Burnett. Tonight, the Death Toll has risen significantly. At least 45 people killed across the East Coast as remnants of ida leave breathtaking destruction. This is the first time weve had a Flash Flood of this proportion. Sadly tragic, historic 24 hours in New Jersey. Theres Noover Way to put it. Tonight in the northeast, more than 100,000 people are in the dark, and the threat is not over yet. New jersey appearing to be the hardest Hit State with 23 people dead. Officials say many more are still missing at this hour. This video were going to show you, floodwaters turning entire neighborhoods into islands. A baseball field, flooded. The outfield and lower stands, completely submerged. And to give you an idea how widespread the damage is, this is what that area normally looks like. For many people, the only way out is by boat. Weve seen people being rescued by the water all day long. There are also recordbreaking flooding in New York where 15 people died, The Rain Falling so hard and so fast, it smashed new York Citys previous record set last month. More than 3 inches in one hour. That has never happened before. It was more than the City Streets could handle. This highway still under water. Cars and Trucks Abandoneded as people looked for higher ground. Watch this. Thats how you make your money. Im here. Im holding you. Just like that. That water really is unbelievable. New Yorks Subways now back up and running after being knocked offline. Water was seen just gushing onto the tracks overnight. Basement apartments also flooding so fast that some New Yorkers including a 2yearold Boy sadly did not make it out in time. In addition to the flooding, people in pennsylvania and New Jersey are also cleaning up after tornados. Miraculously, truly, No One was killed after a twister tore through this neighborhood. Look at that. Tonight, President Biden who will be heading to louisiana tomorrow, is promising help is on the way for everyone affected by the storm. Theres a lot of damage, and i made clear to the governors that my team at the federal emergency management association, fema, is on the ground and ready to provide all the assistance thats needed. We have reporters on the ground from louisiana to New York. I want to start with jason carol. Hes outfront live in noncht how are things there . Reporter behind me, you can see people gathered at this home. Two people lost their lives. They were in the basement when the water rushed in. They could not make it out in time. Their names will be added to the names of all of those who perished during the storm. Tonight historic Flooding Pummeling the northeast, and the race now to rescue people from their homes. Were still uncovering the true depth of the loss, the human loss, which is hard to imagine. Officials say they have responded to at least 500 Emergency Calls in just one philadelphia county. Were still seeing ongoing flooding in the Southeast Portion of the statement, some of which is surpassing Record Flood levels, and there are rescues ongoing. Reporter Flood Gauges show the Schuylkill River rose 8 feet in 12 hours. At bound brook, New Jersey, water covered Train Tracks and parts of this stadium. A major highway in the bronx now a parking lot. And here in mamaroneck, New York, these people lost everything. How high was the water . I would say at least 6 feet. Where that line is . Thats where the water went up to. Oh, my god. Reporter it all started wednesday night. The national Weather Service issuing a Flash Flood emergency in new York City for the first time ever. The report was 3 to 6 inches over the course of the whole day, which was not a particularly problematic amount. That turned into the single biggest hour of rainfall in history with almost no warning. Reporter but its intensity took many by surprise. The Citys Infrastructure was unprepared. Dozens were stuck on buses and in subway stations. Oh, my god. Ive been down here from 11 30 something. Reporter the mta reporting 46 stations were inundated with water. Officials admitting the system was not designed for this type of record rainfall. Anything other 2 inches an hour, were going to have trouble with. Reporter and, kate, the folks in this neighborhood tell me theyve seen these Streets Flood before, but nothing like what they saw Last Night. Thats what were hearing from all over the city. Theyve seen the Subways Flood before. Theyve seen the Streets Flood before, but, again, nothing like this. Kate. Jason, thank you so much. I want to go to mulligan hills, New Jersey, where a tornado touched down, destroying at least 25 homes mchl people there are still without power there tonight as well. Paula newton is on the ground. Shes joining me now. Paula, how bad is the damage there . Reporter kate, as sobering as it is, and i want to show you the damage here, look at this. Homes destroyed completely by a tornado. At least eight tornadoes touching down in the northeast. Whats so miraculous is people know theyre lucky despite the destruction. There have been no severe injuries, no death, but the voracity of the storms, you hardly had any time at all. They could see the Funnel Clouds through their windows as they got notice on their Mobile Phones to take shelter in their basements, and within a few minutes, it was all done. I want you to hear from mike ca cassel. They took their 3yearold girl into the basement and that is what theyre sure saved their lives. Take a listen. It look as little more like oklahoma today, but its south jersey, farm town. Never would have thought. Reporter people keep saying three minutes. How desperate do you think it would have been had you not heeded the warning . I think it would have been dire for a lot of people. I mean, you see Ore There The House is completely flattened unfortunately. They did the same thing. They went in the basement. Something felt different, and ev did the right thing fortunately. Reporter it certainly was different. The governor of New Jersey says there are at least 23 deaths, but none in this neighborhood. Peoples dream homes, kate, have turned into complete rubble. And the next question is do you rebuild . I mean you heard Mike Cassel say, this is New Jersey, not oklahoma, and they dont know what the insurance will cover. And, quite frankly, kate, theyre not sure they want to relive the terrifying moments they had in this neighborhood Last Night. Kate . It looks like a beautiful neighborhood torn to bits. Paula, thank you so much for joining us. Congresswoman, thank you for being here. I know youve been traveling throughout the community today, seeing the destruction, the damage and destruction, and talking to the residents who lived through this. What are they telling you . So i think theyve gone through a range of emotions in the last 12 hours or so. You know, Last Night was just lots of fear. People didnt know what to do. They were literally watching what seemed like an Ocean Or Wave Pool Right in front of their homes from their stoops. And today when we went around, we are mostly seeing recovery and cleanup. Most people have unloaded either their Basement Apartments or their garages, their belongings from clothing and shoes to refrigerators and washer dryers are lining the sidewalks here in queens. A lot of them are emotional because these are their lifetime belongings, and they have to get rid of them. And a lot of them have lost their cars. Many of these families only have one car, and for some of them, its their means of, you know, Making A Living in some cases. Youre describing it so well, but how extensive do you think the damage is going to be for so many people in your district . I think, you know, these are everyday hardworking families. I dont know how much savings they have. Remember, people here in queens and throughout the country have just gone through covid. A lot of people have lost jobs and Loved Ones and even their homes, and so they have already been devastated. A lot of them, you know, im meeting for the first time, and they have tears in their eyes because they foal like they cant go through any more. They havent got on the that point, but they dont know how theyre going pay for all of that or replace some of the belongings. And worst case is the cases where lives were lost. I was in one apartment where within minutes, a family of three could not make it out in time. The Water Rose Beyond above their Head Level within minutes, and they never made it out alive. I want to play something that one queens resident whose home was flooded told cnn. Let me play this for you. I cant think anymore about how i feel at this point because of the chaos outside. My neighbors, Theres Loss of life. Ive lost everything in here. Mostly the lives out there. I just dont know. We need some support. This is too much for us. Theres no end in sight. Theres no end in sight. I was really struck by its getting to what youre saying. Its like tragedy on compounding tragedy that people have been through. She says she doesnt know where to begin. What are people asking for in terms of help . What do they need . I think at this point in the last few hours when i talked to people, they are physically and emotionally worn out. Theyve spent all night moving their belongings out. You can literally see their eyes and foreheads, you know, clouded by their tears and their sweat. We went around to give out some information, but i dont know if theyre ready for that point in the process to date. Maybe in the next few days, but they are really emotionally tapped out, and we just want them to know that we stand ready to help them whenever theyre ready. Emotionally exhausted and physically spent from what theyve been through. Thats something you can say for the last 18 months of this pandemic and then this. Congresswoman, thanks for your time. Thank you. Outfront next, more of our breaking news. Historic flooding trapping hundreds across pennsylvania. Were going to take you to one of the hardest Hit Areas yet where crews have responded to over 400 Water Rescues. The supreme court stops nearly all abortions. Residents were hit with more than 8 inches of water. More than 100 people in philadelphia needed to be rescued from Floodwaters Today so far, and parts of the city are still under water after seeing historic rainfall. The massive amount of water and how fast it fell, forcing the Skew Cool River to rise 12 feet in just eight hours. Pete muntean is outfront in philadelphia for us tonight. Pete, the city seeing this historic flooding that still isnt receding in some parts, whats the latest there . Reporter its a really serious situation, kate. This is the Vine Street Expressway behind me that connects 76 on the west to the Ben Franklin Bridge on the east and camden, New Jersey. Its filled with water right now. Typically at this time its filled with cars. Its a big problem and really shows the impact. That bottom of that overpass there, 21st street, the water was much higher earlier. Its coming down a little bit, but thats about the clearance of about halfway from the water to the bottom of the overpass of what the water would not be like typically. It would be filled with nothing. It would be filled with cars. This is a really serious problem here in philadelphia and regionwide. The Schuylkill River overflowed its banks earlier this morning. Crested about 17 feet, a number not seen since 1869. Now its down to about 11 feet, according to the national Weather Service, and will not be below Flood Stage until sometime after midnight. Thats why the Flood Emergency here remains in place in philadelphia until 7 00 tomorrow morning, and were only just now getting a glimpse of how bad the damage will be here. I talked to you earlier today, kate, over at the banks of the schuylkill. That area has filled with trash from upstream, flowing downstream in philadelphia. Its a really big issue, and we know there have been many, many Water Rescues, 500 calls alone just Last Night according to Governor Tom Wolf in Montgomery County to the north, and we know several people have died in the state of pennsylvania as well. Ill tell you, where you are at the Vine Street Expressway, the former governor of pennsylvania says they could not believe that scene. That does not flood. That is a major thoroughfare. Its crazy. Reporter and there was a Pumping Station here, kate. This was the headline when you think of the 300 roads closed here in pennsylvania earlier today, this got Top Billing because a Pumping Station was also under water. This is a spot that would be filled with traffic. Now its just filled with water. Pete, thank you very much. Just as pete was saying, one of the harrest Hit Areas is suburban Montgomery County. Five people a have died. Two people have drowned. Over 500 calls for Water Rescues. Thank you for being here, commissioner. What are you seeing and hearing from residents today, tonight . Well, its been a busy 24 hours, and the situation is by no means over yet. It did start Last Night with very heavy rains. On average we had about 8 1 2 inches of rain in our county in a relatively short period of time. The national Weather Service has confirmed that we had an Ef2 Tornado that touched down in Upper Dublin and other townships in our county. That tornado caused a significant amount of destruction. There were winds of up to 130 miles an hour. So you can imagine the havoc that that brought. And then the flooding started. As you heard, the Schuylkill River is still in our county at major Flood Stage. I dont think we know yet the entirety of the damage from this storm. Its amazing whats happening with the schuylkill. All day we were watching, during my show early already today, we were watching the Water Rescues taking place, really, throughout your county. We mentioned 450 rescues. Its getting toward dark now. Is that still going on . There are. I think were up to 452 officially. I just want to put that in context for your listeners, because the most Water Rescues that my county has ever had in conjunction with a storm was last summer when Ei Eeeasis ca through. I have to give a shoutout to our first responders, firefighters, ems, police, Water Rescue teams oop. They have been working nonstop since yesterday evening. Its truly amazing. As you mentioned, tragically you have at least three confirmed deaths. Do you believe thats the extent of it . Actually sadly were up to four, and im sorry to have to report that. Obviously we send our condolences to those families. There appear to be three individuals that did drown and one individual that was involved Instructial Damage related to that tornado. So its just heartbreaking, and we certainly hope that that is the final count. But we will see. Commissioner, thank you very much. Thank you. Lets turn to the aftermath of Hurricane Ida in louisiana where the storm first hit. Tonight were learning four Nursing Home residents died after more than A Hundred of them were evacuated to a warehouse to ride out the storm. 12 others needed to be hospitalized because of that. Tonight the Department Of Health calls this now a, quote, serious and active investigation. More than 900,000 people are still without power, and President Biden is scheduled to visit the area tomorrow. Ed lavandera is outfront for us in laplace tonight. Ed, theres a lot of critical infrastructure still down tonight, making it difficult for people to even really think about recovering. Reporter yeah. And psychologically people are really beginning to come to terms with the fact this Recovery Process is not going to be rapid, and all of the flashbacks, the story lines you mentioned here, the eerie flashbacks with what happened with Hurricane Katrina 16 years ago, teen pungent smell emanating from floodwaters standing here harkens back to those horrible days 16 years ago. The Gas Lines again continue to be an issue as the number of Gas Stations in the Baton Rouge and New Orleans area, 65 of them now without gasoline. That number was just over 50 yesterday. And parish officials, we are in st. John the baptist parish, west of New Orleans. The Parish President really described a disturbing scene in the level of work that needs to be done to get this community back online. Listen to what she was telling people earlier today. I want to be very honest and frank about this. Electricity, every substation, every transmission unit, every critical piece of infrastructure as it relates to electricity has been damaged in st. John, and so it will be a lengthy amount of time before we can get that restored. Reporter kate, this was one of the hardest Hit Neighborhoods here in the community of laplace. All the homes around me took on several feet of water. You see residents beginning that awful process of taking out all of the debris from their homes. That is the work going on in the midst of doing this as other crews are working to set up power lines, get the Gas Pumps up and working again. So a great deal of work and really not a whole lot of good news on the timeline that so many of these people here are facing. Kate . Sure doesnt look like it. Outfront next, democrats promising to fight the Texas Law on the ban on abortions there. What can they really do . And dr. Fauci delivering promising news on the Booster Shot and how big of a difference a third shot could make. Knows everyones unique. Thats why they customize your car insurance, so you only pay for what you need. New tonight, an Unprecedent Assault, President Biden slamming the supreme court after its 54 decision to reject the request to restrict the abortion law. The supreme courts ruling overnight is an Unprecedent Assault on a womans constitutional rights under roe v. Wade which has been the Law Of The Land for almost 50 years. Going on to say Last Nights impact will be immediate and requires an immediate response. Outfront now, amy klobuchar. She sits on the senate judiciary committee. Thanks for coming in. You agree with President Biden on. This what dow you think, though, when he says immediate response. What do you think the immediate response is or should be . Well, the president gets this. This is a medical crisis for women in texas. 85 of them that seek Abortion Services will not be able to exercise their constitutional rights as Justice Sotomayor so well pointed out. Eve Justice Roberts, who is far from a liberal, whos very conservative, sided with the three liberal judges, sided with them and basically said that this was unprecedent, that it was ununusual, and that the State Wouldnt even own the law. They basically created bounty hunters. They put it on individual citizens to report these cases if after basically six weeks a woman seeks an abortion. Not even as the law requires, not even an exemption if it affects a womans health, if it affects a womans life. It is an outrageous decision, which is why you saw these strong reactions in the dissent. And so the focus now is one calling attention to this. Two, im sure that there are legal battles that are left to be fought, but i think the final thing is in my mind we should pass a law in congress, and Speaker Pelosi has already committed to moving forward on this to basically what we call codify, to put into Law Roe v. Wade. Those protections have been on the books for neenearly 50 yea. Thats why i consider them precedent, superstrong precedent. These justices plus two conservatives already on the court had their own agenda, and thats why it is on congress to put this into law. Youre cosponsor of this law that would codify this into law, make it an act of congress. If you need ten republicans in the senate to do this, is it really going to happen . First of all, you know there are prochoice republicans, specifically Senator Collins is prochoice and Senator Murkowski has voted prochoice. But what i think we need to do and ive always believed this is for a number of months now i have been asking for this and that is to abolish the filibuster. Our countrys basically on fire. Theres floods that have wiped out major portions of the south that dont have a Power Grid in New Orleans right now. What were seeing on the East Coast and the deaths due to the flooding, Climate Change is here. Youve been covering it on your show. My heart goes out to those hurt or lost Family Members with Hurricane Ida. But the point is we need to get action going in the u. S. Senate, and we continue use this archaic rule anymore called the filibuster to block action when it comes to womens rights, when it comes to doing something to put in green House Gas standards into place. I just think that otherwise were going to just be sitting here admiring these problems and sending out tweets and not getting anything done. You mentioned superprecedent, and theres a reason i want to bring that back. You had a memorable backandforth during questions of Justice Amy Coney barrett about roe v. Wade last nfall. I want to play for everybody just a part of it. As richard fallen from harvard said roe is not a superprecedent because calls have not ceased. That doesnt mean Tit Shouldnt be overruled. It means on a small amount of cases no, one questions anymore. I am then left with looking at the tracks of your record and where it leads the american people, and i think it leads us to a place thats going to have severe repercussions for them. What happened overnight, is that exactly what youre talking about . The Midnight Decision you mean where Justice Kagan pointed out in 72 hours they basically put into Operation A patently unconstitutional law . Kate, i want your viewers to know even as recently as 2019, this court has stayed laws involved abortion. In june, medical services, they basically stayed the implementation of State Law that would have physicians have to have admitting privileges in a hospital within 30 miles. And they were about to consider another really Big One Out of mississippi, which is why this is kind of so surprising, which, i have to say go ahead. No. I was just going to say, this leads to another important question that there are now growing calls on the left with this all in mind that for liberal Justice Stephen Breyer to retire, to ensure that a democratic president gets to pick his replacement. Breyer is 83 years old. You previously said, and the way i think you put it, if hes going to retire, it should be sooner rather than later, but saying, its up to him. After this ruling, after what happened overnight, do you want to say that differently now . Im one of the few people that have spoken out on this in the u. S. Senate, and that is because i believe that he gets that decisions by justices to retire in his own words based on Someones Health he seems to be healthy. Hes older, but healthy. The second is the court and how the court will look to the future. You have justices on that court right now who are basically in the words of the dissent are basically allowing a patently unconstitutional law thats going to affect thousands of women in one of the biggest states of the country, and who knows the precedent. We can imagine other states will be rushing now to do the same thing. Theyre allowing this to stay in place and not stay it on an emergency basis. I think, yes, as i said from the beginning, he should make his decision sooner than later. If hes going to retire, he should retire sooner rather than later. As you know, kate, the way we fix this, given the fact that the court is not going to magically change its opinion when someone as conservativive as Justice Roberts is in the december sent, to me, the congress must act. Im also hearing you say, the message might be from you tonight, it should be sooner for further justice, but, again, i understand. That is me extrapolating. That is me extrapolating from what you said. Thank you, senator. I appreciate it. Its from congress. But thank you very much. Thank you very much. Outfront next, florida governor banning School Mask mandates, and the anger over telling students to mask up is a dangerous level. And some of the bigger names in the party making their way to california in the hopes of preventing a republican from becoming governor. Then i discovered sofi. Completely changed my life. Lower interest rate. My principal is going down. Sofi is a place where you can start to tackle those money goals today. Compared to where i was three years ago, im kinda killing it. You need an ecolab scientific clean here. And here. Which is why the scientific expertise that helps Operating Rooms stay clean now helps the places you go too. Look for the Ecolab Science certified seal. Tonight a Florida Judge signing the order officially striking down the move by governor Ron Desantis to ban School Mask requirements, desantis promising to fight it and appeal, which is adding even more uncertainty as the School Year is already under way. Its just the latest development in a fight that just wont end over wearing masks in schools. Heated arguments are now turning into all out brawls. Tom foreman is outfront. Reporter Back To School has become a Battle Cry in the covid wars everywhere. The School Board in oregon firing the local superintendent amid anger and tears. Officials are not saying why, but the move came shortly after the super said classes would comply with this order from the governor. Moving forward for the immediate future, masks will be required in all indoor public settings. Reporter School Board Meetings Coast to coast are erupting. Some are already in uproars over critical Race Theory and transgender rights. I am disgusted by your bigotry and your depravity. Reporter but now the fight is over vaccinations and masks, never mind the polls show most americans broadly support the idea of masking in schools. Teachers and health officials are being attacked for even trying to enforce such safety measures. In florida, a man opposed to masking was arrested after authorities say he physically clashed with a student. Public meetings there have filled with rage. These are Demon Ic entities, and all of the School Boards in the united states of america and All Of Us christians will be standing together to take down the Police Or Anyone who tries to take us out do, you understand . Reporter a key member resigned after receiving Death Threats while in wisconsin three Board Members stepped down, saying the job of tending to Serious School Matters was becoming toxic and impossible to do. We didnt get to the point of fisticuffs, but was there a lot of Vitriol And Disruption . Yes, it did occur. Reporter from maine to michigan, wisconsin and leake. I already told the school my children wont be wearing masks. Reporter over widely differing views over what it means to a good american. We had a headline there from kansas city. Was actually from the Missouri Siechld but there have been fights like this on the Kansas Side and in kentucky and in iowa and in nevada, just about everywhere, where, again, kate, its a Minority Driving forward with this idea that their sense of freedom is more important than a proven measure to protect all the public, including their own kids. Kate . Tom, thank you for that. Unbelievable still. I want to bring in right now dr. Jonathan reiner. He advised the White House medical team under president george w. Bush. Dr. Reiner, tom put it together, i think, very well. Its like a summary of 18 months into this pandemic, were averaging 170,000 new infections per day, 14,000 deaths still, and people are still arguing over masks. What do you even say to this now . It was fatally politicized early on in the pandemic when at that time the president of the united states refused to wear a mask in public for months. Im waiting for people to move past that point, right . Were looking for a return to Common Sense in the united states. These are the facts. Were fighting a respiratory pathogen. Kids can get this virus as avidly as adults. In fact, almost a quarter of all new infections now are in children because many adults are vaccinated. Kids can spread this virus as avidly as adults. We know that clearly. We also know that masks will prevent or dramatically reduce both the acquisition of this virus by the wear and the transmission, and the better the mask you wear, the better the reduction is. Its not that complicated. Its not a, you know, demonic tool to control our children. Its a way to try to keep them safe. There are almost 200, 250 kids being hospitalized every single day with this virus. Were just trying to protect them. We need to return to some levelheaded Common Sense in this country. I still hope this will happen. Some interesting notes on Booster Shots. Dr. Anthony fauci is pointing to new data from israel that suggests the booster means a tenfold decrease in the risk of severe illness from covid. Listen to this. Theres No Doubt from the dramatic data from the israeli study that the boosts that are being done now and contemplated here support very strongly the rationale for such an approach. The fda still needs to sign off on boosters but what do you think . The data is really strong. For the first basically 45 days of the Delta Surge in israel, every ten days, the number of hospitalized seriously ill hospitalized patients in israel doubled. Doubled every ten days until israel started their third dose campaign. Two weeks after initiating their third dose campaign, that Exponential Growth stopped, and it stops because people who get the third dose have, as you just said, a tenfold increase in the level of neutralizing antibodies, so it works. This is why the cdc and the fda will approve a Booster Campaign in the united states later this month. Well have to see whether they keep their originally described eight months from the last dose or whether they move it to what the israelis are doing, which is six months from the last dose. We need to start this, and as soon as we do start this, well start to see a significant drop in both cases and in hospitalized patients in the united states. Fascinating. Good to see you, doctor. Thank you. My pleasure. Outfronlt next, democrats turning to big names as Governor Gavin Newsome fights to save his job. Plus cnn takes you inside of the five flights of afghanistan.
