Will face the biggest hurdles. And france is set to hold its biggest trial ever on the 2015 Terror Attacks. Were live outside the paris courthouse. Good to have you with us. U. S. President biden is making an aggressive pitch for a legacydefining domestic agenda. The White House is struggling to contain the resurgence in the Coronavirus Pandemic with now more than 40 Million cases. The president is also focused on the Destruction Left by Hurricane Ida and the wildfires in the western United States to push for funding for infrastructure and to fight the climate crisis. But he is facing opposition to the multitrillion Dollar Price Tag and with the taliban new hard Line Government announced, the biden administration remains under fire for leaving americans and afghan allies behind. The White House is asking for billions in funding to help afghan refugees and the evacuation process. On thursday President Biden will give a Speech Outlining the next phase of his administrations plan to fight the pandemic. It comes as the countrys average daily Case Count is soaring. The u. S. Is now averaging more than 150,000 new cases every day. That is more than triple where we were a year ago. What else has changed . This time a lot more kids are getting sick. Children now account for more than a quarter of new weekly cases nationwide. The American Academy Of Pediatrics says more than a quarter million child cases were reported last week, the most since the pandemic began. And dr. Anthony fauci tells cnn with the new School Year getting into full swing, it is more important than ever for everyone eligible to get vaccinated. If we want to protect the children particularly those who are not yet eligible for vaccination, you want to surround the children with people who are vaccinated. Teachers, school personnel, everyone else. Even though there are some Government Leaders locally who are trying to push back on that, we have to get the School System masked in addition to surrounding the children with vaccinated people. So far just over 53 of americans are fully vaccinated and threequarters of u. S. Adults have received at least one dose. In Florida One of the Big Covid Hot Spots in the u. S. , one School District has lost 13 employees to the virus. The superintendent says none of them were infected at schools but they were all unvaccinated and africanamerican. While he says he is doing all he can to convince employees to get vaccinated, the superintendent believes some Minority Groups simply dont trust that covid vaccines actually work. I think this underscores the big tragedy that we see occurring across america. Even though in my community 98 of individuals have gotten at least one dose of the vaccine, there is still a lag specific to individuals that represent ethnic minorities in miamidade. And this is the result of understandable historic facts that have in a certain way prejudiced the understanding of these theories about the viability of the vaccine. Lawmakers in kentucky have voted to extend a State Of Emergency until at least midjanuary due to a surge of new covid infections. The state had a record 30,000 new cases last week and the governor says hospitals are facing critical staff shortages. National guard members have been sent to help at hospitals which are so yoverwhelmed, some had t close surgery rooms to add more beds. And an official says that the severity of the Coronavirus Pandemic could have been avoided but the world missed the opportunity to eliminate the virus. We had a chance in the beginning of this pandemic. I like not to think of the what ifs too much because it is difficult to think through. This pandemic did not need to be this bad. As the fight against covid19 continues, the w. H. O. Says global cases have remained stable over the past month. And it says all regions have reported consistent or declining infections in the past week compared to the previous week except the americas which reported a 19 increase. President Joe Biden says the dangerous Flooding And Damage caused by ida shows the threat that Climate Change poses. His remarks came after touring some of the destruction from the storm in New York and New Jersey. Cnns Arlette Saenz has our report. This is code red. Reporter President Biden issuing a warning on Climate Change as he saw firsthand the damage wrought by Hurricane Ida. Climate change poses an existential threat to our lives, to our economy. And it is not going to get any better. The question is not can it get worse. We can stop it from getting worse. Reporter it was the second time in four days that the president toured the devastation left in idas wake. On the ground in louisiana on friday. And in New Jersey and New York. Meeting facetoface with families impacted by the storm. Our plan was to go in and save her belongings, but unfortunately, probably around 2 30, 3 00 thursday The House was on fire. Thank god you didnt come back. Reporter the president pledging federal support will continue for the long haul as the region recovers from Flash Flooding and tornadoes that damaged homes and killed at least 50 people. Well make sure the relief is equitable so that those hardest hit get what they need and we know there is a lot more do, that is why were here. Reporter he also used the visit to make the case for his economic agenda arguing that infrastructure and combatting Climate Change are vital. I think that we either act or were going to be were going to be in real, real trouble. Our kids will be in real trouble. Reporter the White House says one in three americans live in counties impacted by severe weather in recent months and officials argue action is needed across the board. We do as much as we can at the local level, but im sure that not only the United States but the rest of the world is responsible for fixing this problem. Reporter the White House also asked congress to approve billions of dollars in funding to respond to natural disasters in their upcoming government funding proposal. They specifically are asking for 10 Billion to respond to Hurricane Ida and another 14 Billion for recovery and unmet needs relating to other natural disasters like wildfires and storms. And the president also suggested he may soon travel out west to california to see the impact of wildfires on the ground there. Arlette saenz, cnn, the White House. On the u. S. Gulf coast, the Death Toll from Hurricane Ida has risen to 22. Louisiana state officials confirmed two more stormrelated deaths on tuesday. One of the victims was a 71yearold man who died from lack of oxygen during the extended power outages. Right now close to 350,000 customers across the state are still without electricity and facing another day of dangerously high temperatures. There is also a growing scandal involving the deaths of several Nursing Home residents in the arrestftermath of the st. Tuesday the Louisiana Department of Health Revoked Licenses from seven homes that evacuated patients to a Warehouse Facility where seven residents later died. Nurses who helped with the evacuation told cnn The Warehouse was overcrowded, hot and leaked during the storm. Here is how a State Health Department official described the situation on tuesday. Lets be clear. There is no Emergency Preparedness Plan a that allows for residents to be kept in such an unsanitary and unhealthy condition. The lack of adequate care for these residents is inhumane and goes against the rules, regulations and applicable statutes. Democratic lawmakers on Capitol Hill are struggling to reach a consensus on spending priorities. And several deadlines loom including one to keep the government running. 3. 5 trillion economic package would increase spending on Health Care and Climate Change and would raise taxes to help pay for it. But a source says democratic senator Joe Manchin has suggested that he could only support a 1 Trillion to 1. 5 trillion plan. House Speaker Nancy Pelosi rejected his call for a strategic pause on moving forward with an evenly divided senate, Democrats Cant lose a single vote on the bill. Latest restrictions on voting are now law in the state of texas and that is just one of several controversial issues that have republican Governor Greg Abbott losing support. Ed lavendera has more. Reporter last year about 127,000 people cast their president ial ballots at Drivethru Voting locations in harris county. It was an idea born out of the pandemic and celebrated by local election officials as a secure way of Making Voting safe and convenient. You are more likely to be struck by lightning thank you are to experience mail ballot fraud. Election integrity is now law. Reporter Drivethru Voting is now banned in texas, one of the extensive measures included in a controversial Election Bill signed by republican Greg Abbott. Critics say it is one of the most restrictive laws, republicans deny that it will make voting harder. It does make it easier than ever before for anybody to go cast a ballot. It does also however make sure that it is harder for people to cheat at the ballot box. Reporter the Election Bill also bans 24 hour voting, sets new Identification Rules for voting by mail and gives partisan poll watchers more access at election sites. This is bad. Reporter Mike Collier a democrat running for Luiten Naent governor says republicans in texas are feeling the political tides turning against them especially in the biggest cities which now vote overwhelmingly democratic. They dont want to lose their grip on power and they will Assault Democracy and i think that is dangerous. Reporter Governor Abbott signed the Election Law as a new Projects Poll shows Governor Abbotts Job Approval Rating at 41 with 50 disapproving of the job hes done and the same poll also finds that 52 of texans think the state is heading in the wrong direction. Governor abbott continues to push for a Handsoff Approach in the kr the governor signed a bill that allows texans to carry firearms without a permit. And there is also the bill which went into effect last week that outlaws abortions of area six weeks of pregnancy. What if it was a Rape Or Incest victim . It doesnt require that because it provides at least six weeks. Now, for a person to be able to get an abortion. So for one, it doesnt provide that. Rape is a crime. And texas will work tirelessly to make sure that we eliminate all rapists from the streets of texas. Reporter critics quickly pointed out that most women dont find out they are pregnant until after six weeks. With all of these Controversies Swirling around the governor, Greg Abbott is calling State Lawmakers back to austin for another special session this time to hammer out a restricting plan. Ed lavendera, cnn, dallas. And you heard the governor say that he was working to eliminate all rapists from the streets of texas. That comment has prompted widespread backlash. U. S. House Democrat Alexandria Ocasiocortez says it shows Greg Abbotts deep ignorance that is hurting people across the country. This idea that were going to quote unquote End Rape when the same type of, frankly, Rape Culture and same type of Misogynistic Culture that informed the Abortion Law to begin with, those beliefs are held by the governor himself and this texas state legislature, frankly, there are many people in power as we know from the Me T Too Oig Movement that commit Sexual H Sexual Assault and they are voting on antirape bills. He speaks from ignorance. The fact that Governor Abbott and others who passed this horrid law into effect claim to be prolife, to reiterate the point that the congresswoman made, knowing and not caring that people are going to be traumatized in this way and once again that it is going to have a predominant and disproportionate impact on women of color and low income women in our state, dont you dare say that you are prolife. There is nothing that is pro woman in those actions. The situation in texas, a sharp contrast to what is unfolding across the border in mexico. On tuesday, the countrys supreme court unanimously ruled that it is unconstitutional to punish abortion as a crime. The decision is expected to clear the way for legalizing abortion nationwide. That would make the majority catholic nation the most populist latin america to allow the procedure under any circumstances. And we continue to track developments out of Southwest Mexico where a powerful earthquake struck just hours ago sending shockwaves across the country. The epicenter of the magnitude 7 quake was not far from the coastal Resort City of acapulco, but was felt as far away as Mexico City. At least would not person has died. Officials say a man was crushed by a falling pole. The state owned Utility Service says more than 1. 5 million customers are without electricity in Mexico City and across four states. Pedram javaheri has more. Good morning. The latest on this earth quick, a 7. 0 magnitude occurring just ab about 20 kilometers northeast of Mexico City. And you will notice strong to very strong shaking felt by over A Million people, as many as 15 Million people across mexico felt shaking associated with the quake although the vast majority of it on the lesser end of it, about 300 kilometers away in Mexico City where we had some shaking felt as well. Usgs an horizons what quakes can produce given the magnitude and its location and they put economic loss estimates around 100 Million to as much as 1 billion. Again speaks to thmagnitude of this quake and its high proximity to high population areas. Anytime that you bring any quake between a 7 to 8 magnitude that is considered a major earthquake and you bring that into a Shallow Zone of around 10 miles, that also leads to major, major destruction as well. So you will notice our planet produces about 15 quakes of such magnitude 7 or greater every single year, and of course we know when it comes to quakes of this magnitude, aftershocks typically follow generally 6. 0 one time and as much as 10 that exceed 5 magnitude and hundred exceeding 4. But you will notice temperatures in the upper 80s, a few scattered thunderstorms possible mainly late week into early this weekend. But we do expect the weather to be cooperating with Recovery Efforts in the coming days. Thanks for that. Dangerously hot conditions in california have prompted the States Power Grid to call for power outages. Residents are now under a statewide flex alert and have been asked to cut back on Power Use between 4 00 p. M. And 9 00 p. M. In the evening when demand is highest and solar Power Production is declining. Meantime the u. S. Coast guard is investigating nearly 350 reports of Oil Spill incidents in the Gulf Of Mexico as a result of Hurricane Ida. They are having a hard time identifying the owner of an Oil Line off the Louisiana Coast which was dislodged in the Storm And Spread oil for miles. One expert says the Pipeline Network is a mess with many old and abandoned wells in the area. Authorities are working with Energy Companies to locate the owner. Time for a short break. The new day in afghanistan is bringing fresh protests against the taliban. Images on Social Media appear to show a small group of women marching in the western part of kabul. Tuesday saw the biggest protest yet in the capital. Witnesses say several hundred demonstrators demanded Human Rights and a role in the gallon. The taliban responded with violence. [ gunshots ] some crowds dispersed after the taliban fired over their heads. Journalists say they were beaten and arrested. Women detained for several hours. A Hospital Spokesman says two people were killed in the western city of herat. This comes as the taliban have announced a new Caretaker Government made up of hardliners with a history of connections to Al Qaeda. The Acting Prime Minister is under u. N. Sanctions and was a close aide to the talibans late founder. And the acting Defense Minister is his son. Two others are leaders of the that co haqqani network. One is on the fbi most wanted list and have multimillion Dollar Bounties on their heads. Other posts were part of a Prisoner Exchange with the u. S. In 2014. And cnns Anna Coren has covered afghanistan extensively and was in kabul recently and she is joining me live. So what more are you learning about this protest under way in the west of kabul putting taliban to the test once again and also reaction to this new hard Line Oig Government with links to terror . Reporter experts that ive spoken to about the formation of this new taliban government say that this is the taliban leadership really thumbing its nose at the west and at america. This idea that it would be inclusive, that it might be a little bit more moderate, clearly their appointments indicate anything but. It is basically a message to the world saying that if you want to deal with us, it will be on our terms. Obviously this is not a good thing for afghanistan or the direction of afghanistan. There is no ministry of womens affairs, there are obviously no women whatsoever. And the protests that weve been seeing, that has been very much in reaction to that. Todays protests in the west of kabul, it is only a small protest, but as we understand it, it is still going. These women are saying to the taliban without women, your government will fail. These women have come so far in the last 20 years. The advancements that have been made, these are educated women, they have traveled the world, they are connected through the internet, through smartphones. They have had a taste of democracy. To think that they are going to be banished to their homes, it is just out of the question. Hence these women are taking to the streets. But lets have a listen now to what the taliban spokesman said yesterday in this Press Conference trying to bandy around this notion of the government that has been formed. Translator neither can we play existence based on one Ethnic Group nor have we struggled for one Ethnic Group. We represent the whole of afghanistan and we talk on the level of the whole of afghanistan and our struggle was based on the whole of afghanistan. We are not people of one Tribe Or Ethnicity neither do we believe in this. Reporter well, of the 33 cabinet ministers, caretakers they may be, 32 of them, no representation from other ethnic minorities and as we said no women. Anna coren, many thanks for bringing us uptodate. And having worked in afghanistan for the u. S. State departments, i asked him what the new government might mean for future relations with the u. S. And the international community. I think internationally this poses some challenges. For one thing, several countries, including the United States, have said that they dont want to see this in which the taliban have full Monopoly O of power. Russia, iran, china have said it. What these runcountries are goi to do is unclear. Will they hedge or will they be firmer and say this is not what we wanted or will they say the taliban is the best we can do, lets work with them. These kind of things are unknown, but the odds that these other countries will work with the taliban has probably relosed a little Bit Nor Ow or at least there is a possibility of more friction. Thanks to carter there. Six years after a devastating rampage in paris, the men suspected in the Terror Attacks that killed 130 people are about to go on trial. Well have the details. In about an hour and a half, france will revisit its deadliest attack in peace time. 20 men suspected in a 2015 Terror Rampage across paris that killed 130 people are going on trial. And security around the specially constructed courtroom is high. Melissa bell is joining us live from paris with the latest. So what is expected to come out of this trial In The End and what is the mood on the streets of paris . Reporter a great deal of security all around me in front of this courthouse. It has been specially redesigned to accommodate what will be the biggest trial ever held in france, some 330 lawyers are involved, some 300 victims will be held. And the french president will be heard. But this on the first day is really seeing a massive Police Cordon all around the courthouse and a great deal of anticipation from people who have been waiting for this moment and i think particularly here those who are going to be heard, those who survived or the families, the victims. Have a listen to what the victims association had to say about what this trial is going to be. Translator this trial must take place now. It is something that we have been impatiently awaiting but that is also distressing because we know that this trial, its duration and the emotional intensity that it will generate will be an extremely painful ordeal for everyone. This will be the moment in the victims, the civil parties, some of whom we represent will be able to bear witness to what they have lived through, to what they are still enduring. Reporter weve been speaking to survivors and what they all say is the same thing, only those who were there who bore direct witness to those events that night all across paris when those 130 people were killed by those series of attacked claimed by Isis Subsequently can really understand the trauma that it represented, the violence of what they lived through. And then of course for france, if you cast your mind back nearly six years to those dreadful events of november 2014, the outpouring of grief, the sense of shock, this is something that has been closely watched by the entire country and of course with this question, weve been hearing from Defense Lawyers of just how independent the judiciary can be because of the weight of public opinion. What the Defense Lawyers say is that they have faith in the judiciary, they believe that that space will be given, that proper defense can be held for those being accused and it is the very sense of Frances Democracy that depends on it. Many thanks to Melissa Bell joining us live from paris. In guantanamo bay, cuba the pretrial hearing for Khalid Shaikh mohammed and four others accused of exciting the 9 11 attacks is under way again. Tuesday was the first time e. The suspects appeared in court since february of last year. Alex marquardt reports. Reporter days before the Somber 20th Anniversary ever 9 11, five of the alleged planners of the attacks have appeared in court for the first time in 18 months. Most famous, khalid Shake Mohammad, often called ksm, accused Lead Plotter of the attacks that left nearly 3,000 americans dead. The Court Appearance underscoring that 20 years after the attacks this trial is still not over. It is just one more example of how having this case at guantanamo means a whole lot of issue that is would not be in play if it were taking place anywhere else. Todays proceedings were a pretrial for the men, one who is ksms nephew. Family members of those killed on 9 11 were in attendance, defendants wore traditional clothes provided to them by their lawyers. Journalists watched from behind thick glass in a gallery at the back of the courtroom on a 40 second delay to make sure that classified information was not revealed publicly. The Charges Date back to 2012, they include terrorism, hijacking aircraft, conspiracy, and murder. The Defense Team argues that interrogations tainted by torture should not be allowed as evidence. In the past some victims families have call for the death penalty. It has to be the death penalty. It doesnt have to be an ugly death. Reporter the proceedings have had all kinds of bureaucratic headics, latest among them the covid19 pandemic. Ksm had been charged in 2008 but former President Barack Obama stopped the case hoping that ksm and the others would be tried in Civil Court in the u. S. Instead and guantanamo would be closed. Im absolutely convinced that khali khalid Shake Mohammad will be subject to the most exacting demands of justice. The american people nd on it and my administration will insist on it. Reporter a fierce political backlash reversed those plans. President biden hopes to succeed where obama failed, closing the Prison Facility which was built the year after 9 11. And with the 20th anniversary of 23450i 9 11 coming up this week, a commission warns that foreign terrorist groups may exploit this anniversary as well as chaotic withdrawal from afghanistan for propaganda purposes. That groups like Al Qaeda and isis may use this anniversary for recruitment and radicalization. Alex marquardt, cnn, at the pentagon. Huge crowds of supporters cheered as bolsonaro called the Election System a farce on the countrys independence day. Opposition protestors also took to the streets in major cities on tuesday. And this was a competing rally in Sao Paulo on tuesday. Protestors are unhappy with the president s handling of the Coronavirus Pandemic among other issues. Critics say bolsonaro is attempting to undermine confidence in the Voting System as a ploy to challenge the Election Results if he loses. Isa soares has been covering the protests in brazil and joins me now live. So bolsonaro Casting Doubt on the countrys Election System, are voters buying his strategy . Reporter at the moment it seems his base seems to be buying it of course. But if you look at those counterprotests, the numbers were large especially on the pro bolsonaro camp. His base is galvanized but his numbers are dwindling and that is the concern the reality that he faces. If you look at his approval ratings, the numbers are hovering between 20 and 25 , lowest they have ever been. So he knows that these images are important not just for the people in brazil but also to the world to demonstrate really a sense of power. He is under pressure. The economy pretty much has tripled, inflation going through the roof. But he feels that he needs to step up and galvanize the population and it is creating so much Division And Mistrust as well. And as you said, he is trying to sow doubt on the integrity of democratic institutions including the electoral vote, Electronic Voting has been happening 25 years or so, and he wants that to be supplemented by Paper Ballots for next years election. He said if that doesnt happen, and if he loses, then he wont recognize that vote. Take a listen to what he had to say. Translator we cannot have elections where there are doubts among the voters. We want clean auditable elections and with a public vote count. I cannot participate in this as far as sponsored by the Superior Electoral Court president. Reporter he is really taking his cues from the Donald Trump playbook. And of course the concern in brazil is that if he doesnt recognize it the result come next year should he lose is that we may see scenes that we saw on the capitol in was this year on January 6 and that is a huge concern. Ererily familiar. Isa soares, many thanks. Joe biden and Kamala Harris will hit the Campaign Trail in the coming days.
