I think i want to be clear. People hear vaccine mandates, they think government is going to come in and tell me that i have to get vaccinated or i will go to jail. That is not what were talking about. Were talking about mandates usually by say an employer or by your school. Vaccine mandates at that level. Or a state saying our employees have to be vaccinated. This is not a mandate like you have to get car insurance. It is not that kind of mandate. It would work differently. So lets take a look. There are actually three states that have already done mandates, again it is for some groups. It is not for everybody. It might just be for example in New York a State Employees or Health Care workers or just along those lines or hawaii said county workers. It is not that everyone in those states have to get vaccinated. It is specific groups. Unfortunately there are seven states that have said you cant do mandates. So these states have said, you cant do mandates and again it is for specific groups. One state might employers and another state might say businesses, so it depends on state. And all of the mandates or saying that you cant have a mandate, they are for specific groups, there is no across the board here in that way. The only thing across the board is the recommendation. Thank you. Thanks. This morning as more students across Florida Return to the classroom, they are seeing a concerning number of cases among teens. The Positivity Rate is 20. 5 and higher for those ages 12 to 19. Thats more than the state average. Natasha chen joining us with the latest from orlando. Those are not the kind of numbers we want to see, natasha. Reporter no, and over the last week there were more than 13,000 new covid positive cases among kids under 12 here in the state. That is a more than 28 jump since the week before. So as kids are starting to go back into class in person, that is a really troubling trend. Orange county public schools starts class in person tomorrow. There is a Mask Mandate there. Though parents would opt out and thats because of the State Policy where governor Ron Desantis has really doubled down defending a Parents Choice to send their kids to school masked or not. The Miamidade County Superintendent talked about what hes going to do in his school district, while trying to dance around the State Policy. We have a system that is advised and direced and oriented by scientific principles and medical expertise rather than political pronouncements and im one who continues to urge our community to pay less attention to loud disconnected voices that are the void of reason and continue with the advice for the best interest of students at heart on the the basis of medical expertise. Reporter and we met one 12yearold in line this morning getting vaccinated at this site. But now that it is been about an hour, erica, there is No One left in this vaccination line. But the yet the Testing Site across The Street from us, there is at least a two Hour Wait to get tested right now. Wow. Well the upside is people need to get tested to know more about the level of virus in their community. As i understand it, in two weeks there are six members from the same Jacksonville Church who died from covid. And they were all unvaccinated, the pastor said. And he has a message now. What is he saying . Reporter right. Reverend George Davis of impact church in jacksonville, florida, four out of the people that died were under the age of 35. And young and healthy people. He knew one of them was 24 years old and had known that person since he was a toddler. He tweeted that hes tired of crying about and burying people he loves. He said please take the political and religious games somewhere else. But there is a lot of political games still being played here in the sunshine state. All you could do was host another Vaccination Event this weekend. He tried to convince his congregation saying the vaccine is here if you want it. And he believes that Faith And Science can work together, erica. It is an important message. Natasha, thank you. Our next guest is the Chief Medical Officer at conway Medical Center in south carolina. Health Care Facility s. E. A. L. Se just put the covid 19 tests back up after take them down last may. Dr. Paul richardson joins me now. Seeing the tents go back up, you said it was like a Gut Punch and this is because youre seeing a rise in covid19 patients and im guessing many of them unvaccinated, doctor. Yeah, erica, we sure are. We have seen a tremendous increase over the last few couple of weeks, ten days weve gone from singledigit admitted patients to this morning we have 31 admitted covid positive cases so a tremendous increase over the last ten, 11 or so days. I imagine for your staff, you said it was a Gut Punch, there are so many that i have spoken with since the start of the pandemic who were exhausted a year ago. To see the tents again, how are they holding up at this point, your staff. Ill tell you, the staff at conway Medical Center have been phenomenal. I mean, every single person on this christampus has gone above beyond. A and i cant say how proud i am and how proud i am to be a member of this staff. But it is very tiring. It is demoralizing to see these numbers go back up and to see the tents go back up but at same time we felt like this is the right move for us in order to really be for efficient in taking care of patients but also to try to keep everyone as safe as possible. Well that way youre ready. What are you hearing from some of the unvaccinated patients and even from their family and friends . Well, i get a lot of questions to be honest with you. Ive had the most questions over the last two questions than in possibly the last several months. That is a positive sign. People are asking questions about which is one is the right one for me and that is im taking as a positive sign and hoping well be building some momentum because that is our best defense against this. It certainly is. Look, masks so important, too. When we talk about kids heading back to school. Kids under 12 are not eligible for the vaccine. Education secretary weighs in on this, take a listen. Those who are making policies that are preventing this, dont be the reason why schools are interrupted, why Children Cant go to extracurricular activities and games are canceled. We need to do our part as leaders. Talking about Mask Mandates there. Are you concerned about the messaging surrounding masks . Here we are august of 2021, and they seem to be just as political if not more so . Well i did hate that this whole thing does have a political loom. Listen, this virus doesnt care what your political affiliation is. It doesnt see race or any of that. And it really boesthers me that wevi we weve injected this into our virus and that is what we need to be focused on, not republican or democrat, we need to be focused on getting rid of this virus and stopping what i see as needless deaths. You know, so much depends on where you live in terms of how your experiencing this virus right now. Give us a sense, what are you seeing outside of the hospital, what are you seeing in the community . How are people reacting to the delta variant, so any sort of masking indoors again even if your fully vaccinated . Ive seen, im going to be honest, i dont like the mask either. I dont like doing that. But i do realize the science behind it. And i do realize that folks have become a little more lax in some of our precautions that people were much more vigilant on early on with the hand washing, social f thing. However, that is contributing to the numbers were seeing now, no doubt. And when you say, i think a lot of people could relate to that, once they were told you didnt have to wear a mask but it is hard to go back to wearing them but the science is there as you point out. When it comes to kids, how concerned are you as to whether that message is getting through to older people in the community, that their actions could directly impact the life of someone who is not eligible to get vaccinated, be it a child under 12 or someone who has a Compromise Immunity . First of all, the data is clear. We do know that younger patients do better overall. We do know that for a fact. However were seeing more and more young people severely affected by this virus and we do know that patients could also transmit virus to an elderly folk folks who may have not had the opportunity to be vaccinated. This is happening. It happened so quick. He didnt Say Anything. When i stopped it, he just pulled away and walked away. Now cnn has reached out to the governors attorneys and the Governors Office this morning following that interview. So far they have not commented but the governor has denied in testimony that he inappropriately touched britney. Also happening overnight, one of the governors top aides Melissa Derosa announced her resignation and happening right now Impeachment Investigators in new York State briefing the senate judiciary committee. A lot happening. I want to go straight to the times Union Newspaper in albany and over sees the investigations. Good to have you with us this morning. A lot to cover. Lets start quickly with what broke overnight. Melissa derosa resigning and in the statement she did not mention the governor. She mentioned a number of times in the attorney Generals Report, shes been by the Governors Side for sometime. Anything to make of this resignation . Its a very it is like an Atom Bomb dropping in the governors inner circle. For Melissa Derosa to depart in a statement like that issued ber her and not the Executive Chamber and did not mention the governor or Say Anything about her service or for the state with him for the past ten years. So it is very telling and it is arguable by one of the biggest defections in his administration to date. And do you think it is a sign of anything else to come . Is there a sense there in albany . You know, there is. You know, many people are speculating would derosa leave before he resigned to get a clean clean break to say i left him and to probably try to salvage her reputation. But the governor has given all indications that hes digging in and he plans to fight this and his lawyers have tried to counter the attorney Generals Report to pick apart facts in it that were wrong. I dont know that hell last. You have the new York State assembly moving forward with its impeachment proceeding. And we heard just last week that they plan to do it expeditiously i believe was the word that was used in the wake of the a. G. Report. As we talk about Britney Comisso who has come forward publicly and we mean shes now using her name. Shes no longer executive Assistant Number one as referred to in the report. At the Times Union youve been in touch with her for sometime. The fact that shes now comfortable speaking on camera about this, what changed for her . Last week when the attorney Generals Report was issued and the governor subsequently presented a videotaped statement which was clearly taped prior to the attorney Generals Report being made public because he made no tension of the State Trooper that was also allegedly sexually harassed by him. But in Britneys Case she indicated when he called her out, he called her a liar after that and said that this never happened, that is what i think motivated her to finally come out from Behind The Screen and say, you know, as she did, im a real person, this happened and the governor needs to tell the truth. And she subsequently talked to the Sheriffs Department as well to allow them to do an investigation that would either affirm or refute her allegations. Does she believe criminal charges will be brought . Im not sure if the charges will be brought. But she certainly put herself out there by going to Law Enforcement Agency that would now have the ability to use Search Warrants and subpoenas to compel testimony to gather records, to she has said it did not happen on november 16th, which is what the attorney Generals Report had said. She said it happened around that time. And in our story in april, where we interviewed her and presented many of the allegations, she had told us then this was in late november. Is he sed there was a text, she went there to help the governor with a matter on his iphone. He couldnt text a note. He claimed not to know how to do that. So she went there and did it for him and sent that note in a text from his phone to his assistance stephanie benton. And then she called miss benton that phone to say did you receive it and she said yes. And then it was after that that the incident happened. So if that is the sequence of events, the sheriffs investigators and Search Warrants and subpoenas should be able to confirm that information. And so as we wait to learn about that, i think one of the things that has really stood out to a lot of people, myself included was learning shes still employed in the Executive Mansion. So shes still working there. What is it like for her at work on a daily basis . Is she finding support from her coworkers . Yes and no. She said shes assigned to the Executive Chamber at the capitol. And since all of this broke, the governor has been there very infrequently. I think maybe once we could confirm that he was there. Hes been largely holed up in his manhattan office or in the Executive Mansion where he also has a private office. And she has spoken to him since then. There is a couple of times or at least once where hes called into the chamber to get assistance and she would answer the phone. And im sure that had to be very uncomfortable. But she said shes been treated very differently. Shes not been given assignments, other people around her has received raises and she hasnt received a raise. Maybe the optics would be bad. If the chamber gave her a raise, people might not think that looks good. But she said it is very difficult. She gets a lot people who look at her sideways. But at the same time shes receiving support from her coworkers. And she doesnt want to leave. Shes a single mom and needs a job. Im sure. Brendan lines, good to have you with us today. Appreciate it. Thank you. You bet. Just ahead, things are getting nasty in afghanistan. That is according to senior officials in the region. The taliban taking over yet another key strong hold as american troops get closer to completing their withdrawal. Mm. [ clicks tongue ] i dont know. I think they look good, man. Mm, smooth. The group has taken control of large parts of afghanistan since the u. S. Began withdrawing forces in may. This weekend, though, horrific violence with at least five capitols falling to the taliban. The u. N. Said two dozen children were killed in the violence. More than 130 others injured. Cnn Pentagon Correspondent Barbara Starr joining us now. What are we hearing from american officials . Reporter well very little. No indication of any change in u. S. Policy. The withdrawal of u. S. Troops is to be completed by the end of august. Now, the u. S. Has been conducting Air Strikes for many weeks now trying to push back against taliban advances. The afghans are concerned that those Air Strikes are going to end in august when all u. S. Troops leave. But the u. S. Is hinting pretty strongly that the Air Strikes will continue limited because those aircraft come from long distances but the u. S. Is open to continuing to press the air strike campaign. But of course the Big Question is the taliban are on the move. Look at the map. Theyve taken five provincial capitals and no indication that the Air Strikes are effectively stopping any taliban advance. Afghan forces continue to fight in the field but it is very tough going for them. It does not seem really at this point that there is a solution to this. Erica. Barbara starr, thank you as always. Joining me now, Wesley Morgan a journalist covering the pentagon and Military Affairs and author. Wesley, when we look at this, what barbara just laid out for us, what were all waking up to this morning, the fact that the taliban is now moving into cities where maybe there was pushback before among the afghan forces with some help from the u. S. , that is just not happening right now. What is all of this Add Up to for you . Well it is not the first time taliban has taken provincial capitols but it is the first time theyve taken a bunch at once. And will they be able to hold them. When they take one capitol and taken Kunduz City before for instance, that a more limited problem for afghan Special Forces sh the units that could go on the offensive to go and push back in there and take it back. You take a whole bunch of provincial capitols and it is much more difficult for the limited number of afghan Special Forces to do something about it. And even if the taliban isnt able to hang on to these capitols, something that is gearing down the forces and the other elite unites to make it harder for them next time to respond to this across the country. And as we look at what support there is, what is still left, as barbara just mentioned as we talked about earlier today, there is dependence on u. S. Air power that may be going away. What kinds of international support realistically is there . Probably the most important type of international support for the Afghan Military is the biden administration thinks that it is figuring out how to keep the afghan Air Force flying. In military, and especially in the defensive units that theyre so reliant on, really have been built by the u. S. Military to rely on air power. Now they Cant Count on u. S. Air support. Even if u. S. Air strikes continue it is in very limited company. Not the kind of thing that you could count on daily. So the question is how to keep the afghan Air Force flying when the afghan Air Force is running low on precision guided bombs, it is having trouble keeping many of the aircraft in the air. Because it is so reliant on u. S. So that is something that the administration is trying really hard to figure out. Im sure the administration showing no indication that it is going to respond to the taliban recent victories. Is that the right course . I mean whether it is the right course, i think it depends on what your priorities are, whether your priorities are keep the promise and ending u. S. Involvement in afghanistan or whether your priorities are in afghanistan. I dont see any indication that the biden administration is going to reverse course. Adjust doesnt seem like something that is on the table. Does it seem, i mean realistically at this point, are we looking at a short time until afghanistan is under taliban control . That is harder to say. I think the afghan government forces, there is a whole lot of them and in large part they are very brittle and very susceptible to [ inaudible ]. Whether that is going to be the case, and the taliban get closer to kabul, i dont know. Kabul has much more robust defenses than in of the outlying cities. Kunduz is a major city but most of the places are out in the middle of nowhere. It is a place that fell without a fight and in part because it is very, very far from the Center Of Gravity for the kabul government. But it is possible that defenses will stiffen as the taliban get closer to really major Population Centers. But something that the taliban is doing and seems to be pretty successful athe is isolating the Population Centers from others so it is harder for Government Sources to keep supply there in places like kandahar and harran. I think one of the reasons why that impact was so doubled that day is because of the misogyny and the racism that is so deeply and rooted and animated that attack on capitol. White Supremacist And Patriarchy is very linked in a lot of ways. There is a lot of sexualizing of that violence and i didnt think that i was just going to be killed. I thought other things were going to happen to me as well. So it sounds like what youre telling me is that you didnt only think that you were going to die, you thought you were going to be raped . Yeah. Yeah, i thought i was. Dana bash joining me now. She was clearly emotional at the end there as your talking about her concerns about January 6th. I mean, as your sitting there, listening and youre there in washington and covering so much of this. Hearing her account of that January 6 insurrection, i think it is so powerful. So powerful. And it is just a reminder of the trauma that is still very much rippling through congress and not just members of congress, but reporters, clerks, people who work in cafeterias, people who work in other services in and around the complex and that is just one example of the fact that what she was trying to say there, erica, and youll see more of this tonight, is that people bring baggage with them. And when there is a trauma, like she had and everybody there had on January 6, it brings up other things that happened in your life. And for her, that is that she is a survivor of sexual assault. So when she was experiencing the fact that she was in her office, in the Cannon Building which is across The Street from the capitol, it turns out that the person who was banging on the door to her office was a capitol police officer. But she said that he didnt identify himself. And so she heard very loud banging and she started to think that this was it for her. And it the reason that she said she thought that rape is possibly what could happen to her is because of the fact that she was triggered by this experience that she had. But the other thing that she talks about, erica, is that she had been receiving so many threats leading up to January 6, in the shortterm before January 6 and even since she got on the public scene and the fact is that we didnt realize how dire that was. So all of that was coming up as January 6th was happening. Absolutely. Im so looking forward to this special tonight, and i know this is really sort of a different type of interview, this whole series is. So what more can we expect . It really is a different and ive been wanting to do something like this for a long time. You and i do hardhitting interviews. We are a very hard news network. But i think it really behoved us and is informative for the audience to get to know some of the people who they see in Sound Bites or see in hardhitting in interviews on a regular basis who is the Human Being behind them and those influencing the public discourse, whether it is in politics or in culture and that is the goal of this series which will happen on an occasional basis.
