Emergency. Thats a Subway Tunnel there. Subway service is coming back this morning after it was suspended in a scene like that Last Night. Imagine, hundreds are still stranded in stations across the city, and new York City saw rainfall worse. 50,000 olympicsize Swimming Pools in the course of just five hours. This is not normal, folks. These are live pictures from New Jersey. That is flooding. Communities up to their doors and windows, and that is a live rescue underway. First responders in an inflatable there going Door To door, seeing if people need rescue at this hour. A tornado ripped through parts of gloucester county, New Jersey. Newark had its wettest Day On Record. Records are being set virtually every day, folks. Again, this is not normal. Nearly all Transit Rail Service has been suspended in New Jersey. This morning United Airlines says it is suspending operations from its hub in newark. That has tremendous repercussions for travelers across the country. All of this is caused by remnants of Hurricane Ida which, of course, First Pummelled Louisiana this week. Its been moving up towards the northeast. The damage so severe in some of those coastal communities in louisiana. Theyve almost been wiped off the map. These are new pictures that youre seeing here from New Jersey. We also have new pictures this morning from louisiana that shows the devastation there. But joining me now, we want to begin in newark, New Jersey, on the phone is the mayor of newark, ross baraka. Mayor, thanks so much for taking the time this morning because you we know you and your community facing so much. The first question is as we watch live rescues underway, do you know how many lives are at risk at this point . Well, i think right now the potential for Life Risk is low. I mean, Last Night it was pretty dangerous. I think that a lot of crews were out. A lot of people are rescuing cars mostly. There are about 200 cars in newark alone that are stranded. Im sure there are more across the state of New Jersey. We still have substantial flooding, flooding in the airport, flooding in schools, a lot of folks are working remotely or delayed open. They cant get around. Were basically trying to remove cars and debris out of The Street and get some power back on in some areas. Thats it. Understood. Now, we know at this point the Death Toll so far in New York and New Jersey stands at eight. Are there people still missioning, right . As these crews go out and youre removing debris, are you concerned that that toll might rise . Not in newark. We havent had that issue here in the city, by the grace of god. I Cant Speak for the entire state, but i do know in newark we do not have any missing folks in the queue. Thank god for that. Right now just assessing Property Damage for the most part. Okay, thats good to hear. I do want to ask because this has become such a familiar story, right. The wettest Day On Record in newark, the first Flash Flood Warning ever issued in new York City. You saw those pictures of the subway. Right. What does a city like newark do to prepare for what seemed to be regular historic climate and Weather Events . Yeah, weve had at least 10 inches of rain in newark, you know. So what weve really done is blocked off streets before the flood came. Told people to stay off the road for the most part. Some listened, some didnt. We had an emergency operation. Everybody on the phone, everybody moving, making sure were able to rescue anybody that was in trouble if that happened. And it did happen. We rescued maybe 56, 60 people Last Night from the storm. So i think we were prepared to respond to it. We just werent prepared for the devastation that it would cause to Property And Damage that it would cause to our community. As were watching these live pictures here, of course, you cant see that see this, but this is a neighborhood in New Jersey, Mullica Hills where you see an inflatable boat, right, going down flooded streets. I see so many homes with the Water Right up to window level. Im just curious how we know all those people are safe. Well, i mean, i know the state folks around, mullica is pretty far from me. A tornado actually visited that community, unfortunately. You know, that is rare in our state. So i pray for the folks there. I know the state and local officials are out there right now trying to do rescues and assessing any folks right now. Newark airport, United Airlines has suspended flights and that has repercussions because that is a major hub. Have you heard anything from united and the airport how long these cancellations last . We have not. Were on the call with them back and forth. With Port Authority folks, trying to find out if we need to send additional crews up there to help. But i would imagine at least for the rest of today that thats going to be a problem. Understood. And in terms of power, do you have any sense how long power will be out for households and businesses in your community . In newark the power is coming back on. I think we had some power outages. Most of them came back on at 5 00 a. M. Theres probably a few sparse here and there, but our crews are out, Ps G is doing an excellent job. I would imagine every couple of Hours Everybody would be fully operational. Mayor, were talking to you, this is not your community, this is Mullica Hills. We see rescuers pulling up to a home where water is halfway up the doorway. It looks like they found someone in need there. I know this is something thats struck across the state of New Jersey, so a lot of communities facing real challenges right now. I guess i wonder another thing. Here you are mayor of New York. These kinds of Weather Events, you have to be pretty confident this is not the last one you face. Whats the next one going to be, a drought, is it going to be a major storm, is it going to be a hurricane, is it going to be tornadoes . How does a community like yours prepare for that . Well, i mean, the Weather Events are becoming more and more severe and more and more often. Its becoming difficult for our infrastructure to withstand this thing. Obviously you need resources, or money and folks having Property Damage. Youre going to need help from the government. Youre talking about resiliency in the cities like newark and places like that, how to withstand some of these Weather Events. This is a discussion that needs to happen more frequently, a national discussion that needs to take place because these events are becoming more and more severe and more and more frequent in order for us to save lives in our community and prevent some of this stuff, were going to have to talk about infrastructure, resiliency, you know, with the type of Weather Events happening in our communities. Understood. We wish you the best of luck with that because i know you have a lot to handle today there, but perhaPs Going forward as well. Mayor ross baraka, newark, New Jersey, one of the many communities facing the results of this storm right now. I should note that rescue is in bridgeport, pennsylvania. Its not Mullica Hills, New Jersey. Its bridgeport, pennsylvania. Looks like they discovered someone in the household, theyre going to get them out. Paolo sandoval is live in New Jersey this morning. Paolo, tell us where you are and what youre seeing. Reporter jim, there are so many faces youre seeing, Life And Death unfolding in the states. You heard the mayor describe in newark, there are serious efforts to get that infrastructure back online. The mayor touched about clearing those roadways, those crucial roadways. Thats this is actually mccarter highway. For those unfamiliar with this, this is basically a stretch of highway that connects Downtown Newark with the airport, newarks International Airport thats down that road. Theyre finally getting into the city. Tow trucks are trying to clear this out. These vehicles were scattered all over this highway maybe 30, 45 minutes ago. They actually came out here, moved them with the Tow Truck over a couple of lanes. You see some folks that have actually been trying to scoop out from inside their vehicles. But these cars aint going anywhere any time soon. Theyre in the process of hopefully getting help to get these out. Thats what it is in newark, to clear the roadways, even get some goods moving. A tractortrailer rig, the gentleman could have gone through the water, but those stalled out vehicles blocked his path. He still has that cargo he has to deliver and hes anxious to get that out as soon as they can clear some of the roads. Again, this really speaks to more of the Infrastructure Side of things. You dont necessarily have to be in New Jersey to be affected. Some of the goods maybe heading your way are potentially stuck now until they clear those roadways. Jim . Even where roads arent blocked, theyre having trouble getting through. Paolo, thank you very much. Lets go to santoro, he is there. Those images overnight were catastrophic. To have a Flash Flood Warning, born and raised in New York, First Time ever in new York City and to see biblical flooding in the subway stations, just remarkable. Where does it stand right now where you are . Reporter well, jim, as you mentioned in that Exlentd Inte Exl excellent interview with the mayor, we dont know how high theyre going to rise. Numbers we have now of the majority of people who lost their lives in the storm Last Night died here in queens where i am standing. And im in a neighborhood where that was affected by some of that depth Last Night. I want to show people what its like when a Flash Flood comes through. Its erie. The Water Rises. It takes lives away. Behind me is a house that has a Basement Apartment in it. You can see how the water just rose up there and collapsed that wall behind me. Neighbors here tell me that there were two people inside there. We have reports from local authorities saying that one person was taken and massed away at the hospital, another passed away at the scene. This is what that kind of scene looks like and people in this neighborhood say this is a tightknit place. They knew these people. They saw this water coming and they tried to warn each other. They tried their best to get away from this. It happened so fast that that tragedy comes out of nowhere. And its unbelievable to see it. Right now theres no clouds in the sky. Its dry on the ground. But just hours ago was that historic flooding that has taken lives, knocked out infrastructure, and is still being cleaned up here in New York. Theres a lot more to go, jim. Its an amazing thing to see. Evan, im curious. The Death Toll as it stands in newark is eight. Do authorities have a handle where others are missing . Its a big city. There are a lot of homes, right. Im curious if theyve been able to account for everybody. Reporter well, we know Last Night authorities were out trying to rescue people, rescuing people. We heard about that on the Subway Trains, getting people out of the Subway Trains in their houses, they were calling on one. Weve seen authorities going around, Door To door, asking if they are missing anybody. Everybody is accounted for. Those efforts are underway. Thats one of the reasons weve seen officials saying to people stay home, stay out of the way. This is still an active moment where they are actively searching for people. We dont know what the numbers are going to mean, we dont know whats going to happen with that, but we know it is still an active thing going on in New York, jim. Goodness, lets hope they are able to find everyone who is in need of help. Evan santoro, good to have you there. Gagain, the live pictures were seeing now, this is pennsylvania. The water up to Window Sill level. They have to use boats to go down those streets to look for people who may still be in need. A few moments ago we saw someone take them from their home. We hope theyre able to get to everybody. Its a real challenge now. Our Paolo Sandoval is covering the ongoing effects of this. The remnants of Hurricane Ida. We say remnants, but pretty powerful remnants left. Paolo, tell us where you are and what youre seeing. Reporter yeah, were actually right on Mccarthy Highway which is going to be in newark. This is that main north to South Stretch that connects Downtown Newark with the airport, the busiest in the world. An Airport Hit hard by that storm yesterday. When you look at some of the pictures that surfaced from overnight, parts of the airport were flooded out, interrupting services to passengers. It also speaks to the wide disruption that has been felt. Now, in terms of Flood Waters as we hear traffic trying to get online here, this particular stretch of road was under water most of the night. It wasnt until a couple of hours ago that those water began to recede. The vehicles parked were scattered all overtheroad way. It wasnt until 45 minutes ago Tow Trucks came and moved them, at least get some of these main lanes toward newark International Airport moved again. Heres the thing, too. There are hundreds of flights canceled. You mentioned a short while ago, jim, united announced widespread cancellations at this particular airport which is a major hub for United Airlines. That has potential impacts for folks traveling around the world. It speaks to the destruction of what is left of this storm. Made its way to the southeast, and continues to make its presence felt as getting around is still proving to be quite a challenge in parts of the northeast, john. Paolo sandoval, thanks very much. Lets go to Cnn Meteorologist Allison Chinchar to look at The Big Picture here. Allison, your Colleague Chad was talking about how the storm is going to drop a lot of rain and its done that. Were seeing the catastrophic effects of that. Is it still dropping that kind of rain as it moves further to the northeast . So, the good news is were starting to finally see an end to the storm. The bulk of it does begin to move out to see. As chad mentioned, as you just brought up again, this was probably one of the best Forecast Storms in recent memory. Not just the track of where it was going, but all of the actual weather impacts. Everything from the tornadoes that were expected to the catastrophic flooding. Not just along the gulf coast, but also into the midatlantic and the northeast. This was forecast. The national Weather Service Office in New York, you name it. They did a tremendous job days in advance. This is what could happen. We have the potential for tremendous record flooding. Heres a look at the widespread scope here. If you can see the rain, this red color, youre talking 6 to 10 inches has fallen. The rain that comes down, the Flash Flooding, the stuff you see in the roadways or the other you can see on the other side of your screen, River Flooding is going to be a prolonged concern. River flooding takes time. All those creeks, stleems and rivers that are now swollen, they have to go somewhere. But its a delayed effect. Unfortunately a lot of the River Gauges were seeing at moderate or even major flooding, theyre likely going to stay at those levels, not only today, but for several more days before coming back down to closer regular levels. Unfortunately the scenes youre seeing on the other side of your screen, a lot of those swollen rivers, creeks and streams are going to continue to look like that, at least as we head into the weekend. We had tremendous records set. Newark, New Jersey, having its wettest Day On Record. 8 inches fell yesterday. New York City having records, they ranked in their top five wettest days, picking up over 7 inches. Now, the key thing about New York specifically is that a bum being of that rain really just fell in several short hours. Again, they had their wettest single hour on record, 3. 15 inches. From 8 51 to 9 51 p. M. Thats why you had the subways looking like they did. It was a tremendous amount of rain in a extremely short period of time. Now, as we mentioned, jim, heres a look at the radar. The bulk of the rain is starting to exit back over the open atlantic. So it is dry now in New York. It is dry in philadelphia. Its dry in newark and its about to dry out for places like boston and even portland, maine. So the end is in sight. We will have clear skies as we go through the rest of the day today, which is good for the cleanup. But on the flip side, especially when we talk about the rivers, its going to be a long time before a lot of those areas can fully Clean Up. To your point, allison, we have a live picture up as were speaking to you from bridgeport, pennsylvania, which was right in the path of some of that heaviest rainfall. I mean, The Streets are still inundated there. Theyre driving boats down those streets looking for people. Do we have a sense of how long it takes for that water to dissipate . So, it also depends where that river is or where that water is going to go. Is there an entity that it can flow into . And how is the Infrastructure Work in those communities . How is the drainage set up . If you have good infrastructure with good drainage that can allow that water to come out, sometimes it can take as little as a few hours. But unfortunately, if theres nowhere for that water to go, if the Infrastructure Isnt there, if there is not a River Or Creek nearby where the water can flow into because that river, Creek Or Stream is already swollen itself, that water can sit there for a day. It can sit there for 24 hours, even 36 hours before you finally start to see it come down. So for some communities, they may get lucky in just a couple short hours and will start to see a lot of that water to begun. For other communities, jim, unfortunately it may take a couple of days. Allison chinchar, thanks so much. Were going to go to another hardhit area. This in clifton, New Jersey, where our Christine Romans has been. And, christine, i know it can be misleading the morning after. Its sunny now, but boy, Last Night, biblical storms. How is the community recovering . Reporter you know, it was a terrifying night. You had Power Lines down. You had rivers streets turning into rivers. Right behind me where im standing right now, Last Night at midnight it was water up to my waist, 25 feet behind me. I would have been under water. Im 58. I would have been under water 25 feet behind me. The water rushed through here. The people behind me are trying to get back to their cars, waiting for Tow Trucks. These cars were either abandoned or in some cases theyve come from the neighbors driveways. The neighbors could only get one car out at a time and the water was just too dangerous to get both cars out of the driveways. Theyre trying to assess the damage this morning. There are parts of this area that still dont have power. More than A Million people dont have power in the path of ida from louisiana to here. Thats part of the recovery. Ive seen Power Trucks having to be rescued because they were flooded out where they were parked Last Night. And weve seen Tow Trucks that had to be rescued because the water was too deep for them Last Night when they came to try to get these cars out. People are kind of gingerly stepping out, trying to find their car began cans and opening up their basements. Im sure youve seen the videos and pictures from Last Night in these basements here. This was epic. 3 inches an hour at its peak here, and a lot of people here measure, measure the damage to their property by the hurricane they have lived through. Theyre all saying this is worse than floyd, which is a high Water Mark in terms of damage for New Jersey, Inland Damage in New Jersey, and theyre all saying, people are saying it was much, much worse Last Night. Just a total, a total wreck for many, many families here. But, of course, theres also loss of life. In Passaic County where i am, there was an elderly man in a car. He was in a car with two family members. Firefighters tried to save them. The firefighters were swept under the car. The elderly man died. They did rescue two people there, so just a reminder of how quick and how devastating and how dangerous this was, even as The Sun starts shining here this morning on the morning after, jim. Yeah, that old rule. You try to drive through it or around it. So often people get caught. Christine romans, glad youre safe. Good to have you there this morning. Reporter thank you. Were going back to Evan Santoro who is in one of the hardest Hit Parts of New York where the deaths took place. Evan, the question now is looking for others in need. Is it your sense the police, the authorities have a good handle on how many lives were lost and are there still others that need rescue . Reporter well, we know the official reports, that horrible number of nine people so far in this region. Of the majorities of them from here in queens where im standing. We dont know whats going to happen to that number, but i can say here i am in this neighborhood. The police have been on the scene, authorities have been on the scene all day as weve been here. Theyre talking to folks in the neighborhood. Theyre looking around trying to figure out if there are other people that need to be found. The neighbors themselves also tell me that they were on that from the very beginning of this. When torrential rains were coming in, theyre used to flooding with torrential rains. They obviously had no idea it was going to be like it was Last Night. And they got very nervous. They tried to check in with each other. One woman told me she was on facetime with her neighbor 12 hours as they watched this rainwater come Up And Down and sneak through their house, wreck a lot of their stuff and really put people in danger. Lost the lives of two of their neighbors in the collapse behind me. So, the whole region where i am right now, this whole neighborhood is focused on that, is focused on cleanup, but also focused on rescue, finding people, making sure people are safe. Thats what were seeing on the ground and hearing people talk about and focus on as this whole neighborhood and this whole city really diggs out from this historic rain. And thats exactly what its doing, digging out, drying out. And as weve been speaking to you, evan, were seeing these live rescues still underway in bridgeport, pennsylvania. Rescues by boat because The Streets are now rivers. Still presenting danger. And, boy, takes a long time for structures to recover from this kind of damage, too. Evan santoro, thank you so much. Allison chinchar following this from the Weather Center in atlanta. Allison, for those who are in the path of all this, what should they expect in the coming day . All right. So, the big news is the additional rain at this point is really going to be limited to eastern massachusetts, maine, areas like that because the bulk of the rain has really moved out of a lot of areas. Youre seeing videos now of areas of New York and New Jersey and pennsylvania. The sun is out, which is good. It will allow them to assess the damage. It will allow the Cleanup Process to begin because if it was still raining in those areas, it would delay them being able to get a lot of that cleared up. The one thing to note, though, we talked about this before. Its the River Flooding. Its a delayed process. Its not like Roadway Flooding where the water eventually drains out. The River Gauges that you talk about with this, it takes time for those River Gauges to come down. In some cases it can be days. And you had dozens of these River Gauges that are moderate or major Flood Stage and theyre not likely to get back to normal levels for several days. It could even be Monday Or Tuesday of next week for some of these rivers, creeks and streams to get back to normal levels. And thats a concern because you want these communities to be able to start rebuilding. They want to be able to start getting back to normal, and to know you may have to wait several more days before you can even really begin that process has to be extremely stressful. When we talk about a lot of the water, we set numerous records. Newark, New Jersey, having their wettest Day On Record. New York City having one of its top five wettest days on record. And again, keeping in mind the vast majority of that water was set in such a short period of time in New York, for example, in three hours or less. In fact, they had their wettest single hour on record, 3 inches of rain, over 3 inches of rain. So just between 8 51 and 9 51 p. M. Last night, again, just to kind of show you how much of that area dealt with such a tremendous amount of rain in a short period of time. But yes, jim, as we mention, when you look at this radar, you can really see that the bulk of the rain is starting to move out. Theres light at the end of the tunnel, if you will. We do still have rain across the cape, areas of eastern massachusetts. We do still have rain across areas of maine. But the vast majority of cities in the northeast are starting to see things dry back out. The sun is shining. It will start to get a little bit better, jim. Just the unfortunate part for some, it will get better in a few hours, for others it will take days. And then there is the Cleanup And Rebuilding to follow. Allison chinchar there, thanks very much. We will continue to cover the aftermath of the flooding, not just in the northeast, but along the louisiana coast. Also breaking overnight, and this is enormous news, the Supreme Court officially denied a request to block an extremely restrictive texas Abortion Law. Makes abortion effectively illegal in the secondmost populous state in the country. The Minority Dissent to that decision scathing. The last Abortion Clinic in mississippi which is set to argue its own case in front of the Supreme Court in a matter of weeks, that decision closely watched as well. Plus, Republican Congresswoman Liz Cheney has just been named the Vice Chair of the committee investigating january 6th. This after earlier this week the Gop Congressman asked the Minority Leader to boot both cheney and another republican, Adam Kinzinger on the committee, out of the republican conference altogether for taking part. Were going to have more ahead on this, and were staying on top of the desperate need for power, Water And Gas in louisiana and all those damaged and flooded homes in the aftermath of Hurricane Ida there. You can see there live pictures of entire communities, that in bridgeport, pennsylvania, still under water. Several feet of water this morning. Live rescues underway there. But also breaking overnight, the Supreme Court formally refused to block texass new abortion ban, the most restrictive Abortion Law in this country, effectively makes abortion illegal in the countrys second most populous state. It prohibits abortion after the sixth week of pregnancy, which is really around the time when women might first discover theyre pregnant at all. We should note this as well. There are no exceptions for rape or incest. No exceptions. The decision was 54 with chief justice John Roberts actually joining the three liberal justices in dissent. Cnn Supreme Court reporter Aryan Deveaux has been following this closely. Aryan, this is an enormous, enormous decision. One, the sixweek time limit, no exception for rape or incest. The question, is this about texas or the first step towards overturning roe v. Wade . What we learned in this order Last Night is the fragility of roe v. Wade, right. So this 54 order, it comes down at midnight, and basically this Texas Law is one of the most strict across the country. There is no other law like that, any Federal Court has ever allowed to remain on the books. And basically we saw the chief justice John Roberts, no fan of abortion, right . Yes. Reporter joins with the liberals here, and the liberals were just furious about what happened. This is what Justice Sonya Sotomayor said in descent. She said, the Courts Order is stunning presented with an application to enjoin a Flagrantly Institutional Law to prohibit women from exercising their constitutional rights and evade judicial scrutiny, a majority of justices have opted to bury their heads in the sand. So there you have the liberals, really calling out not only the Texas Legislature for passing this law that was put on the books because they knew it would be so hard to challenge, but shes also calling out her own colleagues, and that shows whats coming up in the months to come. And has an effect, you hear of women there, clinics complying already. So they have to leave the state, in effect, to get an abortion. The court has agreed to take this is an unusual case they do on their shadow docket. They didnt hear arguments, et cetera, but they agreed to take up a mississippi law, 15week is the limit there. Is that where we hear most likely a more comprehensive Supreme Court decision on the future of roe v. Wade . Reporter well, thats what we think, right. Today in texas, before we even get to the mississippi law, it is almost impossible to get an abortion even though roe v. Wade is on the books. Thats whats unusual. Still the law of the land. Reporter right. Later on the justices already decided to take up this case. That is a direct challenge to roe v. Wade. And then were going to have the briefs, the friend of the court briefs. Were going to have oral arguments and then were going to have the opinion. So by then were going to see really how far this conservative majority is ready to go, but it will come at a time for all intents and purposes, you cant even get an abortion already in texas. Thats whats interesting and thats whats changed. Second most populous state, a year after the Day Ruth Bader ginsburg died and the last confirmation as trump was going out. Ariana, thank you. Im just devastated actually to be on here this morning because the Supreme Courts decision Last Night was i think one of the most ingenuous decisions ive ever read, and basically one long paragraph, the majority turned aside the rule of law, the constitution, and the people in texas, and with consequence that are going to be horrendous. Its only been one day since this law is in effect, and already clinics have been overwhelmed with people wondering what can i do and where can i go. And at this moment, i have yes. I do want to ask about where they do go. I mean, theres already talk of taking people out of state. But on the national implications of this, its significant enough as you note, second most populous state in the land. Abortions effectively illegal today. Are you concerned, though, that this is a first lost battle in a larger war, that this is the first step towards the overturning of roe v. Wade and more severe national restrictions on Abortion Rights . Look, of course were really concerned. The reproductive rights is relitigating. Were turning in our brief in the Mississippi Case where they asked to overturn roe v. Wade. We have another two dozen cases on our docket. And, yes, we expect what the Supreme Court just did to embolden other states and, frankly, other conservative circuit courts, to completely ignore roe v. Wade. Right now roe v. Wade is a dead letter in the State Of Texas, right. It is still the law of the land. Has been for almost 50 years. And yet it has no effect for the women in the state right now. So, of course, were incredibly concerned. And i just want to say right now, you know, it is important for people to understand congress can fix this. Yeah. There is a bill the Womens Health Protection act that would address these kinds of bans and restrictions that have taken us up to the Supreme Court three times in the last five years. And so its really important to realize that congress has the power right now to send to the president s desk the Womens Health Protection act to address what is happening in these states right now. We know that Vice President harris, she has been involved in those efforts in the past. The president released an excoriating statement Last Night on the Supreme Courts decision here. Have you had conversations, though, with congressional leaders about a path forward for that . Of course, it would run into the filibuster again. Could get it through the house. Unlikely to get ten republican votes, but always has the option of breaking the filibuster on something like this. Im curious, we know congress could codify this. Are you having serious discussions . Do you believe democratic leaders are serious and can do so . We are absolutely having those conversations. And there are the votes to pass it in the house. There are 48 cosponsors in the senate. That is on the day of introduction. And you know, it is a very dynamic atmosphere up there, literally in the dead of night at midnight by the Supreme Court, changes the dynamics right now. Because all eyes are on the branches of government that can do something to protect women and pregnant people across the nation, and that is the congress and the White House what do women in texas do now and going forward, really, in other states where this might happen . They would have to leave the state for many women, i imagine they dont have the means to. What happens to them . And that is what is so, is so heartbreaking and devastating, is that this is going to fall hardest on those people who already have barriers to Access And Health care. People on low incomes, people in rural communities, that is true in texas. The community is really strong in being able to do whatever we can, and youve got organizations on the ground in texas who help to facilitate women leaving the states. People should call, if youre viewing from texas, before they do anything, call your local clinics. Theyre there to answer the phones and try to help out. Theyre open. Theyre open for that very small amount of people who can access four to six weeks. It is not to suggest people can leave the State Of Texas. People dont have the means to do so. We are in the middle of a pandemic, and it is just really cruel, as i said, in one long paragraph, what the Supreme Court did Last Night. And a notable detail, right, anyone can sue anyone now in the State Of Texas for aiding a woman in any way for getting an abortion. The c. E. O. For center for reproductive rights. This video from just moments ago in center city, pennsylvania, thats a River Overflowing its banks there. And a lot of homes inundated as a result. Cnns Allison Chinchar with us now. Allison, you can give us a big birds eye view, right, of exactly how extensive this flooding was. Its remarkable because this was the concern, right, that ida, the winds were slowing down, the rain was not. How far and wide did we see effects like this . Thats the thing i think people need to realize. The national weather service, both the local office and New York and philadelphia, they did a phenomenal job of getting that message out days ago, saying this was a likelihood that we were going to get very heavy rain, that we were going to get tornadoes. That became a reality. The one thing to note with a lot of these things, though, especially when you show some of these videos of the incredible rivers and creeks and streams that are just overflowing their banks, you have to understand for a lot of these, they havent even crested yet. There are some that will not crest for several more hours from now. Which means the peak. They are going to continue to rise for a couple more hours before finally starting to come back down. With River Flooding its a delayed effect. Its not like you have flooding in The Street where the Water Rises quickly and can go down down quickly. Rivers are a different entity. For a lot of homes and communities where the theyre along the river bank, it may take several hours for the water to rise and come back down. It could take days for that water to get back down to normal levels on some of these rivers, creeks and streams, especially that area between philadelphia and new York City specifically. That area in between those two cities is where we really saw the majority of rainfall, really the last 24 hours, widespread locations from baltimore all the way to boston. Youre talking 6 to 10 inches of rain. And for so many communities, that came some of that came down in three to six hours sox it was a lot of rain in a very short period of time. Now again, The Sun is out. This will help. The fact that the rain is starting to push out, the fact that the majority of the storm is now over open waters of the atlantic. This will help. But it takes time, jim. Unfortunately for some of the communities, it could be days before they really have the opportunity to get back in and Clean Up their homes and businesses. Could be days. That is remarkable. Allison, the phrase hundred Year Flood, once in a lifetime, record rainfall, i feel like im repeating that every day. Right. In various parts of the country. And then on the the flip side, record drought. Give us a climb perspective on this. Because it is not a direct connection to discuss how this fits the model of climate change, more severe storms and drought. Tell us about the connection. So that is the whole point of climate change. Taking events that would normally occur and making them more extreme. It is not so that hurricanes have not never happened in the past but because of the climate change, because of the fact that we are warming the atmosphere in an alarming rate, the vindividul events are coming more soup ream. A warmer atmosphere could hold more moisture. So by that definition when the storms come in, theyre able to dump a tremendous amount of moisture. Because that water has to go somewhere. And gravity proves that it must come down. And so unfortunately, that is what youre seeing with a lot of the communities. Is youre seeing the tropical systems dump tremendous amount of rains where one year were breaking a record and to have it broken the year after or the year after that because these events are becoming more and more frequent. So yes, when you hear about the record events or the storm dumping tremendous amount of rains, yes, on the other side of the country were dealing with drought, that is climate change. The point is because of the atmosphere is warmer, were going to start to see these events become more frequently and more extreme. Aand were seeing it happen before our eyes. Follow the science, folks. Allison chinchar, thank you very much. This is new brunswick, New Jersey, river over flowing the banks there and all of the homes and businesses impacted as a result. This storm has become a national event. Right now hundreds of thousands of people in louisiana are still reeling in the wake of Hurricane Ida. It hit there first. Nearly A Million residents there still without power in the state. The heat remains oppressive. Look at that damage in the aftermath. Many are scrambling to find basic supplies, gas, fuel, food, this video from Cnn Affiliate wdsu, shows thousands of people lined up for Food And Water in the hard Hit Saint charles parish. My next guest is the president of La Fuch Parish along the coastline, archie chassen, thank you so much for joining me. You have said you estimate about a quarter, one in four of all homes in the parish along the coast there were completely destroyed. Another 50 , some damage, that is three quarters. Du do you know how many lives were lost and how many are still missing . So, good morning, thank you for having us this morning. We have zero reported fatalities. We have just about completed all of our Search And Rescue missions and we have zero fatalities which is an awesome thing. We do have complete devastation over the bottom third of our parish. We have sustained winds for 12 hours upwards of 130 miles per hour and no matter how old the structure is, were in the process of setting up our points of distribution to get our residents Food And Water and ice and tarps so we could begin the process of dry proofing what structures remain. Were in the process of dewatering three separate communities due to over topping of the Levee System. The Storm Surge here was upwards of 14 feet. Jesus. And it did cross some Flood Walls and things like that. 14 feet. I remember people Storm Surge is vertical. That is 14 feet high. Imagine the wall of water. News are communities that are continually battered by storms like this. Theyre lowlying. Can they be rebuilt . Should they . Yes, we have a magnificent Levee System here. There is no Storms Flooding in the south, we have 18 foot levies around and the damage in the southern part of the parish is wind driven. The air that is north where the levies are not as high because we have not had to face a storm like this. We will rebuild bigger and better. Cajuns are very resilient people. Theyre rallying around their neighbors and doing what they can to help out. Debris contractors are mobilizing and were getting our potable areas not up. There are some that do not have potable water due to the damage from trees and things like that. So once that happens, hopefully today, our parish will be almost back to normal when it comes to water service, which will allow people to have sanitary services and although the showers are cold, people could start gathering their things again. Youre right. I would never bet against the cajun on anything. And one of the good stories from this storm in New Orleans is that the levee built Post Katrina did hold and held back the water. Because the lesson whether youre in louisiana or in New York, even one is setting a record to be A Hundred year or A Thousand Year Flood and i wonder can you keep building the levee higher. How do you prepare for next one . You learn lessons and were Learning Lessons every day. Were making small steps forward in keeping the momentum going every day and the lessons learned from this storm will help us to build our communities more resilient. After katrina we had the international Building Code come and in we built houses stronger and better and those houses are much better off than the ones that were built pre the international requirements. Woe could learn from different events and put this place back together. That is good to here.
