Gupta. Good morning to you. That there is going to be a lot of people, myself included, fully vaccinated and questioning why do we need a third booster shot. You could explain it to everyone . Well i think youre asking a very fair question. Especially given that just a couple of weeks ago the message seemed to be youre not going to need Booster Shots this will probably just be for people with weakened Immune Systems that couldnt generate the proper immune response initially. It is a very fair question. And i will preface this by saying the mass majority of severe disease is still occurring among half of the country that is not vaccinated. So people that are vaccinated, they have really good protection. Let me show you what is driving this data that were seeing here. This was basically looking at Vaccine Effectiveness against any kind of infection. Breakthrough infections and just getting surveillance screening, they did see waning of the vic effectiveness overall. But that is not reflective how well it works against what we wa want it to work for which is severe disease. And let me show you the data on that. The vaccine and hospitalizations and deaths, poppy, it is really good. It is been good. It remains good. And we havent seen data certainly from this country at least to suggest that that is a problem, that that is waned in some way. But these are the exact questions now that are sort of informing these decisions. This is what the advisory committee to the cdc is asking, has the vaccine demonstrated that it is waning in terms of its effectiveness. Has the Delta Variant changed things . Has the Delta Variant reduced that effectiveness. Do we need to be looking at this in terms of specific populations. If youre a young person, im 51, my parents are in their late 70s and should these be different sub groups and are the Booster Shots safe. And these are the questions asked. As you mentioned, it looks like theyre going to recommend boosters for everybody. But is it because were trying to decrease transmission or prevent severe disease. If were preventing severe disease, the vaccine works well for that. But why not, if you have access to it, get more protection. But sanjay, here is what i struggle with and a lot of people are also going to wrestle with just sort of morally and ethically, you still have significant parts of The World and the developing world with limited to know vaccine access. Right. And so that just becomes a question. Look at the situation across africa. So how should we think about that . Well, i think it is a very again a very fair question. The nature of a pandemic is that the entire world is in this together. So we show you what the rest of The World looks like now in terms of vaccines but youre right it is far worse in many other countries around The World in terms of fully vaccinated percentages compared to the united states. So, you know, this is long been an issue, even before this pandemic. The equity of being able to share these types of really important commodities and resources when The World needs them. That is not new. But the third Shot Issue is raising the question that the World Health Organization has raised themselves, which is in order to prevent milder symptoms in the united states, does that mean theyre going to take away the protection against hospitalizations and deaths in other parts of The World. In order to prevent bad colds, we put people in increased risk of hospitalization and deaths in other parts of The World. And i think when you have a commodity of limited supply, that is likely what is happening. We know the united states is already purchased, july 23rd, 200 Million more doses of pfizer in anticipation of the boosters. But the question were asking is the question The World is going to be asking for some time to come. Dr. Sanjay gupta thank you, as always. Thank you. Just terrific images pull out of kabul with residents desperately trying to flee the country. Some democrats on Capitol Hill are expressing their frustration with the administrations decisions here. They say they warned the biden administration months ago a complete withdrawal from afghanistan could become a fiasco. Stand by, were going live to the pentagon now. Spokesperson John Kirby. This morning on our operations in afghanistan at the Hamid Karzai International Airport and ill ask General Taylor to come back up here. Think i botched his title yesterday. J 35, so i got that wrong yesterday and i apologize for that. But before i ask The General to give you an update, there is a couple of other things that i do want to get out there. First on haiti. In support of the u. S. Agency for international development, their bureau of humanitarian assistance, u. S. South command is working to assess damage, and develop common occupational pictures and provide Life Saving Support for the people of haiti. They set up a joint Task Force Haiti led by Keem Davids who is a special Operations Commander there at South Com. Hes operating or currently operating from Homestead Air Reserve base. The jtf is now the forward elements of it, the Headquarters Element of the Joints Task Force will move to haiti today. Were flying eight helicopters to haiti this morning with help again providing a picture overhead. The uss arlington, a Navy Am Fip Fibus Ship is underway and well have embarked two mh60 helicopters and a surgical team and a Landing Craft mechanized to be able to move things ashore. The u. S. Naval Ship Burlington is going to provide aerial Footage And Aassist with our overall assessment. Two maritime Recognizance Aircraft operating out of El Salvador will assist again in our assessment. And that is why we are right now. Get aig clear picture of what the situation looks like on the ground. The Assessment Team on ground will continue to look at the area and to report back to South Com so that we could best coordinate and integrate u. S. Aid and other Agency Assistance to the people of haiti. There are also two u. S. Coast guard cutters on station in southern haiti. There are seven additional cutters now moving forward. There will also be one u. S. Coast guard fixed wing out of Guantanamo Bay to provide us with what things look like on ground and we do expect four Field Hospitals from u. S. Southern command will be set up by later this week. So the military continues to provide Air And Engineering capabilities in support of u. S. A. I. D. And their bureau. They are leading this effort and were supporting them to heff save lives and alleviate suffering in the disaster relief operation. Well have more to say but i wanted to give you an update on haiti. Another update on covid Response Efforts in response to the latest surge, and the request of fema, the Department Of Defense is identifying five medical assistance teams to support efforts around the nation. The teams will be comprised of about 20 medical personnel including doctors and nurses and respiratory therapists. Currently the department will provide a medical assistance team, one of the teams to a hospital in lafayette, louisiana. We expect that there could be additional requests for other states and that is why were prepared to stand up five teams but one is dedicated to go into lafayette, louisiana, at the request of fema and the state of louisiana. So were continuing to lean forward to help deal with the latest surge in the pandemic and again as we have more information, and more things to report to you, we certainly will. So with that ill turn it over to General Taylor. For clarification on the teams, theyre all Military Personnel that are on these. These are military medical assistance teams. Great. Okay. General if it is okay i could leave all of my stuff on the podium, ill turn it over to you. Good morning. Nice to see you again. Thank you mr. Kirby for the opportunity again to give you an Operations Update of current operations in afghanistan. My goal is to provide you with details from my last time in here to ensure that you have as much information as possible. A number of evacuations occurred overnight which ill provide you more details here shortly. As we speak, were continuing Air Operations and Air Operations continue throughout the night. Im tremendously proud of the herculean Effort Weve seen but the u. S. Military so far. The rapid insertion of marines and soefrmds and a number of enabling forces moving from within the sent Com Aor and from the united states. Yesterday the u. S. Military Foot Print in afghanistan started at about roughly 2500. And by The End of today, there will be more than approximately 4,000 troops on the ground in kabul. Forces will continue to flow in and reinforce the State Department and d. O. D. Effort there. The operation is ongoing and id like to give you a few more details on that operation. H kai remained secure. It is currently open for Military Flight Operations as well as limited commercial flight operations. Throughout the night, nine c17s arrived delivering equipment and approximately 1,000 troops. Additionally, seven c17s departed. These flights lifted approximately 700 to 800 passengers and we can confirm 165 of these passengers are american citizens, the rest are a mix of Siv Applicants and third country nationals. Responding, we were to assert forces and equipment. As part of the force concludes, the speed of evacuation will pick up. Right now, were looking at one aircraft per hour in and out of hkai. It looks like 5,000 to 9,000 passengers departing her day. But were mindful that a number of factors influence this effort. And circumstances could change. We will keep you updated. There are a number of unexpected challenge thats could occur for personnel in a complex and dynamic security environment. Were confident that we have taken the right steps to resume safe orderly operations at the airport. We continue to Priority Military personnel and those who await evacuation from afghanistan. With great Effort And Care we proceed through each day of this work. You have likely seen the impanel floating around of afghan families in a cargo plane. This speaks to the humanity of our troops in this mission. The Skill And Professionalism of our u. S. Military. The last Point Id like to make is about the assessed threat right now. We have had no hostile interactions, no attack and no threat by the taliban. We remain vigilant. We also have not experienced any additional Security Incidents at hkai and this enables the safe orderly evacuation of americans and afghans. I want to reinforce that we are focused on the present mission. To facilitate the safe evacuation of u. S. Citizens, sivs and afghans at risk to get them out of afghanistan as quickly and as safely as possible. That mission has not changed. The mission is of a historical significance and it is incumbent upon us to be resolute in the protection of american and afghan lives. Thank you. Mr. Kirby. I have a narrow question for The General and a broader question for you, if i could start with him, if you dont mind. Sure. Absolutely. Ill just leave. General, i think you said that you would wrap up to one Aircraft Departure her hour. That is the planning figure. And when would that my question is when will you get there . We hope within the next 24 hours. And so as the commander on the ground continues to build the Combat Power there and flights are available, that is the goal. If i may ask a question of you. Sir. The general mentioned there have been no hostile threats from the taliban at the airport. Im wondering, does the u. S. Have an arrangement to the taliban to allow the Evacuation Airlift to proceed until August 31st and the second question is under what circumstance would the u. S. Troops leave before August 31st . So on your first question, bob, what i would tell you is coming out of general mckenzies discussions with senior taliban leaders in dohar, our commanders at the airport are in communication with taliban commanders on the ground outside of the airport. There have been discussions, there is communication between them and us. And i would just let the results speak for themselves. Im not going to get into the details of how those discussions are progressing because there are interactions multiple times a day and as The General said, i think very well, there has been no hostile interactions from the taliban to our operations at the airport. So the point of that would be to allow that the taliban is willing to allow it to proceed and theyre cooperating in that regard . I would just let the results speak for themselves so far. And were not taking anything for granted. And prior to August 31st . Im sorry, yeah. Right now at The General Made Clear, the mission runs through August 31st. The Commander Inchief made it clear were to complete this drawdown by August 31st and which includes The American the pulling out of american citizens and draw down of our embassy personnel. That is the timeline were on and as the secretary Made Clear to leaders even as recently as this morning, time is of the essence and we all share a sense of urgency here. But right now, the mission runs to 31st Of August and i wont begin to speculate what happens after that. Do the discussions with the taliban include allowing americans or afghans through the Check Points or expanding the perimeter to more people could get there safely. That is one of the things that were hearing, People Cant get to the airport to leave. Without going into the details of communications of which im not a part, as i said, there is there is there are interactions down at the local level. And as The General said, we are processing american citizens to get out. So, again, court, with speaking to the Sausage Making of communications here, thus far and it is early on the results are speaking for themselves and i think it is probably where id like to leave it. And for General Taylor, you could just on the numbers, this is now 700 to 800 that have gotten out. Is that now a total of somewhere in the neighborhood of 1400 to 1500 people have taken out since August 14th when this began. Rough enoughs, to include the sivs. From an operational perspective, there is talk of expanding the perimeter around the airport. Right now the airfield is secure. Like i said. And the command on the ground has the ability to continue to flow flights in and out, so i would say the airfield is secure right now to allow us to do that mission. Just to clarify on what you said about the talks with the taliban to make sure i get it. It is u. S. Military personnel that are talking to taliban comm commanders . Our commanders in the operation have had communication with taliban leaders. And is this why or could you explain apparently you put the 82nd Airborne Headquarters Element in there. Is that are you talking about General Donahue and his staff. You could walk us through a little bit of that. Sure. A couple of things there. Number one, this is what the 82nd Airborne does really well and as the global Response Force their job is to be ready to assist in a very expeditious manner. And the task of securing and operating an airfield is a unique task and General Donahue has experience in that. And the commander on the ground has a spate of other duties that he has to attend to including liaison with the State Department, our allies and partners also on the ground there in kabul, the turkish support element, there is a lot of things to do. So we felt like this division of labor made the most sense given the urgency of time and what were trying to accomplish in the next couple of weeks. So 82nd is in the Kpcommand The Airport and The General is the one talking to the taliban . Im not going to talk about specific conversations, barb, or who is having what. Our commanders, in Fact Admiral vasely has been there throughout this thing and i dont know exactly, The General knows when General Donahue is getting there. But just suffice it to say that our commanders there at the airport are charged with securing that airport and keeping this secure. And to do what is required to keep it secure and to get operations back up and running and to be sustained. And they will and should have whatever interactions they believe that are necessary to accomplish that mission. Im not in a position now and i wont begin to get in a position where im detailing every single conversation or what the details of that are. I think, as i said to courtney, the best judge of how were doing is how were doing. And the results that were achieving. And i think i would leave it at that. Let me get to helene and then ill come to you, john. This is for General Taylor. I understand that we are the marines are there and our troops are there and their under orders. We dont want tget them into a Kplat Combat between getting the orderly evacuation out of the airport but at the same time we know there are reports from the ground from your Siv Applicants that they are getting beat up on the way to the airport, getting beat up outside of the airport. How do you manage then and i foe this is a bit of what Courtney And Barbara both were asking you, but how do you manage to strike that balance between, were not here to get into a fight, we just want to get our people out but you have to get your people to where they can get out. Sure. So as we look at military task and requirements of securing the airfield, that is what we are absolutely focused on doing. To ensure that part of this whole mission is being able to be completed. I really, on the outside, as we talk about on the outside of the airfield and through kabul, and that process there, id really have to push that over to the department of state because our mission right now is that securing of the airfield to allow those that come on to the airfield to quickly be put on aircraft and evacuated. Back to the numbers of afghans and others trying to get out. If you look at the siv people, special Immigrant Visa and families and the estimate of 70,000 to 80,000 and then the p2 people trying to get out there a third country and maybe hundreds if not thousands beyond that so all tolled it is probably 100,000 people trying to get out of afghanistan. Given that, are you confident with your planning that by the 31st you could get all of those people out . Or is that uncertain. What we are confident is that were going to maximize capacity to the degree that we can. And that at Max Capacity as The General said, given what could be more than two dozen sorties per day, you could get to 5,000 to 9,000 people out per day. Our focus is on again making sure that the environment that the conditions are set to be able to do that. As i said the other day, airlift is not a limited factor. But it also will require and has required constant liaison with our State Department colleagues who are obviously in charge of administering the special immigrant Visa Process and the other Priority Visas that you mentioned. So were working hand in glove with them on the manifest. Who is being processed and when theyre being processed and making sure that theyre ready and able to get on flights out of there. So it is a complex inner Agency Effort here. Tom, I Cant guarantee a certain number by a certain day. As The General said, weather could play a factor. In Fact Weather has played a factor today. So what we think is at Max Capacity. 5,000 to 9,000 per day and a couple of dozen sorties per day, conditions permitting. But it has to be done in close concert with our State Department colleagues. And so well do as much as we can for as long as we can. And you talk about the 31st and the mission coming to an end. That is an arbitrary date set by the White House. The White House could, the president could, i know this is a question for the White House, extend that deadline into september as long as the airport is secure, isnt that right . The mission that weve been given, tom, is to conduct this drawdown by the 31st Of August. But if the airport is secure, you could continue into september, couldnt you. That is a decision that the president , commanderinchief would have to make. Our mission right now, we have to talk about what were doing now, tom, and what our focus is and that is on getting this completed by the 31st Of August. Could i follow up on the agreement with the taliban. Do you have an agreement with the taliban they will allow for safe passage to the airport for sivs, Number One. And there also are reports that youre having to negotiate now with former detainees, one of leaders in qatar is a wellknown Gitmo Detainee released in 2014. Are you finding yourselves having to negotiate with former i know of no negotiations with former Guantanamo Bay detainees. On the first question, i would leave it to what ive been saying. There are interactions at the airport by our commanders with taliban leaders out in town. As i said, they are charged with making sure this is a safe and secure environment and we trust them to have the interactions that they feel they need to have to ensure that in every aspect across the whole spectrum of what this mission requires of them, that they could do it safely and efficiently and in an orderly manner and im not going beyond that. Why are we not hearing from austin and general milley. As i any you would understand, they are extremely busy and in communication with commanders on the ground, with general mckenzie, with the inner agency, and i have every expectation that at the appropriate time youll hear from beoth of them. Going down on the the statement of no hostile attacks from the taliban. Who does that cover . Does that cover afghan civilians and u. S. Military and is that limited to the airport or is there also monitoring of taliban attacks outside of the airport. The mission is about the airport. As The General said, there is no hostile interactions with the taliban on either our people or our operations. And could you confirm, there is no tracking that the taliban is doing. Our focus is on security and the operation of the airport. I havent gone to anybody on the the phone and i need to do that. Or i get in big trouble. Megan. Okay. Megan may not be there. Tom im back. Okay. You are. Okay. So, is there an estimate of how many people are still currently at the airport . And does that include people not just americans and sivs, but people who kind of bum rushed the airport a couple of days ago and how is that situation being handled . And is there a hope for them to get out as well . So, right now at the airport we continue to process in american citizens that have shown up. As we look at, i think i heard this question, of those that bum rushed the airfield, the Air Fe Airfield is secure. The folks that were there on the southern part are no longer inside the airfield. And there is nobody, no longer in there and as you saw we were able to get those some passengers out the day before. But right now i dont have the number of those waiting for flight right now. But ill be able to get that later on. We go to another one on the phone here. Paul shrinkman from u. S. News. Hi, john. Two questions. Is the u. S. Aware of any remaining vestage of a 300,000 Afghan Security Forces that it trained that are still operational, and if so is the u. S. Supporting them in any way . And then secondly has the secretary or any other senior official at the pentagon spoken with any other afghan counterparts or i sufficient at this point people that are former afghan counterparts since sunday . I know of no high level communications here from the pentagon with afghan counterparts over the last couple of days and ill let The General take the question about the anso. We do know that commanders on ground are continuing to communicate with andsf and specifically on the the airfield, we do have approximately 5 to 600 andsf that are assisting us with that security. Back in the room. Thank you, john. Ill start with you and then i have a question for The General as well. What advice, john, do you have for the afghans who assisted the u. S. And now cant get to the airport or are in Kandahar And Cant get to kabul and feel left behind. What is the advice the pentagon is giving them. What i tell you is largely speaking, we know we have an obligation to help these individuals and their families who helped us so much over the last 20 years. And we have been focused on this for quite sometime. There is a process by which they could apply for these visas. And the State Department has now opened up the umbrella for other, what they call P1 And P2 opportunities. So im not im not an expert on that process, carla. But there is there is a process to follow and i highly encourage if they arent already in the system to get themselves into the system. And i understand if i think i understand the second gist of your question, is are we going to be able to physically move someone from somewhere else in the country into the airport and right now our focus is on the airport itself and making sure that it stays safe and secure and that operations, Air Operations which have resumed can sustain themselves going forward. And there is an awful lot that has to be done in that. So, again, sacred obligation that we take very seriously. There is a process and i would highly encourage them if theyre not already in that to consult with State Department officials to get themselves enrolled in that and then what well do as we said from the beginning is help get them out of kabul and we are also working very hard here locally to help get them if they need temporary lodging here in the united states while they complete that processing to do that. And you saw just yesterday we were able to announce two additional u. S. Military installation increasing capacity over the next days an weeks to build out to a maximum right now the 22,000 capacity if we need it. And secondly, i asked about this yesterday, but the investigation into the civilian casualties, could the u. S. Defense department confirm the number of civilian casualties that happened when this c17 took off, what the are total number of casualties that youre tracking at the airport. You mentioned the two well we know that there were two Security Incidents in which two [ no audio ] [ technical difficulties ] that have been reported in Press Reporting and certainly by this incident with the c17 which took off as you saw as taxis with people running alongside it and even attach themselves to the aircraft. The Air Force has taken a look at this and i theyll hear more from the Air Force and i think i need to leave it at that. You could say at least four. I cant. I cant give you a specific number but i again i think youll hear more from the Air Force. Does that include that a afghans remains were found. I think youre going to hear more about this today from the Air Force, court. A couple more. Louie. A couple of clarifications. General donahue is headed to kabul to become the overall commander. What happens to emeril vasely and others. Admiral vasely maintains the commission as commander as the entire mission for the u. S. Going forward. As you know, elements of the 82nd Airborne division have been flowing in to do the actual mission of secure of hkai. And so General Donahue and his staff will go forward and work specifically on the Security Mission of h kiah. And he is remaining. That is creck. For headquarters under general mckenzie. You said there were 700 Afghan Security Forces at the airport. Has a commitment been made to them that they will also be evacuated afterwards . And once this mission is complete . I know that our commitment to ensure that [ no audio ] and to pursue that approach. That it would be up to those afghans to make that decision for themselves. Okay. Take one. A quick follow up. Okay. You mentioned you have mentioned that the department the administration thinks there could be thousands of americans still in kabul and in afghanistan possibly and that your prepared to, you know, evacuate them if they could get to the airport et cetera. But there are thousands of americans. With that estimate in mind, is the administration confident going after any of these americans . There is a lot [ no audio ] by the taliban to our people and to our operations. Part of our operations include helping evacuate american citizens and that process continues, The General gave you an update, 165 or so just in the last 24 hours. I cant speak to the locations of whereabouts of every single american throughout the country and their desire to stay or go. That is something were not equipped to do here. Again, you have to understand the limited tailored mission that were trying to conduct right now. Ill take one more and i forgot to get to tom, so tom, ill give it to you. Thanks, john. Good morning. Just to follow up on the the security at the airport, the turks were supposed to be in charge as there and what is role they and others militias or militaries may be doing to help. Thank you. Good question. And the turks remain absolutely linked into the Security Mission. With u. S. Foray, so they are continuing to assist in the Security And Running of hkai. Were have to call it a day. Well be able to brief you again later this afternoon. It probably wont be on camera but well do another on the Record Briefing this afternoon. So well see you then. Byebye. It really was a significant briefing with some critical questions and key answers. Well a lot of work to do clearly. It struck me that 1400 to 1500 total evacuations so far, given the one plane that had some 600. They will increase daily capacity to 5,000 to 9,000 evacuations per day. Which is a lot. Lets go to the White House and John Harwood is there. This struck both jim and myself, and that is the important question poses, why the self imposed August 31st deadline to get everyone out. The White House could ostensibly extend that in september if they deem it to be safe and do you know if the White House is willing to do that. Well John Kirby said that is a Commander In Chief decision. Hes Operating Off or talking off the timeline that he has. And if you look at 14 days between now and the 31st Of August, if they in fact could sustain a pace of 5,000 to 9,000 evacuees a day, you get to 100,000 in that time frame. And what was unclear and kirby was cagey about this, is how long and how significant is the accommodation that the taliban is going to make. He talked about securing the airport and getting people who get to the airport out. Then there are the additional questions of the thousands people not near or at the Kabul Airport, can they get there. And he was not spelling out what the taliban has said or not said about their ability to get those people there. I would expect as long as you have a smooth evacuation, this is the difference between a temporary humiliation that they suffered yesterday and a longterm calamity. If they could get 100,000 people out, american citizens and our allies, that would go a long way for salvaging the exit for president biden. And as long as that is going peacefully without the hostile interactions. He said no hostile interactions or threats from the taliban to u. S. Forces, as long as that is ob going, i would expect the deadline should it need to be extended to be extended. But as you indicated, a whole lot of work to do to ramp up to 5,000 to 9,000 a day and sustain that pace for the next couple of weeks. It is notable in other news from the Press Conference that kirby confirmed that there were communications, there are communications between u. S. Forces an the taliban outside of the airport in terms of some guarantees i imagine about security. Kylie atwood at the State Department. Could you clarify who among the afghan people are now eligible to get special access to leave the country . Because John Kirby notes that theyve expanded what is called p2, a different category, not just translators who say worked for the military, but looking here, people who worked for u. S. Contractors, people who worked for u. S. Government funded programs, et cetera. Could you explain how big that program is and yeah. Well, i think it is a good question because what we dont know is exactly how the biden administration is determining who theyre flying out right now. Because initially they said that these afterghans had to go thro a Level Screening before they could be flown to the united states or to third countries for the final processing of their visas. But it appears that they are clearly expanding that now given the unfolding crisis in the country. And as you guys have noted, it is significant that the pentagon is now saying that the Kabul Airport is secure. That there are flights going in and out because that is going to enable them to continue with these operations. Five to 9,000 people, that is the best effort, the most number of people that they could get out of the country on a daily basis. If theyre able to get their operations up and running to that point and that is going to be what well watch in the coming days, now that the flights are going in and out and could they get up to the 5 to 9,000 number that they estimate. And as you noted, jim, kirby spoke to the fact that Pentagon Military officials are in touch with taliban officials. He said multiple times a day. He wouldnt describe what the interactions looked like but said the results speak for themselves. So saying that things are going all right right now. But the bottom line is there are a lot of people who are trying to get out of the country and one thing that we learned this morning is that it is hard to estimate exactly how many americans are in the country. But the pentagon is saying there are between 10 and 15,000. That is another group to keep our eyes on. No question. What does it say about the country that so many people want to leave. John harwood, kylie atwood, thank you so much. And stilt to come, im going to speak with i translator that worked alongside u. S.
