One person already confirmed dead. More than A Million people without power as the storm slows to a crawl over louisiana. Deputies responding to a scene in prairieville, louisiana sunday evening. Found a tree had crashed into a home killing the storms first victim. All of New Orleans parish, including New Orleans, now In The Dark after catastrophic damage to the transmission system. The Power Company said some of the customers could be without electricity for weeks. Theres extensive flooding across the state. The levies have overtopped around the town of john will feoff. Here is the lieutenant governor. When you see the boats and ves vessels bouncing around out of port fourchon, the wind that has broken those vessels loose and just tossing around like small coins. We havent seen anything like that since katrina. Its not even possible to call for help. 911 and the sheriffs offices phones are down now. The generator failed at a hospital here prompting a scramble to relocate icu patients. Instead of being able to use mechanical ventilators, they had to give oxygen manually. The local sheriff spoke to cnn. This building is our Operations Center but three hours ago, we sustained roof da damage. We have Garbage Cans catching leaks. We had a pit of a reprieve when the eye came over and we were able to relocate to the building now. Were on the backside of the hurricane. Were still getting a lot of Wind Gusts and we still are not able to be able to respond to any calls for service. Even if we want to, every road is inpassable. President biden declared a major disaster in louisiana. The national Hurricane Center out with a brand new update. Cnns Chad Meyers joining us live from the cnn weather center. What do you know, chad . Well, its a tropical storm now. Thats the good news. It was a hurricane for a long time. In fact, it was a major learn well inland because the land down here is mainly swamps, marsh, and ditches. It didnt get over land until it made the Way North of i10. Its a 60 miles per Hour Storm making rain and wind. And the possibility of a tornado or two. Reb remember katrina made 59 Tornados Bauts of the spin. Theyre coming in with spin. They have to get bigger and theyll spin themselves and put the tornados down. Its still raining in some spots. We still have Flash Flooding emergencies in some spots. Especially around the and the rain has been coming down 2 or 3 inches per hour at times. A million people without power. Many of them without power for a long time. This is just the fact of the matter. If you dont have power, i know you cant watch me but may have to deal with this for some time. Big Transmission Lines are down. Thats 10 inches of rain or more in the purple from the storm. Where does it go from here . It gets toward memphis and across parts of nashville and to the northeast into cincinnati. Not as a real wind maker. You may see winds 30 to 40 miles per hour by the time we get that far. Its just the rain that is going to come down because its moving fairly slowly. Still going to see 4 to 6 inches of rainfall across mississippi and parts of western alabama. I expand the view to upstate new york. Pittsburgh getting rainfall about 4 to 6 inches. We have to watch for those heavy, hilly areas when you talk about that much rain. So theres the storm. Tropical storm ida. 60 miles per hour moving north at only 8 miles per hour at this hour. Finally working its way out of louisiana. It has been a very, very long night for these people. And the work is just beginning here, chad. Okay. Thank you so much for that update. Its so amazing. They had 65 inches of rain, which is more than they usually get in a whole year by this time. So that storm came in and everything is soaking wet. Reporter its a Transmission Line damaged due to Hurricane Ida and thats the reason why we lost power here in New Orleans for the entire city. Well turn off our lights to show you just how dark it is here on Bourbon Street. Pitch black outside. You cant see anything. Well turn the lights on as i continue talking and explaining where we are. Were on bourbon. This is the area where tourists likely would be filling the streets and having a good time. Of course, Hurricane Ida sent everyone indoors or evacuating and running for cover. The power has been out since Yesterday Afternoon through the evening hours. Theres no sign yet of a timeline for when power may be restored to the area. Thats the biggest problem. At least here. And downtown New Orleans off Bourbon Street on another part of louisiana its the flooding because of the rain that was dropped. Many people evacuating heeding the orders. Others did not. Thats when were seeing a lot of Social Media videos popping up showing the Damage Weve seen. When we were driving around yesterday during the storm, we saw roofs torn off. We saw awnings flipped over off buildings. A lot of damage. As The Sunlight comes out, well have a better idea of what were dealing with here across the city of New Orleans. For the residents that decided to actually ride out the storm here in terrabonne parish, incredible. It was like, as an analogy, like taking a direct hit from an ef4 tornado. That was 50 miles wide that moved over the same location for several hours. It was relentless. It was daunting. It was almost like driving in white knuckle traffic. That high anxiety, High Pressure situation. It wears you down. Our producers on the third floor of our team actually felt the room in this reinforced Concrete Building Sway in the wind. Thats how incredible it actually was. Listen, the sounds weve had here. Familiar to me who has chased many hurricanes. We have generators in the distance. Obviously, no power. Just like nadya in New Orleans. Thats going to continue for days, if not weeks. There are helicopters that have flown around occasionally overhead. Of course, were waiting for daylight here the next couple of hours will reveal the extent of the damage. From what weve seen, and what you can see directly over my right hand shoulder, this is just a drop in the budget of what we anticipate to see this morning once sun comes up. There are trees on top of vehicles. Roofs that have been blown off homes. Signs ripped off the sides of the buildings. The hotel im staying in is one of them. We know the emergency Operations Center is completely down in the saint charles parish. 911 system is also having technical difficulties. So getting Emergency Calls to the appropriate people is going to be next to impossible. [ inaudible ] and vehicling taking their flash flights and trying to assess the situation here In The Dark. The Hurricane Risk Reduction system around New Orleans it performed as designed as indicated. This is why, you know, all the comparisons to katrina 16 years ago, except the lessons from katrina with the investments youre talking about, right. So just on that side of it, just Night And Day with the system. And on top of that, i would tell you just the cooperation and the communication and the Clan Ration that is going on between the state. You remember last year the most active atlantic Hurricane Season on record. Five storms that hit the state of louisiana. I mean, this is a very practiced state. The corps. Ida now a tropical storm and still a threat. At least one person dead. More than A Million without power. The national Weather Service in New Orleans now reports Flash Flooding from a Levy Failure near alliance, louisiana. Some residents have been told to evacuate immediately. What happened now the levy, we heard, is overtopping. Theres a lot of things happening were not prepared for. There are pumps out. There are desperate attempts its a dire situation down here right now. Its only going to get worse. Yeah. The power is out in New Orleans parish. Some of the customers could be without power for weeks. The mayor of the town said Levi Levies overtopped. Ive never seen water like this in my life. It is inundated inworst way possible. Cnn is live in the gulf this morning. We go to Nadya Romero on the ground. Good morning. When we saw you, it was pitch black on the ground. New orleans residents being advised to limit the Water Usage because the Power Outage knocked out Sewer Pump stations. Reporter the Situation Isnt getting any better. I think were learning the impacts of that hurricane. Hurricane ida coming in as a category 4 on the 16th Anniversary of hurricane katrina, which was a category 3. You heard the mayor talking about the water overtopping the levies. It was a good test to see if the Levy System would hold. It wasnt the water in all parts of louisiana people were worried about. It was the wind. It was being without power and, well, here we are. Eight Transmission Lines sbajted during the storm. Knocking out the power to the entire city of New Orleans. Well shut off the lights so you can see how dark its on buourbn street. People are walking around with flashlights and head lamps. As people are trying to figure out what is next. What is the next steps . Especially before The Sunlight comes on. We get a good look at all the damage. Thats when well be able to see the impact of the stomp once we have The Sunrise. At this point, though, its a little eerie to be out here on burr Bourbon Street. You know what its supposed to be like. Here we are the day after a storm. We know one person died having a Tree Fall on a house. Its another reason why the mandatory orders are important to bide by. You dont know the impact of the storm and how deadly it can be. Were also dealing with people who have the power out not only in their home but Childrens Hospital was on a back up generator, as well. All the hospitals in this state are at their icu capacities. At or near the capacity levels because of covid19. We had some 1500 people in shelters in louisiana due to the storm and they had to work through covid protocols. Something they didnt have to worry about 16 years ago with hurricane katrina. The pandemic adding another level to this particular storm. Again, well continue to update you throughout the morning as we learn more about the damage left behind by ida. And just making it that much more complicated. Thank you for your reporting. Now to houma where Derek Van Dam is live this morning. This storm 13 hours as a category 4 hurricane. Five hours over land. Remarkable. Tropical storm now. Still very dangerous. Walk us through what you have experienced over the past hours here. Reporter you know, people here in houma, louisiana know and are familiar with hurricanes. They know what to expect from a category 1 to 3 or even a category 4. This storm was different. It was a relentless fury of a Pivoting Storm that moved over the location for hours. And an analogy ive been using, its like taking a direct hit from a 50mile wide ef 3 tornado with winds over 140 miles per hour. Talking to residents and the evacuees at the hotel were located at, they came here to seek shelter. They thought the storm would be a Storm Surge and flood threat. Thats ongoing in Osome Locatios but the Wind Factor was catastrophic here. Very scary moments. Not only for my team but the people who Seeked Shelter here. You can imagine the people who dont have sturdy Concrete Reinforced Buildings what they went through and what theyre going to be waking up to this morning. The sounds of Generators Humming in the background. Too familiar from previous hurricane chases. Weve had helicopters flying over head. Its unusual because its nighttime here. They dont usually do Damage Assessment until The Sunlight comes up. And, wow, what an extraordinarily scary situation for the residents here on the ground in houma, louisiana. The catastrophic wind will be The Big Story here. Yeah. An just about an hour until sunrise. That analogy, you know, a tornado tornados usually hit but this was a sustained high winds. Its amazing to see what it looks like. Reporter tornados are only a mile wide at most. Yeah. Thanks. So dave is the chief meteorologist at Wvue Tv in New Orleans. He said this in a tweet, quote, its the hardest day of my 30year Career And Tomorrow isnt looking much better. Were being devastated. Lets bring in cnns severe weather expert. Chad meyers, we know its been downgraded to a tropical storm. How long is this pounding going to continue . Well, you know, the wind now probably isnt a problem because 60 is okay. But the roots of these trees are completely saturated. You can still lose trees and lose power with a 60 miles per Hour Wind or 70 miles per hour gust. Its the rainfall that were worried about now. This is turned into a rainmaker. A heavy rainmaker. Its still raining. Every Red Box you see here, i didnt count them, it might be 13. Its a Flash Flood Warning or Flash Flood Emergency meaning its going on now and you have to watch out. We know people were on top of their homes as the water came completely up. Not even in a surprise. We had 10 to 15 inches from Ham Mond all the way down to that area. And here from New Orleans probably somewhere between 4 and 6 depending on where you were In The City. The story here it could be Flash Flooding all the way up into ohio. These are Flash Flood watches. These here are the Flash Flood Warnings. It means its going to rain. Its going to rain 4 to 6 inches in some spots. It could be enough to cause more flooding on top of what you see. Here are the numbers we know. Even though ive seen higher numbers, ive seen 178. Its not official. Grand isle have 148 miles per hour gusts. Were going to see pictures out of Grand Isle that are pretty devastating. They might look like Mexico Beach with michael. That star is there because thats when the Wind Measurement Tool broke. Wow. It lost connection. It could have been higher than that. They were eastern Eye Wall the entire time. Grand isle was really the worst part. We talk about it was making landfall at port fourchon. The right side of the Eye Wall thats where most of the problem is. Thats where it came on shore. Here it goes for the next couple of days into parts of ohio and almost all the way into pennsylvania by the time we gosh. And that Eye Wall, even when it came on shore, it was so organized because its darn wet. They had so much wet. 65 inches of precipitation in New Orleans. You usually get that in a year. Yeah. It you look at the map of louisiana, it looks like Theres Land there. Its not really land. I mean, its even though you see dirt, you need an airboat to get through the marsh. The marsh was warm and thats why the storm didnt die like a typical storm dies when it hits land. It was over water. It wasnt ocean water. It wasnt cold water. Right. From wind to rain. Can they reach the point where both think its a win . Reporter i think on the surface well see this sort of mutual standoff continue for some time. But the ultimate place the taliban want to be, which is international recognition, i think is an unlikely place for the u. S. To end up. It appears at this stage the u. S. Is not going to keep diplomatic presence inside the country. Weve seen a letter now from the u. S. With 100 allies to the taliban asking them to stick to the promise they made to allow people to still leave the country after August 31st. The taliban statement has been they will allow that provided people have, quote, the right legal documentation. It isnt entirely clear what that means. There are critics of the taliban who say, well, what are they going to do allow the people who assisted the u. S. Presence in afghanistan to depart. These are essentially people they consider to be their enemies in the past. But that will play out over time. What the international community and the hundred strong letters seems to have on its side is the desperate need for the taliban to receive international assistance. Thats always been part of a sort of rational behind diplomatic talks with the taliban and the notion the taliban could be forced into a more moderate existence. Theres a potential for the Health And Bank system to be under strain. A lot of things have to come into afghanistan fairly quickly to enable the taliban to show they can govern because theyve gone from an insurgency whose job is to fight what they refer to as the occupier to the people who now have to pick up, frankly, the mess that afghanistan is in after the last month and the last 20 years. So a lot riding on both sides certainly. Its up salutely clear were in the closing hours of the u. S. Military presence in afghanistan and thats possibly explains the heightened tension around Hamid Karzai international airport. You make a big point. Listen to the onetime interpreter. They may have contributed a large number of those within the 117,000. So the question, of course, who is left behind. President biden promised not leave any american behind. The question is the Sib Applicants less concrete promises to get them out from the biden administration but certainly something they want to achieve emphasis now the civilian get back up again and the taliban let the people leave. We know some of the people who are still in the country sleeping someplace Efrls Night and hiding and keeping a low profile. Its a dangerous situation. Nick Paton Walsh, thank you. I understand youre speaking to someone in kabul about that very subject. What are you hearing . Well, laura, thats exactly right. What im hearing is that people that sib recipients are not able to get their visas. Theres no mechanism for them, apparently, while theyre still in kabul to get the visas they can print it out or put it on their phones and go to the airport. So theres that problem. Theres a problem of getting to the airport and then the other thing that these people are dealing with is the fact, and nick mentioned this, as well, theres no money for them. They have run out of money. The banks are closed. Prices are going up. Theyre going to be facing a crisis. Yeah. On many fronts here. I spoke to a Man Yesterday whose brother is in hiding in kabul. He said the first issue is a Security Issue of sleeping someplace else every night. People are disappearing. Then its the job situation. Youre not getting paid. Youre not going to work. What about food . What about telecom. Its a Country Imploding here while the United States is trying just to get out. How is the u. S. Securing the perimeter . That seems to be their job to get out with no loss of life. I think thats how it playing out, christine. Theyre making sure theyre defending the perimeter. They have established different procedures that we had before thursday in the horrific attack that took the 13 of our servicemembers lives and that, you know, specific defenses theyve established include better premier defense. Theyve got a Rocket Defense System that, you know, kind of think Iron Dome on a much smaller scale. And then they have other capabilities into intelligence assets. Its supposed to forewarn of attacks. I think we saw the result of that in Operation Yesterday when they took out that car that had the bomb in it. So there are those efforts that are going on right now. Whether those efforts are, you know, stay successful, of course, remains to be seen. But youre right, Thats Job one to get out right now without any further loss of life. Colonel, its 20 Years Post 9 11 next week. And it feels, in many ways, like were back where we started in afghanistan. Americas presence ends there tomorrow. Fast forward three months from now. Where do you think we are . I think were going to see is an afghanistan that is going to splipter in many directions. A lot depends on what the taliban do now. If they continue to behave in what they call the 2. 0 mode, where theyre nicer, friendlier, who are accommodating to women, more accommodating to the international community, things could be a little bit better for them. They could receive international aid. If theres no international aid and if other factions continue to fight for power, its going to be a very, very bad place. That afghan war that we are trying to get out of, that war will continue for the people of afghanistan, no question about it. What are your personal thoughts 20 years on . We of the United States ousted the taliban and spent 20 years and trillions of dollars to hand the country back to the taliban. Yeah, you know, it seems like money down the drain now and, you know, its a very sad situation for those of us who were involved in the afghan operations. To me, it belies the efforts that we made. To think weve gotten to deal with here is one where we should have developed a better strategy and much more limited mission to go in and take Care Of the business we needed to take Care Of, which, in my view, to get rid of bin laden. We did that. We stayed a lot longer and tried to change their society. Its very important to change hard to change a society that has been around for thousands of years and, you know, deal with that aspect of things. We did modernize a lot of things. We created an afghanistan that is different for the taliban now. But today, you know, it also shows there are some real perils to what we did. Yeah. Taliban 2. 0, you say, but 1. 0 was a mid evil cult, essentially. Well have to see where things are. Thank you. All right. To the covid crisis now.
