The first time ever has declared a Flash Flood Emergency in new York City as one tornado touched down in New Jersey. Others in pennsylvania, New York and maryland. Kind of weather, john, that this place never sees. No, we just dont see something quite like this. Again, nine deaths now up here, which is more than when Hurricane Ida Hit Louisiana as far as we know. We may learn more from louisiana and mississippi, but nine deaths from what was a really bad rainstorm here tells you just how catastrophic it is. And i have to say its not surprising based on what ive seen on my way in here to you, which has been a little bit of an odyssey this morning. Trees down everywhere. Cars smashed from the trees. Hopefully no one left in the cars. And then really, just cars abandoned everywhere. Clearly people were caught in this, didnt expect it Last Night. They were out on the roads. The parkways the highways, and couldnt do anything. They got either their cars lite literally got swept away or they had to leave them where they were and abandon them in place. And its not even just peoples cars. The reason this Travel Ban was in effect until 5 00 a. M. This morning, that was for nonemergency vehicles. Its been a complete struggle for those emergency responders. We were told by the mayor of passaic, New Jersey, that a Fire Truck literally got stuck because they could not get through. And so this has been a massive issue for them. And the weather you can see is clearing up this morning, but they are still dealing with the after effects of trying to rescue people, checking on people. In New Jersey there are several people who are still unaccounted for. As people are waking up shocked by what happened overnight. When you hear about you talk about the 86yearold woman who was trapped in her basement, you can believe it. When you see the video of these Flood Waters yeah. These roads that became streams and rivers, the water sweeping down them, going into basements and houses in ways they dont normally up here. It has been a very wet summer, a particularly wet month or so here. So the ground is just saturated. Youre looking at amazing video of what is happening as water gets into the houses and people got trapped even though there were warnings, Flood Warnings over the last 12 to 24 hours. I dont think officials offering the warnings thought it would look like this. Officials say they are stunned by this. I think beyond the unfortunately deadly after effects that we are seeing, also people are having trouble getting to work today. Or they were having trouble getting to work Last Night. And shimon was in the Subway Station where people have been there since 10 00 p. M. , 11 30 p. M. Of course, that is the main artery to get around in this city and they had no way to get to work or back home. Walking was essentially the only option. Overnight there were taxis, Uber Or Lyft drivers out and about. They were not supposed to be out according to the new York City mayor. So that has been a massive issue i think that is still clearly were still seeing it around the city this morning, people, beverley price i spoke with earlier, have been there since 11 30 p. M. Lets go to Paolo Sandoval who has been covering this and can give us a sense of what he is seeing on the ground. Paolo. Reporter so, lets give our viewers a sense of where we are standing. We are on mccarter highway. You mentioned those after effects. Obviously for many people it is a Life And Death situation. But for so many more, it is also just an inconvenience when it comes down to getting to work. The waters here are certainly receding, but just to give you a sense of how important this artery here is, its the main connector between Downtown Newark and newarks airport here which is only 2 miles away from the airport. This is the result of 8 1 2 inches of rain that fell yesterday. Folks abandoned their cars here and this is the headache thats left behind. In the last couple of hours ive seen people come back out here. These people were able to safely get to higher ground and basically leave their cars behind. And now coming back to try to find a way to get their cars out of here or just look to the gentleman that owns that darker sedan you see in the distance. Now he has to find a way to get that Car Home obviously since it didnt start. You didnt have to be driving these vehicles to be affected. The Big Rig you see there is blocked in. The driver telling us a little while ago he picked up his cargo just down the road here yesterday and when all of these vehicles began to basically remain in place here, then thats when he got stuck in place. And now he cant move. So this just gives you a snapshot of what people, not just here in this particular part of New Jersey, but throughout the tristate area are having to deal with. Again, just down the highway here is newarks airport. The Airport Tweeting a little while ago they have 370 flights that have been canceled. They are trying to get operations back up there, kaitlan and john. Its certainly going to take awhile given the drenching downpours the facilities experienced yesterday and you dont have to hear it from me. Just look at the pictures of the flooding at the airport people had to deal with yesterday. Yeah, if you were planning to fly out for memorial Day Weekend or labor Day Weekend, you are youre going to have serious issues. Paolo, thank you. We want to go to Christine Romans in clifton, New Jersey. You said school has been delayed. Reporter yeah, thats been canceled. And just about i mean, ive been Calling Restaurants that are closed. I mean, peoples basements are flooded. The roads are impassable in some cases. Behind me some of these abandoned cars, people are just now starting to come out to get back to their cars and see what the issues are. The cars arent going anywhere without a Tow Truck. The cars were flooded out. They had to jump out of their cars Last Night or in some cases the cars floated out of driveways. Where im standing right now, you guys, yesterday, it was at least waist high for water here. So this street became a river. And the basements, by the way, the basements here in passaic County And Essex county, i mean, most of these passersby are telling us they havent seen flooding like this since hurricane floyd. Devastating flooding that many of these folks are saying are saying is going to be a total Gut Renovation for the basements, all this water. Some people have french drains so the water came right out. This is really a huge water event. 3 inches an hour at its worst, and that just meant that people couldnt be safe in their cars, and the water here was just an epic, epic recordsetting situation. You saw it in newark where paolo just was. The Baggage Claim at Terminal B was flooded. So many streets with acres and acres of cars left behind. This water came up so fast, you guys. I mean, i dont think anybody around here where i am who went to bed Last Night thought it was going to be as bad as this. But all of you know, john, you know this, because you live in the tristate area. But there was so much precipitation in july and august. It was already drenched here. There was just nowhere for this 3 inches an hour 3 inches of water to go an hour, no place to go except for the streets and the basements. Christine romans, i hope your basement is okay. Up next, we are now joined by the Fema Administrator Dan chris well. Dan, i know you have been dealing with this in louisiana, still dealing with a lot of Power Outages there. And now the remnants sweeping the northeast. I imagine that youve been up all night. What can you tell us that youre seeing from Femas Perspective . Good morning, kaitlan. We are now seeing some damages and im getting reports of damages across the area. I talked with my regional administrators in both region 2 and region 3 this morning. Flooding and some individuals that needed to be rescued. Were now going to get more information as the light takes break and we see what the damages are. Ida is going to continue. Shes been leaving her track across the country, and so were still not out of the woods. Were still seeing some impacts up in the New England area. How stretched are you at this moment, administrator . Because there are people who surged into louisiana and the south to deal with ida when it made landfall. The Power Company is still trying to get power on. Meanwhile, whats left of ida causing problems in the northeast. So how stretched thin are you . John, weve got a lot of personnel that are ready to respond. We have surged several teams into louisiana. But as i visited mississippi, the impacts there werent quite as bad as they could have been, and so weve been able to release some personnel from there. Our region 2 and our region 3 teams, theyre in place to support the states that have been impacted by ida over the evening. So we still have plenty of room to help support whats going on. And i know that, of course, we are supposed to hear from President Biden on Hurricane Ida. Has he been briefed or will he be briefed soon on what happened in New York and in the northeast overnight . Yes, i have been briefing the president and his team daily on the impacts that were seeing. I did have a quick communication with him this morning to give them an update. As we get more details this morning and understand what the damages are, i will be briefing the president. Whats the greatest need at this moment in the northeast . Obviously every storm is different. Even one storm like ida can have impacts in different places. Wind was an issue in the south. Thats not an issue here. What is the problem in the northeast as far as youre concerned . Well, right now my regional administrators have been in touch with the State Directors about what their immediate needs are. And as far as the current situation with response efforts, lifesaving efforts, they have plenty of resources to conduct the operations that they need to conduct. But we will begin doing Damage Assessments with them to see what the longterm recovery needs are going to be. There, again, widespread damage that were seeing from ida in the northeast, there are going to be some longterm recovery needs that well be able to help with as needed. And was fema expecting this level of Flooding And Damage in the northeast . I know you were obviously tracking when Hurricane Ida Hit Louisiana closely. Fema was expecting rain, just not this much rain in the northeast overnight . We were expecting significant rain to come from ida as it traveled across the northeast, but we just couldnt tell where it would end up landing until it got closer to the area. We were thinking there would be potential for rain in tennessee and west virginia. They didnt seem to get as much. But as it continued to move east, we saw pennsylvania, maryland, New Jersey, New York get a big portion of the impacts from ida. We knew that there was going to be a significant amount of rain. Just where it was going to land was what we needed to wait till it got closer to landfall to see. As you said, were not through it yet. Its up in New England now hitting some remaining areas. And all around the northeast, millions of people are waking up, if they slept at all, asking, what just happened . Ive never seen anything like this. Torrential rains, 3 to 5 inches, sometimes more, causing catastrophic flooding. At least nine people dead now in this area. The subways barely running in new York City. The roads often impassable in the northeast for people trying to commute anywhere. And, kaitlan, first of all, youre doing a terrific job here as i left you high and dry. No pun intended. I couldnt get into the city. You had some amazing conversations about what were seeing and how we could see more of it. Kim called, a climate scientist. She said this is a Conversation Being prompted by these storms. And as we heard, officials were expected rain from the fema administration. They knew where it would hit. They were expecting rain, they werent expecting this much. They werent expecting catastrophic flooding where people were stranded on the subway, in train cars, in buses, abandoning their own cars on the side of the road. It looked erie in New Jersey where cars were left on the side of the road, it looked like a movie. The democratic nominee for new York City was saying this has prompted a big conversation about Climate Change because this is an issue, and the concern so many people are saying, weve never seen anything like this before. I think the concern is when do we see something like this again. It was the most rainfall that weve had in new York City since like a weekandahalf ago. They had a night, not this bad, but almost a weekandahalf ago, which shows you that the storms are getting more intense. Thats what people like professor kim will tell you. We have storms, well always have storms. But theyre getting more intense. The thought we could see more of this should be a major concern to people. Joining us now is the mayor of hoboken, New Jersey. Mr. Mayor, thank you so much for being with us this morning. Obviously a lot of damage, a lot of problems in New Jersey. Why dont you just give us a sense of whats happening in hoboken. Thanks for having me. Hoboken Last Night suffered one of the most devastating storms in recent years. This is on par with hurricane irene. We experienced 6 1 2 inches of rain in an eighthour period. I was with the Police Chief Last Night at around midnight, 1 00 driving through the streets. Ive never seen anything like it. So people were all hands on deck with our emergency operations. Police, fire, people abandoned it was quite a challenge Last Night, but were slowly entering the Recovery Phase later on today. And have the 911 lines just been jammed this morning as people are waking up . What is that like right now . Unfortunately the number of calls for service has been overwhelming. People with alarms activated, downed wires, abandoned vehicles. I just want to thank our police and Fire Departments for really having an allhandson deck effort. Rescuing people from dangerous waters. I would really ask residents to please, please do not travel at this time. We have an Emergency Order in the city of hoboken to shelterinplace. So work from home if you can. Work online. Do not walk outside. Do not walk into flooded intersections. Do not drive your car through flooded intersections. All of those are dangerous conditions that make it more difficult for us as a city to recover as quickly as possible. Mr. Mayor, you said you did go out to observe what was going on overnight. Youve never seen anything like it. Can you tell us what it is you saw . We saw some parts of hoboken that typically dont flood that were feet in water. You know, this is nothing less than the impact of Climate Change occurring, and these types of Storm Events happening at a more frequent clip and at a more severe impact. So, you know, this is a Call To Action for all of us. It really should be a Call To Action in hoboken. We declared a climate emergency. We consider Climate Change a state of emergency, and were taking actual measures to address that. But Last Night The System was simply overwhelmed because of the impact of the storm. Mr. Mayor, thank you so much for joining us. We will stay in touch with you throughout the day. John, you can just hear in their voices officials are stumped by what has happened. Yeah. When you have a Mayor Hoboken has had a few storms over the last ten years, between irene and sandy, and now this. But to have the mayor of hoboken say hes never seen anything like this, it just tells you how bad and in a sense how unexpected it was. Incredibly unexpected. We will continue to check in with mayors and officials around the area as they are assessing the damage from this catastrophic flooding. We also have other stunning news that broke overnight, and that is the Supreme Court breaking its silence and now weighing in on that restrictive Texas Abortion Ban saying they are not going to block a request to block it. Catastrophic damage happened overnight after there were levels of flooding that had not been seen in quite sometime here in new York City. Joined by John Berman, of course, now live on the scene after, of course, it took you awhile to get here as well given the levels of traffic and issues of people getting around the northeast now. Its 3 hours for a 45minute commute. People shouldnt be moving anywhere at all right now. The problem was trees down left, right and center, and then cars, dozens of cars just abandoned on the roads that were caught in these catastrophic Flash Floods. Well get back to this Breaking News. We have reporters all over New York and New Jersey. But theres also other Breaking News that happened overnight, and that was just before midnight the Supreme Court saying it is not going to block an incredibly restrictive Abortion Law that went into effect in texas the day before that bans most abortions in the state. Chief Justice John Roberts is joining the three liberals on the court with his dissent. For more on this well have cnns aryan Deveaux And Dana bash. You were talking about what a stunning law this was and the Chilling Effect it could have on other states passing similar laws like this. So, tell us what the Supreme Court said just before midnight. Reporter right, we learned a lot Last Night about this conservative Supreme Court and, frankly, the fragility of roe v. Wade. This 54 order issued at midnight where the courts basically green Lighting Texass Sixweek abortion ban. Its one of the most strict in the country, of course, by that time most women dont even know that theyre pregnant. And as you said, Chief Justice John Roberts here cast his vote in dissent with the liberals. And Justice Sonya Sotomayor was furious and she issued this scathing dissent. She said the Courts Order is stunning, presented with an application to enjoin a flagrantly unconstitutional law engineered to prohibit women from exercising their constitutional rights and evade judicial scrutiny, a majority of justices have opted to bury their heads in the sand. And what this order really highlights is how this particular law was crafted with the intent to make it really hard to block before it could go into effect. Basically the majority said, were not sure whether this is unconstitutional, but we think it can go into effect right now. We dont think that the clinics here showed enough harm. But as i said, thats what makes the liberals furious, and they called out not only the majority, but the texas legislature, saying that this had been a gambit, a new way at going at roe v. Wade. And, of course, the result is today in texas, it is very difficult to get an abortion at all. And one more thing to point out. Keep in mind, this comes less than a year after the death of Justice Ruth Bader ginsburg. Ginsburg would have been really surprised by this, not only for women, but the procedural oddities here. She was replaced by justice barrett, trumps nominee. So that really shows the importance of that changeover. Dana, there are a couple things i think people need to know here. Number one, this upends roe v. Wade at least in texas. Upends, abortions banned more or less after six weeks. Again, most women dont even know theyre pregnant six weeks. Abortions no exception for rape or incest. The second thing people need to know is this was 54. John roberts, the honestly prolife chief justice, actually voted with the liberals here, and it still did not prevail. So what this tells you is where this court is on roe v. Wade, it seems, going forward. And its a cchange already in texas on roe v. Wade. Whats to come, you tell me what you think, is a radical shift on abortion in this country. Reporter it very well could be. And the fact is that this is the first, on this issue, the first very glaring reminder that elections have consequence. And the fact is that for various reasons, President Trump was able to make good on his promise to put conservatives on the court. And i was thinking about this, john and kaitlan. I was thinking about the fact that the only reason why Donald Trump was really able to get the conservatives, especially christian conservatives behind him during the primary process back in 2016 is because he made this particular promise, that he was going to he gave them specific names of people he would put on the court if he were president , and he made good on that. And he had the opportunity to make good on that because of some political games at the front end and the death of ruth bader ginsburg. But i think youre absolutely right. This is a unique case. Aryan certainly spoke to that. They are trying to test the law in a very specific way here in texas. And its not just that people basically cant get abortions because women mostly dont know theyre pregnant before six weeks, but its also the way that they are punishing people for even having to being a part of that process. It encourages vigilanteism, and allows basically a bounty for civilians, not Law Enforcement in government, but civilians to seek out and call out people who might assist in any way a woman who goes ahead and gets that abortion. Yeah, we were saying yesterday even an Uber Driver who drops you off at a clinic could be held responsible for this. Reporter right. Aryan, this is not just trumps legacy. This is also the legacy of those senators who voted to confirm three of these justices, of course, during the time President Trump was in office. I want to remind everyone what Senator Susan collins said several times when she was pressed on what her vote on these justices were going was going to be. And, of course, what she said she believed was a settled matter when it came to roe v. Wade. I do not believe that Brett Kavanaugh will overturn he noted that roe had been reaffirmed 19 years later by planned parenthood versus casey. It was precedent on precedent. He said it should be extremely rare that it be overturned, and it should be an example you have obviously full confidence. I do. Re aryan, what do you make of that now . Reporter what is so interesting about this is the court in its upcoming term is going to hear a case concerning mississippi, and a mississippi law. This time the court is going to have briefs, its going to have full oral arguments. Its going to issue this robust decision. And right there, maybe they wont completely get rid of roe v. Wade, but they certainly, and now we know this from Last Night, they are going to cut it back. But the atmosphere, the terrain is also going to be different because after texas, this law has now been allowed to go into effect. Other states are going to copy cat this particular law so that by next june there are going to be probably more states besides texas that dont where abortion is all but unavailable. And so that the Supreme Court themselves, even if they get rid of roe, it doesnt matter in these states. I mean, even if they dont get rid of roe, it wont matter in these states. Thats why this law in how it has crafted has been so interesting to watch and to see it play out. I couldnt Help But Notice that the person asking the probing questions of Senator Susan collins there was none other than dana bash. Dana, im curious what you think the political consequence of this will be going forward, maybe in the 2022 elections. Reporter you know, for so long the motivator on this issue was on the right, you know. How many elections do we cover where the arguments that republican candidates made seemed to be much more potent with conservative voters on social issues, particularly on the issue of abortion. Because the fact is that on the more liberal side or the more abortion right side, people who are voting just assume that roe v. Wade was the law of the Land And Wouldnt change. And now it is right in every voters faces that that is very much not a given. It is not the Law Of The Land here in texas, full stop. It just isnt. And so theres no question that that issue is going to be front and center, particularly in the suburbs where the house in 2022 will be won or last by democrats and republicans because the margin is so narrow. This is cnns special live coverage of this incredible storm that hit the northeast. Im John Berman live this morning with Kaitlan Collins, and we have this new video in from New Jersey. This is southern New Jersey, just over the border from philadelphia. And you can see incredible flooding there, just the sheer amount of water everywhere there. This was, i believe, not far or the same general area from where there were tornadoes that touched down. Its really a Double Whammy where you had wind damage, now you have these rising waters, Flood Waters you can see over the streets there. It is going to be sometime before life gets back to normal in that part of the state. It isnt just that part of the state. I just saw pictures from massachusetts not far from where i grew up where roads there are closed because theres flooding. Flooding everywhere. Its affecting travel severely this morning, of course, as weve seen people, not just here in new York City, but also in New Jersey as well. You saw flooding in the downstairs part of the new Jersey Airport overnight where the baggage goes. That part is still closed, we are told this morning, by the Port Authority of New Jersey and New York which, of course, runs all this. Hundreds of flights have been delayed. A few dozen have been canceled out of the new Jersey Airport. So we do want to go to Brian Stelter who is in New Jersey. And, brian, i know you looked through this overnight. What did you see and what is it looking like this morning from where you are . Reporter yeah, kaitlan, im a weather geek, so whenever i get the chance to check this out, i do. This is not like your average storm. This was not like your average hurricane remnants, either. This is an extraordinary amount of water into maryland, pennsylvania, New Jersey. Let me give you a sense of the regional aftermath that we know right now. We know in frederick county, maryland, schools closed due to floods. Rivers rising in maryland and pennsylvania. Lancaster county, pennsylvania, roads closed right now. If you go into New Jersey, you showed the Tornado Damage earlier near philadelphia. Now were seeing incredible amounts of flooding in and around philly. Pictures of schuylkel. What were seeing in philadelphia is not the worst of it yet. More water will be pouring into Center City and university city, other parts of philadelphia due to these floods, these Flood Waters in these rivers. Further north, the delaware river, weve seen manville, New Jersey, people canoeing in the streets. Some of these areas are low lying and vulnerable to floods. They are seeing far worse conditions than they normally do when there is a severe storm. As you mentioned, john, up in boston as well, still Flash Flood warnings in massachusetts. We need to keep an eye there. Basically everywhere from massachusetts down 95 to connecticut where there are cars on the side of 95 that were submerged overnight all the way down to maryland. Were talking about 100, 200, 300mile path of damage this morning. Brian stelter with the perfect pronunciation of the river. Also you call your self a weather geek. You have to add that to media and goosebumps. There is no limit to your geekdom, brian, in your reporting. Stay safe, you and your family. Talk about apocalyptic with the scenes were seeing. Cars being left on the side of the road, thats how bad it was. People getting out of their cars and fleeing because they had nowhere else to go, they would be trapped in their cars. Being in a Car Wasnt a good place to be. Another bad place to be overnight was the new York City subways, and there are some real problems there. So lets go to Shimon Prockupec who is at a Subway Station trying to get a sense. Shimon, what are you seeing . Reporter things are going better than they were overnight, john. Some of the Train Service is back. Its not full service, but its back. People have just at this point trying to get it is a much, much different story overnight as people spent the night here at the Subway Station. Kaitlan, you spoke to one of those women. You got on the 7 train and came to where we are on 41nd Street . Yes, thats where ive been in the subway for the longest time. Were there a lot of people yes, a lot of people stranded down there, yes. How long have you been down there . Oh, my god, ive been down there from 11 30 something. Since 11 30 Last Night . Yes. I spoke to other people who had spent hours down here in the subway, hoping, hoping to get home, now finally subways returning and folks now heading home and to work. Kaitlan, john . And, shimon, have we seen any kind of pickup in the level of service down . I know earlier the head of the mta said they were hoping to restore it by The End of the day. It was only five lines running this morning. So, this is the 7th avenue line. It certainly has picked up burks its limited because its not going into brooklyn which a lot of people need to get to brooklyn to get home. There is definitely an uptick in service, but its still not 100 . Limited service is what the mta is saying. All right, shimon prokupecz, limited service. Lets hope it gets less limit and had more active as the morning goes along. A little delayed, but hopefully its moving somewhat so people can get home. One thing thats been clear if youve been out in this, this is an historic weather event. Just how historic are we talking . Lets go to Cnn Meteorologist allison chinchar. Allison. Yeah, thats right. I mean, it really has affected so many different areas. This wasnt just for one city or two cities. Looking at the map, you can see how widespread a lot of this rain was. Basically from washington, d. C. All the way up through boston, this Bright Red Color here showing widespread 6 to 10 inches of rain thats already fallen and several records being broken. Take a look at this, newark having its wettest single day on record. Over 8 inches there. The previous record was just over 6 inches, so they smashed that previous record entirely. Its not the only place. New York City having one of their top five wettest days at 7 inches. Again, keeping in mind the majority of that fell within just about a threehour time span. Again, youre getting a 24hour record. The vast majority fell in a short period of time. Again, the wettest hour, picking up 3 inches of rain, just from 8 51 to 9 51 Last Night. Again, just going to show you how severe, how much rain really came down in such short periods of time, which is why you have the flooded roads, which is why you had the subways looking like they did. Now, one thing to note is the water on the roadways will start to come down rather quickly. But rivers are going to be a different story. All of those rivers, creeks and streams throughout much of the northeast are now swollen. But theyre actually going to continue to rise over the next several days because River Flooding is more delayed than Street Flooding is. So thats going to be a concern, not just today, but even tomorrow and the next several days. The one bit of good news, however, both of you guys, is that the storm is finally exiting. Were seeing an end to the rain in New York, an end be to the rain in philadelphia. And eventually later this morning we will finally start to see an end to the rain in massachusetts as well.
