Mandating vaccines including building upon existing requirements for federal workers as well as pressing private businesses to mandate shots for their employees. Also in the plan, more testing to get a better handle on just how how far it has spread. His speech to highlight vaccinations for children while making an emotional plea to america that getting the shot helps protect children and keeps them in school. All this as the Los Angeles unified School District, the nations second largest, is poised to become the first School District in the country to mandate Covid Vaccinations for students 12 and older. We have a lot going on this morning. Lot of stories to cover. Lets begin at the White House, cnn white House Court Jeremy diamond. Hes following all this. Jeremy, break down what is expected to be in bidens plan. Reporter listen, were going to hear from the president , unveiling the revamped strategy for combatting the coronavirus. The president is expected today according to a source familiar with the plan to sign an Executive Order requiring all federal workers to be vaccinated. That would build and be a significant step beyond what the president had announced back in late july when he said that federal workers need to attest whether or not they were vaccinated and if they were not vaccinated, they had the option to test out of that requirement with regular coronavirus testing. That option is now going away, according to these sources, and it will be a requirement for federal workers, federal contractors to be vaccinated. That is one of the six pillars were going to hear from the president today. Hes also going to be talking about booster shots, not necessarily any news there, but he will be laying out the State Of Play on those booster shots. We are also going to see a ramped up Testing Program across the country. Something that experts say is desperately needed to get a handle on this pandemic. Now, we also heard from the white House Press Secretary Jen Psaki this morning talking about what some of the School Districts are doing. In particular, this l. A. School district. Heres the white House Press Secretary on that. We know it works in schools. We know that getting your kids vaccinated if theyre 12 and older works. We know having more adults, teachers, people who are working in schools works. And for kids who are under 12, the best thing we can do is ensure that every adult around them is vaccinated. And this type of step is a step toward that. So definitely a positive sign. Reporter and so you can hear the White House praising this idea of requiring vaccinations for students in School Districts. As for whether the White House or the federal government will actually take steps to mandate that, so far the white House Press Secretary saying theyre going to leave that to individual School Districts. But it is very clear that you will hear the president s rhetoric encouraging those kinds of steps and encouraging similar steps from private businesses to get a handle on this pandemic and to get those unvaccinated individuals in the country vaccinated so we can all move past this pandemic. Joining me now to discuss this, Cnn Analyst leana wen, author of a doctors journey, lifeline to Public Health. Great to have you back. Several pieces of bidens plan, trying to expand mandates as best you can really which is just federal workers and contractors to the federal government while encouraging private companies. And also increasing the amount of testing going on in this country. How impactful do you think those changes are . I think these are important, but i also think that they are half measures at this point. We know that vaccinations are our best and only way out of the pandemic. And i would like to see President Biden go much further and basically say that, look, the Delta Variant is beating us right now. Covid19 is beating us. We have one shot at trying to do the right thing. A lot of americans have done the right thing. But a lot of people have not. Were only at about 54 of the country thats fully vaccinated. I think at this point we have to go a lot further. For example, mandating vaccines on planes, on trains, to enter federal buildings. These are Things President Biden can do. Theyre in his authority. And i also think very critically we need a national proof of Vaccination Status Program because at this point it just does not work to show your cdc card, a lot of businesses arent asking for it. If we have a national verification system, we would be able to show it at restaurants, bars, event venues. That would be really important to get people to get vaccinated. We just showed on the screen, might bring it up again, the sevenday average of vaccinations. It had been going up a bit, not quite to the levels its what a few months ago. Going up a bit. Thats now tailed off. On the flip side, though, if you look at the number of hospitalizations and deaths we are, of course, in the midst of a surge, but it does seem to be peaking. We can put those numbers up on the screen so people can visualize this. Not 100 clear, of course, these numbers can change tomorrow, but do you see any hope in that, not particularly in hospitalizations seeming to have reached their peak, or is it just too early . I hope youre right that we reached the peak. I think if its anything we learned during this pandemic its that we cannot project with Accuracy And Hope at this point cannot be our strategy. Were looking at hospitals across the country that are so overwhelmed and people are unable to get care. We have a situation of having more than 1,500 deaths every day, which annually would be half A Million deaths. We cannot accept this level of suffering, especially when we know that there is a way out. What needs to happen now is the silent majority, those individuals who have actually gotten vaccinated, need to state very clearly that we want out of this pandemic and we need the unvaccinated to come along with us. The trouble is that split, the tale of two countries, right, is still very much present with us where you have places. Listen, its just a fact. Places with republican governors that are abandoning mask mandates, also lower rates of vaccination in states where you have Los Angeles now where there is a higher Vaccination Rate and it is the one that is requiring vaccines for kids. I mean, if you have those Public Health measures happening in places with higher Vaccination Rates, but the opposite happening in other places, right, more, not less freedom in effect, how do you get a handle on this, right . If the tale of two countries continues, i mean, the story for the whole country, right, is going to be a continuing surge. Right. I mean, what happens in one part of the country certainly affects another. I do think what is going on in l. A. Is fantastic. I went to school in l. A. My mother was a teacher in l. A. Unified. Its time for us to see the Covid Vaccine the same way we do other vaccines. We required child immunizations for measles, polio, rubella. Why arent we doing that for the Covid Vaccine . That set the tone. I hope many will follow the example of l. A. Unified. Dr. Leana wen, always good to have you on. Thank you. Just as we were speaking there is more news out of Los Angeles where the School District as we noted set to mandate vaccines for students 12 and older attending inperson classes. The Board Of Education will vote later today with that measure expected to pass. Cnn Court Stephanie Elam is in Los Angeles this morning. This will be the most sweeping aggressive measure by any School District in the country. I wonder what the reception is. Are any parents pushing back or is this a change they welcome . Reporter keep in mind there is a smaller School District in the area that has mandated something similar like this. Youre seeing this across the l. A. Area being ahead of the curve when it comes to making these decisions. The difference is that l. A. U. S. D. Is 600,000 students that go to more than 1,000 schools. So it is massive, and youre talking about a very large undertaking to do this. And what theyre looking to do is basically by the time we get to january and the second semester, they want to have all of their eligible students to be vaccinated. And so they are saying for students who are involved in extracurricular activities, they want them to get their second dose by halloween. For the rest of the student body, they want them to get their second dose by september 19th. For all those students who are going to turn 12, they would have to get their first shot within that first month after their birthday. And the second shot within eight weeks of that birthday as well. There will be some exemptions, but for people who want to go to school on campus, and i think everybody wants their kids to go to school on campus, this is what theyre going to have to do. Others can have other ways to go about it. Take a listen to another Board Member on new Day Today the hurdle to get students vaccinated. We anticipate at least 150,000 vaccine doses needing to be administered, potentially more depending on the information were getting from our students and families. But we have the doses in l. A. County and we have the Staff Capacity and the time and a week by Week Plan working with our School Staff and our Community Partners to get this done by The End of first semester. Crucially, is this the first of many . Do officials at the State Department believe that the taliban allowing this flight out means they might do the same for others . Reporter yeah, well, this flight is expected to leave at some pointed to. Well be watching for confirmation of its departure from the State Department, from the White House. With regard to your second question as to if this could be the first of many, its definitely a step in the right direction, but, of course, this flight according to u. S. Official familiar with the planning, includes americans and thirdparty nationals. As far as we have been told it doesnt include any afghans which is significant. But i do think this flight taking off demonstrates that the united states has had some success in the challenging situation that they have faced in the last few days in negotiating with the taliban to get these flights to take off. It was just yesterday that the Secretary Of State that the reason the flights werent taking off in an airport in afghanistan, mizar, they werent allowing them to take off. This is a positive movement here, but it remains to be seen as to if there will be future flights. I think its significant, however, that the Kabul Airport now appears to be in a place where some commercial flights can come in because that demonstrates that other folks could make their own reservations on these commercial flights. Of course, all of that is contingent on the taliban in control of the country now. U. S. Especially khalilzad has been negotiating with the biden administration the last few days. A good point you make there. Its up to the taliban. Thats the essential weakness. Sam, it appears the taliban are cooperating on this flight. The people of afghanistan, they are facing their first samples, really, the first taste of taliban rule, cracking down on protests, internet access. What are you seeing . What are we seeing in the country right now as the taliban Exercises Control . Reporter well, jim, in the last 24 hours weve seen new edicts coming from the taliban that says all demonstration or protests, Street Protests have to be cleared in advance. Even the slogans that people like carry on placards and such, need to be cleared in advance or they are illegal. They are potentially vulnerable to terrorist attack. This is what were seeing a lot of, giving with one hand, taking away with the other. When it comes to protests, it is not clear whether it affects kabul was a technical hitch or an effort of some kind of news blackout. It was temporary. It is now back on. What the taliban are also doing is saying they need to be able to give their own people on the ground more training in how to treat people. That clearly is the case when weve seen a large number now of journalists, particularly afghan journalists detained and beaten, jim, very badly beaten indeed. Cables and whips inside Detention Centers where theyve been held by taliban officials. That clearly is a considerable overstepping of the mark of the public protestations of the Taliban Spokes Men and Human Rights in that country will be respected. They are trying to mitigate some of their worst behavior. Remember that at least 50 of the taliban are probably illiterate, controlled by islam in the very early ages, unused to any kind of protest division, much less seeing womens faces even on the street. So they are dealing with a cultural problem here. Very clearly there is now signs much profound oppression being meted out against our colleagues in afghanistan. A medieval view of the world. Capitol police will soon likely approve reinstalling fencing around the capitol building. Reporter thanks. Well, this is just in. The Wall Street journal is reporting that the Justice Department is preparing to Sue Texas over its restrictive Abortion Law. Cnn legal Analyst Ariva Martin joins us. Great to have you on here. Im curious. The challenge here with this law is it puts the enforcement powers, as you well know, in the hands of private citizens, offering these bounties in effect, and that leaves opponents of the law without an obvious Government Official or institution to sue. So how can the Justice Department get around that issue . Thats right, jim. Thats the issue here, is the texas legislatures in enacting this law made it difficult to find a pathway into federal court because it does given forcement of this restrictive Abortion Law over to everyday citizens. Its not clear what pathway the Justice Department is going to seek in filing this lawsuit thats been purported about. There was talk of using the 1994 law which is the face, the federal Interest Clinic Act which is used to prevent individuals from harassing those seeking to have abortion or provide abortion. Its not clear. But what we do know is this sets up a clash between State Officials and the federal government. The Justice Department is expected to pursue an argument that legally interferes with federal interest. I wonder what the pathway could be for that. Well, weve heard some talk again about this potential of the f. A. I. C. E. Act being used and the Ku Klux Klan Act being used. There are federal statutes that prohibit individuals interfering things that are in the interest of government. We could see the Department Of Justice try to use. We know that they sought an injunction last month against texas for having State Troopers stop trucks they thought were carrying illegal immigrants across the boarder. There could be a similar argument made that this law as restrictive of it is, a very important federal law. Roe v. Wade is the law of the land. It hasnt been overturned. So, as you are describing it here, it is being set up as a federal Government Versus State Government Kind of thing. Based on the makeup of the supreme court, if it gets there, 63 conservative majority, on what side would they be expected to come down on . Thats the problem. Texas law as well as Mississippi Ban will be before the court. That 15week Abortion Ban is also to be heard by the court. Because of the conservative Majority Court we now have, its not very like little the Department Of Justice is going to face a friendly court in trying to enjoin the texas law. The court had an opportunity to do so itself when opponents of the law filed for injunction to prevent the law from going into effect just last week and the court refused to do so. So not real fear there is there is pressure on the White House, pro choice, Advocate Ski and other democrats to take some action, some aggressive action to prevent this law from impeding the Reproductive Rights of millions of women. As you say, its in Effect Today in texas. Regardless of what federal law is or even precedent. For Women Today in texas, effectively abortion is outlawed. Ariva martin, thanks very much. Thank you. Moderate democratic senator Joe Manchin is now laying out a long list of demands in order to win his vote for the democrats. Thats his own partys massive reconciliation budget bill. The demands include a wide range of issues on health care, education, taxes. He is making clear as well he will not cave on climate provisions that many democrats including progressives want. Sources say manchin and his staff have engaged for weeks in intensive negotiations with the democratic chairs of the relevant committees in the senate. Cnn congressional Correspondent Lauren Fox is live on Capitol Hill this morning. Lauren, is this a negotiation or an impasse . Hes playing his hand aggressively. Reporter one thing to keep your mind on Capitol Hill, hes not someone who votes yes or no without having an impact on this process. Time after time weve seen him engage from the beginning because he wants to impact exactly how these bills are written. And youre starting to see this with what his priorities are on this reconciliation bill. One thing to keep in mind is that Joe Manchin is having conversations on a regular basis, with staff, with top Committee Chairman when theyve been away from d. C. This is an important moment for manchin. He has key Agenda Items he wants to make sure are included or arent included in this massive bill. And hes going to have a real impact on this process because its a 50 50 senate. One of those things is those energy provisions. He has strong ties obviously to the state of West Virginia that he represents. He wants to ensure that nothing in the democrats bill that passes out of the house and goes to the senate is going to go too far to impact the economy in his state. Hes concerned about some of the bigger social Agenda Items that are going to be included. He wants to put more parameters, more guardrails around child tax credit, who is eligible for free prek. Those are items hes starting to push forward with. We should note he has problems with the fact the Price Tag right now is 3. 5 trillion, jim. Hes argued that he wanted a pause. He argued he wants this to be paid for. How its paid for is an entirely different issue. You see it play out on the we need that money if youre arguing this bill needs to be paid for. So those are just some of the tension points. And we should note, manchin is one senator. These are conversations that are happening with house members, these are conversations that are happening with other democratic senators.
