Now account for more than one in four of all weekly new coronavirus infections, with over 250,000 new infections in the last week alone. Child hospitalizations, theyre also at an alltime high. But to be clear, less than 2 of all pediatric covid19 cases result in hospitalization, far below with older people. Dr. Anthony fauci says the uptick in cases is still avoidable. If we do things right, we hope that we dont see much increase at all. If we want to protect the children, particularly those who are not yet eligible for vaccination, you want to surround the children with people who are vaccinated. Teachers, school personnel, everyone else. Some schools in the south have been particularly hit hard since reopening. One district in Central Georgia has temporarily moved to virtual learning after three Transportation Staff died in recent weeks. In florida 13 employees in Miami Dade public schools died since mid august. We should note, all of them unvaccinated. That statistic remains consistent. Amid alarming levels of hospitalizations and deaths around the country, many people are looking to the White House for answers. Tomorrow the president is expected to layout an aggressive new plan to stop the spread of the Delta Variant and at the same time boost vaccinations which is so, so central to stopping the spread. Lets begin with cnns elizabeth cohen. Elizabeth, the data shows the variant is hitting children harder than before. Tell us what the numbers show. Jim, lets Take A Look at these numbers. What they really what sort of underlies all of them is Something Dr. Rochelle walensky said. Shes the head of the cdc and she said a number of weeks ago to congress, children are not supposed to die. And hundreds of children have died of covid since the beginning of thiS Pandemic, and the number of cases is getting worse. Lets Take A Look at the Case Numbers. So, for the week of August 26 through september 2nd, there were more than 250,000 new cases among children up to about age 18. Thats a 23 in just increase in just one week. That is the highest weekly increase ever. I want to answer a question i know is on many peoples minds. What is the big deal if a child gets covid . My children have gotten viruses many times over the years. Theyre home for a couple days, they recover, no big deal. Heres the problem. For a certain percentage, a very small percentage. But for a certain percentage, it is a big deal. Children i understand up in the hospital with covid. Some children sadly die of covid. So if we can keep the Case Numbers down, we keep the Hospitalization Numbers and the Death Numbers down. Unfortunately, that is not what has happened, jim. As you mentioned, obviously we know terrible problems with lack of vaccination in the u. S. Were not protecting our children who, under the age of 12, arent allowed to be vaccinated. And heres the results. The same week, August 26 through september 2nd, 858 new hospitalizations. And its important to note thats just in 24 states. The american academy of pediatric numbers only looked at 24 states. Thats a 12 increase in one week. And, again, that number is just for half the country. So this really belies the importance of getting vaccinated as dr. Fauci said, to protect children who cannot be vaccinated. Jim . Elizabeth cohen, thanks so much. President biden is set to receive a briefing from members of the white House Covid19 Response team today. This ahead of his address tomorrow. Cnns Arlette Saenz is at the White House with more. Arlette, i know youre getting some details on what the president plans to announce. What are the new i mean, theres no silver bullet, but what are the new plans to try to address the surge . Reporter well, jim, tomorrow President Biden is expected to outline the next phase of his covid19 as we are trying to curb the spread of the Delta Variant. When it comes to mandates of testing, many details are still being finalized, but it is expected there will be a particular emphasis when it comes to schools and also those private sector workplaces, as you have more and more children returning to the classrooms. This week and also businesses opening up, having workers return back, and also an influx when it comes to people visiting those private businesses. But officials have said that they dont believe that there is room for a more broad federal mandate. So much of the efforts that the administration is hoping is that the private sector will be able to step up and try to encourage some of these vaccinations. Now, the president will be meeting with his team a bit later today to receive the latest update on thiS Plan as well as covid19. But officials have long said that they are constantly adapting their strategy to the state of the virus. And this speech from the president , the plan coming from the president tomorrow, is expected to offer R Picture about the way forward with the p all right. There will be questions today. Were always looking for context in the numbers because there are so many numbers we throw your way. Dr. Carlosves as the Executive Dean of emory. Not good to see, more infections among children. Expected, right, because children are going Back To School, sadly without steps like masking making it easier to spread. On the flip side, its below 2 of pediatric cases of covid19 that result in hospitalization. For folks at home, parents in particular trying to digest this, tell us how they should look at this new data. You know, jim, its really complicated to try to put this in your mind because youre right, the great majority of children that will get infected with covid are going to do fine. But if you happen to be one of the parents of the 2 of children and your kids get very ill, its 1 for you, right. The risk is a little like playing russian roulette. You never know where the danger is going to be. And the reality is that the best thing you can do is try to avoid your kid getting infected. And the way you do that as dr. Fauci had said, is vaccinating everybody around that kid, 12 and older, everybody needs to be vaccinated, and having the in we did that, we could really decrease significantly the kid getting hospitalized. Sad fact thats not happening in many places. You have governors in florida, texas banning mask mandates. You have a whole host of disinformation about vaccination thats leading people not to get vaccinated. Adults, even when kids are at risk here. In terms of context for how we compare this risk to children from the risk of other things such as seasonal flu or rsv, based on the latest data, particularly as delta has been surging, how does it compare . Well, you know, normally we see about 40,000 hospitalizations from flu and about 50 to 60,000 hospitalizations from virus among children every year. Currently weve seen about 40,000 hospitalizations in kids from covid during the similar time period. So it seems to be pretty similar. The difference is the severity of the disease. Most kids hospitalized with influenza tend to do fairly well. With covid were having many more kids in the i. C. U. Including getting into which is something we rarely have in pediatrics. The severity of disease seems to be more severe particularly with delta. Understood, okay. Parents have sent their kids Back To School, many have. As they look at this, right, we always want to try to frame this as i suppose not risk elimination, thats not possible. But risk elimination, so on. Based on what were seeing, should parents look at this and change their decisions about sending kids Back To School . You know, jim, im very much in favor of inperson education. I think kids benefit from being sure. I think we can do it safely. But we need to get the parents and the School Boards to work together. And we need to put the children at the center of our decisions. I work in Health Care. When were in Health Care having debates, i always tell people lets do whats best for the patient. LetS Put the patient at the center of our decisions. I think in schools we should follow the same rule. We should say letS Put the kids at the center of the decision, not the politics, not the partisanship, but the children. No question. And finally before we go, at the overall data beyond just children, there does seem to be a tailing off of the latest surge. I know things can change. The graph was like this, and now its starting to go this way. Do you see some hope, talking about infections, but also deaths and hospitalizations. Do you see some hope in that data . I am seeing some hope in that data, but were still having very, very high positivity rates among people getting tested. For example, here in georgia where its 17 . Were still seeing a lot of people hospitalized. The hospitals are full. We are nowhere close to the end of this. We may be right now, think about hurricane. We may be at the eye of the hurricane, but still the other side of the storm is still going to hit us. I think we need to have two to four very hard weeks ahead of us. That makes the white House Decision on increased testing to be announced tomorrow particularly relevant. What will that reveal . Bring out the bold™ the Louisiana Department of health is now revoking the license of seven Nursing Homes after seven residents died when they were evacuated to a warehouse in the independence, louisiana, during hurricane ida. Cnns Martin Savage is in new orleans. The seven Nursing Homes, they are all owned by one person. Cnn has obtained the 911 calls, the logs of them, 60 of them describing just deplorable conditions inside that warehouse. Tell us, tell us what youve learned down there. Reporter yeah, they really were horrific conditions. It was 800 to 850 residents from Nursing Homes, including here in new orleans, that were transported an Hour North up to independence. Things went bad very, very quickly. And we now know that seven people died. At least a dozen or more have been hospitalized. Family members who knew nothing about it at the time are shocked and outraged. I feel guilty. Why didnt you contact anybody for help . Let somebody know what was going on. Contact one person. People shouldnt be treated like that. You should be held accountable. Reporter what we do know is actually there were a number of 911 calls, about 63 of them that cnn has learned. We dont have the actual calls, but we have the read outs. Heres a Spam Plg of what was said. One caller requesting transport for a diabetic patient who had not eaten due to them not having supplies. Another dispatcher took a call from 66yearold Debbie Strickland who thought she was kidnapped. She said the Staff Wouldnt let her use the wheelchair, they wouldnt help me get out of bed or nothing. Another caller said he was at a warehouse, hes a stroke patient. Hes lying on the floor, hes being treated poorly. Other callers talked about people having trouble breathing. One call reported a person had stopped breathing. We know that on tuesday after the storm, the Health Department sent an investigator to that warehouse to figure out what was going on. He was thrown off the property. Two days later, the Health Department was back this time with a legal authority and the means to begin evacuating hundreds of those residents. But still, many people are now shocked. How could you possibly think that a warehouse would work as a nursing facility. Thankfully those that had been evacuated are in real Nursing Facilities now, jim. Were some of those 911 calls from the patients themselves who passed away later . Reporter yeah, its hard to tell by looking at the logs, but it does appear, yes, some of them, in fact, are coming from patients we dont know if theyre patients who later died. We know some of them sounded like they came from staff. Thats why an investigation there may even be a criminal investigation of this, the state indicates, jim. Goodness. Martin savage, thanks so much for following that. Joining me is the Emergency Management Director for jefferson parish, louisiana. Great to have you on this morning, joe. I know you have a lot of Hard Work to do these last several days in advance of this hurricane and the aftermath. The question i have is a lot of planning was done prior to ida, based on lessons learned from katrina. There were benefits from that. Even things like rebuilding the levees and so on, but prepositioning supplies and emergency crews, this one seems to be a miss take of bad planning, right, to use a warehouse for atrisk patients from a nursing home, is that your view . Well, no, my view is extremely poor Decision Making on the part of the owner with the lessons we learned from katrina, and from harvey in houston afterwards, is that these Nursing Homes were not properly staffed and they were not evacuated in time. So what the state of louisiana did was that we, for instance, in jefferson parish, we have 13 Nursing Homes here. Each year we, emergency management, we review their contracts. We ensure that they have generators that can run life sustaining equipment and hvac, air condition. We make sure they have transportation, Emergency Transportation Contract in place. So if they have to evacuate, theyre supposed to evacuate to a facility that is suitable for elderly individuals or Special Needs individuals. The photographs we saw of this warehouse were, to be quite honest, were disgusting and the conditions were squalid at best. There were complaints in the past in 2018, the local Cbs Affiliate in new orleans, they looked into some of this and one key question was a lack of generators, right . Which would have provided power for those Nursing Homes, perhapS Prevented the need for evacuation. Have you had dealings with the owner . Were warnings missed here, ignored . Well, im not 100 sure. We dont know at this time. Its too early in the investigation why the evacuation occurred. We actually repaired one of the generators to those one of those Nursing Homes. So as far as i know, the generators were up and running. I think at some point they may have run out of fuel and they didnt have any additional fuel. That might have sparked their decision to evacuate. But at the end of the day, this owner did not have a good location to bring all these special needS People. I mean, its just it was just horrible. Where doeS Power stand there now in terms of restoring power . Because so many customers still lacking it. And i wonder with all this debate about infrastructure, right, are there longterm fixes you think are necessary to prevent this from happening again . Well, its sort of complicated. They lost over 30,000 poles, energy, and on top of that we had over 933 trees im talking about large trees. 5, 6 feet in diameter that fell, and a great portion of those trees that fell, fell on power lines, entangled, pulled down other poles. Its a complicated issue to mitigate. Clearly were going to have to look at individuals who have trees in their front lawns, especially on Parish Right of ways where were going to have to rethink this and those trees are going to have to be removed. Im not saying that they will, but im already aware that that discussion is occurring. And so thats one way we can cut down on the number of Transmission Lines that are damaged. You have to remember, we clocked winds up to 147 miles an hour for three hours. If you look back at Hurricane Michael at mexico beach, you saw the level of devastation that occurred there. It goes through an area and it flattens it out much like a tornado does. Exactly, those are tornadostrength winds in the midst of a hurricane. Absolutely. My question is, is thiS Part of a negotiation which always happens with these bills . Or is it a more potentially a more severe threat to coming to final agreement . Reporter well, look, jim, i think this is about leverage. And were going to know more when the senate returns next week. But in a 50 50 senate, any one member it has repeatedly been Senator Joe Manchin has a lot of sway over thiS Process. Like you said, he had called for the strategic pause last week. He also now is telling lawmakerS Privately, his colleagues, that he would support a proposal around that 1 Trillion to 1. 5 trillion number. Hes also flexible. He wants to ensure there are pay fors. Like you said, he is not the only democrat with concerns. And this isnt the only issue. The top line number, how much you spend on thiS Package, thats just one problem that democrats are going to have to work through in the days and weeks ahead. Another big Sticking Point is over how to pay for thiS Package. Theres going to be a lot of disagreements among progressives and moderates about how high to raise taxes to try to raise revenue and fully pay for thiS Package. Theres also going to be disagre disagreements about what to include, how much to expand the child tax credit. There will be questions about what youre going to do about the state and local tax deduction. Thats really important to a couple of key members in the House Of Representatives who want to make sure that that cap is raised so people in their districts where taxes are a lot more costly, get some more tax breaks. So theres a lot of issues to work out and we just cannot under estimate, jim, how long and messy thiS Process is building to be. This is just the beginning. When congress spends money, there is debate. Okay, texas is extremely restrictive Abortion Law which we should remind people has no exception for rape and incest. That led to Texas Governor to make some interesting comments about hiS Plan for rape, and now Alexandria Ocasiocortez responding to that. Tell us the background here. Reporter well, look, Last Night she appeared on our air and she said she was apologizing for really having to get into biology 101. But heres what she said about governor abbotts comments, jim. I dont know if he is familiar with the menstruating persons body. I know hes not familiar with a female or menstruating body. If he d he would know you dont have six weeks. Its awful. He speaks from a place of deep ignorance. Its ignorance that is hurting people across this country. Reporter she also talked about the fact there wasnt that exception for people who are victims of rape and incest. She said, you know, this is a problem because the governor is talking about trying to crackdown on rapists. But in other circumstances she said, you know, for a lot of people this is Family Members, teachers and they dont want to come forward. And that is creating another set of issues here. And i think, you know, shes really trying to drill down and just really echoing the lawmakers on Capitol Hill that we heard from, democrats on Capitol Hill arguing this is such a restrictive law, jim, and that this is going to be something that you can expect democrats are going to be talking about when they get back into session. No question. For now the law remains 1rin effect in the state of texas. Lauryn hill, thank you very much. Five guantanamo detainees are in court at the Guantanamo Prison in cuba. This includes Khalid Sheikh mohammed. He is believed to be the mastermind behind the attacks that claimed 20,000 lives 20 years ago, targeting Air Attacks with osama bin lauden. They are charged with terrorism, conspiracy, attacking civilians and more. If convicted, all five could face the death penalty. Cnns Alex Marquart joins us now. Tell us how long this trial goes forward . When do we expect to hear decisions . Reporter well, thiS Pretrial is continuing today after it started yesterday, jim. I think more than anything, it just drives home the fact you just touched on, that 20 years after these attacks that claimed almost 3,000 american lives, that the fate of these men has not yet been decided. These five alleged terrorists including Khalid Sheikh mohammed are accused of some level of Planning And Execution of the 9 11 attacks. You mentioned some of the charges. They include among other things, terrorism, hijacking of aircraft, attacking civilians, murder and more. What we saw on tuesday, jim, and what will continue today is a pretrial hearing. Yesterdays lasted around 2 1 2 hours and consisted primarily of questioning of whether the judge could preside over these hearings. Some Family Members of the victims were in court as well as journalists. Our colleague Ellie Kaufman was there. They had to sit behind soundproof glass and the audio of the proceedings waS Pumped in with a 40second Delay so that classified information would not be revealed to them, would not be revealed publicly. This case has been plagued by problems from the getgo. As you mentioned, it is taking place in a Military Court on a Military Base in cuba. There is a debate over whether evidence that was obtained during the course of torture can be used in these proceedings. In 2008, President Obama tried to move this case to the united states aS Part of his effort to close down guantanamo bay. There was a backlash. That did not happen. These five men were finally arraigned and charged in 2012. And since then we have seen four different judgeS Presiding over this. Now, President Biden also is hoping to close down guantanamo bay, but thiS Pretrial will continue today, primarily with this questioning over whether the judge should be the judge for this trial going forward, jim. Well follow closely. Alex marquart, thanks very much. In paris a group of alleged terrorists tied to the 2015 attacks there that left 130 people dead, they are finally in court. Its the deadliest attack ever carried out on french soil. It was just alarming if you remember. Now some 300 victims are set to testify over the next nine months in what is expected to be an unprecedented judicial marathon. Cnn international Anchor Cyril Vanier joins me now from paris. These attacks were horrific. I was there to cover them as many of our colleagues were. The names of the 130 people who died just read out in court aS Part of thiS Process. Then youre going to hear from other victims as well. Reporter youre absolutely, and sobbing could be heard moments ago in court as the names of those 130 people who were killed. You mentioned how horrific it was. For parisians, nobody is going to forget those attacks. There is a reason this is the biggest trial held in france this century. Were talking about people, Injured Parisians who were being shot, executed at pointblank range on the streets in central paris. No one is going to forget that. Nowhere are emotions going to run as high in this courtroom. The sobbing heard a few moments ago, were probably going to hear and understandably the depths of the emotions in the coming weeks as victims, survivors. Relatives of those who were killed will be explaining, detailing what they remember and what they saw, people being butchered and slaughtered. We remember the concert venue, and that attack alone, 90 people were killed. Most of them at pointblank range, jim. One of the highlights, many highlights of this trial is likely to come a little later before the end of the year when we hear from the defendants themselves, the alleged terrorists, including the lone survivor of these attacks. It is unlikely hes going to cooperate. He has said one Thing Today as he appeared in court. He said, i gave up my profession to become a fighter for the islamic state, end quote. Jim . I remember those accounts, too. People executed as they were begging for their lives. Cyril vanier, thanks very much. I mean, you hear it, you see it, you smell it. The smoke is just all over the country. We even had it in the northeast for a couple days as the wind was blowing in the right or wrong direction. But ten states now have 78 fires across the west. Its all because of the drought. It just didnt rain and it didnt snow this year. And were watching for wind and were watching for lightning. At least this year we havent had the Lightning Complexes that have started so many fires last year. It was just a mess last year. Right, temperatures out west are way above where we should be. 10 or 15 degrees in some spots. It will be 110 degrees in Las Vegas this week. Well, thats the desert. Supposed to be hot. Not supposed to be this hot. Temperatures here way above normal this time of year. People being asked to conserve electricity in the heat of the day because Everybodys Air conditioners are going to be running. If you have factories that are running as well, thats another problem. So yes, you alluded to the fact were almost going to break a record here. The august complex, which means a number of fires burn together to cause one fire. Dixie fire almost as big as that fire that just happened last year. Here are some of the big numbers here that really are concerning. Joining me now to talk about what you do about it, how you fight it, mike young, the public Information Officer for dixie. Thank you for taking the time this morning. Youre welcome. Thank you for having me, jim. Sorry, go ahead. First i want to ask you where the Dixie Fire stands. I understand its 60 contained, mostly contained. Does that mean you have it close to under control . 60 , we still have a long way to go, but that 59, 60 is actually just a testament on the Hard Work the firefighters have been doing seems like the last two months. We are up to about 919,300 acres, and you know, i mean, the conditions are still helping us out, but we have winds still pushing the fire and those acres continue to increase. I dont have to tell you this, but perhaps our viewers dont realize. If you look at the statistics, of the top 20 largest fires since 1932, 17 have occurred just since the year 2000. 11 the last five years, five were last year, three happened this year. It just seems that every season we seem to be breaking new records. The season starts earlier, ends later. I just wonder for you and the firefighters, i mean, do you look at this as a new normal . You know, we do see the trends as well, and we feel it. Our families feel it from being Away From home so much. And, yes, numbers dont lie. The Fire Seasons have been getting longer as you mentioned earlier. Conditions are getting harder, and it doesnt help that weve been in such a severe drought. Yeah. The vegetation and the trees, the grass, theyre all dry, and it spreads a lot faster. And like what you said, we had a lot of fires throughout the west, and that limited our resources for each fire. I was in idaho in august and i saw the hot shots as theyre known there coming back from Hard Work. Its tiring work. Its dangerous work as well. I wonder how you keep them all safe as theyre doing this. You know, thats a great question. Our number one priority is the safety of the firefighters as well as the community. We do, in fact, just in about ten minutes, we have a new shift coming on thats going to work throughout the day and the night, a 24hour shift. We try to give them a little break, whether thats taking care of their tools, rehabbing their equipment and their bodies for another shift. It is a long Fire Season. We are aware that it does take a toll mentally and physically throughout the Fire Season. Its only september 8, so we have many more months of Fire Season to go. We are aware of that. We try to pace ourselves, but, you know, sometimes it seems like its a sprint, but we know its a marathon. Before you go, i wonder, can you let us know what help you need . Folks watch this and say, i know theyre working hard, their lives are at risk. God bless them. What change, what help do you need, if there is a way, right, to help reduce the risk, reduce this kind of thing going forward . Yeah, you know, the community, the public, across the nation has been very supportive. We see that, we appreciate that. We get facebook messages all the time in support, and we do recognize that and thank everybody for that. But moving forward, especially in the highrisk areas, we want to remind the community to be prepared. Its a year long thing during the winter and the spring. We encourage sensible space. If you can help on the website, go to your local Fire Station and ask questions on how do i clear my brush, as well as if there is a fire in the area, to be prepared. Whether you have one minute or ten minutes to gather the belongings that you truly cherish and have a plan to do that as fast and efficiently. And then heed the warnings of evacuations. Sometimes your normal route is not the route thats safetiest depending on where the fire is. Just to heed the warning and follow the Traffic Flow because there are a lot of Heavy Equipment coming in to fight the fire if you dont want to cause an accident or hurt anybody on the way. The 12ton Statue of confederate general robert e. Lee stood on historic Monument Avenue in richmond, virginia. Joe, this was supposed to happen earlier, but legal challenges delayed it. How did we get here . Quite an amazing story many fact. What happened was, after all the protests we had last year, black Lives Matter and others, especially about confederate figures on statues around the country, here in The State Of Virginia, the governor took the step to say i want this statue down here in richmond. And what followed was a yearlong Court Battle in which finally the supreme court of virginia got involved and said essentially that the rules that were in place when this statue was given to The State Of Virginia along with the land dont apply because the government of virginia no longer believes that its in the best interest of the people. So they decided to take it down. Just within the last week finally, it was decided to do this. And a little before 9 00 eastern time today, that huge statue of robert e. Lee, which weighs about 12 tons, was lifted off the pedestal on Monument Avenue and brought down to the ground with the help of this heavyduty crane thats been placed Here And Now the job is to cut this statue into three pieces, and its going to be stored at a secure facility, jim, until they can figure out the rest. The big point, of course, is its gone from the pedestal, and thats a symbolic victory for people who were protests about it. Quite a moment to witness. Joe johns in richmond, thanks very much.
