Getting battered by Hurricane Ida this morning. The storm is getting stronger every hour and already is lashing louisiana. Allison chinchar is in the Weather Center with the latest. A new forecast from the Hurricane Center just out . Literally in moments ago. Those Wind Gusts up to 185 miles per hour. It now makes it a Highend Category 4 storm, only 7 miles an hour off from being a Category 5. Hurricane hunters, not one, but two different missions are out, investigating this storm, taking as many measurements as they can, before this storm makes landfall. Its expected to be around noon local time or 1 00 p. M. Eastern time today in louisiana. It is expected to strengthen further. Theyre actually calling for landfall to be at 155mileperhour. Again, doing math, that would be 2 miles an hour off from a Category 5 storm. From there, it starts to slow its forward speed and weaken as well. When it slows, it also has more time to dump a tremendous amount of rain. Theyre starting to see those outer bands beginning to push in, very Heavy Rain across areas of New Orleans, especially the northern suburbs. We have a Tornado Watch valid until 8 00 p. M. Tonight. Not just for New Orleans but biloxi, mobile, several other cities around the area. That goes through the evening. Storm surge is going to be b biggest concern with this threat. Grand is lechlt, total of 12 to 16 feet. Purple areas you see here, 8 to 12 feet. You have these areas on the northern side that are up to 4 feet as of now and those numbers will continue to climb. Wind speeds, in excess of 110 miles per hour. We already have had reports up around the 90mileperhour Range among the very extreme southern points of louisiana. Those numbers are going to tick up. T this, manu, is why Power Outages will be a widespread concern. Not just New Orleans but a lot of the surrounding areas as well. Huge storm coming in, near Category 5 storm. Statement released yesterday. Biden said our commanders informed me an attack is highly likely in the next 24 to 36 hours. And this, of course, comes on the heels of Thursdays Suicide Bombing that killed 13 Service Members and 130 civilians trying to flee the country. Islamic spinoff called isisk claimed responsibility for the attack. In a Statement Yesterday Biden promised more retaliation is coming. Arlette saenz joins me from the White House with more. What did biden mean by further retaliation . Reporter manu, biden has decided to respond in a time of place of their choosing but has not given any further details about what further retaliatory action might look like. That Air Strike that took out two isisk targets was done with overthehorizon capabilities. And it was an unmanned strike. Thats a jet. It was done, originated from outside of afghanistan. That is something that pentagon Officials Yesterday said is that they would continue to maintain that Overthehorizon Capability even as american military troops withdraw from this country. But this all comes at a very precarious and delicate stage in the Situation in afghanistan. The president was warned by his Military Advisers that there was likely going to be another attack in in the 24 to 36 hours as of yesterday. He has ordered his commanders on the ground to go ahead and go toward maximum Force Protection and ensure that those military people on the ground have the resources needed to protect themselves at the airport. This also comes as that Evacuation Mission is still under way as well. Something that this administration is really trying to focus on. Not just going after those responsibility for Thursdays Attack at the airport, but also for those to evacuate many americans and afghans as possible. President biden is on his way to dover Air Force Base it sounds like. Reporter President Biden is heading to dover Air Force Base to meet with the families. And for that dignified Transfer Process of the 13 u. S. Service members who were killed in that blast on thursday in afghanistan. The president and the First Lady will be on hand for those dignified transfers. While this will be the first time that biden is participating in a dignified transfer as commander in chief, he has gone to dover in the past as Vice President in the waning days of his vice presidency, he was in dover for a dignified transfer. This will be a very solemn and somber moment for this president as he meets with those families and is on hand for those dignified transfers of the 13 Service Members lost in afghanistan. Sad for any president especially after thursdays horrific attack. Well keep monitoring. How many afghans want to be evacuated . Many still. Airport staff working on this process, i was told by folks familiar with the Situation were getting tons of messages from afghans who still want to leave. This will be a pressing issue for Tens Of Thousands of afghans moving forward and as many u. S. Officials will have to accept, many they will not be able to help. The question will be after August 31st, tuesday, when we should see the entire Military Departure from that aircraft, how quickly will civilian flights open up and will the taliban prevent those people on the list, for example, from leaving the country . Evacuation process as it stands at the moment appears to be tapering down from the remarkable pace they were at a week ago. Last numbers given out most recently over the 12hour people suggest only 1,400 people have been taken out by the united states and 600 by the allies. 2,000 quite a significant Number But Nothing like the 20,000 in the 24 hours weve seen earlier. The pentagon said yesterday 1400 were there. Its not clear if thats the same 1400 that the latter reported. Yesterday still miraculously getting on through the gates, pulled through the gates. Essentially that seems u. S. Troops even after the damage of the blast on thursday, still risking themselves and putting people in. Its dropped remarkably. The level of evacuation is nothing like it was. And now were seeing the focus, of course, turning toward the military withdrawal, the Retro Gad as we call it. It would be very doubtful if the pentagon chose to run it right up against the August 31st deadline, given both the heightened Security Risks and how their evacuation appears to have significant draw down. So until we learn more details about who was struck and how they fit within the islamic state, its hard to determine if it had an impact, if these are people who could shape the organization or if it was just in retaliation for the Suicide Bombing on thursday. Theres so many challenges that come with it. There are several terror groups and there is a Power Vac in afghanistan. And if the taliban is not able to fill it fully, it will likely lead to the rise of other Extremist Groups that can also operate in that country, making Intelligence Gathering and curtailing the threat from that country. In that photo she post Identity Love my job. The oldest amongst those lost was 31. The most common age among them was 20. So, some were not born when the 9 11 attacks happened. Some were only children. All of them were only children when the attack happened. Not only their ages but the enormous task we put on such young soldiers. These Service Members were being asked to guard the Gate And Figure out who should be let in but deal with thousands of people a day at their most desperate Point And Help fac facilitate their passageway out of afghanistan. And the task we put on them is really quite overwhelming. You can see in the fphotos and stories of their families, a mission that was predicated on helping others, helping allies, those who helped the united states government. Manu, this is the first time, obviously, President Biden has done this since taking office. Its one of the most somber aspects of the entire presidency, Go Ing and getting these families who have just gotten the worst news they could possibly get. Now we do expect to meet the families of these 13 Family Members of those Service Members killed in afghanistan. You will see this dignified transfer take place. Just to give you a little history on this, its only bins since 2009 that the pentagon has allowed these ceremonies, in part, to be photographed. The familyies are not shown out of respect for privacy. They have to sign off on the media to be there at dover Air Force Base for these ceremonies. This is where the president will go and greet these families on the tarmac, see the military planes, often a c17 come. Thats where you see the Cargo Hold is open and they bring out flagdraped coffins and a ceremony where their families are often seated nearby. One of the greatest aspects of this entire day for this since they got that phone call, finding out one of their Loved Ones had been has been killed. President biden is no stranger to this. He was Vice President. But this is the first time he will take part in one of these ceremonies and we believe its the first time he will come Face To face with several of these families of the 13 who were killed ranging in age from 20 to 31. Often these ceremonies are done by the military at dover, they go through the cargo, prayer said and they are taken on to, of course, their final destination where they will be buried. Its an inkcredibly brave Situation. I remember john kelly, general kelly, he was talking about his own experience with this, given his son was Kill Ed in afghanistan. And he was talking about just what the aftermath of this is like and how solemn it is for these families. And one thing that he said was the most significant and most meaningful parts of it was hearing from his sons friends who served with him overseas, saying those were the calls that meant the most to him after finding out these news. As we hear the stories of these 13 people, so young. Some with chirp on the way, some had just been married, talking about future aspirations, it is one of the greatest parts of the job of being president. President biden, well see there, in a few moments greeting these families. Watching Air Force one take off from Joint Base Andrews to dover Air Force Base. Do we expect the president to make any remarks publicly about what happened here, about the incident thursday and his meetings with the families . Reporter i dont anticipate well hear from him. He will go and likely spend some time with these families. Allys of this president often talked about when he was running, his ability to be able to connect with people in moments like this. Of course, he is a president himself who has experienced a lot of loss. Unfortunately, he has a lot of history with this and can often connect with families in a way that is often really difficult for a lot of President S that have to deal with such moments of gravity as this one. We may hear from him later on today, of course. We know this is something that really shook the West Wing after this Suicide Blast happened earlier this week given, as they found out, about the casualties and fatalities that happened to Service Members. We could hear from him perhaps tomorrow or later this week on what this is like for him. After we found out they had been killed on thursday when he came and spoke to us on the White House, he said it has been a really tough day. Thats how aides described it as well, a somber, quiet move in the West Wing as they grapple with this. We should note also, manu, the president has talked about why hes getting out of afghanistan. He also carries around a card of those who have been killed serving. And now 13 more names have been added to that list, unfortunately. So, it is just an incredibly solemn and grave day here at the White House where the ceremony is going to happen. Right now you see Air Force one taking off. Theyre going to go to Air Force Base. Extending 140 miles from the center, Hurricane Force winds out 40 miles as this storm continues to breathe and strengthen from those warm gulf waters. Just this week we saw the number of hospitalizations reach 100,000 people for covid cases for the first time since january. Whats the next shoe to drop here . Its a tough month for the White House. Talk about politics at a moment like this. From a political standpoint, this is the time when President Biden wants to talk about the agenda. He had a huge victory in july or august about infrastructure. They got a big schedule in the fall. Right now, they Cant Talk about any of that because there are emergencies right now and he has to deal with those. A great testament to the longestablished. Every president is defined by external events that no President Plans for. George w. Bush was not planning for the attacks of 9 11, obviously. I dont think President Biden President Trump was planning for a global pandemic when he ran in 2016. This is what President S and legacies are made of. Its not necessarily your a agenda, but how you respond to crises around the world and at home. 16 years ago, katrina slammed into New Orleans. George w. Bush was not prepared for that. Look, when the crisis first began, the White House was pretty confident not confident but thought if nobody died and they could get out everybody quickly, this would be a blip in the radar for his presidency and people would move On And americans, as we see in polls, dont really follow foreign policy. With 13 american soldiers dead, this will perhaps be a Derching Moment for his legacy. You heard White House officials calling this the worst day of his presidency. We played the clips of republicans. The party right now is again, not to sound crass, but theyre seeing it as a way to attack this president. Youll hear leaders talk about it. There are questions about the u. S. Reliance on the taliban. We had reporting earlier this week about a list of american names and afghan allies that were shared with the taliban in hopes that they would help evacuate them. Already some republicans and even democrats on The Hill are saying, wait a second. We need to have oversight of this. This was a bad idea. Theres going to be, again, oversight of the president and potentially if republicans flip the house next year, we could see them do a bigger style. Theyre already signaling thats what theyll do, investigate what happened here in afghanistan. The White House, it seems to be betting, or appears this will not become a major issue in the midterms. Can you explain this dynamic . We tried to look to see what the public was really saying about what was unfolding and talked to voters in pennsylvania and georgia, and we talked to people both before and after the explosion on thursday. What we saw was broadly this is what the White House will say. Broadly americans support the exit. Most felt like it was time to get out. They had been there long enough, they didnt want to see american boots on the ground. How about people felt about the evacuatiOn And how they felt about the president was the difference. Democrats tended to be more sympathetic to the idea it was going to be messy. And they still stood with the president whereas republicans were more critical. I think well see how this plays out. Obviously this isnt over yet. The White House is betting on the idea, i think, that they can finish the evacuation, get out and say this the president is maybing his argument we dont want to see more loss of life. The reason were getting out. Theyll keep coming back to the big argument. We dont want to see more loss of life. Its not our place to be there. Theyre hoping that argument does resonate with people. To rachels point they think ultimately the top issues with the american people, the economy, covid. Surging inflation, covid cases rising, the Eviction Moratorium got struck down by the Supreme Court over the weekend. Its a difficult period. The honeymoon is obviously over, to put it mildly. Yes. I think six months from now, obviously, will still be around but most americans tend to focus on their own lives and how their faring. Thats why the economy in covid is so key here. The hit hes taken over his handling of covid. That issue as far as all polishes and thats his biggest challenge. Its easy to understand. Most americans look at this with a onesentence view. I thought covid was over, period. The fact that its not, obviously, you cant put that at bidens feet. The data they lived experience, if you will, for a lot of americans, is i thought it was over. The president came out July 4th and said were declaring independence from the virus and were moving forward. And so and he ran as someone who was going to get control of the virus. So i think people are looking to that. To reimpose competence in qatar. Afghanistan. Maybe you dont like it but im not going to be embarrassed. Look, here we go. Covid is back, inflation. This is the key point. If you went through the first five months, passed 1. 9 trillion Rescue Plan rather quickly. Covid felt like it was defeated, to a lot of americans. Your legislative agenda seemed like it was mostly on track. The courts of the last five, six weeks it seems its taken left hook, right hook, left hook. You know the legislative Situation better than anything. No pitfalls there but still on track. Not as transitory as people thought. I think on the afghanistan issue, everything changed with the Suicide Attack. The White House thought that if they could just get to the 31st while evacuating 130,000 people or helping that process out the overarching argument that the president has never waivered on, that the people support withdraw, would end up winning the day and the domestic achievements and path forward on legislative affairs would be far more important. 13 people die. Even though they knew it was possible, people will remember that. When you talk to White House off officials, theyve been very cognizant of political imp impli implications, but it changed everything in this moment. Listen to how a republican who obviously is one of the most outspoken trcritics of Donald Trump talked ed about whats happening in afghanistan. There needs to be accountability and President Biden needs to take better responsibility of this americans want leaders who take responsibilities. Is anyone going to be held accountable, do you think . Its one of the issues of the White House, moving on from this. This isnt going to go away on the 31st. Obviously there will be continued efforts to get anyone left out. But there will be these hearings. Republicans will be pushing for information. Democrats also want information. The White House, i think, will be held to these standards. And the republicans have been in afghanistan in particular, have been divided themselves on the offensive here, Attacking What Biden did. Kevin mccarthy last week said biden, quote, will face a recore reckoning. Mccarthy alctually backed donal trumps efforts to draw down troops. The at that time ban must prove to the world they are ready for peace. He was asked about his differing opinions at a News Conference last week. You said he shouldnt be negotiating with the taliban. Trump did that too. Trump also had conditions. Trump never gave the names of americans to the taliban. Trump has never left Blackhawk Helicopters more than australia has. How are they going to be able to walk that line, rachel . President bidens political issues on this are clearly front and center. Republicans have their own issues on this matter. Youre seeing a divide in the party where you have the Trump Wing wanting to make this an antiimmigration issue and suggest that President Biden did this on purpose so he could bring afghans here and, quote, change the body politics. There are conspiracy theories, clearly. Then you have a duty to the afghans who helped american troops. These are colliding talking points. Still the party of trump. Its an awkward Situation for republicans and want to hold biden accountable but have their own problems internally. Youll see the distinction between the withdraw and the execution of the withdraw. What were generals telling you . What was the planning . No question, next few days so critical as the final americans continue to evacuate and afghans evacuate.
