Good morning, you heard dr. Fauci say the president is trying to be moderate there, but this is the most aggressive action yet when it comes to Vaccine Mandates. Help us understand what it was like behind the scenes with the White House trying to have some sort of balance in this plan. Reporter yeah, well, that Word Balance is the right word because the reality is that any prolonged resurgence of this Covid19 Pandemic impacts what the White House wants to do. It stalls the economy, it takes away from their focus on social issues, other parts of President Bidens agenda. And now that growing number of americans have said that the messaging from the white House And Cdc is unclear on the way forward on the pandemic, it impacts the direct success of this White House. So that is why you hear President Biden taking that harsher tone on unvaccinated americans, that is why you see him taking this enhanced step what could be his most forceful step hes taken thus far trying to get more shots in peoples arms specifically that Labor Department Portion of this new plan. As understand, it could affect up to 100 Million workers. Take a listen to President Biden in his own words describing it yesterday at the White House. The Department Of Labor is developing an Emergency Rule to require all employers with 100 or more employees that together employ over 80 Million workers to ensure their workforces are fully vaccinated. Or show a negative test at least once a week. The bottom line, were going to protect vaccinated workers from unvaccinated coworkers. Reporter so that is just one of the largest tenants of this plan, but it would also Mandate Vaccines for all federal workers, contractors with no testing option, Mandate Vaccines for educators in federally funded programs, for workers at facilities that accept medicare, Medicaid Funding and call on Entertainment Venues to require proof of vaccination or testing. Officials behind the scenes tell cnn that they recognize that large employers could really mount challenges in court because of these new actions. But they hope that this provides businesses with kind of a federal cover to than date vaccines for their employees as the White House is starting to restart and rejump basically their Attack Plan on covid trying to get this under control so that they can focus on other thing. But remember, this is something that President Biden over month and months has staked his claim on saying that he could control. Certainly seems like this is the push to try to get private businesses to do what they may have already wanted to do but just need the legal cover as you say. Thank you so much for that. So this is in sharp contrast it what we have seen during some of the more recent official meetings between the two sides when things became so contentious it actually spilled out into the open. So u. S. Officials say this is why it was notable because to allowed the two leaders to have a private moment to discuss a whole range of things without the chinese having to play for the press. We have applied for Fema Disaster medical teams at multiple of our hospitals. Our understanding is that right now louisiana is in dire need and so most of their teams are there. Of course there is a continuing expectation and Secretary Blinken said this as well, that the taliban should keep good on their agreement to let all those with the right paperwork get out of the country if particularly if they were working with u. S. Forces or u. S. Diplomats here in the afghanistan, that if they have the right paperwork, they should get out of the country. We talk about going forward between the taliban and the United States. We hear from the Secretary Of State and from others that they hear the taliban words but they want to see their actions. It is the same on the taliban side and this was our Experience Driving in here yesterday. There is a huge trust deficit. What are we the western reporters doing here, what are we going to say, can the taliban really trust the United States on their commitments. And i think that that is why we saw them stand firm on that August 31 deadline. When i look around the city, there were lights last night all across The Hill over there. 20 years ago before 9 11, this city was much more in the dark ages. It was dark, this Building Wasnt here, that tall building behind me wasnt here. The city has a much more prosperous feel to it. The roads have been built across the country. And if a kid turns 12 years old during school, they have two months in which to get the shot. Now, at the Board Meeting Public Comment there was of course some opposition. Parents saying that their rights are being taken away, that their kids are being experimented on, that the vaccine is not approved, it is experimental. It has been approved and it is not experimental. The board spoke pretty much with one voice. One said it is a tough decision but it is the right decision for our community. And another said that we need to keep the schools open. And another said i come down on the side of medical science, not political science. Laura. Nick watt, thank you for that. Good morning, laura. First thing i said is that this plan packs a punch. And i do applaud the president for having a very aggressive and multilayered approach. Weve seen mandates for federal employees and or contractors without an option to test weekly. We see requirements coming from the Department Of Labor for businesses with 100 or more employees. Vaccination or an option to test. We see those who work at Health Care facilities that receive Medicaid And Medicare dollars, they are required to get vaccinated. We needed to see this plan sooner. I also i heard his frustration and i get that frustration, but i also dont want to lose sight at how sometimes politicians have been an albatross where they should have been partners. And finally the defense production act. We need to Fast Track tests. I think that we can mail tests to homes, not just make them available at cost at large retailers and not free at health centers, but mail tests and masks to homes and require those who want to fly domestically to be vaccinated. It is amazing that 18 months in to this we still havent quite figured out the large Scale Testing that we need to do this right. You mentioned vaccinations for Air Travel. Ive been wondering why they havent done that. From a legal standpoint they can. Do you think they should . Sounds like yes. Yes, i think they should. Ive been on a plane myself during this pandemic a few times. It is a confined quarter. Im not saying the risk is that much disproportionate to other indoor spaces, but it is risky and we can eliminate that risk. Just require travelers to show proof of vaccination. Anything else that you think that is sort of low hanging fruit that the biden administration should be doing besides Air Travel . You know, like i said, he appreciate that he came out with a multilayered approach. I think that the administration can continue to message around the once of not just Vaccination But Masking and the importance of testing. I do think that we can consider mailing tests, those of us in Public Health have been saying that, looking at a more Equity Centric approach especially in very vulnerable and hardhit areas. Remove any barriers, make it as convenient to test, mask and vaccinate. We can do all three of those things. And we can ensure that we have clean air in indoor space. Ensure that governors dont have power unchecked. And i believe i heard him say that if you are in a district where a governor is penalizing you for using good Public Health and rational sense that the federal government will make sure that those dollars arent compromised. And doctor, finally, what about kids . We see l. A. Now mandating the advantage soon for kids 12 and up. Do you think that other School Systems should be doing the same thing . We already mandate other vaccines like measles. Yeah, look, im a pat of the american college of revehicles of Medicines Campaign and weve been launching a national dialogue about the importance of routine vaccinations. We know that americans use as many as 20 Million vaccinations and i think that this is a Bomd M bold move. And liming to see if other School Districts follow suit. We have to do what is in the interests of the collective and move like that i think give people positive pressure to say what can i do to make this school the safest so that kids can continue to learn inside of the classroom. To the Battle Over Reproductive Freedom and the Justice Department suing the state of texas over its new law banning nearly all abortions. Attorney general garland says that the laws unprecedented design seeks to prevent women from exercising their constitutional rights. This kind of scheme to nullify the constitution of the United States is one that all americans, whatever their politics or party, should fear. If it prevails, it may become a model for action in other areas by other states, and with respect to other constitutional rights and judicial precedents. The Justice Department is seeking what is known as a permanent injunction against the state of texas from enforcing the abortion ban. We get more now from Dianne Gallagher in San Antonio for us. Reporter lalaura, the Department Of Justice is suing state of texas over its new law that effectively bans abortion after six weeks before many people even know that they are pregnant even in cases of rape and incest. Now, Attorney General Merrick Garland said that the basis of this lawsuit alleges that the new Texas Law is unconstitutional, that it violates the u. S. Constitution supremacy clause. Look, that new law effectively bans abortion after six weeks, but it doesnt allow Government Officials to enforce it. Instead it essentially deputizes private citizens to bring civil lawsuits with the penalty of at least 10 10,000 against any pen who assists a patient this getting abortion that is in violation of that ban. Now, weve been speaking with Abortion Providers and activists here on the ground in texas. In San Antonio the nations seventh largest city, three of the four abortion facilities have stopped providing the Procedure Alltogether because it is too risky at this point according to the ceo. Right now the ceo tells me along with other advocates who are working with funds and agencies to assist pregnant people here right now, that they are trying to send patients out of state using funds to either put them on planes or help them drive to states like New Mexico where they can obtain an abortion. Of course, laura, that is difficult for many people to do in any circumstance even with financial help. Those providers say that they are concerned that if the courts do not step in, that this could end with injury or even death of some patients who attempt to selfmanage abortions late in pregnancy.
