Developments in the just last hour, weve been seeing pictures broadcast by aljazeera. From what it looks like possibly one of the key offices of former president i should say president afghani. One said he had been in Guantanamo Bay Prison for eight years but essentially not feeling any reason to interact with whoever it was filming those images, just wanting the world to see them in control of that building, a building, frankly, where so much american wealth has passed through in trying to rebuild or keep their presence in afghanistan functioning. Also, too, in just the last hours or so we have heard from ashraf ghani, fair to say the former president of afghanistan. He says in a Facebook Posting, and it isnt quite clear where hes landed at this point, there were suggestions he fled to at that jeek kiss stand, it may be somewhere else. They just ran away, referring to him and officials close to him in a departure at some point this afternoon. He said he will always continue to serve afghanistan in this facebook post. Today i came across a hard choice. If i should stand to face the Armed Taliban who wanted to enter the palace or leave the dear Kun Trip i protected myself. He was faced with fleeing or dieing. Now there will be some saying there was discussions underway for some sort of transitional government perhaps which may have allowed the taliban into power with other parties of Afghans Body Poly particular. I think its fair to say the taliban werent wanting to share power. It is utterly stunning to see the insurgency that frankly kept america stretched for 20 years despite the over 1 Trillion they threw at the Military Campaign Walking freely around the inside of that palace. There are reports from ngos medical care of dozens injured because of the clashes and we may see pockets of resistance. Startlingly against all predictions, weve seen the taliban walk in here relatively unimpeded after the utter collapse of the afghan government despite such u. S. Diplomatic pressure and years of military support, fred. That Facebook Posting from President Ghani is stunning, too. He says he will continue to serve but then the Global Community will recognize the taliban . Or possibly President Ghani as the leader of the country. It sounds like hes leaving it open that he wants to be the leader of the country and perhaps this is temporary, his flight . Reporter i mean, i really dont see him coming back. I dont have a crystal ball, but i think given the nature how hes left, given the strength of feeling of pretty much anybody you speak to about the covert nature of him sort of running away, frankly, thats the exact words of one of his staff speaking to me this afternoon, that i think it would be difficult to say, hang on a minute, im the guy thats going to get the Peace Deal together. I dont see why the taliban would have an interest. They are pretty much the dominant power here in the capitol now. The question is what kind of kabul will everybody wake up to here . The taliban, are they the moderates or is there the possibility of something darker ahead . Thats the key question when dawn rises here there about four or five hours. Fred . Personnel that remain in afghanistan and how others are getting out . Rapid Developments Today on this front. We now know that all the u. S. Diplomats that were at the embassy In Kabul have been taken to the airport In Kabul. Most of them are going to leave. Theyre going to go back to the united states. A Core Group of them as of now is going to stay at the airport in kakabul. The only folks that are still there are a small number of security contractors. Im told they are going to leave soon. As you said, the u. S. Pulled down The American flag. That was one of the final steps that they take before evacuating this embassy. In recent days u. S. Diplomats were charged with having to burn documents, get rid of classified materials, get rid of The American flag which could be used as, you know, negative propaganda against the united states should taliban come in, should they take over, which appears now to be the situation. I just want to point out how rapidly this has evolved because i think its important to note the context here. Just a few days ago the State Department spokesperson said that there was going to be no evacuation of the embassy. Today that has happened, right . Secretary of state tony Blinken Today defended how this has all gone down calling it orderly. Saying there was a plan in place. U. S. Troops have come in and they have supported this effort. As far as we know, no u. S. Personnel have been harmed in any way as theyre getting safely out of the country. But the Secretary Of State also made it very clear that the situation as its unfolded, the taliban gains have happened at a much more rapid pace than the biden administration expected. We should, you know, assume, therefore, that that is one of the reasons that a lot of the statements that they made in the last few weeks are not coming to fruition. Their promise to keep diplomats in the country, that is now a promise that is broken to the afghan people. Jeremy at the White House, calls are growing louder to hear something from the president. Yes, he put out a statement yesterday, but that was preceding what were seeing now, which is kabul seized by the taliban. What is the White House saying . What is it preparing for . Reporter yeah, theres no question this is a historic moment nearly 20 years after the u. S. Invasion to see that taliban force that was ousted from power by that u. S. Led invasion coming back to power taking control of kabul, walking through the halls of the president ial palace. This certainly could be a moment to hear from the president of the united states. My sources have told me that as of now there is no plan for the president to do that or to return from his president ial retreat at Camp David but there are still discussions underway and no final decision has yet been made about whether or not we will hear ultimately from the president. We do have a picture though from the White House of the president at Camp David meeting via Video Conference with his top national security advisers as well as those diplomats in doha. The president is staying apprised of the situation, but notable that he is there at the empty Conference Table with the other officials elsewhere. He is mindful of the optics and well see if the president decides to return to the White House. What the White House is trying to do, fred, portray this as a safe and orderly withdrawal. Those are some of the Words President biden used. This is a rush for the exits, something that didnt go for the orderly withdrawal that they had initially anticipated. Officials insisting that the fact that they were able to get the several thousand troops into afghanistan quickly to help evacuate the u. S. Personnel shows that even though they were not anticipating the speed of the taliban advance and the lack of resolve it seems among those afghan forces to hold back the taliban from kabul, that ultimately they did have these contingencies evacuated to the airport. A lot to unfold over the coming days as the u. S. Personnel are still in country. There are now 5,000 u. S. Troops who are or still will arrive and they will eventually need to withdraw as well. Embassy as they enter afghanistan. This morning journalists pushed u. S. Secretary of state Tony Blinken on whether theres a parallel here. President biden is intent on avoiding a Saigon Moment. Thats the hasty and humiliating retreat from saigon. Arent we already in the midst of a Saigon Moment . No, were not. Remember, this is not saigon. We went to afghanistan 20 years ago, with one mission, and that was to deal with the folks who a tacted us on 9 11 . Isnt that what we are seeing now . Even the images are evocative of saigon. Weve heard from Boris Johnson saying all countries should stand Side By side not recognize, not rush to recognize the taliban as a legitimate government because, of course, that was part of the negotiations with them. They would play by a set of international rules, negotiate with the afghan government which they didnt do. They stole power through military Force And Weve also seen that the president of Turkey Erdogan has spoken with the Prime Minister of pakistan about the situation in afghanistan. So i think were going to see on one part some countries, like pakistan potentially as well turkey want to recognize the taliban as legitimate rulers. Pakistan will be the front of that list to do that. China also who said that it would recognize the taliban rule in afghanistan. I think one level you see this international fracturing over what to do. I think you see the united States Reputation on the international stage for right now tarnished. President biden came to office saying he wanted to stand up for Human Rights. Higgs was going to be an administration of democracy. They have been crushed by the taliban in their rush to power. The effect inside afghanistan people will come out of their houses slowly and cautiously, see if they can go to market, see if they can go to Cash Ma sheeps and put food on the table for their families. Can they survive day by day, feed their young and that it will be the very real concerns of afghans. Nic, you painted an extraordinary picture. The conflict of an international country. When we look at the countries that are going to want to recognize the taliban, if we go back to the 1990s, pakistan, the u. A. E. Were very quick to recognize them. There were three countries total that would recognize them. Slowly that came over the coming years before 9 11. You have countries like qatar that are going to feel they have some kind of influence over the taliban at the moment. Theyve posted that leadership for them. You could have countries like pakistan that feel they got some kind of influence over the taliban. I think youre going to see those nations feel that they have a stake, some leverage potentially with the pal taliban. The reality is the taliban has shown when they are militarily strong, they will ignore the countries that have aided and assisted them in the past. This is a moment where we dont know the next . What do you suppose is the message . They want to hear from the White House when President Biden speaks. When the White House decided they would pull troops out of afghanistan, this was done in conjunction with nato. Remember Secretary Blinken going there as well for the meetings. Well all leave together. They were pretty upset. Theyre going to be around the world looking for clear cast certainty. President biden came into office saying this was going to be an administration that upheld the values of democracy. He would hold a summit and i think what the international community is witnessing is essentially an undermining. In some way make this right. Diplomatic Space Isnt there. Intelligence and Defense Community believes Terrorist Groups could reconstitute themselves and could potentially launch the attacks. Thats how long they believed it would take these Terrorist Groups to reform in afghanistan and potentially pose a threat to the united states. Asked this morning during the Senate Briefing by Senator Lindsey Graham whether that has changed due to the collapse of the government there and due to the rise of the taliban the fact that they control virtually the whole country, Mark Millie did have to concede that, yes, that Time Line has changed and it is now possible that that has been sped up. I believe that the secretary i can understand the argument the Secretary Of State is making. Its a fair argument, but our as americans we know there have been several missions in afghanistan. That the initial mission, which was to destroy Al Qaeda and destroy the regime that gave Safe Haven to osama bin laden. That wasnt fully resolved before we found ourselves in iraq. Iraq allowed us to take our eyes off the ball in afghanistan. Afterwards we played catchup and i think a series of President S never fully grasped, never fully decided what our mission would be. Was it Nation Building . Was it the creation of Civil Society . Was it destroying the taliban after destroying Al Qaeda . I think there was strategic confusion . Do you think that confusion came because initially they went after the head of Al Qaeda, osama bin laden. Youre saying along the way the mission got misconstrued . Completely. In 2011 lets not forget we killed osama bin laden. In pakistan. But we stayed in afghanistan. From that moment on, for the last ten years, our government has been trying to figure out what our mission should be. How to declare victory. I think what Joe Biden did was that hes he remembered a debate he had with President Obama when he was vice president. He lost that debate, and so as president he decided to close down a mission he didnt believe in anymore. The problem is, what about the implications. This is the key moment for us. If afghanistan returns to being a Safe Haven for islamists, what have we spent 20 years doing there . So, yes, we beat Al Qaeda. We beat that generation of Al Qaeda, but there is another generation of islamists who are willing to do harm to the rest of the world. Are they going to find a home in the talibancontrolled afghanistan . That is the great challenge. If that occurs, this is the Saigon Moment for President Biden and this will be a legacy, an albatross around his neck for the rest of time. Julian, republicans are attacking President Biden over his handling of this withdrawal in afghanistan. Listen to what a couple of them are saying. The catastrophe that were watching unfold across afghanistan did not have to happen. Its not just that people predicted that this would happen. Everyone was warned that this would happen. Its an Epic Failure On President Bidens foreign policy. He needs to take ownership of it and take other steps to make sure this doesnt happen again. Hes not going to clone house. He was either widely misled by his own intelligence or he was misleading The American people deliberately. Julian, what will the History Books say . Is it biden to blame . Is there Shared Blame for the prior administration for negotiating with the taliban . How will it go . Shared blame. This is a war that has taken place across many administrations. I think the biggest debate will still center on president george w. Bush and the decision to go to iraq. As this was really still unfolding many President S, democratic and republican, this includes obama, trump, bush, now biden are all implicated. I hope we have the conversation that tims talking about, about why we enter into these wars, how we conduct the wars, why we often do you believe down on missions that are unclear or failed missions. Thats another way to think of the Saigon Moment. It wasnt simply a moment that the united states faced, it was one more reckoning of the failed policy in vietnam. I think thats going to be the bigger question. That goes beyond biden. How should President Biden address The American public . I think President Biden should be as transparent as possible about his expectations, about the warning he had and i think that he should i think he should take ownership of the chaos In Kabul. Its not americas doing but the way in which this is ending, we played a role in that. Did we know that our allies would run away as the president of afghanistan apparently has done today . Did we know that . I think he needs to come to grips. He has to explain to us what he knew and what he did. One more point. We need a debate in this country about our world role. Weve been getting a little lazy and theres been a lot of opposition to the idea there are moments when we are an indispensable nation. Were not always indispensable. The reaction to our withdrawal from afghanistan shows there are parts of the world where our presence matters. I think we need a reckoning and a conversation. America first, putting our defense first often involves engaging with the world. I think The American people have lost that sense. President biden has a chance in this defeat to have and lead a very important national conversation. Yeah, and perhaps another question. What are the expectations when the u. S. Military team is expected to arrive and set up an Air Traffic Control system in order to increase the number of evacuation flights. That is the scene right now. You were forced into hiding after kandahar fell on friday. How are you doing . Thank you for having me. As of this moment, i have cried so much that there are no more tears left in my eyes to mourn. We have been in mourning of the fall of afghanistan for now quite some time. So im not feeling very well. On the contrary, im feeling very hopeless right now. Oh, my goodness. What are you fearing . What are you worried about . I never fear. I am never afraid. I am worried about all of my students, my staff, all the people i work with. Their only mistake was to work with me. Im afraid of that. There are 18 schools that i covered. Im not sure if all of the students will be able to go to school. Every time i think about it, it breaks my heart and it kills me a little. So, yeah, thats what makes me sad. It is heartbreaking. You were born as a refugee in pakistan and grew up in a refugee camp. Your family was forced to flee afghanistan to escape the Civil War and taliban control happening then. Its history repeating itself, isnt it . Oh, yes, definitely. For me, because i keep on asking my mother, how did my father feel when afghanistan fell in the hands of the taliban . She keeps on telling me this is how he felt. Every emotional how my grandmother wept throughout the day. I find myself in her shoes, i keep on weeping. Thats the only thing i can do. Im emotional. My whole identity is taken from me, betrayed, lost. All of these different things. Do you feel like the whole world, and especially the u. S. , should have seen this coming as soon as it was announced that there would be a u. S. Troop withdrawal, that the taliban was in a position to do this, move in so quickly . I think that the Troop Withdrawal has nothing to do with the fact that the taliban gained so much, right . Its the moralistic side of the story where the morale went up so high, where they made the infidels withdraw, that made them get more people enroll and then they became taliban and they started getting territories. But at the same time, the u. S. Could have stopped all of these human abuses. Could have ensured Women Rights. I was listening to one of their speakers. It was not our responsibility. We went there for a mission and we did it. Yes, but like as someone who calls themselves the leader of the world, maybe you should have ensured Women Rights and educational rights. Those are very important things. Leaving the kunfucountry in cha thats not a dignified way of leaving. What about now . Even after 2002 there was a lot of hope expressed. There were schools that were set up. Young girls, i remember profiling a couple of girls who were getting a chance to go and advance their education. They were in school in college even, but now is there a feeling among many young girls and women who feel like its all for not. Instead, this is a giant step back and they feel hope snls. I can show you my whoesatsap and i can tell you, the girls, the men, 18 years of studying are now nothing, all for nothing. All for nothing. Thats what they keep on repeating. The girls keep on telling me, we studied. We wanted to work in Girls Education and this is all for nothing. Every time they talk about Girls Education, that we have changed or theyre willing to respect the womens rights, what sort of Women Rights are you talking about . Can you be less vague about it . Theyre talking about educational rights that will allow them to study. What sort of educational rights . Islamic studies, thats normal in every household when it comes to afghanistan. Every one of them has to study. What about the Gender Education . What about professional education . Can they if you think about it, it makes you hopeless because theres no answer for it. Even from evening if you study and look at their decisionmaking, when someone was going to be interim president , now theyre not letting him become an interim president. Can you trust a group who can change their statements like, you know, A Million times in just a few hours . So im not going to be very much trusting them, and at the same time, im very much hopeless along with many people that i have seen. Even if people are like, oh, no, people are very welcoming of the taliban, then why are so many people at the Kabul Airport . Why are they fleeing, right . There is a sense of, you know, this worrisome, and also the same time theyre afraid for the future, not for their lives but for the future. Living is daily. We have to live through it. Is there a feeling of abandonment, that you have been aban abandoned . I dont think so. Its something that i feel like because i didnt work for Joe Biden, so i dont expect anything from him. I feel abandoned by the President Ghani because we voted for him. We worked for the fact that it should be a dem okay rative process. Hes left the country. President ghani has left the country, so you feel abandoned by him. Yes. Yes. Buildings reduced to bricks. Streets covered in dust and debris. All while tropical Storm Grace is approaching the area, threatening to hamper the response. Matt rivers reports from near the epicenter. Reporter hi, fredricka. Were just not far from the epicenter. We got here not that long ago. What youre seeing behind me, if you move forward a little bit here, this is the scene of a multistory hotel that obviously has collapsed behind me. Theres a lot of people here onscene. Youre seeing two things happening here at this scene. Youre seeing some recovery efforts, which that excavator presumably was a part of. Now that thats stopped, there is a lot of looting going on here at this scene. There was a relatively luxury hotel. A lot of people bringing out whatever they can find, dressers, air conditioners, metal. It goes to the desperation of whats happening in this part of haiti right now. As i think you said in the beginning, at least 700 people have been killed as a result of this so far. Thousands of people are injured. But those numbers are going to go up because in all likelihood, there are still bodies in that rubble behind me. Theres a high likelihood of that. And this isnt the only scene like this around this area. We go Up And Down The Street thats just behind my camera, and you can see damage that goes Up And Down The Street. Is it as pervasive as what we saw in 2010 . No, i dont think so at this point just because this is not as crowded of a place as portauprince, the capital, which sustained a lot of damage ten years ago. But the damage here, you can see why these numbers are as high as they are at this point, and why they are going to keep going up almost assuredly. It seems that scenes like this have very much still active, very much still happening, and theres also not a big Rescue Effort here at the moment. This is one of the more crowded scenes that weve seen here. Where are the police . Where are Security Agents . Where are firefighters . Where are Rescue Crews . Theyre not here. Embassy In Kabul. The last step before they were fully evacuated with u. S. Military choppers dotting the skies and reports of gunfire breaking out at the airport. There are still americans incountry, and they have been advised to shelter in place. Meanwhile, americas afghan partners were scrambling to get out onto the last evacuation flights. Youre seeing the desperate rush in this video that was posted on social media. Those are the lucky few who will get out. Thousands of other afghans who worked alongside the u. S. Are still awaiting visas, facing death at the hands of the taliban if they stay. Tomorrow the u. N. Security council will hold a meeting on the talibans sudden and surprising rush to power, but President Biden has yet to comment today. So far after
