27th. Im Brianna Keilar alongside John Berman. And the Danger Level is rising in the final days of the Evacuation And Withdrawal from afghanistan. This morning, the United States is pressing on with evacuations. We just learned that u. S. And coalition forces evacuated 12,500 people from afghanistan here in the last 24 hours. That is despite twin Suicide Bomb attacks at the Kabul Airport. President biden and his top military commanders are promising to do everything possible to get every american out. Overnight, the Death Toll among u. S. Service members rose to 13. More than 90 afghans were also killed in these airport bombings. 150 more were wounded. The president is vowing to hunt down and punish those responsible. This morning were pressing for answers on what that might mean and what that might look like. This morning, large crowds gathered once again outside the airport in kabul. Even after the attacks. And the head of u. S. Central command warns that new threats from isisk could be imminent this time they could involve Rocket Attacksover Suicide Bombs. Cnn has been reporting from Inside Kabul. She joins us live from qatar. The news at 12,500 people got out with the attacks that is new. The crowds gathered hoping to get out even today. Reporter its pretty extraordinary, john. I think it speaks to the desperation of these people who are still lining up to get out of the country, but theres one key difference today. Cnn has been in touch with someone who has been to the airport and shared some video with us. And the taliban perimeter that had been guarding the outside of the airport has moved quite a bit forward, meaning that there is now a considerable amount more depth between the taliban who provide that first line of defense and u. S. Servicemen. And one would only assume or hope as well theyre making sure to Pat Everybody down because our experience when we went through those Check Points and reporting outside of the airport is that the taliban was primarily concerned honestly with looking at Peoples Documentation rather than trying to make sure they didnt have any weaponry on them. All of this emerging as we learn more about what exactly happened yesterday. Reporter a devastating scene of pure horror. Chaos and carnage outside Kabul Airport after two Suicide Bombings tore through the crowds just outside an airport gate. The attack killing 13 u. S. Service members and more than 90 afghans. And leaving over 150 wounded. Video capturing moments after the blast, with Countless Lifeless Bodies seen strewn across the ground. President biden promising retribution. We will not forget. We will hunt you down and make you pay. Reporter isisk claiming responsibility without providing any evidence. The pentagon calling additional attacks, quote, imminent and saying they could range from rockets to vehicleborn or walkin Suicide Bombings. We believe its their desire to continue those attacks and expect those attacks to continue. Reporter President Biden already planning a strike against the terror group, though what that looks like is still unknown. Ive also ordered my commanders to develop operational plans to strike Asset K Assets Leadership and facilities. We will respond with Force And Precision at our time at the place we choose in the moment of our choosing. Reporter attacks were carried out by two Suicide Bombers near Abbey Gate at the Kabul Airport. One bombing was right outside the gate. The other at the nearby hotel. That particular gate is where thousands of afghans had crowded, trying to enter the airport. One congressman who made a secret trip to afghanistan described the scene outside Abbey Gate days prior to the attack. Marines out there sifting through this literal sea of humanity, trying to pluck out our allies who trusted us to get them out of this mess with their families. The marines had to go forward, out yards from the taliban with their horse whips to find our people and to give them a ticket to freedom. Reporter the deadline to leave the country is fast approaching, but the u. S. Vowing to complete its Evacuation Mission in afghanistan despite the continued Terror Threats. Still, in the aftermathd, many afghans remain desperate to board one of the final flights out of the country. This second blast took place outside the baron hotel. We had also visited that place on our way out of afghanistan. This was essentially the british Standing Area Processing point for their Evacuation Operation. They have now announced today that that Evacuation Operation is finished, completed and closed. But they did stress, brianna and john, that this is not as a result of this horrific bombing but this was in line with their previous schedule. As you mentioned before, those u. S. Marcus, give us a sense that the impact of these Terror Attacks yesterday, how does it feel today given what happened . You know, its a mixed reaction. I mean, a lot of us have just basically stayed away from the airport, but there have been reports that a lot more afghans have been trying to get to the airport and trying to make their way out despite the fact that there are Terror Threats and the fact that what happened yesterday didnt deter people from going back. And the fact that i think everybody knows that these evacuations are all winding down makes them even more desperate and dire on the ground. Even though they saw what happened, they know that time is running out, so theyre still going to the airport there. Yeah. It is believed that isisk carried out this attack. What is the view Inside Kabul of this organization from the people there . What is their overall presence insofar as you can tell . I mean, the few people i talked to about this are pretty much talking to me in private and also in background because nobody wants to put themselves out there talking ill about isisk or the taliban for that matter in fear of being targeted. But i think Nobody Everybody knows nobody likes the isisk out here. Theyve been claiming responsibility to a lot, a lot of attacks Especial Le against the shiite Minority Kcommunitie here. They are a smaller group but theyre very lethal and very effective in their attacks. The United States obviously has to depend on the taliban to a certain extent now for security at the airport and depend on the good graces of the taliban going forward to get out whoever might be left behind. Any Signs Today of increased security from the taliban itself . Has the taliban changed the way it does things . I mean, definitely theres an increase in presence of fighters on the ground. The taliban had brought in everybody outside of kabul in. The attack basically yesterday it was at a location where the taliban had control, Access Control basically. They were controlling access to Abbey Gate and they were basically, you know, just letting people in and not really checking anybody for checking their bags or anything. So in some sense, it was an unfortunate event that didnt have to happen yesterday. The security was beefed up. Speaking to our reporter Kylie Atwood at the state department, marcus, if you do the numbers based on what the administration claims are the number of americans left and wanting to get out and the number of americans who left over the last 24 hours, theres a sense that probably in the hundreds, maybe the low hundreds at this point although its hard to exact Lipin Point that, have you spoken to anyone . Do you see americans still there wanting to get out at this point . Not that i have seen. I mean, im pretty isolated from americans. Im on the ground. Im an american myself. But i pretty much im moving, eating and breathing with the locals. Im trying to embed myself into the story here and then not be around too many foreigners basically. Marcus yam, please stay safe. Lets talk about this now with Cnn Counterterrorism Analyst and former Cia Counterterrorism Official Phil Mudd as well as cnn military Analyst And Forearmer member of the joint staff at the pentagon cedrik lleyton. First off, kernel and phil, i want to listen to what President Biden is now promising in response to these attacks. Here is what he said. For those who carried out this attack, as well as anyone who wishes america harm, know this, we will not forgive. We will not forget. We will hunt you down and make you pay. Okay. What does that look like, do you think . What will that look like . Well, brianna, i would say were talking a classic Counterterrorism Operation in this case now it could be a drone strike. It would be a commando raid. It could be any number of things. There are a lot of options the president has in these cases but all of this depends on intelligence and it has to be precise intelligence in order to get to that last mile of really what are we doing here and what is this leadership . Is this another type of target . So it depends on the targets that they have and it depends also on how easy it is for us to find them . It may take a while to do this. That would require human intelligence. People on the ground this is where isisk is. The u. S. Doesnt have that, phil. Americans do not want to be in afghanistan. These attacks we saw yesterday just reenforced that they do not want u. S. Troops in afghanistan. Dont sell them short. If you look at the Intelligence Picture here the easy way to look at it if youre outside the businesses we get a piece of spectacular intelligence that says isisk is over there, hit them with a drone strike. Thats not how the game works. Its not necessarily americans, we have relationships with commanders that go back to the soviet times when i was working this problem in the early 90s. Those relationships will endure after the taliban is there because here is a secret, those commanders are the same people who opposed the taliban now. You go in. You dont need isis intelligence. To them you might say were the foreigners. Were the people who speak differently. Somebody there jordan, saudi arabia, Snippets On A Wire said i heard joe did this. The people from Joes Team did this. Its a collage of stuff that might come over 26 to 12 months. Its not a Kwix Snapshot where somebody comes in with a Magic Piece of intelligence. It will happen. It will happen. You mentioned a timeline of several months. Yes. Do you think really the president wants to wait that long . Oh, i think politically he probably doesnt but as phil said, this is not a quick Fix Kind of thing. Remember how long it took to get Bin Laden. So many factors in this and it is a collage. Putting all these different pieces together. The technical piece, the over the horizon piece. All of that makes a big difference. Those are the kinds of things that need to come together in order to do this right and we have to do this right. Phil, obviously the u. S. Military presence will go to 0 basically in the next several days. So, how would that affect the ability for this kind of strike . Boy, that is the right question. The intel will be difficult. Lit come together. Think of two different scenarios. Scenario one, the one you had 60, 90 days ago you have in the theater a Drone Capability, that Drone Capability is armed. You obviously have u. S. Military and airborne power on the ground in afghanistan, maybe in neighboring countries. Now your standoff in the arabian peninsula, maybe if youre lucky some presence in Central Asia so the intelligence, the changes the intelligence not only has to be good. Like intelligence you might have acquired 60 days ago. It has to be good enough that you can get on target in six, eight hours. What it means the time to get on target will be longer. Can i ask one more question, phil. I cant remember a time maybe im wrong on this. There was this type of specific warning going out to people. We think there is going to be an attack at this gate. Leave right now. There is the imminent threat of an attack right here and then a few hours later there was an attack right there. So people are asking if they knew it was coming like that, could more have been done to prevent it . I mean, i think the first question is whether you have a conversation with the taliban. Remember what i just said a conversation with the taliban about how they improve security around the perimeter. These people are not professional security managers. I dont know how well that conversation would have gone, whether they would have listened. How you would have interacted with them. On this question you ask, john, about specificity of intelligence, let me tell you how this works. We get human intelligence. We mention technical intelligence. One of the kinds of angles that works here is you find a good wire, listening to isisk people on the periphery of the organization, you know theyre isisk, May Fot be core operators. One of them says the guys are getting ready for an event at Kabul Airport. The quality of the intelligence, the fact that youre up on somebody on the periphery of isisk means you have to put out a specific warning. Theres a big difference between being right of the center of an operation but being on the periphery but still having stuff good enough to say get out. Were in trouble. Theres another things here and phil is alluding to it, think how much more capable our intelligence actually is compared to what it used to be. Thats a real key thing. When you look at what happened with escobar and getting him and what happened with Bin Laden and now some of the other cases, were far better at it than we used to be, but you know, its obviously still not a precise science. His wife and five childrens ages 4 to 13 got stuck in afghanistan while making one last trip to see family. They rightfully anticipated they would not be able to after the draw down of u. S. Troops but were skcheduled to return to th u. S. In september. They were on a flight out of Hamid Karzai international Airport Yesterday which was facilitated by the u. S. Military. The hard part, getting this residents to the airport. Its not a Success Story of the u. S. Government. Its a Success Story of a Patch Work of Volunteer Networks who are helping afghans navigate taliban Check Points, who are providing Translation Services and connecting them with Entry Options to into the airport. This woman and her children made an initially unsuccessful attempt to go to the airport this week hoping that their green cards would get them in. They didnt. Instead, their dad told me his kids witnessed people being shot, his 4yearold in particular struggling with what they saw. Still, the family buddied up with an american here in the u. S. , made another attempt to get to the airport. They were turned away by the taliban, green Card Holders turned away. They were exhausted. Again, urged by americans who knew the window for escape was narrowing, they attempted another Exit Yesterday and through their own ingenuity pushing through the odds, pushing through their fatigue with the guidance of volunteers with connections on the ground in kabul they got through and entered the airport just moments before the Bombings Yesterday and dad tells us they are safe. He is awaiting their arrival back home here, their home, in the United States. The architects of this Atrocity Need to know that the United States, whether it takes ten days or ten years is going to find them and kill them. And the biden administration must as the president said they were sustain an over the Horizon Counterterrorism so attacks like this does not hit the u. S. Homeland. They hit u. S. Interests yesterday. 13 u. S. Service members are dead. They clearly have the capability to do that now and theres every reason to believe their capability will grow in the coming days. So how do you address this rising Terror Threat in afghanistan at the same time as youre removing u. S. Assets . Theres a significant chasm between the ability to launch a Suicide Terrorist Attack at a local asset in Afghanistan Versus striking the u. S. Homeland two oceans away. So, we should not just presume that isisk immediately has those capabilities but as i said, the United States needs to maintain an over the Horizon Counterterrorism capability to deprive them of a base of operations in afghanistan and to bring to justice the architects of this attack and to prevent future attacks. Thats going to look like a collage of surgical connectic capabilities and diplomacy. The United States has significant leverage still over the taliban, 90 of their reserves are in u. S. Banks. 75 of their Government Funding comes from international donors. They dont know how to operate an international airport. We would have more leverage over the taliban if we remained a Troop Presence in afghanistan, given thats not an advisable option, we need to use our diplomatic and economic leverage to make them a counterterrorism balance. So you still say its not an advisable option. We had Congressman Michael Waltz on earlier and said the United States should Retake Bagram. Whats your answer to that . U. S. Troopers right now are heroes pulling people to freedom at ha dim karzai airport. We should transition that program to one that uses diplomatic channels. Were going to be able to get all americans who want to leave out before august 31st. The question of Bagram Air base in particular is one that troubles me, too. Its why ive called for a thorough after Action Review both by the administration as well as congressional oversight not just of the withdrawal but of the entire conduct of the 20year War In Afghanistan. We need to understand and declassify the decisionmaking around national security and we need to know whether the transition out of Bagram Air base was made in haste. That is important. Its also in the past. I was asking specifically youre opposed to any efforts to maybe go back and Retake Bagram at this point . To be clear, im opposed to any sustained counterinsurgency efforts in afghanistan, Nation Building, efforts to combat the taliban. What i am very much in support of and always have been is a counterterrorism posture. Its important to differentiate between the two. Counterinsurgency is a Nation Building exercise. Counterterrorism is about neutralizing those with the capability to strike the u. S. Homeland. The United States retains the prerogative everywhere in the world. Were ensuring that we do not have strikes on american citizens. And we need to sustain that in Central Asia as well and take a thorough look at the assets and the intelligence necessary to do that. I want to end where i began with you and i just want you to reflect on the marines and other Service Members who lost their Lives Yesterday and the jobs they were doing and the nature, congressman, of the sacrifice they made. Its in agony. These marines were literally pulling people to freedom. And they represented the best of the United States military. They were bringing order to chaos. They were bringing hope to a grim situation. And their sacrifice must be honored by bringing to justice the architects of this atrocity. He was doing what was expected to keep those members and staff safe. I think sometimes and i mentioned this last hour, what gets lost in this discussion of what happened that day is where this occurred. This was the door going into whats called the speakers lobby. It was feet from a door right into the House Chamber where Members Of Congress were holed up, and yet somehow this has become incredibly controversial by supporters who say the folks you see here in this video, you know, werent posing a Threat And Shouldnt have been stopped. What do you say to that . Well, brianna, i know that hallway, that stairway, that door very, very well. So whether it was in my role as the chief of the Capitol Police and then later years as the Senate Sergeant at arms i escorted President Obama there, President Bush there and it was, as you said, just a few feet from getting inside the chamber. So the people doing this werent people in a stroll in the capitol. For whatever reason they came in there, at that moment, at that door, on that floor, they were insurrectionists. Theyre involved in Criminal Activity. Theres no doubt about that. That Lieutenant Byrd and others tried to dissuade them, to get them to calm down. Didnt work. Lieutenant byrd was doing his duty. And i think the others who were outside with her in that Door Way yelling and screaming and breaking in there, they owe some responsibility for this, too. Were responsible for each other. We expect officers to interview when they see something going wrong. We should expect the same thing of our citizens. So i feel bad that she got herself in that position. He didnt shoot someone who was a supporter of President Trump. He shot someone who is in the midst of Criminal Activity trying to get in and do harm to Members Of Congress. That hurts. And i know that would trouble her parents. It would trouble me. But he did his job. He did what was expected. He, of course, has been criticized by President Trump. Listen to what he said about that. Former President Trump has talked about you and this incident. He says she was murdered. What does it feel like to hear that from a former president . Well, its disheartening. If he was in the room or anywhere and im responsible for him, i was prepared to do the same thing for him and his family. Would you have his Back Today if you were so assigned . I sure would because its my job. What did you think about that . Well, i think it says a lot about him and the ethics of the Police Officers up in that capitol and frankly around the nation. We never cared how someone got elected, how they got into their position, whether they were democrats or republicans or independents or even if they had bizarre ideas about where america should go. The men and women of the United States Capitol Police protect them all equally. And i think Lieutenant Byrd demonstrated that. And the more people keep trying to turn this into some type of conspiracy theory, some execution, including the expresident , including sitting Members Of Congress are doing an injustice to us all. And now we are looking at a storm thats likely 55 miles per hour for the 8 00 advisory and its going to get into the Gulf Of Mexico and its going to get a lot stronger than that. The 5 00 a. M. Advisory does have this storm now at 115 miles per hour at landfall somewhere between cameron, louisiana, and maybe as far east as mobile. So this is going to be a storm. And the Hurricane Center also saying at this hour that it could be bigger, could be stronger than 115. We have to keep watching it. This is going to be a major event for the northern Gulf Coast all the way from louisiana all the way to the Gulf Coast of florida. That comes in sunday, lasts through monday, Power Outages will be in the hundreds of thousands and a Storm Surge somewhere in the ballpark of 11 feet, 11 feet of Storm Surge is life threatening and catastrophic for some spots. Listen, in the leadup to that deadly Terrorist Attack that took place yesterday, we heard some of these very same warnings from the White House and from the president about the Threat Level that existed in kabul. This morning, i spoke with a senior official who said the threat is still out there. This individual said it is still heightened. So, we know that this is certainly something that the White House is bracing for as there are just five days left until the u. S. Is set to complete its Evacuation Mission and get all of those u. S. Troops who are still securing that airport in kabul out of the country. The president is expected to get regular updates on this threat and the state of those evacuations throughout the Day Today beginning at 8 00 a. M. With his daily intelligence briefings a meeting at 8 30 a. M. In the Situation Room and im also told that the president does soon plan to contact the families of those 13 fallen Service Members. The White House is still working through the planning on that and wants to first ensure that those Next Of Kin notifications that the Department Of Defense makes in person to these families to let them know that their loved one has indeed died. They want to make sure that has happened first before the president reached out, but im told by a senior official that he does plan to reach out to those families, john . This Morning Coronavirus cases and hospitalizations among children are rise and the u. S. Surgeon general is worried that this false idea that covid isnt dangerous to young people is hurting Youth Vaccination numbers. There are some people who have absorbed the message that somehow because they are younger that they dont need to get vaccinated. Covid is not really a problem for them. Joining us now, cnn chief medical Correspondent Dr. Sanjay gupta. Sanjay, this is one of the things thats been out there for awhile. If youre young, it doesnt really get you that badly. You wont get it. If you do get it, its not so bad. The Surgeon General now saying thats having a big impact across the board. Yeah, i mean, this has always been presented as not only adult sort of disease, but an older adult sort of disease. But we know it can have an impact on kids. Smaller impact. That has remained true. But it has increased, especially with delta. Let me show you just the Vaccination Rates here. Obviously 12 to 15yearolds, they got authorized later, but you can see that there is a significant sort of difference in terms of the percentage of uptake of vaccines overall. And thats a concern because kids can get sick. I mean, 450 children have died. Thousands have been hospitalized. Tens of thousands have been diagnosed. Its leading to quarantines of schools all over the country. But to give you a little bit of context, 450 children dying. In 20172018, one of the worst Flu Seasons on record for kids, 188 children died and it sounded all kinds of alarms. So you just get the idea because, again, we talked about adults for so long, 450 pediatric deaths is somehow not raising the alarms that it should. I think thats the point the Surgeon General is making. Plus, the loppinger people transmit the virus, the longer this pandemic continues. And we know young people can transmit as well. That is a lot of deaths, especially as we are going into more and more exposure when it comes to kids, which it makes you worry that were going to see even more. I do, sanjay, want to get to a Viewer Question that i think, its a really good one. This is Chin May asking, seems like we will be required to take Flu Shot and Covid Booster in the next few months. Is there a particular order we should take them . Should we take flu before covid, or does it matter when and how we take them . And then also, can you just tell us, when should we be taking our Flu Shot . Should we be taking it earlier than we might usually do . Right. So, first of all, Chin May, it doesnt matter, but it did matter and thats why youre probably asking the question. In the beginning when the Covid Vaccine came out, the guidance was wait at least 14 days before you get another vaccine. And part of that was just because they were still figuring out exactly what the sort of Side Effects people might have after the shot and they were playing it safe. Now that they have all this data, they say it doesnt matter. You can even get the shots on the same day simultaneously. Get them in a different injection site. You might have two sore arms, Take That into consideration, but it doesnt really matter. As far as the Flu Shot, were coming up on this potential sort of Double Whammy of all these different respiratory viruses and covid at the same time. So they are recommending getting the Flu Shot within the next few weeks. Its not usually a problem to get the Flu Shot early. The only issue is if you start to see significant surges of flu going into january, February Sort of time frame, you know, you want to make sure youre well protected at that point as well. Within the next few weeks i would recommend getting the Flu Shot. Well see about the boosters. Well see about the boosters. You know, next week is going to be a Big Week regarding the Fda And Cdc and well see what they formally recommend. I know theres a lot of news about this, but well just wait and see what they say in terms of how they recommend this. Sanjay, the Case Rate in the United States, the cases at levels we havent seen since january and hospitalizations up at level we havent seen in a long time either. Where are we with deaths . I know were now up to more than A Thousand a day, which is shocking, but one of the things weve been looking for is would the rate the Death Rate Rise in a corresponding way, albeit later to deaths and hospitalizations, are we getting any sense yet . I think were getting some sense, and in that case there has been some decoupling. What i mean by that, i dont mean to use such a clinical term, but there is we know that primary the hospitalizations have been among the unvaccinated. Once youre in the hospital its almost always unvaccinated. So why are deaths better . Because we have learned more about how to take care of patients with covid. I mean, In The Beginning you remember, typically someone has respiratory distress. Put them on a ventilator right away. That was always what was taught. We learned quickly within the first few months of the pandemic that that was not always going to be a good option. The lungs of a Covid Patient are different than the lungs of other people with respiratory distress. Strategies like that, when to use steroids. Even things like Monoclonal Antibodies early in the course of illness have changed the Likelihood Someone would go to the hospital. So we have learned a lot. It will be a lot better if we had a much higher vaccination rate. Just think about that. 98 of those in the hospital in june and july were unvaccinated. If everyone had been vaccinated, we would have lowered that 50 fold in this country. This is easy. Theres difficult problems out there to solve. You guys have been talking about them all morning. This isnt one of them. We can fix going fix this problem going into the fall, and i think we really have to. Yeah, its the easy stuff. Come on, right . The White House says the 12,500 people were evacuated from afghanistan in the last 24 hours. Thats even with those attacks. President biden still insists the u. S. Is doing everything possible to get americans and afghan allies out in the final days of the evacuation and complete u. S. Withdrawal from afghanistan. Yesterday was one of the deadliest days for the u. S. In the 20year war. 13 u. S. Service members, 90 afghans killed in the Terror Attack which took place just outside the Kabul Airport. A senior official tells cnn moments ago that President Biden plans to contact the families of the Service Members who were killed after those families are first notified by the Department Of Defense.
