and Bidens Handling them, and all the numbers in our poll suggest that americans think theyre going in the wrong direction. Got to leave it there today. But what was actually done about it . Well, thats the question, one of the many questions that has to be answered and why this select committee is so critical to the future of the safety of the Congress Of The United States and the u. S. Capitol. Capitol police are now concerned about the potential for violence at an upcoming rally on September 18th, so next weekend, and they note an uptick in violent rhetoric around that day. Are you worried . Oh, im concerned, of course. Now, there is some speculation that because they have been outed already and theres greater scrutiny going on that theyre going to disperse to the state capitols around the country. Make no mistake, ana. These are domestic Terrorist Organizations. And they are being supported and funded by the former president of the united states, his Campaign Manager is actually the Director Or Organizer of this event thats scheduled for january 18th. So, we have, in fact, a situation in this country that is untenable, and its going to take all of Law Enforcement to come together to dig out from this morass of anarchists and persons that want to do harm to those who are governing our country. And i think weve got a long road to go, but this committee, this select Committees Work is just beginning, and what theyve already uncovered would indicate that we have a lot of work to do. And for our viewers who may not know, this upcoming rally is a rally in support of the insurrection. Members of congress themselves as recently as July 27th publicly protesting the treatment of those arrested in connection to January 6th. Congresswoman, how are these rally goers, some 500plus, were told, are expected, how are they supposed to interpret that . I think that they have one focus, and that is to create an environment where a coup can take place. We had 1,000 Law Enforcement officers who were injured. We had five that died as a result of the insurrection. So, this is truly a sinister group of people, and they come from different areas and different groups, but the internet has provided them a means to find each other, and that is why we saw what we saw on January 6th. Are you still worried about your safety . We know coming up at this rally, theres going to be fencing put up and obviously Congress Wont be in session. This is happening on a saturday. Does that, i guess, you know, improve any of your feelings about the threat . So, i dont think the threat for September 18th is one that will be of concern to members, because we wont be there. But how about the next time they organize where they dont announce it . How about the fact that we have put all that fencing up . Whos going to pay for that . Because they have conducted themselves in such a violent manner, we have to put double reinforcements in place to protect those who are serving our country, so it should be not lost on any of us that this is a group of people that want to overturn our government. And tomorrow, of course, is the 20th anniversary of 9 11. U. S. Intel officials say they expect terrorists to exploit the 9 11 anniversary and the afghanistan withdrawal in their messaging but officials have said they are not aware of any specific credible threats. Do you think the u. S. Is safer now from terrorists than it was 20 years ago . I dont know that we can say were safer. I mean, were more alert. We have to be more alert. We have to use all the Intelligence Resources we have, the human intelligence, the signal intelligence, the electronic intelligence to assist us in making sure that we can keep the homeland safe. But it is it is a world, unfortunately, that has cells of these Terrorist Organizations everywhere, and then we have our domestic cells that want to do harm to us as well, so we have we have to be very vigilant.
