Eastern time In Washington The American president Joe Biden plans to address the nation. That after a weekend of silence as americans watched an american retreat and american embarrassment. Describe the scene you are seeing at that airport, nick patonwalsh. The american investment was so palpable and this extraordinary modern place and contractors came in on dozens of flights a day and now over run by people to reach a civilian flight unaware that those have been cancelled and racing towards u. S. Cargo planes to get on any way they possibly could and rendering the system The Americans set up here to try to get out afghan who assisted them. Many thought when they announced Tens Of Thousands of afghans out that you never would see chaos but these sorts of scenes are startling and led to u. S. Suspension of flights. Ive seen flares must be helicopters trying to protect planes and its clearly volatile. That is inside the airport. We tried to head out to it ourselves and it was startling at the gate where the taliban and they were essentially doing Crowd Control for the benefit of the united states, keeping back many of the afghans trying to swarm that particular airport. There will be some who say they were trying to people leaving they thought were u. S. Allies but on the ground doing additional things to the u. S. And using vehicles given by the united states to Afghan Security Forces and the taliban have now taken. I saw people trying to climb 10, 20foot walls and wrestling gates and trying to people back. A volatile situation there, certainly. A bizarre moment of irony to flip into words but to see the united States Enemy for 20 years right up against the last patch of land they still control here in afghanistan is a startling sight, frankly, even after the last ten days, after so many years here, i simply never i would see it unravel like this. Lets reinforce the context of that. You say the taliban are Crowd Control for The Americans outside the airport. That might be helpful at the moment, it is just also beyond any reasonable doubt reasonable doubt, any doubt now, nick, that outside of that patch of land you call it the airport, afghanistan is now under the control of the taliban fully, period, full stop. Absolutely no doubt about that at all. Even the possibility there might have been pockets of resistance. Remember, this is what che called a Ring Of Steel surrounded by security forces where the money was, where the guns were, where americans put in so much investment. I thought if the taliban moved in there might be occasionally bits of crossfire here but little or none of that we have seen. Not only crackle of gunfire here and there but it comes back to people firing in the air to get the crowds back. That instance it seems u. S. Troops killed two what they said were armed men. That he clearly under intense pressure at the airport with crowds rushing in their direction and armed taliban somewhere within the mix around the airport, too. It shows how messy it is at that airport and how, i think, that plan the u. S. Had to save those Tens Of Thousands of afghans which seemed to me very optimistic in the chaos of this country where the taliban advanced is going to be very imperiled in the days ahead, if not, to some degree, impossible. We will have to see how the taliban choose to function. They have maintained today, as far as we can see, calm and order inside the capital. Remarkable sight, frankly, to drive down the street and see taliban. I only ever noticed this hiding behind trees or far away in the hills as they took pot shots at americans and now walking downed the streets and in broad daylight carrying their guns they are the power here and keeping a degree of calm. Perhaps they are looking for some element of international respect ability. We will have to see how Joe Biden in the hours ahead, after this extraordinary Foreign Policy failing office unconditional doing how he squares what has happened in the last week and how he is going to deal with the taliban. I should point out a government, a group here the u. S. Always really in the last few years known they have to do diplomacy with and find a Negotiation And Nobody thought it would end this way. Nick was just describing the situation on the ground. Afghanistan has fallen to the taliban. President of the united states was silent this weekend as this all played out. He will address The American people and the world in a few hours. What must he say . Well, i think its very important, considering that this is, obviously, a sad and tragic day and particularly those over the last 20 years who served in afghanistan and sacrificed to make sure that what has happened today would not happen. So i think the president has to take responsibility. He is President Of The United States. He is going to have to take responsibility. He is going to have to admit the mistakes that were made and, at the same time, i think as Commander In Chief, he is going to have to make very clear to the world that the united states is going to go after terrorism no matter where its located and that we will not stand for Al Qaeda or isis to reestablish themselves in this islamic caliphate. He has to say we will continue the war against terrorism and protect The American people. Lastly, i think he has to indicate that we will do everything necessary to make sure a humanitarian disaster doesnt unfold in afghanistan wr with regards the people there and that will take diplomacy and strong muscle to make sure the taliban have to join the rest of the world in the way they behave. I want to start with the challenge for the President Of The United States. You say he should admit mistakes here. He should take responsibility because he is the Commander In Chief at this moment. I want you to listen to a little bit of this president. This is over the last four months describing the key metrics of this withdrawal from afghanistan and how he said, how he promised it would play out. And if we leave, we are going to do in a safe and orderly way and we will do it responsibly, deliberately and safely but not take our eye off the terrorist threat. They have the capacity to be able to sustain the government. The withdrawdown is a proceeding and secure and orderly way. If the taliban takeover in afghanistan now inevitable . It is not. The likelihood that taliban overtaking everything and running the whole country is highly unlyle. Leon panetta, wrong, wrong, as you go through the list there from the President Of The United States. His judgment and his credibility are part of the calculation the president has to deal with as he addresses The American people today. There is no question. Look. This is a situation that deteriorated rapidly beyond anyones imagination. No one expected what happened. No one expected the taliban to move as quickly as they did. They, obviously, had a strategy to do this. They knew where they were going both from the north and the west and they had prepositioned weapons, so they clearly had a strategy and we were not aware of just how rapidly that would happen. Let me jump in on that point. Because of your unique experience. The former Cia Director, the former defense chief, the pentagon chief, the former white House Chief of staff, how did the united states not know . You knew coming into this this president had to know coming into this, as you did when you served in the Obama Administration the taliban are bad actors so you have to keep as many eyes on them as possible. How can you not know there are massing forces and massing equipment . There is no question that, for What Jever reason, We Did N Have Sources In The Right place to tell us exactly what is going to happen. I know the Intelligence Community did say that it would probably be six to nine months before afghanistan collapsed, and they missed it. And they missed what was going on. They missed the fact that the taliban, obviously, were preparing for this strategy once the united states pulled their forces out. They knew they could take advantage of it. And i think the Intelligence Community understood that. But they did not understand how prepared the taliban was to conduct the kind of campaign they did over these last few days. They captured 12 provincial capitals within a matter of a few days. That is incredible. It is incredible. Listen to jake sullivan, the president s national security adviser, this morning trying to explain. He said, look. The president is surprised that what happened, what you just described played out so fast. He said the president is resolute in his decision that america needs to come home after 20 years and yesterdays reinforced his point that if the afghans dont fight, why should americans die to protect them . Listen. The president did not think it was Inevident Evidentable the taliban would take control of the afghanistan. He thought the national security forces could step up and fight. We spent 20 years and tens of billions of dollars giving them the best Equipment And Use of support from the u. S. Forces for 20 years. When push came to shove, they decided not to step up and fight for their country. I think youll agree and disagree if you dont. One of the challenges is the credibility of what american government officials from the president on down say to The American people and what they have said, frankly, over the past 20 years. You just heard jake sullivan, a good public servant, the national security adviser, saying we spent 20 years, tens of billions of dollars and thought they could step up and fight. You went through this. You were president when you were the Defense Secretary and Cia Director and President Obama wanted to end this war and come home and repeatedly the general said, afghans wont fight. We keep training them and we have a small contingent that is good but the rest wont fight. Why should we believe the White House when we say the president was told the afghans would fight and anybody i talk to, you would say the same. The generals and contractors and people on the ground said for 20 years, actually, no, most of them wont. You know, i think we got to go back to the beginning here, john, which was why did we get into afghanistan . We went there for basically two missions. One was to make sure that those involved in the 9 11 attack, Osama Bin Laden and Al Qaeda would never conduct that attack again and we would make sure of that. We accomplished that mission. We had a second mission which was to make sure that afghanistan would never again bulk a Safe Haven for terrorists and for Al Qaeda. We failed at that mission. But that was the mission we were trying to achieve and it does involve our national security. So it was not that it was all a wasted effort. I think they are, obviously, were a lot of lives put on the line and a lot of sacrifices made in order to make sure that we could prevent afghanistan from turning into a Safe Haven for Al Qaeda again. Its obvious that a lot of mistakes have been made. Mistakes in judgment and mistakes in terms of strategy. Look. The Simplest Lesson that we failed to learn here is the lesson from vietnam and from iraq and from other places, which is, one, you need to have a clear mission when you deploy our forces. What is the mission youre trying to achieve . Secondly, youve got to make sure you have a strategy to achieve that mission and, thi thirdly, you have of to an end game. When to get the hell out. Unfortunately, we never implemented those principles in afghanistan. Lastly, let me ask you again if you were the white House Chief of staff today, as you have been in the past you would be the last person probably to talk to the president before he walked out to give that address to The American people today. Put this in a context. This moment is what for Joe Biden, President Biden . You know, in many ways, i think of John Kennedy and the Bay Of Pigs, you know . It unfolded quickly and the president thought that everything would be fine and that was not the case. But President Kennedy took responsibility for what took place. I strongly recommend to President Biden that he take responsibility and admit the mistakes that were made. He has been, i think, truthful with The American people and he has got continue to be very truthful. We have been through a difficult few days here in afghanistan and he has got to make clear to The American people that as Ch Commander in chief he is going to continue to protect our national security and that we are going to go after terrorists wherever the hell they are at. He has just got to ensure that the united states of america remains a strong World Leader that can work with our allies to try to protect peace and prosperity. That is the message hes got to give The American people and the world because our credibility right now is in question. This as the pentagon now adding troops to help secure the Kabul Airport so it can keep Vaticaning Americans and get others who want to leave the country out as well. The State Department is working to keep track of americans still in afghanistan and warning them not to head for the Kabul Airport until they are told its safe to do so. Cnns Kylie Atwoo is live for us at the pentagon and we begin with kaitlan collins. He will have to address what is facing him now given the first time the president has spoken on afghanistan publicly since Last Tuesday and also the first time he has spoken since the collapse of the government over the weekend since we have seen the chaos ensued In Kabul and that is something his officials have talked about all morning but we have not heard from the president , himself, in person. He did issue a statement over the weekend authorizing more troops to that area. We know there are thousands of them in afghanistan ago amid this withdraw process. Of course, there are big questions facing the president , facing his top national security advisers as they have bluntly admitted that the taliban takeover happened much faster than they had anticipated. We know that President Biden had been briefed on the possible outcomes here. The White House has said many times when he was making this decision to withdraw he sdnts ask his team to sugarcoat it and new the risks they were t taking. Given how it was planned so poorly and given what we have seen happened and the fact six weeks ago the president told he did not think there would be any comparison whatsoever to the Fall Of Saigon and what happened in the 1970s with people being evacuated from there to what is happening now. When we have seen those images of helicopters hovering over the u. S. Embassy in Kabul Yesterday as they were trying to desperately get people from the embassy to the airport is something the officials have really had a struggle to explain exactly those images paired with what president was saying six weeks ago when he said he was confident that that was not going to happen. He also did not believe a taliban takeover, which we have now seen, was inevitable. Kaitlan collins, thank you, live at the White House. Kylie, Keeping In Touch with The Americans still in afghanistan and trying to complete the evacuations, what are you hearing . Reporter john, here is what we know. What we know is the u. S. Diplomats were safely evacuated out of that embassy. They went to the airport In Kabul. What we dont know is how many of those diplomats, how many contractors have safely gone out of the country. Now, we have been told that about 5,000 is the maximum capacity for the number of people that the u. S. Could get out of afghanistan on a daily basis. But they havent yet reached that capacity. Of course, the fact that, right now, there are no flights leaving that airport right now. The u. S. Military has put a hold for now on these flights because they have to secure the runway. We have seen these incredible devastating images of these afghans chasing after and trying to hold on to these american flights that are leaving the country. Of course, that is complicating things as the u. S. Is trying to get out, not only their diplomats but the afghans who worked alongside u. S. Diplomat and u. S. Military officials the last 20 years. Barbara starr, 3,000 troops on the ground and 3,000 on the way . I dont know what the exact math is at this moment. Lay out the mission for us. John, forget the message points and forget everything youve heard from political appo appointees. They are in a major operation in afghanistan. They are deploying an entire brigade of the 82nd Airborne and rapid response division, that unit, and hope them all there in the coming days. A total of about 6,000 troops they hope to get in. But before they can get those troops in, as kylie just said, they are in the middle of trying to clear the Air Field and get those afghans back under some semblance of essentially Crowd Control. They cant let them be on the Air Field. Its dangerous for them, its dangerous for everybody. The way ahead now is trying to get those flights out resumed and trying to get troops in. John . As the chaos played out over the weekend, there were splitscreen images certain to make any president cringe. On the right, a scene over the u. S. Embassy In Kabul. On the left, saigon 46 years ago. The president scoffed at any such comparison months ago. Do you see any parallels between this withdrawal and what happened in vietnam. None, whatsoever. Zero. They are not remotely comparable in terms of capability. There is going to be no circumstance where youre going to go to people lifted off the roof of a embassy of the united states from afghanistan. It is not at all comparable. Not all comparable. With me to share their experience is sharon glass of the Washington Post and let me add something else. I spoke with leon panetta, the defense, Cia Director, white House Chief of staff, also a Budget Director and congressman. He compared it to this. I think of John Kennedy and the Bay Of Pigs, you know . It unfolded quickly and the president Thought Everything would be fine and that was not the case. But President Kennedy took responsibility for what took place, and i strongly recommend to President Biden that he take responsibility, admit the mistakes that were made. How serious, susan, is the President S Challenge this afternoon in the sense that he needs to tell The American people what is happening and a Credibility And Judgment question here. Absolutely, john. I think this is, no question, the toughest week of his presidency so far. It was something that not only was he and his top staff not prepared for, but they have not leveled, i think, yet with The American people about what their expectations were. We are seeing these clips playing over and over again in a loop. The Bottom Line is on july 8th, Joe Biden said it would not happen that the taliban would sweep across the country and do exactly what they just did. Either Joe Biden was dangerously misinformed to the point of being reckless and naive, or he wasnt leveling with The American people. Either way, that causes an enormous problem for his presidency and, by the way, this tragedy is still unfolding for millions of afghan people who will now be living with the consequences of our actions. He has The American people to speak to today. If youre an afghan Woman Or Ngo or one of the organizations going in there trying to build an education system, you have, like that, the taliban, the dark ages, back in charge of afghanistan. And it was inevitable because the taliban have been gaining strength and we have known almost two decades that the afghan military was not kind of gaining the capacity it needed to take on this challenge of defending the country, securing it, and kind of maining the Status Quo go forward. We knew that and the administration knew that and a K Contradiction in the talking points. They say we didnt how fast it would happen. The two dont align right now because, unfortunately, ofg in afghanistan, we are seeing a dire situation that will only get worse over time in afghanistan and the administration needs to own up and find a way to secure that that raises a critical point in the sense there is plenty of blame to go around. President trump said we would get out and debt a deadline and then the biden administration said they didnt make a plan to get out. Taliban did not fight. When you hear the Biden Team say ig trumps fault or afghan fault they have access to that intelligence and could have demanded the taliban we need six more months. Trump didnt leave us a plan they need six more months but they didnt. This is theirs. When i watch the president making those remarks and proven spectacularly wrong it puts Joe Biden in the tradition of feeding The American people a load of b. S. About the situation in afghanistan. Its not just donald trump. Its not just Joe Biden. We also are Barack Obama talking about how great the Afghan Security Forces were and how they were in charge and leading the operations and priority that President George H. W. Bush make similar claims. The Bay Of Pigs didnt take 20 years. The latest push by the taliban is about 18 months old. They started going to local leaders, going to Local War Lords and paying them off well before this final push. The fact we would be completely by surprise is a shock and i think part of what Joe Biden has to explain. Im sure he is coming out and be unapologetic about the policy at large and he has to explain the execution over the last week and why he said what he said. Is this a oneoff . Forgive the term. But is this about Joe Biden and afghanistan, or the united states and afghanistan, or is this a moment, a lot of bad actors in the world see a american president on his heels a little bit . Should the eyes be looking around the world for some sort of Domino Effect . The Bottom Line if you want to understand how the worlds bad actors are looking at this, you could do no better than look at the chinese propaganda today. A lot of selfsatisfaction that the idea that The Americans are being humiliated here, i think we will see the same thing on russian tv. There is a credibility issue. Although, of course, this is a continuation. John, the last few years during the Trump Era what i heard consistently from foreign diplomats and officials was is trump a oneoff . Or is trumpism here to stay . Is american retreat here to stay . I think that this idea of a super power, not just humiliated but its credibility is shredded and its competence and basic ability to tell The Truth has called into question. I think people who argue that biden was really going to be a continuation of trump who was a continuation of obama in terms of pulling the united states back, they are going to have a lot of support for that argument after this. I want to bring up this here to your point in your most recent Oped Piece in the washington po post. You talk about children going back to school. Children and children and staff and custodians back in school. The Delta Variant the original Covid19 Cove like a common cold if you get sick on average you in fact, two people. Delta variant if you get sick on average you in fact, eight people. What is the challenge right now . This is probably the most dangerous time for our children when it comes to the pandemic and we are now getting our children back for Inperson Instruction which is essential. We need to make this happen but we also have to think about how we can do this safely. I think that is why so many in public health are frustrated there is still an argument about masking. Why wouldnt we want every single tool at our disposal to help to keep our children safe at this point . We wouldnt imagine bringing together 20, 30 unvaccinated adults, putting them in a single room together the entire day and have them not wear masks. Why would we say that that is okay for our children . Its possible for us to get our kids back in school safely and to keep our schools open. But Masking And Testing and ventilation are important steps that we should use them all because that is really what its about, protecting our kids. You mentioned earlier about how important it is to follow the data. What more do we know . I saw dr. Collins on tv over the weekend saying more children are now ending up in icus . Is that because more adults are vaccinated or the Delta Strain, in particular, is hurting children more . I dont think we know the answer to this. We definitely know that the unvaccinate are at much higher risk because the Delta Variant is so contagious and children constitute a higher proportion of the unvaccinated. T thankfully, our older adults are vaccinated and the children are unvaccinated. Its not surprising we see an increasing number of cases in children. There is data suggests that people who get the Delta Variant become more ill and that may also explain why children are becoming more ill and more than 200 children are being hospitalized every single day across the u.
