Everyone to stay off the roads. Im very worried about what is happening out on the roads. I want to urge everyone get in quickly, do not stay out on the roads. It is dangerous. Were seeing the kind of rainfall we almost never see, this kind of speed with which The Rain has come. Everyone has to get to safety, do not be out on the roads if you have any choice. And the subways also im sad to say, the subways are basically out of commission at this point. Also not safe to go there. Tomorrow do not go into a street, a road, a highway with a lot of water accumulated, that can be super dangerous. And while many people have been rescued, new York Police are now reporting four fatalities from the storm. All were people who had called for help. Rescuers have been scouring The Streets for anyone stuck in cars or other areas where floodwaters are too dangerous to get through. New Yorks Governor says it is crucial for people to simply stay home. We cannot guarantee that there will be someone happen to be there to rescue you or if you are in your vehicle and it starts floating like a boat down a river. We have seen that in other parts of the country and it is starting to hit our area. Intensity of our storms continue to grow and we have people who are citizens who realize that there is a lot of first responders out there putting their lives on the line to help people and just make their jobs easier by staying home. Just listen and look at the pictures. The gushing Water Flooding one of new Yorks Subway stations. Nearly all Subway Service is suspended for now. To put it all in perspective, an estimated 35 Billion gallons of water fell on new York City in just five hours Last Night. So were getting new details on some of the Rescue Efforts in New York. The nypd tweeted these photos of a disabled man and his dog trapped in a basement with 3 feet of water. They are now safe thanks to those rescuers. And Shimon Prokupecz has the latest. Were getting tragic news about some who have lost their lives during the flooding. What more can you tell us . Reporter sadly people who called for help but the nypd couldnt get there in time. Just really tragic because just the way this rain came and how quickly it came really surprised so many people. So what were learning from the nypd is that four people they have found who were caught in the flooding in their homes, likely in their basements, they were trapped, they called 911, police responded, they tried to get them out and they just couldnt in time to save their lives. There were two people in one home who died in queens and then there was a separate woman at a different location in queens. And then also a man in brooklyn who also tragically died because of the serious and just severe flooding that hit his home. So the nypd is saying four people so far they have found who died because of the flooding. There is also a separate death we were told by the Fire Department, they found an individual in queens as well who died because they believe a partial Building Collapse and perhaps debris fell on this individual. So really when you think about this storm and how it came out of nowhere and the pictures of people being trapped in cars, all night we were hearing about people being trapped in cars. And we started to get word that this was also affecting some homes but we didnt know how bad and now were starting to hear how in some of Outer Boroughs, staten island, queens, homes that were just flooded and people had no time to react. So sadly they likely drowned. So that has really just taken a complete turn on this. Well hear more certainly i think from the mayor. Just the fact of how this came and how the city the mayor said it just came on quickly, there was no way to really warn people. How much more could you do. But there will certainly be some questions. And also the subways, those have been out for most of the night, many people spending the night at stations sleeping. So some of the Subway Service is starting to return with limited services, but again, Outer Boroughs outside of manhattan, some of those Subway Stops are still flooded. So the mta is working through the night to pump the water out. And right now though when you walk around The Streets of manhattan, things are pretty quiet, The Rain has stopped. But i think in the morning well really get a look as the sun comes up, well get a look at the damage and hopefully we dont hear anymore tragic news. But as of right now, the storm has taken five lives. Listen, youve been spending a lot of time as you said in those subway stations, people have been stranded all night. Youve been talking to people. Just how are people coping with all of this . Reporter people are really upset because for many of them, they went to work today, honestly people in the subway, it is not people partying all night or out to dinner and then just want to go home. These are people who are workers, restaurant workers, Health Care workers, frontline workers that weve talked about during the pandemic, it is now their time to go home at 11 00, midnight, 1 00 in the morning. They are trying to get home. A lot of them are just really, really sad and upset, you know, for the most part they were okay. A couple people were very hungry. Some of the Subway Stops that ive been to, at least there were some Train Cars so people could lay there, there was some air conditioning. And then in some there was just nothing. It was almost as if i was in a Subway Stop during the day rush hour. That is how many people i was seeing. And just people laying on the staircase, some of the benches, just wherever they could sit, some people were charging their phones, they found some outlets. For the most part people were taking it, you know, they were okay with it because they just felt stuck, what were they going to do. This was their only way to get home. A lot of People Cant afford a cab. If you go from manhattan to queens, it gets very expensive. No doubt price gouging. Some people were getting together with other Train Riders to see if they could maybe get a cab together. So that was happening. Most of the people just sitting around, a lot of people just sort of surrendered and were sleeping. People were hungry. And then also what was interesting, i said you could go outside and get food, the Train Isnt coming. They were afraid to leave the Subway Stop. In many cases starving, you know, they were going to go home and eat lets say and they were just now afraid to leave the Subway Stop because they didnt want to miss the train. So it is New York, people get through this stuff, but it is really to see something like this, it was just very sad to see so many people sleeping on the dirty y subway platform. And the mta was making announcements saying there was no train, but No One was really coming around to talk to them. Police started showing up to say it was okay, but there really wasnt offered so just a really tough situation for many people. And then some of the trains started returning and people were very happy and going as far as they possibly could because of the limited service. So hopefully by now it seems some of it is back, but still for many people, i do think that they are spending the night on subway platforms. The scenes were seeing and the picture you are painting here for us, just incredible. Shimon prokupecz in New York. Thanks so much. At least one confirmed death has been reported in New Jersey. An elderly man was pulled from his car after it was overtaken by floodwaters in passaic. Firefighters were able to rescue two other people from that vehicle. The mayor urged residents to stay off the roads. There is no way that we could have predicted how bad this storm would get. The intense rainfall, the concentration of water which could result in trees coming down, many people have the impression that the winds are what causes trees to come down, but truly the saturation of the ground, it dislodges the roots. And we were getting reports all over the city where fire were responding. But ive said this before, cars can be repaired, property can be replaced, but the loss of Life Cannot and today as a city, as a community, we are dealing with the loss of life in our city and potentially more and we know that this storm has devastated our state all over, so again, i want to xhebcommend the efforts firefighters, police, Emergency Responders who unite together. They are beyond heros and their efforts have saved countless lives. And the aftermath of the storm continues to be a concern as the river now is really what were focused on and the rising levels of water. Well need to evacuate, were looking at conditions that we havent seen since 2010 in Eye Reason and we need to make sure that we get people out this evening. So i made the call to advantage ate ind evacuate individuals now. And one motorist had just left a restaurant as The Streets became flooded and he spent hours stranded in his car. He spoke earlier with don lemon. As i left the restaurant, there was about a foot of water in The Streets, got in my car, turned around and tried to get to Route 3 and as i got closer to Route 3, i saw cars ahead of me and the water was up to the bottom of their trunks, and so i pulled a quick uturn but i did that in about 2, 3 feet of water. Yeah, you can lose control pretty quickly. Right there, there it is get the power line. There it is. Oh, my god a twitter using captured this individual why of a large tornado near philadelphia. This Video Shows what may be the same tornado a short distance away in New Jersey. The reports of a number of homes destroyed in the area. Pedram javaheri is joining us now for the latest on the conditions. Is what were seeing now in New York, New Jersey, heading up basically to boston . It is, yes. The next couple of hours. We see the last of the remnants of ida. And it was about a week ago we began tracking this Storm System as it developed near the grand caymans. And then you notice the last breath of it here producing significant rainfall and we know of course that it will reshape the landscape of the Gulf Coast around parts of louisiana and certainly rewrite the record Books around portions of the northeast here. As far as The Rains left in place, portions of connecticut into Rhode Island and eventually massachusetts, that is where we have the brunt of what is left. There is a Tornado Watch until 6 00 a. M. Across portions of this region. All of this in line here to see strong thunderstorms and maybe rotation enough to produce a tornado. Notice rainfall amounts 6, 7, 8 inches, these are remarkable numbers no matter where you put them. Usually related to tropical landfalls around the Gulf Coast and you dont see this very often around parts of the northeast. In Fact Newark comes in with 8. 32 inches of rainfall, this is the Sendiningle Wettest Day in history. It is a 1 in 1,000 chance for it to occur in any given year. It is exceedingly rare and the same scenario played out around Central Park where over 3 inches fell in one hour. This is a 200 year event. And about ten days ago, we watched Henri Make Landfall and bring in historic rainfall to new York City. They have kept records here since the 1800s and they have never seen a period of rainfall like this in the last 24 hours essentially. But the system quickly moving out of here into the morning hours. I think 6 00, 7 00 were on the Back Side of this and conditions begin to dry out. But an incredible storm the way it started and made landfall and spent six hours almost at category 4 in louisiana to the final breath of it here in the northeast setting records that weve never seen as well. Yeah, incredible as you say. All right, stick around, well have you come back later in the newscast on this story. Right now we want to go to Mark Morales in brooklyn, New York. Mark, brooklyn is another area obviously hard hit by the flooding. What are you seeing there now . Good morning. The story out here really is the level of damage that has been done by this storm. Obviously it is not raining like it was, or at all really, but what was here was it almost looked like a river was going down The Street. And you can actually see the remnants of what happened. Right behind me you will just see a couple vehicles, two suvs, that were caught up in this storm. And they were abandoned once the Water Level reached a certain level. You have one car whose tire is sticking into the middle of the Ground Right where almost the Manhole Cover was and another pointing right into the corner. And there is even a third corner which i dont know if you can see, but it is also abandoned somewhere in the middle. All over The Street you just see the dirt and sludge, just the Dust And Debris and trash that is brought in by a lot of these overflowing waters that come down on The Streets. And if you can hear faintly behind me, there is also that constant ringing. And that is coming from a nearby building as also part of the aftermath of this storm. And this is not an isolated incident. This has happened in several parts of the city in brooklyn, parts of staten island, queens, you see all sorts of videos of this on Social Media where you can actually see water going up to the windows. We are talking about 6 feet in some parts of the city of water. Yeah, unbelievable. The mayor was talking about the cars basically, you know, swimming around in the waters like boats. And were seeing the af aftereffects there. Mark, thank you so much. Appreciate it. Another breaking story were following, the u. S. Supreme court has refused to block a controversial new Abortion Law in the state of texas. The decision was 54 with chief justice John Roberts joining the three dissenting liberals. The Texas Law effectively bans abortions after a fetal heartbeat is protected. Abortion rights groups are vowing their legal fight will continue. I think that it is completely unconsciousable. And you know, we have to understand that most people dont know that they are actually pregnant by six weeks. 85 of abortion happens in texas after six weeks. So there could be people waking up today or this week finding out that they are pregnant and not having a full range of options to make the best decision for themselves or their families. In a Tweet President biden called the bill outrageous and said that takes blatant violation of womens rights established under roe vs. Wade. Areva martin says this decision and others could threaten Abortion Rights under the roe vs. Wade ruling. Here she is. This is a real blow, this is a significant blow to those advocates who have been fighting for reproductive rights and justice for women. Youre right, this law gives private citizens, anyone, including someone maybe that has committed a Sexual Assault crime against a woman to file a civil lawsuit to seek 10,000 in damages to have their attorneys fees paid. And this could be someone who has no relationship to the person, it could be a complete stranger, someone that happened to give the woman a ride to the Clinic Or Someone that loaned money to the woman, it could be a family member. This is a very dangerous law that has been passed and now upheld at this time by the Supreme Court. The order by these five justices speaks volumes. And we know when Donald Trump appointed the three that he appointed he did so with the notion that he wanted judges that would overturn roe v. Wade. Weve heard Justice Thomas and his opinion, weve heard from these judges have already made it pretty clear that they believe roe v. Wade is unconstitutional and that it was a Congress Decision and it should be overturned. So knowing what we already know, having heard from these judges before, i dont expect roe to have an easy time in the Court System and in fact we may be looking at 50 years of protection for womens rights being overturned in this next Court System because we should note that it is not just this Texas Law, there is a case before the Supreme Court involving a mississippi Abortion Law that involves 15 Weeks Ban on abortions at 15 weeks. So we have to watch this space very closely. But not very promising for those who are fighting for womens rights. Our thanks to legal analyst Areva Martin there. Police in texas say another new law will make it harder for them do their jobs. To allows most texans who legally own firearms to carry them openly in public without a permit or any training. Supporters claim the law allows people to better protect themselves and their families in public, but opponents including the Dallas Police Chief says it makes it Hartder Tder to tell a guy from a bad guy with a gun. And there are raging wildfires in california that forced thousands from their homes. How washington is responding to the call for help. And well have much more on the flooding in the northeast. And that is absolutely drought, climate change, Dry Fuel conditions that we just havent seen before. California got a pledge of federal aid thanks to president ial emergency declaration. Californias governor says the aid will supplement other funds and services to prevent further loss. It is loss. And i think that is really the story the last couple years, right . The loss, the fear. And now you see loss of lifestyles, places, traditions. And krnv is in california with more on the fires. Reporter good evening. What you are seeing is just a Spot Fire burning away from the main fire, the main fire is burning to the north of us across from highway 88. Crews arent too concerned about this one, they are just letting this one burn out. Some good news, winds are calm right now. As we were driving down highway 88, We Shaw B saw bulldozers cl out debris to prevent spread. Today there are strong winds pushing the fire to grow on the north side, planes and helicopters making frequent drops into christmas valley. And crews will look for any opportunity to set more Control Lines and Gain Containment on this fire. In the meantime, areas like christmas valley, south Lake Tahoe still under alert and crews hope to gainful containment on the fire by september 13th. Reporting near kirkwood, im audrey mayer. A tale of two stories when you take a look at this, you slice the nation in half, the western half 86 large active Fire S we do expect more gusty winds and middle 80s to the middle 90s. So another heatwave in the works. And we know Air Quality remains very, very poor. The Steering Environment in the atmosphere is such that the southerly and southwesterly winds are pushing any near Service Smoke Right towards Lake Tahoe, towards reno, even through places such as Salt Lake City as well. So this will be an expansive setup as far as where the smoke ends up. And the western u. S. Almost the entirety under drought conditions. Incredible coverage of excessive drought across the western United States. So you kind of look at the u. S. In two different lenses here as far as the severity on complete opposite end of the spectrum. As far as fires are concerned across the u. S. , 43,000 total to be had. The average is right around 42,000 or so. And this is to date you compare how much we should be. But temperatures as i noted will stay warm. In fact maybe even warm up a couple degrees. So well continue watching this around parts of the western u. S. As excessive drought continues and the Fire Weather Risk picks up in intensity when we get to october and november. People think that it is the summer months that you see fire weather peak, but it is actually toward the Tail End of summer into fall when you have the Santa Ana winds pick up and the conditions get ramped up. Were following Breaking News out of northeastern United States where the remnants of Hurricane Ida are bringing torrential Rain And Flash flooding to the region. Governors of New York and New Jersey have declared states of emergency and there are more than 240,000 homes and businesses without power. In New Jersey, at least one person died when their vehicle got caught in the Flash Floods. At least five people were killed in New York and now the severe weather is moving into New England. Meanwhile, President Biden is set to visit louisiana on friday to survey damage there from Hurricane Ida. Efforts to recover are closely creeping along. One Electric Company says progress is slow and steady, but more than 1 Million customers are still without power in areas hit hardest by the storms, and they may not have electricity for weeks. Louisianas governor says his people are tough but they still need help. Our people have taken a pretty good lick here from Hurricane Ida. But our people are very resilient and strong as well. Having said that, we need all the help that we can get from the federal government, from the nonprofit sector, from the faith community. And certainly from us at the State Level working with our local partners as well. And well continue to follow this Breaking News as what is left of Ida Reeks Havoc in the northeast. And there are states of emergency with the Record Rainfall with many stranded. The citys Public Transportation mostly shut down. The rain has moved on, but Emergency Crews are still trying to evacuate passengers stuck on the subway. Earlier cnn spoke to the democratic nominee for mayor in new York City and here is what he had to say about the floods. For the first time in my life, i saw the Brooklyn Bridge flooded on the inbound ramp. We tried to assist some of the motorists, but everything from our Train Stations to parts of crown heights, you are seeing a high level of water, flooding cars, even outside the Water Line areas. So it is a real concern that were experiencing during the storm. That is why we call it Mother Nature because this is still her planet and although we destroyed it by so many things that we have done, it is real, that Gk Global Warming is here. Our role is to respond to the emergencies so people are not trapped in their homes or vehicles or that we get Emergency Services where they are needed. And Shimon Prokupecz is in new York City with the latest. I want to start with the sad news were hearing about the number of people who have died. I think six people. What more can you tell us . Reporter five in the new York City area, and then one in the New Jersey area. The people in the new York City area lived in the Outer Boroughs. Brooklyn and queens. More of them died because of the flooding and rising water in their homes. They called police for help and the Police Couldnt get there in time to rescue them. And so they sadly died. And then one of those people here in new York City died after a Building Collapse, a partial Building Collapse is how the Fire Department described it, and so that person died as a result. You know, these communities in queens and brooklyn where these people died were some of the hardest Hit Communities from the torrential rain, there was just no place for this water to go. Well see if some of the Storm Drains were clogged and maybe that perhaps left the water no place to go or it was just too much water where the system got inundated. And so therefore really the water had nowhere to go but inside these peoples homes. And sadly im sure you know, No One expected to be this bad. We were expecting it to rain here, certainly we had the warnings, we head about the potential for all this rain, but just the way that this came in and how quickly, people were really surprised. And certainly it appears that these people died in the flooding, they lived in basements. So it is not like the water went high up, but you know, enough went in their basements to kill them. So sadly the police responded, they were able to call police for help, police went there but could not save them. So that is what we know of those people. And the other things that have been going on with all the Rescue Efforts from the police and the Fire Department, people stuck in their cars, on the roofs of their cars and the number of calls that were coming in through the 911 system and that the police were responding to just has to be in the hundreds. From all over the city. There is only so much that they can do. Luckily so far were not hearing of any fatalities out in their vehicles, at least not yet, but there is a lot of damaged vehicles, a lot of cars in the road that need to be moved. We dont yet know the damage to homes certainly so well have to see in the morning. And obviously the other big story has been the subway. So that now is starting to come back up and starting to run again. So hopefully things can return to some normalcy. But obviously a tragedy out here tonight. Absolutely heartbreaking. Shimon prokupecz, thanks so much. And as he mentioned the flooding took many by surprise. Rescue operations began and here is the commissioner for Emergency Management in new York City. Were seeing a lot of what you are showing on the screen, right . Were seeing a lot of flooding citywide, unfortunately peoples basements are being flooded. You know, people are getting stuck in their cars across the city. This came in, you know, Fast And Furious and obviously, you know, the city has difficulty absorbing that much water in a short period of time. As you are hoeing thousand, were seeing a lot of subway impacts. So were lucky that the water is starting to subside, The Rain is starting to let up and we could really start to get ahead of this overnight. Were out rescuing people in The Street out of their cars. Weve had a few people that weve had to rescue out of basements. You know, unfortunately this came in so fast that, you know, people we tried to tell people ahead of time dont drive into flooded areas but i believe that this happened so quickly that people didnt anticipate it and got stuck. So we have Police Department and Fire Department out there with high wheeled vehicles really getting in there and getting people out as Fast As they can. Have a look at this, you are looking at people being rescued from the floodwaters in philadelphia. You can see Emergency Crews there using rafts to reach people who have been stranded or trapped. Unbelievable scenes there. At least one death has been reported in New Jersey because of the catastrophic flooding. The mayor of passaic says a man in his 70s died after the car he was riding in was engulfed. And two others in the car were rescued. Yo, this is crazy. It is really a tornado out here. And in addition to The Rain and floods, the storm has spun off several tornadoes. This Multivortex Tornado appeared this burlington township, New Jersey just outside of philadelphia. And look at this, at least one other tornado ripped through southern New Jersey damaging or destroying a number of homes. One Resident Couldnt believe the instantaneous destruction. Listen to this. It is like a warzone. The one house over there, there is nothing left of it. And Pedram Javaheri is joining us now for the latest on the conditions. I mean, we were looking at records falling, what, ten days ago and already setting new records now. Once again exactly, that was something that we had not seen since records began in the 1800s across new York City and incredible to think just about ten days later we best that record by a significant amount with what happened here in the last several hours. Last breath of this storm thankfully finally beginning to push away from the United States in the next couple hours but i still think parts of massachusetts and portions of connecticut and Rhode Island could still see heavy rainfall but were beginning to see it push offshore in the next few hours. There is still a Tornado Watch in effect. Weve seen at least five reports of tornadoes in the last several hours and wouldnt be surprised if the system spins up another one. A lot of rotation is still in the atmosphere. But as many as 70 Million americans under Flood Alerts during this event. You notice new York City now the top five wettest days alltime taking place. September 1 certainly going to go into the record Books. 7 inches of rainfall coming down in Central Park in three hours, upwards of 5 inches fell in Central Park, that is a 500 Year Rain Event taking place in the last several hours in new York City. And again, the national Weather Service across this region issuing their first Flash Flood emergency. Of course that has since been expired. But when you see Flash Flood emergencies, these are as rare a product in the Weather Service because it means that imminent flooding is occurring, Water Rescues are taking place and catastrophic and life threatening flooding is also in place, all of this was taking place Across Portions of New York and New Jersey into pennsylvania as well. As far as severe weather, almost 50 severe weather reports in the last several hours, five to tornadoes. The new Jersey Tornado very rare to see a tornado in New Jersey. They average two per year and this one coming in last several hours was their 11th of 2021. Incredible run of severe weather in the region. And again the Storm System we think by 6 00 or 7 00 in the morning really quickly moves out of here. Back behind It Cloud did I Skies A and later on this afternoon sunshine. Lets go back to cnns Mark Morales in brooklyn, New York. Mark, obvious to say the City Wasnt built to deal with anything remotely like this. I have a friend who has been bailing out his basement for the past couple of hours. Im sure thousands are doing the same. Give us a sense of where things stand where you are and how residents are coping with all this. It is very similar to your friend. That is the scene that has been multi Mu Multipl ied all over the city. You had people dealing with their basements or what we have here at this intersection. It almost looked like a river. Youll notice a Couple Suvs behind me. These were cars that were left in the roadway because the Water Level got too high and it became too dangerous for the drivers to stay in those vehicles. Were talking about water getting up to the Drivers Side Window to the point where someone had to evacuate their vehicle. And it is not just those two cars. There is a third car over a little bit further on. And if you can hear a little bit, you can hear The Rain sound, that is doing from a building that is further down the block. More remnants and more damage from what we saw from the storm. And it wilthis Intersection Hap at a number of intersections in brooklyn, bronx, queens on major thoroughfares, on the roadways like the brooklyn Queens Expressway or the cross bronx expressway. You are talking about major areas where traffic had to shut down because the flooding became unwielding. Obviously well, it seems like The Rain has stopped and the water has receded generally. But how long is it going to take, we only have about 30 seconds left, but how long will it take to get the city back again . I imagine that it will still be chaos later this morning. Right. And that is what it is up to City Officials to sort of figure out in the next coming hours because it will be rush hour, people will have to get to work and it will be about getting the subways back online, making sure that the roadways are clear, making sure that these vehicles are out of the roadways. Lets give you an update on the Breaking News in the northeastern United States. This is a look at what the Baggage Area at the airport in newark, New Jersey looked like late Last Night. We dont know what it looks like at this hour. There was also flooding in airport terminals. At one point the airport shut down all flights but officials say they have resumed limited operations. Newark had a record 8 inches of rain on wednesday. Governors of New York and New Jersey have declared states of emergency because of massive flooding. This is a flooded intersection in queens, New York. You can see that Fire Truck preventing vehicles from driving into the floodwaters. The region has been slammed by remnants of Hurricane Ida killing at least five people in New York and another in New Jersey. The flooding prompted new York City to essentially shut down its Subway System. The citys ban on nonemergency travel is scheduled to end at the top of this hour. And here is a look at the flooding in short hills, New Jersey. The state has seen rising water and even tornadoes in the past 12 hours. Cnns Brian Stelter says that the Area Isnt used to getting this kind of severe weather. Reporter in towns, city, counties that are not built for this, not equipped for this amount of rainfall this Fast A appeared of period of time. Of course were talking the remnants of ida that has been soaking the United States. And the same kind of Infrastructure Problems we saw in louisiana we are now seeing in New Jersey and New York. Earlier today tornadoes south of where im located closer to philadelphia, but in New Jersey, we saw tornadoes also in annapolis, maryland. So multiple twisters kicked up by remnants of ida. But the biggest story as you said is the flooding. 4 inches of rain in many areas and more localized 6, 8, 10 inches of rain in some neighborhoods. And that is why were seeing so many pictures of cars submerged of people needing rescues. And those rescues are still happening right now in different stretches of the 95 corridor. Anybody who has been to the northeast knows the 95 corridor up and down from boston to New York to washington, that is really where the focus of this rain has been and where the problem areas have been.
