Want to say is this group of folks here are the epitome of resiliency and were here with you. Were going to continue to be here with you. Again i want to thank the governor, and Senator Schumer and the mayor, just for the collaboration of resources that are going to be here in queens. We want to make sure that were all here to make sure that this is done equitably and that these folks here that have been suffering so long suffer no more. Thank you. At this point, well take questions. But i also want to make a statement before we go on to questions. To the people who live on streets like these throughout the city of New York, i want them to know, a new administration, my administration, we dont govern by Press Conference. Yes were here today to answer questions but i want to assure them it is not just about today, but it is what we do tomorrow and the next day and the next day. So youre going to see a different tone, a different era of collaboration and i served as a Council Member for 14 years so ive been in the streets for a long time to know what it takes to get the job done. You dont just show up one day you show up until the job is done. With that well take questions. Im going to go. Thank you, senator. Also want to acknowledge the presence of jim Annie Williams and Senator John Lewis joins us. I can t hear. [ Inaudible Question ]. Excellent questions. Those are my question this is morning when i spoke to the leadership at the mta. We need to identify the areas where we have vulnerabilities on our streets with the Drainage Systems are not functioning properly and theyre close to the entrance of a subway. And we need to be able to fix those first so we dont get a situation where the Drainage Situation and the Sewer System Cant handle the volume and the water creates a river down the ste steps and into the Subway System. That is a first priority. I want an after Action Report and what do we know and when did we know what information we had and war there any intelligence failures in terms of our preparedness. I deployed Resources Yesterday Morning and we didnt know between 8 50 and 9 50 last night that the heavens would open up and bring Niagara Falls Level Water to the street of New York. So that have been anticipated. I want to find out. Is that something we should have known in the advance. And the question is should we have shut down subways earlier. Many people were already on the The Subways. They shut them down, they are trapped underground. That is not an option. But i want to assess why we dont stop new passengers from going down the stairs into them. It is about evacuation, not bringing new people into the system at the time. And your first question was . [ Inaudible Question ]. There were storm warnings, Tornado Warnings throughout the evening. But i will see whether or not more could have been done. That is a good question. Governor, two questions. Can you talk about any damage at Rail Yards and yeah, we have damage. And im going to be out visiting some of the sites right now and well be embedded with fema personnel. This is what happens first. Everything has to settle down and stabilize and make sure were protecting life and property, Job Number one. Number two, within a few days we go out with the fema crews and add up the extent of the damage, file for our declaration with the federal government and this is again what president biden assured me, he said canaly im going to do this for you, weep do what you need. So were prepared to take those steps starting right now. And maybe de blasio, a neighbor has been asking for help about the sewers. [ Inaudible Question ]. Let me get our Dep Commissioner who could speak to the specifics. Have him come over. Look, as you heard from Congressman Meeks and from Borough President richards and Council Member miller, over the last few years we made a 2 Billion investment in addressing the Infrastructure Problems of Southeast Queens including the sewer problems. This is a tragically a very long Standing Problem and one of the things that became clear was we were going to have to make an extraordinary investment to address it. As youve heard, that investment is having impact but it is not complete. It is been going on for years texas will take years to finish. In terms of the impact on this immediate area, commissioner is a dep. Thanks, mayor. Here we go. So thanks. So a couple of things. One is the rate of rainfall that occurred was just really extraordinary. Council Member Miller mentioned the storm that we had a couple of weeks ago with the remnants of henri which is about the same total amount of rainfall that fell. But this all fell within a short window. A few hours and that is a big difference. And the mayor said, we recognize in this area of Southeast Queens, investment was needed and long over due. The mayor announced a 2 Billion commitment and that is well underway. [ Inaudible Question ]. Yeah, so were going to do that full hydraulic assessment. But Rainfall Rates were really extraordinary and far exceeded the capacity of the system. Anything over 2 inches an hour were going to have trouble with. If i could just follow up on Katies Question because you are all talking and governor, for all of you as well, youre talking about this is a Warning Call and a warning, but the fact is weve been having these events, were talking about how this happens all of the time. We have two hurricanes in last couple of days and you talk about the need for investment. What is the help for people that are here right now. The next time it rains a lot that theyre in the same position that they were last night and their lives are in danger. I have been to so many catastrophic flooding events from Lake Ontario to Long Island to now so city. So this is not unusual any more. Anyone who said it is once in a century, once in a 500 years, i dont im not buying it. This has to be considered the normal course of business. So we need to take steps to prepare. We should have Evacuation Plans that every single homeowner knows about. What you do when the waters start rising. As the Communications System adequate to let people know in homes and on subways that is dangerous. Our alerts going out on Peoples Cell phones and are we doing a good enough job communicating because i wont stand here and guarantee it wont happen here tomorrow. We need to address Climate Change and we have an aggressive program that im going to take to the next level. But that is longterm. But im talking about letting them know weve got their backs, well help them heal, well get them the resources from the federal government once they get the declaration and let them know were not satisfied either. This is not okay with any of us. Hold on. Let me add. Let me add. Excuse me. Gloria, to your question, i think we now understand that every attempt at projection bluntly is failing us. Lets be clear. Were getting from The Very Best Experts Projections that then are made a mockery in a matter of minutes. What i want to work with the governor on, and by her comments you could shes is already there, we have to assume this situation. Yesterday morning the report was three to six inches over the course of the whole day which was not a particularly problematic amount. That turned into the biggest single hour of rainfall in new York City history with almost no warning. So now weve got to change the ground rules. From now on what i think we do is tell New Yorkers to experience the very, very worst. It may sound alarmist at times but unfortunately it is being proven by nature. The Infrastructure Investments look 2 Billion in Southeast Queens is a big deal. But what were seeing is we need more than we to offer possibly imagine. Thank god for the first time in our lifetimes almost the federal government is finally truly committed to infrastructure spending. B but i dont think it is too little too late. I think it would have helped us a hell of a lot more few decades ago. Were talking about tens of billion dollars, even hundreds of billion dollars to make people safe. Let me say one thing on that. The 3. 5 million that were trying to get through in the Reconciliation Bill is to deal just this w that. That is why that is such a big issue In Washington, d. C. Not just the 1. 8 for infrastructure, but when were talking about Climate Change, when were talking about housing and were talking about making sure that we have the resilience for the future. Not for today, just for today, but for the future, we must get this 3. 5 trillion bill done. And that is what it is all about In Washington, d. C. And were coming together to do that. Thank you. Thank you, everybody. Who are you asking . Can we get an update . First, our hearts go out to all of the victims. It is a unimaginable loss for new York City and for queens. Right now and we pray that the number does not go up further, we have nine confirmed victims. Eight of of the nine victims are in the borough of queens. Eight of the nine victims also took place in residential homes in basements. The latest victim that we have is a individual that passed away after a Vehicle Accident on the Grand Central Parkway and they were discovered in the backseat of the car within the last hour. So, again, we pray that the number does not go up from there. And certainly in the nypd and all city workers, our hearts go out to all of the vike the vis for this terrible tragedy. Hello, everyone, im kate bolduan. Weve been watching, this is an update from the new York Governor and new York Officials on the truly historic storm that we have been watching play out overnight. Just before that we heard from the governor of New Jersey and other local officials giving very much the same update. They were standing in front of a home that was wiped out from a tornado. Flooding in places that flooding doesnt happen at those levels. Tornados in places where tornados dont happen. That is what we are seeing play out all across the northeast. And what weve been watching here on the other side of your screen, wpvi, im trying to get exactly where it is, in the State Of Pennsylvania where we do know that active Water Rescues are underway. This is a dire situation unfoemding at this hour. Were seeing people being rescued from rooftops and inside of homes due to high water. Streets in Philadelphia Area are looking like lakes. Look at that rushing water on your screen right now. Crews are using boats to reach team who are trapped. You could see that washed out roadway on the left side of the screen right there from the affiliate wpvi. The Skull Kill River is flowing over its banks and expected to crest. Look at these pictures. This is in pennsylvania. In new York City where were just hearing from officials, we know that nine people are confirmed dead. The national Weather Service issued a Flash Flood Emergency for the first time ever for new York City. The Record Rainfall from the remnants of Hurricane Ida Inundating Subways with gushing water. It shut down the Transit System and also, as you heard from the governor, Stranded Riders who didnt know it was shut down for hours. This is a Subway System in New York. It is terrifying. And it wasnt just the Record Rainfall that is causing problems all throughout the region. As i mentioned New Jersey, were talking tornados destroying homes. It is enormous tornados causing extensive damage in parts of New Jersey. Coming up this hour, president biden will be addressing the nation in really we expect now just minutes about everything that has played out in terms of the effects of Hurricane Ida, from louisiana, now up to the northeast, and the president will be traveling to louisiana tomorrow. Let me get and bring in right now the former governor of pennsylvania, ed randel, and also the former mayor of philadelphia. Governor, thank you for being here. I cant believe some of the photos, the images and video. Were looking at video from wpvi right now of what were seeing coming out of pennsylvania. What do you think of these pictures . Well this is truly historic. To give you an example, by the way congratulations for Pronouncing Schuykill correctly. The water over flowed a little bit but it is receded. The West End of the city, the schuykill normally crest between six and seven feet and it is now cresting at 17 feet which breaks the report of 16 feet in 1996. We believe it he it may go upo 18 feet. So the Tro Drives that come into the city from the Western Suburbs on either side of the schuykill, they are both closed because of the flooding. You cant get through waters above Car Level in certain places. The connector, that connects to the city West End to the Schuykill River and the Schuykill Expressway to i95 that goes through town. That is totally shut for at least a day. At least a day. Ive never seen anything like this. This is just extraordinary. When i was seeing, and look, i know the Philadelphia Area well only from my job in ive never lived there. But i do know when i heard that the Schuykill River rose 12 feet between 4 00 p. M. And midnight. That is jawdropping. Unbelievable. I live in a town that overlooks the schuykill. So were not in any danger of flooding in my house. But the streets that go up The Hill are totally impassable. If i was still governor, you would have to helicopter me out. That is unbelievable. So bridgeport, pennsylvania, this is just for everyone to get a sense of what were talking about, this is a city outside of philadelphia. This is in one of the counties that we talk about. The mayor there said this morning that they are very much still under water. Theyve evacuated at least 50 people from homes. I think he said even on just one street. The mayor himself said he is stuck at the moment as well. Where does Governor Wolf Need to be focusing efforts first . Im sure he has, the first thing the governor has do and probably already done it is mobilize the National Guard. The National Guard, when we have hurricane ivan, when i was governor in 2004, i mobilized guard and we did over 350 rescues from homes in New York and pennsylvania border. So the governor im sure is in the process of mobilizing the guard itself. The guard is equipped to do this type of stuff as well as anybody. And we have a great large National Guard. That is what im sure the governor is bringing into play. Absolutely. We were just listening into the briefing from new York Governor Kathy Hochul and so everyone could see, were looking on your screen, this is moments ago. More Water Rescues in and around parts of pennsylvania and im sure around parts of philadelphia and the Collar Counties and you could guarantee that what theyre on is someones street as theyre rescuing people. But the new York Governor was talking about how the Record Rainfall that was set the record last night in New York just beat a record that was set one week ago. The effects of Climate Change are present not future. And they were leaning in very much in this remark about im looking at this other video that came in from wpvi, and they are just on boats going from car to car and in one neighborhood where the cars are completely covered by water and you know that what theyre doing is trying to check and see if anyone is inside. This is unbelievable. That is a residential neighborhood. And it is up to the it is up to the top of the car. Our downtown has a lot of people, over 150,000 people live in our downtown area. And i know weve been doing rescues from 22nd And Arch Street from townhouses which is the western perimeter of downtown. I never thought i would see a flood rescue. We used to say, used to say i should advertise pennsylvania by saying come to pennsylvania, we have reasonably good weather, no floods, no tornados, no fires. But we cant say that any more. And we cant say that any more in america. Because of the Climate Change and because we have to respond to Climate Change. And the fires in the west, the floods that weve been having. These events dont convince us, then shame on us. This is a big conversation obviously that needs to go on on the federal level well, on the state level. As were reminded of the Press Conference in New York, this is a big part of the conversation going on In Washington. But as im looking at the very active scenes that are happen right now, what do the conversations need to be like among governors, among mayors and how they need to prepare because as Kathy Hochul said pretty well, she cant guarantee, this is not going to happen tomorrow. Well i dont want to be partisan. And im trying not to be and ive tried not to be all miff career. But we have to talk to some moderate and sensible repub republicans that have to sign on to real federal plans to combat Climate Change. Time is running out. Our Kids Ability to live in a country that is passable is at stake. We have to do this and do it now. Were behind the curve because weve delayed so long. And so that is what weve got to do. We have to convince enough people In Washington to take this deadly seriously. And i remember Hurricane Sandy did a lot of Damage And Water got into the new York Subways and i thought that New York had decided to raise the Entrant Levels to The Subways, to build up some short steps so you would have to go up where you go down. That would have kept the water out in a case like this. But one and a half, two feet of stairs up to the entrances of The Subways. Wonder what happened to that idea. Governor, if you could stick with me. Im going to move over and if you could listen in because ill check back in with you. Im going to get over to Mayor Tom Murphy of marin ac, New York. This is a great little town on the the long Island Sound in westchester county. Mayor, could you hear me. Yes, thank you for having me on. Thank you. Please call me kate. What is the situation in your town right now. The floods that we had last night was the most intense and most extensive that weve had in any ones memory. Ive been an elected official for 21 years and this dwarfed anything that weve experienced and weve experienced a lot of flooding over the years. Our Emergency Services have been hundreds of rescues. The rescues still continue. People are still trapped in their home. We have called in mutual aid from other communities. And youve asked new York State and for National Guard and done everything we can do and keep doing to rescue our residents and to help our residents. And i want to point out, we have blessed to have a Volunteer Fire Department that is all volunteer and these men and women have been out all night protecting our residents and theyve got their families in the comfort of their home to help us all out and we cant say enough about them. And these are not only the first responders, theyre all families and homes are impacted as well. Yes. As you said, you still have people trapped and you still have active rescues going on. How many people have had to be rescued in town so far . I dont have an exact count. But i would say in the hundreds. Really . Yeah. Just so everyone knows, i want to know that this is not a huge city. This is a beautiful village town. A hundred rescues in your town, that is significant. It is. And thank you for saying that. It is a beautiful town. We are at the confluence of two rivers in a neighborhood called washingtonville. It is a Lowlying Area and it flooded really intensively last night. So that is where were concentrating our efforts. There were other people that are problems and we to remove them to. But there are parts that never saw flooding. People never got water in their basements before, but theyre basement filled up last night. Its a very precarious evening. And hopefully i think that were going to come out of it so far without any loss of life. I hope that continues. And if that is the case, it is a credit to our first responders. How dangerous is it if people are going on the Roo Roads right now. People shouldnt be on the the roads. And last night especially. People shouldnt be on the the roads. Because we need the roads open for Emergency Services. There is no need to go sightseeing. You could look at pictures on Social Media or any other form. Allow our Emergency Services, our police and our fire, we have Rescue Units from new York City already here, Rescue Units. We need to allow them to do their work without people doing sightseeing so im asking residents to stay home and im hopeful that our governor will send us the National Guard. And theyve been very generous with equipment before and this is where were a community that looks out for each other. And theyre doing it right now. Were looking out for one another. And as governor said before, about his home town, were going to get through this and get through this strong. But my community has been slated to get a Army Corp of Engineers Plan for at least over ten years now. And the plan was developed and it was going to be implemented but it got killed in the last administration In Washington. So im hoping that we could revive that plan under the biden administration. And really get some relief for our residents. You know, many of our residents have suffered through this for years. And they have kind of a ptsd every time they get intense rain and they get up set and anxious. I dont blame them. A lot of people lost everything they have. And it is the people with the least resiliency who lost the most. So we owe to our residents an our community to get help from the federal government to fix this problem. I have to say, its really striking to hear that youve already had to rescue at least A Hundred people from their homes. And do you have any guess or estimate of how many more people still need to be rescued today . It shows how much this is an ongoing threat that is happening right now. I dont have an estimate. I would say at least scores. And some areas we couldnt get the equipment in to get people out of the second floor of their homes. Because the first floor was unundated. Im sorry, i didnt ask off the top. How is your home and your family, mayor . Well, my kids are away on vacation. So theyre fine. And theyre home is fine. My home is fine. Im very lucky. Everyone is counting thur blessings. Albeit maybe very small today with the images that were seeing. Ill check back in with you, thank you very much for your time. Let me bring in, thank you, let me bring in the former Fdny Commissioner Tom Vanesen And Ed rendell, he knows this very much. Im sure you havent had a chance to see the pikes that im seeing from wpvi. Active, ongoing Water Rescues in homes and people throwing backpacks out of window to try to then crawl into the boats. It is pretty unbelievable. Tom, what do you think of the pictures . Well, one Thing Mayor Murphy mentioned hit home with me. Ive seen it all of my years in the city of New York and i saw it in Fema And Puerto rico and virgin islands, it is the poor people who really get the worst effects of any of these type of disasters. Whether it is flooding or fire. You name it and it is the poor person and the wealthy people figure out a way to in better place an higher grounds, theyre not in basements where they get caught short. So these are the folks that really need it and these are the areas where the infrastructure is the worst. Governor rendell mentioned the Subway System. I cant imagine how you really fix that because the couple of steps raised, you have to worry tripping hazards and things like that and you have the ice and the craziness of the city and the rushing of people. But i mean you cant just keep saying this stuff all of these years. Ive been watching all of this stuff in the city for the 50 years and we keep talking about making these improvements and phone has ever really held accountable to make them. And this kind of money is big money and it is longterm and it is inconvenient every time a governor or a mayor shuts down a bridge or doing construction on a highway, people complaining and what Governor Cuomo did at the airports was phenomenal but pressure for people from the inconvenience. So you have to just do it and you have to have the guts to take on the criticisms when youre a public official. To get this work done. And in the past, the combination of the money and the wherewithal and the courage to take often this stuff is, we havent had it. And now we have a real mess and it is will be years before we could fix all of this. Nothing is unprecedented any more. The emergencies are happening very different than they were when i started a long time ago. The superlatives are meaningless at this point. Because it is every week, there is a historic Record Set which is really a sad statement. I was struck by the mayor saying that in the Marin Acthey have had to do A Hundred rescues of people in their homes. That is that is crazy considering, i mean it is a small place and im looking now, these areas im told from wpvi, tom, this is between philadelphia and wilmington. And weve all been watching this unbelievable video coming in and just how these crews are having to navigate through City Streets and the water is so high you could they could almost miss that their hitting a car. They were almost, almost pulled back into a car because the water is so high. What is it like to conduct these type of Water Rescues . Well, it is dangerous. It is t doesnt look dangerous but it is. They dont know what theyre going over. They dont know if there is a Power Line that is down or a car in that particular spot. So many things that they just dont know. And that is that is the dangerous part. And in the cities, its even worse than out in the country because out in the country you could get some really fastmoving water and that becomes dangerous. You see cars stranded, theyre going through a road that looks okay and all of a sudden water will come really fast and that is a dangerous Thing Tor being in a vehicle. Im shocked at how many vehicles are totally under water. An you could see the guys going around trying to get into the vehicles to see if there is anybody trapped in there, you hope they got out. But you know how fast the water was coming and they may have been afraid. So it is constant stress over trying to, you know, not make things worse. In other words, they dont want to become victims themselves. They want to try to help every possible person that they can as fast as they can. Yeah, and governor rendell, were standing by, i was just alerted that well be hearing, we believe, from Pennsylvanias Governor Wolf at 12 00. We are also standing by any minute, president biden will be speaking. Governor rendell, im sitting here thinking about what were looking at. I mean, on the micro level, im looking at a Community Paralyzed and really devastated. The money that going to need to go into recovering this. The lives that are impacted. The people getting out of boats. On the the macro level, governor, as we were talking about Climate Change, were looking at active rescues, active Water Rescues, in three major american states. In pennsylvania, in New Jersey, in New York. Three northeastern states in large part also just paralyzed. It is really unbelievable. It is extraordinary. And you would think that they would do something would you think that people would say okay, that enough, well raise the money and get this done. If we have to roll back a little bit of the Tax Cut that people like me got, lets use that money to fix our infrastructure once and for all. Of course, if we dont, two years from now well have the same broadcast, maybe youll be on. Doing different things and make well be doing different things. People talking about Peak Performance and we should say no more. Lets get it fixed and spend the money. By the way, if we fixed this infrastructure that youre talking about, we create millions of goodpaying jobs and bring back american manufacturing. Lets get to it. Much bigger scope than even the infrastructure bill. They look like theyre going to pass In Washington. That is not enough money to really fix problems like this. And we have to do something about Climate Change. In a bipartisan way. Tom, how long, when you see the destruction that were looking at in New York, in pennsylvania, in New Jersey, how long are these, how long are fire and police, how long are they going to be at this. How long, theyre are active rescues going on still. The mayor ever marin didnt know how many people need to be rescued. He said scores. How long do you think this goes on because in a lot of Places Water Hasnt crested yet. I dont know the answer to that. If we keep saying it is really unprecedented. To be watching all of the video that you guys have for a rural areas, country areas and city areas, i think that is what is unusual. Well have a problem and it will effect new York City and then another Day Youll Affect philadelphia. But you dont have a problem like this effecting everybody from next to philadelphia and further up north. So that is the unusual part of this. It really will test our resources. New York City has enormous resources, philadelphia has it also. A lot of towns in between dont. So you have a Volunteer Fire Department so theyre out there and everybody is doing their thing and the National Guard will be in. But in new York City, and im sure it is the same way in philadelphia, the same old Subway System and the same issues that you have to get people to work and it is something that just doesnt dry out immediately. This is all electrical conduit. You need electricians and experts to come in. Everybody dos is going to want them at the same time. And it is not something where everything is wonderful in 48 hours. And we heard neighbors in new York City, talking about we always flood. They are lielowing areas and they havent been taking care of so they always flood. They spent 2 Billion to fix it and it is still not perfect. So there is a lot of work to be done and a lot of time and patience and people dont have the patience that they should have. Because a lot of these things are not somebodys fault. A lot of them are just things that have been difficult to solve or for over a long period of time. You cant come in and do it the right way like the private sector. The Public Sector is different. You have to start hiring people and money gets wasted. If this stuff was all private sector, it would be a lot different. It would be faster and would be done for efficiently. Cost less. But once the government is involved, it becomes bigger, more complicated and much more waste. Tom, thank you so much. Governor, i really appreciate yu getting on. In the meantime, the Breaking News continues. Rescue crews going doortodoor right now. Philadelphia, New Jersey, new York City, in some places has been under water, entire areas shut down. Neighborhoods completely flooded as we have been watching. I want to show you, hopefully we have some images or video inside of a home in wallington, New Jersey. This is a city just outside of new York City. And you could see as the lights are off, but you could see it is completely the floor completely flooded. Catastrophic Flash Flooding in that area from the remnants of Hurricane Ida. Joining me now is the woman who shot that video, seena goneham, thank you so much. How are you . Were okay for the most part. [ inaudible ]. It happened so fast. We have no time to react or salvage what we can. We lost a total of three cars. One was parked in the garage and two outside. So sentimental items in our garages totally gone. And ill show you images in our garage right now. And i dont know if you could see, these are bins that were up against the wall at one point. All toppled over. One of our classic cars that we had in here, the Water Damage is just unbelievable. Water was litly over one foot high at some point last night. Things are just everywhere. Walls, sheetrock, everything is just totally destroyed. Take you outside. I sent images of this car last night, it was completely covered. This is completely gone. We have our other vehicle outside, completely gone and described. All of our neighbors have been outside pumping everything. And it is just truly devastating. Everything that we had to go through last night. What was it like last night when you saw the water coming in. I think, i hope we could load up some of the pictures but keep them coming in but youre describing the water up to the Wheel Base of the car. What was it like watching this all happen last night . Um, to be honest with you, it was truly heartbreaking and devastating, there was nothing that we could do. The town sent out alerts issuing everybody to stay inside and at this point theyre rescuing bodies from vehicles from how much the cars were submerged under water in parts of the town and it was devastating and heartbreaking just to know that people were trapped in their vehicles under water. And there was nothing they could do about it. Absolutely. So, seena, there is a lot, there are still rescues going on in New Jersey as well as in New York and pennsylvania. But for you and your family, what are you going to do now . Um, you now that weve accepted the aftermath, it is now just clean up and just moving forward from this and just trying to move past this and in the best way we can. Were grateful that were alive and that were safe. Certain sentimental items that could never be replaced were lost and that is what truly hurts the most. But, grateful that were safe. We continue to follow the Breaking News on the historic flooding in the northeast overnight. Active rescues are underway in three states right now. Crews in pennsylvania, and New Jersey and parts of New York, going doortodoor to rescue people stranded due to the high water. Hundreds have been rescued, many more remain trapped. We expect to get an update from the Pennsylvania Governor at the the very top of the hour. The monumental storm has killed at least 11 people in the northeast. Nine of them in new York City. Unfortunately that number is expected to rise. New Jerseys Governor Phil murphy just said that his statement suffered more than a few fatalities but he did not offer up specifics. That will come. And we will report that when it does. Power out anls are also an issue. But take a look at some of the video. There are more than 200,000 customers not northeast without power but this video from montclair, New Jersey, is terrifying in the water coming into peoples basements. Christine romans has been up live all morning from the wee hours of the morning, christine in clifton, New Jersey. What have you been seeing since you got out there this morning . You really got the first pictures, the first look at what happened. Reporter well, where we are, this is a water event. This is Flash Flooding and this is historic Recordsetting Kind of water here. You have got rivers that used to be streets, quite frankly. Washing cars away like Rubber Duckies in a bathtub. And now people are trying to get out there and find their cars and figure out what to do next. Even as their emptying out basements and trying to survey the Water Damage. That is the least of it. You have Water Rescues underway still and people still trapped in rising waters in other parts of New Jersey. Southern New Jersey for example. This is a Tornado Event also. There was a tornado that touched down in south jersey and some high winds that could end up being called numerous tornados. So you have tornados in the south, you have record epic Flash Flooding in the north, there really century superlatives tor what happened here, the history made in New Jersey. Here is the governor. An extraordinary, sadly tragic historic 24 hours in New Jersey. There is no other way to put it. Needless to say, look, on either side of us right now and the impact of this, these tornados that touched down in this county, this is going to take us some time to dig out of. There is no question about it. And behalf of all of us, were going to stay here and be by the side of the residents and the small businesses that have been impacted so severely. Reporter now, youve got a unique storm here. Hurricane ida, some 1400 miles and seven states. This is supposed to be the dregs of that hurricane but the damage is wrought here in New Jersey, in New York, in pennsylvania, i mean it is going to take some days if not weeks to see just how deep that damage goes, kate. That is a great point, christine. Thank you so much. I appreciate it. The amount of rain that fell across the northeast last night and into this morning is truly historic. Cnns Meteorologist Allison Chinchar is joining me now. The numbers are jawdropping. The amount of rain that fell in newark and in new York City in one hour is if it was just one or two communities, it would be trnlic, but it would be isolated. This was a widespread event in terms of rainfall. Look at all the areas that set daily Rainfall Records for september 1st. The red area, youre talking 6 to 10 inches of widespread rainfall totals. Staten island just under 9 inches of rain. You have so many other areas of New Jersey, pennsylvania and New York picking up 7, 8 inches of rain. Keeping in mind that for a lot of these communities, they got that rain in three to six hours. Those may be 24 hour totals, but it didnt take 24 hours to dump the rain. Newark, New Jersey, over 8 inches of rain. Crushing the previous record. It was 6. 73 set back in 1977. Central park also making it into their top five wettest days on record with over 7 inches. But also, having their wettest single hour on record from 8 51 to 9 51 last night they picked up over 3 inches of rain. Thats why you had the roads under water and why The Subways looked like they did. Unbelievable. 3. 5 1 inches. And a new York Official said anything over 2 inches an hour will create real problems. The other Breaking News we are following this hour, president biden, hes condemning the u. S. Supreme Courts Refusal to intervene on the new Texas Law banning most abortions. In a 54 decision, the High Court overnight denied an Emergency Appeal for abortion providers. Let me read part of the new statement that the president just put out. It says, quote, for the majority to do this without a hearing, without the benefit of an opinion from a court below and without due consideration of the issues, insults the rule of law. And the rights of all americans to seek redress from our courts. Cnn Supreme Court reporter back with me now. That new statement is yet again, pretty brutal and blunt coming from the president. Lay out for folks what happened overnight from the court. Right. Well, we really learned about the fragility of roe v. Wade. This 54 order was issued just about midnight and basically the court is green lighting this Texas Law that bars most abortion after six weeks. The reason this law is so strict is because most women dont know theyre pregnant at six weeks. And as you said, now the president has launched what he called this governmentwide effort to see what the government can do to respond to the Supreme Court ruling in that statement, he called the ruling an unprecedented assault on a womans constitutional rights under roe. In the order last night, chief justice John Roberts who is no big supporter of abortion, he sided with the lib rals. The liberals were furious. Justice sotomayor said the law is a breathtaking act of defiance of the constitution of this courts precedence. And of the rights of women seeking abortions throughout texas. And keep in mind, what this order highlighted, something you and i have talked about. The fact that this very law was written to make it really hard to challenge before it went into effect. And the majority last night basically said were not saying whether or not this is unconstitutional right now. But clinics bringing this challenge, they havent met the burden to show that they will be harmed, so well allow it to go into effect now. And thats what makes the liberals so mad. The liberals called out not only the majority but the Texas Legislature itself, saying this is a gambit, trying to get around roe v. Wade. To read another part of the dissent because it was scathing. Go with me. Presented with an application to enjoin a a flagrantly and evade judicial kscrutiny. A majority of justices have opted to bury their heads in the sand. That is some very strong language from the Supreme Court justice about the other Supreme Court justices. Absolutely. And keep in mind. What we we talked to some clinics today. They said roe v. Wade may be on the books still, but right now today in texas, they said, its a dead letter. Thats why this has gotten so much attention. And now, of course, from the president. Yeah. No one should be kidding theirselves in texas about what that means for Abortion Rights in texas right now. Getting to the point were talking about, the new reality in texas is already setting in for both patients and abortion providers. One doctor has told the Texas Tribune he only saw six patients in his clinic in yesterday. He had to deny abortions to half of them. He told the outlet that previously he would perform 20 to 30 abortions a day. Half of the women, the right they had 24 hours ago, they no longer have in texas. We are live in austin with more on this. What are you hearing about the real impact beyond that already in texas . You know, kate, i think when talking to providers, talking to people here in texas and abortion advocates, its a mix of anger, fear, and really confusion, because there is so much that they dont still know at this time. In talking to some advocates and organizations, they say their plan is to try to divert funds so they can send potential patients out of state to get an abortion. There are other organizations who say theyre not advising any of their providers to do that, because theyre not sure if thats technically legal under this new law, and then there were others who say that its simply not fair to have to make women in texas or anyone in texas have to make that choice. Its only been one day since the law has been in effect. Already clinics have been overwhelmed with people wondering what can i do and where can i go . To suggest that people can leave the state of texas, people dont have the means to do so. We are in the middle of a pandemic. And it is just really cruel, as i said, in one long paragraph what the Supreme Court did last night. I want to read to you something from the ceo of whole womens health. One of the larger providers in the state of texas. She said our patients are scared and confused and desperately trying to figure out what to do to get an abortion. We dont know what will happen next. Our staff and providers are so afraid. Were complying with the ban and our four texas clinics are still open, but let me ask you. Is this how you want someone you know and love to experience abortion . There are some providers advising people to use medication for abortion. The Texas House Yesterday sent the governor a bill that would further limit the use of medication for abortions if he signs that into law. Its not over yet. Diane, thank you so much. Well get back to the other breaking News Coverage to give you an update on the deadly flooding, deadly Weather Event playing out in the northeast overnight. Joining me right now is william turner, a Deputy Director for Emergency Management in chester county, pennsylvania. Again, this is one of the Collar Counties outside of philadelphia that we talk about. Thank you for being here, mr. Tumper. Im looking at new pictures you probably cant see from kyw in pennsylvania that have gotten more live Water Rescues happening all throughout the all throughout the area in philadelphia, outside philadelphia. What is happening where you are right now . Yes. Thanks for having me. Mostly at this point a lot of our rivers and streams have crested. However, theres still a lot of damage for us to ases. Our first responders stayed busy last evening Conducting Hundreds of rescues from both houses and vehicles. So a very stressful, very busy night just completely inundated with flood waters that really taxed our system, but our first responders did an amazing job getting out there and making the rescues. Yeah. These live pictures were l looking at here is near wilmington, delaware. I have seen reports that the county has been urging people to evacuate, fearing that a nearby dam was not going to hold. Whats the latest on that . Sure. Overnight one of our dams reached a threshold that requires us to implement an evacuation for anybody Down Street in the inundation area. Fortunately, the level of the dam has since levelled out, and dropped below that warning threshold. These residents are able to return, but due to the volume of the water, theres still a lot of flooding in that area that may limit them from getting back to their residents. The good news is Dam Emergency has subsided. Thats good news. It seems theres very little as this continues to play out. You told one of my producers that you all were looking into the possibility that a tornado had touched down . Yes. Early last evening we had a Tornado Warning issued for our county, and then reports of some pretty significant damage in a east nottingham township. Were pretty certain it looks like we probably had tornadoes touch down in the southern part of our county. Is it were when you talk about the damage, what kind of damage are you looking at . Homes . Yeah. Both homes with basically the roofs more or less ripped off as well as some damage through the trees. You know, a straight line taking in downing the trees. Were looking at the national Weather Service to confirm if it was a straight Line Wind or tornado. For the people whose homes were affected, it doesnt matter. The damage can be the same. What do you need residents to know right now . When we woke up this morning, it was a beautiful sunny day. The Heat And Humidity finally broke. You might have walked outside and thought that everything was okay. The reality is theres a lot of damage out there. Theres still a lot of areas where the water is coming down. Were encouraging everybody to be careful out there. Stay off the roads if you can. And just listen to the local officials and any information that theyre sharing with you.
