First ever Flash Flood emergency. Look at this subway platform. Officials say this was a once in a 500year event. More than 8 inches of rain in just a matter of hours in some places. Rescues are still happening nearby. Pete, that river is still rising. Thats right. You know, were maybe only at the beginning of The End here in the philadelphia area. This is the schukyl river. Its at 16 feet and could go to 19 feet as the waters are only now beginning to resurge. The Flood Warning here in philadelphia ends at 7 7 a. M. Tomorrow, and the national Weather Service says it will not get below Flood Stage in philadelphia until after midnight tonight. I want to show you the impact of this river. There have been Water Rescues taking place all day. The Governors Administration says there were 500 calls for Water Rescues in the Montgomery County suburbs to the north of here. You can see famous Boat Rouse Row in the distance. It has been under water for hours. I want to show you one more thing. This is Interstate 76 here. Thats the Pennsylvania Turnpike going into center city, philadelphia. It is a Parking Lot right now because of an issue further on down The River. According to the Pennsylvania Department of transportation, the Cross Roads between 76 and 6 P V 7 67 is under water because the Pumping Station is also under water. They cant even begin to get out of the problem. The Vine Street Expressway looks like a river and canal. Waters high there. The governor said he has No Doubt that this is due in part to Climate Change. The last time we saw river levels like this was after the blizzard of 96. An entirely different type of weather phenomenon. This is maybe only the beginning of The End in philadelphia. Soon well talk to the mayor of bridgeport, not far from philadelphia. Theyve had at least 50 rescued. Evan, nine of the 10 deaths happen in this city. The storm stuck in a sudden way. What are officials saying . Thats right. Im standing on one of the hardest Hit Streets in the hardest Hit Part of new york when it comes to the massive storm in queens last night. Were starting to see the beginning of what the massive cleanup required to kind of dig out of this thing and clean up out of this thing. Before they can do that, hay have to talk about what happened here and what they can do next. Officials came to this area where im standing right now. The governor, the mayor, u. S. Center Chuck Schumer and talked for a while about what they thought went wrong. They said you never could have seen this much rain at one time. They said look, Climate Change is upon us, and these kind of storms are coming. We have to plan more about things to do about that. In the meantime, streets like this are digging out. Trash everywhere. Feet of water where i was standing last night. And over here to my left, a house where the water swept by so fast it collapsed a wall in a Basement Apartment killing two people. Thats two of the nine people you mentioned. The majority of those deaths happened here in queens. This is the thing that queens is focussed on that new york is focussed on. How to prevent that from happening again. Right now that conversation is ongoing. Evan, stand by. Lets head to New Jersey now. States suffering from two devastating blows. Flooding and a powerful tornado. Here is that tornado as it was ripping through a community last night. We have a video in a moment. Polo, the governor speaking from the site of devastation earlier today. What are we hearing . Reporter yeah. We are now in elizabeth, New Jersey. The flooding that took place on this street is responsible for some additional deaths added to the mounting death count. It was overnight this street right here was under about eight feet of water according to Law Enforcement authorities. Eventually the waters receded. First responders went into the Apartment Complex and thats where sadly they found the bodies of four people, a man and a woman both in their 70s and another man and woman, both in their 30s. At this point authorities not releasing much on their identities and unclear if they were related. A lot of questions and a lot of frustrations because the tragedy, the building that was flooded is right across the street from the local Fire Department Head quarters here in elizabeth, New Jersey. That is rights saying at the time when the water began to rise, the waters coming from the nearby elizabeth river, the first responders were out answering calls for service when, in fact, there were many people who actually needed help here. Authorities saying they quickly sprang into action and rescued many people. Ultimately four people died. Polo, thank you as well as our thanks to everybody else. The mayor of bridgeport, pennsylvania is going to join us now on the phone. Mayor, i appreciate you taking the time. I know it is a tense situation there in your community. Weve all been seeing the aerial images of Water Rescues all morning long. Whats happening in your city right now . First, thank you for having me. Its a tremendous honor. We are were continuing to rescue people as we are aware. And were issuing resources as we find out. The Police Chief through the weve amped up the efforts. And weve also been working with different restaurants and getting out meals to people who need them. We are taking people in at Borough Hall for those that have been displaced and dont have anywhere to go. And its a very grass roots effort. Being a small burro, in a situation like this, its all Hands On Ndeck to do the work. Its interesting to speak to my colleagues even in larger cities and other areas. Obviously still very challenging, but the difference between when you have a larger administration whereas i mean, were working with maybe 10 to 20 employees on the clock as well as volunteers. So its a very grass roots effort, but its been relatively successful and really brought us together. Im happy to hear that. It sounds overwhelming, if you ask me. I know we spoke to one of your colleagues there, the Burro Manager who said 50 residents were rescued just this morning, and the water, unfortunately, is not done rising. The river is expected to crest sometime in the coming hours before it begins to recede. So what more are you expecting and whats the plan . The plan is to continue to communicate with people and make sure that everyone we can is accounted for and everyone is taking their safety seriously. You know, i mean i feel were all still getting calls. Of course, people are frustrated with the damage to their property, and so it can be difficult in getting people to take their safety seriously. You know . And for them to understand whats at stake when they take certain matters into their own hands that maybe theyre not that maybe it isnt the safest decision for them. Thats been a challenge as well. The river there that rose about 12 feet in only eight hours. Its about 2 feet above major Flood Stage right now. Can you give us a sense of how high the water is there in bridgeport and how many homes might be affected and do you have any reports of injuries or deaths in your city . We do not have any reports of injuries or deaths. I suspect there have been several injuries, but we dont have a definitive report in that regard. I can tell you the water is higher than i have ever seen it as someone who has in a small burro who has lived all over the burro for over a decade now, and its the entire front Street Ward The River is probably the lowest elevated point. The houses are probably some homes are three quarters if not more under water. It is unlike anything that i have ever seen. Wow. Well, that does paint a picture. Jennifer gray is joining us with just how historic this is. Jennifer, the flooding struck fast, extremely furious for some, and the danger is still there. Yeah. Very much alive and well across portions of the northeast, especially this storm impacted 22 states from start to finish. Traveled 1500 miles. More than 500 flood reports. And we know the brunt of the flooding occurred here across the northeast. All those rs are records set, daily rainfall records, more than 20 yesterday. St Staten Island almost 9 inches of rain in 24 hours. We know a lot of this fell in much less time than 24 hours. And that was the problem. Newark, new Jersey Wettest Day on record, almost 8 1 2 inches of rain. Central park, one of the top five wettest days with more than 7 inches of rain. And most of that fell within one hour. 3 inches of rain fell in one hour. And that was the problem. So much rain in such a short amount of time, and its going to take a while for this water to recede. All The Rivers are overflowing the banks. You have to get that water flowing downstream. And so thats where we could see more flooding. Thank you for that update jennifer gray. In southern New Jersey, a tornado ripped through south of philadelphia. Residents have been sifting through debris for their most cherished belongings. Joining us now is the mayor of Harrison Township in that area. And mayor, i mean, the images are just unbelievable. And yet, you tell us that last check, still no serious injuries and no deaths . Yeah. Clearly by The Grace Of God thats the case. When you see the devastation in those photos and to actually survey the area, its impossible to believe that no one lost their life and even more than that, we havent had any serious injury reported. Only one person at last count required to go to the hospital. Thats incredible. That is incredible. What do you attribute that to . Well, i think its a couple of things. And first and foremost, the early Warning System for tornadoes that we are now becoming used to getting on our phones if were tied into our local county, oems, office emerging management systems, and we get those notices on our phone, and many times, especially if its a tornado and you live in New Jersey, you dont actually ever expect a touch down. Those early Warning Systems, everyone said that it was that that gave them the time to shelter in their basement. In fact, we had one couple that we spoke to this morning. Husband and wife, two children under the age of six. Shes eight months pregnant. Went down when they had the alert on their phone, and that entire house came down on top of them. It was reduced to rubble. And they were able to walk away. Oh, my gosh. Ive heard some 25 homes are now uninhabitable. What have you seen today . Well, overnight it was one thing in the midst of the event. You know, during the storm, and i was getting reports and were seeing videos, and we surveyed areas. It was when we went out this morning in the light of day as is often the case where you see the complete devastation. Trees down across the roads. Power lines down. Some still live. Obviously the homes reduced to rubble and then homes that are not completely destroyed but certainly impacted, and it literally is like something you the for us, would see on tv. Maybe on cnn. A report in oklahoma or iowa. Not something we see in New Jersey and not in the southern part of gloucester county. The devastation was overwhelming, and the Shock And Gratefulness that we felt that there was really no devastating loss of life was really what were left with. The governor toured today. What do you need from officials . What help do you need . Yeah. Well, this is also something that was prominent last night from every corner on the political spectrum. From the Governors Office right down to my local county Commissioners Leadership who coordinated everything. By the way, i should throw in the president s office. I got a call from the director of disaster relief, i believe, from the White House. We have been offered everything that we need. The governor declared a state of emergency. I spoke to Senator Booker a short time ago who promised to push through whatever funding we need. At this point, its being coordinated by our local office of management, and they are overseeing everything, and as things are needed, Theyll Request them. Texass new law bans any woman from undergoing an abortion six weeks after her last menstrual cycle. Thats before some women even know theyre pregnant. It also does not allow for any exceptions for rape or incest. I want to bring in our legal analyst and civil rights attorney. It is is it accurate to say roe v. Wade is the Law Of The Land . Well, it was the Law Of The Land and technically it still is, but this decision puts the Roe Decision in grave jeopardy, i believe. This is the most antiwoman piece of Legislation Weve seen in decades. This piece of legislation sets womens rights back more than 50 years and subjects women to dangerous Back Alley procedures we know will cause injuries and in some Cases Death and unfortunately, will impact most significantly women of color and poor women. Now, this decision didnt necessarily address the legality or the constitutionality. The majority said this was a procedural issue that got in the way. So what were those procedural issues they might be referring to, and do you think it says anything about how they would rule on the constitutionality of this law . Well, the first part of your question is what the legislators did in texas was rather than make the government officials responsible for enforcing this law, they gave that power to individual citizens. So you, me, anyone, an Uber Driver or anyone thats been accused of aiding or abetting someone in getting an abortion can actually be sued in a civil suit, can recover 10,000 and their legal fees. And because government actors are not responsible for enforcing the law, the Supreme Court says t not clear that they had jurisdiction over this case, and that this is a matter that should best be decided in the state course. Thats what the proponents of the law wanted to do. They wanted to take this out of the purview of the federal Court System and make this a matter where youd have to sue someone in State Court and then bring up or use as your defense that the law is unconstitutional. So this was a clever, unfortunately, wickedly clever way to get around what would typically be a pathway to federal court. How do you see this playing out from here . Well, we know that the opponents of the law have vowed to fight. We heard from President Biden has said. This case will continue to play itself out in the lower courts in the state of texas, and hopefully there is a legislative fix. Because for 50 years women have had the right to make choices about their reproductive health. It would be an astounding setback for women for us now to have to rely on legislators to decide what should happen with respect to our bodies. As always, its good to have you here. Meantime in louisiana, where Hurricane Ida first came ashore, began the multistate rampage, the recovery is measured in months if not years. More than 900,000 homes and businesses remain without power. In just that state alone. Amid the misery made worse by sweltering heat, a scramble for the basics. Food, water, shelter. Cnn is in new orleans. What are you seeing there, adrian, today . Reporter theres also a scramble for gasoline. Look at this line behind us. This is what weve seen all morning. People trying to fill up on fuel. Either for their vehicles or filling up their Gas Cans so they can power their generators. I want you to meet a mother of four that we spent some time talking to earlier this morning. I spoke with one gentleman who was here to fill up his pickup truck. He got here at 6 00 a. M. When the curfew ended. He waited in line for four hours. Four hours to get gasoline. And Come On Over with me. Im going to introduce you to mara, a mother of four. Were going to die in here. Wheres fema . Wheres the Red Cross . We need help now. Can yall help us . We about to die. We got children in here. Im a single mom and im doing it by myself. More than 900,000 people without power and they need help. That is just one story. We hear the desperation in the womans voice. Thank you for that reporting. In so many areas residents who evacuated before the storm are being urged not to return. We know so many people dont have power or running water. Take a look at this video from wdsu. It shows thousands of people lined up for food and water. This is in Hardhit St. Charles parish. Joining us by phone is the st. Charles parish president. Thank you for being with us. There were initial estimates your parish could be without power for a month. Crews have been scrambling to restore water service. What progress are they making . Youre right. When you look at the hurricane of ida, it got over land and jogged east and really just came at a direct impact into st. Charles parish, and even more, it stalled on top of us before it continued its way north. And with that, we received eight hours of sustained major Hurricane Force winds, and over 13 or 14 hours of strong tropical Storm Force winds, and the devastation is very evident on the ground. Eve been telling the folks i met with the Governor Yesterday and some of the top folks of the louisiana international Guard And Fema in every structure in st. Charl parish had sustained some sort of damage. We have residents have to be lucky and had minimal loss of siding or shingles and then people who have lost their entire homes. With that wind and the roofs flying off, there was also over 15 inches of rain that dumped that flooded several areas in st. Charles parish. And so its just been devastating to see. We are making progress on the ground. We lost water on both sides of our of The River. You know, during the storm. And our crews were able to restore water relatively quickly. We are under a boil water advisory. Each day were making some limited progress. Communications continue to get somewhat better. But its going to be a long read ahead. You have a lot going on clearly. Whats your most pressing Need Today . You know, really were still working on getting a lot of resources into the parish. A lot of our residents need tarps to patch the holes in their roofs. The Rain Hasnt stopped. Weve been getting Rain Showers every day since the storm. One of the main things we really need is to get tarps into our parish so people can put a temporary fix on their roof, and weve been putting in requests to the state and working on getting the resources. Ive been making calls to every person i can to get that in. Im hopeful by either by The End of Today Or Tomorrow well have more of those resources in, and then obviously, you know, we need to get electricity restored as soon as possible in our parish, but you know, that is going to be a long time coming. When you think about Herd Immunity, you need to think about Community Immunity. Because the number of people vaccinated and the number of people exposed to virus are not equally distributed around the united states. For instance, there are five states that have fully vaccinated almost 70 of the population, but yet, there are about six states that have fully vaccinated less than 40 of the population. So i think were going to achieve degrees of, quote, Community Immunity in pockets around the country, and other pockets particularly through the south are going to struggle with new infections for quite a while. I expect the fda is probably going to endorse it. Now, in between then and today what happens, ana, is that a commission that would look into January 6th, a bipartisan, independent commission passes the house with 35 republicans voting for it. Goes to the senate where it is killed by mitch mcconnell, which makes Nancy Pelosi then start a select committee on January 6th, on the 1st Of July she appoints Liz Cheney. On the 25th Of July she appoints Adam Kinzinger, and now weve learned that Liz Cheney is going to be the vice chair. Thats why Andy Biggs wants her gone. They are making the tent smaller and smaller and smaller and it is all trump, trump, trump. Liz cheney is a conservative on everything but Donald Trump, and yet Andy Biggs wants to get rid of her from the republican conference entirely. That tells you where the Republican Party is today.
