Evacuations in the last 24 Hours. Officials say 21,000 people were air lifted from the Kabul Airport via u. S. Military and coalition flights. 21,000. Thats the highest Evacuation Numbers in a 24hour Period to date, all without a single u. S. Casualty. And an estimated 4,500 people are waiting inside the airport for Evacuation Flights at this time another 9,000 are believed to be at the gates surrounding the airport. A source tells cnn, afghans with special Immigrant Visas are now being allowed on to the airport grounds. Were still a week out from the August 31st deadline. Today is Decision Day for President Biden on whether to extend the Evacuation Mission at the Kabul Airport beyond that day, beyond next tuesday, and the pentagon says it needs enough time to start withdrawing 6,000 u. S. Troops almost, along with all of their equipment. Extending the deadline will No Doubt be at the top of the agenda, when the president meets virtually this morning with g7 leaders who are expected to press for an extension. Complicating matters, the taliban saying August 31st is a red line, its nonnegotiable. At least thats what were hearing them say publicly. The Washington Post is reporting that Cia Director William burns met In Kabul On Monday with the talibans De Facto leader. This is highest Level Facetoface Encounter between the taliban and the biden administration since militants seized the afghan capitol. Also developing this morning here at home, the biden economic agenda appears to be in jeopardy with democratic infighting with the Budget Resolution and infrastructure deal. Well have more on that ahead. Lets go to afghanistan where cnns Sam Kiley is live for us In Kabul. Sam, give us the latest here. Well, here, this morning In Kabul in the small Hours of the morning there was a substantial Fire Fight to the western edge of this airfield, were not sure who it was between, but underlining the very tense Security Scircumstances under which whether or not to extend the Evacuation Deadline will have that option to do beyond August 31st, coming on the back of a remarkable period of evacuations of now 21,000 people evacuated in the previous 24 Hours as of 3 00 this morning local time. An absolutely remarkable figure if you take in the whole coalition effort, close to 64,000, more than 58,700 now evacuated by the americans. That is bigger than the berlin air lift. And that took place over a much, much longer period of time. As of yesterday, though, this was the picture on the ground. Evacuation flights out of kabul are now 24 7. Its a desperate race against time. The u. S. Military prioritizing getting americans citizens and legal residents out of afghanistan. We are pushing the limits to do everything we can to get every single evacuee out of kabul. A white wristband serving as a ticket to escape to freedom. For people already inside the facility. Reporter this is the Pen Ultimate Stage for evacuees to get out of the country to safety. The thousands of people left outside the gate with no real prospect now that the special visas have been suspended of getting in and getting out to safety. Reporter sources say that special Immigration Visa Holders are allowed to enter the airport for their chance to leave but the gates remain closed with small numbers being admitted. The agonizing scenes taking their toll on american troops. A lot of paratroopers are married, and i know while theyre standing there, nothing else to do but doing their job, theyre probably thinking about, what would it be like. Reporter President Biden is considering delaying the u. S. Troops from afghanistan beyond the August 31st deadline set by the taliban. Were going to keep Making Progress and the president will ultimately make his decision about the precise Shape And Scope of the operation. Reporter Biden May face pressure to extend in a virtual meeting with g7 leaders today, but time is running out. The taliban saying that the u. S. Must leave by The End of the month, saying any other action would be a clear violation. We are in talks with the taliban on a daily basis through both political and security canals. Reporter for now, the focus is evacuating as many as possible from kabul. Now, we understand from sources here on the airfield that the Outer Cordon around the airfield seems to have been pushed back by the taliban substantially, which means the numbers making it to the gates are significantly down. Thats also possibly because the gates remain closed with relatively small numbers on an individual basis being brought in, particularly people with the sivs, but there are also foreign nationals out there. A lot of the focus here In Kabul has now shifted towards the Serena Hotel following publication that indicated the embassy was helping with evacuations, and thats under siege, and sources on the ground have been talking to taliban commanders who say that they recently arrested four members or alleged members of so called isis k, the Terrorist Organization who were filming on the Ground Yesterday In Kabul, possibly with a view to identifying targetins. Thats the Nightmare Scenario for the taliban, and coalition. Sam kiley, on the ground. A big picture, 21,000 people evacuated in the last 24 Hours. 60,000 in the last couple of weeks. Whatever the political decisions might have been, that is a tremendous Evacuation Effort led by the u. S. Military in enormous numbers, and it comes as the Washington Post reports this morning that Cia Director William burns has been in Kabul Meeting with the De Facto taliban leader. Joining us now is u. S. Army reserve major and former Cia Analyst Matt Zeller who has spent so much time the last few weeks trying to help afghans get out of the country. Matt, is it a pleasure to see you. Thank you for the efforts that have been underway at your house at that desk right now. I want you to react to the news that Cia Director William burns In Kabul, meeting with the De Facto taliban leader, what does that tell you . It tells me that they have won. I mean, were not meeting with the islamic republic of afghanistan anymore to discuss security with kabul because the islamic republic of afghanistan has a government thats in pan share. Its interesting, how a difference of a couple of years makes. A couple of years ago, that same director, whoever held the office was trying to kill the person they met with a couple of days ago. I understand what it means geopolitically, but what do you think it means for people on the ground there . Do you think it means theres a push to extend this window to get more people out . Why else would the Cia Director be there . Thats my hope. Its very clear. We did the math, at the current rate of actions, its going to take until mid september to move everybody, even if were moving 20,000 people a day. We need to be moving 30,000 a day to meet an August 31st deadline. As impressive as that number is, they need to increase it by a third to hit August 31st, and i dont think they can do that. I think they have probably maximized the Runway Capability at kabul, so the reality is we do need more time. The president has to keep that beachhead open or its going to come down to this. Were going to end up probably leaving not just behind a lot of our afghans, which is a guarantee at this point, we still do not have an Evacuation Plan for anyone outside of kabul, and that could be up to an another 50,000 people we could be leaving behind. If we dont do this well past August 31st, we dont get a time that an additional time to do this, theres a significant chance well end up leaving americans behind in afghanistan to be under the talibans rule. You have been trying to get people out. Youre part of a network of even smaller networks, but so many people who are veterans who worked in government, who have been to afghanistan and know a lot of these translators, and cultural advisers, who are legally eligible to come to the u. S. I understand that you were able to help in getting someone out. What can you tell us about that . A couple of weeks ago, we have a podcast called wartime allies, and a couple basically back if july, before the country collapsed, we realized that we were probably going to need to start establishing communications with people as cities fell to see if we could get what life was like on the ground, and see if there were people we could help along the way. The night fell, a little over a week ago, i reached out to anybody we had contact with, and only one person of the hundreds of people we had communications with just days prior, got in touch with me, this gentleman by the name of shamid, wanted to know how things were in his city and life, and what he told me were the conversations gave him and his family hope, and they decided to make it to kabul. He ended up having to disguise himself wearing a burka and hiding out on a bus with an epic Bus Ride that saw him go through ten taliban check points where he almost was identified in a couple of them. They made it to kabul, and have been hiding in a Safe House the last couple of days. It took a Days Worth of an operation, but we were finally able to get him on to the airport with his family, and im thrilled to say that they are now in qatar, and what he told me was that americans keep their promise. Thats what he kept saying over and over, americans keep their promise. You dont understand, we have a new life. You have given us a new life. Thats what youre seeing right now is the best of us, those State Department officials, Defense Department officials, digital dunkirk, anybody whos served in afghanistan who left a piece of their soul behind and brought back a piece of that culture and their people within our own blood, we have risen to the occasion. Every one of those people working on this effort is a hero because every single life that question give out is a real chance for a whole new life. Its not going to be someone who gets stuck behind with the taliban, and thats a blessing. Matt zeller, again, we thank you for the efforts underway. We thank you for the work you have been doing. Youre in doha, yesterday you were In Kabul, afghanistan, your home, what was it like to lift off from afghanistan, for what could be the last time . I think it broke my heart to leave my life behind, everything i had built. I was reporting over the last 20 years. I started my career in 2001, covering the u. S. Bombing, and i was deeply invested in my country. I went to the u. S. , finished my college, came back even with a stronger sense of commitment to be able to tell the story of my people, and i was very very hopeful for a Peace Process that would work, for a comprehensive and permanent cease fire, and over the years, you know, i had my own personal hot breaks when i lost my own friends, entire families, and some of the most deadly attacks inside the city of kabul, and i know this city so well, it is my hometown, and yet again, you know, i was forced to hide, and no place was safer for me all over kabul, so at least i made it out safely with my family, with our Baby Daughter Sola which we named after peace, only five, six weeks ago when she was born. We were hopeful that afghanistan would finally have that elusive peace, and i also want to say here that i am incredibly grateful to the state of qatar for evacuating 250 afghans, the cream of the crop, the best in the media, the civil society. There was an artist, hes an ordinal, he was painting a lot of hopeful messages. For us, in many ways, it was bearing our dreams, our lives behind, and yet, we are grateful that we could leave and we are safe with our families. And i also wanted to say that the efforts that i saw when i saw at the airport, it was more orderly. More and more afghans were able to get on the planes, but the humanitarian corridor that many people In Kabul continue to ask for is what is missing. These artificial Time Lines, you know, that this will end at The End of august is sending Shock Waves among afghan, a generation who worked with the americans and other western nations, and most of them are not In Kabul, but even people In Kabul, they dont feel safe to make that short journey. That is the main concern. People are still under a massive threat. Peoples homes have been searched, people have been threatened. Were so glad that you were able to get out, you and your family, you have whats truly important and we hope your dreams will come true, and you will be back there with your daughter named peace. So lets talk about this now with cnns chief medical correspondent, dr. Sanjay gupta. This is not going to be welcome news, sanjay because i think for so many people getting through last winter was the toughest time of the pandemic, and there could be another one ahead of us it looks like. Yeah, i mean, its not welcome news. Originally he had said it was fall of 2022, but then, you know, said he misspoke, and its really the spring of 2022. This is one of those situations where i think, you know, defining what it means to be in control of the pandemic is really important because i think we sometimes talk about these, and sort of these vague terms. We know that this virus is what they call endemic. Its probably here to stay. The Flu Virus that circulates every year is in some ways a great descendant of the 1918 Flu Virus. We know this is here to stay. Dropping below a certain number of cases, im not sure thats a good metric. We know there can be breakthrough cases. Hospitalizations is a better way of defining control, so in june and july of the patients in the hospital with covid, 98 of them were unvaccinated. If we have more people vaccinated, its likely we will decouple hospitalizations from cases, and maybe that will be a definition of control. People arent getting that sick anymore, ending up in the hospital, the virus starts to slowly not have places to circulate, that will be a definition of control. I think were going to see waves of this for some time, like they did after 1918 and the waves will progressively get smaller and less impactful, but thats likely whats going to continue to happen. Lets hope those waves get smaller. I think people need to feel some type of normal sooner rather than later. Sanjay, one thing that may help with that is the fda full approval of the Pfizer Vaccine. What kind of a difference, where exactly do you think that will make a difference . This will be very interesting to watch, i think, because a lot of people have said that they are waiting for this approval, you know, 20 to 30 of people said, hey, look, i felt like the whole process was too rushed earlier. Lets wait for the approval. Thats sort of the top line, 20 to 30 . Youre going to start seeing Ad Cam campaigns from this, basically showing you, heres what vaccinated life looks like, heres What Unvaccinated Life will look like. That will have some impact, its going to have the bottom category thats going to have the biggest impact, large universities and organizations have cover to basically say we can now mandate this. The University Of Minnesota did this as soon as the approval went through yesterday. I think were going to see a lot of other places do that. Department of defense like you were reporting yesterday, already doing that, thats probably the biggest thing. The Washington Post reports that Cia Director William burns held a secret meeting with the De Facto leader of the taliban in Kabul Yesterday. This is by far the highest Profile Encounter between the biden administration and the taliban. Joining us now is democratic congressman and a member of the House Intelligence Committee jim himes, congressman, you were part of a classified briefing on afghanistan yesterday, which means, i know, you cant tell me exactly what you were told Behind Closed Doors there. Let me ask you about the Washington Post report, if william burns, the Cia Director was meeting with the De Facto leader of the taliban, whats your take away, what would that tell you . Its probably a good thing, were obviously in a situation that is very very tough on the ground there, and at the epd of The End of the day holds a lot of cards. Bill burns before he became director of the cia was one of the nations most seasoned diplomats, and if anybody knows how to negotiate, how to establish relationships, how to get good outcomes internationally, its bill burns. My guess is that, and im just speculating, my guess is theres two things at the top of the agenda, number one, keeping things peaceful. The taliban hold a lot of cards because we dont have that much Military Manpower on the ground there. They hold a lot of cards. Number two, as i look at the situation, its increasingly unlikely were going to get everything done by The End of the month. That means were going to need a little bit more time to do what is morally essential, getting out those people who helped us, every last american, every translator who helped us and thats going to require the cooperation of the taliban. To reiterate that last point, your chairman, Adam Schiff said he did not think it was possible to get everyone evacuated who needs to be evacuated by this August 31st deadline, so you, as you sit here this morning think that deadline somehow needs to be moved in order to get the people out even as the taliban says publicly thats a red line. Thats right. Think about what were weighing here. Were weighing something that is fundamentally moral, and not just fundamentally moral, but also important to future operations in the world, where we need the cooperation for locals. We have that on one side. On the other hand is the arbitrary deadline, which i understand the taliban is interested in, but the taliban is interested in having us out of there. I do think that Director Burns has cards to play. I do think, you know, its been remarkable the extent to which the taliban who were not known as a reasonable group of people have actually, they could have created a whole heck of a lot more havoc than they have. Yes is the answer to your question. What is important is not an arbitrary deadline, its that we get every last person out. As of now, an enormous number of people have been able to get out. And 21,000 people over the last 24 Hours on u. S. And nato planes, more on that as we learn the information. Congressman, i want it ask you about what happened overnight. Your mind has been in a lot of place, afghanistan and elsewhere. Right now, the democratic economic agenda, the White House economic agenda is on hold because Democrats Cant agree on how to move forward,. Now, its complicated. Some house democrats want to vote on the bipartisan Infrastructure Bill first, others want to have some kind of vote on the 3. 5 trillion larger Budget Resolution. But basically for an american sitting at home this morning, seeing this bipartisan deal that was made in the senate, they want their roads fixed. What do you tell them this morning about what democrats can agree to . I would note, john, that the na narrative, because everyone gets into washington at 4 00 p. M. , and they dont have a deal done by 8, thats not first and foremost. The reality is that its Lakely T likely this deal gets done soon. Speaker pelosi can afford to lose three votes in the house democratic caucus, far more diverse, far more ideas, far more different philosophical Points Of View than the republican caucus. Theres a little bit of negotiation that needs to be done. Look, i think that negotiation, theres still a lot of tools. The president of the United States, to my knowledge has not weighed in. Thats a pretty big tool. Theres ability to move votes around in terms of timing. The speaker could make a commitment about what votes occur. People arrived in Washington Yesterday afternoon and the Deal Wasnt done by midnight. Today is a new day, and i think theres a lot yet to be said, a lot yet to be negotiated. At The End of the day, i do think this deal gets done. Fair. But you know having been around Nancy Pelosi long enough, if she had the votes last night, you would have taken the votes last night. Thats right. Whats new, and i have been doing this for a while, whats new, and you know, i cant remember in the last decade or so a situation like this is that three members of the house can hold up legislation. And as i said, it is a remarkably diverse group of people. Its the equivalent of Manchin And Cinemasinema in the senate. They can hold up legislation. What we know is that the first plan is to send out notifications to the Telecommunications Companies saying preserve these records of this very long list of people which includes members of congress. Benny thompson told my colleagues that they are going to contact social media companies, so what theyre drilling down here is the communications between what they think are possibly the key players in all of this. Benny thompson telling my colleagues last night, we have quite an exhaustive list of people that they would like to contact. I wont tell you who they are, but its several hundred people that make up a list of individuals we plan to contact. So again, this investigative strategy now coming into clearer light. Its still very early. Things could change. Its fluid, but the scope is coming into focus. We have also reached out to members of congress. We understand and have spoken with former President Trump that day, for example, Jim Jordan telling my colleagues, ive got nothing to hide. Ive said that all along. I have nothing to hide. And i just have to say, and im sure you feel it, too, it kind of seems like you and other republicans who are saying this are screaming into the wind. Theres no indication that republicans on The Hill are taking any of this advice, right . Well, im not on The Hill these days so i dont know the degree to which people are, you know, obstructing or cooperating. I would say to your larger point, people are sort of reticent about Phone Records and others being released. Its highly unusual. I dont remember a time over my 25 years of politics wherein you had Phone Records being released in this form en masse, but it is what it is, and again, It Fwgoe back to a problem that is much more than the republican Party Or Anybody elected within the republican party, it goes to the heart of, again, these institutions and traditions that have been the glue that have held our system in place. And you know, if we disregard those, it comes at, again, not republican peril, but american peril, and at The End of the day, were all in the boat together, so yeah, people may be reticent, but lets lay the cards out and lets see what comes because we got to get to the bottom of this. What is your reaction to what she and many other republicans who were part of the Trump Administration are saying now . I mean, this is the tribalism that is absolute cancer in a reasonbased republic. I mean, to your point, you know, she had earlier given accolades and others to pompeo and others who were indeed negotiating with the taliban, and then, you know, its okay when its the republican team doing it, but now that Bidens Team is in, shes Making Headlines coming out saying, you know, this is crazy. Cant be negotiating with the taliban. You got to pick a flavor and stay with it. It has to be something more in the american system than my team versus yours. Dr. Romero, what i want to do is give you some of the questions we hear from unvaccinated people that maybe you can answer clearly. So, what if someone says to you says, hey, im young and healthy and dont Think Covid affects me. What do you say . Good morning. Thank you for having me. So, my statement to them is really, young and healthy people get covid. And we know that a significant number of them that can wind up in the hospital in the i. C. U. And progress to using a ventilator and even die. So this new variant, the Delta Variant seems to be attacking younger populations than the older variant does. So its important to get vaccinated. Doc, what do you say if someone says, well, you know what, ive had covid, natural immunity lasts longer. Well, thats not exactly true because we dont know exactly how long your immunity is going to last when you have natural infection. That has a lot to do with how severe the infection is, how high your Antibody Titers are. We cant predict how long the vaccine will last. The vaccine will give you a long duration of Antibod Skpiz protect you a long time. Certain individuals, immunocompromised individuals do need a third dose and its possible that older individuals will need a booster. Theyre discussing that now at the fda and the acip, the cdcs acip. Dr. Romero, what about concerns about fertility . Because we hear a lot of questions there. Yeah, thats been an ongoing question. I think theres No Doubt i know theres No Doubt at this time that suggests that theres any problem with fertility for men or for women, and so its the vaccine is safe. Its effective for use in pregnancy, and its safe and effective for use in women that are breastfeeding. So it should be used by these populations because women that are pregnant have an increased risk of bad outcomes if they are infected with covid, not just for themselves, but also for their unborn child. And they can pass on the immunity from the vaccine to their child so that their child has immunity once theyre born . Thats correct. The infants do get antibodies from their mom. The questions really that are being looked at now are whether those antibodies are enough to be protective for the infant, but well be able to answer that question as time goes on. Were talking about third shots. What do you say if someone says, i dont think i need to get a second shot . Yeah, so, these vaccines do need if were talking about the Pfizer Vaccine and the moderna vaccine, those vaccines require two shots in order to become fully immunized. Individuals that have received one shot do not have Antibody Levels that are high enough to protect them fully from covid. So, its very important that individuals go back for the second shot even if theyre late. Even if they didnt go in after 21 or 28 days after the first shot, they should go back and get that second shot. Dr. Romero, its great to have you on because youre giving simple answers to a lot of questions that people have. And the truth is that the questions, it seems in many cases, are just flawed. Or the premise with which theyre asking the question is flawed. Youre doing a really nice job explaining what the truth is. I want to ask you one more question where i think the premise is a bit flawed also. There are people who say this was all developed way too quickly. We Cant Trust it because it all happened so fast. Well, actually, thats incorrect because, remember, the vaccines the trials were built on data that we had from years prior to these vaccines. The testing in humans, the phases 1, 2 and 3 were accelerated because we had information and we simply had them run one into another with the tail ends continuing. And so we now know that the Pfizer Vaccine has been fda approved. It is as safe as we have any other vaccine available to us today that is licensed. So the Pfizer Vaccine is licensed. Im sure that were going to find the same with the moderna vaccine. And well probably find the same with the johnson johnson vaccine. These vaccines have been used now for many months and have been scrutinized very carefully. Weve identified those very rare, very rare Side Effects, and we will continue to watch them. The White House says 21,000 people were evacuated from the Kabul Airport in the last 24hour Period as they are keeping track there. This is on both u. S. Military and coalition flights. And this is the largest number of evacuations that we have seen in a 24hour Period, period, all without a single u. S. Casualty. A source tells cnn that afghans with special Immigrant Visas are again being allowed into Kabul Airport. Our reports from Sam Kiley on the ground say its kind of a one off thing. One or two people who are being let in at a time there. There is an estimated 4500 people who are now waiting inside of that Airport Zone for these Evacuation Flights while another 9,000 estimated are at gates surrounding the airport. So, also breaking overnight, Cia Director William berns was in Kabul Yesterday meeting with taliban leaders including the De Facto leader of the taliban. This is by far the highest Level Facetoface Meeting between the biden administration and the taliban. The reporter who broke this story joins us in just a minute. And it all comes as President Biden faces a critical decision today, a deadline really today concerning u. S. Forces in afghanistan. Will they stay beyond the August 31st deadline to continue the Evacuation Mission. The pentagon says it wants to know by today in order to get all of the troops and equipment out in time. Theyd have to know now to get it out by August 31st. The president will discuss extending the deadline at a virtual meeting with g7 leaders this morning. The g7 wants the United States largely to stay past the August 31st deadline. The taliban, though, up until now, publicly says, no, they dont want it to last longer. They consider August 31st a red line. Thats at least their public comments as of now. Lets go to cnns Sam Kiley who is live at the airport In Kabul where, sam, 21,000 people over a 24hour Period, that is an enormous number. Reporter yeah, its a staggering achievement. And if you think about it, the Berlin Airlift had far, far longer period of time. Nato 56,000, the coalition is now nudging towards 60,000, well over 58,000 people are leaving, of course, every day. 9,000 have been put on aircraft
