This is going to be 25,000 workers, volunteers and contractors at the Department Of Health And Human Services including the nih and the indian Health Service and the Public Health commissions core. And this is expected to go into effect by late september is what an Hhs Official is telling me. And listen to the reasoning behind this from the health and human services secretary. He said as President Biden has said, were looking at every way we can to increase vaccinations and requiring our hhs Health Care Work Force will protect our federal workers as well as patients and people they serve. Most of the Health Care workers are probably already vaccinated but this is sending a signal to the private sector, to americans about the kinds of steps that are necessary and that are appropriate to take at this phase in the pandemic. And just lastly, veterans affairs, they are also expanding their mandate for vaccinations at all v. A. Hospitals expanding it from just certain Health Care workers to nearly all of their Health Care works now at v. A. Hospitals. Erica. Sending a signal is right. Thank you. Pretty soon the fda is expected to announce authorization for a Third Covid shot. For those with compromised immune systems. When we hear that this announcement is expected soon from the fda, and an additional shot for those who are severely immunocom immunocompromised and the fact that we could all Need One in the near future. Do we have any sense of the timing . How soon do you think this recommendation could roll out for perhaps the rest of us . I think the recommendation about severely immunocompromised is coming this week and for the rest of us, we have to wait until the science shows. And when we have people vaccinated for pushing a year now come this winter so we should track immunity and how it waynes over time and based on that data, well be able to say what needs a Booster Shot when. Cnn has learned of some people going out and getting a third shot on their own, in some cases crossing straate lines too it. If if someone came to you what, would your advice be to someone considering do this before it is recommended and before it is been authorized . I would say way. Right now we know the evidence show that the people fully immunized have a lower risk of having severe complications from covid. You may get symptomatic covid but it is more like a bad cold, not like the Lifethreatening Illness that it is in people without the vaccine. So you have time to witness. You could wait and let Everybody Else who needs the initial round of vaccination get their vaccinations and until the science comes out and really understand the risks and benefits, i would hold off. Speaking of the science. The cdc now saying pregnant women should, they should get the vaccine and that is based on what theyve seen. This is good news. It is very good news. Weve known for a while that pregnant women have a higher risk of severe complications from covid including having premature babies and having more risk of Respiratory Failure and needing to be hospitalized. So now the fact that weve tracked the data long enough to know that vaccines are safe and effective in pregnant woman and could prevent some of the severe complications and safe for the Mom And Baby is really good news. Im not sure if you were able to see the map, but you probably dont need to see the map to know how concerning it is when we look at the high rate of transmission across the country for this virus and how quickly it is ramped up. Because of the Delta Variant. We were putting up a screen now for folks at home but were seeing this surge as were already hearing about some schools that have gone back for Inperson Learning have you to return to virtual learning. I know that has a lot of parents concerned. Realistically, how much more of that do you think we could see . I am so worried about this. The Delta Variant is incredibly infectious. And that map on paper looks scary. I could tell you that as a physician, living in a Health Care system caring for all of the people that end up as dot on a map, it is terrifying. Were seeing what we saw last winter, this rapid Ramp Up of people truly suffering horrific illness from covid. We need to do everything in our power to stop this surge. And so it is a simple thing to ask children to wear masks in school, to minimize the spread of this incredibly contagious v variant, so as School Systems wrestle what we do in person and virtual, at least doing the masking, the social distancing, and the good Air Flow so we could minimize perpetuation of the cycle would be huge. When we talk about the surge in, texas it is so bad some hospitals have set up triage Te Tebtss outside. Greg abbott senting medical personnel to assist. Ed lavendera is with us. They are trying to block a Dallas County Mask mandate. It is tough to understand to be honest that were seeing these two different reactions from the governor. Reporter it really is. It is an intent back and forth that youre seeing in many corners here at the state. As the state of texas is smacking into this coronavirus wall. Some people arent describing it as a surge any more. But the governor is an the Texas Attorney General, both republicans starting to go after the mostly democrats in the largest cities in the state who have been in defiance of the governors Executive Order issuing Mask Requirements. The Texas Attorney General calling these big city leaders, quote, Activist Characters and theyre vowing to go after all of them in court. But so far theyre only going after the Dallas County Mask requirement in court. And then when all of this is happening as the coronavirus cases continue to surge here in this state. There are more than 10,000 people hospitalized. A number we havent seen since early february and in some of the worst days of the pandemic. Were under 370 available Icu Beds and the ceo of the Harris County Health district in houston is warning this state is heading for a medical C Catastrophe because of the stress being placed on hospitals across the state. He spoke to state Lawmakers Yesterday and painting a grim picture saying hes frightened by what is coming in the weeks ahead. I also see the silver lining, but i am frightened by what is coming. We could go in my hospital and call it a disaster. We had 30, 30, icu in the Emergency Room on the stretchers waiting for a bed. Some of them had to wait for more than 30 hours to find a bed. An Icu Bed. That is not optimal care. That is not safe care. That is not high quality care. Im ashamed to say that my hospital providing that care. But that is where we are and that is where we are heading. Reporter and the doctor also went on to say that they simply wont be able to handle the crush of patients that continue to come. And the question is, many of the hospitals, erica, are dealing with staffing shortages. The governor has talking about bringing 2500 more nurses here to the state to help hospitals. But this doesnt happen quickly. Ive talked to several Hospital Administrators over the last few days and say this is a problem. Nurses are needed in many parts of the country and getting them here to texas Isnt Something that will happen overnight. So there is a great deal of stress being placed on Hospital Staff and physicians. All over the state. And with concern where this is heading in the coming weeks. And here in New York, it makes think back to the early days of the pandemic where there was a call for outside medical help to come into the state of New York. Ed, appreciate it as always. Thank you. The republican speaker of the Tennessee House is asking the governor to call a special session in an attempt to block School Mask mandates and this comes as tensions over masks in schools, those tensions reaching a boiling point. What is your message to them . Are you concerned here . Well, thank you, erica, for having me this morning. And no, there is really no concern because were following President Bidens leadership. And President Biden promised to the american people that he would reach across the aisle, work on their behalf and get the best deal for the american people. Hes done that. Working with the senate on the bipartisan Infrastructure Deal. And i expect his leadership will continue as we enter this next phase with the house. So youre confident that this will all work out in the house. Lets look at what has been laid out here. These ambitious goals. The bipartisan bill includes 65 Billion to update the nations power grid. 55 Billion to upgrade Water Infrastructure. And replace 100 of the lead pipes and cleaning up brownfield sites. I know youve been very clear about environmental Justice And Equity as clear goals for the epa moving forward. So keeping that in mind, into were looking at replacing 100 of those lead pipes, when and where are going to focus your efforts to start . Which communities are in your sights right now . Were focusing on you are efforts on the communities that need the focus the most. When you look at cities like chicago, 400,000 less Service Lines that need to be replaced, cities like st. Louis, New York, all across the country. And so what were doing is were focusing on areas that need the focus the most will push those resources to those areas and we have established programs at epa that have focused on Water Infrastructure for decades. We know how to do this. We know the criteria that we need to apply and were working with our stakeholders at the State Level and on the ground to be sure that we get the resources into the hands of those who need it the most. This is an excellent opportunity, not only to begin that journey of replacing the six to 10 Million Lead Service lines or pipes that need to be replaced but looking at shoring up Water Infrastructure, all over the country, to mitigate against flooding, to look at wastewater and other Water Services as well. This is a significant opportunity for looking at delivering good Water Quality to all americans, but also creating millions of jobs. So it sounds like youre focusing on im sure youre looking at where the need is great. But focusing on cities there. Taking a look at what is in this 3. 5 trillion Budget Resolution, we know that certain buckets here. What stood out to me is the creation of the civilian climate core. So this is an effort to put americans to work and jobs that will Restore Public Lands and water, increasing reforestation, protecting biodiversity. You could give me more specifics and where we could see the jobs, the specific areas of the country that could benefit not only from their work but from the actual employment . Actually, erica, great question. And we will see these jobs all over the country. When you look at what the Civil Climate Corp could do in terms of helping to implement and execute on a national agenda to deploy clean energy services, to look at Water Quality protection, protection of biodiversity, these are opportunities for employment and in both our urban and rural communities all over the country. And this is why this program is so exciting. It doesnt discriminate. Were talking about putting millions of young adults to work in areas where the country need it the most. Earning a good paycheck but also looking at the fact that you dont have to sacrifice good economic opportunities for Environmental Protection. So were really excited about the potential of this program. We look forward to seeing more details on the where, but some of the specific areas. But i do want you to get you on the u. N. Climate we saw this week. You tweeted the scientists are united in their voices to tell us that Climate Change is not optional, it is essential. Do you believe this bipartisan Infrastructure Bill goes far enough to address your top environmental concerns . You know, i believe that the bipartisan Infrastructure Deal is a really good start. I think when we look at what the president has included for reconciliation in terms of a clean energy standard, Tax Incentives for businesses, for electric vehicles, clean nur opportunities, tools that every agency has in its Tool Box to begin to deploy tactics to, reduce and mitigate against climate pollution. I believe the president s whole of Government Approach is the right approach. When you look at what the epa has, last week as part of the president s Executive Order to pursue 50 of new Vehicle Sales by 2030, be zero emission vehicles, part of that package was a Proposaled Rule Making from epa to get that started. Vehicles for the years 2022 through 2026. So we have regulatory tools in our Tool Box that will complement what is happening with the legislative actions. We believe that we could get it done. Right now multiple states are warning the growing number of hospitalized covid19 patients is becoming so out of control that theyre either out of Icu Beds or soon will be. Cnns Tom Foreman joining us now. Walk us through how dire this situation is . Reporter what were seeing right now are the kind of numbers that i have typically seen in natural disasters in a regional area in the sense that hospitals are being overwhelmed. Look at the Icu Bed utilization by state. Everything that is dark red here, theyre more than 90 on the use of their Icu Beds, all the lighter red ones over 80 . So that is a huge load on them. And look at the impact of covid. Everything on here that is red, that is where the Covid Beds have really added up. If it is dark red, which is everything down here, everything. That is 25 and above. Maybe 26 . Maybe 50 , maybe 80 or 90 . Theyre getting hammered by this. And if the percentages seem confusing, look at raw numbers in some of the states. In florida, population 22 Million people, something like that, 668 beds available. Texas, population about 30 million. 368 beds available. Oklahoma, 79. Arkansas 12. Alabama 112. Louisiana 206. Mississippi zero. That is how badly these people are being overwhelmed in the hospital, trying to deal with all of these folks. Why does this matter . Because icus are dealing with people who are having breathing problems, who are having heart problems, traumatic injury, tremendous problems. Those people are now being pushed out by people who wouldnt take a tiny medical step and now are having to take enormous medical steps. Erica. And that last line i think, tom, really puts it in perspective. Thank you. In florida, a state shattering the u. S. Pandemic record for covid19 hospitalizations, its Health Department confirm it did request that the biden administration send hundreds of ventilators to the state. Saying this was a proactive measure not due to ventilator shortages. After Ron Desantis said he was unaware of the request from the administration. Layla santiago is live with the latest. So this clears up some of the questions, right . Part of it. But the Governors Office continues to insist that the Executive Office still has never had any idea of this request being made. You know who did have some sort of knowledge of it . It was the department of health. Listen to this statement that they sent in. The department routinely worked with the federal government to ensure adequate resources are available and ready to be distributed at all times as done with this recent request. This is a proactive measure to ensure there are consistent resources available in the State Stockpile for deployment. And this is coming as florida sees, as the numbers show this week, triple the rate when it comes to hospitalizations as were seeing in the national rate. I spoke to Uf Health in jacksonville and theyre saying that they will be receiving some of the ventilators. There is a great demand for it. And i want to introduce you to a 15yearold who was admitted into a hospital, was put on a ventilator, listen to what she says. I walked for the first time today, actually. It was my idea. The physical therapist came and we used the walker and we walked around the bed. Like three times. I was happy. So the Physical Therapy came, put her on her feet and just, you know, ask her to walk and she did. And she didnt want so stop. She wanted to walk and walk and there were tears in my eyes. Reporter and the good news is doctors are very optimistic that she will be recovering. But 15 years old. Wow. Layla, thank you. California is taking an unprecedented step to become the first state in the country to require all its teachers and School Employees either be vaccinated against covid or undergo weekly testing. Joining me now Deborah Darto from the los angeles County Office of education. Good to have you with us. So this requirement applies to all staff. When the vaccine has full fda approval, do you envision having this same requirement for eligible students . So we dont know yet. Were following the guidelines of the department of Public Health. What we know right now is we want to make sure all of our employees, whether youre a teacher, counselor, bus driver, c custodian, gets vaccinated. Were doing everything possible to make sure that we could open our schools for in Person Instruction and keep them open by protecting everybody from the spread of the virus. And what is the early response from staff and from parents . You know, the great news is that most of our educators, in fact we surveyed all 80 of our districts and the majority of our educators have already been vaccinated. They didnt have to wait for a mandate to have that happen. They care about the kids, they care about their own safety, they want to make sure that were doing everything possible to be safe and to bring our children back to school. So the response has been fine. We havent had a lot of pushback. Everybody pretty much, the majority have been vaccinated. Anybody resigning over this . Not to my knowledge. When it comes to remote learning, i was struck by something. Were talking about schools that have already had to return to remote learning in mississippi and indiana, in georgia, they went back to school. There are parents that are concerned about that. I would count myself among that group. But you said some students prefer learning in a virtual environment. Youre going to leave it up to the individuals to decide what works best for them. Is this an option you think that should be normalized from here on out for parents and students . Well, i first of all want to say that it is normal for parents to be worried to have anxiety. It is been a difficult 18 months for everyone. And we want to make sure that we do give parents that choice. We strongly believe that inPerson Instruction is the best quality instruction. Not only for academics but for the Mental Health of our children. Theyve been isolated for a long time. Weve seen schools that have been open during this pandemic and have done very well because schools do an amazing job at following all of the regulations and keeping everyone safe. Weve surveyed our districts as well and right now it looks like 5 to 6 of families are opting out for what were calling independent studies. And you know, i think it should be an option. There are always some children that do better independently, that have some challenges with inPerson Instruction. Whether theyre medically fragile children or children who have some type of phobia or are experiencing other problems that they just do better with independent studies. So it should be an option and well continue to make it an option. So we talk about schools. L. A. County, as youre aware, now considering proof of vaccination as a requirement to be indoors at a restaurant, at gyms, at stores, entertainment, stadiums and Conference And Movie theaters if that went into effect, would proof of vaccination be required at indoor School Events . Think imi thinking of a Band Concert or a basketball game. Schools are doing everything that they can to make everything safe. Right now, visitors coming on to school campuses are very limited. Were trying to make sure that our priority is keeping everybody safe. So when there are events, should they become, come up soon, then districts will look at checking to see if people are vaccinated or if not showing evidence that they have a recent Covid Test that shows theyre negative. Groups of about ten to 15 fighters are sporadically engaged in conflicts with government forces after they seized a tenth provincial capitol in a Souther City overnight. U. S. Intelligence warn the Afghan Capital Of Kabul could collapse in a month or two. Nick Paton Walsh joining me from london. This is unraveling at such a rapid pace. What more do we know. Reporter it is hard to keep track of it, to some degree. The two key things to know about today are the trouble that kandahar is now seeing, that is the second biggest city in afghanistan. Kind of a birthplace of the taliban really. And there appear to be groups of fighters that are now getting into parts of the city center. There was also a Ear Normous Prison Break in the City Yesterday which appeared to have released A Thousand criminals. That is going to be causing significant problem for already stretched Afghan Security Forces there. So not good news in kandahar. If it does fall, that would be a seismic moment in the 20year history of the u. S. Backed government in afghanistan. Very much important to watch that. The second thing is garsy, the second major city to fall. The other eight are not as significant. Key On The Road down in fact to kandahar, a very important economic hub. Been Under Pressure for a long time and the way in which it fell is important, too. Because its governor was arrested by Afghan Security Forces, essentially on the the run after he surrendered his post to the taliban. And so that tells you about what a lot of the local officials are having to do it seems when their cut off under siege by the insurgency there. Theyre cutting deals. Weve seen in some cases rather than fighting to the bitter end. Possibly an understandable choice if you put yourselves in those positions. The broader picture here is that were pretty much into a week where the afghanistan we have now is unrecognizable to the one that it was a week ago. A week ago the cities were considered a place that the taliban couldnt go. Now they seem to be in pretty much around or in a lot of them. So a very fast timetable here. The u. S. Intelligence warnings about 30 days until the kabul is encircled, the united states is repeating the same Talking Points for the last decade how the Afghan Army could do the job. You heard Joe Biden about the over a trillion dollars spent and 300,000 soldiers and there are not 300,000 shoulders doing the fighting right now. Reporter we know this is an incredibly difficult and tedious process for attorneys who are trying to find the parents that were separated from children under the Trump Administration more than three years ago. So as you mentioned, we know attorneys are still looking for the parents of 337 migrant children. Now they have made end roads on a monthly base. We found 31 more parents than they have in the report in june. But they still face extraordinary challenges. Attorney generals are embarking on the ground searches in countries of origin, establishing toll free numbers and combing through documents to try to locate these parents. Now the biden administration is assisting, theyre trying to also identify and reunify parents. But theyve only, according to last night, reunited 45 children with their parents. Now of course that is important for those families who have been separated for many years at this point. But it is still a long Way Road ahead, erica, as the Court Documents show. It really is.
