Nearly all of those in the unvaccinated. I want to get to our senior medical correspondent. As we look at this, there are a number of people who have said im not getting that shot until it has full approval. Now it does. What does this mean . Reporter it means that it could make a difference. I think that we shouldnt expect a tsunami of people to say now its been approved and ill get it. Theres so much misinformation on social media. Its hard to counteract that. Lets look at the hope of what this full approval could do. As i said, it could encourage unvaccinated people to get the shot, but no one should rely on that. It allows pfizer to advertise. They werent allowed to advertise with Emergency Use Authorization. But Pharmaceutical Companies good at advertising and making convincing campaigns. This probably, though, is the most important point of all. With this full approval, businesses and restaurants, et cetera, employers, will feel more comfortable requiring the vaccine for people 16 and older. So if your boss tells you hey, you got to get this shot, you might feel better about it, its important oh to note 12 to 15yearolds are under Emergency Use Authorization. There is no full approval for them yet. And so it doesnt really matter in some ways. You should still get your 12 to 15yearold vaccinated, but they dont have full approval. Again, lots of hope here. But really, the mandates are probably whats going to do the trick. Erica . I think theres also been talk about how effective the vaccine is. Especially over time. What more are we learning . Reporter what the fda announced today is when they did the Emergency Authorization back in december, that was based on a few months data, two, three months. Not on as much as they have now. When they look at it now, what theyre finding is that its not as effective. Lets Take A Look at it. It is still an amazing effective vaccine. But back in november they said it was 95 effective. Now 91 . Thats not because of delta, because this 91 number doesnt include delta data. It stopped before then. What it is is just over time this Vaccine Efficacy starts to fade. But again, to fade from 95 to 91 , you know, thats actually a pretty good problem to have. Still, an incredibly effective vaccine even though the efficacy does seem to wane over time. Reporter well, some folks didnt know. Others were well aware. And celebrating as we talked to them on the streets. Remember, this is in florida. This is a state where the Vaccination Rate still stands at 52 in hospitalizations continuing to rise. Listen to what folks said to us when we talked about the news. I think that i can say when i took my vaccination. Now its even better. I trust medical people i know, and they said that it was safe. And so i think for some people, its probably helpful, but for me, it was my decision was already made. I think it should be mandated. It should be mandated, and there should be more information for people to know, and so we can fight the misinformation. Theres a lot of misinformation out there thats stopping people from getting vaccinated. I dont think its going to change anybodys opinion. I think anybody that isnt going to get a Vaccine Isnt going to get a vaccine. I hope its mandated for everybody, but its not going to be. I dont know. If we had a deferent governor, it might be different. Now, all of those people were here in Miami Dade where the Vaccination Rate is higher than the State Rate here. Its 65 here. And i should also note that the mayor of Miami Dade tweeted, great news, and then talked about the full Fda Approval to the Pfizer Vaccine and encouraged people to go out and get vaccinated. Youre seeing the leaders use this as a way to pub people to get push people to get their first shot or get fully vaccinated. Appreciate it. Thank you. As we heard from elizabeth and some of the folks on the street in miami, we know, i know some of the people personally who have said i am not getting this vaccine until it has full Fda Approval. That day is now here. Do you anticipate this will really move the needle much . I think its going to move the needle some. And some is better than none. There were previous studies that showed of about onethird Of Americans who said they were not going to get vaccinated, 16 of that number said they are waiting on full approval and as you mentioned, that day is here. Were hoping that as more people start to get vaccinated, as people start to become more comfortable with the fact that the vaccine is fully approved, as there are commercials from pfizer advertising their vaccine, that can help sway some individuals. How important do you think these potential mandates, more mandates coming down the pike now that there is full Fda Approval. How important could they be, social in the Houston Area . I think the messaging behind the mandates are what is truly important. If you are mandating a vaccine, its because one, the vaccine has been proven to be safe. Two, its been proven to be effective, and three, we know that this vaccine is what is going to help us make our way out of this pandemic. So that messaging coming from the highest offices in this country is whats really important here. The good news is that we are starting to see an Up Tick in vaccinations. I think we have the numbers from just at The End of last week, thursday, friday, saturday, more than 1 Million covid19 shots were administered. It dipped yesterday. Thats a good sign, especially as were look agent the rise in cases and hospitalizations, deaths, topping 1,000 now. Based on what you are seeing in houston, how is it looking on the ground . Is that message getting through that the rise in cases and hospitalizations and deaths can be prevented with this shot . I think the messaging is getting through, but unfortunately, the most people that im hearing who are now starting to understand that are those who are already sick and already symptomatic with covid. Theyre coming into the Emergency Department feeling ways theyve never felt before, even with the moster the bouts of the flu and people are starting to realize why did i choose this path for myself instead of getting vaccinated . Ive been able to convince a few people that way that once they are better and once they get over the hump of being ill, they should seek out their vaccine. Yeah. It seems were hearing it from so many physicians like yourself from nurses as well across the country. The regret that they are hearing from patients. I want to get to a Couple Kid questions. I i think has people look at the approval, its great, but its only for 16 and up. But we know the Pfizer Vaccine is actually authorized for ages 12 and up. So why is it not approved for ages 12 to 15 but they still are authorized to get the shot . So theres a bit of a difference between the Emergency Use Authorization that pfizer is currently operating under for ages 12 to 15, and the full authorization that we just approved for ages 16 and up today. Emergency Use Authorization only requires two things. Number one, an emergent situation, and number two, the company has to show that the risks of their product are far lower than the benefits of their product. For full authorization, it requires a lot more rigorous investigation. Imagine, pfizer got their Emergency Use Authorization eight months ago and weir just coming to a point where theres full approval. Theyve been following over 10,000 of the participants for greater than six months and the fda has done a deep dive into that information. We just dont have enough time right now for ages 12 to 15 to get that full approval. So they dont have that data yet. And quickly, the fda was pretty clear today that they said it would not be appropriate prescribe to a child under 12. The vaccine is not authorized even under an Emergency Use Authorization for anyone under the age of 12. But once there is full Fda Approval, it gives doctors more license to prescribe that. Theyre saying clearly, this should not be give ton a young child. Why . Because the studies have yet to be completed. We know both Pfizer And Moderna are studying their vaccines in ages under 12. As low as six months. But those studies have not been completed, and it wouldnt be the most responsible thing to use the vaccine off label and give it to children in ages that we havent yet studied the risks and benefits. When asked how many americans that includes, they said only several thousand since those operations began. As it stands now, the Evacuation Effort is set to end in eight days. President biden said on sunday the u. S. May extend the August 31st deadline, but the taliban warned just hours later, there will be no extension. Lets go to Nick Paton Walsh in qatar today. What can you tell us about the security right now at the airport in kabul . Reporter i mean, its always been volatile. And when i was there last week, you could hear gunfire on the edges of the airport. There was the worst situation when a sniper shot one of the Afghan Security People who works on the base helping the americans there. That caused his colleagues, other afghans, to essentially fire back in the direction they thought the shot came from. I understand, actually, they ended up shooting toward u. S. Marines that returned fire. They say in the exchange of gunfire, four afghans were, in fact, injured. I understand they are in a stable condition. Today we have heard some extraordinary figures from the pentagon. About 10,400 people being taken off the base by about 33 or so Cargo Planes in the last 24 hours. Thats extraordinary. Theres now a significant challenge. They say theyve taken several thousand americans off. They say there may be several thousand still trying to get on the base. The Big Question is what about the allied afghans . The Siv Applicant who are eligible most likely for today a source i spoke to familiar with the situation said theyd asked applicants not to come to the base and were prioritizing citizens and Green Card holders. The Pentagon Spokesperson suggesting how they might be processing that sort of person on the gate. But its chaos. Some Srv Applicants seem to be getting through unofficial holes in the fence, as far as i can understand. Essentially, the key question for the u. S. Is how many of these allied afghans can they get off in whatever time they have left. And also, how much longer can that effort be sustained . This is fundamentally the question. Absolutely. The 31st Of August is the deadline for troops to leave. Now, they have a 5800 strong presence on that base with lots of naval and equipment. A lot that needs to be packed up and leave. And the one thing they cannot do, i think, is in front of thousands of afghans depending on the troops to get away from afghanistan, begin to show theyre leaving themselves. That could cause panic. I suggest most likely at some Point Theyll have to empty the base, stop bringing people on, fly them out and look after the job of the u. S. Leaving itself. It could be a few days they need. We might start seeing in the days ahead two or three days ahead, Evacuation Effort slowly wrap itself up. I am speculate, but unless the 31st of August Deadline is held to, theres a lot to be done in a matter of a week. A lot may be an understatement. Thank you, nic. As we look at where we stand right now, g7 leaders expected to push biden to extend the deadline. He on Sunday Night suggested looking at staying longer if needed. The taliban made it clear. They want us troops out by August 31st as originally promised. Do you think that the u. S. Can get everyone and all the Military Personnel and equipment as nick just talked about out in the next eight days . I think its highly unlikely. And i think the closer we get that date, President Biden will be forced to reconsider and send the message directly to the taliban. Were doing our best. We need your help. We have a situation now for a metaphor by way of example. The heart is beating at the airport, but they are clogged. And when the arteries are clogged, then the Heart Cant get the supply it needs to continue to function. So a way has to be found with the talibans help to unclog the arteries or to use american forces in a way that is covert and very capable of getting other arteries rewiring the arteries, so to speak, to get the people to the airport. The one thing that President Biden cannot do is leave behind those afghans who have helped us. They help protect us. And we have, i think, an obligation to make sure we get them here, and whatever it takes, i think we have to send the message to the taliban, dont give us the categorical directors. Life can be bad for you if you continue to prevent us from getting people out they need to get out. There are many ways you wont be able to govern in the future. I think that message has to be conveyed to the taliban leaders right now. Do you think i mean, sort of take us Inside What could potentially be happening right now. We heard from John Kirby that there are continuing talks with the taliban. But do you think that conversation has already started in terms of laying out what the u. S. Sees as an incentive for the taliban to negotiate with them on this . The taliban was clear in the response. If it hasnt started, it really needs to be started. It goes back to the question, was this foreseeable . This situation were seeing on the ground . And was it foreseen . If it wasnt foreseen, why wasnt it . What information went up to the Chain Of Command to give the President Confidence that we could carry out this mission in this period of time . I think Thats Something to be determined in the future. Right now its Mission Critical that we focus on getting our americans out, and to get those who helped us, who saved their lives, those soldiers and marines on the ground. And also saved the american people from not allowing Al Qaeda and isis to come back in a way that could pose a threat to the united states. We have an obligation. I know there are some people in this country saying we have no obligation, no promises made. You know, id go back to 1924 when the Klu Klux klan urged the passage of an Immigration Bill that prevented people coming from europe into this country. They made exceptions. 50,000 germans could come in, 100 syrians. It tells you going back in 1924 what the racial prejudice was, and it continues to this day saying we dont want any afghans, brown people, or any others who dont look like us. Thats whats taking place in this country right now. And President Biden has an obligation to say were getting them out. Were bringing them here, and in other countries, other capitols of the nato countries and others. Well be watching for that. As you said, it is sad, frankly, what we see in many areas in terms of the response to helping Afghan Refugees. I want to talk about, you touched on Briefly Isis with the anniversary of 9 11 looming, with this renewed threat from isis. The national Security Adviser called this real acute and persistent in terms of the threat from isis. What concerns you most . Today . The concerns i have are we are in a basically a war zone. If the if the taliban or if Al Qaeda or isis starts to shoot at our military, theyre certainly in danger as are all the others who are trying to get into the airport. And we would have to number one, fight our way to get back into the airport, certainly fight our way out. That would be the worst scenario. I hope that kind of Contingency Planning is on the books right now. That the worst Case Scenario would be that we have to fight our way out. Now, if the taliban allows this to happen and dont cooperate with the united states and our allies, our british and nato allies, then i think the message has to go back to the taliban. You have impeded this. You have harmed us in a way thats catastrophic. And there will be penalties that will be paid not today, but down the line if you have any hope whatsoever to be a Governing Force in afghanistan, we will do everything in our power to make sure that never takes place. Theyll move forward with the bill which appears aimed at restricting democratic voters. Why is this important to voters outside of the lone Star State . Whats the broader impact from that . The broader impact is that there are provisions of this bill that have copied elsewhere. They will have a serious effect on the credibility of elections. In other words, there are provisions in this Texas Bill that make it harder for people to vote, and thats one bucket of provisions. But there are also provisions that punish election officials, for example, for helping voters to vote. That thats somehow outside the bounds. There are provisions that could allow judges to easily overturn an Election Result without the standard of proof thats now required. That can have a deleting effect in the long term that people wont accept Election Results as being valid. Were on a downward spiral on credibility in elections. Turning to a potential showdown on Capitol Hill that has democratic infighting over Infrastructure Front and center. The house expected to vote this week on a budget resolution. Already approved by the senate. But a group of nine moderate democrats is threatening to block it. They want the house to first pass a separate but smaller Infrastructure Package that has bipartisan support. Their argument . Take a Win And Move forward. Writing in an op ed, quote, you dont hold up a major priority of the country and millions of jobs as some form of leverage. The Infrastructure Bill is not a political football. Our congressional correspondent is on Capitol Hill. Ryan, this really does highlight i think the divisions in the democratic party. And it doesnt seem like theres a lot of give on either side at the moment. Well, more than anything, what it reflects is how tight the margins are both in the House And Senate and a relatively small group of House Members could potentially up send this entire process and take with it both the important infrastructure that bipartisan Infrastructure Package. 1 Trillion spending on roads and bridges and the 3. 5 trillion human Infrastructure Package that has been a key priority for the biden administration. And you Take A Look at some of the stuff in the Infrastructure Bill. Youre talking 110 Billion for roads. 7 . 5 billion for things like electric cars. All along those lines. That has both republican and democratic support. But what theyve been clear about on Capitol Hill is that most democrats arent going to support this smaller Infrastructure Bill if they dont also get that companion 3. 5 trillion human Infrastructure Plan that has among other things, funding for child care, universal prek. A number of important initiatives that a lot of democrats they say ran on. We have a showdown here in the House Of Representatives this week. Those house moderate democrats saying theyre not voting for the 3. 5 trillion package. This isnt the final step. Just the resolution thats forming the negotiations behind the package if they dont get a vote on this bipartisan plan. Now, the House Speaker Nancy pelosi has said shes not bucking. Shes going to move these two pieces along on what shes calling a dual track. Theyre going to have kind of a Family Meeting on this later tonight, erica, at 5 30. Theyre going to get in a room both virtually and some in person. Theyre going to try to hash out their differences. But this is going to be a key vote tomorrow. If theyre unable to get the vote on the budget resolution, that potentially puts all the spending in serious limbo, and one of the most important priorities of president Joe Biden and his administration. Reporter yeah, theyve had 36 Military Flights, those huge c17s that can carry anywhere between 70 to 400 people landing here in the next few days. Thats why that number has swelled. Whats supposed to happen is that in the next 48 or 72 hours after landing, evacuees will be processed, have their visas checked, look for any u. S. Citizens and then theyll be flown to the united states, but the reality that is not the u. S. And that was a Military Flight of just 60 people. So excuse me, 7,000 in, 60 out. It is very slow progress, and as you can imagine, people inside are getting very frustrated at the wait. So, theyre hoping to move this along faster with commercial carriers. Theres a delta airlines, two of them, in fact, on the tarmac in the base but so far, we havent seen any of those commercial flights taking off. Wow, there is a story thats getting a lot of attention because we could all use a little bit of good news.
