How strained are the hospitals, the medical facilities across this country . Victor, it feels like deja vu, because we are hearing of hospitals and Health Systems being overwhelmed, the Icu Beds are filling up. Earlier this week, Victor N arkansas, Governor Asa Hutchinson said they only had Eight Icu Beds available in the entire state. Thats what he tweeted on monday, Eight Icu Beds for this state. So we are seeing big, Big Surges in cases and hospitalizations, mostly driven by the Delta Variant. And if you look at Covid19 Transmission here in the united states, just a month ago you see there on the map there were many regions that had moderate to substantial transmission. This was just a month ago. Most of it is yellow and orange. Today, were nearly all red. You see how there are many residents, more than 98 now live in an area where theres high transmission so thats where we are right now, victor, and i think that map illustrates why were seeing so many hospitalizations and sadly many cases are in children as well, victor. Such a dramatic shift in a short amount of time. Lets talk with children and covid. I spoke with a pediatric nurse who said a hospital there in louisiana is seeing more kids than ever before. Whats the latest on vaccines now being available for that 5 to 11 5 to 12yearold Age Range . Right. Were hoping and thinking that vaccinations for ages 5 to 11 might be available for The End of the year, but heres where each of the Vaccine Maker is in the trials for the vaccine. Depending on how the data looked, they could submit for authorization for the ages at the time and moderna is still studying it in 6 months to 11 and then Johnson Johnson is still studying in ages 12 to 17. Thats where each Vaccine Maker is at this point, victor, but again overall we are hearing that we could see vaccines available for younger children later in the year, by The End of the year. All right. Cdc just came out with stronger guidance about pregnant women getting covid vaccination. Tell us what we learned there. Thats right. The cdc just made this announcement this afternoon, victor, and the cdc previously said that pregnant women could, you know, receive the vaccine after making that decision and talking to their doctor, but now based on new data, they are strengthening their recommendation and strongly encourage pregnant women to receive the vaccine. Heres what the statement sates its recommended for those 12 years and older, those who are Pregnancy Or Breastfeeding or might become pregnant in the future. The cdc has new data showing the safety of the vaccine, showing no increased risk for miscarriage and they have more safety data there and of course, covid19 in pregnant women is likely to be more severe, and can lead to more illness in this group and the cdc is encouraging them to get vaccinated and because of how transmissible the Delta Variant is. This is again the time where theyre strengthening this recommendation and encouraging women to follow this guidance, victor. A lot of good information for us, Jacqueline Howard, thank you. Lets go now to the epicenter of the pandemic in the u. S. Florida. The state has some of the highest Covid Hospitalization rates per capita in the country. Pediatric hospitalizations more than four times higher than they were a month ago. Thats according to the u. S. Department of health and human services. Cnns Amara Walker is in ft. Lauderdale. Good to see you and earlier today the governor downplayed the increase of children hospitalized with covid. What can you tell us . Yeah. This is just a few hours ago at a news conference. Governor desantis claiming that the Delta Variant has had little impact on the children here in florida, but his statements conflicted that. What were seeing from the department of health and human services that shows that Pediatric Hospitalizations due to covid19 in florida is more than four times higher than it was just a month ago. Heres Ron Desantis just a few hours ago talking about how all of this is affecting kids. Some people, yeah, you hear a lot of stuff. Does delta behave differently visavis kids and never had a minor impact particularly on young kids and the answer is in terms of the hospitalization especially we have not seen any change in that in florida. Clearly, were at the top of a wave here so youre going to see more cases and infections diagnosed. All right. So victor, theres one thing to keep in mind. Generally speaking, the cumulative rate of hospitalizations, pediatric im sorry, cumulative hospitalizations due to covid across the country had remained steady at 1 . This is according to the american academy of pediatrics, since december. However, this doesnt this means that so this means that the vast majority of children who are getting covid19 are not being hospitalized but the common narrative that we have been hearing from hospitals in florida is that they are being overwhelmed, that theyre treating a significantly higher number of children with covid19. That has been the case at the hospital in orlando and also area hospitals here in miami, victor. Amara walker, thank you. Lets talk about this double Court Win for texans who want masks worn in classrooms by everyone. Two judges in the state have issued Restraining Orders that will temporarily block the governors latest Emergency Order to ban Mask Mandates including in schools. One judge granted a Restraining Order for Dallas County until later this month. The local governments issued a Mask Mandate for anyone over the age of 2 in all public schools, plus theyre ordering any unvaccinated students or anyone exposed to an unvaccinated person, they must quarantine for two weeks. And a new look at how parents feel about the masks. The majority of parents want schools to mandate masks, but another found that the majority of parents do not want schools to require vaccines or masks. 63 of parents with kids, rather, in all grades support Mask Mandates for unvaccinated students and staff. On vaccines 58 of vaccine eligible children oppose a vaccine requirement. The parents do. Kristin thompson is a parent in alachua county, florida, and defying Desantis Order and we have a pediatrician from austin, texas. Thank you for being with me. Let me start with you, doctor. Youre a parent there and youre petitioning the governor to allow local decisions. Talk to me about the case youre making to Governor Abbott. Yes. Thanks for having me on. We are a group of Physician Moms in the Austin Area and All Of Us are very concerned for the children. The Delta Variant is a very different beast and it is very contagious. So a bunch of moms came together with the idea of writing a letter and we got a petition and of course like the rest of the scientific society, all of the physicians in Austin Area overwhelmingly supported it and we have over A Thousand signatures. So thats the petition going out to all of the Texas School districts and the boards of trustees and the governor, requesting them to listen to science and not overwhelm our childrens hospital, because we wont be able to take care of the children. Because even one hospitalization is too many. Its we have a fraction of that. Its such a unique perspective, physician mom. The first time i heard that hyphenated term, by the way. But its such a valuable part of the conversation. Kristin, let me come to you and as a mom as well, your concerns for sending your child back with a percentage of the classmates who will not be masked, i understand in this lawsuit you dont think that the state even has the authority to make this decision over local governments. Whats your concern . Yeah. Im hoping that that is true. That the courts agree with us. I think the biggest concern is the children who have disabilities or reasons why they Cant Wear masks. We need everyone else to wear masks, so they can protect those that cannot wear a mask. For example, my daughter has a tracheostomy and when she breathes in through her neck. It wouldnt matter if she wears a mask because the virus could go through there. So i think that there is a lot of medical and disability reasons why we need other people to mask and its a social responsibility as well. As we just heard, this Delta Variant is different. Its more contagious, its more dangerous and we need to protect all the children here. Kristin, in preparing for this conversation for a Florida Mom and a texas mom, something came up in each of the conversations at Town Halls interestingly enough, the suggestion that there be a classroom for students who want to be unmasked and the rest of the students who will wear masks. They can be together. Is that something you would support . No, absolutely not. Exemptions, any kind of exemption other than for medical reasons is not going to work because we need Everybody Masking to prevent the spread. You know, Peytons Diagnosis is such a diagnosis that i have experienced other families and parents and i went to the funerals of children and you dont want to see your child in a casket. You dont want to see your child in high Flow Oxygen or on a Ventilator And Ecmo is another thing they have been using a lot. You dont want to see your child like that. Exemptions are not going to work, its not going to men prevent the spread of covid19. We know that some counties in florida are allowing optouts but are asking people to wear a mask. Would you support separating unmasked students into other classrooms, maybe their own Lunch Period and whats the efficacy of something like that . I dont think it would be very efficacious. You know,i agree with kristin there, thats not a practical practical you know, decision. There are two parts to it. One, you will not be able to stop the spread of the virus because there will be School Staff that will be going around and even if the teacher if the kids dont meet firstly, the kids will meet. If my childs best friend is unmasked, she is going to go and see her. So that is not practical for children. Number two, its the fact that those unmasked children will become at a very high risk of getting the infection and getting into hospital and we dont want that. I mean, im not here just to protect my children. Im here to protect every single child and thats not an outcome acceptable to us as pediatricians. Let me get your opinion on one last thing here. Jama published a study that shows the global mental Health Crisis that the children are facing, not only because of the masks but what theyre seeing in the families and the tumult over the masks, going back or not going back. How do you treat that element of a child which is so important . So ever since covid started, we have seen a surge of Mental Health Problems in children and most of them are Anxiety And Depression linked to our society and social isolation, especially teenagers and older children. There is a lot of anxiety, even amongst parents every single day in our clinic. We have parents calling with tears in their eyes asking what is their solution, how do they make it happen . And its a very hard job to tell people that, you know, you just do your best and then pray that your child stays safe and thats not enough that people want to hear and not an outcome that children want to hear. I can tell my own child that shes going to be safe in school, if there is no Mask Mandate and enhanced Safety Protocols will prove it. Yeah. President biden is touting big wins on the infrastructure agenda today. Senate democrats advanced 3. 5 trillion Budget Outline over night. And this framework calls for a historic expansion of the social Safety Net including free prek, ambitious proposals on climate and there are giant obstacles ahead in the house and the senate. Congress needs to pass it before the house progressives will support a bill on the smaller plan. Joining me is colin allred of question. Lets start with the headline question. You got what we heard from the Chair Jayapal and we know that Senators Manchin and sinema and said that its too much. How do you put together the legislation that holds what Youll Need is almost all of the democratic votes there in congress. How do you do it . First of all, we have to pass the hard Infrastructure Bill that the Senate Passed and were going to and we really need to stop talking about the Topline Number here of the Reconciliation Bill because whats more important is what goes into it. The programs that were creating. Because what were trying to do here is to stimulate our economy to get our people back to work and this Works In Concert to support the Job Creation coming from the infrastructure and we need to support the workers and their families. So the things you mentioned from Child Care to universal prek to helping with the paid family leave those are going to help our workers be more productive which is going to allow our infrastructure to better serve us. So these work in tandem. Well get there and it takes back and forth and thats congress and well end up passing the two bills. Is there any scenario in which because you were out with Transportation Secretary Buttigieg and any scenario in which that should be passed and we dont get from the democrats that Reconciliation Bill . Were going to work on both of these. Doesnt have to be an either or. They work together as i said. So i think this is a scenario where the bipartisan bill, the Senate Pass on the hard Infrastructure Side is something that im incredibly supportive of. I think that President Biden and Secretary Buttigieg and the folks in the senate did a great job in showing that we can come together and work on the infrastructure that we all agree on and on the infrastructure well take care of what needs to be done and that have been exacerbated in the last year and a half of the pandemic. I think we have learned when we support our families, we have better workers who are more productive and then help our economy overall. So and these work in tandem. I think well end up with both of them. They may have some changes along the way and thats the legislative process but im confident well get there. So youre there in dallas, so let me ask you some texasspecific questions and i want to start with the fight over masks and Mask Mandates. Texas judges there is allowing Dallas County to move forward for now with their mandates for schools for masks. We have heard in florida, Governor Desantis there threatened funding, threatened pay for superintendents and for School Board members. We have not heard that from Governor Abbott as well. Do you think that there are repercussions coming for the School District there in dallas . Well, im sure that our governor and our Attorney General will try. Im not sure that they have the legal basis to say to local communities that they cant protect their folks in the midst of a pandemic. I havent seen any solid legal basis that that rests upon. So hopefully, if they do try to enforce it the courts will do their job and say thats outside of the balance of their power. What the local officials are trying to do here, try to recognize reality. We have a lot of kids in dallas, my two kids are going to be in school and in Day Care who cant get vaccinated. And we have a Delta Variant that is tearing through our community. This is one of the hottest hot spots in the country right here in North Texas. We need to protect the kids. We need them in school. We have learned its better for them to be in school but to be there safely so lets allow them to wear masks and do it safely and lets have common sense. This is not a conservative value but its radical to say that the local Communities Cant protect their own citizens. Let me ask you about the ads we are seeing from some republicans, namely John Barrasso trying to tie the surge to the border. Thousands of covid19 positive illegal immigrants are being allowed into the country and leads to a fundraising page. The u. S. Is doing just fine spreading covid regardless of people coming into the country. Whats your reaction, your view of this type of fundraising and tying it to the border . I wish some of the leaders would try to help their folks understand the benefits of getting vaccinated and wearing a mask as they do on demonizing because we have seen the results of this in texas. We had a shooter actually from my area here in North Texas drive out to El Paso and conduct the worst attack on the latino community in american history not long ago using the same language that were seeing in some of these ads and we see some, you know, socalled leaders doing right now. They should be doing the responsive thing, this is an american problem we should beat and we have a free and effective vaccine available at your local Store Or Pharmacy and you can protect yourself and your family. Thats good for business and for economy and lets do this as an american. This is is an american challenge that we can beat. I dont understand the effort in trying to use this as a political wedge issue. Were in a pandemic, grow up. Last one here. Texas House Speaker signed 52 civil Arrest Warrants for the house dems who left the state to tank essentially the Special Session and the voting Rights Legislation there. One, do you think they will actually be arrested and second, its been a month since the president gave that speech at the national constitution center. Is anything going to happen in washington on voting Rights Legislation . I think it is. I think it is. I think youre going to see us come back later this month and into the next month working on hr 4, to restore the Voting Rights act. I think you will see the senate moving on a modified version of the hr 1, the for the people act. I think well get there and im still confident we can convince 50 of our senators to get on board with the bill and then find a way to get this passed. To me, this is one of the most important things facing us, not only in this time right now, but for our future. Its to try to protect our democracy because whats happening in texas and in states across the country is an effort to say that certain People Cant be engaged in our democracy. Its so blatant its almost embarrassing. So we have to have federal involvement here. We have seen this before. We have seen this when we had to the Voting Rights passed in 1965 when certain areas and communities were trying to prevent some of the citizens from being involved in the democracy. We have made a lot of progress since then, but theres acts to take us back. Congressman allred, thank you. Now, in probe was ordered by President Biden and cnn national Security Correspondent Kylie Atwood has the details. So they have looked through the data, the raw intelligence. What have think found . Were told that that the Intelligence Officials have drafted a report. This is a classified report, its a Draft Report as it stands now. This report does not provide a definitive conclusion as to the origins of covid19. That is according to sources familiar with this report as it stands now. It says that the Intelligence Community is still split over these two leading theories that we have repeatedly heard in the last year. The first being that this Covid19 Pandemic originated naturally from animals spreading to humans and that the other that it originated in a chinese lab through an accidental leak. Now, this report is currently being reviewed at the Interagency Level by Intelligence Officials, by outside experts. And it is the result of President Biden having tasked the Intelligence Community with redoubling their efforts to look into what information they had to collect more information about the covid19 origins. The fact that as it stands now this Draft Report does not provide a definitive conclusion about the origins of this pandemic is insightful because what it means is that over the last few months, as the Intelligence Community have really dug into the details here, they still havent been able to find enough information that is definitive. There are still questions out there. Of course, we will wait to see the final report. There will be an unclassified version that we are told they are also working on right now and that could provide some nuance. But the bottom line, when you talked to folks in the Intelligence Community, when you talked to scientists, when you talked to folks who have been looking at the origin of the pandemic, is that china has been a key problem here, right. They have repeatedly not shared information after multiple requests and really demands for that information about the early days of this pandemic. And that information is really, really essential to getting to the bottom of this. Well see if President Biden orders another review after this one is released later this month. Now the combination of the Delta Variant and vaccine holdouts has put all but two maryland counties in the high or substantial Covid Transmission Category and the mayor was clear about whos to blame. For anyone thats frustrated about wearing a mask thats not vaccinated, look in the mirror. Its your fault were going back to having an indoor Mask Mandate. I want to start with, you know, usually when we have the conversations, theyre in the states with the fully vaccinated people and i think youre at about sixth in the ranking of states. Theres certainly cities across the country that are far worse off. Why did you decide to bring back the Mask Mandate . Well, listen, its very simple. Thanks for having me. Were seeing a big increase in our cases in all of the numbers that we know we dont want to see. For example, over the previous four weeks we have a 680 increase in cases. A 409 increase in positivity. Were seeing our Hospital Base being utilized. Icu beds around 88 . Thats acute care beds and icu are at 84 . Knowing here in baltimore, our 11 hospitals dont just serve the city but serve the region and the state. We are seeing a few deaths but we know what can happen. This is about something very simple. The Delta Variant is causing our cases to ramp up. People are getting the virus. People are spreading this virus and in a much more rapid fashion. People are getting sick and we know that getting people vaccinated helps to not only prevent the disease from being spread, but keeps people from who even get it at a lot less risk of dying or getting severely sick. Its about the data and about the science and the health of our population. So you have been clear you want to encourage people to get vaccinated. We have seen mayors, governors, even the president of the united states create mandates for people to get vaccinated who work in local, state or federal government. As i understand it, you have not done that. Is that something youre planning or considering . Yeah, actually, we are considering that. We have our Law Department looking at the legal issues around this. When i do anything, i want it to be done in the appropriate way with the appropriate speed, but having every t crossed and every i dotted and having conversations with those impacted so were considering that and were still doing a great job of making sure that we get people vaccinated. We have been telling folks if youre home bound, you cant get out well come to you. We have been using the data to show us where to go. Where were actually going into the clinics, well have popup clinics and in the zip codes, in the neighborhoods that people need the vaccine. Well continue to do that. Well have people masking and really trying to make sure that we fight this virus on every front. Mr. Mayor, you have a Time Line on making that decision for mandating vaccines for Government Employees . Yeah. I think that that decision will be made to the next few weeks and in a month. Okay. All right. Here in New York, the mayor has now instituted this policy that will be in effect in a couple of weeks of requiring vaccination, proof of vaccination for indoor dining and indoor entertainment and for gyms. Is that under consideration . We havent gone that far yet, right . I think what you know, we are a place where we want to be able to have people to do the things that they want to do. We started with this indoor Mask Mandate because we know thats the first step and we know its been proven to help slow the spread. We want everyone to get vaccinated. We understand you know, i know better than most mayors in the country about how we have to have open, honest conversations with communities like the black community, about the history of the medical industry and what happened to so many of us right here in baltimore city. We want to get all those questions answered. We want to put peoples fears at ease, but we want them to get the vaccine. We want to do take it, take that approach first. Do the Masking Approach first before limiting Peoples Access and that brings up a big question of equity and other concerns. Let me get your take on another topic that has really plagued baltimore for quite a long time and thats crime. We understand that that members of the states congressional delegation are asking the Attorney General, merrick garland, for federal resources. I know you had a meeting a month ago. What are you asking for and what are you expecting this will do to try to hold off that trend of growing crime there in baltimore . Well, i would say that, one, thats a misconception. Total violent crime in baltimore are down, we were the exception to the rule last year, but we have too many violence in baltimore and its a cancer thats been plaguing baltimore all of our lives. When we talk about our partnership with our federal partners which is stronger than ever, its about making sure that baltimore gets the attention that other cities get and that our great local federal partners have the resources they need to accomplish their goals and helping us break up folks who are trafficking weapons into baltimore, 60 of the guns come from another state. We are able to make cases and remove folks and get them out of the neighborhoods but its not just about them. We know two weeks ago i released the firstever comprehensive Violence Prevention Plan alongside local, state and our federal delegation and it understands that well have three pillars. Public Health Approach and Community Engagement and interagency and accountability. Were no longer going to put this solely on the backs of our police department. Were going to have Community Prevention programs, were going to focus on public health, focus on Substance Abuse and addiction and all of it is how well reduce violence in baltimore for a long period of time.
