Remnants of Hurricane Ida battered the northeast with recordbreaking rain and historic and deadly flooding. At least 46 people have now died across six states. Many drowning in their homes and cars. More than 20 Million people remain under Flood Warnings this morning. The threat of flooding from rising rivers is expected to continue into the holiday weekend. And officials say that more than 500 New Yorkers had to be rescued from flooded roads, buildings and subway stations. The new York Police department even had to make a Water Rescue in Central Park. At least eight tornadoes touched down in pennsylvania, massachusetts and New Jersey. At times reducing homes to nothing but splinters. And now, the Cleanup And Damage assessment begins. We begin this morning with cnns Polo Sandoval who is live in hardhit bound brook, New Jersey. Polo, hey, whats going on . And what are you seeing over there . Reporter kaitlan, good morning to you. That nearby river is slowly its still a big concern here. The Flood Waters that actually overtook this whole community where im standing, those Flood Waters are rapidly receding. That river is a source of concern as the drenching rains from wednesday, it caused the levels in that river to reach something they hadnt seen since 1999 when Hurricane Floyd devastated the area. And now, as we get a clearer picture of the devastation and the heart ache, communities like this will take some time to get cleaned up and back on track. Reporter the remnants of Hurricane Ida overwhelming parts of the northeast and Mid Atlantic with Flood Waters. This storm was a biblical proportion. It came fast and furious. Reporter a race against time for first responders working in overdrive to save people from their homes. Pennsylvania, Emergency Crews Conducting Thousands of Water Rescues. The water started gushing in so i head around the back door. The water was raising so high i had to wind up on the roof. Reporter Pennsylvania National guards men rescuing people from their apartment buildings. The river near philadelphia rising two feet above major flood stage. I dont think we know yet the entirety of the damage from this storm. Oh my god. Oh my god. Reporter at least eight confirmed tornadoes ripped through the northeast on wednesday. One touched down just outside of philadelphia heavily damaging or destroying 25 homes. Our house is gone. What do you mean . He said the tornado. Reporter residents are starting the Clean Up still in disbelief. All of my back windows exploded and sounded like a Freight Train ran through my living room. Still feels surreal to me. Reporter following unprecedented rainfall, Flood Waters are overflowing in many parts of garden state, enough to fill up this minor league baseball stadium. First responders using boats and rafts to evacuate people stranded in their homes. Extreme flooding in New Jersey turning deadly, four residents drowned in elizabeth. Extraordinary, sadly tragic, historic 24 hours in New Jersey. Theres no other way to put it. Reporter in queens new york, the nypd saying at least eight people died in homes with water. Leaving some of the boroughs and surrounding areas under water, the governor saying shes investigating failures in preparedness. Its been a hard day for New Yorkers to not just deal with the weather but to wake up and now we lost some of our fellow citizens simply because they werent able to get out of their car or home. Reporter president Joe Biden ordering federal assistance to new york and New Jersey after wednesdays catastrophic weather. My message to everyone affected, is were all in this together. The nation is here to help. Reporter and back here, its pretty remarkable just how fast these waters are receding and leaving a very ominous feel here. All this water, the asphalt here soaked by the Flood Waters and all you can really hear is a Fire Alarm from a closed Up Business nearby here and a few people have been driving around, kaitlan. Again, as we get through today, well get a clearer picture of the damage and the Deaf Station but as we heard from Governor Murphy Yesterday say, a mar joy of the deaths, 23 deaths, majority of them were people that were in their cars. Its so sad. It was almost painfully sunny yesterday as you were getting the first look at this damage that happened overnight. Polo, thank you for joining us. Some of the craziest images come from montclair, New Jersey, where water was pouring into basements like this one. I want to bring in sean spiller, the mayor of montclair. Mr. Mayor, thank you for being with us. Those pictures we saw from your township just stunning when you think of what the basements all across must have been like. Can you give us an update on where things stand this morning . First, thank you for having me on. Thankfully, like we heard from our governor that you just heard in the previous segment, we did not see loss of life in montclair so were thankful for that. But as you see from those images, these are peoples lives, these are peoples homes, these are peoples vehicles, people who have been traumatized with Car Rescues and literally getting people out of their homes and apartments. This is real. This is not something that we should be experiencing, this is the new normal with Climate Change. Our residents were deeply impacted and something we have to keep preparing for in the future. That is good news at least in your community that no deaths reported. Whats the biggest remaining danger this morning . Right now weve still got Crews Out taking up the remaining trees, cleaning up the mud and debris. Obviously thats always still a challenge. Weve been really focussed on our schools quite frankly. We had a number of our Schools Flood and damaged there and students going back shortly and weve got to make sure those are safe and prepared for them to come back. So thats been a real focus. We still got residents without power. We know the problems that causes for people with medical conditions or others. Were keeping a close eye there and working with our partners to get work done there. So the work continues. The threat out there still remains and we have to make sure we keep addressing it. Mayor what lesson do you think has been learned here . You know, i mean, at the local level certainly we continue to work to do all we can to improve our infrastructure, to prepare for these storms. Its not just building these things back. Its as we have to build them back differently. We have to add resiliency. We have to do a lot of different things. Its really important at the local level as we get the opportunities like this to maybe get the ear in the voice of those in congress, its quite frankly time to stop playing games, stop denying Climate Change, start getting serious. Climate change will require bold action if were going to address it and we have to get infrastructure funding. Thats another conversation going on right now. We can do what we can, but we need those federal dollars and need that assistance here in montclair and certainly throughout this nation. And quite frainkly, the republicans have to get serious about that. Im sure you havent slept much the last 36 hours. Can you tell . You look great. I know this has been hard. Appreciate it. In a few Hours President biden will travel to louisiana to survey the damage from h Hurricane Ida as people are still struggling to find food, water, power and gas. We find cnns adrienne broaddus live in New Orleans. Its been several days since the storm. Are people able to get basic necessities yet . Reporter they can get some basic necessities, kaitlan, at this Gas Station behind me, for example. It was one of it was really the only Gas Station open for a moment. Youll see the Police Tape here. And officers have been here throughout the night protecting the property to make sure No One goes inside to steal items. But i do want to show you, Take A Look at this neighborhood. Were in uptown. Its still dark now. If you take away our tv light, this is pretty much what you see. Darkness other than our tv light. And President Biden, as you mentioned, will be here in Louisiana And Mississippi to survey the damage. Power is slowly returning to parts of the state. Here in louisiana, less than 900,000 power outages. So thats a number that is improving, but its slow and steady. And as they fight to restore power, theres another battle brewing. The heat. Were in the heat. We dont got no lights almost five days. I got to sleep in the car. My kids are hot. We hungry. Were going to die in here. Where is fema . Where is the Red Cross . We need help now can yall help us were about to die. We got children in here. Im a single mom and im doing it by myself. Its hard out here. Can they help us . Where is the president . Can he come help us . Where is the fema . Reporter President Biden will be here, and he wants to reassure residents that help is on the way. I also want to mention there are at least eight different Cooling Stations across the state. At those stations there are fema representatives taking information and helping people with the online Application Process if they need federal assistance. Kaitlan . We know a lot of people are going to need that assistance. Before we let you go, i want to ask you about a pretty infuriating story which is that four Nursing Home residents are dead and more than 800 have had to be evacuated after they were sent to a warehouse to ride out the storm. New orleans. Com says they were laying on the floor in feces and the Blow Up mattresses were flat, according to a nurse who witnessed this. She said you would walk past them and they would say, help me. Help me. I ended up vomiting twice because the smell was so bad. What are you hearing about this story . Reporter you know, those details are painful. Its still unclear what exactly happened, but it is under investigation. Governor edwards did say that at least 800 residents were moved to that facility last friday. And they were moved from seven different Nursing Homes, of course, to ride out the hurricane. And as of yesterday, all residents, kaitlan, have been moved out of this area. And a local Police Chief said after seeing this area, its not a place he would want to send his mother or his grandmother. Kaitlan . What weve got to recognize is the suddenness, the brutality of storms now. It is different. A roshd set two weeks ago, another Record Set now. Rainfall like we have never seen ever before. This is the biggest Wakeup Call we could possibly get. Were going to have to do a lot of things differently and quickly. New York Mayor Bill De Blasio sounding the alarm about the Climate Crisis, echoing President Biden and number of other experts and local leaders who say storms like Hurricane Ida are the worst nightmare for cities. Joinings now professor John Knox who creates the Science Program at the university of georgia. Professor, thank you for being with us. There was a word that the mayor used there, suddenness of Hurricane Ida. What did he mean there . And why is that so dangerous . Hurricanes can form rather quickly. For the residents of louisiana, for example, Ida Wasnt even ida until thursday and then it was roaring in on sunday morning. For the residents of the northeast, the problem was that ida picked up speed and combined with another Weather System and then dropped a whole lot of rain and storms on the area. You use a reference that i think is easy to understand for people like me who really only understand sports about what these storms and what the Climate Crisis is doing to these storms. Its a Barry Bonds analogy, please explain. Thats right. What you can think of these storms in a globally warmed world is that theyre on steroids. And so a storm that would have been pretty bad is now worse because of the extra Water Vapor thats in the air because of global warming. And so instead of hitting 40 Home Runs its maybe 60 or 70 Home Runs. And so even the lesser storms it might just, quote, Hit 20 Home Runs are now hitting 40. So, yeah, were watching the Hydro Logic Cycle on steroids. John, youre warning about how quickly these storms can intensify. We know in New Orleans you kind of need several days to actually order an evacuation. That was one of the main issues with ida. People here in new york and new Jersey And Pennsylvania were caught off guard by getting the remnants of ida. And we heard officials talk about Climate Change in wake of this, but do you think officials are really prepared to deal with the new climate the new kind of weather that we are seeing coming out . I think everybody is Playing Catchup a bit on this. For example, the meet logical community when Hurricane Harvey the forecasts were for 60 inches of from our Computer Models and some of us looked around and thought, could that really happen . And the answer was, oh, yes, and it did. Were in a new normal both of seeing how much the atmosphere can do on the extreme end with global warming and also our ability to forecast that is catching up with the reality as well. I think its the people that have to catch up the most, though. Professor, just explain again to people, because i think it is interesting, why its so much wetter . In Central Park two days ago we had the single highest rainfall ever in one hour. But it broke a record that was set the previous week. So why is there so much water in these storms . Right. Thats because if you have warmer ocean temperatures, more of that water gets enough energy to evaporate into the air. And so, with more water in the air a couple of things happen. When that water is condensed in clouds, it gives more energy to storms, such as hurricanes, but also theres just more Water Vapor in the air so theres more water in the air that can fall on you as rain. So, studies have shown that this is happening. Its not a future thing. The future is now. Were wetter now. And so, of course, that raises the question are people ready to respond now . It is Heart Wrenching to have conversations with patients who present to us either unaware of the law or aware of the law, but were right on the cusp of six weeks and we detect cardiac activity and we have to tell them that we can no longer provide them the healthcare that they have the right to. Thats the director of a dallas womens clinic reflecting the growing anger over the new Abortion Law in texas that basically prohibits abortions after six weeks which is before many women even know theyre pregnant. The Abortion Ban is getting a lot of attention but its one of 666 new laws that went into effect this week in texas, including the restrictive Voting Law passed by the republicanled legislature which will be signed by Governor Greg Abbott shortly. As of wednesday, texans allowed to own a gun no longer need a permit to carry it openly in public. And teachers are now essentially banned from discussing systemic racism in the classroom even though some educators say critical Race Theory Isnt even taught in Middle School or high school. Pro sports teams are now required to play the national anthem before their Home Games or risk losing any State Funding and business scholarships. We should note in a blow to governor abbott, two Texas Judges ruled against him in lawsuits over a ban on Mask Mandates. So the supreme Courts Refusal to step in and block the texas Abortion Law, which basically up ends Roe Versus Wade in texas, Roe Versus Wade is no longer in effect in texas essentially this morning. It has emboldened other conservative states to follow the texas lead. In south dakota, Kristi Noem just ordered review to ensure they have, quote, the strongest Pro Life Laws on the books. President biden has promised a whole of Government Response to what he calls an assault on womens rights. Kaitlan collins, chief white House Correspondent what people dont know is during the breaks youre sitting here working your sources still finding on whats going on in the White House. What are they saying . What are they telling you . What can they really do about this . I think theyre walking a really careful line because you have seen President Biden put out a statement. His Press Secretary said there is a whole of Government Response and the Justice Department says theyre looking into this but there are real questions about what kind of Muscle Youll specifically see the president put behind it because Notice Yesterday he was talking about the hurricane, he did not bring this up in person and issued a Paper Statement on it. Theres a lot of questions that democrats have. They see this as a Wakeup Call for them. But the president has to moderate to a degree because remember he has a lot of people in rural areas that voted for him for president. That was a big battleground between him and the former president. And so i think that that is a factor in this. While other democrats may be very motivated by it. You may see other lawmakers be incredibly motivated by it. One option, perhaps the furthest End Option would be increasing the number of justices on the Supreme Court, which Joe Biden was pressed on a lot during the campaign. Hes got this commission looking into it. Do you think this would move him in any direction, any sign there. The commission is interesting because when they first had started it and they were talking about it in the White House briefing room, we asked if they were going to make recommendations to the president. Was this going to end . What was the End Result going to be . Would it change anything . And they essentially said no, that theyre not making recommendations anymore. And thats interesting because maybe the question is does this actually lead to anything at the end of the day. And so this was so motivating for republicans is why a large factor and why they put former President Trump in office is because theyre very driven by judicial nominations. Of course you have seen mcconnell and whatnot, democrats have not always been as motivated by it. So its a big question whether or not this changes that. Weve been talking about the political pressure on Joe Biden here. I actually think theres a lot of pressure now on republicans politically as they go forward. Because when ever you take something away, its very different for a voter or person. And it also puts pressure on people who want to be president. Ron desantis, the governor of florida wants to be president. If youre going to run in a republican primary f youre ron desantis, dont you have to say i passed the most restrictive Abortion Law in my state or i tried to . Doesnt this compel desantis to try to pass this in the state of florida, which is purpleish. Purple red. A lot of voters in florida may not like the idea of an Abortion Ban and there are general election voters, you know, for a president ial run who might not like the idea of it. It certainly could because i think desantis, you know, he is going to be running for reelection. What hell be up against, youre seeing all these republican governors coming out and making names for themselves by doing things like this, engaging in these battles of Vaccine Requirements and Mask Mandates and this is a new frontier in addition to restrictive Voting Laws. So how desantis finds his place in that, where he distinguishes himself is a big aspect. I want to note when we talk about one thing with this Texas Law, its so restrictive in its nature and i was listening to Chris Cuomos show last night and a woman from a reproductive center was on there and talking about another Texas Law as were going down this list of Texas Laws where a woman, if she does want to get an abortion, has to go, according to Texas Law, and get a state mandated information and a sonogram from her doctor at least 24 hours before. A woman went in, got her state mandated sonogram before she could get an abortion, went back the next day, a Heart Beat was detected so they could not perform the abortion. Thats what women face in the State Of Texas where as of now, again, Roe Versus Wade is not in effect and there is a ban on almost all abortions. President biden also facing pushback for a claim he made during an event with jewish Leaders Yesterday. Here is a Fact Check on it. President biden spoke with jewish Leaders Yesterday in advance of Rosh Hashanah and said something that was false. Biden said he remembered visiting the tree of Life Synagogue in pittsburgh. He strongly suggested after the synagogue was the sight of an a a antisemitic terror attack. I remember spending time at the going to the tree of Life Synagogue, speaking with just amazing these things are happening. Happening in america. Reporter there is a big problem here. The Executive Director of the tree of Life Synagogue told the new York Post that biden had not actually visited. Cnn reached out to the White House about this and so far they have not been willing to comment, in other words they have not dispute what had the synagogue told the post. And cnn found no News Articles or anything else that would serve as evidence that biden did visit. Now, it is possible that biden spoke with someone from the synagogue by phone. That quote ended with him saying speaking with them. He said in 2018 he had friends that attended services at the tree of life. Regardless, this was the president telling jewish leaders he remembered spending time at the site of an antisemitic massacre, going to the site of the antisemitic massacre and theres just no evidence this is actually true. John and kaitlan . And well see what the White House says about that today. But it also comes as President Bidens economic agenda is in jeopardy once again after a new warning from his fellow democrat and pivotal voter joe manchin. Health officials are sounding the alarm about a large number of new outbreaks across the state, many of them linked to the reopening of schools. Joining me now is public Health Writer and researcher at the university of st. Mary, amber. You said georgia could be at risk of a regional Hospital System Collapse if the current trends continue. What would that even look like . Well, what it would mean is that, you know, hospitals are unable to provide the care that they could normally provide to patients. So lives that could ordinarily be saved might not be possible because there just isnt enough bed space, there isnt enough staff. And so, what it really means is the triaging of care. So youre saying this would look like people going to the hospital, they have a sick child or theyre sick themselves and they wouldnt get the care precovid. Yeah. We already have situations where patients are waiting hours to be seen because theres just so many people and theyre so much more serious. And so what that means is that hospital issues like Car Accidents and strokes and Heart Attacks happen every single day. And we know that in those circumstances that seconds count. So any sort of delay is really impactful. And what are you hearing from Health Officials there . Those Emergency Room workers, people who are actually living this day in and day out. Do they have the same concerns that you do that a collapse could happen . Thats actually where i started to hear this from was the Emergency Room doctors who have been saying this is unsustainable. Theyve got nurses that are leading the field. Its a really scary situation. It is scary theyre already risking their lives going in, working throughout the pandemic. They have been strained over the last 18 months. Im curious, does this have to the opening of schools that is happening right now across the nation, do you think that is playing a big factor in this . Well, you know, the surge in georgia started before the reopening of schools. But youre right, the south tends to open schools earlier than the rest of the nation. And so, you know, we have already seen that a lot of outbreaks are happening connected to schools. The number of outbreaks happening in schools is higher than its ever been before, dwarfing anything we have seen earlier in the pandemic. So it is a cause for concern because those kids when they get sick, theyre not an adult who can go home and quarantine and isolate by themselves. They go home to families. Some of whom are going to have underlying conditions, perhaps pregnant and be immuno compromised that could really lead to complications with covid19. Amber, im initially from neighboring alabama. I know a lot of people who did not get vaccinated right away. They waited. And now a lot of them are starting to get vaccinated, several people im quite close to because theyre seeing people at their work get really sick with this surge of the delta variant. Is that something that you think is driving these new vaccinations . We know 4 Million more people got their first the dose of the vaccine in august than in july. Yeah. I mean, the thing about public health is a lot of the time its not personal until its personal to you. And so seeing that proximity of somebody who has been really sick can be a very powerful motivator to go ahead and get that vaccine. I really celebrate every Vaccine Dose were getting into arms right now. Its not too late to get vaccinated. I would encourage people to go ahead and get that done as soon as they can. Agreed.
