The desperation is building for thousands and thousands of americans and afghan allies who are trying to escape from afghanistan. Here is what we know right now. We know that 3,000 people were evacuated in the last 24 hours on 16 Military Transport flights. That is a number that includes 350 americans and u. S. Permanent citizens. Now, for people on the ground, trying to get out is simply terrifying. This is harrowing. You see a video here of a young child being handed to american troops on top of a wall at the Airport Perimeter there In Kabul. President biden will be briefed on afghanistan later this morning and will address the nation at 1 00 p. M. Eastern. All u. S. Senators will also be briefed virtually this afternoon. We also have New Details about a classified cable sent to the State Department by u. S. Diplomats in mid July Calling for swift action to prevent a catastrophe in afghanistan. And in an extraordinary move, the top u. S. Commander in afghanistan has been leading the effort to negotiate with his taliban counterpart to maintain security at the kabul airport. While the State Department engages in high level diplomatic talks with the taliban in the Nuch Setting In Kabul. Right now is Clarissa Ward. What are you seeing there . Well, weve been here about eight hours. I have to say, john, the most intense part was getting into the airport itself. These were scenes that ill never forget, pushing, pushing and we went to a gate that had far fewer people than most of them. But still, it was just Heart Breaking. People pushing, scrambling, crying, screaming, children crying out. It really was an awful, awful scene. And then from there you go in to be processed. Honestly, for most afghans it can take more than a day. We waited around for five hours in the hot, hot sun. There were families. There were babies. At one stage a Newborn Baby was brought through quickly on a military vehicle, it zipped past us and we went and chased after and the soldier told us that the baby had dehydrated and suffering from some kind of a sunstroke. The baby is now apparently okay because it was able to get medical attention. But, you know, just an awful scene. You think to yourself, these are the lucky ones. These are the people who are able to Get In through that first phase. Boy, even once you Get In through the first gate, there are so many Check Points. There are hours and hours if not days of waiting. And then i have to say as well, we saw a lot of people getting turned away because once you get to the Check Point where your papers have to be presented, if you dont have the proper paperwork, youre not getting on a plane. So we did see quite a few people being turned away. I talked to a woman who had been separated from her family. They were outside the main gate. People telling us awful stories of being separated from their families. Being crushed. I spoke to one soldier who said that a woman has been trampled almost to death yesterday night. Another one told me exactly what you just mentioned, about the baby. Babies being thrown over the Razor Wire because to avoid them getting crushed and try to get them out safely. One u. S. Soldier told me his buddy actually caught the baby and had to go and find the family to give the baby back. I spoke to another british soldier who broke down while i was talking to him, just broke down. He said, had two deployments. Ill have more ptsd from the last week than from either of those two deployments. The scenes here are intense. Its not anything that most of these soldiers are used to or experienced with or prepared for. And thats whats making it just very, very hard on them as well. John, brianna. I wonder, clarissa, if you can speak to look, its very clear that there seem to be a series of bottlenecks here for getting people into the airport because what were hearing from the pentagon is that they actually have the Air Lift Capacity to get 5 to 9,000 people out per day and theyre not getting anywhere near that. No. Can you give us a sense of where the biggest problem is . Is it that just that first point of getting past the taliban into the airport . Reporter to be honest, i mean, thats clearly the most intense bottleneck, right . Thats where you have the absolute crush of people being trampled, pushed up against metal doors, throwing babies and all of those horrific scenes that have been going on. But then you still have a series of bottlenecks once you Get Inside. Trying to organize even the vehicles to move these people that are coming in from multiple gates. They need to be processed. You know, theres about five or six nodes along the process. And at each of those nodes you get a major bottleneck. So i can say if we hadnt been spotted by a public Affairs Officer who very graciously took us to the airfield, we definitely would have been waiting for, you know, probably around eight or nine hours in the 100 degree sun. Which is fine for us. But we were surrounded by families with babies. Theres also a lot of delay and i dont understand why because earlier in the day we saw i think at least three u. S. Military aircraft taking off, presumably all full with evacuees. But now there has been a real lull for a couple of hours now and weve been told that there is some delay going on. Its not clear what is causing these delays. We see that there are a lot of aircraft on the airfield. But of course were not privy to their operation. So, im not sure exactly what would be causing those delays, but there is definitely still moving quite slowly. One soldier told me they managed to get out 13,000 people in one week which he said was the largest Air Lift Evacuation in u. S. History. Im not able to independently confirm that fact. Thats what he told me. But, so i would just say, everyone is trying their best, but i spoke to plenty of soldiers along the way who acknowledge privately that its chaos. Its chaos. And half the time the left hand doesnt know what the right hand is doing and we you have all these different individual parties involved, whether its the taliban, whether its afghan commandos, whether its u. S. Marines, the State Department. There are a lot of cooks in this kitchen. That may explain some of the holdups as well and some of the bottlenecks. Look, were understanding the official count that we are hearing from the pentagon is that, i think, theyve gotten about 9,000 out. That is what weve been hearing. So, we dont think at this point it is at that 13,000 number, but the truth is, its really difficult to know because theres a disconnect from information on the ground which is why its so essential that youre giving us a sense of what its like at the airport there. Clarissa, thank you so much. Reporter thank you. Well be coming back to clarissa. But first lets go to doha, qatar where many afghans are arriving. Nick Paton Walsh is there. What are you seeing in qatar . Reporter this is obviously where clarissa eventually and all the afghans will end up arriving. The scenes on tuesday was a growing number of afghans at the base here. They have to be processed. They arrive in different conditions of documents, no documents, permission, et cetera. It seems like more people are being to be turned away. I should tell you, speaking to various sources of my mine, there appear to be other individuals getting on simply through connections that they have. So that process is it seems a little chaotic. The numbers, too, are going to have to be very carefully and transparently explained by the white house. They talked about 14,000 since july. They also said at the State Department that they had 6,000 people on that base processed and ready to fly. Now, 3,000 flu out, according to the white house. Then maybe 3,000 still stuck there. But this is exceptionally important because its about whether these are the right people. Its about reducing the numbers on the outside. Then, two, there is the inevitable fact that if good news comes out about this process, it will encourage more people to come. So the scenes outside will possibly continue at this level of panic. And you know, u. S. Is clearly trying to negotiate with the taliban to some degree, it seems, its opaque so far, but seems that is causing the taliban to stay back. They are blocking roads towards the airport. You have to ask yourself, how long could this go on for because theres probably an infinite number, a significantly large number of afghans who would like to use this mechanism. The pentagon were clear yesterday, they simply do not know how many american citizens there are still left in afghanistan to evacuate. If thats the key metric, which president Joe Biden seems to suggest that was his stopping point, you want the allied afghans to come off, too but certainly american citizens a priority, then this is an indefinitely endurable process. I have to say it does sound a little bit like more people are getting on than i saw on tuesday when the gates were totally shut because its problematic. If there are too many on the base, they may have to close the gates to slow the incoming down, too. People are dying out there in that heat, in that crush. That has been happening. There are u. S. Marines doing the very best they can in Crowd Control with the Language Barrier and extreme desperation circumstances theyve never seen before. But i should say were getting a slight feeling that the threat against those who worked for that u. S. Presence may be there somewhere. Deutsche have announced that a Family Member of one of their journalists was killed by the taliban. We dont have comment on the taliban yet and this is the first i would think to say very concrete report we have of that. But it will cause alarm and certainly escalation of desperation in that crowd. John . Well, qatar and the scene of a lot of those refugees arriving are critical negotiations. Thank you very much. All u. S. Senators will receive an unclassified virtual briefing on afghanistan this afternoon from top cabinet officials. And cnn has learned that some republicans are already angling to capitalize politically on the crisis. Viewing afghanistan as their new benghazi. Lauren fox is with us now. Look, they see political opportunity in this. This has been bungled by the biden administration. Were still very much in the throes of it as well, though. Exactly. I think that the house and the Senates Approach from republicans is very different here. One thing that were hearing from House Republicans is this may be an opportunity politically to talk about what has already been a pretty popular president thus far passing infrastructure, Passing Other major covid relief programs. So their view is that if you talk about this like the crisis that it is, like the crisis that we are seeing playing out on the ground, that that may be a way to sort of motivate voters. And if they win back the house in 2022, they would use their committee power, their Subpoena Power to really drag this out into the next president ial election. Right . So here is what representative mike johnson, who is a republican on the arms Services Committee said, quote, this makes benghazi look like a much smaller issue. This may be one of the worst and most consequential Foreign Policy and national security disasters in our history. There will be a lot of answers to seek and questions to be answered, and i think it will be a top priority. I do want to contrast this a little bit because i talked to joanie ernst, a republican, a former Combat Veteran and she told me, look, there are a lot of questions that need to be answered here, but were trying to work with our democratic colleagues to deal with the issue at hand, which is getting people who are stuck in afghanistan back to the united states. That that is the most important thing right now. So a little bit of a double screen right now between the house and the senate. We should also note, of course, that the senators are going to receive this briefing today. And you can expect that they are going to be asking what are you doing to get americans out . How many americans are left in the country . Look, House Republicans theyre going to have to be careful quite frankly because of how they approached some of these visa issues. All of the votes were house republican votes. Thats probably what you were going to say. All 16 votes the people who voted against them were hard Core Trumpers in the house. Look, its absolute legitimate to do after issue report. What went wrong . To say its the new benghazi and politicize it while the crisis is going on is crazy. Lauren, thank you for your reporting. He details that and more in the forthcoming book called the afghanistan papers a secret history of war. Craig, first things, lets talk about this memo we learned about, this internal memo from american diplomats in afghanistan warning the State Department of a potential crisis back in july. Thats right. Its whats known as a Dissent Cable. This is a diplomatic cable sent to washington to the State Department for the eyes of the secretary of state, antony blinken, in which about two dozen diplomats at the u. S. Embassy In Kabul were warning that the afghan government could fall a lot sooner than anticipated. The Afghan Security Forces were in a really weak position with the taliban and essentially warning that the u. S. Government needed to do a much better job at stepping up Evacuation Contingency plans. So to have two dozen diplomats in that Embassy Sign this Dissent Cable is yet another sign that people within the u. S. Government didnt think they saw Storm Clouds Coming and didnt think they were going to be equipped to handle them. Well, craig, this goes really to the heart of president Bidens Statement that it was extremely unlikely that there would be chaos before this all unfolded this way. The administration basically saying this was an intelligence failure. They didnt anticipate the speed. But this cable would seem to suggest there were diplomats on the Ground Warning and secretary of State Blinken saying he reads all the cables. So this should have gone to the top. Doesnt that point out poor contradiction in the Administrations Case Today . It did and sounds like blinken did review it. I dont think even the diplomats knew that the afghan Army And Police would evaporate within the space of a week or ten days. I think that honestly did catch many people by surprise in the u. S. Government. Right now theres a lot of people, you know, agencies trying to point the finger at other parts of the u. S. Government because theres a lot of blame going around. But still, biden himself went on camera just last month to sort of dismiss the idea that things could get really chaotic at The End, that he dismissed the idea that this might be a saigon moment like in vietnam in 1979 when u. S. Helicopters had to evacuate people off the roof of the embassy. But yet what were seeing here in many ways looks a lot worse than what happened in saigon. You ever the airport being controlled by the u. S. Military but trying to get people to the airport as clarissa described earlier is just, you know, its really, really tense situation. And frankly things could get worse, at least the taliban and the u. S. Military Arent Shooting at each other at this point. It wouldnt take much for things to get worse. Okay. So lets talk a little bit about that. Lets talk about the challenges of folks getting to the airport. Whats interesting is that we actually have seen many reports of british and french forces doing Extraction Operations In Kabul. Now, this isnt wide scale. Were talking about maybe dozens and dozens of people. The u. S. Does not have that appetite to go beyond the perimeter of the airport. How do you see this developing, craig . Well, The Big Question as has been Raise D earlier, we dont know how many americans are willing to get out or frankly we can get out. Theres a priority for american citizens. Thats easier for those folks if they have the documentation to prove it, but then you have an Untold Thousands Numbers of afghans who helped the americans over the years who had been promised being brought to safety. And how long will this operation last . How many of those people can we bring out . What how long will the taliban persist . Right now there are all these Choke Points and the taliban is making it very tough for people to get to the airport, but that could go either way. They could relent at some point, make it easier, or they could make it a lot tougher at the drop of a hat. And we dont know how long this is going to take and how long the president frankly is going to keep up with it. It could go on for days, weeks, months. I just dont know. We dont know. Look, craig, theres a lot of time before August 31st and there are many days, many, many days that it will be required to get these people out if they can get them out. Craig, thank you so much. The Florida Hospital association says 90 of them, 90 are unvaccinated. What are your nurses and doctors saying the difference between the surge now versus a year ago at the height of the pandemic in florida . First of all, over a short period of time we have seen a rapid increase in the number of hospitalizations. Now, over 17,000 individuals hospitalized for covid, that occurred over just a handful of weeks, little more than six weeks. And it is fundamentally different from what weve experienced in the previous surges. That is, we are seeing a much younger group of individuals who are hospitalized for covid, in our intensive Care Units on ventilators. These are healthy, young 20yearolds, 30yearolds who because of the aggressive nature of the Delta Variant are now being hospitalized. That simply did not happen in the previous surges. Thats so critical to highlight. Some folks still think if theyre young, theyre invincible. 20 and 30yearolds hospitalized. I want to Get Into the numbers here. I want to show the numbers because they are grim. Hospitals in the state have a 14 Bed Availability right now. 8 in the icu. 36 of all patients in Florida Hospitals have covid and 75 of your hospitals are facing a critical Staffing Shortage in the next week. So, how are your hospitals going to cope if hospitalizations continue to surge as expected in florida . Well, first, let me just underscore that hospitals have very sophisticated surge plans. They are doing everything possible to respond to this demand by postponing, safely postponing those services that can be scheduled at a later date so that they can redeploy their staff into the hospitals at the bedside. They are bringing staff in from other states. They are using contracted staffing. Some hospitals had to convert auditoriums, cafeterias to meet patient demand. But it is why we felt so strongly about producing these Public Service announcements. We need people to get vaccinated. What is so Heart Breaking is that these hospitalizations for those unvaccinated are preventable. The loss of life for those who are in their 20s and 30s is preventable. We need them to get vaccinated. I mean, there really is no excuse. They are putting their lives, the lives of their Loved Ones at risk. Is this the kind of chaos frankly youre seeing in your hospitals . I want to also just focus on the fact that not only are we seeing a significant number of covid hospitalizations, but we have a much higher volume of critically ill, noncovid patients. We have a severe Staffing Shortage. Thats florida is not unique. There is a Work Force Shortage around the country. But it is the combination of those factors that is stretching the system, straining the system. So the physical and mental Health Exhaustion and now, of course, the trauma of what they are seeing especially with these younger individuals who are ending up acutely ill in the hospital. A man who threatened the capitol claiming to have a bomb is in custody this morning. Floyd rosebury surrendered to police after an hours long standoff. Investigators say no bomb was found in his truck, but he did have suspected bombmaking materials. Multiple buildings were evacuated, traffic was shut down near the Library Of Congress while police were investigating this Bomb Threat. Now lets get the latest on this from cnns Whitney Wild is here with a live report. What is the latest here . Theyre working through what his charges are actually going to be. A lot of outstanding questions especially about the bomb making materials. How he might have accumulated those materials. What was actually in his vehicle. A lot of questions about the lingering details. However, here is what i can tell you, yesterday morning, though, a very scary scene here in washington. Around 9 15 a. M. , this man drove his Truck Up on to the sidewalk just outside the Library Of Congress, claiming he had explosive devices. He posted several videos on facebook claiming again that he had a bomb. Police again said that there was no bomb found in the truck but still thinking its possible that there were suspected bombmaking materials. In those facebook videos he made several statements in his again, in his live stream. For example, he said that all democrats should step down. He expressed frustration with what was going on with regards to the war in afghanistan. He also said that he didnt care if Donald Trump ever became president again. However, past posts on his Social Media indicated he was a Donald Trump supporter. So some flipflopping around with his political ramblings there. Police were reluctant to ascribe a political motivation during a Press Conference Yesterday and said that he had suffered personal trauma, for example, the death of a Family Member. His son told Cnn Thursday he didnt fully understand what motivated his fathers actions and he didnt know about any of his plans. But what is really alarming here and what has Law Enforcement continuing to be on heightened alert is that Federal Officials have been warning for months now that we remain in this heightened environment, that there are political themes with that and so yesterday when they saw these facebook videos with political statements in them, in addition to someone driving up on the sidewalk in front of the Library Of Congress saying they had a bomb, it was a full court press. Federal officials, local police, swarming and spending hours trying to convince that man to leave his vehicle which in The End he did basically on his own volition. Republican Congressman Mo brooks getting slammed by democrats and at least one Gop Lawmaker for a statement that appeared to sympathize with the suspect following the capitol Bomb Threat. It said in part, quote, i understand Citizenry Anger directed at dictatorial socialism and its threat to freedom and the very fabric to american society. Republican Adam Kinzinger called the statement evil. Mo brooks you recall spoke at the Trump Rally on january 6th. Telling the mob of supporters to, quote, start taking down names and kicking ass. Look, this is a member of congress running for the senate. Without knowing the facts, i dont know the details, but my sympathies are with people who might have been motivated to possibly say they have a bomb to blow up where he works the heart of the capitol again . Now i think the thing that is particularly alarming and Mo Brooks might be right about this, there may be a constituency for sympathizing with domestic Terror Itselves or potential domestic terrorists. Thats incredibly alarming. If thats not a Screaming Warning about a sickness in our politics where a politician already implicated for incitement, given what he said go and Kick Ass on capitol hill, to see this and his first impulse is to put out a statement saying he doesnt know all the details but he wants to sympathize with what he believes might be their impulse . That is we have crossed a line when politicians see political gain in praising people who say they want to blow up the place where they work. Yeah. No, it is obviously very alarming. This is really an extraordinary story that i think a lot of americans who are feeling helpless and want to do something, you know, they need to hear this. So tell us a little bit about i know you first got to know this team of extraordinary young women a couple years ago. But when you realized they were in trouble, tell us about the steps that you decided you were going to take. Well, as you may know, im the mother of 11 biological children, and nine of them are girls. So i had a special connection to these girls when i met them at a conference in washington, d. C. In 2019. Im part of a Board Of Directors for explore mars. And we chose to fly these girls over from afghanistan to be part of our conference and to help them pursue their dreams to be in the Engineering And Space field. So, you helped them and got to know them and stayed in touch with them as you got to know them at this conference. At what point did you think, hey, maybe i can do something here . Well, on august 3rd, tuesday morning, a couple weeks ago, i just woke up with an overwhelming feeling that something was wrong. And it felt dreadful and i couldnt shake it. So i decided to take some action. I wasnt sure where to start. I knew if they needed help and they needed to be evacuated, it would require some pretty powerful people. Which is a little above my Pay Grade and my network. But, you know, i just couldnt sit on my hands and do nothing. So i said to myself, self, youve given birth 11 times certainly you can do this. I just began to reach out to my senator in d. C. Who is a ranking member of the armed Services Committee. And he put me in touch with the Military Liaison who then began to get traction and get things going. But as you know, things began to collapse quickly and they had to turn their attention to american citizens. So, i just kept knocking on doors and knocking on doors and trying and trying. Honestly, it was just Night And Day for two weeks. Finally, last monday, just a few days ago, i decided maybe i just need to fly to qatar. Maybe i need to go there. Sometimes when you have a dream, you have to take that first step and take more action. I thought, i had my bags packed thinking im going to fly there. I dont know anyone there. Im going to go by myself. Oh, yeah, i know someone. I had a former roommate in washington, d. C. A couple years ago who was called up there for the military. I thought, i need to ask her what to wear and if i go jogging, what to wear and where to stay. She said, i contacted her and she said, well, whats going on. I told her. She said, well, i work in the u. S. Embassy in qatar. And my Chief Of Staff i think would love to help these girls. Give them passports and information. She went back to work at midnight and stayed up all night preparing their pacts and information and presented it. And they the leadership there and also In Kabul, went to town and took action. Its an amazing story, allison. And you know, you are one person, but you are one of many. I know theres this effort by so many people to do this and we appreciate you joining us today to talk about this good news story. I want to go live to the airport where Clarissa Ward is there with a live report. This is the chaotic scene that you have been witnessing as thousands of people are trying to escape. Tell us what its like on the ground there, clarissa. Reporter so, brianna, i have to say, this is the least chaotic part of the whole process. This is the final furlong when youre almost about to get on one of those Military Aircraft carriers. You can probably see behind me. Im trying not to move too much because our signal is pretty weak. There are a lot of people standing out in that Scorching Sun for many hours. And as i said, this is the last stage. It begins at the front barriers with the taliban. We went through one gate this morning. A crush of people pushing, shoving, screaming, children crying out. I can honestly say it was one of the more harrowing things i have experienced. Then for the lucky people who do Get In, you go to the next phase where you sit and wait for several hours. I have talked to people here who have been waiting for two days. Two days. And its such a bottleneck trying to get all these people processed and all these people through. And the problem is that at these bottlenecks you have these very dangerous situations where you have a crush of people and crowds. And one soldier was telling me that yesterday two women actually threw their babies over the fence trying to throw them to the u. S. Soldiers. One soldier actually caught the baby in his arms. He went and found the woman afterwards to give the baby back. But, honestly, brianna, what kind of desperation does a parent have to be in where thats your best hope is to try to throw your baby to a soldier to get them out, to save them from being crushed, to give them a better future . And i think there is nothing that illustrates better the panic, the chaos, the fear than that description. I talked to another british soldier who started talking to me and he just started weeping. He said ive down two tours in hellmans, but the ptsd i will have from this last week is worse than either of those deployments because people are getting trampled. I heard another story from a u. S. Soldier, a woman trampled almost to death last night while we were sitting waiting in a Processing Line for about five hours. We saw military vehicles come streaking through with a Newborn Baby. And we chased after it. Later we found out that the Newborn Baby had sunstroke and dehydration. They had to rush it to medical care. The baby is okay. But let me tell you, there are so many babies i cant tell you how many babies identify seen today, how many mothers desperately trying to stop their children from screaming, looking for children. It is a desperate situation. It is a chaotic situation. The Military Personnel here are doing everything they can. But, its not enough. Not yet. There are still so many people who cant even get close to where i am. Brianna . Look, this issue is getting them through to the airport, were hearing so much from the american government about theyre keeping the airport safe and secure. Well, what good does that do, right, if you cant get through to the airport. So talk about the people who are getting through, clarissa, and the folks who are there showing their papers trying to get through, these are, what, americans . These are people with Green Cards . These are people with Visa Applications . Are all of these people getting through people who have verifiable legal eligibility to come and immigrate from afghanistan . Reporter a lot of the people that we have seen we were told that were basically the last or some of the last americans that theyve seen who are leaving. Most of the americans have already gone. The people that we have spent the day with the last eight hours with are afghans, many of them worked at the embassy, many of them worked as translators. A lot of people worked with international organizations, ngos. The vast majority of them have their paperwork in order, but you do see also and man does it break your heart when you see the few people that come in and, oh, i started the application but it hasnt been finished yet. And you see them being escorted back out through the very gate they got crushed in for seven hours just to get their chance to leave. So, if your Paperwork Isnt in order and you dont have a sponsor with you, it is very tough to get to this stage where youre finally on the airfield and ready to go. And listen, everyone is doing their best to streamline this process. But you have to remember, theres a huge amount of people, thousands and thousands and thousands if not tens of thousands. There are multiple gates and entrances. You have the americans, you have the brits, the italians, the french, the hungarians. We have seen pretty much every nationality who has had a presence here in afghanistan. So you have a lot of people. And you have the State Department. And you have the marines. And you have special forces. It is very hectic and very difficult. You know, you see people looking for vehicles, Traffic Jams building up inside the base. People
