And flooded parts of the northeast. Listen to this reality. Many of those people who died drowned in their own homes, in their own cars. Right now the threat from rising rivers is expected to continue throughout the weekend. In New York, officials rescued more than 500 people from flooded buildings, streets, even subway stations. In pennsylvania, massachusetts and New Jersey, at least eight tornadoes destroyed dozens of homes and buildings, while the northeast assesses the damage. More than 800,000 still remain without power in louisiana. Of course, where Ida First hit several days ago. Millions are at risk as the sweltering heat stretches into the weekend. Today President Biden is headed to louisiana to tour the damage there. Before that, he is expected to speak about the latest Jobs Report which was a huge disappointment. Frankly, a huge surprise. The economy added just 235,000 jobs. That missed projections by half A Million. Lets begin with christine romans. Christine, projection estimates had this above 700,000. I mean, thats 485,000 jobs short. How, why . And even the Whisper Number was 400,000 or 500,000. If you thought this was going to be a disappointment, so economists really under shot this or over shot this. Heres why. Delta drag. The Delta Variant unleashed in the american economy in august. When you look at these numbers, you can see that hiring slowed dramatically. We had a very strong summer of hiring. June and july were actually revised higher, almost A Million, 1. 1 Million jobs added in july. Then the brakes were just slammed on that recovery. When you look within the sectors, you can definitely see why. Leisure and hospitality didnt net add any jobs honestly. Food and drinking lost jobs there. Jobs added were in manufacturing, Transportation And Office buildings and, frankly, in education. But the very sector that has been the energy behind the Jobs Recovery, which has been Leisure And Hospitality getting us all out there and trying to get back to normal, the Job Growth there stopped, and thats because of the Delta Variant. Let me give you one piece of good news here. That other headline number, the jobless rate, 5. 2 , thats the the lowest of the pandemic. Thats important here thats a different survey that measures households. Households were more optimistic. 509,000 jobs started saying they are going back to work. Businesses reporting less robust hiring. Households seeing a better picture there. Christine, is there a regional variance here, right . Because, of course, the Delta Outbreak is worse in low vaccination states. Are you seeing that in the Jobs Figures as well, that there was less Jobs Recovery where the outbreak is worse . So, well know for sure next week when they do the state by state numbers. I will tell you this. This weekend, jim, 7 1 2 Million people will lose their extended unemployment benefits. That expires as congress designed. But we now know the verdict is in. The states that ended those benefits early saw no increased Employment Gain than states that kept those extra payments on. So we know that it wasnt an extra bit of money that kept people from getting into the job market. Its Covid And Child care. Jim, Covid And Child care. Those are the two most important things here. Maybe in september when kids get back to school we can see a resumption of hiring again. Well be watching closely. Christine romans, thanks for breaking it down. President biden has now proved an Emergency Declaration for both New York and New Jersey. This in the wake of just deadly flooding there. Historic flooding. Cnns Paolo Sandoval is in New Jersey. The record being set every day with storms like this. Tell us what youre seeing in the aftermath there. Reporter yeah, on that thought we just heard devos saying it there should be a Wake Up Call in the intensity of the storms, how often weve been seeing them. In terms of where we are here in manville, New Jersey, and everywhere, you see reminders that the devastation and the heartache, even though ida has come and gone, still remains. Behind me this yellow Police Tape is whats left of what was described to me by neighbors as a beautiful home before. You can see its basically been levelled here. Now all you see here is just a pile of just smoldering rubble. This was somebodys home. A neighbor told me just now, a woman who lives nearby, told me that yesterday when this was all still surrounded by flood water, that she heard a loud explosion. She felt her house shake, walked down and this house was in the state that you see it here. Now, in terms of what could directly be to blame, i have actually reached out to fire investigators. Havent heard back. Going to try to find out exactly where the investigation stands here, especially amid reports of several other similar explosions yesterday. But all of this was under water, jim. What this really speaks to is how, yes, Flood Waters have come and gone, but now you see house after house where the people who lived there are basically going through their belongings to see what, if anything, can still be saved. And at the same time, were also told by the New Jersey Governors Office that now the Death Count in New Jersey alone is now at least 25 people with at least six people still considered missing in other communities, not here where we are right now, but this is days after the storm has swept through the region. People are just now beginning to pick up the pieces. And for so many people, what little they had is gone. Goodness, yeah, a fire in the midst of a flood. Paolo sandoval, thanks very much. Another Hardhit Area is montgomery county, pennsylvania. Joining me now is dr. Val arkush, chair of the board of commissioners. Thank you so much for joining us this morning. Tell us about the aftermath where you are. How many people lost their lives and are others still in danger . Good morning, jim. Thank you so much for having me today. Well, things are slowly improving here in montgomery county, pennsylvania, but it has been a very busy 36 hours. My team participated in 467 Water Rescue incidents since the storm came and, of course, those incidents often involve many, many more people than just one person. So they have been extremely busy. The highest Number Weve ever had before in conjunction with a storm was 135. So you can see that this is just dramatically more. Sadly, we have had four individuals who have lost their lives just from this county and this storm. Three of those are from drowning. One of those was due to structural damage from an Ef2 Tornado that hit two of our municipalities, upper Dublin And Horsham with winds up to 130 miles an hour. A lot of damage here still being assessed. Its a double blow, right . I mean, the flooding plus a touchdown of a tornado in the midst of it. I wonder, i mean, you did the immediate thing, right, which is Save Lives. What about rebuilding now . Whats the level of damage in the wake of this . Well, that assessment is still ongoing, and part of the reason why we dont have a clear answer yet is that one of our rivers, the schuylkill river, is still above flood stage. Thankfully just minor flood stage, but its still above flood stage. Two of our major rivers in the county broke historic Records Yesterday and were a foot above the high flood stages. So the waters are coming downtown, but it will take awhile to know for sure. So far, weve received 665 reports from businesses and homeowners about damage. You know, its just heartbreaking for our businesses. So many of them were just getting back on their feet after this pandemic, and now here they are again kind of back at square one. Were doing everything we can to help them. I was thinking about that yesterday, right, got through one crisis over the last several months, now faced with this. I wonder, we call these events 100year floods. In some instances, thousand year floods. Theyre happening more and more often. I wonder what lessons your community can take from this. What have you learned from this that you need, right, to Save Lives the next time you see flooding like this . Well, we are very fortunate that we have incredible urban Water Rescue team thats made up of professionals that largely volunteer for this work. They did an extraordinary job yesterday. They responded to these over 460 incidents. No one, there was no loss of life involved in any of those rescues or no serious injuries. Were so grateful for our first responders. And i think we all need to continue to work to address issues around climate change. We know that our infrastructure needs to be made more resilient, and we need to be doing a lot of planning for the future to make sure that we can withstand these storms. Several of our communities have reduced water or are on Boil Water Advisory because the Water Treatment plans were inundated or lost power. So, again, we have to look at hardening all of these really critical pieces of infrastructure and i look forward to working with the biden administration to get some of that work done. Let me ask you, because weve heard that from a number of local leaders in the midst of this saying, this is why we need infrastructure. Can you give an example in your area, in montgomery county, what you would need first . What is the first piece or pieces of infrastructure that you consider most critical . Well, right now we have 14 countyowned bridges that are damaged by this storm and are currently closed. So it is sometimes the most basic things like roads and bridges that need that hardening and that ability to withstand storms of this magnitude. Well, we wish you the best of luck. Next, President Biden will head to louisiana to Survey Damage there from Hurricane Ida. This morning more than 800,000 people remain without power and its hot there. Fuel shortages also having a major impact on Recovery Efforts across the state. All those first responders, they need fuel. About twothirds of Gas Stations in New Orleans and Baton Rouge are completely out of gas. Tough on the residents there. You see them lining up. Cnns Adrienne Broadus joins me from New Orleans. Whats the state of the recovery there now . Reporter well, jim, here in New Orleans, people are learning how to wait. Whether they like it or not. Right now these are folks waiting in line to get gas. Theyve been here for hours. The first person in line showed up just before our first new day live shot which was around 5 30 local time. And people weve heard from say they want President Biden to know they are hurting. You can see this Line Stretches along the street and it wraps around the block, and in just a moment, im going to walk you up to the Gas Station so you can see whats happening there. The hurting Part Cant be expressed enough. People dont have power. Those who are fortunate are getting gas for not only their vehicles, but their generators at home. And there are some signs of hope in some parts of the city here in New Orleans, houpower has be restored. Across the state there are still more than 800,000 outages. Thats across the state. And thats not the only thing people are waiting for. Theyre waiting for the power to come on, but theyre waiting for some form of relief because the Death Toll here in louisiana is rising, and some folks i talked to this morning said thats frightening. Right now the Department Of Health is reporting at least nine deaths linked to Hurricane Ida. And as you can imagine, jim, no power means no a. C. , and its impacting everyone. Hes now promising an investigation. This after four Nursing Home residents, they died after being transferred, evacuated to another facility ahead of the storm. What more do we know about that case . Reporter well, the details about that case are still coming out. We know that it happened in independence, louisiana, and for perspective thats about 75 miles north of New Orleans. The chief of police in independence mentioned he initially thought about 300 to 350 people were going to be evacuated to that facility, which has been described as a warehouse, but there were more than double there. And they showed up from Nursing Homes across the state. Jim . Adrienne broadus, thanks so much. Right now a key part, perhaps the biggest part of President Bidens domestic legislative agenda is in trouble after West Virginia Senator Joe Manchin called for a pause on that 3. 5 trillion spending bill. The legislation, you may remember, includes initiatives to expand the social safety net, tackle the climate crisis, make further investments in infrastructure. Democrats hope to pass the plan through reconciliation which would require the support of every single democratic senator, though. No republican votes. Cnns Melanie Zanona joins me now. Joe manchin flexing his political muscle here, Given Progressives interests in this. By the way, democrats have no margin for error here. Does this put the whole plan in danger . Potentially. It certainly complicates what is already a very complicated strategy for democrats. They are pursuing this simultaneous Twotrack Process for the Reconciliation Bill and the bipartisan Infrastructure Bill. Speaker Nancy Pelosi has promised a vote on that senatepassed bipartisan Infrastructure Bill by september 27. The problem is progressives arent going to vote for that unless they get their vote on the Reconciliation Bill. It is imperative they do work on the Reconciliation Bill before that date. Manchin has said he wants them to take a pause. Listen to what he had to say yesterday about all of this, speaking at the West Virginia Chamber of commerce. I would ask my colleagues and all of the senate to hit the Pause Button on the 3. 5. Hit the Pause Button. Lets step back. Lets see what happens. So, potentially he could blow this all up. Now, its important to note the House Committees are plowing ahead and they are going to spend the next few weeks actually writing the bill. Theyre trying to finish that by september 15th. And theyre not taking their Marching Orders from manchin when it comes to timing, but a potential wrinkle here is the Price Tag. Manchin has made clear, him and chris kristen sinema, they arent comfortable with the Price Tag. It is possible the Price Tag is going to have to come down, which is going to tip a massive fight with the left. The other piece of the twotrack, of course, is the bipartisan Infrastructure Bill. You cant have one without the other. Right. In effect, by doing this, is he putting that long negotiated deal into danger as well . Absolutely. These are tied together. Progressives are furious with manchin. They are coming out swinging. They feel theyve already compromised with the reconciliation package. They wanted 6 trillion. The budget allows 3. 5 trillion. They feel they wasted time, and letting this drag out. Youve seen members of the squad come out pretty forceful saying maybe we should hit the Cancel Button on this bill. Ayanna pressley and other Squad Members saying they should hit the Mute Button on manchin. Youre seeing the two wings of the party in open warfare. They really need to trust each other in the process. You see the work cut out for democratic leaders here. Okay, other topic the ongoing investigation, the house select committee. We now know House Minority Leader Kevin Mccarthys Phone records have been asked to be preserved as well. Thats key because it is believed he spoke to the president that day. Right. Tell us what happens next. Well, mccarthy is making clear he has no plans to cooperate with the committee investigation. Even though he said in the past he has Nothing To Hide and he would be willing to come testify, here is what he told a local News Station Yesterday about cnns reporting on the subcommittee news. He said its purely political. So its like this. I have Nothing To Hide, but i have nothing to add. When i spoke to the president was after people broke in. What did i do at that moment . I went on national television and talked about what we talked about. Essentially what hes saying here is ive already divulged everything that happened in the call. Actually there are conflicting accounts out there about what trump actually said and so having Kevin Mccarthy come testify under oath could shed light on what was said, shed light on the insights of his thinking that day, what the president s conduct was like on that day. But, look, i think The Big Picture here is what were seeing republicans do, which is escalate their attempts to derail this Investigation Right as its heating up and right as its potentially touching close to home. It is not clear what the terms of his Plea Deal are or houchl t how much time he may be sentenced to. He has been in jail ever since he was arrested in january. His lawyer said he will distance himself from the Conspiracy Group as part of that deal. Earlier this week the Justice Department secured the 50th guilty plea in the insurrection. Nearly 600 people now from 44 states and washington, d. C. , have now been charged in federal court. Thanks for having me. In a Cnn Oped titled from Katrina To iowa, what have we learned, you know with ida and too many disasters battered our vulnerable populations the worst. I wonder how youre seeing that play out there right now, and who is most in need right now. Well, first of all, our thoughts and prayers go out to the people in the northeast as well who got battered by ida. The devastation down here you can see from the pictures is dramatic. All of the parishes in Southeast Louisiana got devastated. Last year, devastated southwest louisiana. On top of that we have covid. Were underneath it. No question about it. And as difficult as it is, you see acts of heroism which are incredible. But although were much better prepared than we have been, the levees held, lots of stuff happened. You can see poor people, people who have a difficult time in regular time struggle more, especially after this devastation. Youre going to see an incredible amount of loss. I know when President Biden hits the ground today, it will be familiar territory with him because he came down after katrina. He was here after the bp oil spill. Cedric richmond he appointed to lead this effort was the congressman for the district that primarily got hurt. So i know that hes going to feel the pain of all the folks that are down here. But what you see is people who are just really in tremendous distress. Right now the most important thing, jim, is electricity, gas, water, food, put them in any order that you want. But power really is the king. If they can get the power back on quickly and get gas in peoples cars, everybody will start standing up together. Okay. On the good side, some of the lessons from katrina helped here. Levees, for instance, built, reinforced after katrina. They held. Homes built to new postkatrina standards, we were talking to someone from la Fuch County survived the storm. What did the state learn from katrina that helped Save Lives this time . Two things. First, from 9 11 through katrina, what we learned during those things, there was no command and control, no inter operability, the ability for first responders to communicate, no coordination on the federal, state and local level. All those things were learned. Even in the most difficult times, people would agree that the elected officials on the federal level, the state level, the local level were talking more clearly. They were communicating more clearly. The Operation Centers were working in a more coordinated fashion. The national guard got to the ground. Also the Infrastructure Investments were well worked. The Levee Systems held, all those were fine. When a storm puts 170 mile an Hour Wind on your back and pushes you down, it is hard to dig out. One of the things we are seeing we have not corrected is the electrical grid. Which should not take this long to get back up. The inability for us to put fuel in peoples hands so they can stand themselves back up, and the fortification of our hard assets, like Sewer And Water systems, which is part of the president s infrastructure plan, but this storm could not have made that idea more prescient than anything weve ever seen. Were hearing that from a lot of local leaders. Each of them ticking off what infrastructure they need fixed now. We see behind you world central kitchen. Youre working with Chef Jose andres, thats his not for profit Feeding People there. Whenever i see people lining up for food, its such a demonstration to me about the deep need post storm. How many folks are in need right now just of a meal . Well, first of all, chef has been down here, he and i and his entire team of people who are unbelievable volunteers, we have chefs from New Orleans cooking, they serve 50,000 meals. When you get out there, you see the devastation. Let me say this to you. This is true about katrina in the darkest moments where people are in most need and it is really terrible. There are A Million people who i think at least at this point, dont have power. Everybody is trying to clean stuff up. They need food. Feeding people is necessary to give them the fuel to help themselves. But it is also unbelievable and its always true that people who you would never expect to come out of nowhere to help each other and the kindness people are showing each other, the latitude that they give and the grace, the patience and the kindness, it really breaks you down which is why i have like 100 confidence. We always come out. However, this level of distress is not something that we need to be repeating every week in the united states of america. These infrastructure improvements, being prepared, knowing whats coming our way because this isnt the first storm. Its not going to be the last, not the first terrorist attack, not the last, not the first energy failure, a wildfire. I mean, folks, we have to get it together. We have to get prepared. We have to get stronger. We have to get better and then we have to respond more quickly and we need to reach out to each other and lift us up. Thats what im hoping the president is going to speak to today when he comes. Im pretty sure that he will. That severe need is something thats become such a familiar story in this country from so many, particularly natural disasters like this one. We appreciate the work. This after the Supreme Court formally denied a request to block a Texas Law which banned most abortions after just six weeks of pregnancy, which is before many women know theyre pregnant. South Dakota Governor Christie Nome says they will review the Texas Law and laws in her own state to, quote, make sure we have the strongest prolife laws on the books. Cnns Supreme Court reporter Aryan Deveaux joins me now. Aryan, im confused. I imagine many people watching are confused because there is the Decision Roe v. Wade 50 some odd years ago still on the books as precedent here which guarantees a Womans Right to abortion, i think up to 20 weeks. Yet this Texas Law was able to go forward. Now women in texas basically cannot get an abortion. Explain the loophole the Texas Law used here to manage that. Right. So, this law was uniquely crafted to make it really hard to challenge, and heres why. Under normal circumstances, as weve seen in past years, clinics could challenge a state that passed a Law Hostile to roe v. Wade. They could seek to challenge the State Officials in court. But what made the Texas Law different is that state Officials Cant enforce the law. Instead, any private individual can bring a civil lawsuit in Civil Court if they think somebody is assisting, aiding or abetting. So, for instance, a relative, someone who paid for the abortion, an Uber Driver who drove the person to the clinic. So thats why the law is different, because the Clinics Cant they couldnt sue the State Officials. And when it went to the Supreme Court, the Supreme Court allowed it to go into effect and, therefore, in texas right now, for all purposes, roe is a dead letter, yet its still on the books, and thats why the lawsuit is so unusual, and thats why you saw such stinging dissents from the Supreme Court when that order went out. Right. Even among the chief justice John Roberts. Let me ask you, then, if im a State Legislator in any state, couldnt i use the same loophole to challenge a whole host of what are otherwise constitutional rights and sneak it by the Supreme Court . Well, thats what this thats why this door has been opened. Its interesting. I talked a couple days ago to somebody who was instrumental in this particular Law Thinking about it, and now hopes that other states will pass it. And it cant just be cut and pasted, right, because theyll look specifically at the state laws. State laws that say who can bring suits. And more cynically, theyll also look at the judiciary, who makes up the state Supreme Court. Is the federal Appeals Court as conservative as it is in texas . But thats what this has done. Its opened the door so that more so that similar legislation can be drawn up in the other states. And as you said, its gotten people thinking. Well, if this can happen in the realm of abortion, can it happen in The Realm Of Second Amendment . So, all this is kind of brandnew and taking people by storm, and its all because of this very unique law and the way it was crafted and the legal strategy behind it. You know, unfortunately, pregnant peoples lives are being used for political football here. This law doesnt do anything to prevent the need for abortion. We still have our clinics open. Abortion is legal actually on the books, but we are having to turn away the majority of people who need safe Abortion Care in texas right now because most people dont find out theyre pregnant, like you said, until at least six weeks into the pregnancy. And texas already has an onerous regulatory scheme that makes it very difficult for people to even schedule an appointment in the first place. And so im not surprised that other states are Copy Catting what happens in texas. Thats what our opposition, the Antiabortion Movement has been doing for decades. And unfortunately, more lives are being impacted here and that to me is the most important thing. So, i wonder what youre telling your patients now as you turn them away. Where do you tell them to go . What do you tell them to do . So, our staff are remarkable at counseling people, giving people compassionate support, and doing all we can to support maintaining their dignity. If somebody is early enough in the pregnancy, we are getting them scheduled as soon as possible to go ahead and take care of them and provide their abortion in texas. If they end up being about seven weeks or more into the pregnancy, were helping people make decisions for their lives about whats next. Some people can travel out of state. They travel out of state. Some people the majority of people cant. Most of our patients are parents already. Theyre Juggling Jobs and Child Care and education for their kids just like the rest of us are, and making really difficult decisions about Parenting And Family stuff during a pandemic. So many people are going to be forced to carry a pregnancy against their will. Some folks may take matters into their own hands and try to manage their abortion themselves on their own, which people have honestly done for centuries, and so were just trying to help people figure out the best choices for them and support them with compassion. Let me ask you now, because im sure many women watching are wondering, okay, what can be done . What can be done now . The White House said yesterday theyre getting the Justice Department to look into it. Lawyers say frankly short of legislation, which there dont appear to be the votes for codifying codifying roe v. Wade, there is not much they can do. What do you want to see done or are your hands in effect tied here . Our legal options for litigation are far from over, and so we have other avenues we will pursue. I think its important for everybody out in the world who wants to do something, to either donate, to support the abortion funds that are going to be helping People Access safe abortion, and to also talk about abortion through a positive framework. Talk about how access to safe abortion makes our communities healthier, how its necessary, how it might have benefited your Life Or Somebody that you love.
