We begin with Breaking News in New Zealand where there has been a Terrorist Attack at a Shopping Center in a residential neighborhood of auckland. Six are wounded, some in critical Condition And Police killed the knifewielding attacker. And the prime Minister Arden said that he was under surveillance by police. For more, im joined by Ivan Watson in hong kong. Horrific attack though it sounds as though it could have been a lot worse if police had not been so close to respond. Con reporter and if he was armed with a firearm. In this case the attack took place after 2 00 p. M. Local time in this supermarket. And we have i willmages that we filmed by eyewitnesses where you can hear the fear in their voices as they kind of in some cases are running out of the supermarket, in other cases are inside in Disbelief Hearing that there appears to be a man with a Knife Stabbing people inside the supermarket. As you mentioned, six people wounded, three in critical condition. And the authorities have since revealed that the attacker actually bought the knife in the supermarket that was then used as j as arden described it for violence. And it only took about 60 seconds by the police who were tasked with monitoring this individual who had been described by New Zealands Prime Minister as a known threat, who had been labeled and identified as a national Security Threat as early as 2016 and under constant surveillance. And again, it is that Monitoring Team that shot and killed the individual who has been identified as sir lankan national who moved to New Zealand in 2011 and who was a supporter of the extremist movement isis. The New Zealand Prime Minister went on to say that the authorities have done everything within the laws of New Zealand to try to protect this individual but he could not be arrested for simply supporting in words the beliefs of isis. Many agencies and people were involved and all motivated by the same thing, trying to keep People Safe. Reporter but really what is incredible about this case is that the suspect, Gentleman S Arden said she personally knew about his case. And even the newspaper had written about this personsleman said she personally knew about his case. And even the newspaper had written about this persons case. And despite the amount of attention at the highest levels of government, despite the undercover police that were following the individual, still able to carry out terrifying acts of violence before him brought to heel by law enforcement. Eight tornadoes were reported across the northeast including one that destroyed or damaged about two dozen homes in southern New Jersey. It has been a hard day for New Yorkers to not just deal with the weather but to wake up and know that we lost some of our fellow citizens simply because they werent able to get out of their car or home. He said the government has been mobilized to do everything it can to help all of idas victims as quickly as possible. Reporter and in boundbrook New Jersey, waters are still high enough to completely cover Train Tracks and to flood this stadium. Parts of New York are still under water, a major highway in the bronx now a parking lot. And here in meramec, New York, the cleanup getting under way, the Bakery Owners lost everything. How high was the water . At least 6 feet. Almost 6 feet. You see where that line is . That is where the water went up to. Reporter it all started Wednesday Night the national Weather Service issuing a Flash Flood Emergency in new York City for the first time ever. Report was 3 to 6 inches over the course of the whole days which was not a problematic amount. That turned into the biggest single hour of rainfall in new York City history with almost no warning. Reporter but its intensity took many by surprise. The Citys Infrastructure was unprepared, dozens of people were stuck on City Buses and in subway stations. A lot of people struggled, yeah, oh, my god, ive been down here from 11 30 something. Reporter and the mta reporting 46 stations were inundated with water. Officials admitting the system was not designed for this type of Record Rainfall. Anything over 2 inches an hour, well have trouble with. But here we are in southern New Jersey about a 45 Minute Drive from philadelphia, two Hour Drive from new York City and a tornado touched down in this neighborhood. I want you to have a look at the catastrophic damage. People had so little time to get to safety and when they emerged from their basements, this is what they saw. They are saying about eight confirmed tornadoes so far in the northeast. Incredible right now, but in this neighborhood, No One died even though they are saying that in the state of New Jersey so far, 23 people have lost their lives. And people in this neighborhood know how lucky they are, i want you to listen now to Mike Castle who described what happened in just a few minutes. I was up in the shower and we got the Towardrnado Alert Warni and my wife said you got to get out and it wasnt three minutes later that all my back windows exploded and it sounded like a Freight Train ran through my living room. Reporter so hard to come to terms with, but people know that they are lucky given the destruction. I want you to have a look at the rubble they have already been cleaning up today. And these are the remnants of what were their dream homes. These homes are not old and this was a pristine neighborhood. And now people trying to pick up the pieces. And really asking a significant question, Given Climate Change and given everything that they have seen going on, saying this is not tornado alley, this is New Jersey, a place where t tornadoes rarely strike, they are wondering if they should rebuild or move on to a place that perhaps is a little bit more protected. I watched as you were on location for cnn as you were battered by ida down south, but we had no idea that it would week such destruction up north. Yeah, the effects are just so long standing going from the gulf all the way to New England. This of course is the remnants of tornadoes that just really put their mark on New Jersey. There were eight confirmed tornadoes that took place and this was all associated with the remnants of ida which as kim just said i was riding out in southern louisiana. So couldnt even catch up to the storm. It wasnt just the tornadoes that were the problem, the Storm Surge and the South Coast and into the Gulf Coast i should say, but also the extreme amounts of rain that took place across New England and some of the major metropolitan areas. We had over 20 daily Record Rainfall totals just on September 1 alone. So we havare seeing the Climate Crisis seeing it unfold. Heatwave last month and now the remnants of ida and of course the 00 ongoing drought and the Caldor Fire that threatens portions of south lake tahoe. So what is happening here . Well, we are warming. We know that. One degree sells us above the preindustrial averages is allowing for atmospheric water vapor, so basically the earth to produce more heavy rain events, that is taking place. And it unfolded before our eyes in Central Park this week, 80 millimeters of rain in a one hour period, that is a record for new York City and guess what, last time that record was broken, just two weeks ago. You see the trend im talking about. The oceans are also warming as our planet warms and it absorbs the majority of that heat, that provides the fuel necessary for stronger hurricanes. Take it from me, riding out the storm in southern louisiana, we felt the direct impacts from an eyewall for five hours. That is winds in excess of 140 miles per hour. And that will become more likely going forward in time with our Warming Planet and our warming oceans. This has impacts on the Wildfire Season as well, it is extended later and starting earlier as well. Of course the number of acres being burned is also increasing on average, you can see that according to this graph showing the increase in large active wildfires over the western u. S. In pennsylvania, at least four people are dead after flooding caused by the storm. Officials estimate they have responded to thousands of Water Rescue calls across the state. This is the most dramatic scene of the day, this is interstate 676, the vine street expressway, straight through the center of philadelphia. And it connects Interstate 76 on the west to the Ben Franklin Bridge in camden, New Jersey in the east and this has been very flooded, the water is very high. You can see the water, it was up to the 21st Street Overpass there, it has receded a little bit now about halfway to the bottom of the road there. This is just one scene here in philadelphia. The Schuylkill River crested about 17 feet early on thursday morning. It has receded some and will go below Flood Stage after midnight. That means that the Flood Warning here in philadelphia will stay in place until 7 00 a. M. On friday. Hundreds of water recent could you rescues in montgomery county. The town of bridgeport had at least one person die in a Water Rescue there. The island is uninhabitable, there is sand across the entire island, 10 to 12 breaks, 100 of the structures damaged, 40 were destroyed. Reporter Plaquemines Parish under water. From officials surveying damage struggling to clear roadways and keep Water Systems going, the message is clear. We encourage any resident that evacuated to remain there and stay there at this present time because we do not have the resources to help you. Reporter power crews from all over the country grinding through neighborhoods, Street By street, Power Company supervisors told us off camera that it is an enormous task. One foreman in the east area where some power has been restored told us to move back as his team replaced a pole because it was too dangerous. When i asked him how long it would take to replace the Pole I Cant give you a solid answer, man, i aint got that magic wand. How tough it is . Im wringing wet, 16 hours a day, last five days straight. Its what we do, bud. Reporter and when they find a down pole, it is not just a matter of propping it up. Here is an example of how complicated it is just to restore power. A supervisor told us what these guys are doing is a procedure called a locate. They have to try to locate a Power Line but also locate water, Gas And Fiber lines that may be down there so that they dont interfere with them. So they are using manual what they call slap sticks, these are post hole diggers with long handles just to try to find those lines so they dont interfere with them so that they can get this pole back up and running. Residents of New Orleans east tell us it has been tough without power. I threw away maybe like 500 worth of food, had to go to mississippi to get ice. And groceries and gas. Reporter Larry Jackson took it upon himself to flag down a Power Company scout coming down his street in a Pickup Truck and offered some incentive before. I told him hey, look, ill buy you some fish if you get my pole straight. Reporter and cars lined up for miles in search of food and water. The search for gas still a struggle. Of course liberal justices in their view, to the Supreme Court. Hes never been a fan of that, but there is a commission studying if that would work. The Bottom Line is that is not going to happen. So this is something that really is a consequence of the election. The Supreme Court is based on the trump justices that make up the Supreme Court right now. So this is something that President Biden, yes, is concerned about but, frankly, can do little about it at least in the short term. U. S. So hard to know exactly what to expect in terms of this new taliban government, certainly the taliban have made plenty of promises, but what are you H Hearing . Reporter yes, first big diplomatic test for the taliban 100 because this is the moment where, you know, they have said a lot of things about how they will give women education, how they will have for example nontaliban members in the government to sort of give a message to the people of afghanistan that they will be inclusive, inclusive of different ethnic groups, inclusive of less conservative views. That is why everyone is watching this moment so carefully. But i think the sort of Ground Reality is the picture that begins to emerge is the taliban are going to have all the senior and important positions and the question is who do they include as the nontaliban member or members and what Role And Relevance do they give that person. I think that we can expect, you know, the security, defense, internal security, education, religious institutions, all Those Sorts Of Dtoday Die Menti fall directly on the taliban. And there is one name that is floating up the list as possible members of this new government. And he is a former Prime Minister in afghanistan, very conservative in his views. More closely aligned to the taliban per se than people like Abdullah Abdullah or karzai. But undoubtedly this will be the moment the community gets insight into whether they will be inclusive and i dont think that anyone is expecting a woman to get a senior position in government. But waiting and watching. And one of the questions that the government will have to deal with is how they will administer the airport, who are they going to allow to leave. Our focus generally has been all those people escaping by air via kabul, but so many others have been trying to escape by Land To pakistan. And you have looked at the exodus of The Border. Tell us what you saw. Reporter yeah is this is a message if you will about The Border that the pakistani government is communicating to all visiting diplomats. Foreign secretary is here today, C Dutch Foreign Minister and german Foreign Minister earlier also. And so pakistan could be on a large number of refugees if the situation teedeteriorates. So the message is look at what they do but engage with them. Cnn has had the opportunity to talk with some of those people who are fleeing afghanistan and get a look at the situation. As they set foot on new soil after countless hours of travel, many of the more than 150,000 evacuated afghan refugees relieved to be free from fear of life under taliban control. This 14yearold former translator now in south korea. People do not believe them, we do not believe their promise. They are opposite of humanity and especially for the women, for the girls. They are not happy. Reporter whether in south korea, the u. S. , spain, mexico, france, qatar or many of the other Hundred Plus countries that have vowed to take them in, their new lives and dreams begin now. We came here and we want to live for long time in peace and our children should have a good education here. And a peaceful situation. Reporter and at The Border with pakistan, those not lucky enough to get the Evac Flight Struggle to leave. But all fearing the taliban but looking for survival. Translator previously during such change a lot of looting had happened. So for that reason people are scared, people are running away. Myself, ive come here with a patient for medical treatment. Reporter and some coming for that most basic need. Economic certainty. Escaping drought and unemployment. Translator we are 150 families, it was tough for us to cross The Border. We were very oppressed and many families are stranded there. We were unemployed and hungry. We migrated here because of poverty. And we need help because we dont have tents and food. We have nothing. Have mercy on us. Reporter there was no work here. No jobs. We fled to back stand in disarray, were requesting the pakistani government to help us because were refugees. Look at these kids. They have nowhere to go. Reporter so for now, Pakistans Message to those would did not be refugees is dont come if you dont have the correct paperwork. And the reason is quite simply over the yearsdid not be refuge dont come if you dont have the correct paperwork. And the reason is quite simply over the years they have hosted millions of refugees and they are worried about the potential of what could happen now that the trickle that is coming to The Border at the moment could turn into a flood and they dont feel that they have the capacity to handle that many refugees again going forward. And that is why this meeting with british Foreign Secretary and other meetings of pakistani officials is so important because i think that there is a real recognition that the western countries are not particularly going to like what they see when the taliban announce their new government, they perhaps wont feel as inclusive as they would like. But that importance to engage and engage economically because otherwise this trickle of refugees really could turn into something much bigger. Interesting.
