Has sustained over affeghanista he has centered around trying to get the Coronavirus Pandemic under control and deliver benefits to people in the form of physical infrastructure, and in the form of a human benefit, Child Tax credits, prek, expanded medicare benefits. Free community college. A whole range of things in the Budget Bill that was advanced today In The House of representatives. He is facing tremendous resistance from republicans, Legislatively On Covid and the states and Voting Rights and he said going in to 2022, and 2024, his best chance of surviving the democratic majority and also winning a second term is by acting not talking about what you want to do for people, talking about what you have done for people. Today was a step on the path. Mr. Brownstein the budget package, huge. It could transform american lives. But, you are not convinced its going to actually help biden or democrats politically. Why . Why is that . In the near term. Yeah. Look, i think it is a Split Screen Employment for the biden presidency. On one screen is exactly what john is talking about. I mean, they are move toward the most significant legislative victories for democrats since The Great Society in the 1960s and you look at everything that is included in the reconciliation bill. Its probably the biggest expansion of not only the Safety Net and government efforts to expand opportunity since the 1965 66 congress. On the other screen, i think biden is facing a reality that many, a growing number of americans are uneasy about conditions in the Here And Now about the direction of covid. About what is happening in afghanistan, even though they are recovering it and about inflation and the border and crime. I think that everything that he is passing is going to be a significant thing for him in twn 2024. Its not clear that it will out weigh the verdict on the Here And Now, and voters are still negative on it in 2022. After that great Society Congress in 1965 66, the most productive, arguably ever, democrats lost 47 seats in the houmpts and reagan lost 26 seats In The House after passing his tax cut. A more immediate problem, getting covid under control, and rebutting the republican claims on crime on the border. Thats the immediate problem. But all of it will be a positive for democrats in, by 2024 if they have can move it through. Such a Debbie Downer there ron brownstein. Im just a little history there. But you bring it back so we have to listen. Listen, just, think about this though. 24 hours ago, this deal seemed to be in trouble in getting the ten moderates on board was tricky. Do you think biden will have the same success with moderate senators like manchin possibly . I think we talk about Split Skreechblt Anything that can be shoehorned in to reconciliation, they will get done ultimately. It may not be 3. 5 trillion. The pound of flesh that the house Moderates Demand may require it to be scaled back somewhat. It will be still transform actransformative. We are going to universal prek and free community college. Expansion of medicare. Expansion of medicaid to cover all of those the in the states that refuse to expand under the affordable care act. Its an enormous piece of legislation. Beyond that everything remains, Everything A Thatthat can be in is subject to the republican filibuster in the senate. One thing that was made clear today, don, no republicans voted for the extension of the voting Rights Act. After it had massive bipartisan support in its other iterations and that puts the focus on manchin, they are arguing that the senate should only react what made clear In The House is that it is not even if a fig leaf. Theres not ten republicans in the senate that is going to act. So the question is, whether democrats unilaterally dis arm in the face of what is being done or they concrete nationwide voting Rights Act on their own. We will see what happens. John, i want to turn to afghanistan now, President Biden is standing by the decision to withdraw u. S. Troops by, you know, in a oneweeks time, August 31st. What are you hearing from the would you say . Do they think they will be able to get everyone out by then . Well, depends how you define everyone, i think they are confident that they can get pretty much every american that they can find in afghanistan that wants to get out. Thats the minimum that they want to do. Beyond that, the question is how many of the afghan allies, people who worked along Side American Forces during this 20 Year War can they get out and they are acknowledging that they cannot get all the people out on. The evacuation has reached a tremendous volume now. 21,000 people yesterday, 70,000 people in the last ten days. Remember, President Biden defined the universe of afghan allies he wanted to get out is firef 5565,000. However, many within the 10s of thousands that have gotten out are people who were aligned with coalition forces. They are allies of European Forces and not necessarily all of ours. I talked to a senior administration official toanigh that said, theres a lot of deserving people that will not get out. That happened when the taliban took over. They are bracing the american people for that possibility. I think the chance for the deadline getting extended beyond August 31st. President biden said he wanted to adhere to the deadline, the chances of that rest on whether or not they find pockets of americans who after that deadline, they think they have got to go get it. And in that circumstance, they would, President Biden would extend the deadline. Otherwise, i think they are going to say, we have done the best we can. And then pack up american forces and try to sustain what they have achieved Soar Ar the s far, which is zero americanties. Lets turn to the national security analyst, director its been a minute. Good to see you. Hope you are doing well and thank you for joining us. Thanks, don. Thank you. President biden said his decision to leave afghanistan by August 31st was driven by the security risks. Was this the right call . Well, it may have well been the only call that he could make. I drew from the trip that cia director, bill burns, took, which was apparently intended to get a direct read from the taliban leadership about the potential for extending a deadline. And i dont know but, i infer there was no such extension granted or conceded. So, i think the president is still going to have more tough decisions to make as the 31st approaches. I think John Harwood laid It Out of what the Rank Rdorder of probabilities of getting people out. And you know the White House is saying that this August 31st deadline depends on the taliban cooperating. You are saying they will not be able to do it by the 31st. Today the taliban is saying no longer, they are no longer going to left afghans leave the country or reach the airport. Does that mean the situation on the ground is already shifted . I think so. That, thats actually, you know, a very disturbing, to me, its a breech in faith by the taliban, which is certainly, you know, consistent with their pattern. So, thats a very worrisome development, theres many other ways or other ways, covert are probably of spiriting people out or going out and getting them. That will get increasingly dicey and risky. Both for the people that are attempting to rescue as well as the rescuers. So, this is, its a tough situation. This, the president specifically acknowledging the threat from isisk today. Tell us about that and about them . Well, this is a, one of the franchises of isis. They have least six or seven around the world. And reportedly the isisk dont get along with the taliban. Not completely convinced of that. Im more concerned about Al Qaeda and its reconstitution and resurgence, theres been a long and intimate, historical relationship, between Al Qaeda and the taliban. I worry more about them at this point than isis. I have to get your reaction to the cia director, william burns, meeting Face To face in kabul yesterday. What was the up side of that for the u. S. Right now . Well, the upside of having that meeting . Is that what you meant . Whats the upside for the u. S. Meeting with the head of the taliban . Well, in a sense, of course, this continues the recognition, if you will the question is really, why do it, right . Why would he be meeting . Well, i think, well i think the feeling must have been that there had to be an intent of the u. S. Government in the form of a senior person in an attempt to have a direct Face To Face Meeting in person with the taliban leadership to determine for sure whether there was any latitude here on our departure. I gather most of the contacts have been low level, tactical type with Military Commanders, our Military Commanders at kabul with lower level tactical operators of the taliban. So, this is an intent to have more of a strategic dialog and apparently, didnt go so well. Yeah. C T Cnn is reporting that the is trying to fill the Intelligence Vacuum from the afghanistan sudden collapse, how big of a deal is that . Is it a Big Teal . It is a big deal. Theres no substitute for the on the Ground Presence that the Intelligence Services have had and built up over 20 years and thats, It Cannot i will say this, you cannot replicate it from afar. Theres a lot we can do from observe from over the horizon, but others have pointed It Out, we will take a hit on the on the ground intelligence capability. Im sure we will have some assets and technical means to monitor what is going on in country. Its not going to be the same and as robust as what we have had. Always a pleasure. Thank you, sir. Appreciate it. Thanks, don. What happened to the normal summer that we thought we were going to have. Yeah, covid happened. Can we get enough people vaccinated to turn it around . [girl burps] over. Dr. Fauci predicting the Covid19 Pandemic could be under control by next spring in a majority of americans get vaccinated, 10s of millions are still refusing the shot. The daily cases rising to more than 150,000, the highest since january. Florida and mississippi setting records for deaths and arkansas Running Out of Icu Beds and thousands of students and teachers quarantined in florida districts. Im so glad you are here, u thank you for joining us, ed. We, you know, we were all planning for a normal summer. Normal fall andclearly the Delta Variant have different plans. Fauci is saying, 2022 if everything goes as planned. The timelines are changing. Is this magical thinking or do agree with it . Its very hard to predict as we have seen the path of the pandemic. A lot of experts were looking to a fairly normal summer and were concerned about the fall. Obviously the fall is yet to befall us and the summer is terrible. Whether its going to be the final surge is of the pandemic or whether there will be more to come is really hard to say. Hmmm. But one thing to me is clear, delta is so transmissable that It Cannot be controlled through vaccination alone. Which means we are always going to need some of the other measures that the u. S. Seems to have been so quick to abandoned and i dont, im not just talking about things like masking and distancing. Other measures that never have been fully implemented like widespread rapid testing. Better ventilation. Better social support for people who might need to isolate or, or who, you know, things beyond just getting vaccinated. I think, the dilema of the pandemic right now. Is that for individuals, for everyone watching this. Your best option for protecting yourself is still to get vaccinated. Hmmm. But society, americas as a whole, cannot rely on vaccination as a sole line of defense against the Delta Variant. As you said that, a quarter of the eligible people are still not vaccinated. Look at the people, you know, some of the people who have not gotten the shot because of access or time or job, and money worries. But the fact is, theres a group of people in the country who are not doing what they need to do to protect themselves and their community. Like getting vaccinated. Like wearing masks. So, how do we deal with people who will not get on board with the public Health Guid guidelines . Yeah, its, its hard. And i dont think theres an easy solution to that. I do think as you have said is, that there are groups of people who still are struggling with access issues, you i think its right that we i think its right that we do not lump all unvaccinated people in the same bucket and theres still huge gains to be made in persuading people. But, you are right, theres going to be proportion of people. Whether or not that existed or not, my point is still that the u. S. Has been foolish on the putting all the strategy on a vaccine only strategy. That is what has been done over the last few months. Its ill advised in an era without delta and now, it is the same with delta. They are asking people to wear masks and especially when in doors. But you are right, its mostly focused on vaccinating. Vaccinations. They are doing that now, but you know, the cdc obviously, famously and controversially changed its Mask Guidance for fully vaccinated people several months ago in a way that led to the lifting of Mask Mandates, across the country. And the iimposition of allowing local governments to Ins Auto Statute Mask Mandates. America went all in on vaccines and traded it off against other layers of defense. It was as if taking off your masks and dispensing with other precautions was a reward forgetting vaccinated. They cant be treated in that way. They have to be working together. And we still need to remind the country, we have done a very bad job of it so far, and think we need to remind the country, we are all in it together. Its a disease and our choices influence Each Other. Even fully vaccinated People Cant Tap out of the Pandemic Problem yet because of the complications of the Delta Variant and how transmissable it is proving to be. And it seems a cycle we will see keep repeating and repeating. Ed young, appreciate your perspective, we love having you. Thank you so much. Thanks for having in me. Rosa, thank you very much, and i want to bring in Anna Navarro and scott jennings. They never have much to say about anything. I dont know. That was sarcasm, they are feisty and opinionated, which is why you are here, We Love You guys. Anna, its crazy, the battle over masks in schools. They are not letting up, even as cases and deaths are rising. Why is it so hard for people to realize its really, this is the best way to keep our kids safe now . Don, because you know, they are, they are in zone where they think its a crusade for personal freedom. And they just cant get away from it. And instead of looking numbers and the statistics, instead of looking at the rise in cases, the rise in hospitalizations and the rise if in deaths, they are doing things like listening to politicians who are exploiting the Subject Matter for political gain. Which is, i frankly think, immorale and we are seeing more and more Cruise Lines like disney are saying, no, regardless of what you are telling us, Politician Ans we are going to require vaccinations and masks. And airlines are extending the the faa extended the Mask Mandate and the biggest School Districts in places like florida, my state, are imposing Mask Mandates for the schools and i say, let us allow the experts. Lets allow the educators, the scientists to set the standards, not some governor on or some politician running for reelection, or for the republican nomination. You mention that, because theres a new Quinnipiac Pole that shows 60 of florida residents support wearing masks for students, Teachers Staff in schools. When desantis said that he wants them to choose for themselves. That is not true. They want mandates. One of the clearest Battle L to show you are one of them is on the mask issue. As it relates to the parents that are upset, i think its more complicated than simple is politics. I was reading in a article this weekend about the cdc data That K came out. And its called the science of masks remains uncertain at school. It makes a compelling case about there being questions of if its been as effective as you have been led to believe. And there are parents saying i have questions and they are being told to Sit Down and Shut Up. I think violence is wrong. The stories where people are you hitting Each Other and having alter i altercations, its crazy and should not be occurring. But i think schools and people in charge in the areas should be telling parents whose kids are in the schools, Sit Down, Shut Up, you are not allowed to ask a question or have an opinion. There has to be a middle ground that questions can be asked, that by the way here is based on cdc data, without parents feeling like their opinions are not valid. I dont know what data that you are talking about, in new york magazine. Every data from every expert shows that masks are effective in cutting down the transmission of the virus. Especially if two people are wearing it. If one person is wearing it, not so much, because the other person can spread it. If both are wearing it and everyone is wearing it, it shows that its quite effective. I dont want to give people fake information. I would encourage you to read it i will read it. I have a subscription to new york magazine. I have seen the studies from not just Magazine Articles but experts who actually, its their job be to study that. And the people who work in hospitals they wear masks for a reason. Its because they work. Surgeons wear masks. Front line workers wear masks. I have spoken to doctors in childrens hospitals and i can tell you in the first variant, there was not the level of children affected that there is right now. You know my Best Friend his husband works at miami childrens hospital, they are full with covid cases right now in a way they were not before. We all know it and hear it from places like arkansas. We hear it from all over the country that this is happening. These are not fake a cases. And so, i dont understand how we as adults are acting like animals instead of trying to protect those that are under 12 who are depending on us to protect them because they cant protect themselves. But even if you say, look, scott, if you say as effective. Lets just say it has some percentage of effectiveness. Then, whats the point . Even if it has 20 or 30 or 40 . It still helps. Why wouldnt you want to protect the least of these, especially children who cannot get a vaccine. I dont understand it, i dont understand the whole questioning of it, especially since science is science. As you know, we have discussed it. I have been a Rule Follower the entire time. I Sort Of believe that except you have not been doing what we have all been doing, which is gaining weight. I dont trust you. Thats right, thats right. Im going the other way. He is doing Intermittent Fasting and we are doing intermittent eating. Go on. But, yeah, there have been some medical professionals who have raised and i think some parents latched to this, what are the longterm impacts of Sort Of, enforced masking of the young children in schools. What is the impact on the learning. What is the impact on the etcetera. But i think parents have looked and said, im concerned about that and then if you layer on top of that, the political views and you layer on top of that, some School Administrator telling them to Sit Down and Shut Up in a Pta Meeting you see how its a recipe for all the Stuff Boiling over. I agree, i dont think we need violent interaction. But we need Nmore Dialog and Collaboration And Part of the issue is people feeling like their voices are not being heard. I feel you. That leads to escalation. How can you say that the voices are not being heard when you see meeting after meeting where both sides of the issue are airing out their opinions. And look, you and i grew up in a republican party where local control was a central bastion of being represent are c being republican and now we have go governors that are using the governorship as a platform to bully local school boards, its simply wrong and it is against the republican tenants that you and i grew up with over local control. Scott, i know you want to respond, here is what i have to say before you respond and if you could do it quickly. All the points you mentioned, you should be able to discuss it, how it affects children or whatever. If a child is not there, you cannot correct it in the future. You understand what im saying . Theres issues that you can deal with, is my child behind in reading, we can do all the other things if your child is with you. If your child is no longer with you because someone did not want to wear a mask to protect them, theres no amount of correcting and nothing beyond that point that you can do. I totally agree with you that for the most part people who want to do the masks in schools are doing it because they think its the right thing to do by Public Health and im not disputing anyone motives. I think more collaboration with the parents and less making them feel like they are being talked can down to my may help deescalate the situations. I appreciate it. Thank you both. Countdown is on in california, where voters will cast ballots, in a special election on September 14thity to decide if they want though recall their democratic Governor Gavin Newsom, the leading republican candidate that wants to replace newsom is larry elder, a big supporter of the former president. Lets discuss with the Lieutenant Governor who is a democrat. Governor we had you on during the pandemic and we discussed that. Its good to have you on right now, this is crazy. The more i read about this, the more im like, whoa whatever. We are less than a month away from the Recall Election. Interest and californians receiving the mailin ballots for those that are not familiar. What is the root of this, and what is the process . Don, first of all, its great to be back. That is right, i was on at the beginning of the pandemic and i remember, we were talking about the Test Kits and Donald Trump was sending California Test kits that didnt have the right material in it to actually conduct the tests. So we have come a long way in california. And we are very proud of the Governors Leadership in our state in combatting covid19, and the economic crisis thats followed. So, you are right, here we are in what is kind of the land of absurdity with a recall effort, and here is what i think is important for the viewers across the country outside of california to know. We only have are 24 of registered voters in california who are registered republicans. So, what the Recall Process really does, is give an opportunity in the republicans mind of Sort Of gaming the system and trying to elect a republican governor in a state that has 24 registered republicans. Thats what they see in the process, which is kind of quirky at best, but many people think might actually even be undemocratic. Because far more people can vote to keep Governor Gavin Newsom in office than can actually vote for any of the people on the ballot. But one of those people could very well win if we dont get 50 Plus One of californias voters to reject in republican recall. So thats what we are trying to do. So theres a little known, what is his name, larry elder, i think he has been on the show before. Leading republican candidate in the recall. In the Recall Election. He is vowing to repeal Mask Mandates. He has talked about abolishing the minimum wage, he has been trolling on twitter and active on twitter. When it comes to race and gender, he has always been troefr controversial, what is on the line in the race . I have read the things that he has said, i find him odious it is not just me. A democrat who is Lieutenant Governor of california who disagrees with him. 24 of californians are registered republicans. How can he have a possibilitity of a chance of beating Gavin Newsom who has done an excellent job in our state in holding faithful to the values that so many californians hold. Why is it so close then . Because the process is so is quirky. Because, if the governor loses by one vote, if 50 of voters minus one vote to recall him, then a guy like elders who right now is polling at 89 could actually become the governor. Its a process that is illogical in many ways and might even be undemocratic. Theres a lawsuit that is challenging this. And one of the parts of this, that makes it Sort Of quirky, is the governor under our statute, governor new Som Cannot put his name on the ballot as an alternative should he be recalled. So, for instance, if slightly less than 50 vote against the recall, and the recall passes, if he could just put his name on the ballot, he would just win as the top vote getting alternative. But the way that the statute is written, he cant. And so, any time you have a confusing thing liking this, and it is confusing to people. Then, the republicans and this is why Newt Gingrich and others spent millions dollars to collect signatures through paid signature gathers, they see an opportunity to create chaos and now its costing taxpayers by the way, 270 Million to do a Recall Election a year before the governor will be back up on the ballot for reelection in a regular election that a republican, by the way, could never win. Oh, my gosh. Okay, my head is going to pop off. Listen will, we will have you back. Thank you for coming on, and explaining it to our viewers. But it is a little whacky. Don, can i just quick, because im out of time. Real quick, don, everything that you have been talking about, about Mask Mandates all the republicans who are trying to take out governor newsom, they will repeal the Mask Mandates and send us in a tail spin. And right now, we are doing a great job keeping the covid rates down and any of the people would be a disaster from a health standpoint. Is so we are going to beat the republican recall. Thank you, we will see you, thank you so much. Rock legend dying today. We will take a look at rolling Stone Charlie watts, right after this.
