Taliban. This is the way out for haji right now. There is no other way out for him. And that is just one frightening story, and there are Tens Of Thousands of people waiting for a way out. There are 6,000 people at the airport in kabul who have been fully processed and will soon board evacuation flights. The u. S. Has only been able to evacuate 7,000 people since sunday. Getting to the airport is dangerous. Taliban fighters are intimidatinintimidate ing people with gunfire and violence. 12 people have been killed in that area since the taliban took control of the capital. Nick Paton Walsh is in doha. You write, in the end, I Reporter the real tragic fact is we are in this situation because we stopped paying attention to afghanistan for really the best part of the last five, six, even ten years. Its a war that so few americans have fought in. Its a war that had been bogged down by fatigue, by endless promises that were leaving, starting with Barack Obama in 2014. I cant tell you the number of speeches i heard from him where he essentially said therapy getting out. I think too theres been a serious problem in terms of holding the u. S. Government to account about what theyve actually done there. It has been a staggering use of resources, over a trillion dollars. Consistently the messages from the State Department and pentagon have always been were winning, were doing well, theres an afghan security force. Had there been a little bit more scrutiny of that and why we are there, then i think a moment like this where essentially the emperor suddenly had no clothes, the House Of Cards came tumbling down in 11 days would have been more avoidable and certainly you would have had less of an opportunity to make some of the statements weve heard, which each dont really gel with the reality of whats happening on the ground. The not because they are choosing to be misleading, but because Theres Culture of good figures being pushed forward rather than addressing how bad things have been. As you have pointed out, you were just there. You were on the ground in the way that ned price isnt. You saw what the reality is, as we are all seeing at the airport and how hard it is to get people out right now. They still dont have an answer of what theyre going to do for the people who are not right at the airport. Reporter they dont. But they do actually have an answer because they sort of are suggesting that its okay, that theyve opened up a new gate, that there arent closures and if there are, theyre brief. Thats troubling because the messages coming from the airport are that weve got a hold of this. I was there tuesday. It may be theres a shocking change not evidenced by the number of videos coming out today that show even worse scenes outside the airport. This 6,000 number essentially suggesting in the last 24 hours or so theyve almost got through processing as many people as since this operation began. I dont have faith in that because i dont have faith in so many other parts where weve been told whats happening on the ground there when its not. Last hour we got a State Department briefing. Kylie atwood was there. The State Department said and our Military Leaders said they could not ensure safe passage to the airport. So today what did they say about that . Reporter theyre still saying they have no plans to expand their footprint beyond the airport at all. That is something weve been talking about not just the Taliban Fighters but also these massive groups of afghans creating a stampedelike situation at the places where they think these gates are going to open. I spoke with an afghan this morning who had worked at the u. S. Embassy, who got a notice from the State Department just yesterday telling him to bring his family to the airport, that there were flights. He took the chance, went to the airport at 4 00 in the morning but found himself in an untenable situation. It was very, very unsafe. He was with his small children. There were people with guns and knives, he said. So they had to leave. I asked the State Department today specifically if theyre doing anything, taking action to help these afghans get to the airport. They didnt really give us any new news on that front. Listen to what ned price said. What i can say and im seeing the same reports on twitter that you are, and every report of someone unable, for whatever reason, to reach the airport is something we take very seriously. Our imperative is to relocate as many people as quickly as we can. Weve seen the reports of congestion. My understanding is that things are moving quite efficiently at this hour at the airport now. So ned price, as you guys said, said there are 6,000 people currently at the airport ready to get on flights. He said there should be about 20 flights to go out tonight that are full. He said the State Department is surging officials to the airport so they can process a higher number of people. I asked him if they thought that the number of people they are surging to the airport is going to be sufficient to get to this 5,000 to 9,000 number the pentagon has said they can fly out. He said they do think they will get there with the resources theyre surging, but of Course Theyll continue to monitor the situation. Also still calling these talks with the taliban constructive even though we have seen the violence that has played out for many afghans on their way to the airport. Its also incumbent on how many people the taliban will let through the checkpoints even if they can get to that 5,000 to 9,000 per day. I want to talk about this alert that went out to embassy staff. Multiple sources tell cnn some afghans chose not to make that journey to the airport despite really wanting to go. One afghan worked at the u. S. Embassy for years put it this way, i decided i would rather the taliban shoot me in the head to being stuck in that situation. He and his family then turned back. Joining me is a translator for the u. S. Military, also founded an antiextremism organization called rise to peace. Thank you for being with us. First, when you watch what is happening there to even afghans who worked at the u. S. Embassy, what are you thinking . Its total chaos, confusion and mismanagement. I think president Bidens Evacuation Plan literally failed. Look, at the moment i have my journalists here inside the airport. You see most of the videos by that journalist. Didnt understand who needs to get in. Instead of pointing an american gun on these people, we should have had a better plan, who should get in. If youre Siv Or Ally or citizen or activist, there has been confusion to this day. When you call the hotline State Department, they tell you to fill out a form. A lot of these people contact me. There is an issue that government needs to be honest with the people and instead of pointing guns at them, you have to make a better plan. We can still prevent a disaster over there. What i am seeing right now is it has been a complete failure in execution of the plan. We had thousands of u. S. Citizens and Green Card holders, even u. S. Personnel stuck at the airport while this premature Withdrawal Or Exit took place. I just see there could be one of the things that really frightens me is that, who knows, there could be a taliban who could be a terrorist on that plane, take them to qatar and next day hes in virginia or somewhere. Let me ask you, you know the challenges to getting to and on one of those planes because youre going through this with your parents. Where are they in The Process . My parents are not going anywhere to the airport. They are somewhere in kabul. I spoke to my mom. She was saying she left and she told me, you know what, we are used to this. You know, within the Blink Of An Eye in 1996 taliban knocked on our door asking for guns. Its just people are so used to it. I think president ghani should not have betrayed his people, should not have fled the country. He should have been loyal to the Son Soldiers Fighting with him. I agree with President Biden in terms of its time for the u. S. Soldiers to come to the u. S. , but what i did not agree in how the plan was executed. I think there was a lot of intelligence failures. I think u. S. Intelligence capabilities are under question. I also predicted in the future that if we leave, its going to have a bad credibility on the u. S. In the world. So looking at whats happening and putting myself and my family, theres no way they could get killed among that crowd if not by the taliban. We know your Organization Rise to peace is about antiextremism, antiterror. But will the promise potentially that will be broken if there are afghans who worked with and for the u. S. And western allies are left behind, will that be used . How will it be used to create potentially the next generation of extremists . The reason i founded rise to peace was to have a unique approach to educating people, especially youth. Under the age of 25, a lot of taliban children have grown in war. We have so much grievance. My organization will now focus, work with u. S. Government, any international government in order to build confidence and deradicalize these people. We want to teach them. One of our biggest successes has been with small localized successes rather than bringing an ideology from the u. K. Or the united states and telling people what to do. We want people to do what is best for them and their communities. Thank you so much. Thank you for having me. Take a look at this picture. This was taken by a u. S. Military member. It shows an afghan child sleeping on the floor of a us Air Force Plane draped in a service members coat. It, of course, is just one more image of the heartbreaking humanitarian crisis that is currently taking place in afghanistan. Joining us is oren liebermann. Do we know the Back Story about that photo . This is just a few days ago. So often these pictures and videos that define and really symbolize whats happening over there. This will be added to that list of photos just like the picture of 640 people on that c17 crammed on that Cargo Aircraft trying to get out of the country. This, the same type of aircraft, different flight, a young afghan child under the coat of a u. S. Service member getting out of the country. It speaks, again, to the desperation, the panic and the need so many feel to flee to get out of taliban control, to do anything possible to get out of the Talibans Control at kabul international airport. It is these images that people will remember and that will define what is the end of the u. S. Presence there and the rush to the exits. Given how many people have yet to be moved, i certainly dont think this is the last of these memorable images. Weve spoken with veterans of the War In Afghanistan who are frustrated by, angered by and really emotional considering the promise that you will be allowed to come here. That promise might be broken. What is the pentagon doing, if anything, to help the veterans dealing with the trauma . Its not just an effort to try to get people out of kabul. Whats happening in kabul now and what has happened over the last few years is something that weighs on the minds of those who served there, The Loved Ones who have lost Family Members there and so many others. For some, it is an incredibly difficult process to go through this and see these images. The pentagon is saying, look, Reach Out and talk to people here. Ill read some of this. It reads, you are not alone. Remember, that whats happening now does not minimize or negate the experiences of all who served overseas. Talking can be very therapeutic. Do what feels right to you. Weve seen other statements like this from the Chief Of Staff of the army, from Acknowledging T very difficult for some people. There is of course the Crisis Hotline at the department of veterans affairs. All of those will be used as part of this process. Again this isnt happening in a vacuum and has farreaching kb consequences on those who served there as well. So President Biden says the chaos in afghanistan was unavoidable despite the bipartisan criticism hes getting. And the battle over masks continues. President biden remained firm in his approach to drawing down u. S. Troops from the region. You dont think this could have been handled better in any way . No mistakes . No. I dont think it could have been handled in a way that were going to go back in hindsight and look, but the idea that somehow theres a way to have gotten out without chaos ensuing, i dont know how that happens. I dont know how that happened. So for you, that was always priced into the decision . Yes. Now, exactly what happened was not priced in, but i knew that theyre going to have an enormous look, one of the things we didnt know is what the taliban would do in terms of trying to keep people from getting out, what they would do. With us now cnn chief white House Correspondent kaitlan collins, david chalian. The president was defensive in that interview. There will be a lot that will be scrutinized. Those around the president in the White House, are they satisfied with his performance in that interview . Reporter i think they were trying to get the president s message out in comparison with the chaotic images you were seeing coming from the airport when those are images that stunned even top aides inside the White House who said they did not see that coming, they were not expecting that. They were trying to remind people why the president made this decision. There are still questions about how this drawdown went down. What youre seeing from President Biden in this interview is he still is being defiant. Thats not surprising. He is still using the same rationale for leaving afghanistan, also not surprising. When he says he cant envision any kind of exit from afghanistan that wasnt chaotic, it stands in contradiction with what hes been saying for the last several months. The White House says the intelligence changes. But President Biden had been saying publicly he thought it would be a safe and orderly drawdown. Of course, it has been anything but. The White House are really trying to focus on getting people out of afghanistan right now to try to patch up what has been a very chaotic exit so far. Lets talk about the getting people out of afghanistan. From where we sit, it looks very chaotic. Heres what weve learned. 2000 people were evacuated in the past 24 hours. They keep saying theyll be able to accelerate it. We havent seen that yet. Theres something like 70,000 people estimated to still be there who need to get out. The taliban is blocking people. Thats what all of the reports from our reporters on the ground say. Theyre blocking people basically at checkpoints. No safe passage is being guaranteed by the State Department or pentagon. So how is this going to happen in the next 12 days . Is it possible . First of all, thank you for the question. First of all, i think we need to get the 12 days, the discussion of the timeline out of our discussion. I think this should be event and conditions based, as we say,and not time driven. By pushing that, it generates panic, disheartens people and emboldens our opponents. So i think Thats Part of it. This is a complex operation. I just know youve got planners working hard, building contingencies. Success in an already disastrous situation is if nothing worse occurs. Thats where we are right now. Then when you think about all the other issues to include the chaos outside the wire, how quickly that could go bad. Good god, a Suicide Bomber could walk into the middle of these crowds. We on the Security Side are always worried about big crowds and poorly managed. Theres a lot thats going on. As far as criticism and all that, sure, theres plenty to go wrong, but this isnt the time for postmortems. We are in the middle of an unbelievably fragile operation and everybody, political, government people need to pull together to sort this out so it does not get worse. David, let me come to you on the president in which he was asked about those stunning pictures, the images. Heres the exchange with George Stepha stephanopoulos. Weve all seen the pictures of hundreds of people packed into a c17. That was four days ago, five days ago. What did you think when you first saw those pictures . We have to gain control of this. We have to move this more quickly. We have to move in a way in which we can take control of that airport, and we did. His answer was tactical, logistics. What do you make of what you heard . I was really surprised at that answer. A little defensive obviously, but mostly i was surprised because, you know, empathy is one of Joe Bidens sort of Calling Cards and that was a moment that Joe Biden usually seizes when he gets a question like that about a human experience, you know, look at these pictures, what were you thinking. He didnt go there at all. So the fact that he just sort of pushed aside any kind of opportunity to express empathy for those people who are running alongside an airplane and hanging from it or smushing in to a Military Aircraft to get out, the desperate situation they are finding themselves in for fear of what the taliban may do, he just didnt want to go there at all. I thought that was pretty surprising. He is clearly in a position where his words arent always matching what were seeing. So he said, hey, my first thought was weve got to get control of this situation and we did. Weve heard from the pentagon that indeed operationally they are in control of the airport. When we see the chaos that still exists from reporters on the ground and getting images on the ground to match the president s description of whats going on, that still seems a mission this White House is on. Because you were on the ground in afghanistan for 13 months in kabul, i want to ask you about what former Vice President Mike Pence wrote. He said when mr. Biden became president , he quickly announced that u. S. Forces would remain in afghanistan for an additional four months without a clear reason for doing so. There was no plan to transport the billions of Dollars Worth of american equipment or facilitate the regional resettlement of the thousands of Afghan Refugees who will now be seeking asylum in the u. S. With little or no vetting. Do you think those four months were squandered . He said there was little to no vetting. Havent we vetted them for the last 20 years . They were our help ers. Dont we know their histories . I was mystified on what seems to me how slow and frankly bureaucratic The Process was, the tremors, the chatter out in the provinces. People were concerned. Nobody imagined the speed and the ferocity of the movement in the last few weeks. I think that,ing yes, i think a lot of time was lost. I think we got all wrapped in part with our own processes, you know, the complex Visa And Everything else. Again, i think that nobody realized that the taliban were going to that entire units would collapse, melt away. So, yes, it came fast. We werent ready. We didnt dispose of equipment. I was kind of surprised that our pullback was more along the line of an evacuation than a withdrawal. Hillsboro county defying the governor, who has outlawed requiring masks in the classroom. More than 6,000 students and staff have tested positive since the School Year began with Tens Of Thousands of others in quarantine after being exposed. Reporter the governor said hes heard all across his state asking for many leeway to lock down the spread of coronavirus in School Systems. Hes heard them and he doesnt really care about it. Here in hillsboro county, its the seventh or eighth largest School District in the country. The School System has been open for nine days. 12,000 students are quarantined. Thats more than 5 of the population of this School System. There have been hundreds of cases of coronavirus. Yesterday an Emergency Board meeting the board voted to impose a new Mask Mandate on students and staff in the system. They changed the mandate before the School Year started that said that any parent that wanted to could Opt Out. About 14 of parents did. After these numbers, the district said weve got to change that to no Opt Out except for medical reasons only. When the governor heard that, he said this at his press conference. They allowed the parents to make the decision and have an ability to Opt Out. Thats how school started. They reneged on that and took the decision out of the parents hands. Theres parents sending their kids to school in ways they thought was the most healthy for their kids, particularly these little kids, first graders, they basically took that away from the parents. Reporter again, all students have to wear masks but those with medical exemptions do not have to wear them here in hillsboro county. When it comes to what parents want, ive been talking to 35i parents all week. When they hear the governor talking about parent choice, theyre worried hes taking their choices away by not letting their elected School Board make decisions about whats safe for their schools. Over in georgia, parents in the states second biggest School District Cobb County are pulling their children out because of Lax Covid protocols. Unlike most Metro Atlanta School Districts Cobb County is not requiring masks inside schools. Ryan, parents who want masks for safety are about to hold a protest. What are you seeing now . Reporter they are if this weather holds up for them. Were in Driving Rain right now. They had a preliminary meeting in the last half hour. Parents already showed up for pub pu public comment. Parents who wanted masks sat on the left side, parents who did not want masks on the righthand side. Some parents were basically saying they want dividers, physical separation between their kids and they dont think the School Board here is doing that. We take multiple, multiple precautions. Now i feel hopeless and just vulnerable that my kids are going to school and there are no precautions. Everyone is measuring the gap between what they say at the mike. Ive talked to young women huddling in basements, trying to stay away from windows. Everybody is scared. Gale, the taliban claims theyll be inclusive. They dont want to see discrimination towards women. But theyre also vowing a return to sharia law. What will that look like for women . This is the question, right . Do we go by 1996, by 2021, by a rebrand that theyre working on . If they really want to be taken seriously and want international credibility, which they wanted in 1996 when they took kabul. If thats what they want, then allow Freedom Of Mobility for women, Freedom Of Movement for afghans who are getting stopped at checkpoints on the way to the airport. Let this be a test and see if the taliban is serious about being a next Generation Version of the taliban, which was manufnever a monolith to begin with. Once the u. S. Leaves whether thats August 31st or some later date to continue the evacuation, my question is who then do Women In Afghanistan have . A lot of the western countries are gone. Russia and china are still there, but i dont know if were expecting them to stand up for human rights. Who do these women have to rely upon . Three things. One, everybody is watching the clock. Im getting frantic messages from people saying i only have days. I need to get out. I cant get past the checkpoints. What do i do . Secondly, we are seeing this whole question about recognition. If the taliban wants to go beyond humanitarian aid to development aid, it cannot run a city. It knows it cannot run a city as complex and crowded as kabul. It needs aid. The World Bank has postponed or held up some of its money. If it wants that, then the World Cannot Stand By and say half the population gets left out. Let that be a test of whether the taliban is going to, in fact, be inclousiveinclusive. No Aid And Funding without making sure the entire population, not just half, gets to go to work and school. The third question is, you know, how do you see whos going to stand up for afghan women . Women are. Afghan women saved themselves in 1996 to 2001. They started businesses and ran schools all underground during taliban time s. They are our greatest allies. Im already reading accounts of female journalists in afghanistan. Their homes are being raided. Theyre having to hide their credentials and Bury Awards and medals theyve gotten for their journalism. Thats already happening. When you get s. O. S. Messages from Inside Afghanistan of women saying help, save us, what do you do with those . First of all, i try to help. Second of all, my heartbreaks. How would you feel . One way were making a difference. chimes federal authorities are proposing more than half A Million dollars in new fines against unruly airline passengers. Aviation Correspondent Pete Muntene is with us now. What kind of behavior could result in that fine . Theres 34 cases where passengers are facing serious federal fines. Whats so interesting here is the faa says passengers did a lot of different things that are very you go my on board flights, burning fellow passengers and threatening to storm the Flight Deck and in another case threatening to kill a Flight Attendant. 500,000 in new fines after the faa enacted a policy similar to that this year. The faa says this passenger first threw his bag at another passenger and then laid down in the aisle of the flight, grabbed the ankles of a Flight Attendant and then shoved his head up her skirt. That flight ultimately had to be diverted to virginia landing a bit early. The second biggest fine, 42,000 for a passenger that Flight Crews said they saw snorting what appeared to be cocaine and then making Stabbing Gestures at other passengers on board that flight. You know, this is only the tip of the iceberg here. Flight crews have reported 3,800 incidents of unruly passengers since the start of this year, but faa has initiated Enforcement Action in only about 120 of these cases which has led some in congress to say that the fbi should get involved. They say that the faa has just too narrow of a prosecutorial scope. They can only assess civil fines here.
