Eight days away from the california recall, hes calling massive rallies and getting big reinforcements in washington. We begin with the Labor Day crises facing biden. He promised to bounce back from covid and turbulent Trump Era Decision making on the world stage. Instead the president enters the fall months with his big legislative goals in limbo and covid, afghanistan, and climate crises converging to test him. Policy challenges yes, and at the moment a political crises. The president s political numbers are slumping. Lets get to kaitlyn collins. Big challenges for the president. Yeah. John, he is still in delaware right now. The president is coming back to the White House in a few hours. He has a lot on his plate as hes entering the september month. Still dealing with afghanistan even though u. S. Troops are out of there. There are still americans in there that the White House is working to get out. Something that we heard from the chief of Staff Yesterday talking about the efforts that are still ongoing with the State Department, but john, also, of course, coronavirus. Still something that the White House is dealing with. In a way that a few months ago they had not expected it to look like this, come september. A lot of this has to do with questions of what lies ahead when it comes to Booster Shots and vaccines for children. Also, the Case Numbers that are still happening where we are seeing the country is now averaging more than 1500 deaths per day. Those are numbers that this country has not seen since march. That is of Grave Concern to the White House as there is all this uncertainty across the nation when it comes to the pandemic. Thats affecting the poll numbers. We will see him coming back to the White House. Tomorrow hes going to New Jersey and New York. Hes going to be touring and surveying the Storm Damage from the catastrophic floods last week that happened in the northeast. The remnants of Hurricane Ida. That comes as theyre searching for people missing as a result of that storm. Were learning about new deaths almost daily and the president is trying to tie this issue to his domestic agenda which, of course, we should also note is in peril given what Joe Manchin said about the Price Tag on a reconciliation package. And so expect the president to tie that directly to his push for improving the Nations Infrastructure for getting both of those bills passed. Its going to be a busy month for the president and for his agenda, and they have a lot of issues theyre juggling with at once. Its complicated to see the least. Thank you for getting us started. Here to share the reporting, phil mattingly. Infrastructure, afghanistan, disaster response, pandemic programs that expire including Unemployment Benefits today. Government funding issues, debt ceiling. Thats a long list of challenges. On the other hand, Joe Biden was Vice President for eight years. He understands it means dealing every day with a long list of challenges. The question is the collision of events at once. This is what he signed up for. The pitch was competent people in the room. They knew september was going to be a mess of the month. Government funding, the debt ceiling. Afghanistan has without question been the Wild Card thats thrown everybody on their heels. I think everybody thought they were going to have all of august to take a step back, relax, maybe go on vacations. That did not happen. The issue is not going away. I think when you talk to White House officials, theres a couple things. They recognize the american citizens that are still in afghanistan have to be a priority, but the State Department is largely leading that. I dont think you see the president weigh in that much on it. With the one Wild Card being whether or not a Haostage Situation breaks out. With covid, youll see, i think a significant focus on covid in the weeks ahead. Theres a recognition people are down and depressed. And people thought eight weeks ago we would be in a different place. The Summer Everybody expected did not happen. I think they want the president to be more on offense and trying to restore the confidence there. Legislatively, a lot of work there, but they also have wellrespected legislative Affairs Team to know how the process works. Thats behind the scenes. Covid will be important. Lets walk through them and start with afghanistan and come back to what i call the Covid Cloud over the country. Afghanistan, you mentioned the potential hostage situation. A ranking republican says were in that moment. We had six airplanes at the airport, six airplanes with american citizens on them as i speak. Also with these interpreters, and the taliban is holding them hostage for demands right now. We have the state has cleared the flights. And the taliban will not let them leave the airport. Now, the White House disputes the Term Hostage. But they also say they cant be certain about the situation on the ground, because one of the prices of an american withdrawal is the lack of intelligence resources. Situations like this are going to happen. Right. Look, the Term Hostage is a fraught term in a situation like this when it could mean a focussed Life Or Death situation. This illustrates the lack of control we have over the situation. And you know, they did take out over 100,000 people. It was very historic. One of the largest evacuations weve seen before. But a lot of it depended on the cooperation of the taliban. They did not fight us while we were doing that. They made it difficult at certain check points, but they helped the united states leave. Now that Handshake Deal or at least aligned objectives is kind of done, because We Hit the Evacuation Deadline and our military left. And so we are kind of, again, now in the situation where you have to recalibrate the balance. There are frozen assets. There is the question of standing at the table. We dont have official diplomatic relations with them. Theres a lot of moving pieces in a lot of potential places they could break. Thats tenuous. Youre dealing with that. The legislative agenda, we knew it was going to be hard. Some say you dont have votes to spare in the senate. Listen to the white House Chief of staff. He says been here, done that. If i had a nickel for every time someone told me this package has been dead, i would be a very, very rich person. It was dead back in may when there was initial opposition. It was dead in june the day the President Wasnt to europe. It was dead in july again. All ive heard is how this package will be dead. Hes right. In the rearview mirror, hes right. Is he right looking forward . Will the democrats, Everyone Staking out the positions now for leverage, will they work it out . I think to his point, i think democrats whether youre a progressive or moderate, i think democrats want to get something done, even on this soft Infrastructure Bill that the president wants. Even i think Joe Manchin wants something done. The question is are they able to cobble together a coalition that makes enough people satisfied that they can pass this soft Infrastructure Bill. If that is the bill that falls apart, that puts the hard Infrastructure Bill in jeopardy. Thats the question. There are slim margins in both chambers. Nancy pelosi, chuck schumer, they have a lot of people to wrangle to get to an agreement on the soft Infrastructure Bill. And so one of the challenges convincing democrats you have to come together. This is the president s first year. You must figure this out. Well work it out in the rooms, might in the rooms, but work it out. You mentioned the Covid Cloud. I want to show the 7day average. If you go back to july 4th, the president was in a much more optimistic mood and had reason to be. The numbers were going down. Thats the bottom of the slope. Then you see whats happened since. Thats largely the Delta Variant and americans who refuse to get vaccinated. Because of that, you see the president going through Something President Trump went through during his time in office. The overall Approval Rating from 52 in april down to 44 . That makes any White House nervous. Democrats nervous heading into a midterm year. Even on the pandemic, hes lost 12 points. From april to now. Still at 52 . But this Cloud Of Covid as you mentioned, it drives everything. Because it is the daily concern of people outside of this town where we talk about filibusters and Everything Else. People at home think covid. The second poll is tied directly to the third poll. Theres a recognition that covid Approval Ratings were Sky High compared to Everything Else over the course of the last eight or nine months. The second they start to drop or fall off, then theyve got a big problem. I think thats why youre going to see a clear effort from the president starting this week but also moving forward. Try to regain some of that traction on confidence in this white House And Administration and dealing with this surge and dealing with the pandemic and helping the country get out of the pandemic and, therefore, helping the economy and, therefore, helping democrats on Capitol Hill have a little bit more reassurance as they move into these really giant legislative bagts. Next, the public Health Aspect of that, breaking down the numbers of covid cases, rising deaths and rising hospita hospitalizations. Sunday, 163,728 new covid cases reported. One year ago, 39. 355. We were talking about how that was a dangerously high baseline heading into winter. Heres where we are now one year later. 39,000 then. 163,000 now. And with that sadly comes a return to the high covid death count. 1,561. Your friends, neighbors, fellow americans dying yesterday of covid. The low is in the early summer of 217. One year ago it was 804. Thats another Trendline Heading in the wrong direction. A bit of a stabilization, but nearly 10 0,000 americans hospitalized with covid. One year ago it was 39,900. At this point lets bring in dr. William shafner. Doctor, thank you for your time today. Dr. Fauci looks at the overall hospitalizations and alarming icu numbers, worse in some states than others and says were at a Breaking Point where many hospitals will have to make decisions about who gets an Icu Bed and who doesnt. Look at whats happened, john. Last Summer Things this past Summer Things were Coming Down, and then delta hit. This highly contagious virus is now spreading across the country largely unhindered because theres so many unvaccinated people. That results in more hospitalizations. Stresses on hospital beds, intensive Care Unit admissions. There are people with Heart Attacks soon who may not be able to find the appropriate medical care because were clogged up with covid patients. And this trend appears to be continuing particularly in states where Mask Acceptance and vaccination is still low. Yes, vaccination picked up after Licen Licensing . Wasnt that great . It sustained in some places like california. They get a gold star. In my own state, it started to taper off already. And we have so much further to go in order to catch up. We need to really still get together and get vaccinated. Thats the clue to getting some control of the virus which im afraid is still in charge. If you look at the numbers, theyve essentially plateaued. First shot, as of saturday, you see there was a bit of a spike as the Delta Variant took hold. Now its plateaued. Look at the polling. Theres an improvement in the numbers. 74 of americans say theyve already got it. 17 say theyre unlikely to get Covid Vaccines period. If you look back, the number was 24 in april and 32 in january. It is improving somewhat. But you raised a key point. As we are urging these unvaccinated americans to get your shot, you see the collision also coming with the Flu Season. How do we navigate that both in terms of the public Health Risk but also should you get a Flu Shot and your Covid Vaccine at the same time . Should you sequence them . You can certainly get both at the same time, and will be starting to give Flu Vaccine The End of this month and intensively during october. John, i think were going to have to reintroduce flu to the country. Let people know that this is yet another nasty respiratory virus, and you have to get vaccinated against post. Theres no cross protection. And were worried that this season we might well have a twindemic. Kids back in school, were back at work. Were going to recreational facilities and not wearing our masks, and we could have flu on top of covid. Not an attractive prospect. No, not at all. I want to go back to the Case Count. As you mention the collision of the Flu Season and covid winter. 163,000 cases. 39,000 cases on average every day. One year ago, and look at how high we got in the horrific winter spike. This is happening now. 160,000 cases a day. More than that. As children go back to school. You talked about states hitting harder in states where theres less mask wearing, where there are lower vaccinations. Look at the headlines from the past weekend as we go back to school. Virginia, nearly 3 00 students and staff in quarantine in i dont recollect county. Wjla in washington, nearly 1,000 students quarantined after Montgomery County schools are hit hard. A Texas Teacher dies three days after testing. Some of these areas started school before Labor Day. The rest of the country kicks in in the days to come. Its a dangerous moment. Certainly it is. Schools can be low risk environments, but you have to do everything. First of all, all the adults associated with the school obviously have to be vaccinated. Along with all those children now 12 and over who can be vaccinated and then, of course, everyone attending schools, adults and children, vaccinated or not, should wear the mask. Social distancing, good hygiene, attention to ventilation. If we were able to do all those things in all of the schools, then the schools would be low risk. As well as everybody in the community getting on board and getting vaccinated. You can protect our children by getting vaccinated yourself if youre an adult. Take a look at the long line that has been forming really since about 6 00 this morning for people who are waiting to get supplies from the storm. And theyre handing out different bottles of water for folks. Different supplies like diapers and baby formula. All the essentials, because people lost everything in this storm during the last week, and then also over the last eight days. They havent had power. So people here say that all the food in their frinls and freezers are spoiled. They have mold. Were under a heat advisory. Theyve been grilling as much as they can. Theyre running out of options. They may not get their power restored until september 28th. Were talking a couple more weeks before they can have some of the basic necessities. So this is a Food Distribution and supply give away done by the louisiana cajun navy. Every day since the Storm Theyve been servicing about 1500 cars and giving away about 3,000 meals a day. We have some video from facebook of trash piled up in your streets. And we understand from you yesterday the town picked up three Months Worth of trash in one single day. Where are you today in terms of the clean up the mess to try to turn the page . Well, john, thank you for having me on. We are still in the process of restoration and recovery. We anticipate picking up that amount of trash for the next few days at least. We have homes that had 12 feet of water. We had people that are devastated. We have hundreds of people who are out of their home. We have people staying at Red Cross shelters. I cant give enough credit to the dpw and the Emergency Services of this community. We have an Allvolunteer Fire Department that saved many, many lives. We did over 150 water rescues. And we have hundreds of people still out of their homes. Its going to take us a while to recover, but this is a community that looks out for Each Other and theres been a great Generosity And Support from people who havent been affected to those who have. Last hour the president of the united states approved a new York Disaster declaration. That was one of the things you said was needed. How will that help the people of your community . Thats going to help right away. We have gotten in contact with senator Schumers Office the second we heard about it. Were going to offer the village as a Staging Area for fema. We have already sent out information to the residents about how they can apply, both businesses and individuals to get some relief from fema. As often happens, john, this has affected the people in a lower economic scale the hardest. People that have the least resiliency. We want to get them up and running and get their kids in school and make their families whole again. The president comes that way tomorrow, sops in New Jersey and New York city. What do you need to hear from the president right now . Is there more a moment of which help is on the way, specific promises or more that the president of the united states is there to show he cares . Well, im very glad the president of the united states is there to show he cares, and the Emergency Declaration is really going to be helpful. What this community needs more than anything else, john, we were promised an Army Corps of Engineer Plan a few years back. Under the Trump Administration it was cancelled. We have our senators and our congressmen all pushing to get that into hopefully i heard you talk about the Infrastructure Bill. Hopefully they can get that into the Infrastructure Bill this year, and finally give some relief to the people of this community who have been suffering for generations. This kind of flooding. But it gets worse. The floods used to come every 20, 25 years. Now its every flee, four, and five years. As we know from global warming, were a community on the long island sound. Its going to hit us harder and harder in the decades to come. I besiege i want to talk about that. I want you to listen here. This is the Fema Director and cedric richmond, one of the top advisers in the White House. Talking about the world has changed and the floods are coming way more often. Listen. I think this is going to be our new normal. We saw intense Weather Events in 2017. Last year was a Record Number of hurricanes and a record wildfire season. These once in a century storms are starting to come almost every other year. Theyre bigger, stronger. They wreak more havoc. What is the challenge, whether youre the president of the united states or the united States Congress or the mayor of a village in the sense that the philosophy used to be these come every 50 or 100 years and then well have 50 or 100 years until it happens again. Now its every couple years. What do you need to change at the local level, whether its Zoning Or Business restrictions or how close to the water people can live and what kind of help do you need from washington . Were going to need possibly help in the future with strengthening our infrastructure to withstand the storms. Weve had a lot of infrastructure of the community, the fire department, and Mental Health facilities that we have in this community that were severely damaged. Were going to need help rebuilding those. But we also need help we have Sea Walls that need to be raised. We have sewers that were built 100 years ago. Were one of the first suburbs out of New York city. All our infrastructure that were relying on, some of it was built during the wpa, and some of it, was built before that. We really need help from the federal government to get back on our feet and get ready for the future. We cant abandon communities like this. This is a vital community of 20,000 people. Some of the most one of the most diverse communities in New York. And we need to look out for Each Other the same way we pay tax dollars to help New Orleans survive this storm by strengthening their levies and i have no problem with that. I think we should all look out for Each Other. But now its our turn. Where folks need to look out for us. People in my community have suffered long and hard. And they really need a break. And im really hopeful that President Biden being the empathetic man that he is, and the wonderful people that we have representing us in congress, that we can get the ball into the End Zone this time. Women are going to take their health into their own hands. It will impact young women, poor women and women of color. Texas is now very dangerous place for women and children. We are going to see more states basically import this law and do everything possible to create the most hostile conditions for women in our country. In the immediate right now today if youre a woman in texas, your life has changed. Your rights have changed dramatically. Were going to watch this play out. Well know more in a month than we do today, but this is a giant turning of the page. Yeah. What we see is that many Abortion Clinics are turning women away, and that the number of abortions in texas has decreased dramatically since the Supreme Court decided to allow this law to take place. There are clinics that are just number one, they dont want to be sued. They dont want to be noncompliant with the law and the law as it exists is rest restrictive. Most women are arriving too late to have a legal abortion. And then comes in, because of the calendar, and because these other states, there are a number of other states with restrengthive laws saying should we copy texas. Theres the debate about does this help or hurt politically . You have a lot of left of center groups saying this should be a motivational force in the governors races this year and 2022 midterms. Fair . I think thats fair. I think youre always at least im always reticent to jump into what it means. Its caught people off guard if you werent paying to the Fifth Circuit or the Shadow Docket of the Supreme Court. The reality is this is a massive issue. It is always a significant issue. Its a significant for both bases of each party. The interesting element is depending on how the question is written, roe v. Wade is always majority support. How do you operate, the new reality to however long it lasts . I think you nailed it on the head with governors. This is a Litmus Test for conservatives. I dont think theres a question about it. The question on the democratic side is how do you leverage this, how major of an issue do you make this particularly when you have somebody who sits in the White House right now who is clearly said his administration is all in searching for some way to block this or counter this . But when it comes to abortions specifically, its not something the president likes to talk about on a regular basis. Its not. And so and then you have the issue of the president and supreme Court Justices at The End of the last term. There was a lot of pressure from liberals on the eldest member of the court. They want to get a younger Court Member in. You dont know does biden have one person . Listen to Amy Klobuchar over the weekend saying if you need to think about this again, justice briar, texas should be the gateway. If he is seriously considering retirement and he has said he would do it based on not only his own health but also the future of the court.
