Take on this law, because it was specifically designed to deflect legal challenges. Were really looking specifically who theyre focused on, who is the defendant in whatever action theyre going to take because historically when you want to challenge an over restrictive Abortion Law you would traditionally go after the government, the one who would be enforcing punishment for anyone that violated the law. Here the law is designed so it is not the government that imposes punishment. Every citizen is deputized to bring an action. Thats why it is difficult to bring a challenge against the law. Even if you succeed in getting temporary or permanent relief against one person, you have all of these other people that can potentially sue these providers, which is right now providers say theyre not performing abortions after six weeks. Now, the Attorney General is under enormous pressure from fellow democrats to do something to stop this law, but so far the ideas hes put forth have really been more bark than bite. He specifically said they were standing by ready to prevent any violence or threats of violence against women trying to get abortion, but that is not the issue here. So it will be really interesting to see. We are expecting something novel. They havent really put forth too many ideas that appear to be successful, so it will be interesting to see exactly how theyre going the take on this challenge. Paula reed, we will be watching it. He will sign an Executive Order that requires all federal workers and contractors to be vaccinated. Theres no alternative, no option of regular testing. Now, this is one part of his plan to curb the pandemic. He will share details in this speech a few hours from now. His chief medical Advisor Dr. Anthony fauci said the pandemic is under not even modestly good control. The u. S. Is averaging 151,000 new cases every single day. Okay. Compare that number to june 22nd. Thats when the Case Average was just about 11,000. The surge is driven by the Delta Variant that is preying on the unvaccinated. The Death Toll is up to 1,500 americans a day killed by the virus. Nearly 100,000 americans are in the hospital right now with covid. Cnns Nick Watt joins us from Los Angeles. Nick, the School Board is making a major move so theyll mandate all students be vaccinated . Reporter thats right. Now, listen, there is already a Vaccine Mandate for staff here in l. A. , which is the second biggest district in the country. More than half A Million kids, more than 1,200 schools. This would extend the mandate to students. Now, the board is going to meet in about three hours from now. There is one item on the agenda, but i imagine there will be plenty of public comment. Today the Los Angeles School Board will, were told, Mandate Covid19 Vaccination for practically all students 12 and up. Cases are on the rise and children are at risk from the Delta Variant in ways we didnt see last semester, and our responsibility to children and our communities is their safety and wellbeing. Today the mayor there, he enacted a Vaccine Mandate for all workers in cityrun Child Care and after school programs. Also, next week in new york they will be Offering Vaccinations at 700 schools. Cnn chief national Affairs Correspondent Jeff Zeleny joins us from the White House. What can we expect, jeff . Reporter we can expect the president to talk about these Executive Orders that he is signing to require all federal workers, a workforce of about 4 Million people or so, to get the vaccination. Up until now it had been recommended, but with the option of opting out of that if you get frequent testing. No longer. This is going to be a required vaccination. What is happening here, of course, the White House is trying to urge private businesses and local governments to follow suit. Theres also going to be a series of other announcements the president is making, including businesses who do business with the government as well as keeping schools safe. But we just asked a few moments ago white House Press Secretary Jen Psaki what the president s mindset is as he is giving yet another Covid Speech after so many of them have not moved the ball. This Speech Isnt just words. He is announcing, and i would argue that the Bully Pulpit for any president can be quite powerful. But what the president is announcing is a series of bold and ambitious steps to address covid, to save more lives, to protect more people, and thats what the american people can expect to hear from him today. What he will also acknowledge, and i dont know if you were touching on this or attempting to touch on this, is the frustration that tens of millions of americans are feeling across the country. We have heard governors, we have heard Leaders Voice that. We have heard many americans in the streets that you all have interviewed voice that Suppr Expression of frustration. People who are vaccinated are frustrated that they cant go back to normal, fear sending their kids back to school without the requirements. Reporter she said it is not an attempt to lift his poll numbers. His Approval Ratings for how he handled covid have gone down over the summer months, but the reality is that they have gone down. The administration knows they must sort of get a handle on all of this. So the president , once again, will be delivering a mandate, something he said he would never do, but simply they hope businesses follow suit here and they hope people simply listen. He also served as Acting Administrator important the centers for Medicare And Medicaid services. Andy, great to see you. Good to be here. I know you have been busy, particularly in the last hour, on something of a twitter tear. I have been following along in your flurry of tweets. It seems like you really want to get the message out about whats happening with covid right now. Here is one, i will read just one of the tweets you have put out. You say, but here the secret must finally come out. In a global pandemic we do occasionally have to inconvenience ourselves and make adjustments to protect against it. I know, i know, im sorry, but it just is what it is. What has gotten you into a lather . Well, look, im going to leave the heart of the Speech Today to the president , but i think as he takes big, bold action, a couple of things i think are important to keep in mind. One is that people want to be out of this pandemic and people are willing to do small things, make small adjustments if it can save lives and move the pandemic beyond us. I think thats what the president is going to ask and i think he is going to ask a lot. But my hope is that while we will certainly get rhetorical backlash from predictable circles, people who are antivaccine and so forth, we remember that the facts are that 5. 5 Billion people across the globe have been given this vaccine. It is safe. It reduces hospitalizations by 29 fold, and it is free. So given that and given that people have the choice to be vaccinated or not vaccinated we have to decide, are we going to protect ours kids and make some small sacrifices and make some changes, or are we going to let things go on as we are. Thats what i was trying to say today. That leads us to Vaccine Requirements. So as you just heard from our reporter, Nick Watt, Los Angeles is the first major public School District to require vaccinations for students. Will we see more of that . Undoubtedly. Right now one in five americans reporting that they have a Vaccine Requirement at work. Thats a substantial increase, and i think some of it due to the fda giving final approval to the vaccine. I believe after the president s Speech Today, which im not going the reveal the details, i think you are going to see that move dramatically in all spheres of society from schools to businesses to venues to Health Care settings. All of those are places where we should expect that if we show up there that we know whether or not the people are vaccinated, and that if people are going to choose to be there that they either get vaccinated or can show that theyre not infectious. As we understand it, President Biden is signing an executive Order Today to ask all federal workers well, to mandate that all federal workers must be vaccinated without being able to test out. How important do you think these Vaccine Mandates are for finally bringing the covid cases down . Are these the key . Well, look, we have, again, 5. 5 Billion people across the globe that have been vaccinated. More we have more data on this vaccine than any vaccine in history. Theyre incredibly effective, and we have so we now have the ability to say to people, look, if you want to be in this location, if you want to be in this venue, if you want to work at this employer, we expect you to keep other people safe. That is a change, but it is an important change. We the data weve seen shows that about 25 Million americans have said that if it is required for them to get vaccinated in order to show up to work or to go to a venue that they want to go to that they would get vaccinated. 25 Million people is a large portion of the population, and i think many more would likely follow that as well. I do think it is a good step. Okay. But then there is this swath of the country represented by this gentleman that our Al Reeves spoke to in the ozarks and this is how he feels about the vaccination. I do not want the vaccine. I aint taking that i aint taking it. I dont like people trying to push a shot on me or something else because im just Bull Headedest Fellow you ever seen. He says he doesnt like anybody trying to push a shot on him or anything else. What do you do about the people that that man represents . Of course, he is entitled not to give himself a vaccine, but that also doesnt mean that he is entitled to be around your children or my children or someone i am related to that has cancer. So you have some rights but you dont get all rights. Remember, in society we should listen to all peoples concerns. We should listen to his concerns. We should listen to everybodys concerns. That doesnt mean we should allow for what i would call a Hecklers Veto where a person gets to decide without any data or facts on their side that they dont like something and, therefore, none of us comply. So, you know, we have we have to listen. We have to be respectful, but we also cant allow people without reason to keep us from keeping people safe. Comedian Jimmy Kimmel Last Night made an interesting point in his monologue thats gotten a lot of attention today. Let me play that for you. Dr. Fauci said that if hospitals get any more overcrowded theyre going to have to make some very tough choices about who gets an icu bed. That choice doesnt seem so tough to me. I know he is making a joke, but what do you think about that . The idea that the unvaccinated at this point are making a personal choice, so why are precious Hospital And Icu resources going to them over other gravely ill people in some cases . Look, im someone who believes Health Care is a right in this country and that you can make bad decisions, you can smoke cigarettes, you can choose not to get vaccinated, you can do all sorts of things, but someones version of what is good or bad, even if we all might disagree with those decisions, shouldnt get in the way of someone getting access to Health Care in this country. Too often it does. Look, i know what Jimmy Kimmel was doing, it was provocative, it was funny. I dont think he means it. I know what he has been through with his own health situations, but i do think he is making a point, which is to say, hey, everybody, lets pull together. The seriousness of his point is lets all try to be on the same team here, and then everybody can get taken Care Of. Last, andy, look, President Biden has spoken about covid a lot. He has emphasized the need for vaccinations a lot. Whats different today . Well, im not going to steal his thunder but i think you will see a lot different today, quite frankly. I think, you know, he has kept options on the table all along. He has investigated and he has looked at them, and i think today even beyond what your reporting has been around federal employees, i think you will hear Steps Today that will be even more assertive and more aggressive. Any moment now were expecting Attorney General Merrick Garland to announce plans for the doj to try to block the most restrictive Abortion Law in the country. The doj is challenging texas over the controversial sb8 law. It bans a woman from getting an abortion after approximately six weeks. Abortion rights activists have been pressuring the biden administration to do something after the Supreme Court let the law go goo effect. Joining us is a doctor from gulf coast, texas. He is a plaintiff in the federal suit to overturn the law and he is at the White House to meet with Vice President harris. Thank you for being with us, dr. Kumar. I want to talk about your meeting with the Vice President in a moment. First, as weve said there have been so many calling for this administration, the doj to do something. We will hear the announcement in a moment. But your reaction that there is now an effort federally to try to block the implementation of this law . Im very pleased with the actions that the federal government is taking. Unfortunately, right now in Texas Abortion Access is very fragile, and with Senate Bill 8 being the Law Of The Land right now in texas, my patients are not getting the care that they need. Im very hopeful that the actions that the Biden Harris Administration is taking will be able to help my patients get the care they need. Dr. Kumar, it sounds like your life changed overnight, your job changed on overnight. On September 1st when the law went into effect, what happened that next morning in your clinic or that next day . How many women came in looking for help and what did you tell them . Yeah, what we know is when you ban abortion it doesnt mean that people stop needing access and people wont go to more lengths to get the care that they need. So on August 31st when i was seeing patients i was able to use my Training And Expertise and take Care Of patients. Overnight on September 1st i was no longer able to do my job. I wasnt able to provide medical care for my patients. They were still there. The need was still there, but, unfortunately, the government had stopped me from providing the care that my patients needed. I read that you said that there were 20 to 30 abortions per day before sb8. Where did that number go after the complexation . Typically thats how many patients i might see on a typical day. Of course, the day before this law went into we saw as many patients as we could which was close to 60. When this law was in effect on September 1st i was able to see only six patients and three of those qualified for abortion under the law. A drastic change in the number of people im able to help in the state of texas and Everyone Else we have to refer out of state unfortunately. Doctor, there are so many draconian elements of the law, but one of them is that victims of Rape And Incest have to carry the Rapists Baby to term now. When Governor Greg Abbott of your state was asked about this, he basically thinks that the solution is he thinks he will be able to eliminate rape from the state. Here is what he said. Lets make something very clear. Rape is a crime and texas will work tirelessly to make sure that we eliminate all rapists from the streets of texas but aggressively going out and arresting them and prosecuting them and getting them off the streets. So Goal Number one in the state of texas is to eliminate rape so that no one, no person will be a victim of rape. Dr. Kumar, what do you want him to know about the reality . I think that statement is really out of touch with the reality. I would encourage the governor to talk to survivors of Rape And Incest so he has an idea of what people actually experience after theyve been arped. We see people that have experienced and survived Rape And Incest and we take Care Of them. The amount of time they have to access abortion is extremely small and virtually impossible for anyone to access let alone someone who experienced rape. We also know only a quarter of rape reports are actually prosecuted so theres a lot of rape not reported thats going underground and theres marital rape. His response is insufficient and it is not going to help anybody. His goals are also unattainable. Doctor, i want to go back to something you said in your first answer, which is that what you know is that women who cant get the services at your Facility Something on to other places potentially for abortions. Is that something i imagine it is that is the paramount concern, is that these abortions will still happen but they will threaten the lives of these women because of the ways in which they are conducted . Yes, absolutely. Like i said earlier banning abortion does not change the need for abortion. So one of the options that were offering people is that you can still go out of state to get the care that you need. Many people are able to do that, but we also know that some people just cant do that. We had a similar experience last spring when the governor issued an Executive Order and for some people, especially low income folks, folks with kids and having to negotiate Child Care and all of the logistics of going out of state to get the care that they need while were still in a global pandemic is simply insurmountable. Some people will go out of state but some people will stay pregnant and be forced to carry it to term and have children that they are not in the right place in their life to parent and raise. Thats a concern of mine as a physician. Last, dr. Kumar, you know you are at the White House to meet with Vice President harris. What are you going to tell her today . Im going to share what im experiencing on the ground, what i hear from patients, and that we do everything to protect access to abortion. Abortion access always will be needed and we need everything on the table so my patients can get the care they need. Dr. Kumar, thank you so much for your time. Thank you. Today in kabul, afghanistan, the first commercial flight took off since the taliban took over. Roughly 113 people were on board including american citizens. The u. S. I think it was striking that the qataris praised the taliban for their engagement it. It is almost as if theyre encouraging them to go down the path of doing things that are expected of them. 113 people on board, americans, british, germans, ukrainians, canadians on there. The british are saying there were 13 british nationals on board the flight. They took off and flew into pakistani airspace. We dont know quite why but perhaps it is because it is the shortest border and safest route to go and then they flew to dohar where they will be received. It is expected there will be another followon flight. So this first commercial flight from the airport, it is about 90 ready is what were told. Nic, it is so good to have you and your crew on the ground back in kabul for us, for cnn, for the viewers. We obviously cant see these things firsthand without you. I know that you and your producer just had this experience of driving for hours across parts of afghanistan, so what is security like now . What is the atmosphere there for journalists and Everyone Else . Reporter so the taliban really have the towns and the villages locked down tight as a drum. If they see a western face they will stop the vehicle. When they find out you are a journalist, once they understand you are a journalist and know that you are there because the authorities, the taliban authorities in kabul say you can be, then theyre all smiles and they let you go on your way. But, you know, what were not saying in the towns and villages, many women on the streets. You see them sort of outside the villages. I saw a group of women carrying corn on their heads from the field, another group of women all dressed in black, but you are not seeing women in the way that you might used to have seen them in some of these more rural places. The economy out in the rural areas looks like it is going along just fine. The highways, you know, are busy at this time, but it really feels just an entire different place. It is odd to go past u. S. Bases that i visited before in the past embedded with u. S. Forces and to see them with a taliban flag on them now. Thats a stark reminder of where we are at. Talk about that taliban flag, we know that the leader of nato has told cnn that hes not comfortable with the new taliban government and calls it a tragedy. So has there been some reaction from the taliban for the calls for it to be more inclusive . Reporter theres been pushback towards the united states specifically because i think, you know, in the talibans mind it was really the united states that they fought against, that they negotiated with to get to where they are today, and they accuse the united states when theres questions raised about the inclusivity that it is not enough well, there arent any women. There arent any other ethnic minorities. There isnt anyone from the former government. The taliban is saying this breaks the dohar agreement. This is against the dohar agreement that the ambassador signed with the talibans now Deputy Prime Minister back at the beginning of 2020. So the taliban pushing back hard on this one. First it is the public statements to basically say to the world, we are prepared, we are going to have a show of force, we are not going to be sitting on our hands because were afraid of a president who is not going to let us do this. We cannot underestimate the extent to when public safety could not act under the former administration because they were endorsing this violence. The second thing that youre at least starting to see is Nancy Pelosi calling out before republican leadership, that they have to be well aware of the threat and they cannot deny that this threat is coming. In other words all of this everything that pelosi is doing is also part of a strategy to get the gop to pay attention to what theyre doing. Theyre not taking it lightly at all, so i think you will see a heavy Police Presence because you not only have to deal with the possibility of another attack to the capitol, you will have counterdemonstrators perhaps this time show up and you could have conflict between the people in the rally and counterdemonstrators and certainly we dont want another charlottesville on our hands. There will be a heavy Police Presence on the 18th. Chief, to juliettes point, to what she just made, what do you think was learned last time about all that went wrong on January 6th and how Law Enforcement did feel that their hands were tied that day and what do you think theyll do differently this time . I mean other than just have a show of force, will they have different weapons . Will they be positioned in different places . Well, i mean im sure they have an operations plan, which is not going to be publicly disclosed. That would not make sense to do that. They will have a lot of resources and assets.
