Health officials in the biden administration are poised to recommend Covid19 Booster shots for most americans. Now, people ultimately, regardless of age, would get it eight months after being fully vaccinated, getting their second dose of the Pfizer Or Moderna vaccine. The boosters could start rolling out beginning next month. This is a major expansion of the previous plans, and its worth noting the timing. Right in the midst of the chaos in afghanistan. Now, officials expect a booster will also be needed for the oneshot johnson johnson vaccine. If you got j j, thats what you need to know. Officials saying that could be coming this week. So stay tuned. It comes as the Delta Variant is spreading. New cases across the country, which of course is leading to a crush of patients in hospitals primarily among president unvaccinated. Joining us now to talk about this is cnn chief medical Correspondent Dr. Sanjay gupta. And, sanjay, people will wonder what does this mean for me . When am i going to need to get this third shot . How is that going to work . Do i get the same brand, Et Cetera . Right, so what this is going to mean is that these shots will be available for most americans who have had a shot eight months ago. Thats what its sounding like is going to happen here, although its a little confusing because, you know, just over the last couple of weeks we heard sort of a different message about boosters. Yes, they would be recommended for people who had weakened Immune Systems, immuno compromised, but there wasnt a lot of evidence or data to support they should be given to the rest of us. That was the message from the fda just within the last couple of weeks. So, you know, there will be supply, sounds like, of these vaccines available to americans. It may come at the expense of having vaccines available to other countries around the world. But let me show you the data theyre looking at here. Some of the data is coming from the united states. They are also bolstering data from israel. Basically, this is sort of whats happened over time. You look at moderna, you look at pfizer, january compared to july. And you do see some waning effectiveness against the infection. Now, let me just, let me just give you a little bit of context here when you look at data like that. Theyre basically looking at anyone who got tested, right, and people that came back positive. So this kocould be people who we not tested, surveillance for traveling, could be people that ended up in the hospital. They didnt strategy identify that. When i show you the next piece of data people pointed to as a reason not to do boosters in the united states, they point out how effective these shots still are against hospitalization and death. Now, some of this may change over time, but the point is that just the two shots, moderna and pfizer, still very protective against hospitalization and death, and i think thats why this is surprised a lot of people this morning the boosters are being recommended. It sounds like its happening, the shots will be available. We checked into supply. The shots, the number of shots will be available. But in terms of the actual science, im sort of laying it out for you there. So that was the science. I guess the administration, the reporting is lalso looking at results in israel that looked at more people, has tracked them more. There is some fear that its not just a Decrease And Effectiveness against infection, but also potentially serious illness. Is there any reason to worry about that . Yeah, that would absolutely be the trigger, i think. If you start to see people who are vaccinated, aside from immune compromised, but people who are vaccinated against this, are they developing serious illness, serious illness enough to land them in the hospital in particular. And youre right, there may be some early indications of that. It may have been in people over a certain age and people who had their shots further ago. Let me show you specifically what the advisory committee to the cdc, the questions they were sort of asking, put this together to sort of lay it out in terms of how they would look at this. Is the Vaccine Effectiveness waning over time . Is the Vaccine Effectiveness reduced specifically because of the Delta Variant . Does the data vary by subpopulation . Again, elderly, very elderly, compared to younger. Im 51. Should i have be getting the booster the same as my parents who are in their late 70s . Our Booster Dose of Covid19 Safe of Immuno Genetic . Its not unsafe to get a third shot, but just how much more protection does it offer the three of us that are talking here versus people who are, you know, quite elderly at greater risk . I think thats some of the data that i would want to see. In israel, for example, some of the data they first released were primarily in patients who were on hemodialysis, kidney patients. Thats a different subgroup. Im not sure if you can take that data and apply it to the whole population. But nevertheless, it sounds like this is happening, that they are going to recommend Booster Shots for people eight months out from the original shots. A for most people that would mean already good protection would be really, really good protection against serious illness. We have to see some of the data, sanjay. President biden, of course, vowed devastating force against the taliban if fighters interrupt the evacuations of americans. More u. S. Troops arrived overnight at the airport in kabul, the scene of desperation over a chaotic 24 hours. Weve all seen this extraordinary image that appears to show hundreds of afghans packed into a u. S. Military Cargo Plane in an attempt to flee kabul After The Fall of the capital. The situation is said to be much calmer this morning after u. S. Forces shot and killed two men who opened fire at Kabuls Airport during the rush of people to escape. While addressing the rapid fall of the afghan government for the first time, the president admitted that the collapse unfolded more quickly than he anticipated, but he stood firmly behind his decision to withdraw u. S. Troops entirely from afghanistan. He promised to help afghan allies escape, but he left many unanswered questions about how the u. S. Can actually achieve that goal. Former president george w. Bush who entered the u. S. Who entered the u. S. Into this war almost 20 years ago said in a statement from him and the former First Lady that they feel deep sadness over the events unfolding in afghanistan. We do want to get you straight to afghanistan where our Clarissa Ward has been reporting here in recent days. First thing, clarissa, just tell us a little about the scene around you there on the street in kabul. Reporter so, the streets of kabul today, its almost surreal. It feels like things are beginning to get back to normal. We saw a lot more people out on the streets than we did yesterday. We went to a market, as you know from earlier. It was pretty busy. Id say roughly a third or half of the stores were open, some of them closing early to make sure people get home early. But for the most part there is a sense that there is a sort of very tense calm. Thats holding and thats because there are taliban fighters on every Street Corner who are trying to preserve Law And Order because they know the world is watching them right now and they want to get it right. And i should say the reason im a tiny bit distracted because all the taliban fighters who were behind me before are behind our camera. They appear to be engaged in some kind of dispute potentially with someone in the neighborhood. But now it appears that has been resolved peacefully. And thats exactly what im talking go here, right. The taliban wants to show this is their moment. Theyre ready for it, theyre more mature, theyre more diplomatic and they are different essentially from the taliban of 2001. Thats not doing a lot, understandably, to reassure the Tens Of Thousands of afghans who are now desperately afraid for their lives. I mean, i think you could probably argue its in the hundreds of thousands between people who worked for the government, people who worked for the us military, people who were in the afghan forces. The list goes on. People are Hunkered Down waiting for the worst. The taliban said there is a Blanket Amnesty in place that understandably people have a really tough time believing that because their association with the taliban is the taliban of the late 90s and the early 2000s, and the sort of draconian rule that came with that. And then the taliban at the last two decades, which has essentially been a bloody, ugly guerrilla insurgency. Clarissa, first of all, your situational awareness is more important than anything else. If you need to look around or get a sense of whats going on any time our militants are walking around with guns engaged in disputes, make sure you take care of your self and your crew there. If i can ask another question, we were speaking to John Kirby moments ago, the Pentagon Press Secretary, and he gave us a few bits of news i hadnt heard yet. Number one, he claimed the united states had flown out 7 to 800 people in the last 24 hours. He hopes that number will rise to 5 to 9,000 people a day when the u. S. Gets operations up and fully running there. But he also made clear that the u. S. Doesnt intend to extend any Authority Or Assistance beyond the borders of the airport, which means that people have to get there on their own, and thats not clear how thats going to happen for the Tens Of Thousands of people, these afghan allies who need it. Reporter right, and the other question he didnt answer was what about the people whose paperwork is stuck . What about the people who got rejected for some idiosyncratic, bureaucratic reason and they dont know why . They just got a note saying your siv has been declined. What happens to them . How do they can they reapply . Are they given some assurance . And you know, i pressed him on this issue. Can we say concretely that anyone who worked with a u. S. Organization, be it military, be it nongovernmental, be it u. S. Embassy, will be guaranteed they will be gotten out of this country safely . And he didnt really answer the question because the reality is i think the u. S. Understands the magnitude of that task. Youre talking about certainly Tens Of Thousands of people. And how do you achieve that with the constraints on your resources and the constraints of the space that you have with which to operate . Because the taliban is tolerating right now whats happening at the airport. They are allowing the u. S. To station this Evacuation Mission from their takeover of the air space, basically run the entire operation. But there is a limit to that tolerance, and theyve made it very clear. And so the people who are coming up to me who are petrified and desperate, who are asking every day how can we get out, how can i get my paperwork sorted out, theyre worried the minute this operation finishes around august 31st, or whenever that deadline is, that thats it for them. Thats game over. That was their last chance. And i spoke to one woman like this. Shes worked with the u. N. And many other organizations over the years, and shes now absolutely destitute. Shes Hunkered Down, hiding in her home, petrified for her future, and cant even get anyone on the phone to help. Take a listen. It is not easy for a person to work a lot with international organization, having more than ten Years Experience of working with international. And now no one of them help me. Just sending emails to different organization that i worked with you, but now no response. Reporter are you angry . No, not angry. But as a person that who worked with them, now i need their support. It is not fair. Reporter you look very emotional as well. Yeah, because im thinking about my future, my daughters. What will happen to them if they kill me . Two daughters without mother. Reporter you can see, john and brianna, she had her face covered. Shes too frightened to appear on camera. These are the people whose stories need to be told. Theyre too frightened to appear on camera, theyre too frightened to come out on the streets, but theyre desperately in need of assistance. John, brianna . Weve been watching this, a window of time getting them help promised closed. The take away is for some people it isnt just closing, it is closed. It appears to be to show hundreds of afghans packed into a u. S. Military Cargo Plane in a desperate attempt to flee After The Fall of kabul. The Evacuation Flight came near the record. For the most people ever flown in this massive boeing airlifter, and this is a chilling story behind that powerful photo. This photo shows the inside of a u. S. Military Cargo Plane packed with Afghan Refugees. Defense one posting the image online monday, saying the u. S. Air Force C17 evacuated approximately 640 afghan civilians late sunday. Among the men and women desperately escaping the chaos in kabul, some children, including a baby holding a bottle. A Defense Official telling the website, the plane did not intend to take so many people, but made the decision to go anyway. Congressman Adam Kinzinger who served as an Air Force pilot in Afghanistan And Iraq commenting on the evacuation effort. They violated basically every Air Force Regulation Packing that many people in there and in the Long Run thats going to end up saving a lot of peoples lives. The aircraft similar to this one, typically transports troops and cargo around the world. This c17 is believed to be one of several that departed the Kabul Airport monday with hundreds on board. The Air Force says it is among the highest number of people ever flown on a c17. Back in 2013 a crew evacuated more than 670 people during a typhoon in the philippines. This plane, part of the Airlift Operation departing from kabul, transported the Afghan Refugees safely to a u. S. Air Force Base in qatar. It just shows the techniques of the great Air Force personnel that were running that Cargo Plane. And up next, reaction from a republican congressman who served in afghanistan as a green beret. Later were going to hear from the only member of congress who voted against the Afghanistan War right after september 11th. This morning the situation is still incredibly dangerous for americas afghan allies, for people like translators and other Support Staff who have helped americans, who are now in Harms Way after this chaotic withdrawal. Joining me now is Congressman Michael Waltz of florida. He is a Combat Veteran who served in afghanistan as a green beret. Sir, thank you for being with us to talk about this. You were never a fan of the draw down proposed by President Trump and now being executed by President Biden. No. Lets talk about this ending here and what is at stake because the door is closing to help afghan allies and even americans who are outside the airport in kabul. What can you tell us . Well, right now we have americans, American Citizens, passport holders behind taliban lines. The numbers are unclear, but theyre significant numbers. While we may establish control of the Air Field, the taliban have surrounded the Air Field and are not letting people through. So what i was hoping to hear from President Biden yesterday, rather than kind of a litany of justifications of how we got here, was how do we move forward in the near and long term. In the near term, how are we going to get American Citizens out . Are we going to expand beyond the Air Field and go get them . Do the troops on the ground have the authority and the Rules Of Engagement to do that, or even outside of kabul to get americans out . Ill remind you that we have had a navy veteran, mark frareks, held hostage by the taliban a year and a half. The thing the taliban wanted the most is withdraw of the u. S. Forces. One would have thought we would have at least gotten him out. We face the prospect of multiple americans held hostage, on top of then how do we get 70 to 80,000 Afghan Siv and their families out with no flights moving, with the taliban surrounding the Air Field, set the Withdrawal Debate aside. The execution here has been nothing short of disastrous. When you add up all of those people we actually have John Kirby from the pentagon on last hour. He seemed to put the number of americans somewhere between 5 and 10,000. I believe that is the number he put. Thats a huge number. Its a huge number. Withdraw all of our Military Assets before getting americans out. So thats the question. You put those americans together with the visa, the siv folks together with their families, then you consider, for instance, afghans who worked with the embassy. Right. Who worked with american organizations, who worked with american journalism outlets. Youre looking at safely well over 100,000 people. Is there any safe passage for them or the taliban layoff thats what i was hoping to hear from our commander in chief yesterday. How long will we hold this Air Bridge . Are we going to establish corridors . The State Department has to stop giving People Death sentences over typos and paperwork and the wrong forms filled out. They expanded the program, its called p1 and p2. If you werent necessarily an interpreter but you fit all those other categories, you stood for Democracy And Freedom publicly and against the taliban, you still have to get to a third country to then to pakistan or, or iran. We could eliminate that program. The State Department could drastically streamline the bureaucracy like they did for the South Vietnamese so many years ago. And then what are the Rules Of Engagement for the military . How long will we keep that Air Bridge there . We dont have answers to any of that. There are no answers to that. I also want to ask you something weve been talking with other veterans about, the moral injury of this. Yeah. I think talking to a lot of veterans, they look back on their service, and when they find value in it, it isnt necessarily in the policy that took them to afghanistan. But they are so proud of the fact that they served alongside their Brothers And Sisters in arms, and for veterans like your self that includes your afghan allies who went on so many dangerous Combat Missions with you. Yeah. What does it do to you as you consider they may be sacrificed . Ive been in a very, like so many others, unhealthy mix of rage and grief. And its not just the veterans. Its Gold Star families. Its victims of 9 11. You know, i want them to hear me loud and clear. Their sacrifice was not in vain. It was not in vain. America was kept safe for decades. We had an entire generation grow up not worried about planes flying into buildings or Suicide Bombers on school buses. But the thing that has me perhaps the most upset is that thats all now gone. Al qaeda 3. 0 will come roaring back. Where biden is so fundamentally wrong is this isnt an afghan problem, this is a global problem. And terrorism that grows in afghanistan will spread like a cancer. It wont stay there. It will follow us back. So as we head into the 20th anniversary of 9 11, with the prospect of Al Qaeda 3. 0 following us home, that to me and further, the fact that were in a worse place than we were in 2001. Some future soldiers are going to have to go back to deal with this. But now we have no bases. Our local allies will have been hunted down. The taliban are armed to the teeth from all of the weapons that they have now taken from the afghan army. We do not have a single country in the region thats agreed to host american forces or a base. I dont know how we deal with this in the future, but there will be more american blood spilled because of this policy decision, and that to me is whats so upsetting. Moments ago i spoke to Pentagon Press Secretary John Kirby on the latest assessment from the pentagon. There are certainly thousands of americans. We dont have an exact count. I would say somewhere best guess between 5 and 10,000 that are near kabul. There was a message put out by the secretary sorry, the State Department today advising those americans about how to queue up and how to get to the airport so that now security is better, they dont need to necessarily shelterinplace and they can begin movement to the airport for processing flights out. So this does come as the Blame Game is starting between different factions in the biden administration as to why they didnt act sooner to get the 5 to 10,000 americans out of afghanistan. Lets bring in cnn national correspondent Kylie Atwood and barbara starr. Kylie, the Finger Pointing, what are you learning . Reporter john, what were learning is the biden administration officials have stayed far away from how this all went down. But behind the scenes youre already starting to see officials point the finger at other officials for why this went wrong. So youve got folks at the pentagon pointing to the State Department saying that they had warned the State Department that they should more rapidly draw down diplomatic personnel from the embassy in kabul sooner than they did. And then you have the State Department saying, look, we did everything that we could. We had started to slowly withdraw diplomatic personnel, but we were ultimately making the decision to fully pull them out based on the intelligence we were getting and we thought that we had more time. And as you have seen many officials say, the taliban took over afghanistan in kabul much more rapidly than many of those assessments had laid out. Then you have the Intelligence Community and they are saying, no, we had warned of a rapid possible taliban complete takeover of afghanistan. So theres a lot of Finger Pointing happening right now. And i think its important to note that this is going to be litigated over days, weeks and months. And theres still a lot of questions about exactly how these decisions were made. And, barbara to you, just operationally here, John Kirby at the pentagon said that folks, americans, presumably afghan allies of america can begin movement to the airport here at some point soon. There doesnt seem to be any indication of support for them to get there safely, though. What are you hearing . Reporter well, i think kirby made the Critical Point that there is no Military Plan right now to go out into the Country Side where so many of these afghans live and try and convoy them or fly them to kabul to get to the airport. You know, literally all of afghanistan now controlled by the taliban and no real ability of the u. S. Military to get out there and scoop up these people. So what they are focusing on is getting that security under control at the airport so they dont see a repeat of yesterdays scenes getting more troops in to provide security and more aircraft and basically trying to get as many people as they can out right now. He went into some of this detail about the numbers and the statistics. Just on the military craft alone, we believe we can get between 5 and 9,000 people out per day. Of course, some of Thats Weather dependent, obviously security depend end. But we have the capacity to literally move thousands per day once we get everybody on the ground, all the Security Troops we need there and we can continue the flow of aircraft. First to come out, a young child held by a relative carried into a waiting plane. Next up, an elderly woman in a wheelchair unable to walk, lifted out of her chair, shes carried up step by cautious step on her way to the help that still eludes so many. Things are out of control at the hospital, he says. Not enough doctors, not enough medicine, serious injuries. We need urgent help before things get worse. At least 1400 have been killed and thousands more injured in the worst earthquake to strike here since 2010. Not far from the airport, this is what remains of a multistory hotel. Officials say there could still be bodies in this rubble. Some here digging, trying to help. Others digging for Scrap Metal and air conditioners. What you dont see here are haitian authorities. There is no police presence. Theres no firefighters. There are no Search And Rescue crews here. Theres just people from the community, and this lone excavator that is not currently in operation. Its very indicative of what were seeing as we drivet throh this area near the epicenter. Aid isnt arriving quickly. Part of the reason, blocked roads like this one, impassable for some convoys. The effort is taking time to actually get there. I mean, we should have been there already. Were getting started, but were not satisfied. Reporter back at the airport, first responders desperately look for a way to get this young girl out. Shes stoic, but her leg is gravely injured and shes clearly in pain. This plane is full. At this point in time, the big question is, americans are in afghanistan and it appears 5 to 10,000 of them may not have an exit out. In addition, you have tens and Tens Of Thousands more afghan allies who also cannot find a way out. What are you learning . What can be done to get those folks to safety as the u. S. Has promised them . Thank you so much, brianna. And this is a very dire situation in many ways, its an emergency. So we have to use all of our tools to make sure each and every american, each and every afghan ally get out or evacuated and we must do this quickly. No one expected and i think the president laid it out, the taliban would rush on and take over kabul ain such a short period of time. Having said thats correct we have to use every tool we have to ensure their safety. It has to be orderly. We have to expedite these special american visas. Weve been working on this for months now. I chaired the subcommittee on appropriations which appropriates much of the funds that we need. We have to do this. This is emergency, we have to protect everyone and evacuate all of those that need to be evacuated and placed out of Harms Way. And its a dire situation, but we have to do this. We must do it. I do want to ask you as we watched that moment of you on the floor, how do you think all these years later, after being criticized for your vote that day . Well, brianna, you know, i take a lot of criticism. We all do for a lot of issues. I think whats important is that we gave and this is what i knew then we were giving any president the short to use force forever, which established the framework for forever wars. Congress has a responsibility to debate and authorize the use of force. We dont give it to president s just to use in perpetuity. And thats what happened. I knew then that theres no Military Solution in afghanistan. You have to understand the history there. And so we cant nation build. Our troops did everything we asked them to do. They accomplished their goals and their mission. Why in the world would we allow any president to keep our brave troops in Harms Way for this long is mind boggling. Having said that, we have to learn the lessons. We have three aspects of our foreign and military policy. Diplomacy, development and defense. And we have to rebalance those so that we dont end up in a situation where theres, you know, 20 years more because if we have 20 more years, well still be in the same situation as were in now. And so its important that we learn the lessons. But right now weve got to get people out and weve got to make sure these evacuations go smoothly and safely, and thats what we have to focus on. What i want it know, what feelings have come up for you the last few days as youve watched afghanistan fall . Yeah, definitely. Its definitely been difficult for me and i know for so many Gold Star families to watch whats unfolding. The scenes from afghanistan are just devastating and, you know, for me my dad was killed in kabul, and to watch the taliban walking on the streets where he was killed when 11 years ago we were told they were Making Headway and we were told that, you know, we would defeat the taliban and not avenge his death, but were Making Headway there. To csee how quickly afghanistan crumbled under the taliban, you wonder what have we been doing for 20 years. You have made it something of a mission. You went to college to study journalism and try to understand the war in afghanistan. I know that sounds like a big subject, but literally, you tried to understand it, a year ago you wrote an oped, i never understood why my dad died in afghanistan. Turns out neither did american leaders. That was january. Yeah. It applies right now. It does. The Afghanistan Papers came out in late 2019. At the time i remember reading them. I am working on a Book Kind of about like my dad, a memoir. I remember reading the Afghanistan Papers. Theyre all about the mistakes that were made and just about the war in afghanistan. I thought, oh, here it is. Heres when our country is going to care. Theyre going to see the mistakes and were going to finally end this war or at least have people take credit for the mistakes that were made. And that never happened. So i wrote, i wrote that oped. It got traction within the military community and it you know, from there it was just silence. But i think a lot of military and Gold Star families and service members are useed to that. Its like you ask these questions and do these things, then nothing. There were no answers to it. Every time i kind of go down this road, i spent the past decade really, like you said, taking on researching the war, trying to understand it. But i can never get answers. It always comes down to your dad was a hero, theres meaning in his death and i totally believe that my dad sacrificed his life and my family sacrificed so much. But its difficult when theres no answers there. How important is closure to you . I thought i mean, for a decade ive been wanting closure and ive been wanting purpose and meaning. I felt like it was very important to me. But seeing how everything is unfolding now, i just i feel like Gold Star families will never have that. And i think that thats a shame, but at the same time i think it kind of is what it is in a sense right now. I mean, i think the more we see from afghanistan and, like i said, seeing the Taliban Resurge the way they have, we wont have that closure. You said one of the things you kept on being told was that your father was a hero, and then i couldnt Help But Notice you touched your stomach. Youre due in a month. I am. September 13th which is too close to september 11, for comfort. He could be born on september 11, which would be the perfect recap of a decade of me researching this war and all of this. But, yeah, yeah. So its definitely brought up new feelings and new emotions about the war and about losing my dad. You know, my kid, my son is going to grow up with only memories of his grandfather. And looking back now, why . Why is that, you know. So, yeah, but i do feel a lot of Gold Star Family Members i Cant Speak for everyone.
