The sevenday average of New Cases for 100,000 residents is 300 higher than it was on Labor Day of last year. The cdc also said childrens hospitals across the country are filling up with covid cases and Community Transmission is dangerously high. Well have much more on this in a moment. Lets begin with our senior medical correspondent elizabeth cohen. Good morning to you. Why is there such a lack of clarity here on the booster . The way i understand is the White House said we got them and we bought them and now we need the green light from the fda. They thought they would get that by the 20th Of September . I want to cut through all of this and say i dont like using Sports Metaphors but im going to use one now. This is an unforced error by the biden administration. Back on august 18th, they said well be ready. President biden said well be ready by around September 20th to do this booster rollout. They never should have named a specific date. They should have said back then, look in the coming weeks and months well have boosters ready. Were planning, were preparing. It will happen. But we dont have an exact date. Once you give an exact date, as weve seen during this pandemic, things happen. And exact dates, you dont always meet the deadlines. So lets look at where we are right now with the u. S. Booster rollout. So, fauci has said that pfizer looks like theyll be ready to go the week of September 20th. So that means if you got your first two shots with pfizer, and youre in the right Age Range and all of the other specifics, it looks like you could get a booster on September 20th. Moderna, dr. Fauci said, might be behind that by a week or two. And there could be data in a couple of weeks on mixing and matching. In other words, just because you got moderna the first time, maybe youll get a boost fresh Pfizer Or Vice versa. That is possible. So the bottom line here is that for anyone who is fully vaccinated and enough time has passed, say five months, six months, seven months, eight months somewhere in there, you could get a booster in the coming weeks or months. It will most likely be offered and available to you, not the week of September 20th. But it will happen. Lets take a listen to dr. Fauci. Pfizer one of the companies with the mrna has gotten the information has been examined and things look like theyre ready to go. Moderna might be behind that and if they are what you might see is rather than the simultaneous Rolling Out of the Booster Program of both dose products, you may be sec sequential. And theyve been Keeping Track of how people are doing in israel. L looks look at their booster rollout. They began july 30th. Anyone is eligible at five months past the second shot, it doesnt matter how old you are, in a study of people ages 60 plus, it shows that the booster reduced the relative risk of severe illness more than 10 times. Poppy. Elizabeth, thank you. Obviously following and watching very closely what happens in israel as more people get the boosters. More than half of the nations schools have parttime nurses or no nurse at all and the ongoing shortage is turning dire as children go back to the classroom and as covid cases are also rising now among kids. The cdc said Hospitalization Rates for children have soared this summer as the Delta Variant has spread. Lets go to Jacqueline Howard with more on all of this. It it is just making such a tough situation each hard fer you dont have what you need in the school. If you dont have a School Nurse, it is harder to test for covid19, track cases, isolate cases. So School Nurses play a role specifically in the Covid19 Mist gags measures but also in other every day activities like making sure a student who might have some anxiety on the the first day of school feels comfortable and those with Food Allergies are okay. So many other things. So this is been going on for years but now infectious disease experts and School Nurses that ive talked to, they all say that the shortage is becoming dire and based on data from the year 2018, we could estimate that about 39 of schools nationwide employ a full time nurse. About 35 employ parttime nurses. But there is still that quarter, about 25 of schools do not have a School Nurse at all. And there are some democratic lawmakers who arie are hopin to address this. Dina titus and Montana Senator Jon Tester have introduced legislation called the Nurse Act. And Congresswoman Tituss Office said the Nurse Act would provide federal funding through Department Of Education grants to hire School Nurses, the first investment of its kind. Now congresswoman is also pushing for this bill to be in the upcoming budget reconciliation package. Well see what happens there, poppy. But of course this is an ongoing issue. And School Nurses ive talked to really hope that the pandemic can shed light on this and lead to change. Yeah. Of course. Jacqueline, thank you for the reporting very much. Let me bring in to talk about all of these headlines, dr. Chris burnell, fellow at the american college of Preventative Medicine and i should note you participated in the Moderna Vaccine Trial after you lost your own father to covid19. Were glad to have you back. Th thanks for your time. Good morning, poppy. Where is your head now this morning amid all of the headlines and the real unknown about when boosters might be coming, namely moderna which you were part the initial trial. Definitely. Where i want the public and the community to focus is that we need to rev up our game and i use that Sports Analogy just to continue with the previous conversation. We need to rev up our game around getting unvaccinated persons vaccinated. Yes, boosters are important. Yes, the White House had a misstep in its communication by giving a specific date but i dont want people to lose sight, the one way to end this pandemic, because were in a whiplash. We started to see progress about may and june, and then daily cases are exploding. Hospitals are at their end. We need to get unvaccinated folks vaccinated, while then thinking about a rational strategy around boosters, especially for those most vulnerable and most at risk. On top of all of this, we have the havoc that Hurricane Ida wreaked on the Gulf Coast, on New Jersey, where your hospital is, in New York. What is the impact been for you are guys . Well ida did what unfortunately a hurricane does. Whenever there is any type of public Health Disaster and hurricane is public Health Disaster you have Flash Floods and tornados that touched down in New Jersey and that put communities further on edge. I have people in my family who were impacted by ida. And so whenever you have vulnerable or marginalized groups, groups already at risk, groups lg beleaguered by the pandemic, a public Health Disaster just worsens it. When you think about the biden White House right now and the and i dont want to discount that were seeing an increase in vaccinations. That is a good thing. Right. Especially in states that we werent see itting before and has the high covid rates and hospitalizations and deaths. But now the focus out of the White House and the Media Attention is on boosters. So my question to you is are you at all concerned that that is speaking to the people who have already acknowledged the importance of vaccination rather than tackling those who are still his esitant to get an inil vaccine. Im very concerned if i could be forthcoming. I dont want us to lose sight of what the appropriate End Game is. In this pandemic, there will be several Finish Lines and we dont wan to ever declare premature victory or get our eyes off of what is most essential. And what is most essential is ensuring that those who are unvaccinated get vaccinated. Look, if youre unvaccinated, your risk of hospitalizations, your risk of death is not even comparable to if you are vaccinated. This is about getting those most vulnerable with the most robust protection and im in favor of that but i want to right size the urgency and the message. Thank you very much, dr. Personnel. As always, good to have you. Thank you. President bidens Poll Numbers are dropping as he faces multiple crises and even threats to his agenda. Some from inside his own party. The pandemic surging fueled by the Delta Variant. Which is also slowing down economic recovery. Also legislative challenges in congress and threats to his agenda, some from within his own party, add to that the president is now facing his worst Job Approval numbers so far in his presidency due to Americas K chaotic exit from afghanistan. John harwood is the White House with more. Good morning. Eight months and it is tough for the biden administration on pretty much all fronts right now. Reporter poppy there is no question he has taken a significant hit. The hallmark of his first several months in office was the stability of the Poll Numbers above 50 , barely moved at all. Now we see from the new Washington Post and Abc News Poll down to 39 among independents and part is the fallout from afghanistan. Now u. S. Troops are out. The most significant thing that President Biden can do on that now as Ron Klain indicated, the white House Kiev of staff to Dana Bash Yesterday on state of the union, is to sustain and press those efforts to get remaining americans out of afghanistan as well as some afghan allies. Hes got limited ability to control that. The most significant thing that he can do for his political standing is to get the pandemic under control. We know that the sustainability of the economic recovery depends on the ability to get tamp down this pandemic. Weve been talking lately about the controversy over Booster Shots. That is a side show. The most significant thing is getting those first and second shots in arms to the 25 of americans who have resisted so far. That is going to be the key to sustaining economic growth which is critical for the president s standing and then of course you mentioned the legislative agenda. He has got that infrastructure plan. Twopart plan. Joe manchin and Kyrsten Sinema, the least liberal democratic Sen Senators are saying hold on, slow down, cut the price tag. The indications that weve gotten so far is that democratic leaders in both the House And Senate are able to manage this process moving forward. But they got to keep managing it and september is a critical month because they are running out of time this year and the longer you extend that the legislative debates, the weak you are your position gets. So we promise to hear from the biden administration this week. An friday he will lay out new strategies for addressing the Delta Variant at some point this week and the thing that i would watch for, poppy, is whether or not he moves more aggressively into Vaccine Mandates perhaps on flights and transportation like Rail Transportation as well. It seems like that is all they could do a lot of what they could do at this point to try to move the needle. John, thank you for the reporting at the White House. Let me bring in ron brown, senior editor. Good morning. Lets start at, this is what happens in presidencies. You plan for some disasters and then other ones just come your way. These are all converged at the same time on this presidency and it is reflected in his polling numbers. Down five points in a single month. Down ten points when it comes to his handling of covid since june. I thought Aaron Blakes Oped in the Washington Post was interesting. And the title is the middle turns on biden an there are valid questions about the Staying Power of this issue. Taking about the chaotic exit from afghanistan but it appears to have significantly undercut Interdependents Approval of biden even if the Issue Century Front of mind for voters moving forward. There there is some danger for biden. Do you agree . Yeah. I agree with a lot of what john said. I think afghanistan, if you look at history, is likely to be more of a shortterm than longterm problem for the president. Unless there are obvious Hostage Situations there. Ronald reagan had the marine Barracks Bombing in 1983 in lebanon when ch was more significant in loss of life and in 49 states and next Year Bill clinton recovered from somalia. The main thing is the Covid Pandemic and i think that is the core of why his Approval Rating has been declining. Americans and the promise of vaccine above all was a return to normal life, Friday Night football and seeing your grandparents and all of that is now in question, i think for many americans. And the key for biden is whether he could push up those Vaccination Rates and that will require him to move past where hes in which is focusing on looking at some stuffer sticks to compel those who have been holding more of those holding out. When you talk about his ability to combat covid going forward and the big Drop Weve seen in his Approval Rating from 62 to 52 in terms of handling of the pandemic. Youve written and talked about biden using what you call low Risk Strategy. What do you mean and does that immediate to change . Yeah, i look, i think he has been cautious in many ways and that now is exposing him paradoxically to a lot of risk. He has by enlarge tried to focus on cooperation and inducements to increase the Vaccination Rates. Whether it is working with governors, to get out of the vaccine, that left him the emphasis on cooperation with governors left him slow to react when a number of republican governors in the southeast took steps that undermined public health, by banning Mask Man dates or banning vaccine ports. He has been very cautious about imposing Vaccine Mandates. Yes hes done it on people directly under his control in the federal government. But as john pointed out, to this day he has still not used his power to require them for boarding interstate travel, particularly planes. The administration has not really, im not aware, has explored the ideas about using the leverage of Medicare Or Pell grants to require institutions that participate in those programs to vaccine all of their staff. A majority of those who are not vaccinated getting the vaccine said it was a bigger risk to their health than contracting the disease. If that is the attitude on the remaining unvaccinated, it is hard to believe that carrot as loan will get you to where the experts say you probably need 85 . So the risk, and hes avoiding these kind of big cultural confrontations of mandates, but on the other hand, that is allowing or enabling the virus to continue to spread at this very high level. So there is a clear risk to him in his low Risk Strategy because the biggest downward pressure is coming from the persistence of the outbreak. Right. Before you go, let me get your take on senator Aby Klobuchar Interview with Dana Bash Yesterday where she was asked about the prospect of eliminating the filibuster in terms of what texas has just done in terms of restricting abortion so strictly. Listen to what she said. I believe we should abolish the filibuster. I do not believe in archaic rule should be used to allow us to put our heads in the sand, to use justice sotomayors words, to put our heads in the stand and not take action on the the important issues that challenges that are facing our country right now. Now and over the next years, we just will get nowhere if we keep this filibuster in place. Shes not someone who has always been in the abolish the filibuster camp. She talked about being open but this seems to tip the scale for her. How specific is that broadly speaking to the movement. I think democrats are on the the edge of abolishing the filibuster but they are very likely to get over the edge because you have Joe Manchin and Kyrsten Sinema saying no. I think the real question is can they get some kind of carve out on the filibuster, not necessarily on abortion, but on voting rights. You know, what we are seeing is something extraordinary. Democrats have unified control of the house and the senate and the White House and yet to many democrats it feels as if they are on the the defensive as the combination of a sharp turn right in many red states from florida to georgia to texas and arizona, and the Supreme Court are advancing conservative priorities. They seem hamstrung in their ability to get beyond and voting may be where that comes to a head. Ron, thank you. Good to have you. Thank you, poppy. Up next rising temperatures and rising frustration. Hurricane Ida Survivors are continuing to face dire conditions right now and ones that could last for weeks to come. Well take you live to louisiana after this. I looked on ancestry and just started digging and found some really cool stuff. It was just a lot of fun. For free thats because you all have the same internet. Xfinity xfi. So powerful, it keeps oneupping itself. Can your internet do that . Right now there is a dangerous situation still unfolding along the Gulf Coast a week after Hurricane Ida first made landfall. Basic necessities are in short supply. Food and fuel very hard to find. Add to that power, still out for over 500,000 customers in louisiana and it may not come back on for some until The End of the month. Without power there is almost no relief from the scorching temperatures. Forecasters are predicting a Heat Index of 100 degrees in some areas. Our national correspondent Nadia Romero is in la place, louisiana. How do they contend with that. No airconditioning and let alone enough clean running water. Reporter poppy, think about this. You could handle it for a day or two. Were going on day eight of not having airconditioning. Not being able to warm up your food, a lot of the food in your frig and your freezer has spoiled now. So these Distribution Site wheres theyre handing out Food And Watt her so important. Were in la place, louisiana, one the hardest Hit Areas by Hurricane Ida and theyve laid out water pallets. This is the Number One need they have for people in the area. They need water just to drink. And so the cars will start coming through about 1500 aday. And theyll go around this line, you could see there is Dog Food and other essentials, because lost everything. We spoke with a volunteer who talked to us about meeting a family, they have a toddler at the house and a newborn that is coming and they dont have much to show for it. Home is a place of safety. Home is a place for a beginning of that child. And there are people now who dont have that. That this person literally had nothing or feels that they have nothing to offer this child that theyre bringing home from the hospital, what a devastating and as a parent for me i cant imagine. I absolutely so, yeah, there are times when theyre tearing up, im tearing up. And it is okay. Reporter very, very emotional. And there is the line of cars. Theyve been out here for two or three hours now. Waiting for the site to open up so they could get just bare essentials. And that is all we are talking about. Basic needs to survive. Right. Of course. N nadia, thank you very much for your reporting on the the ground. We appreciate it. Let me bring in the Parish President of saint charles parish, matthew jewel. Good morning and thank you for being here amid such difficult circumstances. If i could begin with your response to the estimate from the Energy Provider which is that folks in your parish will not have thur electricity back on at least 90 of them until september 29th. Yeah, look, weve been on entergy to put the resources we need to saint charles parish. Officials have been telling them that there is such extensive damage that we cant just wait for Everybody Else who has minor damage to be restored. We have to get lineman into our parish now. Over 2500 electrical poles have snap and fallen in our parish. There are still pole on streets. Some Folks Doan have the ability to access or get out of their street or have access to first responders coming to their street. So weve really been on entergy to get more lineman into our parish. Weve seen a big Increase Today in our parish, the amount of linemen working. A small glimmer of hope and a small portion of our parish, a couple of streets in the Months Area did receive power yesterday evening. So just a small glimmer of home. I hope that is quickly. Im Pushing Enter Gy to beat that for 90 restoration. Were going to stay on top of them for that. Lets hope they can. As i understand it and correct me if im wrong but you did not have any deaths directly related to Hurricane Ida, is that correct . No direct deaths at this point in time. But as we go through the recovery process, im sure we something may come up. We have seen a lot of folks getting Heat Stroke and other illnesses from not having access to medicine and that is why we worked real hard to get our pharmacies opened up and why weve been working with the Sheriffs Office to make sure to do Wellness Checks on our elderly population because you just Cant Sit in this type of hit for extended periods of time. Right. That is what i was going to say. No deaths maybe directly from the storm but if all of the folks, the most vulnerable, the elderly are without airconditioning and their medications, et cetera, until The End of the month, that could be a deadly combination for them. Yeah. Not only that, but also we are seeing more Co2 Calls from our Fire Department for people running generators in or near their homes. So we always remind our residents to keep your generator outside when youre running it and we we want everybody to have a Carbon Monoxide Detector in your home. They should run off battery. But we have seep some Co2 Deaths in other parishes so we are trying to warn our parish to be proactive and practice good generator safety. Students at the schools in your parish just returned less than a month ago. What does this mean for them . A lot of our schools sustained damage. Our superintendent is working real hard right now to figure out a plan on how theyre going to conduct school. So i know theyre going to being out real soon with a plan for our residents and our school children. Right. Because without power you cant do remote schooling if you cant have them in the building. Matthew jewel, president of saint charles parish, louisiana, we wish you luck. Thank you. Thank you. Up next, speaking of schools, two schools with two very different approaches to fighting covid. Well, the Delta Variant has upended the return to Inperson Learning for millions of students, but School Districts across the country are already seeing different outcomes based on their covid safety measures, in Los Angeles, weekly tests are enforced. Just. 5 , that is half of 1 of students are Testing Positive for covid. Compared that to jackson, mississippi, where Masking And Vaccination are voluntarily, 6. 4 of students there are Testing Positive. Evan Sant Oro reports. Im confident in what were doing. And you know what, i could make a change at any moment and i will make a change if i see it is necessary. Superintendent John Strikers covid19 plan at schools in jackson county, mississippi, is to keep Masking And Vaccination and quarentining voluntarily. He collected his own data to krapt his own policy. He said hes chosen Quality Education over pandemic fear. We lost a teacher to covid. And it broke our heart. I wept. But when i make my decisions i need to do the best i can to make nonemotional decisions. Striker stands by his nonemotional decision to essentially do nothing. Since school, and the data, and so you know i feel that our kids are safe relative to the other schools with those options. Reporter school started August 5th in jacks kupts. There are around 6,000 students and 6. 4 of them have reported a covid infection, a number he said is starting to trend down, slightly. The medical director of the Los Angeles unified School District is running a program with a completely different approach from mississippi. You have a robust and one of the largest Testing Programs in the nation. Where were testing all students and staff regardless of Vaccination Status every week. Reporter all adults inside of Los Angeles schools are required to be vaccinated. Everyone is required to wear a mask. Well schools have been in session for almost three weeks. Just half of 1 of the Student And Staff tested were positive for covid19. Dr. Daniel benjamin, leading a teach of researchers studying at duke university, said even though it is early in the year, there is enough data to strongly suggest what works. If a School District does not have a mandatory masking policy, and is not quarentining thousands of people by the second week of school, then that School District is very likely being irresponsible as it relates to Quarantine And Exposure of people at school. Reporter benjamin likes Vaccine Mandates for those in illinois, New Jersey, and oregon and washington. Some districts like fairfax, virginia, and New York city, have required many student athletes to be vaccinated. Benjamin likes that one too. Lunchtime is a big worry, benjamin said. When kids masks come off, delta is on the the menu. Nothing is better than universal masking, benjamin says. If all of your School Activities are outside and people are more than six feet apart and youre holding all of your classes outside, and all of your lunch outside, you might be able to get away with not masking. Reporter millions of kids went to school this month and million goes to school this month. And these different approaches are having different outcomes. That is the early results that were seeing. And everyone wants kids to back in class and agrees that the the best place for kids to be to get education done but are masking politics and politics around mitigation going to get in the way and stop that from having that in certain situations. With kids with no power to make these decisions to make them so much safer. Thank you for the reporting. On Wednesday Kamala Harris will campaign with newsom, joining the fight to keep him in the office. Hes hoping to push progressive voters to the polls on september 14th. Dan america is in Los Angeles. Dan, good morning. I know it is a little bit earlier there. Thank you for getting up early with us on a holiday. But hes had big names. Youve got the Vice President , youve got Senator Klobuchar and things are looking good for him now. Hes on steadier footing than he was a few weeks ago when voters werent paying attention. This is an off year and more voters are attuned to have elections in november, possibly in even years. So this is a tough ask for voters and i think democrats here knew that. They knew that it was going to be a tough slog and a few weeks ago the polls were showing newsom in a tough position. But now a number of recent polls have shown him gaining a little ground. And that is to be expected in many cases because california has a two to one registration advantage, democrats to republicans. So for newsom, he admitted yesterday, this is a turnout race. He doesnt have to convince people to support him, this is about getting people out. So he was at a Labor Event Yesterday and another event here in l. A. County. And hes pushed people to send in their ballots because this is a mailin election. One way that hes trying to get people out is by invoking the name of former trump. Someone who lost the state by about 30 points less than a year ago. Take a listen to how he did this and compared his primary republican Opponent Larry Elder to the former president. If we dont vote no on this recall, Larry Elder is the next governor of california. And this is not an exaggeration at all. Hes to the right of donald trump. How is that even possible. So that serves a couple of purposes, by nationalizing this race, by making trump the boogie man, he avoids the stickier issues here. Homeless, Fires Drought and climate change. Those issues arent as national and if hes compared Larry Eld tore trump, it brings out people who just less than a year ago came out to vote against donald trump. And as you mentioned, you have a lost democratic heavy weights also coming to california looking to spur Turnout And Tap into this supporting bases. A lot of the folks ran for president , Elizabeth Warren was here on saturday, klobuchar was here on sunday and Kamala Harris now Vice President is coming this week. So all of those folks are coming for the same purpose, looking to boost turnout here in california and hopefully for newsoms sake, save his job. And youll be there throughout. Dan, thank you.
