Emergency. The u. S. Is in direct Path Of A Massive Storm Swirling towards louisiana. Hurricane ida has entered the Gulf Waters as a category 1 storm but could become a category 4 before landfall tomorrow. Tomorrow being 16 years to the day that Hurricane Katrina terrorized the state. Yeah. Take a look at what Hurricane Ida looked like when it hit cuba yesterday. This storm smashed into the island twice before heading toward the u. S. And the thing thats interesting is it didnt deteriorate over land. It actually strengthened. Which is unusual. And in New Orleans, people have been told youve got to seek shelter. Particularly, for some areas. The mayor says its just too late to issue mandatory Evacuation Orders at this point. Time is not on our side. The city cannot issue a mandatory evacuate because we dont have the time. That is a rather ominous warning, Cnn Meteorologist Allison chinchar is tracking the storm. Allison, one of the major concerns that makes this storm particularly dangerous, theres nothing in its path to keep it from getting stronger. Where does this end up . Right, were starting to see It Head into the gulf of mexico. We got the update at the top of the hour and its continuing to strengthen. Now the sustained winds are now up to 85 miles per hour and we expect that number to continue to tick up as we go through the rest of the day. Gusts up around 100 miles per hour moving to the northwest at 16 miles per hour. The thing is, its category 1 now, but as it goes into up warmer water, its expected to intensify because warm water is fuel for these type of storms. Likely to make it to category 2 strength in hour. Category 3 by tonight. And a category 4 before landfall tomorrow. But if this track slows down at all it could even have the potential to get even stronger than that. Now, one thing to note, a lot of people have been making comparisons to katrina with this particular storm. Heres the thing. This is where katrina was at landfall, just to the east of New Orleans. Thats important and ill explain in a minute. It made landfall at 125 miles per hour. It was a category 3 at landfall. I idas forecast is expected to be 4. Not only strong but to the west. Particularly speaking the worst area when a hurricane comes in is the Northeast Quadrant by shifting to the left, it puts New Orleans in a less stable position than they were compared to katrina. Storm surge is still the biggest factor along the coast. 10 to 15 feet in this pink area. 7 to 11 in the purple. That does include the city of biloxi. The outer bands will begin today. If you were planning to leave. If you were planning to board up your home, do it today. Do not wait until tomorrow. Heavy rain is concentrated over the gulf coast. 10, 12, 15 inches of rain not out of the question which is why you have that high risk of Flash Flooding along the coast, phil and christi, including Baton Rouge and New Orleans. You have seen that activity right now, have you seen it . Reporter absolutely, phil and christi, were on canal street, the iconic part of the french quarter, New Orleans. Not a lot of people out and about. Take a look at businesses, many of them telling me they were going to shut down for the weekend. Knowing how powerful this storm can be. A category 4. You heard allison say it was category 3 with katrina. Katrina is almost like a bad word in this part of the country in the gulf coast. Its a time stamp before and after katrina. Thats how people tell time here. The mandatory Evacuation Orders in place. They have voluntary Evacuation Orders businesses telling us theyre not taking any risks. Theyre going to shut down. Keeping employees safe, encouraging everyone to get out of the city, to get to higher ground. When you look at hurricane kat katrina, we know it was the storm and the levies broke. You talk to the governor and mayor, theyre hoping to fare better than the last time. We went to the Grocery Store and tried to get supplies for our crews. We couldnt find anything, the store shelves were empty. We had to some our Photojournalist Domenic Swann to stop on the way up to get water. We know Theres Loss of life, threat to property. Also the fact that you have severe Flooding And Power going out people are stocking up on supplies right now. Phil. Nadia, Thank You for your reporting. This is a quote, this is a lifealtering storm. Don Akon Arnold is the director. The mayor said its too late to coordinate mandatory evacuations. What can people do right now to stay safe . Well, they need to shelter in place. And yesterday and today, a little bit of time today to prepare, as you said, you know, people have been preparing. Obviously, August 29th is an important day in hurt history here. A lot of people remember what happened 16 years ago. Its time to Hunker Down tonight and be were where you need to be for the next two hours. This is kind of an individual Family And Business level. As you noted tomorrow is the 16th anniversary of Hurricane Katrina. When the citys levies were breached. Its been a change since then. Are you confident that they are ready to handle whats coming and are you confident that the city is prepared to handle whats coming your way . Were a very prepared city. In concert with the Army Corps of engineers and the national Weather Service there is confidence with the system. Theres been a 15 Billion investment in that system over the last 16 years. And were in a far better place than we were in 2005. That being said, this is still a very dangerous storm. There is a mandatory evacuation for residents outside of that levy protection system. And theres a voluntary evacuation for those in their circumstance, if they feel they need to leave, certainly, we would encourage that. Now, one of the questions that had a lot, in situations like this, last year, the state suffered through Hurricane Laura and delta, both striking within a month of one another. How is this taking a toll on the city . Has the city even recovered from last years storms . I mean, we have, we had Hurricane Theta which was a category 3, on landfall, it came through very quickly. But it did cause significant Power Issue which is is something i inspect from this storm. Within a few days we were able to restore power and have secondary power which we had a national election at all of our precincts which is impressive. We are a resilient city. Covid has taken a toll on everybody. He had a Recordingbreaking Hurricane Season last year. Were continuing to push through and do our best to provide for our residents and make sure our residents are doing the same as well. I dont think anybody can argue with the resilience. Carried out an Air Strike overnight against a suspected terrorist. The military said the strike targeted an Isisk Planner in that Nangarhar Province. A spokesman said, quote, initial indications are that we killed the target. We know of no civilian casualties. The strike came a day after President Biden vowed to hunt down those responsibility for the attack out of the airport at kabul. Isisk said tell carry out that attack. This comes as its warned that explicitly another attack is likely. And they scramble to remove americans and afghanistans. We have Nick Paton Walsh in doha. Barbara starr at the pentagon. Barbara, President Biden and his administration bracing for another attack. What have you learned about the ongoing threat and the strike against isisk . Well, good morning. We got the statement overnight from the u. S. Military. Let me go over that very quickly because theres a few hints what exactly is happenings. It says, quote, u. S. Military forces conduct an Overthehorizon Counterterrorism Operation against against an Isisk Planner. The unmanned Air Strike occurred in the Nangarhar Province and we know of no civilian casualties. We talked to a number of sources, what they say, this target, this Isisk Planner, they have intelligence, they say that they was appreciated with planning future attacks at the airport. And we know that is the top concern right now. They had been watching him, we are told. Originally, low confidence in what he was up to, what he was up to, what his position was, what he might be planning, if you will. But as the days went by, they further developed the intelligence and they say theyve become very confident that he was involved in eventually planning future attacks at the airport. So why the strike overnight . In particular, we are told it is because when he was observed he was in a compound in the jalalabad area, in the area of southeastern afghanistan, in a compound, they believe, with his wife and children. So they are very cautious about civilian casualties. About just, they had to wait to get a clear indication that could send the drone it would hit him and not cause civilian casualties. You saw that reflected in the statement. Over the horizon, this be clear what were talk about this is a drone with weapons on Board Unmanned launched from an area outside of afghanistan. Nobody is saying this is it. There could always be more strikes to come. Yeah, it seems likely to some degree if they have the intelligence. B barbara starr, Thank You. I want to bring in cnns Nick Paton Walsh. Nick, were getting word from the White House that 6800 individuals were evacuated over the course of the last 24 hours. The numbers have clearly been dropping over the course of the last 24 hours. Youre reporting those numbers. What does that mean for the americans . But also for the afghan citizens still desperately trying to get out of the country . Reporter yeah, doing really bad math here, it sounds like since 3 00 p. M. , depending on when they do that 24hour window, we may have seen 2,000 or so individuals taken out of the airport. So that 6800 figure married a little bit with the figure we got of 4200 with 3 00 a. M. And 3 00 p. M. On friday. Clearly slowing down very fast indeed, in line with what weve been saying in the days previously. I understand from the source familiar with the situation, as you said, there will not be a skeletal screw of u. S. Staff able to process at the airport. Dod and pentagon being very clear, very clear, they will continue to do evacuations up to the last minute but that last minute is fast approaching and the scale that you can process down to a skeletal crew is reduced. And the Security Situation is certainly slipping. I understand from a source that there are potentially hundreds of Local Afghan Embassy employees who may may still be trying to get on to the airport. I should tell you, obviously, this information i received this morning, local time here, it may be progressed. But it is obviously fraught for the staff on that airport. They are receiving, quote, tons of messages from afghans who still want to get in, still want to get out. The opportunity is increasingly thin. The let of isisk remains outside the airport. The Crowd Number seems to be reduced but remarkably i think this is a testament to what u. S. Servicemen are doing there, remarkably people are seen in individual number, small families, still being pulled through the zbaets. That means that there are u. S. And afghan personnel risking their lives knowing of this Isis Threat to pull people out of that crowd, diminished as it may be, and get them to safety. The numbers are dropping fast. And its clear at some point, today or tomorrow, the focus will have to shift to getting u. S. Troops off the airport. Not to say they wont put evacuees on if they show up. Theres still an outstanding question how many americans theyre looking for. I was told yesterday, frankly if youre american and you havent come forward, its questionable whether you want to leave. I want to ask you about the reporting here that u. S. Intelligence officials say that got the target, that they were going for. If that does turn out to be the case, how disruptive might that be to isisk at this point . Yeah. So, a. , any day that you can take an S Isis Planner off the battlefield is a good day for america. The problem is he is not aspirational as we would have liked. Meaning there are operations by isis under way today, and thats what the intelligence folks are telling all of us, that will target the airport, target people at the airport. So what you hope to do in an event like this is try to get at those operational cells and take them off the battlefield. Dont get me wrong. Its great. Im glad we got the planner. He is probably in the same area, has been in the same area. A little bit easier to collect intelligence on and watch and monitor over the period of days. All of this is just going to get harder and harder when we remove intelligence assets and other things from the country. But good day, probably not going to disrupt the operational side. And theyre still going to have to be on edge at and around the airport and other soft targets in and around kabul. So, let me ask you this, the taliban had promised the u. S. That they would not allow afghanistan to become a Breeding Ground for terrorists again. That is what predicated part of the evacuations that were watching. But the u. S. And allies fully and wholly miscalculated the expediency and the force of the taliban. With that said, what evidence do you see that the taliban can hold off isisk . I havent. And you have to remember something, that they have a lot more in common with isisk than they do the americans or the westerners or this pledge to keep them out. We know that Al Qaeda is today, operating in 15 provinces in afghanistan. We know that isisk, one of their struggles in the beginning, christi, was they went after tribal leaders and tries to usurp their authority. That is what got them crosswise and with leaders. And the taliban are trying to pick their base, place this find in common, and hour the strong men, who has the guns and whos using it. So some notion that the taliban which is not a Functioning Government remember, this is a terrorist organization who supported terrorists is now in charge. And now theyre saying theyre going to keep isisk out. I just dont buy it. Most national security folks that i know and have talked to and have confidence in dont buy it either. So, thats what youre going to see, the last few fits here is the last thing to do, remember, this is just fits. Once we leave, afghanistan is a Petri Dish for extremism. And Al Qaeda will recruit from isis. Isis will find some familiarity with Al Qaeda. There will be taliban who dont like this new messaging coming out of kabul, out across the pr provinces, and theyll find other friends in the area, could be isis or Al Qaeda, all of this unfolding in front of our eyes, unfortunately. When youre dealing with a surge inpatients like that what does that put you in an Operation Standpoint . Are you guys in a position of running out of beds entirely . Yes, what people dont seem to realize, when i say the icus are Spilling Sbeefr the cardiac or neural icus, those were not empty icus. Those are patients in those beds so were having to figure out how to move those patients to put covid patients there instead. For example, we dont want a patient who had Bypass Surgery to catch covid from a neighbor so were trying to keep the patients cohorted. That makes it impossible. Now what were having to do is control the volume what we have which is the patients that come in. We Cant Control the e. R. , people still get sick and have Heart Attacks at home, but we can control who has surgery, for example. Were having a scaleback on surgeries that people really need but we just cant contact date. Look, i think everybody knows theres a scientific science here. Thats right. Maybe not getting covid but getting hospitalized. Alabamas Hospitalization Rate is one of the lower rates. What are you seeing, when patients come in, whats the Vaccination Level of those you see . Far and wide, the patients are unvaccinated that are significantly sick. And the patients that are vaccinated that are coming to the hospital are the people that are vulnerable. Those are people that have abnormal Immune Systems. Those are the people that we should be trying to protect. I think, you know, our Vaccination Rate has climbed slightly. Its up to 37. 6 but that is not enough. On top of that, not only do we have enough team getting vaccinated, we dont have enough people following the Common Sense public guidelineses that we know work. We dont have people wearing masks or social distancing. Were still having indoor gatherings with large amounts of people. I dont know how we get out of this if we dont start to do something differently. And for the sake of my sanity, i have to believe that people just dont recognize how bad it is in the hospital, because if they really understood it, i cant believe they can continue to do what theyre doing. And i also think that part of the problem is we live in a society where people have never experienced what its like to need care and not be able to get it. But i think people are about to find out. And i think the majority of americans and majority of members of congress do want our troops to come home, theres No Doubt about it. It was the Strategy Or Lack thereof, and lack of Strategy Planning that went into this. To close out an Air Base in the middle of the night without letting the afghan commander know, allowing their weapons to be used by the taliban for the full takeover, that leading before our citizens very thin. And a lot of questions that we want answered and that the american people want. And certainly, we intend to get them. But right now, our main focus is to make sure that every american is evacuated safely. And we have, you know, three days that weve been saying to make sure that every american is evacuated and repatriated back. That is something that i want to dig into, you helped a family from your district actually get out of afghanistan. Look, this has been san extraordinarily complicated process. No one that thinks is easy. Multiple members of congress, groups playing a role. You obviously played a specific role here. What is your level of confidence that your administration pledged that every american who wants to leave will be able to leave will end up true when this all ends in the next coming days . Well, i think its up to congress to ensure that he keeps his word. I just dont believe it can happen with the Time Line put forward by the president. In our case, it was during the beginning where we worked closely with the State Department to evacuate this family, a mother and three young children, 7, 3 and the youngest one 1 year old. Theyve been repatriated with their family in new york. And im happy about that and the evacuation of a two other citizens and also those who graduated from west point. The issue is we still have three other families who are relatives, who are afghan citizens, but they worked closely with usaid. They worked closely with usaid and those with military. Those people, we gave a promise to, that we would not abandon them. And you see so many military men and women talk about it. You see Veterans Volunteering to go to afghanistan to take the dangerous mission on their own, to try to evacuate the partners that they worked alongside, because they developed such a strong bonds with them over the many years working with them. So, you know, its not just the american citizen that many of our military want to evacuate. They also want to ensure that afghan partners who worked so closely with them are also brought anywhere but afghanistan, so theyre not subjected to the taliban. No question about that, very real concern. I want to ask about the concerns about whats transpired. You tweeted on Wednesday Night at a time of such chaos and more americans to evacuate, the president of the united states is also pulling troops off the ground when they are saying they need more support. This came before thursdays attack. The pentagon has reiterated theyll complete that mission by august 31st. This is whats happening. Do you believe troops should be there for a longer period of time, to just extend the deadline for eye short period of time until everybody is out . Do you believe there needs to be a permanent presence . Whats your position here . Well, at a minimum, they must be there to ever american that is evacuated. Our afghan partners are extraordinarily important, particularly to the veterans who they served. We should do well to protect them as well. Perhaps there to be a Military Presence for counterterrorism. Thats something that we need to have discussions with, you know, with our intelligence and military. And they all think that the president has listened to his advisers. I think Thats Part of the problem here, and thats what were drilling down as members of the foreign Affairs Committee and just members of congress. At minimum, we need to stay there until every american is evacuated. And i think if you speak to the men and women on the ground, thats what they want. Reporter young said he and king urged him to put forward a strong vote Rights Bill before congress but the president was reticent of pushback after just having signed a voting Rights Act of 1964. He agreed with us and said, but i just dont have the power. See. And when we left the White House, walking out, i said, look, the president is right. He cant go back to congress. He really doesnt have the power. Reporter Kings Response stunned him. He says, were going to get the president some power. Thats the most arrogant thing ive ever heard you say. I said, youre going to get the president some power . Then i realized he was serious. Reporter the power, king surmised, would come from irrefutable evidence that black people were indeed being denied their constitutional right to vote. King targeted selma, alabama, where less than 2 of black residents were registered to vote. The first attempted march for Voting Rights from selma to montgomery drew several hundred to the edmund pettus bridge. No money, no real plans. I was thinking politically and practically, he was thinking spiritually. Reporter as the marchers crossed the bridge they were brutally beaten and teargassedbloody Sunday Broadcast Around The World to urgently get vote Rights Legislation back in play. There is no negro problem. There is no southern problem. There is no northern problem. There is only an american problem. Reporter the voting Rights Act passed about five months later. And was signed into law on august 6th, 1965. Forbidding racial discrimination in voting.
