The rule which means 51 votes 50 democrats are Kamala Harris as the Vice President breaking the tie, is the only way it can pass the senate. Manchin says he has serious concerns about the way forward. He says given the state of the economic recovery, its simply irresponsible to continue spending at levels more sulted to respond to a great depression or great recession, not an economy that is on the verge of overheating. This 3. 5 trillion plan is part of the larger, more than 4 Trillion worth of Joe Bidens agenda. The other piece, that 1. 2 trillion bipartisan Infrastructure Plan that passed the senate with 69 votes yet. That still is awaiting action in the house. Nancy pelosi has made clear she will not move on that bipartisan plan until the senate moves the larger democratic plan. You can see the challenge the democrats have both from the progressives, pushing the larger plan, moderates like Joe Manchin raising concerns about the price tag. Its a complicated dance that she has to perform between now and the democrats hope getting this into law by september or october. But still a question about whether they can get there, erica. It is. They sound far away. Manu, thank you. Joining Me Cnn Political Analyst and political Investigations Enterprise Reporter for the washington post. Theyre calling it a historic victory for the american people. The reality is this is also a pretty big victory for the biden administration. Thats exactly right. The biden administration put out their ideas for infrastructure and not only normal traditional infrastructure but Human Infrastructure back in the spring. A large chunk of that was passed by the senate on a bipartisan basis as well, also a win for bidens Larger Governing Agenda which is essentially trying to bring both parties together. There was an idea that washington was broken and biden campaigned on being able to bring democrats and republicans to the table, getting people Behind Closed Doors and getting them to agree on something that would be better for the american people. If he can tout this as a major victory, theres a Big Challenge On The Horizon in which he has to not only keep republicans and democrats together, but keep his own party together about the strategy ahead, getting this from being a partial win to being a piece of legislation that gets to his desk. Theres a long road ahead for him as he tries to tout this as a victory trying to harness that momentum will be key moving forward. As you know all too well, Infrastructure Week has been a Running Joke for the last several years in washington. The reality is, theres been a lot of public support, right . Most of the american Public Las to deal with some form of crumbling infrastructure on a daily basis. What changed in 2021 to finally get this done . I think it was a combination of the pandemic and republicans and democrats having, for lack of a better term, the infrastructure of having worked together on a number of covid bills, having worked together on these smaller groups of five or ten senators across the aisle, and they have practice of making these laws come to pass. They have been working on infrastructure for a long time. There was this idea that biden was not as much as a rising figure as the former president , President Trump, and he would be willing to deal. He got on the phone and talked to republicans and was willing to hear from them. The fact that several republicans have areas in their district that need to be fixed, airports that need to be upgraded, broadband that needs to be brought to rural parts of the country, there was a need to do this, and i think some of the challenges about debt and deficits and costs have been thrown out the window, especially in the wake of the pandemic where so much money has been spent. For now. Although were hearing that come up again as we look at the budget resolution. When we talk about this specifically, 19 republican senators came over and voted for the infrastructure bill. Minority leader Mitch Mcconnell telling the Wall Street Journal republicans shouldnt help democrats raise the Debt Ceiling, pass Voting Legislation or other democratic priorities. Is there a sense that there are other areas right now for bipartisanship, because Mitch Mcconnell certainly makes it sound like almost one and done . This is still washington were talking about, still a highly polarized senate where its broken down 50 50. Republicans are looking to try to take Back Power in less than two years. There is a move towards trying to figure out how to seize political power, how to win the political battles over a number of different things including the Debt Ceiling, making Sure America can pay its bills going forward. It appears republicans are girding for a fight even though they were willing to play down their weapons and push this infrastructure bill. It appears in the weeks ahead well have much more hyperpartisanship between the two parties as they try to do a number of different things including simple things like raising the Debt Ceiling so americans can pay the bills put in place by former congresses president. As manu laid out for us, this is not one united block of democrats. Theres going to be a lot of back and forth and negotiating there. How difficult do you think it will be to bring everyone in line. This is a Tightrope Act that nancy pelosi, chuck schumer, the White House will have to work on to get some of those moderate democrats and the Progressive Democrats looking at different ways to capitalize on the fact that they do have power in the White House, senate and the house, but they have very different ideas what to do with it. They need Joe Manchin On Board. They need to convince kyrsten sinema, that putting forth aural these plans is a smart idea for their constituency and for their states. Its a very diverse democratic caucus. Its going to be hard to herd the cats and get everyone all together. If they dont do it dogg, its going to be hard for biden to do anything, especially looking at the midterms where republicans are looking to stop biden from doing any other major legislation. This may be the one chance to do something. It may be what brings them together and make sure theres a coalition that can come together around the very big idea of passing trillions of dollars of new infrastructure spending. We will all be watching. Toluse, appreciate it. Thanks. Thank you. Before the senate passed that budget resolution, theyre working into the wee hours to power through the votearama, which sounds fun, but its where senators are forced to go on the record on any amendment their colleagues may bring to the floor. Among the topics, defending the police. Alabama republican explained his amendment much to the delight of democratic cory booker. Local leaders across the country have decided the woke thing to do is cancel their citys police force. My amendment is pretty simple. If your City Council wants to defund their police, dont expect the federal government to make up the difference. This was a if it wasnt complete Add Case of complete senate i would walk over and hug my colleague. Thank god. Theres some people who have said theyre members of this deliberative body that want to defund the police, to my horror. Now this senator has given us the gift of finally, once and for all, we can put to bed this scurrilous accusation, somebody in this great esteemed body would want to defund the police. Let all of us, not walk, but sashay down there and vote for this amendment and put to lies i will see no political ads attacking anybody here over defund the police. With that, ultimately every senator, democrats and republicans, did vote in favor of that amendment as well as one that democrats put on the Table Thon or the Police Officers who fought to defend the capitol on January 6th. Also on the table, critical race theory. Joe manchin was the only democratic to vote with republicans for an Amendment Banning schools from teaching it. It was the only one to support the use of the hyde amendment. Eight others joined manchin to prohibit the banning of fracking. All the votes, of course, are nonbinding. Senator Rand Paul booted off youtube after a week of trying to convince americans to ignore the cdc. Cnns Melanie Zanona joining me from washington. What more are you learning about the effort to exploit fears and frustrations. Reporter republicans are railing against the new Vaccine And Mask mandates and try to turn the cdc and anti Think Fauci this is really on display at the House Gop Press Conference Right before the August Recess which they used to solidify their message and get republicans on the same page, where house Minority Leader Kevin Mccarthy spent the most of his time bashing these mandates and bashing the cdc. Now, regardless of whether or not this is a politically effective message for the gop, which is very arguably up for debate, its certainly an irresponsible one, right . The Delta Variant is surging. Pediatric hospitalizations are on the rise, kids are going back to school and democrats are pointing out that we wouldnt likely have to be in this position if having to wear vaccinated individuals wearing masks indoors, if it werent for these messages being spread by members of the republican party. You talk about the political angle of this. Is there a sense that this Fear Campaign is working with americans . Vaccination rates are still struggling to get up there. You have Marjorie Taylor Greene and Rand Paul who were suspended from Social Media for spreading this disinformation. This is still a huge problem, not just for the republican party but the entire country. Republican leadership has failed to push back on some of those members who are spreading anti Vaccine Sentiment in the party and spreading disinformation. But we have seen some of these smed companies step in a little bit. I think its a big question of how effective these temporary suspensions are. Marjorie Taylor Greene was suspended once before and she didnt stop. She was suspended again. Melanie, appreciate it. Thank you. Thank you. Still to come, the battle over masks picking up where melly left off. We have republican governors refusing to take measures from requiring them in schools, actually banning the Mask Mandates in most cases. As the debate over masks in schools rages, most parents just want to make sure their kids are as protected as possible from covid19 when they return to the classroom. Right now 45 states are seeing an increase in new cases over the past week. One doctor said Reopening Schools without Mask Mandates is a, quote, formula for disaster. President Biden Looking at whether he can stop states from Blocking Mask Requirements at schools. The governors of florida and texas remain defiant. Both of those states have more minors hospitalized than any other time in the pandemic. Joining us, Michael Osterholm the director of the center for Disease Research and policy. Im hoping you can help clear us up. Last week on cnn, and im quoting you hear, many of the Face Cloth coverings people wear are not effective and you encouraged n95 masks. Senator Rand Paul was just suspended from youtube for saying cloth masks that dont work. The cdc still recommends a twoplay breathable mask worn well as an effective option to stop the spread. I think you can understand how confusing this is for people. Whats the real story on masks . What works, what doesnt, especially for kids in schools . It is confusing for the public. I understand why. In this business you cant nuance anything. Its either left or right, either lou or red, yes or no. Science isnt that way. A year ago last april, we put out a statement that basically pointed out this virus is an aerosol, transmitted in the air, just like we see with cigarette smoke. If youre in a room and have a covering on your face and you can smell the smoke, you know youre also getting virus in there if you had an infected person in there. We know Face Cloth coverings can reduce the amount of virus you may inhale. To be fully protective in a way of this variant today, delta, you need to have the kind of protection that comes with a N95 Or Kn95 for kids which are available in kids sizes. That doesnt give Anybody License to take my statement and say masking doesnt work. Effective masking is what were talking about. The cdc is responsible for that. They for many months didnt come to the point of realizing aerosols were a very important part of the transmission. As such, their messaging has portrayed that. We need to let people know thats not the case. Youre saying best option n95, a kn95. For some kids maybe thats tough, tough to wear all day. Cdc still recommending a twoply cloth breathable Face Mask worn pro property. A lot of us, including myself, use the disposable ones we order online in bulk. Those are still, if im hearing you correctly, still somewhat effective as affecting transmission. Are those still an option for kids in schools and staffs in schools . This is where its hard. No matter who is listening to this interview, some will want those who are saying be truthful and tell us how the masks woncht the bottom line is nuance. For example, theres a group of industrial hygienists, people who study how to protect ourselves from airborne chemicals and infectious agents. They determined based on the cdcs data that an infectious dose can occur in 15 minutes, meaning enough virus in a room for me to breathe in, just like if it were Sig Rate smoke, where id get infected. They did the work along with data from Nye Ash who showed if you wear a face covering, you get five additional extra protection, surgical mask is ten minutes, if you wear an n95 respirator, 2. 5 hours, and one tightly face fitted may get up to 25 hours of protection. You tell me how you want to parse that out . If you were driving an old car and it only had an old seatbelt, wear it. If you have one with a body harness, air bags, had shard glass, a computer On Board to help brake you before you hit something, id tell you to get that one. Id never tell you not to wear the seatbelt. Im a grandparent of five kids, i want them protected. The first and most important thing is vaccinate everybody 12 and older. Do you know how many kids in our schools could be protected if we just vaccinated . How much teachers are vaccinated . How many Family Members are vaccinated . Concentrate on that, and using the masking as a backup. When you do use it, get the best you can. I think you did a great job of explaining that to us. Use the seatbelt that you have, right . Its certainly better than no seatbelt. Get the shot. I just got a note from my School District, my public school, my kids need to be masked, even the kids who are vaccinated. Theyre setting up vaccination clinics, setting up one in town to your point. How much is access still an issue at this point for kids 12 to 17 . We have Survey Data out today the number one factor is parents and whether theyre encouraging their children or supporting their children to get vaccinated. Parents say we want to wait longer to see if there are health effects. I can tell you right now, look at the pediatric Intensive Care Units in the southern states and now spreading to the rest of the country. Go look at the hospitals where the kids are seriously ill. Its the virus, not the vaccines. Parents, please get your kids vaccinated. That will stop the spread from older Brother And Sister to a younger child. Weve had numerous reports recently, one child becoming infected, transmitted to the other children in the family. So you want to protect them all and you dont want to be sitting there and asking yourself when that child is in Intensive Care why you didnt vaccinate them. Thats not what you want to do. Absolutely not. Michael osterholm, always good to have you with us, thank you. Thank you, erica. This morning, as part of the probe into former President Trump and top allies, Pressure Campaign to overturn Joe Bidens win in 2020, Senate Judiciary Chir man Dick Durbin wants to interview trumps former chief of staff, mark meadows. The Committee Obtained Documents showing meadows sent five emails to acting attorney general Jeffrey Rosen asking him to look into false Election Fraud claims. This comes as former u. S. Attorney in atlanta b. J. Pox is set to testify today. He suddenly resigned in january as trump ramped up attacks on Georgias Election results and following a release of an Audio Recording with trump joining me to discuss, renato mariota. Good to see you this morning. If there can be testimony from mark meadows, how significant do you think that would be in laying out maybe the scope, the scale of these efforts by the former president and his top aides to pressure the Justice Department to intervene and overturn the election. It could be very significant. Obviously mr. Meadows was there, he was there, present, having a lot of conversations with former President Trump. He would i think present significant evidence of Trumps State of mind, but, of course, i dont expect mr. Meadows to be forthcoming with the committee. I think he has to be concerned about potentially false statement to Congress Charge if hes not forthcoming. I think that would be what i would expect him, potentially trying to min mice the former president s conduct. You think he may not be forthcoming, but first they have to get him there. Hes declined to comment about talking with the senate judiciary committee. If he doesnt come voluntarily, the panel will have to subpoena him which will require buyin from republicans. Thats right. And not only that, i would expect meadows to fight it in court. It could save some time for it to actually get in front of the committee. He would argue executive privilege, for example, claim, that the conversations were protected and so forth. The House Select Committee looking into January 6th does not have to have signoff from republicans, right . So is there potential that maybe meadows would need to speak with them . I think theres certainly that potential. You can expect meadows to go to court. Weve seen this time and time again from former Trump Administration officials those who, unlike rosen, are not eager for the public to know or willing to come forth and let the public know what happened. I would expect meadows to be in the camp of trying to do whatever he can to avoid testifying. I expect him to challenge the subpoena. B. J. Pak is testifying today Behind Closed Doors. Oh, to be a fly on the wall. Theres still so much mystery so much mystery surrounding why he resigned so denly. What type of questions would you expect the committee would be asking him today as they try to get to the bottom of that, among other things . Oh, boy, ive got a lot of questions i would ask. Certainly theyre going to want to know what, if anything, his office did to investigate allegations of irregularities or other issues regarding the election, what evidence they had, and what specific requests came from the White House from whom, when, to whom, what was he pressured to do . Why did he feel he needed to resign . Hes going to be asked about specific conversations. I think that could lead to other witnesses from the former trump White House to potentially come before that committee. Renata mariota, good to see you. Thank you. Ill speak with a mayor Doing Everything he can to get people in his city vaccinated, including this, walking The Streets with a bull horn, going Door To door, leading a par read through The Streets of camden, New Jersey. My greatgreatgrandmother, my greatgrandfather, greatgreatgrandfather was that kind of person. He looked after his community. She built an empire. He protected this nation. They lived their lives in extraordinary ways. With ancestry, i learned the story of peter vaughters. William lacy. Madam c. J. Walker. They are the heroes in my family. Who are the heroes in yours . Today President Biden set to meet with leaders of several companies now requiring workers be vaccinated against covid19. That includes the ceo of united airlines. His company says get vaccinated or risk being fired. This as were learning that the three other major u. S. Airlines say they wont require vaccines. Cnns Pete Muntean joining me with more. Were talking southwest, american and delta. They are not planning to follow suit. Why . Its so interesting and a lot of factors at play. Most airlines are saying they dont need to put a mandate in place because they insist many of their employees are already vaccinated. United airlines announced friday all its employees would need to get vaccinated by october or face getting fired. The ceos of southwest, delta and American Airlines have all been on the record saying theyre not putting mandates in place, not changing their policy after united did. Delta air Lines Ceo was on television the other day and said about 75 of the existing workforce is vaccinated, and all new incoming employees are requiring to be vaccinated. He says a mandate just isnt necessary. Were going to continue to encourage it. I think theres additional steps and measures we can take to get the Vaccine Rates even higher. What were seeing is every day those numbers continue to grow. Im proud of our team. I think we have one of the highest Vaccination Rates in the country without a mandate. Erica, theres also a labor issue. Airlines are heavily unionized, the american Airlines Pilot Union says 60 of its core has already been vaccinated. Theyre also encouraging that employees get vaccinated, but also underscore this one thing, any change to americans Airlines Policy for workers would be subject to Collective Bargaining Making The Union negotiations a lot harder for companies to put the mandates in place. A lot to take into account there, thats for sure. Not the last we will discuss. Pete muntean, thank you. In New Jersey the push to get more people vaccinated is an all Hands On Deck approach. The mayor of camden holding a Vaccine Parade on tuesday, walking through The Streets, going doortodoor, you see there with a bull horn, urging residents to get their covid19 vaccinations, even offering them shots on the spot. Lets come together. I know my city is a tough city. Lets fight this virus come on now. Lets get vaccinated. Protect your family. The number of cases in Camden County has doubled in just the last week. The mayor of camden, New Jersey, Victor Car Star pan joining me to discuss. Its great to have you with us. I love this approach. I love seeing you out there in The Streets. What was your response . Did you get any shots in arms . Thank you, erica. We got a great response yesterday. Just meeting the residents where they are, getting the chance to communicate, talk to our residents. We had a number of individuals on The Street that got the shot on the spot. I was speaking to a gentleman on the fence about getting the vaccination. We had a good conversation about the importance of protecting himself, his family, the people around him thats elderly. He changed his mind. He said, listen, im going to get a Vaccination Shot now. I thought that was very empowering, not just for him but for a community to see a trusted individual in that community getting the Vaccination Shot. I think that helps along spreading the word in our community. It feels like the three points i seem to hear so much from officials and health experts, its meeting people where they are, listening to their concerns and also people in the community who are trusted individuals being able to bring that message to others. When you were talking to this gentleman about his concerns before he decided to get the shot, why was he hesitating if. Theres a lot of misinformation out there, erica. Some of the things he talked about, he just didnt know whats going to happen, will he get sick. Ive had someone out there yesterday said they felt like there was going to be a Microchip Put inside of them. Theres just a lot of misinformation, and i think its important as government we get out there to have these tough conversations about the facts, about whats going on getting vaccinated and how its going to help you. Thats the biggest precaution you can take right now. No one wants to go back to last year. It was a dark time. This opponent that were fighting, we have to put a fullcourt press against this opponent, this virus. Thats why i have my police department, my fire department, our health officials. We had cheerleaders out there walking The Street, parading in our community. It brings attention. When you bring attention, people come out. Now we can talk. I got my bull horn. Im walking up to people talking. I get people, hey, hey, hey. Lets talk about it. We cant get selfish. We have that 1217 age group. But what about the 12 and under . They cant protect themselves. We as adults have to protect them and step up and be responsible. That is such a focus as were preparing to go back to school. A lot of schools in the south already heading back to school or are in school in the northeast. Were getting ready for that. How much is that part of your message in camden, that there are still those 11 and under who dont even have the option to get vaccinated . Its a big part of my message, erica. We as adults have to step up. We want to see our kids back in school. I felt so much pride seeing the 13yearold, 12yearold And 14yearold yesterday, as we were walking through the community, they were with their dad. They stepped up, leaders in our community. The more we can get our 1217 Age Bracket of getting the shot, our adults will step up. I want to see our kids in school. Well work hard with our School District to make that happen. Weve been talking about this from the very beginning. First it was about the inequities of health care, and then once there was a vaccine, the inequities in what we seeing in terms of demographics, in terms of vaccinations. Sometimes thats hesitancy, sometimes its access. What are you finding is the biggest hurdle you have more than 56 of recipients in Camden County who have had the vaccine dose, 11 are black, 11 hispanic, 7 asian. Do you see a Messaging Problem there, an Access Problem . Weve been vigorously having Vaccination Popup sites. What i learned the last few days in the community, there are some of our residents ive had a resident say how much does it cost . Its a free shot. I told him its free. That was a resident that said i want to get it. I keep on being optimistic and messaging and getting information out. So many times we rely on Social Media and i say weve got to meet the people where theyre at. Go in the community. If its one person, we got a shot, if its two people, we got a shot. If its three, thats three more than we had yesterday. Those three maybe multipliers of ten, 20 or even 30 more. Were going to keep fighting and keep pushing. Lets hope theyre the spreaders of the factual information and that they do multiply. Mr. Mayor, great to have you with us. I hope theres another parade in the future. It certainly seems effective. Yes indeed. Were pushing hard in the city of camden. Thank you, erica. Overnight a Texas Judge allowing Dallas County leaders to override Governor Greg Abbott and require masks in schools. The Agencys Inspector General says doing so by 2024 isnt possible. Kristen fisher joining me now. The blame is on the funding, impact of covid19, technical challenges. When can we then expect a return to the moon . The good news for Space Enthusiasts is that the biden administration is committed to returning to the Art Muss program, returning the first man a woman to the lunar surface. Congress hasnt allocated enough funding for this program. There have been all sorts of technical difficulties along the way. First with the rocket and the space launch system. Nasas ig put out this Report Yesterday which essentially said that the Space Suits that these astronauts are supposed to wear are going to be at least a year late. They wont be ready until 2025, a year past this 2024 goal. Whats more, nasa will have bored in about A Billion Dollars into these Space Suits and yet they still wont be ready in time. This ig is saying part of the problem is that 27 different companies are supplying components for this Space Suit which is what led Elon Musk to jump into conversation, saying on twitter, it seems there are too many cooks in the kitchen. Hes now saying spacex could help develop Space Suits for these Art Muss astronauts. The bottom line, nasa will evaluate this date later this year. Hopefully it wont change. But it looks like 2024 wont happen. Kristin fisher, thank you, appreciate it. One piece of Collateral Damage from the pandemic recovery, rising prices. Youve likely noticed it.
