American soldiers pulling a woman over the airport perimeter. And so is this. Some passing their children through the crowds. Passing their children through the crowds, willing to separate their families if it guarantees a way out. Were following the latest developments from the State Department and pentagon. Lets begin with Barbara Starr at the pentagon. A briefing not long ago, you had an important question for Admiral Kirby about a change in whats happening above afghanistan. John, lots of changes in the works. Important to tell people, the pentagon is basically now doing two briefings a day to the news media, putting their case forward. Today they said in the last just 24 hours about 2000 people were evacuated. Actually, that is very far from being great news, because the goal is not 2000. The goal is to try and hope to fill five to seven or 9,000 seats a day. Thats the capacity they want to get going. Not even close to that as you say, a trickle. Kirby, John Kirby, the Pentagon Press Secretary then talked about F18 S Armed Flying Over Kabul with a lot of military jargon. Overwatch. Pressed him on what exactly he means by all this. You say close air support, but to be clear, what you are saying is youre prepared now to conduct Air Strikes over kabul . Barbara, im not going to talk about potential future operations. So i do think its important to level set here. That even throughout the drawdown we had overwatch capabilities. But right now armed F18 S over kabul, Theres Concern that there could be a threat at the airport, say they. They want to be able to respond on a moments notice to defend u. S. Troops and concern also about isis and Al Qaeda In Afghanistan right now. Thank you. Among the challenges right now, getting people safely to the Kabul Airport. Last hour the pentagon says progress is a struggle. Lets get to the State Department and kylie atwood. Its the State Departments job to organize who gets out. How is it going . The question is how can the folks get to the airport . Theyve got the list. Theyre trying to organize it. Getting people to the airport is a problem. As you guys have said, about 7,000 people in total that the u. S. Has evacuated since this effort began a few days ago. That isnt a high enough number if theyre trying to get upwards of 100,000 people out of the airport. Now, two things that the Pentagon Press Secretary said they are looking to. That they hope can increase those numbers. First, theyre opening up one gate at the Kabul Airport that the u. S. Military is going to be in charge of. The second thing is rushing u. S. Consular officers to the airport. Essentially, those are folks who can process the afghans, paperwork and get them on the flights. The afghans who arent getting out of the country who worked alongside the u. S. , troops and diplomats are feeling incredibly demoralized. Listen to one of the interpreters told cnn in recent days. Why are the american soldiers forget tabout us after everythig we did . The sacrifices we made . Why are they leaving us behind . I dont want to be killed by the taliban. Theyre going to cut our heads off if they find my location. Please, help. Honestly, john, it is really hard to hear those stories, but there is no firm commitment as of right now from President Biden that hes going to get out all the afghans before the u. S. Military ends their operation thats supposed to end at the end of this march at the airport in kabul. Kylie, important update from the State Department. Thank you. Is that a change in mission, is there something afoot, or is that normal . I dont know if its normal, but clearly they want to be prepared for anything that might happen that would require our planes. As general Milley And Secretary austin said yesterday, this is a fluid situation. They have to do everything they can to secure their airport in kabul. But we see the chaos. And we need to operate with a sense of urgency to get as many, as the president says, u. S. Citizens out of afghanistan. As well as our afghan partners and their families. With a sense of urgency. So the kind of paperwork that the State Department is still requiring, i hope that they can expedite that process asap. We need to get a lot more people out of afghanistan. You just used a term chaos. The president not that long ago said this would be an orderly transition. He said it was not at all inevitable the taliban would take power. Yesterday he said chaos was inettable and the question was when, not if the taliban take power. You said in may, a matter of when, not if. And i think the rights and protections of women and girls In Afghanistan will go down the drain. In may you predicted this. I know youre concerned not only about the translators but women and children, Soespecially Thos who believe we have a responsibility to get them out. What is the strategy right now . Right now the united states strategy, tell me if you think im wrong, we have secured the Kabul Airport and we are entrusting them to allow safe passage. Is that realistic . I dont know that its realistic. Knowing how the taliban have acted before has the Air Power that were sent there, but it is very clear that this is a chaotic situation. Because, see, what we see with our own eyes, i dont think it needed to be this way. And yes, General Milley said that they the intel did not protect that kabul would fall in a matter of days. But nonetheless, we are faced with what we have now, and i think we could have predicted it, but as we say, or as people are saying and i say also, that we can do the post mortems as to why this happened and all of that, but right now we are being totally focussed on getting the u. S. Citizens and afghan partners and their families out as soon as possible. I also have a concern about activist women, and others to get out of afghanistan, and i wrote a letter along with others, other colleagues, to the president , to the people that we should set up a special program just for the Women Activists and others In Afghanistan. So there are a lot of women and we forgive me for jumping in. We have a little bit of a Connection Issue here. I want to continue on this very point. First, i want to listen to the president s perspective in this interview with George Stephanopoulos about the scope of the challenge. Are you committed to making sure the troops stay until every american who wants to be out yes. Is out . Yes. How about our afghan allys . We have about 80,000. Well, thats not is that too high . Thats too high. Does the Commitment Hold for them as well. The Commitment Holds to get everyone out, that in fact, we can get out and everyone that should come out. Senator, the president put the number closer to 65,000. But if there are 65,000 afghans the president believes we owe the right to get out and thousands more of americans to get the right out. Number one, how long past August 31st are you willing to support keeping u. S. Troops there, and is it feasible given the size of the country and given that many of the women and maybe some of the americans and many of the afghan translators are spread out in this giant country . Is it feasible. Secure the airport and trust the taliban . I think that if the president is saying we need to get all the u. S. Citizens who are, i would say disperse. And other parts of the afghanistan, that hes going to do that, then i would say its probably going to take longer than August 31st. If thats the commitment he has, then he should act on that. That means hes probably extending beyond the 31st. As for our afghan partners, our allies, we also need to have a strategy as to how were going to help them get out of afghanistan. The whole situation, i would say, is to say it is fluid is really understating the situation. Its chaotic. Id like to hear more from the pentagon and from the Secretary Of State as to what our plans are. I want to ask quickly about one thing were hearing from the president of the united states, the Commander And Chief and americas top general as they try to explain you say chaotic, why this went wrong and is a mess. Listen. Afghan military force, with some 300,000 strong. Incredibly well equipped. There was nothing that i or anyone else saw that indicated a collapse of this army and this government in 11 days. You say post mortems will come in time. After 9 11, the question was why didnt we connect the dots. After iraq, it was why was in this case, isnt it just officials including the president and the top general in this country saying things they know are not true . Do you believe there was a 3 00,000 strong afghan army ready to fight . Anybody in this town who has paid attention these issues know its a myth and a lie. Clearly all the afghan troops weve been training for 20 years were not up to standing up and fighting for i want to say their country, but i have also heard reports that these troops did not consider the government in kabul as representing them. And so they did not wish to fight for the central government which has never been particularly effective. And very corrupt. There also were i dont want to dwell on The Point, but there were never 300,000. Theres Corruption And Fraud and the united states, the documents have detailed that for years and yet, the president is still using the number. And this is why there will be most mortems in the armed Services Committee as well as the foreign Relations Committee and probably the Intelligence Committee to exactly what were talking about. Thats why as we go forward, first, we should be concentrating on getting as many people out as possible and certainly as the president says, but at the same time we should be very mindful that before we even get into a conflict of this nature, that we are very clear as to what the mission should be, and that we should be very concerned about mission creek. There are far fewer people here today than two or three months from now or two or three months ago. Again, thats a Silver Lining here. We know very little. We just finished up a very brief Press Conference with the new Capitol Police chief who said that there are ongoing negotiations. Other than that, gave little information. And this is a significant event any day. Even more so because theres warnings the forces that were behind the capitol insurrection, people with similar thoughts are perhaps stirring again. He was dealt a bad hand, the president says insisting in an interview, there is nothing he would change about his handling of the american withdrawal. Was the Intelligence Wrong or did you down play it . There was no the Intelligence Committee did not say back in june or july that this was going to collapse like it did. We are moving forward with the evacuations and then you look outside the gates of the airport and have massive crowds of people who are struggling to get on planes to get out. Theres a disconnect that is still ongoing right now between what were hearing in washington and seeing on the ground there, and i think that the president is digging in at this point. I think that he feels like he made the right decision to withdrawal. But he hasnt gotten to The Point of acknowledging that that decision could be right in his eyes and there could be problems on the ground. Thats where we are. Its an element of sfpin. The president is talking about chaos being inevitable. Sure. Youre talking about a taliban takeover and the crumbling of humanitarian rights. It was not expected to be chaos when youre talking about evacuating Bz Staff at the last minute and trying to find what to do with the afghanistan people. He said the opposite the previous month. I think thats the challenge for him. He has a Paper Trail of statements. Joe biden would say, saying the opposite. And, in fact, what happened, and i think there is no willingness on his part to acknowledge his previous statements here. And sosht of eat that. I think people expected him to do just that in the interview. The fact he didnt do that is fairly surprising. Lets listen to one example of that right here. The likelihood theres going to be the Taliban Overrunning Everything and owning the whole country is highly unlikely. The idea that somehow theres a way to have gotten out without chaos ensuing, i dont know how that happens. He cannot square what he said before with what is happening now. It happens sometimes. This is difficult. The problem is you want Honesty And Credibility from your president at this point. Another thing, i brought this up with the senator, hes not the only one. They keep talk act the 300,000 strong afghanistan army. Its a lie. Youd be lucky if you could fill a Football Stadium with the afghanistan military that put on their uniform. Anybody who served, a ngo, or contractor would say that for the last 20 years. That number is meaningless. And its been proven as you seen the capitols fall and kabul. The Afghan Military was trained, yes, in theory, they had the capability and the capacity to fight, but they didnt fight. And that has always been the question that pentagon officials have had that ngos, anybody on the ground has had. Yes, you can train and spend money. Its why they told Bush And Obama and trump they had to stay and they told biden if you go, it will be complicated. And this is why it was important to take control of the Kabul Airport. We were in a position where what we did was we took precautions. Thats why i thords that there be 6,000 american troops to flow in to accommodate the exit and provide the aircraft in the gulf to get it out. We operated that. What did you think when you first saw the pictures . I thought we have to gain control of this. We have to move this more quickly. We have to move in a way in which we can take control of the airport. And we did. Two things there. Number one, this one might be nitpicking. He says we prepositioned it. Many troops were already there. Some Left Fort Brag after the taliban took power. This is what struck me. An american president. We have to gain control of this. That is an admission you lost control of this. I mean, ill nitpick further with you. And the administration keeps on telling us on the one hand they didnt see how fast this would happen that the taliban moved away quicker than the Intelligence Assessment said. They said we had to look quickly so we could ensure the safety of our Embassy Staff. Theres contradiction in terms of did you know or not . Unfortunately, a lot of lines were crossed between. We had to scramble last week in the few days before the taliban actually reached kabul. But its really alarming that they were that close and we still didnt really have a Strategy And Exit plan just to cure all our Embassy Staff to get out. The underlying question is for someone who ran on a platform of leveling with the american people and being catered with the american voter which he did last year, why not level with them on the execution of what happened . Hes trying to talk about the overall policy itself, obviously, because hes on safer ground there looking at the polling data. But hes not willing to concede an inch on the execution which everybodys eyes see for themselves was a problem. When you talk about eyes see for themselves, george asked him what about him when he saw the pictures, what did he think . There are afghan women outside the gate. I told them, get them on the planes. Get them out. Get their families out if you can. That is a, the right response, the human response, the empathetic biden people have gotten to know, but he says essentially he was dealt a bad hand and had no choice. Trump negotiated the timeline. Why did they close the Air Bases . And why didnt they say to the taliban, trump left us no plan. Were taking three more months . Theres a lot of fingerer pointing happening. Even though biden seems to believe it is the right thing to do to be out, he then casts a lot of blame. Blames trump for putting him in the position to have to withdraw in this timeline. He could have moved it. He said ghani was asking him to not prioritize evacuations through the summer because he didnt want to look like it was a situation that people had to flee. He wanted it to look like afghanistan could be stable. And then he fled. And then he flees. And ultimately, to jonathans point, theres a way the White House can square this and both acknowledge that this part, this phase has not gone well, but they still believe this overall was the right thing to do. I think that would be in a lot of ways a more honest assessment of the situation. Were all covered the White House. You do this, Grant President ial interviews when youre trying to right the ship. Did this do it . No. Im surprised he didnt use the opportunity to do that. Instead, he used it to double down on his previous comments that he gave in his speech on monday. If youre in a state with a louzy low vaccination rate, youre four times more likely to be hospitalized. Six times more likely to die than if you live in a state with a good vaccination rate. If anything would motivate people to get vaccinated, shouldnt that be it . Absolutely. And we really have become two different countries. We have the Mid Atlantic in the northeast where Vaccination Rates are high, and even though the surge has increased infections, its been relatively moderate compared to places like the south and parts of the country you outlined. Look, the unfortunate situation is that the parts of the united states that have the lowest Vaccination Rates also have the lowest Mask Adherence rates. And this virus is relentless. And in places where there are a lot of people who are unvaccinated and also unmasked, this virus will infect them. And i think its reasonable to sorry, go ahead. As you were talking about the masks, i just was going to say, and ill bring back the community spread. Were in the back to School Environment and asking this Mask War again for lord knows what reason. Im showing all the states here. The state of florida is red. Its a high Transmission State right now. And the governor of florida does not want kids wearing masks in schools. So i want you to listen to his explanation. I think quarantining healthy kids deprives the kids of an a ability to get an education. Maybe a parent would want a healthy kid to be quarantined if theres an exposure. I think thats the choice of the parent. Number one, he doesnt want masks in schools. Number two, if theres an outbreak, if your kid is healthy, it should be up to the parent. Does it make sense in the sense that we need rules . I want you to help me draw the line. In a normal world, yes, parents made decisions about children. Where is the line. Parents get to say i dont like Booster Seats or Speed Limits . Whats surprising is the governor of florida never missing an opportunity to get this wrong. What he said yesterday was if there is an exposure in the school, he wants the parents to decide if their child exposed to a contagion needs to quarantine. What he is not understanding, apparently, is the risk is not just to that child. Its to the rest of the group. If the group needs to stay home, its not to protect the single individual. Its to protect the rest of the school. I am not surprised he wants to prevent schools from masking and prevent quarantines. He wants to prevent Vaccine Passports or vaccine mandates. What other tools does he have to suppress a pandemic in his state . Its maddening. Its an excellent question. I want to look through some of the israel numbers. Because when the Administration Yesterday rolled out the Booster Shot Plan saying every american vaccinated eight months out should get a booster shot. 63 of the israeli population is fully vaccinated. Look in june, israel was down to 17 cases on average. Theyve had this spike up to 6200 yesterday. That was the administrations argument. Even if youre vaccinated like in israel, suddenly the Delta Variant is spreading. At some point you have to think i need to refuel the car when youre on a long trip. Is that a good analogy . These vaccines give a robust rise in the rise of Covid Neutralizi neutralizing antibodies. Its suggested the efficacy of the vaccine has dropped from over 95 down to less than 80 in the beginning of july. And particularly in more vulnerable groups like the elderly, were seeing a spike in infections. This is what has spurred the decision to recommend boosting throughout the united states. There are thousands of us right now doing all that we can to connect our afghan friends with these evacuation flights. We are calling this the digital dunkirk, except the problem is none of us have lifeboats and were contacting everybody within our networks of veterans. People still serving in the military. Government. Youre screaming for them to get the needs to our friends. Our friends are calling our names outside the Kabul Airport like that, and we need to bring our friends in to the lifeboats. Were hearing there have been flights that have been leaving half empty or even more empty because people arent getting let in the gates. They arent being processed. Theyre being told they need to work through more bureaucracy before they can get an email saying that its their turn. Even when they get emails saying its your turn, come to the airport gates, they are waiting for hours and many of them still cannot get in. They are theres shootings outside of all of these gates. Theyre being told different things at each gate. Theyre being told you are now at the wrong gate. Once they get through the throngs of people. And then they have to pass through up to six or more taliban check points to get to another gate outside. The time for bureaucracy is over. We have to get people into the gates so they can get out on Evacuation Sites and finish the bureaucratic process later when their families arent threatened and theyre not being shot at. This is a dire emergency. You shared with us an email of an immigrant Visa Refusal Form theyre getting. Im going to read this. It says youve been denied. You need more processing. It goes onto say the process will likely take several months or more. Several months or more. I assume they perceive that as a Death Sentence . They have been getting these messages even as the bz closed. The interpreter who sent me that, that refusal notice, we took off his name and identifying information, but the man who received that refusal notice, hes sending me all of these letters of recommendation from a military officers who said you did a great job for us as an interpreter. We relied on you. You deserve a visa. Hes begging me, just like so many other veterans are hearing. He said what did i do wrong . What did i do that was not good enough . How can i get my family out . We are depending on you. We are depending on you to get us out. We are hearing from even interpreters like 20 minutes ago, im not even kidding, the messages are constant. Im just one veteran. But 20 minutes ago we heard from an interpreter who is saying what can you do to move this along . What can we do . What can we do . Im having to move my family every three hours in kabul.
