To venture out. Louisiana national guard is out right now searching for survivors and anyone who needs help. Incredibly dangerous conditions. These are pictures from the u. S. Coast guard here. An official in Jefferson Parish says there are downed Power Lines in the Mississippi River after the winds brought down a key and very important electrical tower. You can see that is danger written all over it. We learned President Biden will be addressing the Hurricane Relief efforts this afternoon. Lets begin our coverage with cnns nadia live in New Orleans for us. Nadia, watching your live shot the last hour was perfect evidence of how challenging the Power Situation is in town. Hopefully well stay reconnected. Tell me what youre seeing. Yeah. Hopefully this time, kate, and Thats Part of the challenge. Right . We have issues with Cell Service here. A lot of people dont have power to let their Family Members know that theyve survived this storm. And then we have Power Outages all throughout the city. Were back on Bourbon Street just about 10 minutes down the road from where we were the last time we spoke. People are starting to come out and Take A Look at the damage that was done here. A lot of the shop owners who call Bourbon Street home are able to come out and Take A Look and see, did their sandbags work . Did the Boarding Up of the windows work . We saw some shops where they decided not to board up. Their windows were busted out. That is what were seeing this morning as people come out and assess the damage here on Bourbon Street. We spoke with one woman who lived in New Orleans her entire life in the same home she grew up in. Shes 75 years old. Her name is angel. People say shes the angel of the neighborhood. Listen to her describe the storm Last Night. Ive never, ever, they say it was 185 miles per Hour Winds. I believe it. And the tree, you know, that was something hitting my glass. I feel like 1,000 instead of 75. You survived so many storms. Thats why maybe they called me angel. Everybody calls her angel. And she was sitting out on her front porch as she does every day, checking in with all of her neighbors, and the neighbors were Coming Up to her, checking on angel at 75 years old, making sure that she had survived the storm. And thats what weve seen really all across New Orleans. People are picking up. Theyre doing it together as a community. Weve seen New Orleans ems Officers Out. Police Officers Out patrolling the streets as well, helping where they can. Its been neighbors helping neighbors. Thats something you see in only special communities after big storms like this. Nadia, we heard from the governor this morning who is essentially saying shelter in place. Stay where you are. Do not venture out because it is too dangerous. Of course, some arent even connected to enough power to even hear his warnings and suggestions. Were seeing people walking around you. What are they saying . Are they trying to get out . Are they checking on properties . So were in this major tourist destination. A lot of the people youre seeing behind me are people who were stuck in New Orleans that were here over vacation, because a week ago we didnt even know if Hurricane Ida would actually be a hurricane, let alone a category 4 storm with the strength she brought. A lot of people continued on with their Vacation Plans and came down to the French Quarter only to see Hurricane Ida rapidly intensify into this major storm. So they missed their flights out. They missed their opportunity to leave. They had to hunker down in their hotels. Many of the hotels around here, as you can see, a lot of the shops are closed and a lot of the hotels dont have power. People are out on the streets because it is so hot inside of their rooms with no ac going. And this Area Wasnt worse off. It wasnt hit as bad as other places. But when you start to go out toward the neighborhoods, thats when you see the downed trees and Power Lines. Thats the area where the governor is talking about you should shelter in place. Thank you so much. Lets get over to cnn ed, Hes West of New Orleans. Ed, what are you seeing . Reporter kate, behind me you can see its almost just erie reminiscent of 16 years ago during Hurricane Katrina and seeing helicohelicopters, Coast Drop in over neighborhoods, and these are neighborhoods and subdivisions that have been largely cut off for the last 12 hours or so by Flood Waters. Weve seen here scenes like this. In fact, just a while ago, Coast Guard chopper and one of the crew members descended into that neighborhood behind us where we have seen boats pulling people out. They have been trapped inside their homes. And these areas, this is a subdivisions that are surrounded by various different waterways and lakes. The water started rushing out into these neighborhoods according to the residents we talked to this morning about 10 00 Last Night. And they spent the entire night in their homes as the Flood Waters were quickly rising. And we heard from one woman, elderly woman who said she spent the Night Sleeping on her Kitchen Island watching the water surround her. Another resident escaped into his attic to get away from the Flood Waters as well. And now you have seen kind of the people showing up in small boats getting into these neighborhoods and quickly pulling people out here. So that is once again a scene that were unfolding. One resident who spent their entire night, they had neighbors, a twostory home, neighbors that came through the Flood Waters to get into their home so they could get into the second floor of their home. They explained what they endured as hours of agony. Thats the scene unfolding here in a small community along Interstate 10 just west of New Orleans. And what weve heard repeatedly from residents here is look, were used to Flood Waters coming in storms like this, but what was very different and terrifying about this storm Last Night was the intensity of the winds. Usually when hurricanes approach this area of louisiana, the storms have died down enough where the winds are manageable. But this is a situation where Hurricane Ida maintained strong Hurricane Force winds. Maybe a two or a three by the time it got to this area of louisiana Last Night. Thats what they say made this one so much different from what theyve ever experienced in storms before this. And you can see these crews around here this morning, they continue the boats are lined up. This is another across this highway where residents have been blocked off. Weve seen small boats continuing to go into neighborhoods behind us over here, pulling various people out. Probably in the hour that we have been here, kate, weve seen more than a dozen different people getting pulled out of these neighborhoods as youve had volunteers. Youve got Law Enforcement agencies going into these Flood Waters. Helicopters above us, and all sorts of different people trying to help out as much as they can and get them out of these situations as they wait for this Flood Water to recede. Absolutely. So sad, but its something so strangely comforting when you see them deploying the boats and see the Helicopters Overhead that help is on the way and theyre getting at it so quickly today. We know the Louisiana State troopers are urging residents to stay at home as they really are just still trying to i think get their arms around the level of damage that the state is facing right now. Joining me now on these efforts is retired lieutenant jegeneral. Its good to see you. When i was just talking to nadia, and shes laying out what shes seeing about power out throughout New Orleans. Transmission lines they say have fallen into the Mississippi River. Coms out completely in some places with the Cell Phone towers having fallen. What would be your first focus . I think theyre on it. The governor has the Task Force of state and federal officials going in and searching, doing Search And Rescue. They know what to do. The challenge is the vast amount of terrain theyre going to have to cover from the north shore, north where the storm went all the way down to home of louisiana, and that area is hard to navigate. Roads are blocked because of trees. Search and rescue, air and boats right now. And got to get the Roads Open, and those parish officials are working on that. Because without the roads, you cant do the evacuation. A lot of these areas, i would suspect kate is going to have to be evacuated after the storm, because you cant sustain families are theres no Drinking Water and or toilets flush because you dont have electricity, and you do not have coms. If you dont have communication, you cant coordinate. If you cant coordinate, you cant collaborate to get stuff where you need it. I think there will come a point in time where parish officials once they get the Roads Open will encourage people to evacuate and the state will manage where the evacuation sites, where the Hotel Rooms are going to be, because we got to use hotel, because the majority of our state has not taken a shot because theyre antivaxers. That means all the hospitals are full, and one of the big jobs the Government And Fema is now going to have to start pushing, and they need to push today is send Gasoline Trucks to louisiana. We had six refineries close. Those refineries normally provide gas to much of the eastern united states, but we cant get gas locally to the stations. So after katrina, we sent Gas Trucks into mississippi to fill up the Gas Stations along with generators. You got to get the Gas Stations open, the Roads Open so people can leave, because most people will probably want to leave because theyre going to be could be weeks without electricity, and its best for them to go to a designated Hotel Room Someplace to wait so electricity can come on. It would be hard to sustain A Million people without Drinking Water and toilets this this days world. They dont have the option that we had 100 years ago. So management of gas and fema, if youre listening, send in Gas Trucks. We did it after katrina. The government is going to have to manage gas, because that will be the critical things. The hospitals will need to be refuelled. Many of the sheriffs departments will start running out of gas in the next 24 hours. Youve got to get gas to louisiana so people can do the Search And Rescue. The hospitals can stay open, and they can get the critical Infrastructure Open that pumps Drinking Water and pump out sewage. So gasoline is going to be a key to how this response goes in the next two or three days, kate. Yeah. And actually, i was speaking with a doctor with Childrens Hospital New Orleans the last hour, and thats one of the things he said he was most concerned about. The fuel situation. Because i think he said they had enough fuel for a few days to keep their generator going, and they think they have access to more fuel to come in, but that would be devastating if it gets to the point of running out of the gas not only for Rescue Operations as youre laying out for sheriffs departments and troopers, but also then you talk about what that means for the hospitals who you know theyre going to be starting to see more and more patients coming in with what theyre seeing there. But how do you do this without coms . This seems to be the most immediate problem. The Police Department said this morning it has lost all communications because of the hurricane. To me, i dont know what you do if you dont have that. Theyll work through it. The at t, one of the big providers, much of their system is down and went down in 2016. They tried to harden it a bit, but we got a Build Up for 200 miles per Hour Winds. Obviously this 100 miles per Hour Wind standard isnt working and theyre going to have to move some mobile systems which they do have. I would suspect theyre On The Road in two or three days youll see some improvement. People need it most right now. So they can get help they need, but when the Cell Towers go down, thats a problem we have. And were going to have to figure out how to build them stronger and ive said for years, we need to figure out how to take the Cell Towers down during the storm and put them up after the storm is past. Industry doesnt listen to me. They listen to harvard engineers. General, the governor says that ida is the most severe test for the Levy System since katrina. It seems from all reports so far that the Levy System largely held. What do you think that has meant for this storm, and with obviously were still waiting to see really the full extent of the damage . Well, the region was obviously more resilient to flooding this time. That being said, you know, the biggest problem after katrina was when the levies failed and the government did build the levies back better. They put gates in so the Surge Water that went into the Lake Wouldnt enter the city. That being said, that water kept moving, and thats some of the water that ended up in La Place based on The End and how it kept pushing the water in with the Surge Water. La place was also the receiver of a large amount of rainfall. On its own provides a flooding in La Place when it has a heavy storm. They got the combination of two things. A lot of Wind Damage in La Place. Water from the lake from Surge And Rain water. They got the trifecta of Bad News and the Search And Rescue people are in there now, going door to door to check on people. And theyll be doing that for the next 24 hours until every house is checked on the first round of surge which we call the Knock And Listen is anybody is in the home. Then theyre going to have to go back and go through the homes to see if Theres Anybody in there. General, thank you as always. Always appreciate your time and perspective on this. We need a Generator Law in louisiana that requires all Gas Stations and Grocery Stores to have generators. We tried that after katrina. The Louisiana Legislature said no. They didnt want to impose on small business. This is why we need a Generator Law in louisiana. General, thank you so much. That means 60 is operating normally, but still, we can clearly tell that is having a big impact in the state. Also this. More than 1 Million customers through power customers, electric customers throughout the state without power right now at this hour. The town Of Houma has been especially hard hit. Raging wind causing extensive damage. Jason carroll is there for us. Jason, what are you seeing . Reporter first, the best way to describe it is no matter where you look in this section Of Houma, there seems to be a form of destruction. Behind me that house just a few moments ago, i had an opportunity to speak to the man who grew up in that house. That was a House Yesterday before ida took her toll on this community. He says he grew up here. Its been in his family since his great grandmother lived there. They came out there today to salvage what they could. It was heart wrenching. He used to get his haircut at the Bar Bar Shop across the street. The roof is gone. The barbershop nearly destroyed. Right next to that, the house still standing. I spoke to the man who lives there. He road out the storm. He did not want to evacuate. He said he had ridden out storms in the past and thought he could ride out this one. Part of his roof is gone. The carport is gone. He said at one point it got so bad yesterday he got down on his knees and prayed. It was scary. And i prayed. I got down on a knee and asked the lord to take care of us and protect us. Give us another opportunity to breathe. You got on your knees and prayed . Yes, sir. Me and my wife. So, kate, again, no matter where you are in this town, it seems like you turn around and theres more destruction. Look at this side over here. The roof on that building there, part of it gone. Behind us if we whip around quickly, you can see the destruction in that direction. Its every direction you look at. I spoke to one man who lives just around the corner from here. He waited out the storm as well. Basically heard a loud noise. He said he woke up at one point, went outside, and saw that a roof had landed right next to his house. What hes trying to figure out this morning is whose roof is it. There have roofs missing in so many different directions. I asked why did you decide to s stay . He didnt want to leave his pets. Here in houma, no matter what direction you look, its destruction in some form of destruction nearly everywhere you look. Great report. Thank you so much for that. I appreciate it. Hurricane ida has weakened to a tropical storm now. But flooding and the threat of tornadoes continues as the storm is now moving along. Our meteorologist is back with us, tracking this. Ida just wont quit, chad. Where are you most concerned now . Right now the Gulf Coast. Anywhere from About Pass Ka Gu La All The Way over to destin. Just got a big storm there. The storms are making heavy rainfall. 2 or 3 inches an hour. Some spots you walk outside and get wet in one minute. Thats how hard its raining. Some of the storms are rotating. Had this Storm West of mobile. That storm has a little bit of rotation on it. The streams of rain, and theres going to be more. More will develop as the days go on. The streams of rain will continue to pump moisture into the storm. This is a very warm Gulf Of Mexico taking the humidity and shoving it up here. Well take the rain and move it up toward d. C. , toward philadelphia, certainly pittsburgh over the next couple days. There is the heavy rain. Everywhere Thats Orange is 4 to 6 inches. 20 to 4, a little less in the yellow. We have wind. Thwarted a Rocket Attack at the airport at kabul. There are hours remaining ahead of president Bidens Deadline to withdraw all u. S. Troops from afghanistan. And the evacuations and operations continue as we speak. Sam kylie is live in qatar with much more on what is happening in these final hours. Sam, the pentagon becoming more and more opaque, if you will, on the information theyre handing out in the feenl hours. What are you hearing about this about how this operation is winding down . Well, the Oh Passty is deliberate. Of course, they dont want to give any kind of information to those who wish them ill. Notably, isisk at this crucial time when their numbers are rapidly being driven down. Theyre moving people out. Theyre also in The End going to be have to collapse their defensive systems. That is the Tipping Point this. Thats the crucial piece of Secret Information that they will not release ever, i imagine. The defensive systems have been in Action Today shooting down with the Antirocket Rocket systems that they have on the air base, in all probability, an automated system using high power rapid Fire Machine Gun systems to knock down rockets fired from the back of a Saloon Car. Unfortunately, ten, no less than ten afghan civilians were killed. The taliban most upset about that Air Strike and another one because they were not informed. Theyre not objecting it to it in principal, but they want to be informed. The taliban will play a crucial role in protecting the rear, if you like, of the United States Forces as they finally withdraw. That is the point at which theyre most vulnerable. Thats what isisk is trying to exploit with that kind of Rocket Attack. Thank you so much. Were watching as this final the final moments of this operation tick down. Thank you so much. Its very clear that the Threat Level remains very high in the final moments of our evacuation process. And thats exactly what we heard from the pentagon briefing today. The way they put it is that the Threat Stream is still real, active, and in many cases, very specific. You wanted the president to extend past the August 31st deadline in order to get more people out, more americans, more afghan allies. Does this very clear and present danger we now see this Threat Stream, is that changing your view on the deadline . Well, i know that the Secretary Of State Tony Blinken in answer to one of the questions i had for him during one of our briefings said that our goal of getting as many u. S. The rest of the u. S. Citizens as well as our afghan partners and their families and afghans at risk out of afghanistan does not end on August 31st. So we will continue to use everything in our means in order to enable these people to get out, but i do know that 122,000 people were able to be evacuated. I think that is that is a tremendous thing that our military accomplished. Is that good enough for you and what you heard from the Secretary Of State . You no longer think that america should stay there long tore get more people out . Well, i would have liked for us to be able to stay longer. Provided that it is under safer conditions than what were facing right now. And so that is why it was very important for Secretary Blinken to say that we have a continuing commitment to enabling the others to get out and we will use diplomatic, economic, any other means that we have to enable these other people to come out, and i will definitely be discussing with them about what thats going to look like going forward. Are you are you at this moment, kind of working under the impression that americans who want to get out, there are some that are not going to be able to get out on time . There will be some who will not be able to get out on time. Thats why the continuing goal has got to be in place. And Secretary Blinken has said that he will give us more information as to how that is going to be accomplished going forward. Would you have liked to have that information, have all of that information before this deadline happens . Because its kind of if it gives you the information after this fact, thats it doesnt set you up well. This is an ongoing goal that we will have, so it is not after the fact. Whats going to be happening after August 31st. I do understand that this remains a very critical time, and so as you mentioned, the pentagon is very opaque about whats happening on the ground, and particularly in the last hours of our evacuation. I want to play for you what the national Security Adviser Jake Sullivan said yesterday about assurances that they have received from the taliban that after the deadline they will allow Safe Passage for folks. Listen. The taliban had both communicated to us both privately and publicly that theyll allow for Safe Passage. Weve rallied dozens of countries from around the world to stand with us in saying to the taliban that if they do not follow through on the commitments, there will be significant consequences, and the leverage we have, the economic leverage and the other forms of leverage we continue to possess, we believe, will be effective in ensuring that we can get out other people who want to come out after the 31st of august. Is that enough for you, senator . I mean, do you trust that pressure from the White House is going to be able to hold the taliban to their word . Its not just the pressure from the White House, but it is our allies who are standing with us as mentioned. Lets be clear, though, that there are a lot of afghans who were applying for the special immigrant visas, and the Trump Administration slow walked the visas to the point where it was not even happening, and so the development of a lot of our afghan partners and their families who are not able to get out is not something that just happened overnight. This is a situation that was very much on in my view, the Trump Administration. But were going to move forward and do everything we can to get all of these people out in the coming months and however long its going to take with partners across the world. President biden and his administration are facing dueling crises. The president is expected to be peeking this afternoon about the Relief Efforts following Hurricane Ida as It Hit Louisiana and parts of the Gulf Coast causing huge Wind Damage and flooding and also leading to widespread Power Outages that are still a major problem right now. And this is just hours before president Bidens Deadline to withdraw all u. S. Troops from afghanistan. And days after a Terror Attack at the airport in kabul killed 13 american service members. On top of this, and in the backdrop throughout, the ongoing threat of the pandemic surging once again across the country as millions of americans still refuse to get vaccinated. Major crises all of them individually, but all of them happening at once. Kaitlyn collins is joining me now from the White House with this. How is the White House handling all of this . Reporter well, its a lot to balance. Theyre essentially triaging this based on what is most important at the given hour. Its an hour by Hour Basis here. But President Bidens schedule the last several days has been filled with briefings revolving around the hurricane and now the damage that has been caused by the hurricane. Also the unfolding situation in afghanistan which has been a very chaotic feenl hours as we are approaching this deadline of which all u. S. Forces are expected to be out of afghanistan according to the White House. So those are two things the president is balancing. He was briefed this morning by his top national security aides on afghanistan. We are still waiting to hear from them on what exactly this exit is going to look like and whether or not President Biden. They have said it will enter the most dangerous phase as they were at The End of the evacuation. Theyve been talking about the numbers that theyve gotten out. Obviously weve seen the numbers of evacuees reduce in the most recent days given there are less of a focus on getting people out and more of a focus on drawing down the military presence in afghanistan. We could hear from President Biden on that. We should note this afternoon its Hurricane Focussed and he has a virtual briefing with the Fema Administrator where hes going to give an update on where this stands. As they are trying to assess the amount of water Damage And Flooding that is happening, and then this virtual meeting we should note with the Fema Administrator, there are going to be governors from the Gulf Coast states that are now affected by this. As forecasters are warning about tornadoes and flooding in Alabama And Mississippi and the other states around louisiana. So two issues on the president s plate. Two major issues where theyre trying to carefully make decisions about their response today. Well bring the remarks from the president when they happen. In parts of florida, for instance, i think there are 27 counties in florida where there are no open icu beds. 27 counties out of about 60 or so counties in the state. A third of the counties have no open icu beds. Think about whats happened in louisiana. The fact that we had so many patients in the path of the storm is a consequence of having nowhere to move them. All the hospitals in the south are filled with patients. And this is what were seeing. This is the aftermath. You mentioned louisiana. I mean, it is seeing when you look at the stats, the highest Case Counts per capita in the country. And medical staff we learned because of the storm, theyre having to manually ventilate patients when backup generators went down. I talked to one doctor at a Childrens Hospital earlier on the show. He says that hes really worried about the staff. Not only dealing with the hurricane which theyre trained to do, but the employees and the wor workers, they have been pushed to the limit already with what theyre seeing with covid. I mean, how do you handle it . These are the best people we have. The military and the people who work in our hospitals, when you want to look at whats worked in this country over the last 18 months. When you want to look at the people in this country that have worked together regardless of party affiliation, or the color of their skin or socioeconomic status, its happening in our hospitals. Our hospital workers, our nurses and physicians have linked arms to protect their fellow citizens. And the work that has gone on in louisiana during this storm is really the stuff of heros. When a hospital loses power, all the ventilators stop working. And you have moments to start manually what we call bagging with an Ambu Bag by squeezing oxygen into the lungs of the patients. Thats what the staff had to do. Its remarkable work. They didnt move patients off the floor down stairwells. Yeah. Thats something that ive never seen done. It is remarkable work. I will say prior to the storm the numbers in louisiana were starting to get better. There were signs the pandemic was starting to recede in louisiana. And now with folks in shelters, i worry about a resurgence. I think officials are worried about that as well. I want to ask you about the European Union. We learned during the show theyre now recommending to reinstate Travel Restrictions on Unvaccinated Americans. What does this way about how the u. S. Has been handling this . I think that is a very reasonable strategy, to restrict Unvaccinated Americans from traveling. I think the federal government should restrict Unvaccinated Americans from traveling by air in this country. Our canadian cousins have already done that. But if you want to limit the movement of virus around the country, and you want to incentivize people to become vaccinated, to get vaccinated, one way to do it is to show them that their actions have consequences, and if youre going to remain unvaccinated in this country, then one of the things you will not be able to do, in my opinion, or should not be able to do is fly by Air Or Travel by train.
