And the horrifying images that weve seen as a result of yesterdays attack. We are learning a little bit more. Two Suicide Bombers essentially targeted two different gates. One, abby gate, which is a major Choke Hold with thousands of people lining up, pushing to get into the airport. And the other one outside the barron hotel. This is where we were just about a week ago. This is where the british had been using as a standing operation, a place from where they do their processing, their evacuations. They have said now that Evacuation Operation is completely finished, but they hasten to add that this is not because of the attack. This was already on schedule and they have simply finished the evacuations they needed to do. But to give our viewers a little bit of a better sense of how this happened, just based on our experience, what you had was the taliban guarding the outer perimeter, and then the next line essentially were u. S. Forces. While the taliban were doing sort of cursory searches, they were primarily focused on trying to see peoples documents, trying to ascertain who could pass, who couldnt, keeping afghans out, trying to prioritize, you know, foreign nationals. And as a result, one can presume its relatively easy to get through that first line of defense through those taliban checkpoints with some weaponry on your person. I know that we went very early in the morning when we left the country, and we just passed one taliban fighter and we managed to talk our way through it with our vehicle and get right up to one of those gates near to where these blasts took place. The other thing you have to keep in mind, as we heard from centcom, as they are searching people at the airport, they have to get so close to them. Close enough as a spokesperson said, to feel their breath which gives you a sense of the enormously vulnerable position that these u. S. Servicemen will have found themselves in, up close and personal with a crush of thousands of people who had basically experienced very little searching up until that point. And today we are seeing and noticing a difference on the ground. Cnn spoke with someone who was at the airport and showed us some video of how things have changed. The taliban have essentially pulled back that perimeter significantly to try to sort of keep the choking point further away from the u. S. , create some depth between u. S. Servicemen and between that initial taliban perimeter. But still, just incredible to see despite what happened yesterday, despite the continued threat from isisk, further attacks, afghans are still risking life and limb to try and get into this airport. John, brianna . That means, look, the risk to them, to the afghans and also to u. S. Service members, hopefully it has diminished, but it still exists there very much. Clarissa ward live for us in doha, thank you. Lets get right to cnns Barbara Starr live at the pentagon this morning. Barbara, what is the pentagon saying about the possibility of future attacks . And also making good on the president s promise to retaliate . Reporter well, the u. S. Military at this point is going to operate, we are told, and continue to operate on the assumption that there could be and may well be more attacks. Theyre down to just, what, under four days before the August 31st deadline. And they plan to be gone by then. But between now and then, tensions running very high. A lot of concern about more attacks. What they are doing, and clarissa hinted at this quite clearly, theyre talking to the taliban about moving the perimeter back, about closing some access roads, and they have what they call overwatch, u. S. Helicopters, drones, other Sensor Platforms overhead trying to see the full picture of what is going on around the airport. All of that said, that is the priority. Get the Airport Operation done with as safely as possible. Right now theres no indication, but we dont know for sure, but no real indication yet of any Retaliation Attacks before the u. S. Is packed up and gone. That will be an intelligence challenge. There will be no u. S. Troops on the ground to gather intelligence. How would you get u. S. Troops in and out . How would you conduct airstrikes when youre not really sure where isis operatives may be . They may be mixed in with civilian populations. They may be in very remote areas, on the move. There will be a lot of intelligence challenges to try and carry out the president s promise. But right now what we are told is the u. S. Military 100 focused on packing up, getting as many people processed as they can, but getting out by August 31st. I think one more quick item to note. They are going to have to make a decision, were told, about at what point they turn the Airport Gates and essentially the airport over to the taliban, because if theyre going to pack up and go, at some point the taliban will take control of the airport. And when that last u. S. Military plane is rolling down the runway, it will be the taliban who are in charge of the airfield. John, brianna . Thats a really interesting point. Gives you a sense of just how complicated this coordination really is. Barbara starr, thank you so much for that. Reporter sure. Just before the attack Jim Sciutto reported the u. S. Intelligence saw specific credible threats, specifically they could attack the crowds around the airport, which is exactly what happened. And jim is joining us again this morning. Hes cnns chief national Security Correspondent and author of the shadow war. That is what stood out listening to officials, even the president before this attack. They were talking about these risk. There was this open question. Why Cant Someone just blow themselves up in this crowd . And now we have the answer. They can. They can. Listen, the situation was a horrendous Security Situation, right. You have concentrated crowds coming in around the airport. Those are the kinds of crowds that terrorists target sadly, right. And in this case not only were they able to target those crowds, but they were able to get as close as they could to target and kill u. S. Service members. So a worst case scenario, but it also exposes an Essential Flaw in the Evacuation Plan in that part of our security was based on the taliban, right, one. Vetting, in effect, people who were able to get close to the gate, but also monitoring that Isisk Threat up close. Thats not to say the u. S. Was not doing it as well, but u. S. Officials have said, weve been cooperating with the taliban here. Thats a pretty remarkable partner to rely on. And they failed. And that situation still exists, jim, to be clear, correct . It does. I mean, you heard that from the podium yesterday. You heard it from President Biden saying that we are working with the taliban, not because we trust them, but because we have shared interests. Again, thats a remarkable statement to hear from a u. S. President , right, from u. S. Officials to say were working with the taliban. We believe we have shared interests. Theyre doing their job to some extent because the taliban itself, its a terrorist organization. We covered few weeks ago a taliban Terror Attack on the streets of kabul that killed civilians. Hardly to be distinguished from what we saw yesterday outside the airport. It can be true, right, that in certain instances and at certain times you have shared interests with adversaries, and that is true here to some extent because isisk is a rival of the taliban. But, boy, if your Security Plan depends, in part, on the taliban, that is an enormous risk and we saw the consequence of that risk yesterday. What about going ahead here . What about moving forward . The risk is still there. Theres no question. No one ive spoken to about this intelligenc intelligence prior to this attack has told me isisk has lost both the Intent And Capability to carry out attacks. Theyre good. Theyre good at this. This is what they do. They have an enormous presence on the ground. And kabul is not only a target rich environment, youve heard that phrase before with all these civilians around and u. S. Forces still there. But its also one that is policed, if you can call it that, by the taliban, right. And the taliban, which is trying to gain control of the country. So the Security Situation in the country is deteriorated. And as i think i said yesterday, afghanistan is a Giant Magnet for extremists from All Over The World now and has been for a number of weeks and months as the taliban has taken over. Theyre flooding into the country much as they did these kinds of people into syria as isis was in control there. And that means that the danger is still real for these next four days. But the danger for the afghan people for the weeks, months, years to come still grave as well. What does that mean for the united states in the weeks, months and years to come, especially President Biden addressed this directly for the first real time yesterday, making clear that a lot of this will be in the talibans hands within days . The administration argument, the president s argument is that, yes, al qaeda, taliban, isis are In Afghanistan, but theyre in other countries as well where the u. S. Doesnt have a permanent military deployment, boots on the ground. The u. S. Is able to control that threat from over the horizon, right, from distance operations, operations conducted outside the country. Thats true in placesment. Thats basically the u. S. Strategy in places such as yemen. Small number of boots on the ground. But thats basically the strategy there as well. The trouble is afghanistans a lot bigger. And while u. S. Officials are confident today that these groups do not have the capability to carry out complex attacks on the u. S. Homeland, that can change very quickly. And the test is going to be can the u. S. Keep a lid on that from outside the country, which is the plan going forward. Listen, were going to see, right. The decisions been made. Those troops are going. Were going to see if it works. The deadline to leave afghanistan just days away, how would that happen . Joining me now is cnn Military Analyst and former nato supreme Ally Commander general wesley clark. Thank you so much for being with us right now. What are the range of options available if your goal is to get these terrorists . How could you do it . Well, the first thing is, of course, you have Air Space and you can use the Air Space. You can bring in drones. You can bring in close air support. You can bring in standoff bombing. It depends really on intelligence. You have many means of attacking, as we would say, but you have to have the intelligence. So the key is can you take a combination of overhead imagery, monitoring communications, other electronic intercepts, reports from friendly nations, agent reports from the ground. Can you fuse this into actionable intelligence that locates the presence of an Enemy Force . And then can you make the judgment that the Collateral Damage risks are worth taking to take out the enemy. Be sure this is being done right now. Weve got a massive effort this is not the united States Military of 2001. Were really good at this. We know how to do this. We have the assets. We can do it. Now, can we send a team in and take these people out on the ground . Yes, thats possible. Im sure there are people embedded right now at bagram who could do this. Or not at bagram, but at kabul. And if theyre not in kabul right now, could they be brought in . Yes, they could be brought in. And if we do share common interests with the taliban, as the president suggested yesterday, well be getting support from the taliban because they dont have these capabilities. Before we withdrew, maybe they were confused and they could say, well, this isisk attack, even though we dont support them, maybe if they go against the government, thats helpful. Now the taliban cant say that. So thats another source of intelligence. Afghanistan today has mobile phone networks, they have people who report. They have people who speak english. They have people who talk to us, thousands of people who talk to us. So this is not the remote area that it was 20 years ago. This is terrain we know, and people we know, and when the president says we will find them, hunt them down and make them pay, we have the means to do it. General, you served at all different levels of command. What are the complications that you think would exist in working with or around or near the taliban going forward . Because thats what is and will will definitionally need to happen after the next few days. Well, one of the things is that we dont ever talk about the taliban really is an instrument of pakistan. So whats not being discussed over the last few days is whats Pakistans Role in this . What are we hearing from pakistan . Pakistan does not want isisk In Afghanistan, so we are going to be working with pakistan. Can we work really cooperatively with the taliban . First, were not sure, so its first our own personal security when we put people out there. Its protecting identities for our agents. Its not disclosing the full range of our capabilities or our understanding, yet taking from them more than we give to them. Its developing networks of trust with individuals inside the taliban. Some of thats already gone on. More will be done in the days to come, but it will be a tenuous relationship for a long time. Partly because the taliban is not really a unified military organization. Its still based on a tribal society where there are factions inside the taliban, and we dont know really at the start who were talking to, which faction, which loyalty, which policies theyre following. And never forget, we did an awful lot of damage to the taliban. There have to be people there who would like to see some of that damage inflicted on us. So there will always general, i also want to ask you, again, you served at all different levels from our Platoon Commandener Vietnam where you were injured. Talk to me about the courage and what it takes for the u. S. Service members. 13 were lost yesterday trying to save lives, afghan lives largely. The Courage And State of mind it takes to walk past that gate to save those lives when you know that youre putting your own life at risk. Yeah, theyre going to do a Mission Briefing before they go out there. Theyre going to talk about security. Theyre going to build teamwork. Theyre going to build a system of trust amongst themselves. And theyre going to talk about the mission and its importance. Theyre going to rely on their belief in The Chain Of Command above them. All the way up to the president. They know theyre doing an important mission. And theyre gonna be full of adrenaline when they walk out there. Theres gonna be a sense after a few minutes, a few hours out there that this is routine, and they have to keep reminding themselves of the risk with every Passing Moment theres a risk. Now, it was a theoretical risk until yesterday. Now its a real risk. So the fact is that its tougher to get out there for the men and women who are doing that today than it was yesterday because they know now the reality. They see it, so this is a mission that requires a lot of courage and a lot of leadership, a lot of leadership from the front by The Chain Of Command. Races To Finney evacuations from afghanistan ahead of President Bidens tuesday deadline, the president has a message to those afghan allies who helped u. S. Troops but may not be able to get out in time. To try to get you out, it matters. Getting every single person out is cant be guaranteed to anybody. All right. Many War Veterans who served in the war In Afghanistan are working behind the scenes right now to get people out. Theyre doing this as well with civilians who served in iraq. And this right here is a first look inside the War Room of a nonprofit called No One Left Behind. This was founded by an Army Captain and his afghan interpreter eight years ago. They now ramped up their mission to evacuate afghans who helped u. S. Troops. Joining us is the cofounder matt zeller. Matt, weve been talking to you. Weve been talking sort of abstractly about what youre doing. Now we have a look inside what youre doing. First, though, i want to get your reaction to what the president said yesterday about no guarantees, but he also said that he we would, he said, the u. S. , meaning he was saying the u. S. Would get americans and afghans who helped the u. S. Out. Yeah, unfortunately thats just not happening. Our office is currently tracking 1500 people, accommodation of american citizens, Green Card Holders, and afghan wartime allies who are on taliban Kill Lists. We have in safe houses in kabul right now. We have been for days trying to get them to the airport. We cannot get them through taliban lines. We had one of our Couriers Yesterday actually shot by the taliban trying to move american citizens to a pickup. So the reality is this. These people are going to be Left Behind. Theres no way that they can get to the airport. And unless the government steps in and assists us and actually comes to rescue these people, were going to have to start thinking about how to get them out of Talibanheld Afghanistan after the 31st. Matt, to be clear, you have americans that youre speaking to who say theyre trying to get out, they want to get out, but cant, because thats one of the difficult numbers to pin down for us. So talk to me about that. Yes, we have american citizens right now in safe houses throughout kabul who have contacted our Operation Center which weve dubbed society 76, and they have asked and requested to be moved to the airport. We have attempted it. We cant do it. We cant get through taliban lines. Weve tried to reach out to the government with really no luck in being able to coordinate between us and the Op Center at the State Department to get these people moved. I get it, its a chaotic situation In Afghanistan right now, but the reality is that if american citizens truly are the priority, we need help to get them to the airport. So, look, weve been Hearing Stories in particular, we have been following the story of philadelphia residents, Green Card Holders who had a hard time getting through the taliban checkPoint And really through their own Perseverance And Ingenuity were able to do it. But, look, if Green Card Holders are having that kind of problem, what does it mean for special Immigrant Visa Holders . And im talking about people who actually have the visa in hand. Yeah, no, they cant get to the airport. Lets be clear. We had an operation that was reported by The New York Times a couple days ago which we had 500 of special Visa Holders and their family. People with approved Departure Letters from the State Department, telling them to come to the airport, to get on flights. They were at the Ministry Of Interior building which we were using as a Staging Ground along with some american citizens and Green Card Holders. The Haqqani Taliban that had been security at the airport for days now, showed up to this facility, separated the american citizens and Green Card Holders to one side, put all the special Immigrant Visa Holders to another. At that Point Allowed for The Americans and the Green Card Holders to leave, and then turned to the several hundred afghans Left Behind and said, so, you worked for The Americans, did you . You wait right here. Were taking names. With the Report Yesterday that the State Department has also now given the taliban a list of names that should be approved to be allowed through checkpoints and those names included afghans who worked for us. The fact we know now through Eyewitness Reporting the taliban are not letting those afghans through the checkpoints, i feel what weve done is hand them a Kill List and a hit list. And so we now need the american peoples help. Were trying to keep this Op Center going. Were trying to keep the safe houses going. Were setting up a Left Behind network to get them out and we need people to donate to this. So if i could just make a plea, people could go to go fund. Me cddb 730 a, they can help support this effort. Were not going to abandon these people. As i keep saying before, even if the government is leaving on the 31st, the american people are not. Matt, you know, again, weve known youve been doing these efforts and there are so many people involved in this socalled Digital Dunkirk which again has been noted as remarkable. It is a real example of determination. Its also notable that it has to happen in an extra governmental way. It has to happened beyond the government, and we do need to make note of that. Yep. These are the first time Weve Seen Pictures of the actual operation. Can you tell us, without compromising any of the security, of the people still in country exactly what were seeing here, exactly how you are trying to coordinate this . Sure. So, theres a gentleman by the name of sofi who helped set this up, hes an afghan american. This is not a No One Left Behind mission. Lets be clear. You introduced it as that. This is multiple organizations, many people involved. Weve dubbed it a whole new effort called society 76. Theyre actually a whole new organization thats been set up to do this, this specific mission. These people are No One is getting paid for any of this. Every single person you see in the Op Center is a volunteer. People are sleeping there 24 7 and have been the last two t been telling anybody million supporting this effort over the last two weeks. Theyve gotten Thousands Oerson network to help move afghans onto the airport and get them out of country. But that is now shutdown. Were now switching to a Left Behind operation, and the need to begin setting up an underground railroad. That is going to be the mission going forward. We need the people to support this, and lets be clear. How this is happening is in realtime. We have people analyzing Satellite Imagery along with on the Ground Reporting and taliban checkpoints guiding people from Point A to point b. We have cars that can drive people around the city safely and covertly and secretly. What we used to have was people that could help us get to the airport and get people on flights. That has become almost nearly impossible in the last 24 to 48 hours, particularly now with the Security Situation in kabul basically shutting down the airport. So what we need now is weve got to figure out how to keep these people safe. Ideally wed love for the u. S. Government to work with us, to come pick them up and get them out of country. I keep saying we can save these people it work with us to help get them to safety. Can i ask you, matt, when youre talking to these folks, one of the things i was surprised talking to someonehat gets these Family Members out and we cant overstate obviously how important that is. But the hard part that took multiple attempts, getting through a taliban checkPoint And getting into the airport just before the bombs went off, that was done by volunteers like the people were seeing in this video. Are you hearing from these folks that youre talking to . Are they saying that the government is reaching out to them . Are they getting resources there . No, no. The people that weve spoken with, the last time they spoke with the government was at this Point Almost a week ago. Particularly the afghans who arent Green Card or american citizens, they received an email about 60,000 of them received an email over a week ago now with what looked like a visa. It was a thing that the State Department had invented to try to help them get through taliban checkpoints that looks like a visa but was nothing, it was a piece of paper. We actually joked within the Operation Center involved in this you could have made it on Microsoft Paint because it looked that fake. But it was real and it went out to 60,000 people telling them that they had airplanes to catch and they had been given permission to go to the airport. That was the last time these people received a mass communication. The only other communications theyve been receiving have been to shelterinplace and to stand by for further instructions. Every single individual, american citizen, Green Card holder, or afghan special visa that i know of personally who have gotten to the airport and on a plane in the last 2 1 2 weeks have done so with the assistance of volunteers like this. This, by the way, is not the only Op Center in the country. Youre only showing ours. I know at least four or five others are going on with similar efforts. That, again, all of this is being accomplished by just volunteers who have put their lives on hold to make sure that we keep this promise. Matt zeller, we appreciate the work youre doing. Com the Supreme Court is allowing evictions to resume during the Covid Pandemic after the biden administration declared a moratorium on them. Well, that moratorium expired and the court ruled that congress should have acted faster to make the moratorium law. But that explanation, of course, isnt sitting well with the three liberal justices who dissented on this. Lets bring in cnn legal analyst and supreme Court Biographer Joan biskupic. Explain this to us. Its kind of complicated. It is, and really is a blow to the biden administration and to the liberals on the court. This is going to be a frustrating four years ahead, it seems like. This case picks up where the justices were on June 29th when it when the court narrowly allowed the earlier moratorium on evictions to stay in place for another month. But warned in a Concurring Opinion by Justice Kavanaugh that it was best for congress to do this. In fact, it was only congresss work, not the administrations or the cdcs. But as you know, congress didnt act. Biden pressured the cdc to extend the moratorium. It was supposed to go till october 3rd. Last night the Supreme Court said with the conservative majority leading, no. We warned you and you cannot do this. The three dissenters said, look at how much has changed in america, especially since June 29th. Look at the surge in the covid rates. Look at also how the statute at issue here should be read to extend to these kinds of precautions to stop the spread of this deadly virus. Yeah, look, this was an extraordinary move by the biden administration because they ad admitted when they did it this might not hold up. But they felt they needed to throw something at the problem. Right. And they tried to make their case. They tried to say, first of all, this old 1944 public Health Statute could be extended to the situation we have today, which is an unusual situation. And, you know, they tried to make their case. The dissenters picked up that case and said two things. First of all, things have changed. Things are worse. We should have deferred to these Public Health officials who know best. The second thing the dissenters said is, you cant just summarily throw this thing out. Lets at least have formal briefing, lets have some arguments here. Lets not just reject it out of hand the way it felt the majority did last night. Yeah. The biden administration bought some time, but not enough time for so many suffering. Right, look at how much money has been allocated. Billions of dollars. This week the pentagon activated a rarely used program to mobilize u. S. Commercial airlines for the afghanistan evacuation effort. As part of the civil reserve air fleet, Airline Carriers flew evacuees from temporary staging bases outside of afghanistan to other countries for resettlement. Joining me now is delta Airlines Pilot Alexander khan. He transported them from germany to dulles outside washington, d. C. Captain, thank you for joining us this morning. Thank you for having me. Tell us about that flight from Ram Shine to dulles. What was it like . It was a fascinating opportunity to do something like this. The crew positioned ourselves into germany before the night before the flight, and we got a chance to get to know Each Other as a crew, and i really saw how special this operation was going to be. Our Flight Attendants on their own initiative went out the night before and purchased a bunch of supplies for the children that we knew were going to be on these flights because we knew these evacuees were coming with no opportunity to prepare and to take things that you and i would prepare for an international flight. Spending their own money, they purchased diapers and wipes and candy and balloons and other, Coloring Books and other things they knew the evacuees were going to need and refused to take any reimbursement from us, from the pilots for this. And i know this opportunity was personally poignant for you. Why . It was for a couple of reasons. First of all, for superficial selfish reasons. Ram Stein Air force was where i first learned to fly an airplane, where i soloed and got my pilots license. So to be able to be at the peak of my career and come back and fly out of ramstein again was quite the thrill for me. But more importantly, im the son of an immigrant in the united states. My father was a holocaust survivor. He was liberated from the Concentration Camp by pattons third army. Came to the united states not much different from the people coming to the united states now. He was coming with the clothes on his back, no family, no english skills, and had to start life over again. Luckily he was starting life over in the land of opportunity. How did that impact you as you were sitting in the front of the plane with hundreds of refugees in the back . So, i was able to put myself in their position and realize that theyre starting a new life. This is going to be a frightening experience for them. But it has the potential to be an excellent experience for them. My father made it into the united states, learned english, put himself through school, became a doctor, and years later actually was back in West Germany as a physician for the u. S. Army where i became an Army Brat at the Tail End of the cold war. I cant imagine, were you able to speak to any of the people, any of the refugees . I purposely didnt because i knew that these people deserved their dignity and they didnt need a bunch of people coming back and making a spectacle out of them. Our Flight Attendants, on the other hand, were incredibly professional and were able to give them exemplary service. If you had a chance to meet someone who was on this plane six months, six years from now, what would you tell them . I think id probably ask them, how was their experience . Have they been able to reach goals that they never dreamed possible . And to give them hope, to show them that we are a land of legal immigrants and this is what built the united states. Were a generous country because were a generous people, and the future is theirs. Its obviously a very tough time for a lot of people. For afghans, for americans watching this. I think its important to have these moments of hope, these moments of coming together. What do you think this represents overall . How is this representative to you of the american experience . The american people have always come together and helped when it was time to help, and the military community overseas has always come together when it was time to help. When i broke off and went into the basic line airbase, ramStein Airbase to purchase more supplies, i ran into some military family moms who asked what we were doing and asked how they could get involved. And theyre looking for an opportunity. Theyre looking for an opportunity to donate, for people that they know need their help. This is what military families have been all about and this is what the american people are all about. This is what the american people are all about.
