Can this is a reasonable question to ask. I wonder how you defend that point. Sure, this was raised by a group of doctors in texas, one of the states that is seeing very heavy use of their i. C. U. Beds, about the role of the vaccination should play. It shouldnt be ever the only factor, but it should be one factor because we know that if youre unvaccinated, the chance of severe Infection And Death is higher, that that is one of the ingredients in making triage decisions. But even when they published this idea of maybe considering Vaccination Status as one of the factors, there was a lot of blowback, including from other doctors and Care Givers about what it would do to the Doctor Patient Relationship if you started having asking patients as they come to the hospital to give them your status as a reason to treat them or not. Fair enough. I mean, listen, the data is clear. Vaccination saves lives, keeps you out of those hospital beds. But the fact is in Health Care, for instance, you know, we know that smoking leads to Lung Cancer, right . Or greatly increases your risk, but you dont have doctors saying were not going to give you Lung Cancer treatment because youre a smoker. Thats the worry here, right, is how that applies more broadly to Health Care decisions. You know, doctors and Care Givers treat all kinds of avoidable conditions. We dont deny care to people who dont evacuate from a hurricane and end up needing hospital care. One is scarcity. Critical surgeries are being delayed. You had an Army Veteran who died waiting for an i. C. U. Bed. And the other context is the sense this is so avoidable because the vaccines are available and these are choices people are making. The problem with that is there are a lot of reasons why people are unvaccinated. And the way this debate, which is a very angry debate over access to scarce beds, is it is all people for political reasons defiantly ignoring science and refusing vaccination. That is only one category of the unvaccinated. And so, you know, this is the problem of how are you going to decide which type of unvaccinated person you would disqualify from a hospital bed. And i know its personal to you because you had Cancer Surgery your self, and imagine what if you were not able to get that surgery because a bed filled by someone who wasnt vaccinated. It is tuesday, september 7th. Im Brianna Keilar with Jim Sciutto here this morning in for john berman. And america is bracing for a critical few months here in the fight against the pandemic and the battle on Capitol Hill over bills that could forever change the country. This morning the biden administration is gearing up for a series of challenges that could shape the outcome of next years congressional elections. The president s legacy on the line here. It has been a challenging summer to say the least for the White House, with the chaotic exit from afghanistan, in fighting within the democratic party, and the series of natural disasters. Well, in a matter of hours in the midst of all that, President Biden leaves the White House to tour the damage in New York and New Jersey after the remnants, powerful remnants of Hurricane Ida brought just historic catastrophic flooding. It killed at least 52 people. People drowning in their cars, in their homes. Also today children across the country back in school at a time when the Sevenday Average of new Coronavirus Infections is more than 300 higher than Labor Day of last year, right in the middle of it. Lets bring in cnns brynn gingras. Schools across the country like you said in class and others like new York City set to begin in the coming week. The goal is to keep it down. Put in mask mandates. That coupled with how they mitigate the spread will affect the number of outbreaks we see in schools according to the health experts. Which gets me to the next thing well be looking for in the coming months. When kids under 12 will be able to get the vaccine. Trial data is still being gathered. Once thats done it will be submitted to the fda. Pfizer thinks it will be able to hand in this information by september, and then file for Emergency Use Authorization by october. According to a doctor who sits on the pfizers board. Dr. Fauci says in the meantime, the best way to keep those who cant get vaccinated safe, surround them with people who are vaccinated. And this fall well keep an eye on the hospitals and how the Booster Shot will impact covid cases. Dr. Fauci told Cnn Pfizer has submitted information to the fda and the Booster Rollout is coming soon. He told you, jim, September 20th is the hope for Pfizer And Moderna a couple weeks after. Also keep on your calendar September 17th when Israels Health officials will brief the fda about the efficacy of the third dose. Jim . Dr. Fauci also saying he believes three doses will become the norm for vaccination. Brynn gingras, thanks so much. So what is on President Bidens agenda for this fall . Lets bring in cnn political analyst natasha alford. President biden wants to make a speech on the covid phase. That is an enormous focus of this administration. They know the president s Approval Rating is riding a lot on how well they handle the pandemic going forward. What else is on the agenda in the coming weeks . Yes. Well, jim, covid19 has to be a priority. You know, so many of President Bidens voters came out believing that he was the one who could bring a sense of normalcy. He could restore sanity to washington and to the nation. And so hes in a typical situation because hes still sort of begging people to do what hes been asking for all year, which is to get vaccinated. And hes still battling conspiracy theories. Hes still battling distrust from the public. We saw that deadlines were missed over the summer in terms of vaccination goals. And so people are honestly just tired at this moment. Fortunately we have the Fda Approval of the vaccine. One of the vaccines, which hopefully will support people going out and getting vaccinated. But right now morale is just really low around this issue. And so when he gives this speech, he has to restore confidence and a sense that his administration actually has a hold on this thing and were not just at the mercy of coronavirus and were letting it just control us. People look at results and theyre impatient. All right, theres a lot to watch on Capitol Hill. Let me get to the infrastructure. You have the budget plan, but the Filibuster Question is very real here because certainly for the other priorities, including voting rights, thats a barrier. Heres what Senator Amy Klobuchar had to say about the path forward. I believe we should abolish the filibuster. I do not believe an archaic rule should be used to allow us to put our heads in the sand, to use justice sotomayors words, to put our heads in the sand and not take action on the important issues. Abortion one of them, right. Thats another one where you would need to breakthrough that. Listen, you do have more senators, the number you need to get through this. Is that becoming at least more real of a possibility to break filibuster . Yeah, i think the Texas Abortion Bill has really just pushed people to the edge, right. If voting Rights Wasnt enough to support the filibuster or climate Change Or Police reform, the fact womens bodies are on the line, these are women who can vote. Will that be enough . I think Senator Klobuchar is pointing to the fact people are tired and theyre tired of being told that nothing can be done because of the filibuster. So i think that you will find even more support for eliminating the filibuster. And we know that Speaker Pelosi has this build the Womens Health Protection act which she wants to beedebate and wants to vote on. The chances of passing in the senate are slim unless you remove this filibuster. I think it will continually come back to that question. And, again, you will see more support for that. But going back to this question of whats on the agenda, you know, im thinking of so many people who had to watch these horrific images on their television of people under water. You know, the thought of people dying in basements. And so infrastructure more than ever actually has the evidence that it needs to show that, you know, this Infrastructure Bill is a matter of life or death, and hopefully can get the bipartisan support that it needs because this is about more than bread. It is notable republican senators seema aware of that. Bill cassidy, theyre still on board for the plan. Thanks. Thanks, jim. The battle set to begin on the Supreme Court, lets bring in Cnn Analyst joan piscoupik. What are you seeing . Usually this summer there is an adage that says the justices need their Summer Recess because they want to have tempers cool before they come back in october. No temperatures went down this summer especially after we saw what happened with the texas abortion, even before that when the Supreme Court by a 63 ideological Split Vote rejected the biden Administration Eviction Moratorium and also his new Asylum Seekers plan. So what are they watching for is how the last three liberals on the Supreme Court, Steven Breyer, Elena Kagan and Sonya Sotomayor hold on and achieve anything because they are so in the down position. And we have a new chapter coming on abortion where theyll actually hear a major Abortion Case where they would set a rule on whether roe v. Wade will survive throughout the country. Gun rights. And then as everybody is wondering will justice Steven Breyer leave, and this all brings us back to one year ago this month when ruth Bader Ginsburg suddenly died and Donald Trump got his Third Appointee on, which has made all the difference, brianna, and now we have to see if there are any prospects for any kind of consensus on the left and the right. But what weve seen so far in the last couple Days Couple weeks of the summer makes it look pretty grim. The shift has been so fast and so drastic. Incredible. I would not have thought it would come this fast. I thought that Justices Barrett and maybe, excuse me, Brett Kavanaugh to a lesser extent might have wanted to wait. But this has been a Bombshell Summer at the Supreme Court and its going to impact americans across the country as well as the biden administration. And its new initiatives. Joan, as always, thank you so much for your report. With inflation on the rise and the Delta Variant punishing businesses, this fall could really be make or break for the economic recovery. We have cnns chief Business Correspondent Christine romans here to tell us what to watch. Speaking of pivotal, this is a pivotal time. It really is. Goldman sachs, brianna, this morning trimming its Growth Forecast for the u. S. Economy again because of delta and fading stimulus for consumers. It now sees 5. 7 economic growth for this year. 5. 7 , thats still the strongest year since 1984. So important context there. The economy is booming, but the head winds are real. Big question this fall, can Job Creation pick up . Economy still down 5. 3 million jobs since the pandemic began. Only 235,000 jobs added back in august. At that pace, it would take almost two years from here to fully recover. Meantime there are 10 Million Job Openings and about the same number of people who lost their emergency jobless benefits. This fall will be critical to see if the unemployed can move into all those open jobs and whether the loss of that Spending Power from the jobless checks holds back consumer spending. Meantime hopes are fading for a fall of Business Travel and return to work. Companies have been cancelling inperson meetings and conferences. Airlines Report Growth in bookings has stalled. More companies are pushing return to the office until sometime next year. Another big question for consumers and policy makers, the big i word, inflation. Is it transitory as the fed has suggested, or is it something more dangerous . Now, the Up Upside for social security recipients, they could see the biggest Cost Of Living Adjustment in years. Think 5 to 6 in their checks, that cola. Everything costs more. Gas, food, clothes, cars, the works. Thats why you would see that Cost Of Living Adjustment. Brianna, when will it slow the Emergency Bond Buying that helped under pin it in the pandemic . The slow Jobs Growth i told you about, those covid flareups Will Push The Taper to later this year. What were seeing is domestic Box Office at the Theater Hasnt broken 100 Million domestically, which in years past Thats Something that big family movies, thats what would happen. When it comes to minions, thats been pushed back. Clifford the big red dog. Were kind of waiting to see, are families going to start going back to theaters . I myself took my kids to see Paw Patrol which was fun to be back in the theaters the first time. Were waiting to see whats going to happen. When it comes to broadway, the great white way, broadway is back. There are a lot of changes. People who go to these theaters now have to wear masks. You have to be vaccinated. There are no more intermissions and all those meet and greets and back stage moments you would have with the casts at these broadway plays and musicals arent happening any more. You can see with harry potter, the Fivehour Show has been condensed to be shorter now. Also, jim, when it comes to the nfl, which is going to kickoff on thursday with their games where you see with nba and other sports events, many people are wondering what is going to happen with this Delta Variant. When you see the nfl, its not a Blanket Thing across the country. You have the New Orleans Saints now thats requiring either a negative Pcr Or Proof of a covid vaccination. In order to attend. While other nfl teams are requiring masks. So i think what youre seeing is just the whole thing runs the gamut, and its going to be interesting to see what happens with covid19 over the next few weeks. Many of us want to get back to live music, going to broadway, going to the movie theaters, going to see a Football Game in person. I know i do. But were just going to all have to roll with it and see what happens. And often the regulations reflect the politics, right, locally whether its sports or entertainment. Chloe, thank you very much. Just not something you normally see here. Joining me now to discuss, new Jersey Governor Phil murphy. Governor, thanks for taking the time this morning. Thanks for having me, jim. Good to be with you. Tell us where we stand today. Yes, the storm is past, but it left so much damage in its wake. Days, weeks, months, but before the rebuilding is done . I think sadly months more likely than weeks, and thats the Message Weve been giving to folks, that this is going to be a long road, but were going to stand with them at every step of the way. Im incredibly gratified the president is coming in today. He signed a major Disaster Declaration for six of our counties, which is a huge step. We are desperately trying to add more counties to that list, but its going to be a long road. Theres no two ways about it. What do you need to hear from the President Today as he comes to visit you . What message do you want him to be telling to your constituents . Well, hes been Pitch Perfect from moment one on this. He and i spoke the morning after. He signed an Emergency Declaration two nights ago, a major Disaster Declaration. I think the message has to be, number one, as hes been saying, were going to be with you as you get back on your feet, as long as that journey may take. Both the State Government and the federal government will be by your side. And secondly, if never before, the argument is overwhelmingly compelling for congress to act on Climate Resiliency infrastructure, that we need desperately in our state as the most Densely Populated state in america, to prevent more of these storms from happening in the future. I know he will hit both of those points as will i. This is an argument you heard from a number of politicians in New York, New Jersey, louisiana as well. I wonder, though, are there any relatively quick infrastructure fixes to address the dangers from Climate Change . I mean, this fits the models. It makes the storms more powerful, you drop a heck of a lot more rain in a shorter period of time. But what can be done in the near future to truly address that risk . Yeah, no, thats very fair, jim. And i think it depends i think its steps both big and small. It depends what community youre in. Hobokens needs are different than mill burns needs, for instance. But i think its the small important steps, building back from waters, building up all the way to the bigger projects that divert stormwater into either green spaces or into hard tanks and infrastructure or barriers or levees. I think its a combination. And i do think, you know, this is going to take time, so there are some steps that are in the socalled quick fix category, but a lot of this stuff is going to be investments that will payoff over decades. One of the most alarming things from this storm, were seeing people die in their cars, right. I mean, trying to get away. Perhaps underestimating the risk. But i wonder, is one of the lessons from this that warnings when something like this is approaching have to go out earlier and more urgently to avoid deaths like those . Yeah, im not sure about earlier. We were screaming out all day on wednesday. I had a Press Conference at 1 00. Our emergency offices, functions were activated at noon at the State Level and all counties. Tornado warnings and Flash Flood warnings both went out. Its quite striking, by the way, that no one died from the tornadoes that hit in the southern part of the state. Right. Even with houses that were completely destroyed. But we do have to look in the mirror on the flood warnings. Im open to any good ideas here. Should they be sharper . Is it Human Nature folks say, its water, i can deal with it. As you point out, we tragically had people trying to beat out the flood. You have a lot of work to do. We wish you the best of luck. Thank you, jim. If a majority of Voters Vote to recall newsome, the question will then shift who should fill out the final yearplus of his term. Joining me now is one of the candidates looking to do just that as next governor of california, Caitlyn Jenner. Thank you so much for being with us this morning. It is my pleasure. Up early here in california. Were getting the day going. It is very early, and for that we certainly appreciate it even extra, i would say. You know, i wanted to ask you, because you entered this race with such a splash. You are obviously a very well known Media Personality and olympian. You got so much attention. Now were looking at the polls and its kind of surprising because youre there at 1 . This is according to new polling with just a week to go now. I wonder, have you thought about why you have struggled to resonate with voters . What do you think . Well, you know, we worked very hard. First of all, the polls have been all over the place. I mean, a couple weeks ago they had me in second, and then all over. Obviously i feel like im in a good position. Im going to work hard. My campaign has all been centered around the people. I have traveled all over this state. And to deal with all the issues, ive been to Venice Beach with the homeless and with the locals there and find out what the situation is there. By the way, Gavin Newsom has never been to Venice Beach, kind of Ground Zero for the homeless issue. Ive been to the border. The border agents were fabulous, great americans. Gavin newsom has never been to the southern border. That to me is shocking that the governor of the state of the last three years has never gone to the southern border. We have such issues down there. And as i was standing there, four illegals walked across because they saw all the border agents and they turned themselves in. They were from brazil. They only spoke portuguese. It was shocking, i mean, to see thats what our Immigration System is right now. So ive been to the fires up in northern california. Ive just been working hard, dealing with the people. Yesterday i was with the farmers. Its been a fun campaign. Ive met some really great people. You are highlighting places you are going you say Gavin Newsom has not gone. One of those places includes australia. You left at the height of the campaign to film Big Brother there. I wonder as youre looking at the Poll Numbers, there are no Poll Numbers that show you in the lead. Do you have regrets about doing that . None whatsoever. I signed on to do that months before i even thought about this campaign. And like most politicians, i actually honor a contract. I went down there. I was in full contact with my campaign the whole time. I dont know why people keep bringing it up because Larry Elder still has his Radio Show hes doing its bizarre to leave the country. Thats my job. Fair enough, it is bizarre for a political candidate to leave the campaign to go out of the country. Im just saying we dont see that very often. Speaking of Larry Elder, you repeatedly tried to position your self as this moderate alternative to Larry Elder. Yes. Thats key in the state of california. Hes under fire for comments he made in the past, a woman who accused him of Sexual Harassment is too ugly to take him seriously. Whats your reaction to that . First of all, ive known larry forever. Ive been on his show. He is a very rightwing conservative Talk Show Host and he does express his opinions. There has been other issues of larry personally coming out recently, which if they are true, theres more to governing than just dealing with the economy. What about what are his you know, what are his policies when it comes to women . What his lgbt issues . We dont know that yet. To me it scares me. What it has done is it has given the democrats a lot of ammunition to go up against him. All the ads are this republican recall, you know, and Larry Elder, farright wing republican. Is it disqualifying these accusations against him . Im sorry, what was that . Do you think its disqualifying these accusations against him . I dont know if its disqualifying. Theres just questions about Larry Elder that i think need to be answered. And it has given the democrats an enormous amount of ammunition. I think Larry Elder in a lot of ways is not good for the recall because there are so many undecided voters. A couple of weeks ago it was 55 . I hear its down to 40 now. 90 of those are democrats and the rest are independents. You cannot win california just with the california vote. It would be very difficult. You need to bring and thats why me being a moderate republican, i think is more like most californians think about california. I mean, the reason im there, i have conservative economic values. I believe in less taxes, less regulations, a probusiness environment. But then on social issues im moderate. Im inclusive to all people. And i think thats the way most californians are. So, lets talk, then, about one of those issues, abortion, because Governor Newsome obviously has made this an issue in the campaign. Weve seen it get so much attention with the Supreme Court allowing this Texas Law that essentially bans all abortions to stand. On that issue, where are you . Do you think that california should have a similar law . I am for womens right to choose. I am also for a state having the ability to make their own laws. And so i support texas in that decision. Thats their decision. Im okay with that. But as far as being a womans right to choose, i dont see any changes in our laws in california in the future. But youre fine with the Texas Law, even though you say that you support abortion rights, you are fine with a law that essentially Outlaws Abortion . I think they have the right in their state to do what they want to do. Now, do i agree with the decision or not . No, to be honest with you, i actually probably do not agree with the decision. But i agree that they have the right to make their own decision. I want to ask you about covid19 because thats another one of the top issues on the ballot, and i know that youve been very quick to call out the governor about how he has handled the pandemic in your state. Recently, though, you were asked which governor did it right, and you said florida governor Ron Desantis. And i wonder why that is, because florida right now is leading in covid deaths per capita, averaging roughly 240 per day. Californias averaging significantly less at 80. So, you know, why is that your assessment that hes done a good job, desantis . Personally, covid throughout seems like every month its a whole new set of rules. I got vaccinated. I believe in the vaccine. I would encourage people to get it. But my 95yearold Mother got vaccinated. Were talking about your assessment of governance in the covid pandemic, and you said that Ron Desantis was the best at it. And the Death Numbers dont lie. Youre bringing that up and that was a few months ago. Obviously things have changed and im sure he will respond the best he possibly can to this. Do you change your assessment of that . Can i ask you, caitlan, do you feel what do you think about how florida and Ron Desantis have done . I think overall as things change, i think when the pandemic came out, i think he did a very good job. There is that delicate balance between the science and the economy and public health. I think at the beginning he weighed it very well and he was able to keep the economy going. The Reason Gachvin Newsom is in this recall is the way he shut Gavin Newsom wasnt for the kids, he was for the teachers unions. And the way he shut this state down for a year was the reason for the recall. I guarantee you most of the people, of the 2. 2 Million people who signed the Recall Ballot were mothers of kids who have been kept out of school. But is desantis doing a good job now . To be honest with you, ive been so into california politics right now that i really havent followed it that closely, whats happening in florida. Weve got a week to go. Im On The Road every day. Im up at 5 30 in the morning here talking to you. So we have been going really hard on the campaign. And im pleased the way things are going. Reporter good morning, brianna. Well, Governor Greg Abbott is headed to the politically friendly confines of East Texas to sign this bill in just a few hours. He will not be doing this, clearly, in the big cities in texas where those are mostly run by democrats and, in large part, many of the measures in this Elections Bill target what was done by democratic leaders in those big cities. Some of the things this Elections Bill does is ban drivethru voting. It puts new regulations on early voting hours and including a ban on 24hour voting. There is a ban on distribution of Mailin Ballot applications. Theres new i. D. Requirements as well as a long litany of other things that has prompted critics to say this is one of the most restrictive election bills in the country. Republicans say this is all about enhancing and protecting the integrity at the ballot box. But this all comes amidst an incredibly rightwing shift in texas politics, even by texas standards. If you look at a break down of the number of bills that have passed in recent months, you have the Abortion Ban that weve talked a lot and reported on extensively, the voting restrictions, carry for weapons is now the law here in this state. There is a limit on the discussions of Race Relations in texas classrooms. Also requiring that the national anthem be played at Sporting Events, pro Sporting Events that receive public money. There is a long list of things here, how quickly and how dramatically the state has shifted even more so to the right. And this comes as Governor Greg Abbott is getting ready for a primary challenge here in the coming months.
