Surge as henri is set to become in fact it is the first hurricane to hit New England in 30 years. Plus chaos in kabul. A dire situation continues to unfold at afghanistans main important. And imminent approval. Cnn has learned the Pfizer Vaccine could get full Fda Approval as soon as monday. What this could mean for the fight over Vaccine Mandates. Hello again, everyone. Thank you for joining me, im fredricka whitfield. We begin with this Breaking News this hour as Hurricane Henri gathers strength and takes aim at the northeast. More than 40 Million people could be impacted, henri became a hurricane just last hour and could be as strong by the time it makes landfall which is expected on Long Island, new york. Cities are preparing for massive Storm Surge, Flash Flooding and strong winds into next week. Alisyn chinchar is tracking this storm for us. What more do we know about the potential impact . Theres a lot of impacts to go around. Lets begin with the basics, sustained winds are 75 miles per ho h hour, gusting up to 90 miles per hour. And the Guard Movement now at 14 miles per hour. The track is expected to curve back towards the west, thats why we anticipate the landfall to be likely over Long Island, timing best chance looks at lunchtime sunday. It pushes up and then goes back out over the open water but were still likely to have significant impacts. Not just where the storm is going to make landfall but across several states. Storm surge, the highest about 3 to 5 feet places like nantucket. But up around boston still 1 to 3 feet even though thosE Areas are not necessarily where the landfall will be. One thing to take into account with Storm Surge talking about High Tides for tomorrow, in some cities the High Tide will line up closely with when landfall is expected but its also full Moon Tomorrow so we deal with astronomical High Tides at the same time dealing with Storm Surge coming in. Inland, the main concern is Heavy Rain, even places like upstate new york, vermont, even New Hampshire looking at several inches of rain. Keep in mind a lot of these samE Areas picked up several inches of rain from the remnants of fred earlier this week, so that ground is completely saturated long before the rain from henri comes in, which is why you have the Flash Flood Threat across several states. One thing to take into account, when the ground is saturated it makes it easier for the wind to bring down trees and power lines, often when the ground is that wet it takes about 40 to 60 mile per Hour Winds well be experiencing 60, 80 potentially higher wind gusts off and on sunday into monday. So you have to take that into account. Another thing, stretching from North Carolina up towards massachusetts high Surf And Rip currents are going to be a concern. So going to the beach in virginia or North Carolina, keep in mind even though the storm may not make landfall where you are, you are going to have direct impacts from the storm. Timing is off depending on the model you look at. American model brings it in late Sunday Morning the European Model late sunday afternoon. Thats why we say that lunchtime period on sunday. Regardless, youre going to have impacts with this particular storm. And one thing to note, the last time Long Island had a direct Hurricane Landfall was gloria back in 1985. But even some of these other storms carol, 1964, 60, 76. Its a generational thing. You have an entire never experiencing a storm this strong coming in. Sometimes they dont belief it can be as potentially dangerous as it is, so it cant be said enough. To listen to you and Everybody Else who is an expert. Allison chinchar, thank you so much. Appreciate it. So much of the damage from the storm is expected to happen in New England thats where we find Derek Van Dam in providence, Rhode Island. So how are they preparing there . Reporter fredricka, its a glorious day here but we all know looks can be deceiving because as now Hurricane Henri makes the final approach tonight, conditions are going to deteriorate quickly. The rhode Island Governor has issued a State Of Emergency not only here but also in the state of connecticut as well. There are over 100 National Guard troops on stand by ready to be deployed if conditions warrant it. And then, also, beaches and State Parks are being closed sunday through monday, likely, according to a tweet from the governor, of course, with the storm at its peak sunday afternoon. You can see providence behind me, the inland Flood Threat is a potential. The river backs up easily. We know widespread Power Outages are a concern because of the Way Spread Tree damage were anticipating. Theres a lot of cities across New England, theyre used to storms in the winter, called noreaster but thats when theres no leaves on the trees. Now were in august, full foliage, so this is going to act like a sail. You combine that with saturated grounds and it will take over trees easily as henri makes its final approach. Theres a lot of Benchmark Storms that people from providence, Rhode Island remember, we had gloria in 1985, bob in 1991 and sandy back in 2012. That is a storm that people like to compare it to because of its impacts but look at this aerial footage of the Fox Point Hurricane barrier. This is something they put in place to try to prevent Storm Surge from impacting this particular region. A good safeguard here because this can protect up to 20 feet of potential Storm Surge which is a threat. That surely is unique to a lot of other cities, hopefully that is whats going to help them out significantly. Derek Van Dam thank you so much. Providence, Rhode Island, appreciate it. Mark pompas directs the emergency management agency. Good so see you. How are average citizens preparing . What are they doing . Are they sandbagging . Are they putting up plywood . Whats the scene . Were not to that point where plywood and sandbags are being deployed. I got off the phone with the national Weather Service we had the latest up to Date Forecast specific to Rhode Island. Its predicted the storm will make Land Fall over Long Island, that puts us in the concern where the winds are more heavy and winds are greater. Were looking at winds 50, 60, 75, maybe even 80 miles per hour on the coast, 40 to 50 miles an Hour Inland and the bay is a concern for the Storm Surge predicted, 4 to 6. So Rhode Islands governor is fleeing up federal funds to help with the response so what kind of resources does that give you to work with . Sure. Weve been watching the storm for a while now. Especially when it took that northern turn. And when it did so, we were in constant contact with the Governors Office and he signed that prelandfall declaration, that frees up the National Guard to do what we need him to do, depending on what happens with the storm. It frees up federal money to come in and it gives the Governor Executive Powers to initiate rema, to open our Emergency Operation Center and enact our comprehensive emergency management plan. Do you brace yourself for the type of damage you could expect there . I mean, you know, weve seen these storms before. Its tough to make a comparison. Theyre like people, they have different personalities and react in different ways. We just have to be ready to react to whatever this thing does. A 20 Mile Jog in a storm impacts us differently whether it goes east or west, were very small. But Rhode Island we have 400 miles of coastline so we have to be cognizant of those communities in lowlying areas that could be impacted by the surge. We have the eelderly that live E Area and Special Needs folks that we need to be ready to pull the trigger and get them out of their depending on conditions. Yes. Many of them are in a condition they cant just leave. Are you retrieving some of the people, the more vulnerable ones in the lowlying areas ahead of the storm just to make sure . The local municipalities have visibility over Special Needs populations and theyre doing their Due Diligence to reach out to those folks and make whatever preparations that are specific to those families and Loved Ones. Mark we wish you the best and Everybody Else there in New England. Thank you. Thank you. Still to come. A fluid in dynamic, thats how the pentagon is describing the chaotic situation playing out at the airport in kabul, afghanistan, the latest on the mission to get americans out of the country. Scenes of joy at Dulles Airport near washington d. C. As some of the first evacuees from afghanistan arrive in the u. S. And are reunited with their Loved Ones right there. Lots of smiles. The pentagon saying a short time ago that almost 4,000 people have been evacuated from kabul in the last 24 hours. Thousands more are still waiting at the Kabul Airport but the pentagon says they are fighting against time to get everyone out. Lets bring in now Cnn Pentagon Correspondent owner lieberman. Whats the latest . Reporter we just got an update. It is dynamic, fluid and acknowledges difficult not only for those on the field trying to move people through but from around the airfield. 3,800 people moved in a 24 Hour Period but only six c17 flights with 1,600 passengers and thats the main way theyre moving people. Thats because there was a backlog, essentially a blockage of people going through kabul international airport and where they could go to. Qatar the first place to take afghan evacuees filled up fairly quickly and the Air Force needed to move people out of there before it could get more slowed this entire process down. Thats part of what theyre trying to move through as they go here. The other 2,200 or so people moved out on 32 charter flights and also other militaries flying their people out as well as some afghan evacuees. The blockage is no longer the processing at the airport, its where do you put all these people flying out . Having said that we can look at some of the work troops are doing on the ground in what is a difficult, dangerous situation. Kabul has become a tale of two cities. Outside the gated walls of the airport, panic, despair. Inside what so many afghans feared was lost, a glim erof hope. There are 5,200 troops at the airport. For many, this is a humanitarian mission. The military has come with food, water and medical supplies. Here, something as simple as water in large clear plastic bottles, something that ta small has an impact on those fleeing for their lives. Especially after hours of waiting in the Summer Heat of afghanistan. A father passes his child to a marine for medical help. The marines say the infant was treated and reunited with the family at the airport. Having a noncombatant Evacuation Mission like the military is doing right now is the toughest. It requires continuing adaptation to changing circumstances. Reporter another child passed to marines, a picture to how important afghans feel it is to leave the country they once knew. Powerful images like this define this evacuation effort, pictures of the crowd and pictures of the people. It is a difficult mission. One the White House acknowledged is a dangerous one. Under pressure from the clock, the environment, and the enemy. But it is one that presses on and brings some hope, maybe even some happiness to those who have known days of fear. The embassy in kabul, which is operating at the airport is telling u. S. Citizens to wait in place until theyre instructed to move to the airport so theres confusing mixed messaging about what americans waiting to get out should do or try to get some clarity on that, its because of the Security Situation according to the embassy but General Taylor said there was no reported change in the current threat environment. So is this an instruction for americans to stay away from the airport as blockages are worked out and throughput increases . Were trying to find that answer out. Thank you so much. Keep us posted. One week after a massive earthquake devastated haiti, Injured Haitians from remote parts of the country continue to flood hospitals near the epicenter after days of travel. Many parts of the country continue to wait for help. Matt rivers is in portauprince for us. How desperate is the situation . Reporter fred, i think its kind of amazing that a week after this earthquake and officials here are still just trying to get an idea really of the extent of the damage, exactly where the need is, and in many cases that just entails getting on a helicopter and going to try and find some. Our chopper takes off with no clear destination in mind. Flying with Charity Group World central kitchen, wck, we want to find remote villages in this haiti that still need help a week after this earthquake just finding out where the needs are remains a challenge. A Tip Led us to an island off Haitis Coast on the ground were told the damage is a bit further west. Which it is. Seen from above. Dozens of structures were damaged. And a contact in town told us No One has come to help them yet but we cant either. So there was damage in that town that people clearly wanted us to land but there was no safE Area for us to touchdown. That gives us an idea of how difficult it is to access these places. Just because you want to go somewhere doesnt mean you can right away. Reporter another tip leads us back to haitis mountains. Destruction greets us as we land and the charity starts to assess the damage. In terms of figuring out exactly what needs what, you really need to go to the ground. Correct. A lot of thesE Areas are remote or Cell Service knocked out due to damage from the earthquake. Reporter their Team Fans out and so do we. The damage is as bad as anything weve seen. Entire blocks destroyed. Near some damage, the distinct smell of bodies lingers. Amidst the rubble there is grief. Roses mom died when her home collapsed. My mom was everything to us she says and now shes gone. Were just waiting for help. Rose is now homeless saying the government has yet to visit her town. Theyve had to make do with what they have, not easy in such a remote place. Thats where charities like wck are trying to help fill the gap. People crowd around as the team drops off a few hundred sandwiches now they know where to go Aide Workers say thousands more meals will likely follow soon. Its a great thing they were able to identify that town in need but actually getting the resources, the substantive resources needed into that area, thats another challenge entirety. I spoke to the u. N. Development manager here he said aid will increase in the next few days, something thats needed across the region. Just a few hours from now, 20 performers will take the stage in The Star studded we love new York City, the homecoming concert. With us to talk about this is chloe and doug davis. Good to see both of you. Thank you for having me. Chloe let me begin with you, a lot of fperformers taking to the Stage Tonight what does this mean for live music in new York City . Im somebody who missed going to see concerts in person. I did Go To Msg to see foo fighters. Im telling you, this is one of those moments that youre going to remember tonight. Its a concert for the ages. One that you dont see more than once in a generation were going to see so many big names take the stage and this is a moment that says new york is here, we persevered through the Covid19 Pandemic and its a celebration. So doug, you helped organize this concert. How did you and your dad, clyde davis, decide who would be part of the lineup . Well, the concert was the Mayors Idea to culminate this Homecoming Week and he arranged a Phone Call with my dad that i was on with the head of City Events dan gross. And it was such an electrifying Phone Call, i get chills when i think about it. The mayor said clive i want to give you central park, the great lawn. I want you to throw a concert for all time to reopen the city, which will really be a concert for the world. So with that kind of set up, we knew we had to rise to the occasion. And i think my father and i both saw this as a calling. Hes a native new yorker, born in brooklyn, we have both lived here our whole life and we knew we had to go to superstars. So my father went first to those he has the closest and longest relationships with. He called Bruce Springsteen and Paul Simon first. Nice. It sounds like everyone said yes. Jennifer hudson, barry man low, carlos santana, earth, wind and fire. The biggest stars there are. Is it your view this will send a resonating message to america of hope, inspiration through music and these performers . I think it will. And i know it already has. I feel like this concert has already saved lives. I know people who got vaccinated in order to attend and i know when they see how much fun, what it looks like to be on the other side of vaccinations, that this concert will inspire others to be vaccinated. And i know well save more lives. Thats right, because everyone has to be vaccinated, right, chloe, in order to be in attendance . Yes, you have to have at least the first dose of a vaccination in order to attend. Theres going to be social distancing enforced, masks are option. Al optional. This is going to be outdoors and people are going to take precautions and make it a safe and enjoyable experience for people who were just waiting to see their favorite artists to take the stage. Talk about the biggest names in Music Tonight on one stage, its mind blowing. I love the lineup, but, doug, do you have a favorite in the mix . I know we had to reflect the demographics of the city so we brought in the philharmonic, cane brown, me personally because im very close friends and work with ll cool j, he has assembled something that will be the Talk Of The Town afterwards. I cannot give away his surprises but he has a segment that really will bring 60,000 people to their feet. cause hes gonna knock us out, right . I cant wait. I cant wait. Doug davis, chloe malass, thank you so much. Thank you. Dont forget our coverage begins at 4 00 eastern today, exclusively on cnn. Hello again thank you for joining me im fredricka whitfield. Hurricane henri is barrelling toward the northeast right now. More than 40 Million people are under storm warnings. Henri is now a category 1 storm and could make landfall in southern New England or new York Tomorrow afternoon. Allison chinchar is tracking the storm for us in the Cnn Weather Center and Derek Van Dam is in providence, Rhode Island. Lets look at where the storm is right now. Statistics show that sustained winds are 75 miles per hour, gusting up to 90 miles per hour. Forward movement to the North Northeast is just about 14 miles per hour. We do anticipate the storm to make that little bit of a curve back towards the west which is why were thinking landfall is going to happen over Long Island. Timing wise, thinking right around lunchtime on sunday. It will continue to push farther inland before then going back out to the east over the open atlantic. One thing we did notice in the last advisory that started to tick up was the winds forecast with this. The red area here, about 74 to 110 mile per Hour Wind gusts. Look at this purplE Area here, including montauk, were talking 110 mile per Hour Wind gusts. The other areas, 40 to 60 mile per Hour Winds thats enough when you talk about the combination of winds and rain. Along the east coast, from North Carolina up to massachusetts, high Surf And Rip currents will be a concern but the heaviest rainfall is going to be limited in and around that Landfall Location but it spreads inland so new york, vermont, New Hampshire stil
