I think the way to think of this speech, in response to changing dire conditions that you mentioned, theyre sliding along that continuum that starts with encouragement and ends with requirement a little bit closer to requirement. Now youve got a hard core of reluctant, resistance, some political some superstitious, some based on disinformation and theyre trying to get over that. So for example, requirements, hard requirements for federal employees and contractors of the federal government to get vaccinated as opposed to opting out by getting testing. Vaccination is by far, i think sanjay will affirm this when you talk to him in a moment, is far and away the most important thing that could be done. There is le additional steps is it the plan, encouraging masking and encouraging testing, Health Care steps for people to deal with covid who already have it. Ways to keep the economy flowing. And keeping the economy going is part of the Cost Benefit Test that they applied to as they slide down closer to requirements. You were talking, jim, in the last hour with dr. Wynn who said well require it on airplanes. Senior officials considered that but decided against it because they thought the Cost Benefit is not that much. There is not much covid being spread on airlines with good Filtration And Mask compliance and high percentage of people are already vaccinated and theyre worried about Big Jack Ups in airports. But there are other steps that we expect to hear from the president to try to encourage Sand Push very hard private businesses to join the federal government in requiring vaccinations. Sanjay, i wonder as you hear that, when you think about that. So encouraging rather than requiring vaccinations and as well is a greater amount of testing to get a handle on how far the variant has spread. Do you look at those as impactful changes . Well, yeah. I think this would be hugely impactful. If we increase vaccinations, your 17 times more likely to end up in the hospital with you are not vaccinated. It is not even close. It is very clear. And it is our best way out of this pandemic. I think people have known for sometime. It is not a question of production. This was concerns about shortages of masks and things like that. There are plenty of tests available and plenty of vaccine available. It is not that the issue. So it is all about now at this point making these things just such an inter integral part of life. Covid doesnt spread that much on planes, but that is true, but so many people do fly. But it is things like that. But think finding that sort of Inflection Point i think is important. And hes got to really explain that well. Telling people to do this, you have to explain why. But also i think another thing that keeps Coming Up is that year not getting to zero covid in this country. Were not going to it is here and it is endemic. What does that mean . What are we willing to accept . Flu, Up To 60,000 people could die in any given year of flu. We accepted that. We dont wear masks during respiratory season prepandemic, but will those things change. How does he forecast that is important. We also understand that biden is going to talk about Booster Shots, the administrations plans clarified because there is Back And Forth, moving timelines here on boosters, sanjay, what are you looking to hear to provide some clarity . First of all, just on the macro level and ive been talking to people at senior posts within the fda and other places, you know the message about boosters came from the White House. And they even put a date on it, september 20th. The fda, they werent there were people within the fda i should say that said hey, look, we need to evaluate this data before you make that clear, a proposal to the american people. So i think that is some of the Back And Forth and people think that the data is not there. For everybody to get Booster Shots, that is what the president should focus on, who should get a Booster Shot and why. I know people that are older and develop Breakthrough Infections are likely to get sick versus younger people, so is it for older people that have certain preexisting conditions, or are they the ones that should get boosted or are we recommending this for everybody across the board. Is it providing a lot of protection for half of the country while the other half remained unprotected, unvaccinated. So how does he address that. We could talk about adding more layers of protection to already good Protection Or Focus on the other part of this. And it is a good point. Trying to follow the science and the process. Roll out the plan when they have all of the approvals, et cetera. John, just quickly before we go, you know the politics of this, right, the president is very arare his Approval Ratings are dropping and the Delta Surge is part of that. The Delta Variant and Vaccine Resistance have combined to put us this in dire situation that were in now and so now hes got to reset. Hes got to explain again and push harder against those people who are resisting him on vaccines, resisting public health science, resisting what will get the nation out of this nightmare that were in to try to get us out of that nightmare. Why that as opposed to mandating vaccines . Well, the reality is that the negative disproportionate impact that covid had on the community is certainly led to more fear, distrust and not just about opening schools and we did it last year, gave students and teachers a choice. This year all of the our teachers are back. It looks like 90, 95 of the students will be back but we had to do something more than other School Districts in the country. And that mean deep cleaning and also testing. There is too much distrust about the vaccine in detroit. We are discussing, considering a Vaccine Mandate for employees. 72 of our employees are vaccinated. We offered up a 500 Dollarsin Sentive so we havent gotten it there yet store mandating for employees or for students yet. Doctor, there is concern because were seeing increased infections among kids as they go back to school. As was expected. But no one wants to see that. And you see a modest rise in hospitalizations. Are you concerned as we get closer to the fall and winter, typical flu season, that the changes youre implementing would keep the Delta Variant under control . Im certainly concerned. I think we always need to be concerned. I think it is the proactive steps to identify positive cases. As we said earlier, were not getting to a zero covid status. It is about mitigating the spread and i think as the district were doing everything that we can. You mentioned masking but the tests is essential because it could identify the asymptomatic cases and asymptomatic outbreaks. With the Weekly Testing, i believe that we could keep schools open and keep employees and students safe. But i think as the district and as a country, we need to talk about the vaccine being mandated for employees and students once communities and stakeholders feel comfortable with that decision. You mentioned your rate among staff being above 70 . Detroit more broadly lagged many other cities in terms of vaccination. So how have you managed to buck that trend . Well, it starts last year. The City Health Department did a wonderful job of prioritizing our teachers and employees in general. And then working with our unions we incentivized employees at 500 until June 30th to be vaccinated. We ran Awareness Campaigns and a lot of sessions on understanding the facts and benefits of the vaccine. And all that led to 72 . Weve hit a bit of a ceiling now with that number. And were continuing to create Awareness And Understanding of it before moving to a mandate. Tell us just before we go, what aid do you need most to make this happen and what which aid to this point helped the most in these many covid Relief Bills that have been passed . Well, i have to say, ive been doing this for many years from a teachers to Principal And Superintendent and the first time in the 20 years i feel like we have equitable funding passed by the President And Congress and dps and were receiving 1. 2 billion and without that funding, we couldnt hire more teachers to reduce Class Size or Offer Insentive for the vaccine but most importantly we couldnt implement Weekly Testing. I do not believe without Weekly Testing coy feel comfortable that we could mitigate the spread of covid so we could do that for the next two years. But i think the question is how long are we going to accept this new normal, if you will, of masking and Weekly Testing and i think that is the question that were raising today with the vaccine. This just in, officials tell cnn that the Justice Department is preparing to Sue Texas over its new abortion law. That announcement could come as soon as today. The Wall Street Journal first to report this earlier in the day. Palma reid joins us now from washington. Paula, so good to have you. The challenge with this law, as you well know, is that because it empowered private citizens to enforce it as opposed to Government Officials or institutions, it is not clear who opponents sue. It sounds like the Justice Department believes it could say it illegally interfered with federal interests in some way. Do we know what the legal strategy is here to challenge . No. The Justice Department will say they are in tending to file a suit. But theyre not saying exactly how theyre going about this. And as you just noted, this law was designed to deflect legal challenges. That is a feature, not a bug. When they crafted this particular law, they looked back at how abortion challenges too restrictive Abortion Laws have been handled in the past and they really seized on a lot of specific Procedural Nuance and loopholes and described this law to mike it very difficult for anyone to get what is called standing or the right to sue before the courts. Because historically when you wanted to challenge a restrictive abortion law, would you go to the courts and you would argue that the judges need to stop the enforcement of the law. And usually that enforcement was done by state officials. They were the ones who would implement any punishment. But here in this law, it effectively deputyized any citizen to try to bring a civil action against one who aids or abets a woman seeking an abortion after six weeks. So it is unclear how you get standing and that is part of the challenge here. And so far the Justice Department has been more bark than bite in terms of the ideas, the specific ideas that they have floating. The Attorney General is under enormous pressure. The democrats have been calling for the administration to do something. But the ideas that have been floated so far, the Attorney General said that well protect access, entrances to Abortion Clinics but the problem is right now abortion providers in the state of texas have said theyre not going to challenge this. Willing to take on multiple civil lawsuits. So right now clinics say theyre not even going forward with procedures after six weeks. So it is really unclear how theyre going to challenge this. And a law is in effect now. And Women By Enlarge Cannot get abortions in the second largest state in the union. So good to have you break it all down. Well this is just in. And new video, these are passengers boarding the first commercial flight that has just departed kabul, afghanistan. This is the first since the taliban took over the airport. A u. S. Official said that taliban had cleared around 200 people, including american citizens to leave the country. It is not clear how many americans were on the the plane. You see there it just took off. It is the first flight carrying foreign passengers out of kabul since the u. S. Evacuations with the departure of u. S. Forces. Does the departure of this flight in your View Signal that well see more of them, right . That there could be some sort of working arrangements between the u. S. And the taliban to get these people out of the country. Ill tell what you is concerning is we dont have a deal. This was a oneoff. The taliban basically told the qataris, okay, well let you board this plane and depart. But what worries me is that because we have left afghanistan, weve lost a lot of leverage and the taliban is going to expect an iou for each one of these planes. I mean it sounds like a racket to me. In effect, i know there is a lot of sensitivity to using the term hostage. But if the taliban has the power to let flights go or not, and as you say wants something in return, i mean isnt that in effect what theyre doing, is holding those People Hostage . Well and this is the issue with how the biden administration has approached our withdrawal and now trying to manage the refugee crisis. They departed without having put in place the process, the plan and they are trying to negotiate without having the benefit of a lot of leverage or for that matter even anyone on the the ground. And as a recovering diplomat, i can attest to the fact that it is really difficult to do these negotiations via zoom, virtually, over phone. And the administration unfortunately just doesnt have those eyes and ears on the ground. And we are going to try i think our best to get folks out but it is difficult. You are a member of the Obama Administration as are many in the biden administration. Biden was vice president. And is it amazing perhaps even frustrating given the experience of the Obama Administration with the Iraq Withdrawal in 2011, which then helped lead to the rise of isis, u. S. Forces had to go back in. To watch the lack of preparation here that you describe . Yeah, it is interesting, jim, because these were supposed to be the process people. They understood how you develops the runway and dont do this so recklessly. Unfortunately, i think one of the issues with this national Security Team that biden has assembled, i have great respect for them but there is not a lot of diversity of experience in that situation room. They all sort of come the same background, the same washington Think Tanks and that i think has led to a lack of challenging some of the assumptions and looking ahead at some of the potential consequences and collateral damage. I think biden, now that were out of afghanistan, needs to take a look at how we got into this situation. Yeah, one writer described it as Biders Team of nonrivals in reference to that. Final question before we go, what will you hear from the biden administration is that theyre leverage is money in effect. That now the taliban is running a country. Afghanistan doesnt make a lot money. It relies on foreign aid. It needs that aid and tls therefore the u. S. Could use that as leverage. Is that a credible path forward. I dont think so, jim. While we look at it through the lens of traditional diplomacy and say diplomatic recognition and foreign aid, are things that they should want but the taliban governing for several years without the benefit of either of those and their expectation quite frankly may be we dont need it. Well i wont say it is in the an impasse. Because were moving forward with the legislation in the house. But as you know there is a process between the house and the senate and we may not be of all of one mind. So long as what we do is significant. And it helps reconcile some of the big inequities in our site by making sure that we have access to good paying union jobs and Tax Cuts for families, lower Prescription Drugs an pay for it by making sure that the largest corporations and wealthiest individuals pay their fair share. It may scale up and down based on what the senate is willing to do but that is the direction were going in. Are you, and your colleagues, willing to accept a final bill at a lower Price Tag than 3. 5 trillion . Well, that is the top line. And that is what were shooting for. And my goal and i know the goal of the members of the ways and means committee on the the democratic side is to send a bill over to the senate that does that. Where that goes from there is the process of negotiation and compromise. Look, i could speak for myself. So long as were making big progress on this front, knowing that we may have to live to fight another day, i just think it would be a mistake to go small and maintain the at the Status Quo and i hope that is not what the senate ends up deciding they wab to do. The Status Quo means instead of living hastful children in poverty, out of poverty, can he keep them there to allow the weal wealthiest individuals to hold on to the vast Wealth Theyve accumulated without paying their fair share and it is not acceptable. I get the argument. It doesnt appear you have the votes on the senate side. Joe manchin is talking about 1 to 1. 5 trillion about a third of the size. If you dont have the votes, if it comes back to you from the senate smaller and less of what you want, would you say, bite my tongue, i have to vote for it . Speaking for myself, if it comes to that, obviously progress is my goal. And i will support what we can come together on. I want the biggest, boldest common denominator between the house and the senate and whatever that is ill support it. You know that well that the pairing here, this two track between the Reconciliation Bill and the bipartisan Infrastructure Bill, you need both. That is the plan. But is the Infrastructure Bill in danger as a result of the ongoing negotiations on the Reconciliation Bill . Well, we made a commitment to bring a vote to the floor of the house on the bipartisan Infrastructure Bill. I mean, from my Point Of View it doesnt go needily far enough and this is a lost opportunity if that is all we do. My hope is it that is not the case. Just listening to senator manchins comments, it seems hes willing to move in this direction. So i dont think it is a case of that have to go all by itself. And that is not our in tent. But were going to bring that legislation to the floor and im sure we will. And let me ask you this, this bill contains so many democratic priorities, so priorities, legislative priorities for the president. If you cant get this through, even controlling all three branches granted with tlin margins but you got them, what case you could make to voters to the midterms in 2024 . Well first of all, we will get something big and bold through. The question is how big. And i think that will really be the story. But governing is hard. Being in the majority is far more difficult and especially with the thin majorities. So we have work to do. And it is not easy. It is difficult. These margins are really thin and the democratic party is not monolithic. We have a lot of different views. So you maca make a good Point I T i think youll see a big step forward in the Infrastructure Front and any economy that is more inclusive and requires the wealthiest to step up and pay theyre fair share so children arent living in poverty. Before we go, another topic, on September 18th you have a major rally planned at the capitol again in defense of the violent insurrectionists and a member of congress who might very well attend that rally. I wonder, as someone who is experiencing what you did on january 6, are you worried there may be a repeat of that violence, that danger . I think we have to be prepared for that. I see these people, i talk to them, they post on social media. Yep. These are dangerous people. And the biggest danger, though, jim, honestly is not so much member of congress that might show up, these are the nutty fringe in congress. But the silent leadership on the republican side who arent calling these people off. I think that is the real danger. Yep. We right now based upon our number of staff beds, were running about 130 above capacity. 130 above capacity. And that is Icu Beds . Regular Covid Units and regular patients. Emergency department. Everything across the boshd . That is correct. Reporter the hospitals that created another icu but doesnt have the staff to open it. How quickly would these beds be filled if this was open today. It appears so. For most of the month of august, polling was really surprisingly close for newsom. California is a deeply blue state. But the polling has broken for newsom recently and it seems that that message is resonating with voters. Understood. Okay. The turnout is key here and of course we always say that is a cliche of elections, but in this in particular, it is off schedule, not a typical Election Year and a lot of folks dont vote. How are they coming to the polls and how are democrats trying to respond. We came into this election cycle, it is an off year. It is not a typical month for an election. And enthusiasm has really been on the side of recall supporters. Who are largely more conservative, more republican, although it is not exclusively conservatives and republicans who support the recall. That is what polling shows. It is mostly sort of republicans who are supportive. And so newsom and his campaign have had to really make up this big Enthusiasm Gap that we saw a couple of months ago really needed to convince democrats and their liberal base to turn out and vote in this election. Even though it is not a time when people expect to have to vote. And this recall was not something on a lot of voters radar. A lot of more liberal people sort of had tuned it out. It was kind of a conservative talking point, something a lot of Newsoms Base and his democratic base had really tuned out and so the Governors Challenge in the last month or so has been really getting people to tune in and understand there is an election going on here in california and that they, you know, should vote if they want to keep the governor in office.
