The boosts that are being done and contemplated here, support strongly the rationale for such an approach. Well, now, even as that message was going out, federal officials were warning the White House that there may not enough data on the Moderna Vaccine to recommend anything but the Pfizer Shot as a booster. Its a sign that is the administration is taking the wrong approach with the public. You cant make an announcement and then say, we will wait to see what the Fda And Cdc says, its not the right way to do it. Meantime, cases and deaths from the Delta Variant are rising. The country now averaging more than 166,000 new cases and upwards of 1400 newdeaths every day. With that as a backdrop, how is White House seeing this. Do we seem to know why they are full out in front of this without the full support from the Cdc And Fda . The things i have been told is one, is preparation. They wanted to make sure that they were prepared did the administration has been scrambling for several weeks now, trying to get ahold of the Delta Variant and concerned about the implications of the variant surging throughout the country. And from fauci, a level of inevitablity, that it was going to come and it was a matter of time and it led them to some degree to get cross watched. With the scientists inside their operation, the fdaer, fda, acco one person, warning the administration to not put a specific timeline on things. To wait for the data to come in and wait for the agency to go through the process. The head of the Fda And Cdc yesterday, in a closed Door Meeting with the president s top Covid Adviser made clear that was coming to pass with moderna, they did not have the data to move forward by the September 20th timeline. They have made clear the timeline still remains that way for the Pfizer Vaccine, about but moderna is not ready yet and therefore, its not going to come to pass the way it was laid out. So what does the White House now say, and what happens next . The White House is making clear they are going to follow their scientists on this one. And they are not going to move, regardless of any timeline they set out, they will not move forward with a Vaccine Or Booster until the Fda Or Kcdc signs off. Moderna said they are giving the data that is necessary to move the process forward. The biggest thing you have heard from White House officials is that they wanted to make sure they were prepared. They knew it was going to be a significant undertaking. Not just thousands of shots. Millions of shots in a tiered timeline, they want the capacity and they know they have the supply. And mostly the capability to deliver those whenever the boosters were approved, anderson. And the White House released a new Plan Today about Future Pandemics and preparing for that. What is in there . You know, its really interesting, for all of the Band Width and focus inside the administration of battling the current pandemic and thats where the sole focus has been for the better part of the last eight or nine months. The president has made clear that he wants the administration to lay the groundwork for Future Pandemics, knowing its not probably going to be the last. What the administration rolled out today was a multitiered plan, 60 M 60 Billion to bette prepare the country for the next pandemic. Whether its creating better defenses for the vaccines and theraputics and bolstering the health system, and taking lessons learned from the last Year Plus and under scoring there were so many dropped balls and failures, particularly in the early stages of the pan especially did i can. One thing to keep an eye on, they will not get all 65 billion, but as they move forward in the weeks ahead on Capitol Eadministration is asking for some in this bill moving forward so they can make it stick. We have had the data in november and we waited for the regulators to look through the safety data and said its good to go. Now we are rushing in a moment when the emergency is not among the vaccinated, the emergency is remained in the unvaccinated and the Safety Signals in israel are not carefully described and not even by dr. Fauci, and i think the american people need to know what it means. Doctor, im confused what does it mean . You read on the screen there, September 20 Booster Rollout may be scaled out to just Pfizer Vaccine at first. What does that mean . If somebody took the Moderna Vaccine, would they get a Pfizer Booster or its only people with Pfizer Vaccines get a Pfizer Booster . I think theres a lot unclear at the moment. Although, i might gently disagree with my Friend And Colleague and say in this case i think the White House did the right thing. Because there was already enough data here in the u. S. To say that yes, if you are fully vaccinated, you are very well protected against severe illness. However, it does look like the Effect Effectiveness against symptomatic disease and mild infections is decreasing, along with the Delta Variant and we are seeing if you get a third dose, you are substantially increasing their protection and reducing the likelihood of infection ten times in the people over the age of 60. Theres enough data to make the recommendation and even if the Fda And Cdc dont want to make the recommendation. One thing they could do is to say, we are allowing people to get a third dose. That it is Patients Choice to get a third dose. And we know this is something that is already occurring over A Million americans have already taken the step. And i hope that we will see more clarity around allowing additional people to get the dose and collecting data so that we are able to weigh the Safety And Efficacy on the data here. Should people have the option to get a booster . Once we have data to share with them. They cannot make an informed decision without data. And right now, all we have is data from people over 60 in israel. And in that group, it does suggest a booster decreases infection but once you have a break through infection, whether vaccinated with two doses or three, the risk of hospitalization of severe illness is the same. So the trillion Dollar Question becomes, how long does the protection in the 60 plus Age Group last. If its months or years, it makes sense. If its not very long and worse, if theres no effect in younger people who actually have a much higher rate of averse affects that are important and we roll it out to everyone and give them a choice without data we will be shooting ourselves in the foot if theres a Sub Group of im like younger males who for example had much more side affects after two doses, it could be a problem if the third dose hurts them and not helps them. The israel data suggests it may be good for the 60 plus group. But we dont know how long it lasts. If it works in the 60 plus group, is there a reason it would not work in the 20 plus group . And by the way, i should point out that israel is vaccinating everybody. I know people in their 20s in israel who have stood in line for an hour just, you know, this week and got the third booster shot. Yeah, i dont think theres a question that the vaccine, the third dose would add an level of immune protection for everyone getting it. I think what dr. Fast is getting at, its a different Risk Calculation of different groups of people. I think we are entering a point in the pandemic where people are making different risk decisions. We see this happening already. Some people are saying im fully vaccinated im going to resume all of My Prepandemic activities. Others are saying i will be cautious. Same when it on comes to getting a Booster Dose. Some may say, i dont want to do get a Booster Dose. Im healthy. If i get a break through infection, it will be mild and i dont need it right now. Maybe somebody with chronic medical problems. Heart problems renal diabetes. It would make sense to allow the person the choice to get the Booster Dose at this time. There was a new study on break through infections that found that being fully Vaccine Natd reduces the odds of longterm covid symptoms by half. Obviously even with those odds, long covid is still a possibility. That would seem, that certainly is good news though that it does significantly reduce the risk of longterm covid. Should we be using different metrics for when its time to double down on boosters . So that data looked at not boosters but people fully vaccinated. So, long covid is less likely a after full vaccination and that is great news for vaccination. Over and over on again, the vaccine is the winnerer. I feel like we have a Baseball Team that is losing a bit right now because of delta. But our slugger, the vaccine, hit a grand slam, and everyone is questioning whether the slugger is worth it. This is not the question. The major question is, has the vaccine done what we said it would do, which is to keep you out of the hospital, to keep you from dying. And the answer it has. So, i think this is still, if you ask anyone and im sure you would agree with this. If you ask what is more important, get the unvaccinated people on board and end the crisis, or to run up the score in the vaccinated subset, i think when you look on here and abroad the answer is clear, this remains a crisis of the unvaccinated, the delta is making it harder, still the solution is the same. Certainly in her county, so the doctors may tell her that she is not ready to go back to the classroom, depending how strong she is. She is waiting to find out. The mayor expects more sooner and there will be will steady, you know, improvements of Power Restoration in New Orleans in the coming days. But they are pointing to next wednesday to say that, you know, most if not all of the power of those residents. Of residents in New Orleans and Baton Rouge should have it back by next wednesday. As far as the Gas Lines are concerned, that is still a real stroulg here in louisiana. Several refineries are down, officials are saying its taking a while to get those back up and people are still waiting in long and very aggitated lines to get gasoline, as we are getting more information on what happened to the Nursing Home patients here in The Warehouse. Wheelchairs and Hospital Curtains scatter the site where five Nursing Home residents died. This is a nightmare. Its a nightmare. Reporter local leaders are looking for answers of what went wrong. That Nursing Home owner should be accountable. As far as the investigation, we understand there is one. Reporter The Warehouse was a temporary Evacuation Facility for nurses homes, the conditions inside were appalling. The crowding, mattresses on floors instead of beds. Portopotis and not enough of them. It was things that none of us what want our Family Members to go through. According to one patient that was inside, insects were crawling all over the mattresses. The Independence Police Chief said that the facility was prepared for a certain number of residents, but the number nearly tripled quick requly. I believe the corporate management planned for 350 and for whatever reason sent in 850, and where they failed was in not pro actively seeking to move those patients to an appropriate facility. Reporter this womans mother made it out, but suffered with fever. If we would known that it would have been a appplace like this i would have taken her with me. With no power, generators failed that were needed for oxygen and the heat was oppressive. The Health Department tried to step in when they heard. Ldh inspectors visited the site and i Will Tell you, were expelled from the property, and prevented from conducting a full assessment. Cnn obtained property records showing Bob Dean owns all seven of the Nursing Homes and The Warehouse. Dean that has a history of poor disasterer management. A local investigation from nola. Com found he made a similar plan to evacuate residents to a warehouse in Hurricane George in 1998. I would hope that, his license for Nursing Homes is revoked. It would be the outcome that he does not get to do it again. The governor committed to a full investigation. A Promise Relativess will not let them forget. Why didnt you contact anybody for help . Let somebody know what was going on . Contact one personer. People should not be treated like this. You should be held accountable. And brian, does the owner of the Nursing Homes, has he talked at all . He has spoken to one affiliate, and we reached out several times today to Bob Dean. We wanted to ask him for any Comment Or Explanation for what happened, he did not respond to cnn, but he told an affiliate that given, that they would have expected to lose more patients in the period of time with those conditions, he said quote, we did really good with taking care of people in this incident. Jeff, explain what happened and how Big A deal it is and what the ruling means . Well, a Trial Court Judge in austin, which is travis county, texas, just ruled that Planned Parenthood could not be sued under this new law for at least two weeks. This is a temporary injunction until september 17th, theres going to be a hearing on september 13th, unless an Appeals Court steps in, Planned Parenthood is now insulated from any lawsuits from individuals that are are filed to stop them from conducting abortions after six weeks. This ruling only applies to Planned Parenthood, other institutions and other medical operations and other people who assist women in having abortions could still be sued in this twoweek period, but at least for the two weeks, Planned Parenthood is safe, unless this ruling is overturned by an Appeals Court. Just so im clear, would other people, under this, this new law, you know, Uber Drivers who drive somebody to Planned Parenthood, could they be sued . That is unclear to me. A broad interpretation of the ruling would be anybody working with Planned Parenthood could not be sued for the next two weeks and other institutions that perform abortions and assist women in having abortions, they are still subject to the law for the next two weeks. Senator davis, what do you make of it . So, a little bit of a more narrow, i think, application than jeff was just talking about. And you know, this literally just came down the pike and on so, we are all still trying to understand it. But, it appears as though it blocks a particular organization and its affiliates, texas right to life and any one affiliated with it, from suing any planned Parenthood Center under this particular law. Its not clear yet that it applies to any Third Party who might try to sue even Planned Parenthood, so, its a victory of sorts. Its certainly a step in the right direction. And we are so proud of Planned Parenthood and their outside council for pursuing an aggressive strategy like this. But still, a little unclear exactly what the protections are that are going to be provided. Even for the planned Parenthood Clinic clinics themselves. Do you agree that another Third Party could still sue Planned Parenthood . That asis unclear to me, it something that only texas right to life has been solicited people to be Bounty Hunters to find people and organizations that are Aiding And Abetting abortion. So, you know, it could be a lot broader than just texas right to life, because they are acting as i understand it, are trying to act as a Clearing House for people filing lawsuits under the law. Because the law went in to effect on september 1st, we dont know how its going to work. Im not aware of any lawsuits that have been filed, you know, given the way it works. Its likely some lawsuits will be filed soon. If not against Planned Parenthood, someone else. Do you envision other providers filing these kind of lawsuits like Planned Parenthood did or do you think they will wait and see what happens over the next two weeks . You know, i think this is certainly giving them reason to hope and reason to pursue an aggressive strategy as Planned Parenthood has done, i would not be surprised to see other Abortion Providers in texas pursue a similar strategy even prior to the outcome in two weeks which will decide this on a more permanent basis. So, Time Will Tell. But we are feeling much more optimistic right now than we were at this point in time yesterday. And senator, what happens in two weeks . Who decides this . So, this court again as jeffrey was mentioning a moment a ago, it was a temporary Restraining Order for the next two weeks. She Will Then autohere more evie from both sides and make a decision of whether to permanently enjoin at least texas right to life, its affiliates, right to life and its affiliates and as jeffrey said, all of the people they have been recruiting basically their snich website, we believe it blocks all of those parties from Filing Suit at least for now against Planned Parenthood, under sb8. Jeff, i understand you have a question. Well, yeah, i guess, senator davis, the question is, is this just austin . You know, austin is a Blue Island in a red state. Theres a lot of democrats in the cities in texas, but are you concerned that this is a Court Ruling that you know, in the Blue Island of austin and perhaps some other, once it starts getting in to the ape pellet process, which is far more conservative than most people in austin, are you concerned about, you know, where this may go in the Larger Texas Legal System . No question about that, jeff. You know, we have as we have more liberal District Court Level courts like in austin, we also have some more liberal Appellate Court Systems and some more conservative ones. So, this is going to create ultimately a clash which can will, i have No Doubt, make its way to the texas Supreme Court and Time Will Tell what that decision will ultimately be. Consider its just worth pointing out that the texas Supreme Court unlike some Supreme Courts is an elected Supreme Court. So that means all the members are republicans and its a very conservative court so, i just think, as this moves through the process, Planned Parenthood has a tough road in the texas legal system. I want to point out one thing, as long as planned Parenthood And Abortion clinics can stave off the application of the law while we wait and still wait for the fifth circuit to hold a hearing and make a determination on the constitutionality of the law, every day welcome keep it from being effective here while we wait for that to happen as an important and positive and powerful day for texas women. And senator davis, do you have a sense of when the fifth circuit may weigh in . We have no idea, anderson. They cancelled a hearing without any indication of why several days before the law took affect. Thats why there was this Emergency Request to the u. S. Supreme court. But it is still pending in front of them and at some point they Will Take it up and have the hearing and make a decision. You know, afghanistan clearly set him back, even though in the Washington Post Poll today, 77 of the people polled supported his overall position that it was time to withdraw from afghanistan, only 30 on his, on the, on the quality of the exit, the nature of how we exited, but, you know, i think a lot of it has to do with covid. I think they have hope that this was largely be in the rear View Mirror by now. That impacts the economy. You mentioned the job numbers today, those were a functions of what happened with covid, and so theres a lot of things that are weighing them down right now, and yeah, i think its a concern, primarily because you have got Mid Term elections Coming Up next year and those are going to be important to him and the party. And you know, you want some forward momentum going. I would point out, we are 14 months away from those elections and what we tend to do, anderson, and i caution against it, is we tend to measure these things in the moment, and we live in a very dynamic process and so many things will happen between now and then that could change that dynamic. Yeah, and in 14 months, its a lifetime in the world of politics and news the way it is today. The disapproval, was in june. 43 of independents disapproved compared to now. Its a Snap Shot in time. In this moment, it would give an opportunity to republicans. Yeah, look, two weeks ago, nbc had a similar poll and showed a dramatic drop, 14 or 15 points. And 15 among independents with covid, and the number that i think Will Trouble democrats is among those independents, their congressional preference in the two months between the nbc polls, had shifted from Plus 14 democrat to Plus 1 republican. So, yeah, i think theres a who l theres a lot of nervousness. Theres a lot of politicians and democrats to be nervous. Its not unusual. Theres, you know, theres something to be concerned about here and the independent numbers are The Ones i would focus o theres not that many moveable parts in american politics. Yes, he dropped some points among democrats and he still has an 86 approval in democrats and virtually no support among republicans or little. Thats the nature of our politics.
