They are temporarily suspending the airport after the afghans flooded it. The u. S. Has dispatched also an additional 1,000 Combat Troops now bringing the total up to 6,000 new troops in the country to secure the Airport Perimeter and help get american diplomatic personnel and others out safely. Lets begin with Nick Paton Walsh With Kabul with the situation at the airport. What we just saw was complete chaos. Anything but an orderly draw down. Reporter yeah, i have to tell you, Hamid Karzai International Airport is the symbol of The American presence, how to ferry in and out u. S. Diplomats over this 20 Year Presence and to see People Clamoring desperate to jump on to cargo aircraft, startling scenes and the rattle of gunfire in the distance. A reminder of the panic being felt by u. S. Troops trying to secure the area. And essentially so many afghans left because of this unconditional withdrawal and left with no choice but to try to get civilian flights out, theyve been canceled. Flights temporarily suspended because of the chaotic scenes. I got as far as the last entry checkpoint, the way into the Airport Compound this afternoon and it the taliban were essentially in control of that roundabout that leads into the airport. Remarkable that the united states 20 Year Enemy is simply up against them, they werent talking or appeared to be in confrontation but at the symbol of americans moderation of kabul. The taliban were doing Crowd Control to keep people away for the last chunk of afghanistan that america still controls, pushing people back and taking off Afghan Security Forces to control people from moving from away. But the crowds were trying anything. Rushing in large numbers some of the gaetzs. We heard crackles of gunfire as they were pushed back and i saw one Man Clamoring up the huge concrete walls, used to push away blasts when the insurgency would attack the airport and a man trying to jump over and get on to the airfield. I never imagined i would see anything like that. But startling to see the taliban trying to bring some degree of order to those crowds thronging toward the airport. Well, they run it now. They run the capital and the country. Nick paton walsh, thank you very much. The nation is still rating to hear from President Biden as the chaos unfolds in afghanistan. The president is expected to address the country in the coming days. Lets bring in our chief national Affairs Correspondent Jeff Zeleny and from the New York Times david sanger. Jeff, the key question is where is the president . Well, poppy, we know that he is in camp david, not far from washington. What was supposed to be his august vacation, but we also know many President S in the past, august has a way of intruding on vacations. So the President Iss engaged an get getting briefings ands of now hes not scheduled to speak in the coming hours or even today. That could change. But less important of when hes going to speak is what hes going to say. And that is one of the reasons for a delay. There is very little that he could say that is good news. He is the commanderinchief, there was a clearly an Intelligence Problem with his team and that is behind the delay having him address the nation on this. They do not know exactly what he is going to say. It has been six days since weve heard from President Biden on afghanistan. And things have changed dramatically there as we can see. That is an understatement of the highest proportions here. So we do know that at some point he will address this. He has to address this. Yes, there is plenty of blame to go around of previous President S but he is the commanderinchief and this is on his administration here to really explain how all of this happens so quickly. David sanger, the images of saigon, 1975 and kabul 2021, i think we have pictures of this, that desperate escape atop the embassy in vietnam and now a desperate escape from kabul in the year 2021. I just wonder, was this avoidable . Right . Could the u. S. Have withdrawn in such a way to prevent the rapid collapse of the country . Well, certainly, jim, i think it is the view of many of those who support President Biden and even some inside his organization who believe that this could have been executed a lot better. There are sort of two separate issues. The first is a question of whether to get out and i think there President Biden feels that hes on pretty solid ground making the case that if you couldnt change the country in 20 years, an additional one or two or five Years Wouldnt have a difference. But having announced in april that we were leaving and by a date certain, september 11th, something he moved up some, there was a new responsibility to get the interpreters, the others who helped The American forces out of the country quickly, to diminish the size of the u. S. Embassy, something the pentagon had urged them to do so there wouldnt be a rush to the exits. The resistance to that idea was understandable. They didnt want to look to be abandoning the government of that was in place. Right. President ghanis government. But i think they felt if they left too quickly, it would seem the taliban would run right knew. And they had 18 months and then six months. Right. So Jeff Zeleny, to davids point and jims question about could this be different, one thing that we know for sure that doesnt depend on the intelligence is that the biden administration could have acted much more quickly and listened to even many of the fellow democrats in congress like Congressman Seth Moulton who have been saying for months, you have to do more to get out those who aided the u. S. , right. You have to do more. You have to do it now. Congressman seth moulton, a huge voice overnight with a scathing statement. He said to say that today is anything short of a disaster would be dishonest, worse it was avoidable. And to what the president is going to say when he does address the nation, he has to answer to those critics in his own party. No doubt about it. And this is been a date circled on the calendar by the president himself for the last several months. There has been a quiet conversation of how to get the interpreters and others who have supported this effort for the last 20 years and americas longest war. So they have been starting several thousand that have been removed already. But No One was anticipated this to happen as quickly. I was talking to a white House Official on friday who was essentially saying they have so much more time. That clearly did not prove to be the case here. So going forward, the president has to acknowledge what he did. But going forward what failures. And the reason is this, the credibility of this administration is on the line unlike any point in his presidency. Not about this, but Foreign Policy challenges going forward. That is why it is important what he says. David, put this in the broader sweep of the biden administration. Because one of his stated goals was to regain american respect abroad. Respect for alliances, nato, respecting Europe And China and russia. What does this withdrawal do to that respect . I think there are two elements that have hurt him. The first being that they came in saying they were going to restore competency. And they did. We had 70 of the Adult Population vaccinated, the economy was coming back. This certainly hampers the argument that they have thought every step through. But then the second one is there are a lot of close allies, as your question suggests, who say, look, if the united states is going to make a set of assurances that will always be there to aid you, or what is going to happen once people recognize that you didnt really stay to stand up for your closest allies on the the ground in kabul. And that is why it was such a big mistake not getting those who aided The American effort out much more quickly. Remember the outrage when trump attempted twice to leave the kurds in syria. That is right. Jeff zeleny, david sanger, thank you very much. Joining me now is jake hockenclause, a marine and former Platoon Commander in afghanistan. Congressman, thank you for taking the time this morning. Good to be on. You served as i mentioned in the marines in 2012 in afghanistan. You lost bothers in arms there. As many marines did. Do you now feel that that effort was wasted . There were two missions in afghanistan. There was a Counterterrorism Mission that was designed to deny Safe Harbor to terrorists who would strike the u. S. Homeland and to bring to justice the architects of 9 11. The Counterterrorism Mission was largely successful, Osama Bin Laden is dead and there is no attacks from afghanistan. But it morphed under Bush And Rumsfeld into a Boondoggle Mission and that is failed and that was always doomed to fail because Counter Insurgency is a political effort, it requires a political partner and the leaders in kabul were never that partner. So on the Counterterrorism Mission, you have the director of the cia and the chairman of the joint chiefs saying that the u. S. Has lost intelligence capabilities on the ground. U. S. Counterterror missions will have to be run from outside of the country, hundreds of miles away. Can the u. S. Safely protect the homeland from groups like Al Qaeda from outside afghanistan now . This is going to be a focus of questioning in the national security briefings that members of congress will receive in a couple of weeks from the administration. I would add to what you said that the taliban have freed prisoners at Bagram Air base who have close affiliations with Al Qaeda. The united states needs to ensure that its over the Horizon Counterterrorism capabilities are sufficient to eradicate any imminent threats to the homeland that might be coming from afghanistan. But the fact is, you have the director of the cia saying we as a country have lost Intelligence Gathering Capability by being out of the country. Those forces are going to be farther away. The drones are going to be flying from farther away. That means less time over target. As a practical matter, arent we less safe . And what i would say to critics who say were less safe is what is the alternative . It is more boots on the ground. It was not status quo. Or keeping 2,000 troops in afghanistan. It was to ramp up to counter the taliban Fighting Season in 2021. And that means more Gold Star families. That means another year, more troops, more time, more treasure in a failed Forever War. This president had the integrity to tell a hard truth to The American people, we cant win it. Listen, i spent time embedded in afghanistan, too. I met soldiers there, including marines who lost their lives. I will never underplay the sacrifice that american families have had. But i want to ask why then does the biden administration keep troops in iraq, right, to help stabilize the country, fight terrorism, in syria, to fight the remnants of isis there, but not in afghanistan. What is the consistent approach . The consistent approach is counterterrorism. It is the overarching mission that is really across all nations of the world that the united states retains the prerogative to neutralize Terrorist Threats wherever they are and if necessary Will Insert s. E. A. L. Team six. What is different is were not Nation Building any more in afghanistan. To nation build you need a partner and given the chance of a lifetime, the leaders of kabul lined their own pockets and had Corruption And Incompetence and did not build the nation alongside of it. It is a fair point. And ive spoken to people in afghanistan noted this is a corrupt government and the military made a calculation that they didnt want to fight for this government. But it is also true that the Afghan Security Forces saw the u. S. Leave them. And they calculated they were being abandoned. And therefore why fight. And i just wonder, why wouldnt it have been worth to keep a small u. S. Foot print there to give them confidence that the u. S. Wasnt walking away . The Afghan Security Forces were abandoned by their own leadership. We built 300,000 plus, we built them a World Class Air force. But Front Line troops couldnt get enough bullets or rations. That is corruption from their own leader shich. They would have not, i served alongside afghan police, these are good Tact Ises and they care about their homeland and without leadership, can you not hold the line. I hear you. And helmand province, a hellish battlefield. I saw it myself and i know you experienced it far more than me. Listen, going forward we saw the u. S. Withdraw from iraq in 2011 and had to go back in. Isis rose. Had to go back in and fight that battle again. Do you see the u. S. Perhaps having to turn around and go back into afghanistan if Al Qaeda, isis make it a base of operations . Well this president has been clear and i think rightfully so that hes not going to hand off a failed Forever War to yet another administration. Having said that, the united states is always going to defend the homeland wherever threat as rife. So were not going to not defend americans but were will the not in the business of Nation Building in afghanistan any more. Military flights have just resumed at Kabul Airport for now. This comes to us from a u. S. Defense official. The flights were suspended because of crowds storming the airfield desperately trying to escape and clinging to u. S. Military aircraft. The crowds have now been cleared but the military is standing by to prevent more crowds from gathering. The rapid fall of the afghan government could turn into a humanitarian crisis as thousands are trying to flee the country. And you even wrote earlier this year the Afghan Security Forces and their leadership have always been the key to victory. I thought it was notable that the former afghanistan ambassador under president Obama Ryan Crocker told Anderson Coop wh er what he believes broke the will to fight is that the Trump Administration negotiated with the taliban, cut the afghan government out, and that was a key moment in what has become a complete deterioration. Listen to what he said. I was a key taliban demand. We acceded to it and it was a huge demoralizing factor for the afghan government and its security forces. Do you agree having helped build them up to what they were believed to have been . Yeah, absolutely, ryan Crock Ser correct there. This is i started in 2002 with the first couple of battalions, the nasf was on the way and still a young army at 19 years old. Give me a break. A 19yearold kid. One thing that we wouldnt do and crocker wouldnt do is stop the Pakistan Isi from running a Terrorist Pipeline out of their country and in afghanistan. When we made a deal with the taliban to get ourselves out, the afghans, all afghans, Government And Military and civilians knew they had been completely betrayed over pakistan and that pakistan was going to make good on their promise to turn afghanistan into a fit province. And they did. They launched every Terrorist Asset they had in there and fought their way around the country avoiding a fight until they swamped the entire country. It is a good point because that was one advantage for the taliban, is that they have bases, safe zones outside of the country in pakistan. I want to ask you this. Because you will hear from a lot of people, including the biden administration, we have no choice. End the endless wars, weve heard that before and we had to get out. But is that true . Could the u. S. Have kept a relatively small Military Footprint there and avoiding this . And would that have been in our interest . Absolutely. All we had to do when the taliban didnt want to play ball in the peace process, we needed to blacklist them as terrorists, put Terrorism Sanctions on pakistan for supporting them and hold Bagram And Kabul with a counterterrorism Task Force. We do this all over the world. Were in A Hundred countries that do this for a living. Pakistan doesnt want a war with us. We just opened the door for them. But for how long . Because there is the Counter Argument from the biden administration, from members of congress like former republican Congressman Gistin Amash Who Telled that afghanistan underscore the occupation and the u. S. Wasnt able to shape circumstances throughout the 20 years of war. So i guess my is your argument then forever that the u. S. Should keep their presence there for the foreseeable future, should have . You have a nuclear powered state like pakistan that runs a larger Terrorism Factory in South Asia and we walk away from the only country that is our strong ally against it, what do we expect . We have not left korea yet. Im sure we ended that a long time ago. Were still in japan, italy, germany. We dont have the spine to say pakistan is the biggest to the south. They hid Osama Bin Laden and they hid the taliban. They have 20 Terrorist Groups there. We need to investigate pakistan for last 20 years because they put a lot of soldiers and diplomats and afghans sacrificed everything and trusted us and got betrayed as we turn them over to pakistan. Even more worrying is the rise in covid hospitalizations among children. Many of whom cannot yet get vaccinated. So in Dallas School leaders are determined to protect students. They are going to enforce a Mask Mandate. This is despite the Texas Supreme Court upholding Governor Greg abbotts ban on Mask Mandates. Our Rosa Flores is following this and joins us from dallas this morning. Theyre saying even above the state supreme court, this is what were doing to protect our kids . Reporter you know, jim and poppy, it is a showdown here in the state of texas between local governments an the State Government over the Mask Mandate. And the Texas Supreme Court siding with Governor Abbott on the ban on Mask Mandates. But local governments and the sent here at Dallas Isd not standing down. Saying that they will continue and they will move forward with the Mask Mandates here at this school where ive been all morning. Ive seen students and parents walk into the school with their masks on. I talked to the superintendent, i asked him what about compliance, what about those students and parents who dont want to wear a mask . Here is what he said. Take a listen. Were going to be nice about it and benevolent to a point. Were going to give them a little bit of time to comply. But were not going to let them mix with the rest of the students. If they dont want to comply, we dont have a virtual option until next week so we have to do something so were going to ask them to leave and if they wont leave, were is asking them to go to a different room. It is going to be tenuous, but we have some great people in this district and well find a way to handle it. So why are local officials doubling down on this . Well youve got to look at the numbers. The numbers of cases of covid19 are increasing in the state of texas and so are the number of hospitalizations in the state, there are more than 11,500 people hospitalized. That is about 14 of the entire population that is hospitalized around the country. And when you look at the number of icu beds available in the state, there is only 322 beds. And this is a state of about 30 Million people. Now the state of texas is divided into 22 different Trauma Service centers. Dallas is one of them. And it served about 8 Million people. I just checked the numbers, there are 83 icu beds available in this region. That is why local officials are doubling down and saying that theyre imposing Mask Mandates despite what Governor Sand now what the Texas Supreme Court has said. Jim and poppy. In florida where the governor has prohibited Mask Mandate as well, a Record Number of covid infections were reported just this past week. The worst of the pandemic. There is one bit of good news, the surge in cases is driving more people to get tested or vaccinated. Leyla santiago is in miami this morning. Are we seeing that in the numbers in florida, that more people are getting the shot . I should note that over the Weekend Florida did hit the 50 mark when it comes to vaccinations. Still not what were seeing in terms of national numbers, but something were expecting to change at least in miamidade any way when it comes to vaccinations. Miamidade County Mayor now requiring all employees to be tested weekly unless they provide proof of vaccination. Theyre also becoming a little more aggressive when it comes to testing. Anyone who wants to come in here and get a rapid test will now also have to get the Pcr Test to go with it, one that is known to be more accurate in finding covid19. So quite a bit of a push from miamidade to really move forward when it comes to testing. Also seeing numbers rise when it comes to vaccination. But another big thing that is still an issue is the masks in school. We skpet expect the superintendent to hear from his medical expert Task Force on how miamidade skul schools will move forward when it comes to the controversy of whether or not they will require students to wear masks in school given the Executive Order that governor Ron Desantis signed last month. What could you tell us about what struck you most from that conversation . Yeah, what i wanted to find out is, is this an inclusive government going forward. And i said will there be nonafghan government but he said and didnt specify what sort of level they would operate at. And i wanted to know what sort of system are you going to run. Are you going to have a president or a suppreme leader. That is what they have had 20 years ago. He didnt answer that. He said the nato trained afghan army, have surrendered, he said they could come back in the future as some of Reserve Force in the country. But one of the important questions that i wanted to get from him is what is the relationship with the u. S. , united states right now going forward and what are your thoughts about them evacuating the embassy. He said they should trust us. This is what he said. They should trust us when from the beginning up until now. We have not attacked The American forces. Not a single american soldier has been killed because of our promise and commitment. So theyre saying that u. S. Doesnt need to evacuate the embassy. Clearly a trust deficit. One of the questions i wanted to talk about was the rights for women. Can women up to University Education get an if education . I asked him it this way. What are you going to do about Girls Education . Will they be able to stay in School Past 12, 18, will they be able to go to university . [ inaudible ] the policy is clear and women can continue their education from to the higher education. Now, if that were true, that would be different from the way that the taliban ran the country 20 years ago. I think there is trying to be a positive message here at the moment. But i think the only truth and the only test of this is not the words of a spokesperson today, but actually their actions in the months ahead, poppy. Certainly believe people when they show you who they are. Not just when they say this is our policy. Can you explain why you think theyre speaking now, nick, to people like you, to our Clarissa Ward on ground there, i mean, is the taliban fundamentally different or just more savvy perhaps when it comes to international media and optics . I think the short answer for that is yes, theyre just more savvy. Go back into the day, in the Late 90s On The Streets Of Kabul with taliban, you have to have Government Permissions and people with you from taliban with you before you could go out filming and sometimes you couldnt film people and they would ground you in the hotel and not allow you to leave at all. So this is different. That great team in kabul and around the streets and getting out and talking to afghans an the taliban, that is a completely different scenario to 20 years ago. So the taliban know that they want to get this international recognition. That sort of has been a fund. Al understanding of why they could be trusted but clearly they abrogated that trust by not negotiating in good so they aggregated that trust. But in terms of the public messaging, their more so fest cated, they want to present a more positive message to the international community. But at the same time, our reporters are doing great works on the street in kabul. The local journalists in kabul for example have been fantastic form of independent journalism in the country and who had their journalists killed by the taliban in the past, the taliban have already been into think offices and essentially removed Tv Security guards and put their own in. That is the reports were getting from the tv. So i think there is a very different scenario going forward.
