Nearly 5 Million are still under flood warnings. Still dangerous conditions in a lot of places. At the same time, were moving into a Recovery Mode and a cleanup mode. The Recovery Process for this is going to take months. We now know that at least eight tornados hit multiple states. New jersey was hit with its strongest tornado in 30 years. In Louisiana And Mississippi where 13 people were killed, hundreds of thousands of others still face fuel shortages, power outages, and sweltering temperatures. The Heat Index in parts of louisiana will top 105 degrees today. Lets start there. Cnns Adrian Broads is in New Orleans, adrian, youre up first. Youve been talking to people and bringing us their stories, desperate for Gas And Food and some comfort, electricity. Describe what youre hearing that they want to hear, what they want to see from President Biden. Reporter when President Biden comes, they want answers. These are people who are starving for hope. You got to keep in mind, this is a dark period in their lives right now. Theyre looking for any type of relief, even okay, obviously were struggling there with adrians audio. Well get back to her as soon as possible. Brian todd, youve also been talking to a lot of residents. What are they telling you they need . Reporter well, alisyn and victor, from every account were getting, what unfolded behind me can be described as a horrific and chaotic mess, tragic mess that unfolded this week. I just spoke to the Parish President of tangipahoa parish, robbie miller, he is calling for an investigation into the owner of seven Nursing Homes from which some 850 people were brought to this facility, this warehouse ahead of the storm. And what we do know now is that the owner of those Nursing Homes, bob dean, is under a lot of pressure right now. There are investigations being called for from both local and state authorities into what happened here. What we can tell you is four people who were brought here, they brought 850 some patients from those Nursing Facilities to this warehouse, and conditions just deteriorated rapidly. They brought them here before the storm. They brought them here last friday, and what we can tell you is from everything that weve been told, after the Storm Conditions deteriorated rapidly. Generators failed. The conditions inside were horrible. There were some people sleeping on mattresses on the floor. There were insects crawling all over those mattresses. They were getting not very much food and stale food. Again, the heat was oppressive. The Oxygen Concentrators that a lot of these people needed to survive kept failing because the generators kept failing and in The End four people perished. Whats extraordinary is Tuesday State health officials came here to check on conditions, and they were basically kicked out. They were not allowed inside to look at the conditions here. I can take you back a little bit here. We can walk you in. These are some of the things that people used to get these people out of here and they only got them out of here yesterday in wheelchairs and stretchers and brought them out these entrances, and they just kind of left everything behind there. So thats what occurred here, and some relatives are just horrified by what happened to their relatives. The police chief, frank edwards, has said that he understood initially that they were only going to have 350 people here. They ended up bringing 850 some people here. Again, four people died and the calls for investigations are really intensifying right now, alisyn and victor. Its just so sad to hear that people were in that condition after the storm and, as you said, four lost their lives. Of course that investigation is beginning. Lets go back to adrian now, see if we can get her mic working there. Adrian telling us the story of the folks in New Orleans and what they want the president to know. Yeah, my bad, a little Operator Error on my end, but they want the president to know how much they are hurting. For example, in that short amount of time, you notice that blue crate over there, it was once filled with bags of ice. They gave away ice here for free, and Thats Something small, but its making a big difference in the looives of th people here. They are desperate, they are hungry, and they are starving for hope and some relief. Listen in to some of the things that have been happening here in New Orleans. When we woke up this morning, somebody stole our Gas Cans off the porch, and i was like, you know, i was happy they didnt take the generator, but dont come back is all i got to say. Dont try that again, thats all i want to tell them. I just hope everything come on clear up in the city so we can get things back rolling. There have been multiple incidents where people have pulled guns on us for very, you know, belligerent reasons, waiting in line too long thinking were ripping them off. Were actually one of the only Gas Stations in the greater new Orleans Area thats charging the exact same prices that weve been charging before the hurricane during the pandemic, and weve been giving out free ice, free water multiple days, and were trying our best to help the community in every aspect that we can. Reporter and the pumps are filled at this hour as people fill up on fuel, theyre getting gas, Victor And Alisyn so they can step outside of their homes into the car and cool off because across the state theres still more than 800,000 people without power. Now to whats happening in the northeast, which is still trying to recover from deadly tornados and catastrophic flooding. At least 48 people across six states are dead, six are missing, and for some, the threat is not over. Rivers are expected to rise throughout the weekend. Cnns Polo Sandoval is in manville, new jersey. Whats the situation there today . You know, guys, about 25 of those deaths were confirmed here in the state of new jersey. The Loved Ones of those victims right now obviously dealing with just some unthinkable heartache. Meanwhile, if the rest of the families that have been also deeply affected by this, they now have to pick up the pieces and see what, if anything, they can salvage. For some, perhaps those that have really had it also extremely difficult is losing their home altogether. Behind me is one home here in manville, new jersey. The Fire Chief here telling more or the Fire Marshal telling me there was this combination of Electricity And Gas that combined to create an explosion just yesterday. Right here where im standing this was turned into a virtual river when a nearby river actually spilled over its banks and created a lot of damage. We know of at least four structures here in this particular city that ended up damaged or destroyed in that way. Good news to report that there was nobody inside that actually evacuated. Heres the thing, people in many of these towns that live close to these rivers, these river basins, they are still concerned that the Water Levels in those rivers could continue to rise. Thats exactly what local Fire Marshal told me a little while ago. Theyre talk about there may be a rise again in the water. Gerngs i again, i dont think its going to be this bad. I can see it kind of went down a little bit. I dont think its going to crest. Lets just cross our fingers it doesnt. Again, its hard to predict these things. The manville Fire Marshal telling me they do believe the worst could possibly be over. This place knows all too well what happens with these massive storms. In fact, with Hurricane Floyd in the 90s they also experienced this kind of flooding. They did also during superstorm sandy, but the consensus after speaking to local officials, it has never been this bad and now these are the heartbreaking scenes that usually follow these kinds of natural disasters. Theres obviously those homes that are beyond repair, and everywhere else you look, too, alisyn and victor, there are people that are now hauling their belongings to the curb. Back to you. I understand that at the height of the storm, you had to make 100 rescues of Stranded Motorists and people stuck in businesses, and for your department, how dicey was that time . That was really dicey. Thank you to our local partners, the police department, fire, ems, public works, and the N911 Call takers as well. We all pulled together as a team and we were able to rescue those residents and Business Owners and occupants and we transported them to a library where we sheltered them for the entire night. Mr. Mayor, i understand that there was a meeting scheduled with your Emergency Management Team for this afternoon. Has that happened, and if so, what have you learned . Absolutely. Weve been meeting throughout the week, and trenton is a city along the Delaware River, which has had a history of flooding and neighborhoods along the river along with the state highway. The water is receding now, so we are breathing a sigh of relief. Weve mhad to make over 25 wate rescues of cars driving in flooded areas. We had displaced residents. We opened up a shelter in one of the school gymnasiums, but things are slowly trying to get back to normal. Were not Out Of The Woods yet, but we believe that the Delaware River is not going to crest above the embankment. Chief, i am so struck by the frequency with which this seems to be happening now. Extreme weather is not going away. Were seeing more of these storms, and they seem to come up, you know, faster than we expected, and so im wondering, chief, what you can do next time for the people of Mill Bburn . Is there a way to better prepare them . What do you want them to know the next time this happens so that 100 motorists dont get stuck in their cars . Well, first and foremost, its the motorists that create that issue. They really need to heed that warning when the storms coming of this magnitude. Its really to stay home, stay off the roads. Its similar to a snowstorm when theyre out, they get stuck. That taxis our services here in the community. We had over 20 firefighters on call that night. Police had well probably equal amount of Police Officers out there, and we were all dealing with Stranded Motorists. If people would just stay home, we would be able to do different things. Mr. Mayor, i understand that Police Officers there have been going door to door asking people to some people along the river to leave their homes because as we heard from Polo Sandoval where he is in manville and across this area, these rivers are expected to crest over the weekend, and more flooding could come. Are people leaving . People have left, but theyre actually starting to go back because the delaware is not expected to crest over the embankment. We were really concerned that that was the case. We asked people to voluntarily evacuate for the most part they did cooperate. We turned off gas to the Island Neighborhood thats along the delaware, but weve taken every precaution we could. It is right, were expected more storms in the future, so this was very much a dry run for future for future sandys that people are well aware of how it affected this area. Yeah, chief, ive seen video and reports of fires there where you are. Is that the same fire or are there multiple fires after the storm . We didnt have any fires in our community, but weve been helping out around us that have fires as a result of flooding issues or gas leaks. We are responding to a lot of gas, Natural Gas odors, also Gasoline Odors from chemicals spilled in basements or on the Flood Waters as well. Okay. Mr. Mayor, i hear what youre saying about that there will be more superstorm sandys. As someone who lived through it as i know you did, thats a very bitter pill to swallow. Is there any solution other than us all just having to accept that this is what our lives are going to be like for the foreseeable future . Well, i think its a matter of preparedness. We had our Police And Fire and ems doing extraordinary work being out in the neighborhoods and working with the residents, but its a fact of life, unfortunately, unless we could really control the river, and we cant. We hope that parts north dont release their reservoirs that would really affect our neighborhood and our quality of life. But were a river town, and at The End of the day, weve got to protect our residents, and they have to make a decision whether to continue to live there or live on higher, drier ground. At first we were expecting the Booster Shots to be available sometime around September 20th. Now were told they may not be coming. Whats happening . Whats going on here is that actually the two things that victor was just talking about could both be true. On the one hand, this could become a threedose vaccine. Its very possible, but its also true that this rollout might have been introduced prematurely. Heres whats at issue. There is some data for pfizer, the fda is looking at it. Fda advisers are meeting on september 17th, so its very possible that there could be a rollout of a Pfizer Booster on September 20th. But take a look at this chart. Not every american has received pfizer. Most americans who are vaccinated did get pfizer, 54 did, but still, 38 Got Moderna, and 8 got Johnson Johnson. So the issue is what are we going to tell the people who Got Moderna and Johnson Johnson . The other big issue here is that the messaging on this is really getting confusing, and the problem isnt the people who have already been vaccinated. The problem is the people who havent been vaccinated. They dont trust the government, and when you hear this back and forth, they will say all the more reason not to even get one shot. And take a look at this number. More than a quarter of eligible americans have not gotten even one shot yet. All of this back and forth about boosters was unnecessary and is probably telling these people, see, i told you that everything here was all messed up. So its unfortunate that that message has gotten out. Now, the Bottom Line for those of us who have been vaccinated is boosters will be coming. It really is just a matter of when, and it might depend on what kind of vaccine you got in the first place. Victor, alisyn. All right, elizabeth cohen, Thank You. Joining us now to discuss this, we have cnn medical Analyst Dr. Jonathan reiner, great to see you as always. So should americans expect a Booster Shot this fall or not . Yes, they should expect a Booster Shot. Weve seen a pretty clear Cut Decline in the efficacy of our vaccines in terms of preventing infection. The efficacy in terms of preventing severe infection se seems to be holding, but there is some data from outside the united states, particularly israel, that suggests that with time that too will occur, which has really prompted this move to try and boost or, as dr. Fauci said, administer a third shot to most of the country. The problem is that most of the data comes out of israel. We dont have any of this data in the united states, so were relying on the israeli data, and the New York Times has reported that the fda is still waiting to get some of the raw data from israel. So Thats Number one. The second problem is that most of the data is with the pfizer vaccine, but yet, about half the country has received either the Moderna Vaccine and about 15 of the country has received the J J Vaccine where there is the least amount of data in terms of both waning Efficacy Or Need for a booster. But yet, there was a joint statement made earlier in august from the cdc director, Rochelle Walensky, and the acting Fda Commissioner Janet woodcock suggesting that come September 20th we would see boosters for the entire country. The problem is the authorities in the fda, the office for Vaccine Research and review, had not done their Research And Review of this issue. And this is what prompted the two officials, the director and the Deputy Director of that office to resign, and now this chaos. Its really unwelcome at this time. So is this a case of politics getting ahead of the science . Because when Rochelle Walensky was named by this administration as being the next administrator of or director of cdc, that was supposed to be a mark of were not going to do that where the White House dictates what the science will be, and now we have this. Am i overstating that, or is that what happened here . I have enormous respect for dr. Walensky. She has a very difficult job because there is a relentless political pressure to put this pandemic down, not just for politics, for all of the real personal tragic consequences of this virus, and also for the economic costs of this virus. So she has a lot to deal with, and there is this very compelling data coming out of israel that suggests that the way actually to extinguish the Delta Surge is to boost people. Israel was seeing a doubling of serious illnesses, hospitalizations, every ten days for 45 days this summer, two weeks after they started boosting everyone in that country over the age of 12, that exponential growth ceased. And this is what has fueled the Administrations Interest in doing that, and you heard the president last week when the Prime Minister of israel was visiting mentioning that the u. S. Might even move the eligibility back to people who had been vaccinated five to six months ago. And this comes out of really robust data come out of israel. The problem is that we have a very professional group of people in the fda and the cdc who cant be rushed. Now, some people might say that they take too much time, but there is a process here to ensure that the vaccine boost, first of all, is needed, and secondly that it is, you know, effective and maybe most importantly safe, and this process has to be respected, and the people who do this, you know, have been, you know, with the fda for sometimes decades. So and that Process Looks like it was skirted. All right, well see when we get that data from moderna, but it looks like they have enough to move forward for certain people who have the pfizer vaccine. Now, the Unemployment Rate dropped to 5. 2 . President biden said the Delta Variant and unvaccinated americans hurt the economy. The strength in our economy very different from the ways things were last winter. Theres no question the Delta Variant is why todays Jobs Report isnt stronger. I know people were looking and i was hoping for a higher number. August was a tough month for President Biden with the surge in covid cases, the climate catastrophes, and that chaotic exit from afghanistan. Well, its all about delta. Companies are really pulling back on hiring, on In A Mvestme theres a concern we may see peak cases in the fall, september and october. This is dovetailing with Labor Shortages in areas like some of the lower paid service sectors, so youve got this sort of vice that companies are in where they dont know how much to spend. They also cant always find the people that they need to keep their businesses open. I think that youre probably going to see another September Number that is lower than expected. I think things are going to get a little worse before they get better. Yeah, in part because were seeing other elements that are changing. Those longterm Unemployment Benefits are Ending Tin a coupl of days. The Supreme Court came out against the eviction moratorium. So how bad do you expect it will get next month . Well, its interesting. I think that as i said, things are going to get worse. Youve got those benefits expiring, a lot of people are depending on those. On the other hand, that may push some americans that are on the fence about going back into the Labor Market to go in. If you combine that with school starting back in september in many places, you may see some parents saying, okay, its time. My Child Care needs are not what they were, im going to have to go back into the Labor Market. You know, theres one kind of strange upside of all this. Its keeping the Stock Market up, and that Wall Street Main Street divide the federal reserve had started to talk about, may be pulling back on their program of quantitative easing, which bolsters the markets saying, you know, things are pretty good. Now the pressure is off, and so that may mean that the market stays up even though Main Street is going to be suffering for another couple of months. So if the Unemployment Benefits expiring push people back into the Labor Market, thats a positive unintended conse consequence, or is it possible it will go the other way and well see just many more people hurting . Well, i think it is positive in the sense that, you know, one of the strange things about this period is that you had a lot of Labor Shortages. You know, the first hit from covid, you had 22 Million people losing jobs. And so, you know bs b, business just shut down, and then ramping back up takes time. So Labor Shortages have been a real problem over the last few months. So getting more people back in the market could help ease things. Its a very strange mix of things that were dealing right now. Youve got case loads, youve got the Labor Shortages, how many people might go back into the market and whats going to happen to the Stock Market which a lot of people count on for a sense of security, a sense of wealth. What does this mean for the federal reserve and any of those talks of kind of going toward ending the stimulus, and kind of might be in early 22, does this end that talk . I dont think it ends the talk, but there was a lot of pressure at the central Bank Meeting in Jackson Hole recently on the fed to say, look, weve got to pull back. Markets are at near record highs right now still in the middle of the surging Delta Variant, why do we need all this stimulus. But a lot of people are saying, hey, you know, we dont know whats going to happen. One great Jobs Number in july doesnt make a trend, and i think that those voices are now going to have a little bit more weight. I think this gives the fed a lot of Breathing Room that they didnt have before, and i think you probably wont see any big announcements in september. Rana faroohar Thank You. Thank you. The president says his Infrastructure Idea and Budget Reconciliation Deal are key to helping the economy recover, but those are facing now some major roadblocks. In a Tweet Senator Bernie sanders warnings that the president s mega Infrastructure Bill will not pass the house if the senate does not approve a 3. 5 t 3. 5 trillion Reconciliation Bill. Well, now Senator Sanders is responding to his moderate democratic colleague, senator Joe Manchin. M M Manchin wants the senate to pause on the Reconciliation Bill. Cnns Manu Raju is here to unpack this for us. This of course, is the center of the president s Signature Legislation on shaky ground, and the timing is so important. Yeah, it is because both bills, the democratic leaders and the White House want to see passed in september, and theyve been performing this very complicated dance for months trying to keep those competing factions on the left and in the center of the democratic caucus together, and youre seeing real signs of tension that could threaten to torpedo the entire effort. What bernie sanders is warning about is what could happen in the house. That is that Infrastructure Package that has already passed the senate. 19 republicans to join 15 democrats, passed in august, and that 1. 2 trillion plan is awaiting abs in the house. Nancy pelosi has promised moderate democrats that she will have a vote on that by december 27th. The progressives in that democratic house say they will vote against that measure if that larger Reconciliation Bill could be up to 3. 5 trillion to expand the social safety net. If that is not passed by the senate, theyre threatening to vote against that bipartisan plan in the house, and the problem here now is that Joe Man manchin, the moderate from West Virginia whose support is essential to getting this passed says we should hit pause. He calls for a strategic pause. He is concerned about that level of spending. Hes saying hes not going to get behind anything near that amount, so the question is how do they balance all this, because the democratic leaders, guys, they want this done, at least a proposal offered by midseptember, by september 15th, and passed by The End of the month. If they try to cater to Joe Manchins demands, that means they could lose some progressives in the house. It shows you the complications they face in the weeks ahead. Now, ahead of the 20th anniversary of 9 11, i visited with the teacher and the students in the very classroom where president george w. Bush was told that the country was under attack. Whats it feel like to be back in this room . Although its different, whats it feel like . I started here in 1993. This is my starting school. This is my home. Read, read, read, read, read. The teachers were here day and night, reading, teaching, teaching, reading, but they did the hard work, and they made the gains, and thats why President Bush was here, to congratulate them. The principal of this school asked you to greet the president. I knew i didnt have to do anything but to say hello, shake a few hands, so i was pretty much calm at that point in time. When did things change that morning on the way in . We were getting very close to the elementary school, and Everyones Pager started, you know, buzzing, buzzing, buzzing. They dont see that its something cool to be a part of, but they do know that its important to tell that story, to make sure that that history is recorded with a larger story about what happened that day. Yes, so most of them had not been to the museum, so we brought them from some in sarasota, some in atlanta, some in dallas, orlando, and brought them here to the museum, and thats when it all came together for them, especially the teacher, mrs. Daniels. She said it was a dream of hers to bring her babies as she calls them, to the museum, but she wanted to share it with them so that they could have that experience together and youll see that as well in the special.
