The president first plans to go to central new Jersey Today Which W Which Was inundated with Torrential Rain Last week and then he heads to queens where a dozen people died most of them trapped in flooded basements. Meantime new York City officials plan on going doortodoor to make sure that residents apply for federal relief. President biden approving new major Disaster Declarations for parts of new york and new jersey to help with the recovery. Lets go to John Harwood now live at the White House with a preview of the president s visit. John, as we anticipate President Biden will land at any moment. Hes also expected to deliver remarks later in the day from queens. What are we expect to hear from the president. Reporter i think one of the things that were looking for is whether he declares, issues a major Disaster Declaration for more counties than he has so far. Six in new jersey. Phil murphy thinks the need is greater than that. And Jen Psaki was just doing a briefing for the press on Air Force one and indicated the president was open to that as well. What we expect him to do is to go to manville, new jersey which is the scene of terrible flooding and the loss of life more than 50 people. Le talk To Lokecal Leaders Ther and then going to queens to issue remarks and he will make the case as Jen Psaki just indicated in the briefing for reporters, that this event shows the need for adapting to Climate Change. There are more frequent extreme weather events in the united states. This is one of them. You cant necessarily tie any individual event to forces of Climate Change. But when you look at the picture altogether, you could see that the proliferation of these events is making the case for action. And within his infrastructure plan, the build back better plan, he has a lot of money for what he calls climate resilience, making buildings and infrastructure more adaptable and able to with stand these extreme weather events. More than half of all deaths from last weeks catastrophic flooding happened in new jersey and that is where President Biden is set to start his visit touring one of many hardhit communities. Lets get Toa Athena jones wher the president is expected in a couple of hours. We see some of the debris behind you right now. Walk us through what President Biden is going to be touring. Reporter hi, boris. Youre right, the president is landing soon and then hell be first stopping in nearby Hillsborough Township for a briefing. Then Hell Head hear to manville to tour the damage to see it firsthand. An this is the damage were talking about. This pile of debris has grown by a third in the hour or so that weve been here. I spoke with a Holm H the homeowner here, you could imagine the damage to this Persons Basement and first floor and they have to evacuate in the rapidly rising floodwaters. And those 27 deaths, many of them happened with people who are trapped in their vehicles because of the rising floodwaters. So this is the kind of damage the president is going to come to see firsthand. We know this is one of the hardest parts hardest Hit Parts of the state and the residents here including the one that i spoke with earlier, said what they want to hear from the president and the government and the state and federal local officials that theyll get support and it will be long lasting through the cleanup efforts which are going to take quite a while. Governor Phil Murphy spoke about some of this this morning on new day, here is what he had to say. I think the message has to be number one, as hes been saying, were going to be with you as get back on your feet, as long as that juourney may take. The state and federal government will be by your side. And secondly, if never before, the argument is overwhelmingly compelling for congress to act on climate Resiliency Infrastructure that we need desperately in our state as the most Densely Populated state in america to prevent more of these storms from happening in the future. Reporter so there you heard just like from John Harwood, the focus is going to be on improvements to infrastructure. We know President Biden is expected to meet with families and first responders and leaders of the community to hear firsthand what they experienced around here. And one other aspect apart from the Infrastructure Improvements and investments that the president s agenda trying to push through congress is the idea of making sure there are better Warnings Systems in place, so people understand how dangerous a Flash Flood is so they could avoid this level of loss of life in the future. Good morning. What do you want President Biden to see during his visit and if you get the chance to speak with him, what would you tell him . I want him to see the devastation firsthand, the pain that many of our residents are facing right here in queens county. I want him to see how peoples livelihoods were destroyed due to Hurricane Ida. Due to the storm, this Flash Flooding storm. I also want him to deliver. You know, we need money, we need federal intervention to really upgrade our infrastructure both gray and green infrastructure. And now is the time to get it done. And another thing i hope that comes out of this is this Infrastructure Package Passing in congress. I mean, think about this. Were having a debate now about Climate Change once again and this is nothing new. We saw this during sandy, we saw it during katrina. And now is the time for action. Experts have been warning that wed get to this moment and worse for decades. So, it appears that the time to act is now. I wan to ask you about delivering as you noted. Because were still hearing from residents who days later are still desperate for help. I want to play a Sound Bite for you from a woman who visited an Ida Recovery Center in queens over the weekend. Here she is. Thank goodness it is not winter. I have a smell thats worse than garbage on a 99degree day and i still have to live in my house. Where am i going . Who is helping me. Im doing everything alone. I dont know where to go or what to do and i saw something this morning to come here to get assistance. That is all were we told is to call 311. What is your message to residents like her that are frustrated and struggling to get the help that they need. Well, one, were working with both the governor and the Mayors Office to get direct inter intervention. He dont want people to travel to the centers. They should get Assistance Right in their neighborhood. We need fema to cut the red tape. As someone who survived sandy and led my community back when i was a Council Member in the rockaways, we need fema to actually ensure that people could fill out these forms, with what they have and in an efficient manner to get Check News peoples hands right away. I mean, every day is a day of inaction is going to hurt these residents. So we need to ensure that theyre getting the check and the resources and the city is also pumping out these basements, not everybody has money to pump out their basements as well. And i want to ask you about basements. Something that you have personal experience with. But first i want to point out President Biden exiting Air Force one. Hes about to board Marine One headed for hillsborough, township, new jersey, where hell get a briefing from local officials before he started to tour damage in a couple of hours. So basements, youve talked about how you grew up in Basement Apartments. You spent a big part of your life in them. Nearly a dozen queens residents were killed when their basements became flooding when the remnants of Hurricane Ida swept through. It is probably not news to you, that a lot of these Basement Apartments are not up to code. What can be done to change that now to protect people right away . Well, the first thing is when you think about climate Change And Housing and help, all of these things are intertwined, and safety and we need real affordable housing and that is why the Infrastructure Bill is so important. We need to ensure people could live in safe dwellings. One of the things that i hope we could look floor is actually legalizing basements but ensuring that there is subsidies to go along with homeowners to achieve this. So when you think about why people are living in basements, it is one, systemic, right, racism, housing issues, the house The Cost Of Living in new York City is really expensive. So we need to make sure that homeowners have the tools to upgrade basements and make them safer and make sure there are windows and at least two exits in basements as well. And right now it is just not possible. Everybody is living on the margins and that is what you see in immigrant and black and brown communities across the city. The Death Toll from Hurricane Ida continuing to rise after five people in New Orleans were found dead at multiple Apartment Complexes for seniors. Hundreds of thousands of residents in that state are still without power, more than a week after the hurricane. Cnns Adrianne Broadous is live in New Orleans with us. It is almost ten days without power and the Death Toll is continuing to climb as officials get a clearer look at the devastation. What are you learning about these folks that were found in these Apartment Complexes . Reporter well, boris, indeed the push to Restore Power is critical. And i want to show you first, we were here overnight and here before sunrise and along this stretch of canal over here, it was all filled with utility crews. They left about an hour ago and that is because they are out in surrounding neighborhoods to Restore Power. And if you walk with me, power has been restored in this part of New Orleans. But these businesses are still closed. And in surrounding neighborhoods, some folks are still using generators to run their homes. That is because at least 400,000 people across the state are without power. We know at least four people have died due to Carbon Monoxide Poisoning. Weve been reporting that throughout the weekend. But we also learned there have been an additional 141 people treated for inhalation of this odorless gas and because it is odorless it is often called the Silent Killer that is why the governor is issuing this warning. Listen in. If youve got a generator that youre using, please make sure that it is at least 20 feet from your residents, it is in a Well Vent Lated area, it is not in a Crawl Space or a garage and not in the house or under a window or a door or a vent. Because this particular surge, this fourth surge is the fourth is the first surge that weve had that is entirely preventible. That is driven exclusively by behavior. The Justice Department said it is exploring all options to protect women seeking to have an abortion after the state moved to ban most abortions. The u. S. Supreme court refused to block the texas abortion ban. Cnns Jessica Schneider is live in washington with more. Jessica, the concern here is that women seeking abortions could face intimidation, both physically and legally, what is the Department Of Justice looking at potentially to prevent that from happening . Reporter yeah, so that is one of the concerns here, boris. So the attorney Generals Approach is twofold. So first the doj is working to find a way to directly challenge this Texas Law that effectively bans abortions at six weeks. But what is making it difficult for the doj and others who are looking to challenge this, is a legally viable way to challenge it, since it is actually they have to wait until a lot of these Challengers File lawsuits. So that is the first obstacle. Secondly, the Attorney General has said their threatening criminal and civil enforcement based on the face act. This is a act passed in the 1990s that makes it a Criminal Act to use force or intimidation to stop women from getting abortions. So the Merrick Garland saying the department will provide support for federal Law Enforcement whether an Abortion Clinic or reproductive Health Center is under attack. Weve reached out to u. S. Attorney and Fbi Field offices in texas and across the country to discuss our enforcement authorities. But really the fact is here that most clinics arent operating in the texas because the threat of the lawsuits is too great. That is the stance from the doj. But house Democrats Issue aired letter this morning urging the doj to pursue any of the Vij La vigilantes. We havent seen lawsuits yet but that is what doj and the others will be on the lookout for. In california, just one week from today, voters are going to decide if they want to remove Governor Gavin Newsom from office. The White House announced a short time ago that President Biden is going to visit california to campaign with newsom early next week. In fact they should take it more seriously than they took the same sort of intelligence that they likely saw on january 5th. I think there is a few factors here that maybe are leaning in their favor this time. If you think about it, January 6th was a Failure Primely because you had a massive group of people and a complete failure of preparation. In this case it looks likely that theyll get a somewhat smaller crowd. With things like the proud boys telling some of their members not to come, you dont have a sitting president actively fanning the flames. Lets go to josh campbell, live in washington with more. Josh, what are federal officials and local officials doing to prepare for this rally . Reporter Law Enforcement officials are stilling themselves. Entitled justice for j6 it is being organized by a Trump Campaign staffers and aims to support insurrectionists charged in the January 6 attack. Now supporters have referred to them as political prisoners. But of course we know these criminal cases began under the trump Justice Department and continue now under the biden administration as well as an Fbi Director appointed by donald trump. Now the concern among members of Law Enforcement is that we could see clashes between protesters and police on September 18th. Sources tell cnn the d. C. Metro police will be fully activated, canceling days off, putting their civil disturbance units on standby. They would not talk about the specific protocols in place but the chief did tell us in a statement, were closely monitoring September 18th and planning accordingly after January 6, we made department wide changes to the way we gather and share intelligence internally and externally and im confident the work were doing now will make sure the officers have what they need to keep everyone safe. What theyre trying to prevent is a repeat of January 6. They want to see clashes between protesters and police. But they are preparing themselves for that eventuality. You are more concerned about this rally than any attacks on the anniversary of september 11th. Help us understand why . Well first of all, i am. You know, september 11th, this is the 20th anniversary and im not taking that lightly. Obviously everyone needs to be on high alert. As they always are with the anniversary of september 11th. But September 18th, these extreme rightwing groups that will be assembling again in washington very similar to what me did on January 6, and we saw what they were able to do on January 6. I think that the potential for something to occur not just in washington, because remember wash will be okay, because tom manger, the chief for the capitol police, one of The Very Best in the business. Believe me they will be well prepared. But the more you harden one torgt target, the more another one looks off. And i think around the country we need to be aware of the extremists an the potential for them to take some action against . Federal facility on September 18th. That is my biggest concern. My biggest fear. And chief, the Fbi Director Christopher Wray thats been clear that the attack on January 6 was domestic terror and that is a threat that is ongoing. You have a lot of people with extreme views and they do look at the people that were arrested, the insurrectionists arrested on January 6 as somehow being martyrs which is crazy in itself in my opinion. But that is the Driving Force and im concerned about it and i think that everyone needs to take this seriously whether youre in washington or not. Law enforcement needs to take it very seriously and really provide . Added protection.
