Classes. The Districts Board of education is meeting later today and one member tells New Day that the measure is expected to pass. Now, this would be the most sweeping and aggressive Safety Measure instituted anywhere in the country. And it happens to be in the nations second largest School District. Yeah. This will be a very big deal when it happens. And it does look likely to happen. Well speak to a member of the School Board coming up. Again, this could be a key Turning Point in terms of vaccine requirements. Children now represent more than one in four new coronavirus cases in the country. Among all Age Groups we should note that hospitalizations are now back up to more than 101,000. We had been watching as the numbers haD Dropped some, but not anymore. President biden is delivering what the White House is calling a major speech on covid later today. Hes expected to lay out a new Sixpart Plan which will include an emphasis of extending certain vaccine requirements. So lets start with what could be the most consequential Vaccine Mandate in the country. What is expected to happen in Los Angeles schools as soon as today. Reporter john what this really means is what were expecting to hear today is this proposal for this quicklyput together meeting for the Board Of Education for the l. A. U. S. D. Is to say that all students all that are eligible that they need to be vaccinated by a certain point. Lets look at some of the details here. Were talking about the fact that by October 31st O R Anyone involved in extracurricular programs, thats going to be sports. That they are 12 and older, inperson extracurricular programs vaccinated by October 31st. Now, for all students theyre saying they have to begin this by december 19th. And then for the younger students as they reach their 12th birthday, no later than 30 days after they have to get their first shot and no later than eight weeks after that birthday do they have to get their second shots. There would be some exemptions for some people and qualified reasons. Lausd is one of the strictest School Districts because every single week theyre getting tested, all of the employees whether youve been vaccinated or not, this is how theyre handling it. The reason because of the Los Angeles times this meeting that was quickly put together they do believe theyre going to get approval and just listen to a couple of Board Members to see why they think so. By the start of spring semester, every student 12 and up who is eligible anD Doesnt have an exemption will have received the vaccine. Ideally from l. A. Unified will be providing it. Thats why there isnt measles and mumps and rubella in our schools because we vaccinate and we require it. Its a mandate. This is a mandate to save lives. And if you listen to that last point, first of all, talking about some 600,000 students that go to more than 1,000 schools here in Los Angeles. And when you look at what shes saying, its true. To go to Public School pretty much everywhere in the state in the country, you have to have a Vaccine Passport. Thats what we used to call them as kids. This idea is not new. The idea of having to be vaccinated. Whats new is doing it for coronavirus. But again, just to remind everybody, you had to be vaccinated to go to Public School before. Thats not new. Absolutely. The biden administration has been resistant to use the entire power of the federal Government Or Force states to put in place mandate. They want people to do this on their own. You saw the same thing with businesses. The Administration Wasnt outright forces businesses to put in mandates but take steps to do this on their own. Same thing with schools. Youll likely see biden touch on this in his Speech Today, try to compel governors to put in place these statewide mandates especially for schools. Theres a lot of anxiety with schools reopening. Already seen big outbreaks in the south a lot of the schools arent taking the basic precautions like masking. The administration has emphasized over and over again vaccination is the number one thing that schools and everyone else can do to protect against spread of the Virus And L. A. County is one of the biggest districts in the country. Theyre hoping this will pave the way for other districts that want to do the same. Typically Vaccine Mandates in schools is not a federal issue its usually a State By state. Local School Districts is unusual, its usually done by states. Which is why dont think the federal government has said you have to do this. I am interested to see what biden says about this specifically today. In the mean time, francesca, let me ask you about this Sixpoint Plan the president will lay out. What do you think the most important thrust of this will be in terms of new stuff from the president . Well, we could hear more on those boosters shots. The Administration Set that September 20th timeline for when they expect to see Fda Approval for these third Booster Shots specifically with pfizer. So for all americans, that would be one key thing that we could hear from the White House today, but they also suggested when it comes to the Vaccine Mandate, they already mandated those within specific departments. They could expand those, they suggested, within the federal government. So ill be looking to hear what kind of expansion on the Vaccine Mandates. But when we talk about reopening schools, yes, they also indicated that they will be taking more steps with relation to that or putting pressure on schools in order to say reopened. So well be looking for more details on what that means as well. Yasmine, this is a critical time for parents. Seems like most kids are back to school or you have them here even going this week. And i just wonder, as parents are going to be watching today to try to assuage some of the confusion and some of the concerns. And the fact that honestly schools and School Districts are doing things so differently, what can they expect to hear . I think the administration is well aware that theres a lot of anxiety about schools reopening. Not just from parents but from the teachers who work there, from other students. And in talking to the cdc, to other Health Officials they also emphasized that spreaD Doesnt just come from the school but from the community. So theres a desire to emphasize vaccinations not just for the students but for everyone, for the parents who could spread it to a student and bring it into the school. And i think in the Speech Today the president is expected to talk about, you know, he said increasing vaccinations. At this point they have done everything they can to incentivize people to get vaccinated who didnt want to in the first place and those incentives didnt prove super successful. But fear seems to be a bigger motivator. I think theyve seen that mandates are really increasing vaccinations. So i think the hope is that by forcing school not forcing but by having School Districts put in place these mandates that might compel parents who were resistant to get vaccinated and prevent pockets of spread that could seep into schools. That gets into a larger issue here is how does this White House reach the unvaccinated . Which is made up largely of a group that frankly doesnt want to listen to this White House on much of anything . Especially when weve heard the president almost week over week now give these speeches on covid19. But the White House is hoping that with the aggressiveness of the Delta Variant that by having a speech right now when many americans are returning from vacation over the summer, kids are going back to school, businesses are going to be allowing their employees back at work, that this is the time in which people will be paying attention to the message, but of course we have to see how much that seeps through. We are at Record Numbers or near Record Numbers we set just days ago with people in the icu or on a ventilator. Its also defeating to watch somebody else get nut a body bag. Reporter this is the biggest facility providing healthcare to 11 counties in rural northeastern kentucky. It cant expand capacity fast enough. Its like were at a war with this virus. And i think what we have to understand is were not at a war with each other. A federal disaster medical Assistance Team is also on hand and still they need more. We right now based upon our number of staff beds were running about 130 above capacity. 130 above capacity . And Thats Icu beds . Regular Covid Units . Regular patients . Emergency department, everything across the board . Thats correct. Reporter the hospital has created yet another Covid Icu but doesnt have the staff to open it. So if this opened today, how quickly would these beds be filled . Within the hour. In addition to referring to the Confederate General as a unifying force, he also said if we only had robert e. Lee but conveniently left out the fact that he chose to fight against the United States and for the confederacy and in the defense of slavery, aside from that, what did you make of the statement . Well, there were a lot of things going on in here. The first part about the statute piece, this is an on going debate. I have no use for these c confederate statutes out there. Theres a lot of polling that indicates trumps position on the Statute Part is not an invalid political statue. The statue people went off the rails is when they started removing statues of nonconfederate. Thats a topic for another day. The idea of a time traveling robert e. Lee going to afghanistan is enough for a book. Like a sort of historical Sci Fi Thriller of some kind. What i think Donald Trump is doing we know hes not historical scholar. Hes not steeped in military history. Hes as likely to know as much about this as he to know about general bert reynolds. He is trying to reflect, i think, what he thinks people want to hear. And this is sort of, you know, how hes had his political rise, trying to be a mirror to constituencies he thinks want to hear certain things. Its abhorrent to us and its stupid sounding, but at the same time, you know, delivered him the presidency once. I was picking up different things in this statement and was shocked by it but not surprised, i guess. Yeah. He is sort of Seeing A Fishure or a chasm and is trying to drive a wedge further in there. I wonder what the effect is, scott. This is something we have seen so many republicans follow suit on. Well, hes conflating several things that have nothing to do with each other. The idea of the Statue Removal and robert e. Lee and the Confederate Statues and then inserting that into our sort of debate over our afghanistan withdrawal, these things have nothing to do with each other, he does know that there is a constituency out there that romanticized robert e. Lee, and Ro Mant sizes the confederacy. If only we had more troops, we could have the utopia of the confederacy. And he knows people are mad at biden over afghanistan. You take two things that are unrelated and stick them in the same deal. I would humbly offer this aint it. Joe biden is struggling. I think hes having a disastrous presidency and its on the downward swing. But sort of saying if only we had more robert e. Lee it would save us from Joe Biden is not the way to put another republican in the White House. Can i just say how robert e. Lee which side he would have been fighting on. Honestly, he didnt fight for the United States in the civil war, as a matter of historical fact there. Scott, in terms of the biden presidency right now, the president and the White House has asked a number of Trump Appointees who sat on Military Advisory Boards to the Military Academies to step down or they would be removed. We have the faces up there. They include political figures like Kellyanne Conway and Sean Spicer anD David urban but also former generals like Hr Mcmaster and jack king. As of last night, i think, they were removed from these boards if they did not resign. What do you think of this . Yeah. I thought it was petty frankly by Joe Biden to do this. These boards of visitors for these Military Academies are pretty plum political appointments that president s often hand out to people who didnt quite make it to the rank of ambassador. I did personnel for george w. Bush and folks who didnt become ambassadors or Cabinet Secretaries often ttimes would find their way to these boards. Some of these folks are highly qualified to be on it and they have terms and then when those terms go out the next president puts their people on. Theyre not part of Setting Policy for the federal government. I thought it was extremely petty. And frankly i think what Joe Biden has guaranteed when the next republican comes in, when ever that is, 24 or the next time, when ever, that whatever democratic appointments were made on the way out are going to get wiped away. I this is sort of a stupid Tit For Tat that were going to get in here about trying to wipe away the previous president s appointments on boards like this. Certainly political appointments that manage the federal government, different story. Thats not what these are, so i thought it was a really petty frankly move by the biden White House. Can i ask you, scott, should he have maybe distinguished between some of these appointments . You look at, for instance, retired Kernel Mcgregor who is a fan of replacement theory, has railed against women in the military in certain roles, one of the Heidi Stirrup Pressured doj officials to give the trump white House Information about election fraud. I mean, theres different categories of people here. Should the biden administration have been maybe just more selective about who they were looking at . Do you think those people really belong on a board of visitors . These are folks that i would posit any other republican wouldnt have appointed. Yeah. Look, i didnt come prepared to debate the merits of each individual appointee to these things. Im telling you it is not normal for a new president to wipe away the appointments of these boards of visitors and other similar kinds of boards and commissions. It is normal to replace political appointees in the operations of the federal government. Totally normal. Happens all the time. It does violate our norms for biden to do what he did here and would i have chosen all these people, probably not. I wasnt the president. These people are appointed at the pleasure of the president at the time. So i would just offer that this this sort of this is pettiness that is going to perpetuate now because of what biden has done. Biden sort of ran as the guy who was going to restore our norms and say, look, im going to try to get it back to the way we have comedy in washington, some bipartisanship, arent going to be at each Others Throat all the time. So the assessment concludes that because of all that there is cause for concern and that is not unreasonable to plan for violent altercations. But look the community is still very on edge. Lawmakers are set to receive briefings in the coming days and no one wants to leave anything to chance here. I think what we are seeing is that exactly as you were just talking about here that January 6th was not the culmination of the election rallies and election protests. It was the beginning of something much more cancerous, much more troublesome that we are now beginning to see filter down to even local School Board meetings, to antivaccine protests, to mask protests at the local level. And that we, i think, collectively as a nation and particularly the Nations Leadership and Law Enforcement Leadership are underestimating the potential for more upheavals of violence against our democratic process heading into the 2022 midterms and then particularly the 2024 president ial election. I mean, just look, right . You dont have to come to washington to go to the capitol if you want to, you know, have your voice heard or even be violent. There are School Board meetings where we see people harassing local officials, for example. Yeah. I mean, one of the things that i think is notable in the way that trump and the republican party have changed our national rhetoric in the last two years is that there used to be actually a pretty clear divide between local politics and national politics. That, you know, something like a School Board meeting, something like a County Commission Meeting or City Council meeting, there might have been people who had party affiliations, but you know, mayors and City Counselors theyll tell you theres not a republican way or a democratic way to pick up the trash. But that is actually exactly the types of divide that we are now seeing at School Board meetings, at County Commission Meetings where you are seeing national politics localized in ways that are leading to threats against local officials and particularly threats against local election officials that remain very troubling and are sort of coming from a segment that are going to try to actively discourage local election officials in the next couple years from doing their jobs correctly. So, its both criminalization of laws in certain states and the threats that have been made to them that inspired us to come up with this bipartisan effort. You know, bob, on one hand you have legislation that has been passed in some cases that just usurp the ability of some of these folks really to do the job that they did in the last election. Then on the other hand you have a bit of a brain drain. Some people have decided its not worth the risk to themselves or to their family to do this work. So, how does this Defense Network Address some of those issues . Its precisely as ben says its important that we have their backs, that we express respect for professional administration and that we give them the sense that if theyre under attack they can continue to do their jobs and there will be those who have the capability to defend them. So, this is both an attempt to deter individual threats that may be very difficult for individual electioned a my stray tortoise do their job but send a message to the election official community that there will be a systematic effort to protect them and that we want them to stay on the job because we depend on them so vitally for the operation of our democratic system. How do you see this Playing Out Realistically in the coming elections, bob . How do you see this interaction between the Defense Network and the challenges that these election officials are going to face . So, as threats develop, they may come from the state legislature, they may come from political parties, they may come from Citizen Groups that are policing Quote Unquote Polling Place. They will have a place they can go immediately if they need legal advice and representation. The direction that representation could take in a particular case depends on the facts. But they will know that theres an entire network of national lawyers that is there to uphold the Rule Of Law in the Polling Place and in the operation of the democracy. And so theres a number they can call. There is going to be a network of lawyers they can draw upon, assign to them in particular jurisdictions lawyers in their jurisdictions that can give them that support.
