We are following just Breaking News all throughout the northeast. Active Water Rescues are underway in three states at this point. In pennsylvania, in also lets add a fourth. In pennsylvania. Were seeing some in delaware as well. In New Jersey and parts of New York. Historic flooding, breaking records. Record amounts of rainfall coming in a matter of hours. And that is what is so different about this storm than were hearing from officials. Its not just the total amount of water. Its all of The Rain Falling in just a short amount of time. And the pictures youre looking at, what were being told from the officials is whats happened with the remnants of Hurricane Ida here is places that dont usually flood, they are flooding. Places that dont normally face tornadoes, they are getting hit. Weve heard from the mayor of mameric, a City Outside of new York City saying that there are parts even though that town is on the water on the long island sound, parts of that town that No One ever sees flooding or has a problem, they are needing to get rescued out of their homes as well. All of this Playing Out. Were waiting to hear from i was just going to say were waiting to hear from pennsylvanias governor. Hes beginning to brief about the Situation Devastation there. Lets listen in. Different in each community depending on the damage from the storm and the ongoing demands on the Emergency Services and the emergency personnel. I know that today many people in pennsylvania are hurting. We experienced a historic storm here all across the commonwealth. Many people had to deal with rare Weather Events that dont normally affect them, their families, their communities. A lot of pennsylvanians will be dealing with very hard emotions today. Theyre going to be dealing with hard emotions tomorrow, and dealing with hard emotions in the near future. If you are struggling with stress from the storm, help is available. It will take time to complete Damage Assessments and make assistance and resources available. But were going to continue to share information about assistance as it becomes available in the days and weeks ahead. Right now my administration is continuing to do everything in our power to support local Emergency Officials as they begin to assess the damage the storm has caused in their communities. While we all need to have some patience as we move forward, the Response Efforts to damage Assessment Recovery are taking place as we speak. There are things that pennsylvanians can do now to prepare for what comes next. Lets be vigilant. Thank you. Now im going to turn things over to the Fema Director to discuss more. Randy . Thank you, governor. Good afternoon. We know its been a long last 24 to 46 hours for First Responders and citizens of the commonwealth affected by tropical storm ida. And id like to echo the governors comments thanking them for their service and dedication. The governor pointed out how dangerous some of this work happens to be. Id like to point out a situation that occurred last night while we were here in the Commonwealth Response Coordination center. In one of the southeast counties teams were doing Water Rescues and flood evacuation. One of the teams in their boat, a number of firefighters got pinned up against a Bridge Pier by moving water. And ended up having to be rescued themselves. And actually transported to the hospital for evaluation. This is extremely dangerous work. And we actually would like to thank the citizens that heeded the message to not go out and not put themselves in situations. The First Responders have performed valiantly over the last 24 to 36 hours. Starting early Yesterday Morning and working throughout the day and overnight hours, local First Responders both Volunteer And Career have tirelessly responded to numerous Water Rescue and flooding situations to rescue and evacuate those in need. Open roads, clear debris, and restore utilities. And to give you kind of a sense or a context of this, one of the counties were working with last night on a Conference Call indicated that they believe that they had just in that county responded with their First Responders to over well over 500 Water Rescue calls in one county. Last evening and throughout the overnight hours as the storm progressed throughout the state, we saw significant impacts through the Southeast Portion of the state in the greater Philadelphia Area. Not only in the form of flooding but also in the form of destructive tornadoes. That necessitated surging resources into that area of the state to effectively respond to the news in those counties. While the water is receding in most parts of the state, we are still seeing ongoing flooding in the Southeast Portion of the state. Some is surpassing Record Flood levels and there are rescues ongoing. We also know that ida has not only caused significant damage to homes, businesses, and public infrastructure. But for many, it has significantly disrupted lives and families as the governor indicated. During the Planning And Response phases, we have also been concurrently planning for Recovery Operations to hasten the recovery of those adverse ri impacted. This process has many pieces but starts with meeting the immediate needs that individuals or families have for shelter, temporary housing, food, and security. Volunteer organizations such as the Red Cross, Vasalvation Army religious organizations and other voluntary organizations that are active in disasters are usually the organizations that work to meet the most critical needs first. But they can be supplemented by other programs. These programs are coordinated through your local Emergency Management office. Another phase of the Recovery Process involves a Damage Assessment for both individual damages and damage to public Infrastructure And Property such as roads, bridges, and parks. This part of the Recovery Process is critical to justify requests for federal aid and support. Today throughout the commonwealth individuals from your local municipality and the county will start the Damage Assessment process. Currently we actually have joifr flights occurring to capture a larger area of imagery in some of the most impacted areas of the commonwealth. This is being done to hasten the Request Process for federal aid. Its critical if youve been impacted that you report the damages to the local Emergency Management Coordinator or County Emergency Management officer. You can contact your Insurance Company as soon as possible to discuss your coverage and begin your claims process. Take pictures of the damages you incurred for future reference and justification. Contact your Credit Card Company or bank to report damaged, lost, or stolen cards. Save any receipts for items you purchased in support of your recovery. Identify items you wish to save and begin the Cleaning Process which may require hiring a Restoration Or Cleaning kpcompa. Many companies offer assistance with muckouts and cleanouts if your residence is adverse ri impacted by flooding. You can find these and many more tips on the ready Pa Website at ready. Pa. Gov. We want those affected to know there are many working within numerous organizations to hasten the recovery. The best way to know what is available and when it will be available is to stay informed were going to go over to President Biden now coming up to speak about the devastation. From Hurricane Ida. Further updates. I spoke with Governor Hochul of New York and the governor of New Jersey and i plan to speak to the governor of pennsylvania after last nights devastating floods from Hurricane Ida, the fifth largest hurricane in our history. Record rain fell in the states. New york recorded more rain yesterday. The first day of september. And it usually sees the entire month of september. We saw more than three inches of rain per hour in central park. The united states national Weather Service issued a Flood Emergency in manhattan, brooklyn, queens, the bronx, staten island, and parts of long island last night. This is a first time that such a warning has ever been issued for the city. People were trapped in the subways. With heroic men and women, the New York Fire Department rescued all of them. They were trapped. Were seeing the same story of Devastation And Heroism across new Jersey And Pennsylvania as well. For now 11 people in New York and New Jersey died because of the storm. And we want to express my Heart Felt thanks to all the First Responders and everyone working through the night well into the morning to save lives and get Power Back. Theres a lot of damage, and i made clear to the governors that my team at the federal Emergency Management agency, fema, is on the ground and ready to provide all the assistance thats needed. In fact, our Fema Director administrator will was the chief federal Response Officer after Super Storm Sandy in 2012. She knows what to do. And last night at the request of california governor newsom, i approved an Emergency Declaration for california for the fire which is burning aggressively toward Lake Tahoe Basin and into nevada. Its also one of the few fires that has ever burned from one side of that Mountain Range to the other. So far its burned more than 200,000 acres. Tens of thousands of people have had to evacuate their homes. The fire is threatening close to 35,000 structures and more than 4,400 firefighters from the state and my federal team are working to contain and suppress this raging wildfire. The Department Of Defense has trained and is deploying additional firefighters to support the ongoing Firefighting Efforts in california. This Disaster Declaration will help with evacuation, including sheltering and feeding for those who have been displaced. I want you to know, ive seen these firefighters up close. Their courage is astounding. And theyre some of the bravest people ive ever known, and ive known a lot of them. My heart goes out to them. Abundant thanks for what they do. Now i want to provide an update in the efforts to help millions of americans down south recover and rebuild from Hurricane Ida. We have been monitoring this hurricane closely and the devastation its caused. To date, six deaths. About A Million homes are without power in Louisiana And Mississippi. While the catastrophic Flooding Wasnt as severe as it was during Hurricane Katrina 16 years ago, ida was so powerful it caused the Mississippi River literally to change direction, the flow. Change the flow temporarily. The good news is that as a result of the significant bullet million dollar federal investment in the Levy System around metro New Orleans, it held. It was strong. It worked. Too many people in too many areas are unprotected and saw a Storm Surge and flooding that was devastating. Weve seen the reports of winds up to 170 miles per hour. Its not been confirmed yet by fema, but 170 miles per hour. Causing unimaginable damage. With debris and downed Power Lines making roads impassable. And slowing Response Efforts to save folks and property. The people continue to shelter in place. Tomorrow ill be traveling to louisiana to meet with governor John Bill edwards as well as the Parish President S and mayors and the local officials representing the affected areas. Governor edwards encouraged me to come and assured me my visit will not disrupt Recovery Efforts on the ground. Thats what i wanted to be sure of. My message to everyone affected. Were all in this together. The nation is here to help. Thats the message ive been making clear to the mayors, governors, Energy And Utility leaders in the region who my administration has been working closely with over the past few days. Working with governors in the area, even before ida made land fall, i issued Emergency Declarations for Louisiana And Mississippi to help us respond quickly. Fema prepositioned more than 4. 3 Million meals and more than 3 Million liters of water and other critical resources in the region before it hit. We deployed more than 250 generators and were working to getting more into the area, especially the hospitals in desperate need of them. The Department Of Health And Human Services deployed a 250bed federal medical shelter in New Orleans, and five medical assistance teams available throughout the state. Since the hurricane hit, more than 6,000 members of the national guard have been evacuated in mississippi, alabama and texas and other states to support rescue efforts. For those that lost their homes, states have been working with the american Red Cross to open almost 50 shelters across the Gulf Coast. We know that theres much to be done in this response on our part. We need to get power restored. We need to get more food, fuel, and water deployed. I get hourly updates on the progress from fema well into the night, and well be working around the clock until the critical needs of the region are fully met, and we will meet them. We tackle the core elements of the disaster response, were also deploying new tools to help speed this recovery. Things that have not been used very much in prior hurricane responses. Working with private companies that own and operate the Lifeline Infrastructure like electricity and communications. Weve used the latest technology to accelerate restoration of Power And Cell phone service. Its beginning to get back up. Theres a long way to go. For example, to minimize the amount of time it will take to get the Power Back to everyone, ive directed the federal aviation commission, the faa, to authorize the use of Surveillance Drones to assist Idas Damage to assess Idas Damage to Energy Infrastructure while ensuring the flights do not disrupt Search And Rescue missions. Likewise, ive asked the pentagon, the department of Homeland Security and the department of emergency to immediately make available any Satellite Imagery they can help provide in assessing the extent of the damage. Drones and satellites can make the work faster by getting to the places that are most desperately in need. They can identify where the lines are down, map the damage. Help get the Transmission Lines back up and running, and all the parishs. But people, hard working people through the complicated and dangerous work. There are more than 25,000 Linemen And Clearance crews from 32 states in the district of Columbia Racing to restore power. In Alabama Two have died on the job. This is complicated and really dangerous work. But were moving as fast as humanly possible to get it done. Its important to know that the region hit by ida is the key center of the Oil Production and refining infrastructure. Thats why were not waiting to assess the full impact of the storm is going to have on Oil Production and refineries. Were moving already, quickly, to increase the availability of gas and easing the pressure on Gas Prices around the country. Ive directed the Secretary Of Energy to use all of the tools at her disposal, including using the strategic Petroleum Reserve to keep gas flowing to the pumps in order to get critical supplies to the region to beat the pandemic. I directed the Department Of Transportation to renew an Energy Declaration to provide flexibility on how many hours a Truck Driver can drive. Most people dont know theres a limitation on the number of hours you can be On The Road. The Transportation Department is broadening that Energy Declaration to include transportation of gasoline and other types of fuel as well. In addition to medical supplies and food. In addition, the environmental Protection Agency has approved Energy Waivers for Louisiana And Mississippi. They will expand the supply of gasoline that can be sold in those states and Increase Availability at such a critical time. These actions should help reduce the risk of Gas Shortages and price increases as a result of the hurricane. We also know a lot of people lost Cell Phone Service because their particular Carriers Tower went down or got damaged. A few days ago i asked the fcc and my white House Team to work with the Cell Phone companies to allow customers to use roaming services, so that means that folks in the area should be able to get a signal no matter what carrier theyre on. If their one carrier is down, they can roam and use another carrier theyre not part of. Theyre not signed up with. Think of the sons and the daughters and the moms and dads and Loved Ones trying to reach Each Other and the feeling of fear that maybe something happened just because they the Cell Phone is not working. Think of the millions of people reaching out for help. This is important. And its critical. Now, a lot of private companies and public entities are doing their part. Today im calling on Insurance Companies not to evade their responsibilities to keep the priorities they made to their customers and the promises they made. And help some folks who are hurting. Heres the deal. Fema is providing critical need assistance, for example, to help the Hotel Bill you racked up because you couldnt stay in your home during the hurricane. The Department Of Housing and urban affairs is also offering assistance to families in impacted areas. But right now were here to report some Insurance Companies may deny coverage for additional Living Assistance expenses unless the homeowner was under a mandatory Evacuation Order. So people pay their insurance premiums. Theyre supposed to get payments from their Insurance Companies for relocation costs. When Insurance Companies and the face of the strongest storm since 1850 say no, no, were not going to pay what we owe you, because the fact is parishs in louisiana like New Orleans and st. Johns issued a voluntary Evacuation Order at first. And may not have even had enough time to make a mandatory one as the storm moved in so fast. Other parishs are volunteering residents could try to protect themselves by sheltering in place against the ferocious winds. We can all understand why folks felt safest leaving their homes and going elsewhere. Out of the path of the devastating storm. No one, No One fled this Killer Storm because they were looking for a vacation or a Road Trip or able to stay in a hotel. They left their homes because they felt it was flee or risk death. Theres nothing voluntary about that. Im calling on the Insurance Companies at this critical moment. Dont hide behind the Fine Print and technicality. Do your job. Keep your commitment to your communities you insure. Do the right thing. Pay your Policy Holders what you owe them to cover the cost of temporary housing in the midst of a Natural Disaster. Help those in need. Thats what All Of Us need to do. Thats what were trying to do. Fema has pushed out 77 Million to the people of louisiana so far. Individuals. My message to the people of the Gulf Coast, im going to visit them tomorrow. We are here for you. And were making sure the Response And Recovery is equitable. So that those hit hardest get the resources they need and are not left behind. The people of Louisiana And Mississippi are resilient and resourceful. Were going to stand with you for as long as it takes to recover and allow you to rebuild. And to the country, the past few days of Hurricane Ida and the wildfires in the west and the unprecedented Flash Floods in New York and New Jersey is yet another reminder that these extreme storms and the Climate Crisis are here. We need to do be better prepared. We need to act. When congress returns this month, im going to press further action on my build back better plan. Its going to make historic investments in electrical infrastructure, modernizing our roads, bridges, water systems. Sewer and drainage systems. Electric grids and make them more resilient to the super storms and wildfires. And floods that are going to happen with increasing frequency and. Were reminded this isnt about politics. Hurricane ida didnt care if you were a democrat or republican, rural or urban. This destruction is everywhere. And its a matter of life and death, and were all in this together. This is one of the great challenges of our time. But im confident well meet it. Were the united states of america. And theres simply nothing beyond our capacity when we work together. So for all those who are still in harms way, for all those struggling to deal with the aftermath of the storms and fires, say god bless you. Keep the faith. Everyone is working Day And Night to look out for their fellow americans is what this is about. And were going to get this done. Thank you. Mr. President all right. Weve been listening to President Biden right there wrapping up remarks about the historic Weather Event were seeing really across the country from the Gulf Coast to the northeast. And even the fires out west. The flooding that youre seeing on your screen from wpvi in the Philadelphia Area is just unbelievable as well as what we have been watching play out for days now in louisiana with so many people without power and blistering heat after Hurricane Ida hit. Were covering all of this for you this hour. Let me start with Cnns Pete Monoteen on the ground in philadelphia with the latest there. Pete, what are you seeing . Reporter kate, this is the skugle. Can Food Warning from the national service says in effect here in the Philadelphia Area, until 7 00 tomorrow morning, so we are just at the beginning of the end, in fact, the Weather Service doesnt anticipate the river to crest here until only the next few hours. Maybe between 16 and 19 feet above flood stage. Numbers that have not been seen since 1869. In fact, the former governor was on with you earlier. He said hes not seen flooding like this since after the blizzard of 96. A very, very different weather phenomenon. The issue here, according to the governor, is that so much rain fell so quickly in this area. And now it is impacting the Philadelphia Region and beyond. You can see down here, this is the skugle going toward Center City and 30th street. You can see how high the water is near the bridge. Down that direction is 76 and 27 6. Those are two major Cross Roads of the Pennsylvania Turnpike in philadelphia. The issue is its flooded. Theres a Pumping Station there, but that is also under water according to the governor and the administration. A lot of really big problems here. The Southeast Philadelphia and Southeast Pennsylvania suburbs became so overloaded that according to the Governors Administration in a Press Conference just moments ago, montgomery county, pennsylvania, the suburbs to the northwest experienced 500 calls for Water Rescues just last night. The water is receding a bit, north to south. But well see here its still supposed to crest later this afternoon. And a lot of issues still Playing Out in this region and beyond. Yeah. And pete, i mean, its amazing to see kind of the anger of the raging water behind you. Youve got over i think you said 501 county in terms of rescues in philly, i think the Fire Chief said it was 100 rescues. Theyve been at it so far for 15 hours and they think its going to be another 10 to 12 before theyre own. Even though the rain has stopped falling there, the danger and the threat is nowhere near over. The images here are so incredible. The vine street expressway, a huge thoroughfare through philadelphia, you can walk up to it. It looks like a canal more than a highway. You know, this is Playing Out in so many places here. Weve seen issues in Bridge Port to the Northwest And Phoenixville in that area, Water Rescues Playing Out there. This is not quite done here, even though it is a spectacularly beautiful day in philadelphia, and this greater area. This flooding still persists. It is so ironic. And really, so sad and dressing. Ive covered this, covering transportation for the network. The notion of climate resilience, and you hear the idea. The governor said hes seeing local storms become more frequent just in his time as governor. He was sworn in in 2015. This was a massive system and it overwhelmed the area here. Hes saying no doubt, this because of Climate Change. Areas, services, agencies, trying to deal with Transportation And Infrastructure are really familiar with this term called climb resilience. Theyre trying to make it so that when things like this happen, it doesnt have as big of an impact on the Day Today lives of you and i, but that requires a lot of investment. Theres something to the tune of 40 Billion in President Bidens plan for infrastructure to deal with that. But this is something thats being taken up by transit agencies. All across this region to try and make sure that this doesnt happen with such a big impact. And its going to cost a lot of money, a lot of investment on our part. Pete, were going to check back in with you. Thank you for that. Theres a lot going on in philadelphia throughout the northeast on this front. As we heard a few minutes ago, probably seconds ago, President Biden addressing the historic floods and the Hurricane Recovery efforts in the Gulf Coast as well. The president will be traveling to Louisiana Tomorrow to survey the damage, meet with the governor, meet with local officials im sure as well as First Responders. Joining me for more is a Senior Adviser to President Biden. Cedric richmond. Thank you for being here. I really appreciate it. I want to talk about the gulf, of course, where i know a lot of focus must be. But first, just your reaction to the devastating images coming out of the northeast overnight now. I can tell you from firsthand experience that i understand the devastation. I understand the long road to recovery that theyre going to have. I understand the trauma associated with it, and i also understand this country, we wrap our arms around those who need help, and we roll up our sleeves and help them. Were going to do that in the Gulf Coast. And were going to do it on the east coast. And so but the thing that we really should talk about and you did just a second ago. These Once In A Lifetime storms are becoming more frequent and more powerful. And we should do everything that we can to make sure we protect our citizens from it. That means addressing Climate Change and also addressing our outdated infrastructure in this country. Both of which were trying to do with the build back better plan. Yeah. I mean, the Climate Crisis is no longer a future problem. It is very evident if you didnt think so already, it is present and real and affecting places that never would think that these Natural Disaster events would happen in their backyards. Theyre now seeing water in their basements. The president remarked hes charged you to lead the Recovery Efforts following Hurricane Ida for the White House. I know that obviously that was mostly focussed in the Gulf Coast as you were born and raised in louisiana, represented louisiana. But did your job just get bigger to cover now the damage in the northeast . Well, i hope not. And heres fema will always be the Point Agency on response to disasters and our fema is very capable, and they are efficient and effective. What role im serving is to make sure elected officials, the people that are on the ground, the people that are there trying to get Ice And Water and trying to make sure gas and Power And Cell phones get turned back on, make sure the debris is removed, when they need something, they have direct access to the White House. And the president has said very clearly that he wants to make sure that he is getting the most up to date and accurate information of the struggles that families are going through to rebuild. And so im there to make sure that not only congressional members but all of the elected officials have an avenue to make sure the White House is on top of whats going on. But fema as the response agency, and we have confidence in them. But just in case they need a direct line, the president has added that to my portfolio. Lets talk about louisiana. Lets talk on the granular Ground Level Perspective here. I think thats important. Not only is power a major problem, but you mentioned gas and fuel. That is running out or already out in places. Do you agree that people should not have to wait in line for eight hours to get fuel at a Gas Station . We absolutely agree with that. Thats why you heard the President Talk about the but that is whats happening right now. Thats been happening for a couple days now. What are people doing . I heard the president mention the strategic Petroleum Reserve, but what are people doing to get people the gas they need not tomorrow or in eight hours, but they need it now . Okay. Let me go through that. And youre aware and im aware and ive been through a storm before, that the storm caused damage that was anticipated but it was severe and it was real. So we have to get generators to the Gas Stations that still may have gas in their tanks, because we do know so many people evacuated that depleted so many Gas Stations. We have to make sure the refineries that dont have power, we can get power to them so were working to get generators to the refineries and make sure the trucks that pick up gas from the Truck Racks and deliver them to the stations, that they can get that done. We are weve weaived the requirement of the sleep hours in terms of Truck Drivers. Were tapping the strategic Petroleum Reserve so when we come monday and tuesday, that were not running out of the crude necessary to make gas. This is an all hands on Deck Mission to make sure that we have gas at the pumps. And its not an easy fix when Gas Stations dont have power. So thats why the president personally called the ceo of the Utility Companies to make sure theyre doing everything they can to get Power Back on. But we also offered the entire resource of the federal government to help them get Power Back on because we know how critical that is for gas, for ice, for all of those things in the area. And i think that thats the expertise that i bring. We were there. We know what the problem is. It doesnt mean that its an easy overnight answer. But it means were going to work like heck to get it solved. Absolutely. And totally understand. Its hard for those, as you know appreciate when they dont have anything to eat, dont have Drinking Water and theyre stuck. I know you it is dangerous what theyre experiencing. You know louisiana. You know the effects of the major storms. If one of the lessons from katrina was the Levy System needed a major upgrade, and thank god it held this time after ida, what is the lesson from ida . Well, there are a couple lessons. One, if you look at st. John and river parishs, we just started protecting them with federal levy protection. The other part is making sure we harden our infrastructure so that Transmission Lines dont Wind Up in the Mississippi River after a storm so that people dont lose electricity unnecessarily. Make sure that we harden and create better Communication Technology so people dont lose Cell Phone coverage. The Nightmare Scenario is to be in a home with no Cell Phone coverage, water in it, no Cell Phone access, no water in it, water in it, and no power. That is the trifecta of a disaster. And we ought not let that happen. And so thats why were so focussed on investing in our infrastructure, whether that is the Transmission Lines and the Infrastructure Bill or hardening the Transmission Towers in the Infrastructure Bill or doing those necessary things to make sure that we can withstand these bigger and more frequent storms. So we didnt we didnt create, or the president didnt come up with the idea for an Infrastructure Bill because he wanted to. He knew the country needed it. And so we just hope when congress comes back that Theyll Look at the build back better agenda and start to move on it. But were not going to wait on that. Were going to meet the needs that the people have right now whether thats in New York, pennsylvania, New Jersey, mississippi, or louisiana. Were going to continue to work to meet the needs. And its a huge job. I mean, as you put it, and youre right, theres longterm discussions that need to happen. Well, now. But there is an immediate emergency before our hands. We continue to follow Breaking News on the historic flooding in the northeast overnight. I want you to take a look at this video. Were going to show you the major Deegen Expressway in the bronx, New York. This is not it. Well get to it. This is it. A major highway always busy. Often stop and go traffic. Now a Parking Lot and a lake. Flood waters trapping cars and semis as you can see. Thats an amazon delivery truck. People clearly having to abandon them, their vehicles to get to safety. And even though the rain is gone and The Sun is out, there are active rescues underway right now in four states. Pennsylvania, New York, New Jersey and delaware. Sadly, the Death Toll is climbing this morning. We just learned that the storms Death Toll is now at least 15 people killed in the northeast. Nine of them in new York City. That number is still expected to rise. As weve said, because active Water Rescues are still ongoing. President biden spoke for the first time on all of this, promising fema is ready to provide its full support to affected states. He said we are here for you. The president is traveling to louisiana to survey the damage in the Gulf Coast from Hurricane Ida as well. Hes traveling there tomorrow. Joining me is the former mayor of philadelphia. Mayor, you heard from the president just said. Whats your reaction to everything were seeing . I mean, philadelphia is one of the places that is under water right now. Well, thanks, kate. First and foremost, i think President Bidens talk today was the most comprehensive detailed, Heart Felt and empathetic briefing that weve heard in a long time. With regard to a severe Weather Event. Or just about anything else. The president laid it out. Certainly facts and figures, but also its his Way And Delivery that gives you that much more confidence that the federal government and all the resources are here for the american people. Second, with cedric richmond, we both know him well. His leadership will be critical in this particular area, and whether its the Gulf Coast or the northeast, or whether its fires out west, the Senior Adviser knows his business and knows how to get things done. With regard to philadelphia and certainly New York, devastating. You know, i lived through hurricane irene, hurricane sandy and certainly a few others. I know earlier they talked about the Big Storm In 96. This is way beyond that. And you know, to see the expressway filled with water, i have never seen anything like that in my life. We know certain areas of the city historically, whether its Man Yok or above, probably some areas of Southwest Philadelphia and certainly, the river through the Center City, its going to take a while to clean up and start recovery. Your earlier report talked about the cresting. You know, i think a lot of times maybe folks have not had these kinds of experiences. Just because the rain has stopped doesnt mean the water stops flowing. And that buildup, especially where were situated with regard to that river, that water is going to continue to flow down toward us for a number of hours, probably into the evening. As the Water Recedes from wherever it has gone, it continues to go into that river, into the tributaries and other areas. You know, water finds its level. So its going to keep coming for a while. And so first, you need the receding. When you start the recovery. Think i would think it was the Philly Fire commissioner who said there have been over 100 rescues in the city. They expect that to continue for the next ten to 12 hours. As i am hearing that, were people i know this is historic, and i know that this is Rain Levels that weve never seen before. Were people illprepared or is this just too much too fast, nothing you can do about it . Well, i mean, like everybody else, i was getting alerts on my phone. There are certainly a variety of ways for folks to communicate. You know, i wont comment on the preparation plans, but also you know, there was a fair amount of notice. I mean, you know, you had to know that something significant i wont necessarily say historic, but something significant was about to happen. And i think that All Of Us, you know, you just have to take these things much more seriously. I mean, again, you dont have to be a Climate Scientist to see that the events are more frequent. Theyre more severe. And they continue to grow. And so you know, when you know theres going to be a significant storm, there are things you need to do. Get off the road. Get your vehicle secured. Take your stuff in depending on where you are. And just be prepared for it. Thats thats all in the preparation which each of us individually have to take into consideration and then, of course, the various governments putting out good timely regular consistent information is also critical. I mean, you literally have to tell people its time to go. I know in New Orleans they reach the point where they didnt want people to evacuate, and im sure that was probably the right decision at that time. It is often impossible to know even with great Weather Forecasts just how severe storms are going to be. Weve had situations where the prediction was one thing and fortunately, the End Result was much less. But it is always better to be overprepared than otherwise. And so you have to take the storms seriously. The other point i guess id try to make, and we the storms are not political, but our politics are. And the amount of money that will either be lost from an industry standpoint, certainly lives unreplaceable, damage to property, et cetera, and the amount of money that will have to be spent on the recovery, you know, if we would make the investments now, it would help us certainly in the future. We need to stop having these mindless debates in the united states of america and certainly other parts of the world. But lets stay focussed on the states. We need to stop having mindless debates about whether or not we need to invest in our infrastructure, deal with climate Resis Tabs and change. In many Places Today there will be no climate deniers. This is real. Its serious. And we need funding to make things happen. And its affecting everybody now. Theres no place thats not getting hit by this now. Mayor, its good to see you. Thank you so much. Were continuing to keep our eye on all of what is unfolding with this historic, historic flooding in the northeast. Were continuing to look at these pictures. We also theres another story that i want to make sure we focus on this hour. Three Police Officers and two paramedics charged by a Grand Jury in a 32 Count Indictment for the death of Elijah Mcclain. The unarmed 23yearold young Black Man died after being stopped by our ror ra, colorado police. All five face charges of manslaughter and criminally negligent homicide. Heres what the Colorado Attorney General said when announcing the charges. Were here today because Elijah Mcclain is not here, and he should be. Mcclain died in the hospital days after being violently detained by police. Police stopped him after a caller reported a suspicious person walking On The Road in fact he was walking home from a kreens store. Hes body cam. Police used a Neck Restraint and paramedics that also came upon the scene, they then injected him with a powerful sedative. He arrived at the hospital unconscious and never recovered. He was pronounced dead days later. The officers and paramedics are being charged. The father and his attorney are joining me. Mr. Moezly, how are you feeling about the charges against the officers and the paramedics this. Happy and hopeful. Its a long time coming . Yes. Better late than never. Can you tell us about your son . What was elijah like . So much has been said about him, but often by people who dont know him. What were his hopes . What were his dreams . He was a sweet person, caring. Cared more about others feelings than his own, but but just a caring person. Thats about all i can say. I miss him. Well, that is understandable. I wanted to ask you that, because the Aurora Police Association put out a statement after the charges, and they talked about your son in the statement. They called the indictments hysterical overreaction, and they also said this. Sadly, mr. Mcclain died due to a combination of exertion due to his decision to violently exist arrest and a preexisting heart condition. It also said there is no evidence that the apd officers caused his death. What do you say to that . Thats another one of their tactics. We didnt do anything wrong. We know. Were coming. Miss newman, did you think this day do you think this day, i have to say do you think this would have come without the national attention that was brought by the death of George Floyd, the subsequent Murder Conviction of the officer involved there, the national attention that was refocussed on officerinvolved people dying at the hands of officers . Do you think this would have been come for elijah if George Floyd had not happened . You know, its horrible that it took the tragic death of another man across the country to bring attention to aurora, colorado, but we all know, those of us doing this kinds of work for decades, like ifr, and of course, black men who have lived in this world that racist Police Brutality has been a problem in colorado and across the united states for decades or even centuries. Its only with people having watched the video of George Floyd being murdered that its forced white people across the country to finally acknowledge what other people have known for a long time. That this is a problem. And so i wish it werent so, but it has taken the death of George Floyd for people to finally wake up and acknowledge what is really happening. And these indictments here in colorado serve not just as a reminder to the Law Enforcement officers here, but across the entire country, that they are not above the law. Were you surprised, miss newman, that charges did come . Well, you know, as a longterm Civil Rights lawyer, im sorry to say that we know the police dont police themselves. And members of Law Enforcement rarely get charged. So in that context, i was surprised. In this case, though, in particular, its gained so much national attention since the death of George Floyd, because elijah was such a peaceful person. I mean, if Elijah Mcclain was not safe walking on the streets of this world, then no Black Man is safe. So if theres any case where there should be charges brought, this is the one. The initial Police Investigation found that the officers and paramedics, this is getting to what you were saying. The officers and paramedics didnt violate policy. The da decided not to file charges. The governor has the Attorney General to come in as a Special Prosecutor and look at it. Another investigation said it was flawed. I lay that out to ask you, are you concerned these initial steps complicate anything that would make it in trial . Well, it is definitely unfortunate that these very politicized decisions by an elected County District Attorney is on the books. Its certainly something that prosecutors will have to deal with. But it doesnt change the evidence. What we know here is the colorado state Attorney General impanelled a Grand Jury. They spent months and months looking under every stone. Theyve done a very thorough review of all of the facts and determined that, in fact, there was probable cause to bring the charges, and they believe they can get convictions or they wouldnt have brought them. I have confidence in our Attorney Generals ability to bring the convictions that are so necessary in this case. Mr. Mosley, before you go, what would you like to see happen to these officers and paramedics . What is justice to you . Jail. Jail. Go to jail. There is a long road ahead. Go to jail.
