Nation not at war there. After two decades the u. S. Military no longer on the ground in afghanistan. This image capture the the moment the last u. S. That Step Macmarking A Chaotic End to a war that cost trillion dollars through the years and thousands of american lives, many thousands more injured. With the united states gone the taliban is celebrating the takeover. New video shows taliban fighters entering Kabul Airport, seizing, surveying large amounts of u. S. Military equipment. Though the u. S. Did destroy much of the equipment left behind. As far what happens next, President Biden will discuss that when he addresses the nation on afghanistan in a future there later today. Our team is across the region. Lets begin with Cnn International Editor Nick Paton walsh in doha, qatar, where so many Evacuation Flights went. So the withdrawal is official. What does that mean there . Youve been at a base there that was built for these operations both in Iraq And Afghanistan and around the region. What does it look like now . Reporter it is important to remember, too, jim, that for so many, in fact most common age in afghanistan is 18. For so many afghans this is of the first time theyve woken up not knowing a american presence on Afghan Soil. It is a remarkable moment and it is the ability for the taliban to run the economy and go do thing the things they havent worried about suddenly the most urgent tasks. We saw how surreal it could be being among the silent engines of this huge Military Machine that churned for 20 years. At the air base, some of the last planes that came out of kabul last night, the very last, in fact and it is extraordinary to see this runway, just lined endlessly with aircraft that were involved in the last two weeks in evacuating 122,000 evacuees and kept this War Machine running for 20 years. It is a new moment, not one of great excitement. One of extraordinary Avnxiety Fr afghans what dont know about the life ahead. And for many Siv Applicants who tried to get out and failed and here is one issue, there are still according to the State Department maybe 100 to 200 american citis who want to get out but werent able to. Here is one speaking to Chris Cuomo last night. Now the question is my life. Am i safe . I dont even think theyre safe because they were in my house. Because now they are more of a target than ever before because theyre living in my house and im an american. Im a former interpreter. I worked for 14 years and what is next for us . We just smell the death. Im afraid to let them go out or myself to go out. Reporter this is a moment of truth. Any hopes that the u. S. Or the west might have had have to be realized now. You do have to see them get on with governing. Not getting involved in what many fear could be the task of revenge against those who helped the americans and america has to stay focused on the huge downstream flow of Tens Of Thousands of refugees at the air base. They couldnt tell us how many of the 39,000 were Siv Applicants. A lot of questions to be answered, jim. Thank you so much. New this morning, pakistani officials say they killed 11 alleged members of isis and arrested a senior leader of that group after a foiled terror plot. The deaths came after a Fire Fight with special operations teams. Pakistan is also facing a potential Refugee Crisis as afghans desperate to escape the taliban flock to the border. Clarissa ward is there. Reporter were here at the Border Crossing that separates pakistan from afghanistan. And you could see behind me a lot of taliban fighters, theyre standing here under the white taliban flag. That is the official flag at this Border Crossing. Now, what youre not seeing a lot of, if you come over here with me, are people getting into pakistan. This is the line of afghans who are waiting to get into pakistan. But only people who have pakistani documents or residency are being allowed in at this stage. And that has been a rule that has been in place for a few months now. Partly because of covid regulations, partly because pakistan said it cant cope with the flow of refugees. Now if you look over here, just behind me, you could see this grouping here of people who are very sick. I want to draw your attention to a particularly serious looking woman with a young boy. He has some kind of bandages with blood on them on his lap. And these people are basically appealing to pakistan for immediate medical attention. Some people have been allowed through to go to hospitals. But basically what pakistan is saying now is we have norman 1 Million afghan refugees and we simply cant cope with any more. Clarissa ward, cnn, at the Border Crossing. Where did all of the people go. Hours from now President Biden will speak to the nation about The End of the americas longest war and his decision not to extend the u. S. Presence in afghanistan. Even with some americans still on the ground. He claims that the decision to stick to Todays Withdrawal Deadline at least was unanimous among his military commanders. There are some Wiggle Room there and well delve into it. John harwood joins me from the White House. What is misleading about that is that we know some of the senior military officials opposed the withdrawal of all u. S. Forces from afghanistan. Perhaps at the final moments sticking to the deadline, a different decision. But it is not unanimous to Withdrawal Saul forces, particularly unconditionally. Reporter no, it definitely wasnt. And remember, Joe Biden has been arguing with generals about afghanistan for more than a decade. He argued against the surge that President Obama ordered when he was vice president. He lost that argument. But now that hes the president , in position to dictate the outcome, he was not he thought that President Obama had been pushed around by the generals. He decided he was not going to do that. Hes willing to take the heat for that decision. And hes been taking a ton of heat for it. What i think that statement referred to was the decision not to extend the deadline for another week or two because of the presence of those 100 to 200 americans. Instead hes going to try to get them out by other means. Here is the president s statement yesterday. It was the recommendation of joint chiefs and the commanders to end our Airlift Mission as planned. The mission to end was the best way to protect the lives of troops and secure the prospects of civilian departures and those who want to leave afghanistan in the weeks and months ahead. Obviously that was influenced by the Suicide Bombing that occurred last week. And jake sullivan, his national Security Adviser echoed that statement this morning. It is just that it has shifted from a Military Mission to a diplomatic mission and we have considerable leverage over the taliban to ensure that any remaining american citizen will be able to get out. He got a unanimous recommendation from his secretary of state, his secretary of defense, all of his civilian advisers, all of his commanders on the Ground Sand all of the joints chiefs of staff that the best way to protect our forces and the best way to help those americans was to transition this mission. Reporter and of course, jim, what well hear from the president this afternoon is an attempt to put the agony of the last couple of Week News Perspective and explain the decision and acknowledge the big work ahead diplomatically to try to influence the taliban and the governance of the country and to get out the americans and afghan allies who remain who were not able to get out by yesterday. Many of them cant right now. John harwood at the White House, thank you. With an estimated, fewer than 200 americans remaining in afghanistan now, the biden administration is vowing to keep working until every last person who wants to be out, every last american, is evacuated. Despite no u. S. Military left in the country. Here is the Pentagon Press Secretary John Kirby on cnn this morning. I dont foresee a Military Role at this time. But of course that is going to Bay Decision by the commanderinchief. Ill tell that you well remain committed to getting them home as fast and as efficiently as possible. Though the Military Mission has ended, the united States Commitment to them has not. Does this work . Joining me now, general wesley clark, former nato allied Commander And Robin wright from the woodrow wilson center, spent a lot of time in that part of the world. Knows it very well. General clark, i want to begin with you. Because i want a Reality Check in what the plan is going forward and that is depending on cooperation from the taliban, depending on perceived leverage over the taliban, and in the form of humanitarian aid and financial aid to continue to get not just americans remaining in that country out. But also afghans, many thousands of afghans who worked for the u. S. And therefore face a threat. Is that practical, does this work . Well have to see, jim. It might work. It might work to some extent. It might not work at all. We know there is a Hit List out there. We have people frightened to death in kabul, hiding in their attics and so forth and really disappointed because last flights that were supposed to make it out with these people did not make it out. Because of taliban interference. So we know we have a problem there. But i would say this. That we also sort of run through our military options. There was nothing more we could do with that vision in kabul. It was too close to the people. Isis was around us. The risks were too high for the people trying to get to the airport as well as for our troops. And restarting the war, it would have sacrificed all of the diplomatic leverage. So this is the logical recourse for the administration and i hope it will work. Robin wright, you wrote in the new yorker, it is not just an Epic Defeat for the united states, but the fall of kabul may serve as a Book End for the era of u. S. Global power. As a practical matter, where is u. S. Credibility today in the Middle East among both allies there, but also adversaries . I think the united states is facing a real test of its credibility. It is a true point in the early part of the 21st century, the united states looked coming out of World War ii as if it could beat anybody. The sophisticated nazi War Machine and the Japanese Empire and yet today we have been forced out by a Rag Tag Militia that had no Air Power and no tanks. A very small force. And this is we have so much to prove going forward, whether it is dealing with the tragedy of the afghans and americans left behind or really ensuring that islamic extremism does not spread. It was a multiplier with the taliban sweeping across the country. Now you have a threat from Isis Khorasan that this is again an arena that will become the hotbed of jihadism. We fall good at The End of the Isis Caliphate a few years ago and now we have an alternative that may attract yet again Tens Of Thousands of jihadis from around the world. And the u. N. Has traincked that. General clark, how about outside of the region. We know Russia And China both have territorial expansion ambitions, russia in eastern Europe And China in a place like taiwan. Do they judge the u. S. Now as a less credible adversary and less likely to defend allies. They would like to portray the u. S. That way. And they attempted to do that when this Taliban Takeover First occurred. But i think in retrospect they cant make that call. President biden was very firm, his statements have been very powerful, hes been very effective in terms of setting a deadline and following through on that deadline. And hes been backed up by very credible capable military force. We got in quickly. We established what needed to be done. We brought a lot of people out and strike at a couple of Isis Strong holds and the government looks strong. Now, the real test for american credibility is mostly, jim, At Home. Theyre looking at the american domestic scene. Theyre asking how much domestic strength will President Biden have. Could he rally the united states to face a challenge in someplace like ukraine or in the south China Sea or taiwan or just collapse in the sort of raucous criticism that we saw with the situation a few weeks ago in afghanistan. This is the critical test for american credibility, to pull the country together and keep the economy going, keep the dollar strong, create jobs and were back on top. Robin wright, this is the first of other critical decisions that biden has to make in the region. Hell have a decision later this year on what to do with the u. S. Military presence in iraq. There is a continuing, though small Military Presence in syria Fighting Remnants of isis there following the failed withdrawal from iraq in 2011. Do you see the afghanistan Withdrawal Decision as the first of several from this administration . Obviously as the united states pivots to asia particularly china, i think youll see a much diminished footprint in the Middle East. It looks far more unstable with failing or failed states than when the u. S. Went in in 2001 in afghanistan and 2003 in iraq. This is a region in profound trouble. And we are aligning ourselves in many ways increasingly with the kind of most conservative shakedowns in order to have some kind of Military Position still in the region. Were relying on countries like Saudi Arabia to provide their air bases. Qatar to head the central command. Bahrain for our naval fleet. That these this is a part of the world where Joe Biden likes to talk about standing for Human Rights and these are some of the countries that have the worst Human Rights practices. So this is this plays out, this Will Ripple like so many, not just the Middle East but i think across the world and the fundamentals of Joe Bidens policy. And Hume Ranan rights more broadly. And for many of them it may stay that way for days or even weeks. Result of ida which slammed into louisiana as a category four hurricane. Now crews are assessing the damage in some of the hardest Hit Areas including in New Orleans. Where were hearing sadly reports of looting. Nadia romero and Ryan Young are following this. I want to begin with you, nadia. Power could be out for weeks there. How do police manage to keep the city safe . Reporter and this is so unfortunate. That is something that tends to happen after you have a natural disaster. There is always a little element in the community who decides to come out and take advantage of the situation. So we didnt see this the night of the storm or the day after. But last night into the overnight hours, there were reports of breakins and potentially people going in and trying to steal items because businesses are left vulnerable. They dont have power and it is Pitch Black in the city and so weve seen Police Cars stationed on different corners monitoring to make sure people arent walking around where they are not supposed to be going in and out of businesses and breaking in and out. That is something we saw in the overnight hours to prevent that. An the power is out here in New Orleans. And for so many other parts of the Gulf Coast. More than A Million people without power and it could be that way for weeks because of this. You could see this large tree that came down during the storm on top of the Power Lines and on top of the houses. And the people would live here are used to having storms. Theyre used to be in the Gulf Coast. But they werent expecting all of the wind that Hurricane Ida brought to them. And so now people are trying to deal with not having power and having to repair themselves, repai repair their home and find a way to feed themselves without power and the food is going bad. This is robin and jennifer. They decided to hunker down during the storm and then boom something happened. Jennifer, talk to me, you live in the White House behind us. What happened during the storm. I was on the the friend helping to fix the window and i heard this crash and i was like, i will call you back in five minutes and came out to the window here and saw the whole one side of the tree. I texted my neighbor and told them the tree came down and there was one limb still up and 30 seconds later i texted them back and said it just went down on to your patio. It was pretty traumatic. It happened all, first the big part fell and then the second part fell and then it was done. And i see your Windows Open and you have a Ladder Right in front. So is this your new entryway . That is how i have been getting out. For the first couple of days. Because there is no way to get out through here especially with the lines down. I dont want to take any chances. I have been able to start going through the back but the Oak Tree in the back has fallen so im a little nervous about keeping to go through there because if that comes down while im trying to get over the airconditioner, because it is hanging. So hazards. Youve been helping, jennifer, youre a great neighbor. Youve been helping her get in and out of her house and feeding her but you dont have power either. How are you able to i have a generator. That is what im hearing in the background. Occasionally well turn it on to keep the refrigerator going. Charge phones, get a little fan going. Reporter a little bit of circulation in the house. How do you think that you and your neighbors will fare if it takes weeks knowing that the Gas Lines are so long for people trying to fill up they are generators. It is scary. Because we have three homes down in the boweu. And my home is trying to purchase things to repair Roof Damage down there. Sfrvrjts so a lot to still work on over the next couple of weeks. People are still trying to pick up the pieces and they still may not have power over the next couple of weeks. Jim. It takes a long time for the community to come back and Ryan Young knows this, Tulane University and everybody is excited to come back to the school year, hopefully post pandemic to some degree or at least with more opening. What are you seeing . Reporter yeah, as you could imagine, jim, you think about the kids who had the High School senior years cancel and they finally get to come Back To School. We talked to freshman who were excited about returning and then they have to ride out a storm. For a lot of them, this is the first hurricane. The line has stretched way beyond this. Were talking about 1200 students who had to be evacuated from the situation. The buses are on this side. Theyve all been lined up and this operation is moving smoothly as they move the buses down and get these students out. Theyre going to take them to houston. Weve heard stories about the fact that some of the kids have to ride out the storm with windows breaking out and dealing with this for the first time. We met these students earlier and what is this like for the last 24 hours to deal with storm and what has been going on here . It is been very scary. But i believe tulane did a great job at communicating through emails and getting us food before and after. And yeah, it is been a really scary experience but im glad to go home. And what year are you . Im a freshman. What is this like to deal with in terms of your first year on campus. It was terrifying because no one knew the severity of it so it was downplayed a lot and then all Of A Sudden was coming towards us and know one knew what to do. And power is out. It came back at 3 00 a. M. Tomorrow night. And i woke up and the a. C. Was blowing and i said this is good. And youre heading to houston. Theyre heading to houston. Power has been out for much of the area. You could see all of the kids lined up with their stuff. They came with suitcases and what theyre doing is moving them to houston. Some will fly home and some will stay in houston. Theyre checking them in. Some of the buildings were damaged. But they want to move them out. Also around this campus area, Weve Seen Trees and Power Lines down. The whole idea with this sweltering heat and it is hot already, jim, you dont want the kids sitting in the heat. I feel sorry for so many of the people stuck and have to deal with this for weeks because we have Nooid Dwra when the power is coming back on. God, i hope they get Back To School soon. The American Academy of Peady Atibs just released some troubling numbers. Concerning covid19 and children. According to this new report, more than 200,000 children tested positive for covid19 last week. That is five times higher than just a month ago. It comes after declines over the summer. Joining me now is dr. Rasheana bissette from the Baylor College of Medicine And Emergency medicine physician. Good to have you back, doctor. I know kids are going Back To School so that is a natural place for them to be exposed to this and pick up infections. But this is a fivefold increase from last month. How concerned should we be about this . Well i think we should be concerned not just because of the sheer numbers, it is actually the trend that is frightening. When you look at the direction things are going, the number of pediatric cases are increasing and theyll keep increasing, the American Academy of pediatrics reported at The End of last week, the cases made up about 22 of total covid cases for the entire week whereas historically throughout the Pandemic Theyve made up 13 to 14 . There is a 9 rise over the last couple of weeks. Okay. So these are infections, right and it is still true that the vast majority of children will not be hospitalized or become seriously ill. But some will. And all we in this data seeing that more children, a higher percentage of children who are infected are ending up with severe illness . I think were definitely seeing a greater amount of cases but the jury is still out on whether or not that percentage of pediatric hospitalizations have increased. So for example, the Department Of Health And Human Services in florida reported that at the beginning of july, they only had 20 pediatric cases hospitalized with covid. As of yesterday, that number has jumped up over 10 times to 224. So again, the actual number doesnt sound that large. But it is the trend. Okay. Given that trend, and it is real, and what weve heard about data submitted so far on Emergency Use Authorization for the vaccine for children under 12, what is your best guess as to when that vaccine will be available to children . Is it coming soon . Will it be before christmas . Sometime this fall. The margin of error is much much smaller when we are talking about pediatric vaccines. Pfizer and moderna has been conducting trials since the springtime but they want to accumulate a lot of data before we present this to the fda in order for it to be approved. Understandable. Okay, lets talk about the situation right now. Because texas is a state with a lower vaccination rate. How severe is the shortage of Icu Beds in texas. Texas is one of the five states across the u. S. Reporting less than 10 of Icu Bed availability. Here in the texas medical center, our Icu Beds are full. They have deployed some Surge Capacity but even when you look at the Surge Capacity, jim, were still at 88 of our Surge Capacity being full. So the situation is pretty dire. Does that mean that people with first of all, does that mean you cant treat all of the severely ill people with covid but it is also crowding out others who have severe illness that needs to be treated in an icu . An Icu Bed is an Icu Bed. While some places may have places for covid, if there are no Icu Beds available, if doesnt matter if youre in a Car Accident or having a stroke or a heart attack, there is not going to be a bed available for you. To go back to our universities. We are no longer able to record programs and study. Despite what theyre saying, that they dont have any problems with girls, that girls could seek education, go to university, and go to work, but weve heard about their past, we could no longer trust them to go back to University Or Work with a kind of courage we used to have. Reporter she was studying to become a journalist in her final year at a kabul journalist institute. She joined the afghan insider youtube channel, a job she loved. But it is more than just that. Most of the families in the city are just waiting for one meal a day to survive. I was working to make enough money to pay for my daily expenses and for my education. Like me, there were many other girls who were the Bread Winners of their entire family. They were the ones who didnt have an older bother or father to provide and now At Home waiting for the situation to get better. I dont have the ability to talk any longer. And i cant say any more. Just pray for us. Pray for us that we dont go too far away from our hopes and dreams and that we become the girls that we were once again. That we could be happy and again wear the clothes that we love to. Reporter but as her world collapsed. She had to get out before it was too late. In desperation, she and her Brother And Cousin joined thousands of others at the Kabul Airport trying to escape a life without much hope. They never made it out. This area under a mandatory evacuation order. This of course is known as a popular tourist area, skiing in the winter, and boating and hiking in the summer. And now it is an absolute Ghost Town which is striking to see even in this early morning hour. Perhaps you could see how smokey it is out here. And i want to you listen now to one resident who we caught up with as he was packing his belong belongings and hitting the road. I try to stay calm but there is panic now because the fire is threatening our community, which we never thought was going to we thought they would get it under control. But Mother Nature suggested otherwise. And now were looking at, you know, our whatever little precious belongings we have packed up and were relocating and hopefully we have a home and a community to come back to.
