Previously they could take a test instead of being vaccinated but now that has been eliminated and all federal employees or contractors who do work with the federal government will have to be vaccinated within the next 75 days of the president signing the Executive Order. And the second step involves the private sector where the Labor Department will issue a rule according to officials in the coming weeks that says any company that is 100 or more employees must require that those employees be vaccinated or take a test once a week. Of course that is likely to face legal challenges, but it is a model that the president is hoping to set for Other companies to encourage their employees to get vaccinated when they return to the office. Within Other step the president is taking that is also significant is for Health Care workers and anyone who works in a Health Care setting that received reimbursement from Medicare Or Medicaid will also have to ensure that those employees are vaccinated with the president explaining this is why weve been patient, but our patience is wearing thin. Even though the taliban is beating people, we saw the injuries from the journalists who were just filming these protests. A Research Associate at Chatham House In London still has Family Living In Kabul and i asked him earlier how they are coping under taliban rule. The picture is mixed in terms of the kind of violence that we get reported on but it is a picture where there is a huge amount of anxiety, people are very confuse and shocked still with the way the taliban were able to take over the country so quickly. But also about the future of themselves and of their country because it is an environment where poverty is very visible, where unfortunately for many people, for a lot of people who have jobs even before the taliban took over in an environment which you are talking about nearly 50 unemployment rate, and even that very few people who were lucky to have jobs are now jobless. So there is this incredible amount of pressure, mental, psychological, physical and i think incredibly stressful economic situation for millions and millions of afghans. And i think this morning we heard from some reports and findings by the u. N. That if the situation doesnt change and it continues in the direction that it does at the moment, that you could potentially have nearly 100 of the population falling under the Poverty Line in afghanistan. And that would be very catastrophic. You are talking about a population of 45 Million people. Tomorrow the United States marks the 20th Anniversary of the September 11th attack which is launched the u. S. Into war in afghanistan. Cnns diplomatic editor Nic Robertson and his team were in kabul when the attacks took place and now with the taliban back in control, he looks at the consequences of americas longest war and the threat that still remains. That is why they say this latest Phone Call was notable because to allowed both leaders to have this private moment to talk about things when this overall relationship has become so tense. But the Phone Call will set the tone for the overall relationship going forward, but also probably more importantly going to set the tone for working level communications. A Cnn Investigation has uncovered evidence of torture, mass Detention And Execution of residents in a town in the tee gray region. For almost a Year Conflict has raged and now bodies are turning up once more carried down river into neighboring sudan. For much of the conflict, the United States, united nations and international community have failed to hold high level eethiopian officials to account for their role. And now cnn findings point to renewed campaign of Ethnic Cleansing, one which bears all the hallmarks of genocide defined by international law. We have to warn you that the report contains graphic and disturbing imagery. Nima elbajir is joining me live from london. Take us through this tragic story. Reporter it is an incredible difficult watch. But it is an important one. Because these horrifying images that were about to show you corroborate much of what weve been hearing from victims and their families for most of the last year. These are very graphic images. But so important. Take a look at this. Is a River Source of life for those living along its banks. For weeks the river has been bringing with it dark secrets from the ethiopian region of tigray. Mangled corpses are mysteriously appearing downstream in sudan. We just got a call that three bodies were found at the riverfront so were running down to see what we can see. And this man is rushing down ahead of us. He has been living here for years. He is a key point of contact for those driven to sudan by the conflict. Fishermen usually spot them first. On both sides of the border there is a grim tally of those believed to have been executed by ethiopian forces but somehow end up in the river. This is an awful job, but one tigrayians say is their duty. We reach the first body. We must warn you the images you are about to see are very disturbing. In the binds still in his skin, it is clear this man suffered a tortured death. This tigrayian has been helping to recover the dead. The image is too gruesome to show you. But his eyes betray the horror in front of him. They pull the body out and a stench was immediate. It clearly had been decomposing along the river for a number of day. And he was tied back with a plastic wire clearly restrained. And part of the skull was collapsed in. Just a horrible, horrible sight. They moved to pick up someone else. He makes notes of the bodies and their marking. He is trying to piece together this mystery for his people. He doesnt trust anyone to do it for him. Among the floats, anOther body. Authorities take photographs as evidence. This is a crime scene, but the potential perpetrators are far from here in ethiopia. The second body is put into the same body bag, they have such few resources but are determined to maintain a certain dignity. Theyre buried near the river in a Shallow Grave in hope that one day they will be exhumed and reburied in their homeland. For now though, there are only two shovels and a pick. Others join in pushing the earth with their bare hands. Laid to rest on unconsecrated ground. The christians desperately try to give respect to their dead marking the grave with a makeshift cross held together with a single face mask. A new dawn rises. Witnesses and local authorities tell us it brings with it 11 new bodies. For months now, we have been investigating in tigray. It is clear to us that this marks a new chapter in the Ethnic Cleansing of the region. But here in sudan there are survivors. The living speaking on behalf of the dead. Escapees, eyewitnesses from the ethiopian Border Town describe to us a renewed campaign of mass incarcerations and executions. The numbers that they are telling us is extraordinary. Were talking about possibly over 10,000 people detained just for being tigrayian they say. We begin to piece together the puzzle. We are here in sudan. Upstream in ethiopia, based on descriptions, there is a Mass Detention facility. We were able to pinpoint the locations. A storage facility, a Goods Warehouse where Electric Wire is stored. And also an old prison. And also the sesame warehouse. The list goes on. Via Eyewitness Testimony and satellite imagery, we verify the existence of at least seven Mass Detention facilities in humera where torture is rampant and two outside towns including a military camp. These are pictures of tigrayian victims, husbands, fathers, sons. Many show victims restrained using the same Electrical Wire identified by eyewitnesses as having been stored in the electric Goods Warehouse in humera. Cnn spoke to eyewitnesses and local experts. Most of the victims were tortured, executed, piled on top of each Other. Most likely in a facility or a Mass Grave before ending up in the river. After examining the bodies, experts were able to pinpoint one of the techniques used. Victims had their arms tied back at the elbows in an excr excruciatingly painful torture position. Up in this remote corner of sudan, this is evidence the World Wasnt meant to see. He takes us to see the first person he laid to rest. The water will eventually reclaim the body, but this was the best he could do. Already beginning to fall apart, the Body Couldnt be moved. An image which still haunts him. He stays vigilant looking out towards his homeland. As long as this conflict continues, the threat of more executions, more bodies floating downstream is everpresent. Both u. S. And Uk Lawmakers have expressed their deep alarm at our findings with one Uk Lawmaker saying that these accounts corroborate the finding that there is Ethnic Cleansing and again side happening in tigray. But what does that actually mean on the ground . Well, the u. S. Over the summer had announced that they would be using sanctions and Visa Restrictions both high level ethiopian officials and all Others found to be complicit in these atrocities, but so far only the chief of the army has been sanctioned. And the concern for so many is without meaningful pressure exerted against high level officials, how can this be brought to a stop especially as members of the u. N. Security council, russia and china, have been obstructing any resolutions coming out of that high level international body. There is a real fear that the world is failing to act on this, kim.
