Debate 2022 campaign fights. President Biden On The Road to get a firsthand look at idas wrath. Hes just landed in New Jersey where he was met at the airport by the democratic Governor Phil Murphy. The president will see the damage from the flooding. We know at least 52 people died across six northeast states. First stop is in New Jersey in a town submerged last week. And queens nearly a dozen people were killed after being trapped in flooded basements. The president ial visit follows new federal Disaster Decl declarations for both states, freeing up money needed for repairs and rebuilding. Lets get to Athena Jones joining us live frommanville, New Jersey. You can see behind you, athena, there is a lot of rebuilding and hurt ahead. Absolutely. This is what the president is coming to see firsthand. Damage like this. The reason is house is being cleared out is because the Water Line reached over nine feet. Far above my head. They had to evacuate in the quickly rising Flood Waters last week. This is the kind of damage the president is going to be touring as you mentioned, hes landed and is on his way to the first briefing hes having in nearby hills bro. We know the governor not only greeted him at the airport but is riding in the beast with the president. Of course, probably giving an idea of things he wants to ask. The governor saying we know President Biden has provided disaster relieves for six counties in New Jersey, but there are other counties affected. We know he plans to discuss that with the president. This area is one of the hardest Hit Parts of the state of New Jersey. A lot of the folks who died in New Jersey died because they were in their vehicles and they were caught in rising Flood Waters. And, of course, again, the flood damage. I spoke to a resident who said what he wants to hear from State Leaders and federal government is theyre going to be there to offer longterm support because repairing this kind of damage is going to take a long time. This is something we heard Governor Murphy address on new day this morning. Listen to some of what he had to say. The message has to be number one, as hes been saying, were going to be with you as you get back on your feet as long as that journey may take, both the State Government and federal government will be by your side. And secondly, if never before, the argument is overwhelmingly compelling for congress to act on Climate Resiliency infrastructure. Reporter and so certainly you heard the governor talking about infrastructure. That is something we certainly expect to hear from President Biden. This is, of course, part of his agenda, part of what hes trying to push through on capitol hill. Ill make the point one in three americans has been affected by Extreme Weather in the last few months and No One is immune from Climate Change. Youre going to need longterm investment in Infrastructure Improvements to help keep this kind of tragedy from happening again. John . Grateful youre on the ground for us. A horrific scene behind you. With me to continue the conversation is the West Chester County executive. Grateful for your time. As the president visits, lets start with Today Or Yesterday. What do you need Today Or Yesterday and when well have a longer term conversation. I think what the president did by signing the Executive Order helps us. We have fema representatives in our county and along the path of Hurricane Ida so our individual people affected by this can start to fill out applications and document what they have lost and reimbursements will follow. Weve had a lot of lives uprooted by the storm. And then also from the public side, the roadways affected, the public facilities as well. That support is essential, and were pleases that the president is here and our members of congress, our united states senators in New York, Senator Schumer and gillibrand. You see the pictures of some of the flooding here. And there were these conversations after Super Storm Sandy that look, Hurricane Seasons are different. Even the northeast is getting pounded by these what used to be one in every 50 years or one in every 100 year storm. What does the conversation have to be whether youre a County Executive in suburban New York or a member of the united States Congress . What are the longerterm conversations that perhaps should have started a long time ago that must start today . Well, there are certain structural fixes we have to deal with, and local governments, towns, villages, cities, boroughs, counties, dont have the financial resources to do many of the capital projects that are necessary. For that we need state and particularly federal assistance. The major waterways have to be made more flexible to deal with these kinds of Rain Incidents when they happen. There are more of them happening. And Hurricane Ida was particularly concerning. It didnt make Land Fall in this area. It made Land Fall in new orleans. I think most of us in the northeast thought it would be a bad day of rain. We had no idea wed get the kind of intense rain. We look for the hurricanes where the Eye Of The Hurricane is going to Land Fall in Nj Nmg or long Island Or Connecticut as the main threat. Down we realize this threat is broadbased and we need a broad based national infrastructure to address it. One of the big conversations, the president wants to help. He also wants to build support for what hes trying to get through the congress. Theres a bipartisan Infrastructure Bill that could have passed a couple there are who say there are bigger pieces who wantre legislation to pass. Two of the progressives represent westchester county. Do you think they should change their view and get the bipartisan bill passed asap and then move onto other things . Are they right because some of the bigger Climate Plans are in the socalled Reconciliation Plan . I think we need both pieces of legislation to pass. Im not in a Position Sitting in local government to determine whats the best strategy to get it one bill through the senate and the other through the house. I rely on our congressmen and senators to do that negotiation. Were prepared to support sort of a wide swath of strategy. At The End of the day, we need both of the bills to pass if were going to deal with the issues in front of us. I want you to listen to the new York City mayor. You mentioned the fema folks there. They get people the emergency federal aid, cut them a check on the spot if they can. Listen to the Mayors View of what has to be done in the city. This disaster, declaration is exactly what we need, but now comes the part of getting everyone the money they deserve. The city is going to send teams out to all affected areas. Door to door. To make sure people sign up to cut through the red tape. People need money and they need it quick. Same approach in the suburbs . Go Door To door . Do you set up Community Centers and is there a Covid Complication that you dont want people bunched together waiting in line . I think because we have smaller governments, towns and villages, theres a much closer relationship between the neighborhood and the local government that would be doing the filing of some of this information in concert with fema. I spent the last four days in the communities with Village Mayors and town supervisors. I think weve got the Door To Door Piece nailed down. We think femas presence, theyre in two locations at the county, that well be able to get that quick response as long as everybody unctions its urgent. Because there are people totally without belongings and a workable home as of this minute. The westchester County Executive. Grateful for your time as you try to get through the recovery effort. Making the point to say i care and promise you help, the president is there, but he said before leaving the White House, he also hopes this gives a boost to the idea that you pass infrastructure. Does it change his current plan which is the democratic plan that we do these two together, or will the president say these communities need help. Lets get that money in the pipeline faster and urge democrats to change their strategy and keeping it together . I dont think hes going to urge them to change their strategy, because he is relying on speaker of the house, Nancy Pelosi to know her caucus and know what needs to be done. If they could have gotten infrastructure done, they would have. I think they have to do this. They have to do this maneuvering if theyre going to get something through congress. Is that correct in the sense that the speaker from the notes from our chief congressional officer says despite the public doom and gloom, behind the scenes people are doing their work and shes confident. Shes should be, but theres an end of September Deadline that she said that to the moderate democrats, Josh Gottheimer of New Jersey who is in an impacted area up there in north jersey. She told his group by The End of september she would allow that bipartisan Infrastructure Bill to go through. I dont see any way that the bigger 3. 5 trillion package is anywhere close to being ready at that point. It is a massive, massive project. Its going to take a lot of time. She is going to have to either split these two up or not. And wait on it. Bigger picture as we move into the fall. Now, just past Labor Day. The president has had a tough few weeks. His agenda is in limbo. Well see what happens. Things look bad and things die a lot and suddenly they get to the finish line. For the president , how important are moments like this at a time when hes take an few lately . So much attention has been focussed on afghanistan, but what do most americans care about . And by the way, its now the first week after Labor Day. People are paying attention to whats happening at home. Americans care about whats happening at home. Particularly in the midterm year. Its about domestic politics. If he can show competency in a time of Emergency And Compassion in a time of emergency, that not only changes the narrative but tells people what they care about most, what is happening in my hometown . Can the president Take Care of me in the united states . He needs that. But the Infrastructure Argument that hes going to make and hell take all the Emergency Funding he can, and throw it into the pipeline, its money into the economy above everything else. Is that if you when roads and bridges are that easily destroyed, you have to build it right the next time, and well see him drill into that argument. Well continue the conversation in a little bit. Were not aware of anyone being held on an aircraft or any hostagelike situation. Lawmakers in both parties dont trust what the Talibans Say. The troops are gone. You have to work with the taliban. Its complicated. When the Secretary Of State says essentially they have assured us its just paperwork. Some of the people waiting just dont have the paperwork to get out, theyre not being denied. Its just bureaucracy. Do you trust that . Members of congress say thats lunacy. Right. Tony Tony Blinken is a Diplomat Messaging to the taliban. The way to direct strategic diplomacy. The best way for him to get the job done is to treat the government with enough respect to recognize this is who theyre dealing with now. When you look at the Caretaker Government that was set up today, it was established as a hard Line Government with members whose names we know ties to the haqqani network. People and groups that the u. S. Considers terror organizations, and its also a network, an affiliated government now standing up without firm central control. And so they can the taliban can tell Tony Blinken one Thing And Someone else can do something else. This is a precarious, not ideal situation. In that uncertainty, you have people making arguments. Mark Wayne Mullen is a member of congress. He is trying to help americans and afghan translators get out. He said dont believe what you just heard from the Secretary Of State, essentially. We found ourselves not being able to get herself out through the kabul international airport. When the administration says that every american that wanted out could get out, thats an absolute lie. Because were working with 27 american citizens right now that i assure you all of them wanted out. And we couldnt get them out. Now, some will say thats a republican criticizing the democratic president. This is from Richard Blumenthal of connecticut. My staff and i have worked Night And Day to take american citizens at Risk American Allies and families to safety. I have been frustrated even furious at our Governments Delay and inaction. The question is understanding the frustration that even the fury of both the democrat and the republican. What can the biden administration do when the Talibans Say the americans have their paperwork and could go, but a bunch of other people dont have the proper paperwork and were not letting the planes take off with those people until they all have the right paperwork. This is the biggest fear of the administration. This begins to look like a Hostage Situation. As bad as the last few weeks have been, overall the american public supported the policy of withdrawing from afghanistan. They hated the images that they saw coming out of there of chaos and us losing troops. If this draws into an extended thing where theyre not letting these planes take off, and it really becomes comes to resemble the Hostage Situation of 1979 and 1980 and you have a sort of Ted Copple Day 74, day 75, that could be debilitating to this administration. They need to figure this out somehow and nip this in the bud in the next few weeks. One of the questions when youre trying to negotiation with former enemies, the taliban, now in charge in afghanistan. The question is what are you willing to give in one of the things they would like is Diplomatic Recognition from the president. The president of the united States Yesterday said not yet anyway. Reporter will you recognize the taliban . No. Thats a long way off. Thats a long way off. Thank you. So the president says thats a long way off. The Secretary Of State, this came up. Hes in qatar. Were trying to do a lot of business through the Qatar Ris who have relations with the the world is determined to see that they make good on that commitment. Theyve told the world that they intend to uphold the basic rights of the afghan people, including women and girls. Well be looking very, very carefully at that. Theyve told the world that they do not intend to engage in reprisals. Well be looking very, very carefully at that. Thats what complicates the moment so much. The taliban, they would like Diplomatic Recognition or funds released. They would like something. The white House Position is we want to see that you will keep your word. That youll let the americans out. That youll let the at risk after beafghans out, and not wo into recriminations. I think touching back on what margaret said is theres a difference between diplomacy and political issues. Biden has a very serious political problem right now. But the problem for him is that what we have seen in the past 20 years of this war that has now ended is that there are limits to american power. The american public does not want to hear that. And but its not clear right now what is the american what can the american government do when they are not on the ground, they dont have boots on the ground. How are they going to get these people out . Thats the problem for them. They have to work with the taliban. These people who were sworn enemies of the u. S. , now they have to try to trust them. Try to do diplomacy. Americans dont really have a lot of patience for that sort of thing. But that is the reality that americans are going to have to deal with. And lacking an Bz Or Consulate or friendly government on the ground in afghanistan limits what you know. Limits what you know. Do we even know on this day the administration says it believes its two hands maybe a Couple Ex extra fingers, the number of americans left in american that want to get out. Were not certain. Right . You can say the words over, but i think were still in a fog of War Situation clearly. Its going to take a while for us to understand the true picture and the picture is somewhere between a handful of families and thousands and thousands. Were working closely with Governor Murphy. Were going to continue to do so. Im here to see firsthand what the damage is, and find out directly from yall what is most needed. Now, look, fema has been, i hope, as responsive as weve intended them to be. Im sure they have. 132 personnel from fema so far including federal Search And Rescue teams, including 60 individuals. Incident Management Assistance teams of 20 people to support this response operations. And mobile Emergency Response Support teams, six of them, to provide communication logistic support. And on sunday, when the governor, we spoke to the governor and he asked for the major Disaster Declaration, we made it available immediately. So that we could speed federal assistance as quickly as we could to hard hit communities. The Fema Administrators on the Ground Yesterday in New Jersey to assess the damage. Shes visited two communities, Monica Hills and winona, hit by the tornado, and was on the ground, what, for over 13 miles it was on the ground, that tornado. Those tornadoes. Hhs, secretaries worked with the state to make sure folks on Medicare And Medicaid get the Emergency Care they need now. Were going to make sure the relief is equitable so that those hardest hit get what they need. And they and we know theres a lot more to do. Thats why were here. For decades scientists have warned of Extreme Weather. It would be more extreme and Climate Change was here, and were living through it now. We dont have anymore time. I hope No One ive been on the telephone or On The Road an awful lot between california, idaho, new orleans, excuse me, not new orleans, louisiana, and new orleans, mississippi, and you know, here. I mean, every part of the country. Every part of the country is getting hit by Extreme Weather. And were now living in realtime what the country is going to look like. And if we dont do something we cant turn it back very much, but we can prevent it from getting worse. And so were all in this together. Weve got to make sure that we dont leave any community behind. Its all across the country. You know, the members of congress know from their leagues in congress that the it looks like a tornado, they dont call them that anymore. That hit the crops and wetlands in the middle of the country in iowa and in nevada and i mean, its across the board. And, you know, as i said, were in this together, and so one of the things that today im going to ask you about when we get into this some question and answers here, is about how were going to build back, and were going to build back realizing what the status of the climate is now, what the trajectory of it is going to be, and we can no longer we all know, we cant just build back to what it was before. Whatever damage done in New Jersey, you cant build back and restore what it was before. Because another tornado, another 10 inches of rain is going to produce the same kind of results. So i want to talk a little bit about the specifics about the things you think you would need, not just to get back to normal, but to get back to a place where if it happened again, the damage would be considerably less. Thats what this is about. This is an opportunity. I think the country is finally acknowledged the fact that global warming is real. And its moving at an incredible pace. Weve got to do something about it. Im going to be going from here to glasgow for the World Meeting together of how were going to deal with Climate Change, and it is i think were one of those Inflection Points where we either act or were going to be in real trouble. Id like to start by giving a shoutout to the first responders that have been supporting the lifesaving efforts over the last few days. Many of them in your own communities, many of them who have had damages to their own homes. And i just want everybody to know the hard work that you do is really appreciated at in your communities but also at the federal level as well. We couldnt do it without you. You are the ones on the ground. I always say and youre heard from others as well, disasters always end and start local. We want to make sure were here to support the first responders. I did spend yesterday visiting some of the damaged areas and meeting with local officials. Youre listening to the Fema Administrator. The promesident saying yes, you have to deal with the immediate aftermath in the damage of the hurricane and saying as the rebuilding happens in New York, New Jersey, and elsewhere in the country after this hurricane, and wildfires in other regions as well, 2 T Country needs to think about the track of Climate Change. We have Athena Jones in New Jersey. What was your biggest take away from the importance of what we heard from the president . Reporter part of it is what you said. The idea that this is an inflection point. You heard the president say that now at least it appears that many more people accept that Climate Change is real and that something is going to have to be done about. We heard him touch on the idea that this is happening. These kinds of extreme Weather Events are happening all over the country. The White House says one in three americans has suffered a severe Weather Event just in the last few months. And No One is immune from Climate Change. You heard him talk about making sure that relief is equitable. Weve heard him previously and also Governor Phil Murphy talk about the need for state and federal resources to be available to people like this gentleman whose house has been largely destroyed, being gutted by those floods. Weve heard them talk about equitable relief and needing to rebuild in a smart way. Not just put things back to how they were but build them back in a way that makes them more resilient. We just hit 40 Million confirmed cases. Take a look at it this way. Thats one in eight americans. One in eight americans who have had covid19. Now, experts tell us that number is actually probably significantly higher because this is only confirmed cases. Confirmed through testing. We know the Testing Rate especially now late into the crisis is low. 4 Million of these cases have come just in the last four weeks. 40 Million confirmed cases. Again, its 35. 7. Just a month ago. The Case Count still going up. One year ago we thought this was horrific when we were at 6. 3 million cases. Remember this arc as we look at it this way. If you remember one year ago, we were averaging 41 ,40 0 new cases a Day Hen we went into the winter. Right now were averaging 163,000 new cases a day. Averaging 163,000 cases now. Remember, Back To School a year ago, it was at 41,400 cases. Thats when students were Back To School a year ago. That was the daily average. Look where it is now as students go Back To School everywhere after Labor Day which is why we are seeing already, especially in the places where kids went Back To School a little early before Labor Day. Texas, florida, idaho, oregon, mississippi, kids in quarantine who have gone Back To School, problems with covid. Lets bring in to share expertise, the dean at the brown University School of public health. Doctor, its the collision, if you will, rising Case Count, schools reopen, by the numbers of Case Counts, a much more horrific position than the beginning of the last School Year. Obviously vaccinations are available. This School Year but theres the but in many of these states. Im highlighting right here the Vaccination Rates tend to lag the national average. Yeah. Good afternoon, john. Thanks for having me back. Thats right. Where we are in some ways were in such better place than last year. Adults can all be vaccinated. Kids over 12 can be vaccinated. We should not be where we are. But we are here because of a lot of people who have not gotten vaccinated yet, and that cluster is in certain states. And the Delta Variant which we did not have last year. So much more contagious and a problem. Those things combined, the low vaccinations and the delta, thats really whats setting us into that position. Were in this position, i want to bring up number one, the hospitalization rate. Again, were at 99,000. Just shy of 100,000 americans hospitalized by covid. A year ago it was 46,000. The republican governor signed into law an Elections Bill that changes the rules from how texans voted in 2020. There are new limits on mailin voting. New powers for partisan Poll Watchers and penalties including potential jail time for people who send out unsolicited ballots. This is on the heel of the Abortion Law that makes them the most restrictive state in the nation with abortion rights. And the governor looking to carve out a reputation as a critic of masks and mandates. Lets start with this brand new Voting Bill. They call it the republicans in texas an election integrity bill. It takes away many of the things we saw in texas last year that led to dramatic increase in turnout, and it targets especially shockingly, communities of color, suburbs where the democrats are doing well. It is election restrictions. Correct . It is election restrictions. There are a lot of people who voted in the last elections. Like, that should be viewed as a success. But obviously when you have all of these laws happening in texas and across the country, the view is that too many people were voting and thats why weve got to challenge the integrity of the election. Thats what were getting with a lot of these bills. We have to remember there was nothing wrong with the election in 2020. All of this is fabricated. It is made up. There was no widespread fraud. Concerns about integrity are not based on reality. And trump won texas. And the republicans did quite well in texas in 2020. At the same event the Lieutenant Governor who is more conservative than Governor Abbott said this. This past Election Turnout was almost 67 . I dont want to hear the nonsense and lies that we hear its tough to vote in texas. Then why did you have to change the law . If its wonderful to vote in texas, why did you change the law . It was written abbott governs in an environment in which he must guard his right flank as hes not the most conservative official in the states hierarchy. Its about demonstrating your cause to the audience of one in maralago or now in the summertime bed minister. Thats why the republicans in texas are doing this.
